Reporter threatened for asking about lottery funded project By Anton van Zyl A reporter of the Zoutpansberger/Limpopo Mirror has been warned that he will be harmed unless he stops digging into the affairs of a lottery beneficiary. This happened after the reporter tried to obtain contact information about an organisation that received more than R15 million in lottery funding over the past three years. The incident happened last Thursday when the reporter received a call from an unknown person, telling him to stop inquiring about the affairs of the Vyeboom Youth Development NPO. The reporter was assisting the online publication, GroundUp, which has been investigating dodgy grants made by the National Lotteries Commission. The matter was subsequently reported at the Makhado police station and a charge of intimidation is being investigated. Efforts to call the number used by the threatening caller were unsuccessful and the SIM card is believed to have been bought for the sole purpose of making the threatening call and then discarded.

both NPOs and the NLC are obliged by law to be transparent and accountable has clearly not been embraced by the NLC.

Why a non-compliant NPO?

The way the NLC uses non-compliant NPOs to run multimillion-rand projects has been highlighted on several occasions by investigative reporters. The Limpopo Mirror first exposed this in February 2018, when we followed the trail of a R27.5 million grant to a Vhembe-registered NPO, Denzhe Primary Care. What we found has turned into one of the biggest scandals that the NLC has had to deal with. Further digging revealed that Denzhe was both dormant and non-compliant and had been hijacked by a Pretoria-based lawyer. Of the R27.5 million the NPO received – to build a drug rehabilitation centre near Pretoria – more than R20 million cannot be accounted for. Non-profit organisations are registered with the NPO Directorate, which falls under the Department of Social Development (DSD). They are issued with an NPO number and have a statutory obligation to submit annual reports to the DSD. In the case of Denzhe, as with Vyeboom, Who is Vyeboom Youth this has not happened. Condemnation The latest threat to a reporter investigating lottery grants was condemned by the SA National Editors Forum (SANEF). In a press release issued last Friday, SANEF says that it is inexcusable for individuals to threaten journalists. “We trust that the police will give this matter the urgency it deserves and identify the culprits,” the statement reads.

SANEF also expresses concern about the reluctance of the NLC to release information about NPOs receiving funding. In 2019, following a series of articles exposing questionable grants and possible large-scale corruption, the NLC stopped publishing details of organisations being funded. Even when questions were asked in parliament, the NLC refused to disclose which organisations benefit from its funding. After mounting pressure from a various sectors, the NLC budged this week and released details of the past two years’ beneficiaries on Monday. The details made available included an incomplete list of organisations that benefited from its R150 Covid-19 relief initiative.

Absa man in court again for R25m theft By Kaizer Nengovhela A consultant of the Elim branch of Absa Bank appeared in the Waterval Magistrate’s Court on Monday for the second time in connection with the theft of R25 million. Fhatuwani Mudzanani (27) of Mashau village had allegedly stolen R25 million from the Limpopo Provincial Government’s accounts and deposited the funds into different bank accounts linked to him. He was arrested by the Hawks at his workplace a fortnight ago. The spokesperson for the Hawks, Capt Matimba Maluleke, said four Absa ATM cards, two withdrawal slips, and a cash amount were found and seized at the suspect’s house. The suspect had allegedly transferred cash into different bank accounts he had opened. He was successfully traced, and his accounts were frozen during the search of his house. The case was postponed to Thursday, 30 July, for a formal bail application and Mudzanani remains in custody.

“The municipality’s actions in not answering is deplorable” By Andries van Zyl The Covid-19 outbreak continues to disrupt every aspect of everyday life, and this week brought the news that the Makhado Municipality and Makhado Fire Station had to be closed after staff members had tested positive for the coronavirus. Makhado municipal spokesperson Mr Louis Bobodi issued a statement on 25 July that the municipal offices would be closed from Monday, 27 July, until Monday, 3 August. He indicated that this would also affect the Dzanani and Waterval regional offices. “This is due to a Covid-19 case that has been reported. Offices will be opened again after all Covid-19 protocols have been completed and complied with,” said Bobodi. He added, however, that essential services such as waste removal, electricity and traffic would still be rendered. A day later, the Vhembe District Municipality issued a statement announcing the immediate closure of the Makhado Fire Station in Louis Trichardt after two of its employees had tested positive for the coronavirus. The closing of the municipal office left many residents frustrated, especially after the sudden rain that fell during Monday evening/Tuesday morning. This caused the transformer on the corner of Erasmus and Douthwait Street to trip, leaving several households without power since about two o’clock on Tuesday morning. Initially, the power outage did not cause much inconvenience, but when the electricity was still off at 11:00 residents, became frustrated. “We were without power (the block between Douthwait, Songozwi, Anderson, and Erasmus) since 2 a.m. this morning. I did not want to disturb the Dorpswag because it is not an emergency and I tried the Fault Reporting Number. However, as per notice above the municipality offices are closed so I TRIED REPEATEDLY to contact the above number for Electricity, without any success. It just beeps. I contacted the Dorpswag

and they were able to make contact via private numbers. Basically, without the Dorpswag assistance, I do not know what we would have done,” wrote one irate resident on a local social media platform. “The municipality’s actions in not answering the emergency electricity fault-reporting number is deplorable,” said the irate resident. Many others had similar complaints. The irate resident was referring to a notice issued by the Makhado Municipality that indicates the emergency numbers to phone for fault reporting regarding electricity, waste removal, and traffic. The numbers listed were Mr Humbulani Tshivhula at 082 402 8439 for waste removals, Mr Stanley Ramadwa at 082 590 8270 for electricity and Mr Bernad Mokiri at 078 802 9412 for traffic. The newspaper informed municipal spokesperson Mr Louis Bobodi of the complaints and asked him to confirm the emergency numbers provided by them. In response, Bobodi indicated that all the numbers remained the same, except for the contact person regarding electricity. The new person listed is Mr Aron Tshikovhi at 082 082 2389. Asked why Mr Ramadwa was no longer the responsible person, Bobodi said Ramadwa had gone on leave on Tuesday, which might explain why he was not answering. In addition, Bobodi said that those who had booked for driver’s or learner’s licences on allocated dates from 27 July tot 31 were requested to go and get new appointments dates at the Makhado Testing Grounds at the corner Krogh and Rissik Street on Monday, 3 August. He also indicated that, should people still experience problems in reporting electrical faults, they could also phone the acting manager of electrical services, Mr Thomas Matodzi, at 083 677 6362. As for the Makhado Fire Station, the VDM issued a follow-up statement indicating that the station was due to re-open on Wednesday after all the necessary Covid-19 protocols had been observed and completed.

W

aar kry ons standvastigheid? Waar kry ons rustigheid en gemoedsrus? Hierdie dinge, waarna ons almal verlang, mag dalk voel of dit deesdae nogal skaars is. Watter woorde is hierdie?

The Department of Agriculture, Land reform and Rural Development has confirmed a case of rabies in a stray dog in Louis Trichardt town. Rabies affects all species, including humans, and has no treatment with death as the only outcome. “We must thus act preventatively. We urge everyone to please vaccinate all your dogs and cats as soon as possible,” said the department. The department said that people who were exposed to saliva or a bite from an animal, should wash the wound with soap and water immediately. “Go to the nearest health-care facility without delay and report the possible rabies exposure,” said the department. “Al my dank aan my Hemelse Vader wat my hiermee lei en seën,” sê Kristi. Things are changing at Ridgeway on many levels School News Things are changing at the Ridgeway schools in Louis Trichardt on many levels as part of their 21st birthday celebrations. “This year has been a strange and disrupted one, with so many plans being scuppered. We have to believe that this will pass and plan for a future beyond 2020. Part of this planning lies in the rebranding of our schools,” said Dionne Redfern, executive head of Ridgeway College, Ridgeway Preparatory (prep) and the Ridgeway Early Childhood Development (ECD) Centre. Redfern said that turning 21 held special significance. “It’s regarded as a ‘coming of age’ birthday and celebrates a sense of independence and selfhood. Our school turns 21 this year and it seemed an appropriate time to reassess our family of schools, our values and identity and our offering in the 21st century,” said Redfern. Until now, each school has had a separate school badge. “This year, as we considered the consolidation of our ECD, preparatory and college under one banner, so to speak, it made sense to have one badge for all of us, showing the unity and commonality of the vision we share. Mindful of the cost to parents and taking stock of what we already had that we wished to keep, we settled on the Prep badge, with a few changes,” said Redfern. The Prep school badge contains key symbols that will remain unchanged. The clear blue

sky and verdant green are typical of this warm climate and beautiful setting in the foothills of the magnificent Soutpansberg. Typical, too, are the majestic baobab trees that stand as firm sentinels of strength and beauty in the landscape. A hand holding a quill, symbolic of education, remains in the foreground, but the quill has changed to gold, as has the banner to enhance the new uniform. Ridgeway’s motto will remain the same: Believe in yourself.

“It is a simple, sincere statement that encapsulates all that we hope to instil in our learners: a sense of self, of their place in the world, and the power to attain their dreams. We are blessed to have our schools in such a lovely space where our learners can be “free range”; where they can grow into adulthood in a place that is natural, harmonious, uncomplicated, and clean,” said Redfern. As for uniforms, Ridgeway Prep has always

had a uniform, whereas the college began with no uniform at all and then moved to jeans and golf shirts. “We believe that wearing a uniform is a badge of pride, helping to create an identity for a school and, for the student, a sense of belonging. We will retain much of the Prep uniform but will make changes, such as girls will wear skorts rather than skirts in the Prep, and replacing the blue skirt with a fabric of blue and white tweed, with a fine thread of yellow-gold,” said Redfern.

This picture taken of Commandant-General Piet Joubert, presumably in a tent preparing for a battle, was digitally coloured by a group of entusiasts,. They run a Facebook page by the name “Boer War Colourised Photographs” and the aim is to “bring life to this interesting part of our South African history.” (Photo credit: Dutch/ZA House Library)

ple who attended his funeral at his farm in the Wakkerstroom district included dignitaries from across the country. The guests present included many representatives from tribal authorities who, as Meintjes writes, “walked for many miles to pay their last respects.” Piet Joubert’s whole life was one of contradictions. He was best known as the republic’s commandant general, a position he held for more than 20 years. Still, it is a position he seemingly never wanted and he went through great efforts to avoid war. When all negotiations failed and issues had to be settled on the battlefield, he remained a perfect gentleman and was well respected for this. His character was very well described by Sir George White, the defender of Ladysmith, when he called him “a soldier and a gentleman, and a brave and honourable opponent”. In order to understand why Piet Joubert commanded such respect from all, even his enemies, we should probably now turn back the clock and look at where he came from. The Milwaukee Journal’s claim that he was born in 1841 is a bit dubious. That would have meant that his political career had started at the age of 19 when he was elected a member of the Volksraad for Wakkerstroom in 1860. (He initially refused this nomination). His real date of birth is more likely to be 20 January 1831, when he announced his arrival at the farm Damaskus at the present-day Prince Albert in the Western Cape. His ancestors arrived in the Cape Colony in 1688, when Pierre Joubert and his wife, Isabeau Richard, emigrated from De la Motte d’Aigues in Provence, France. Piet Joubert was the eldest son of Jozua Francois Joubert and Ester Maria Gouws, a couple that joined the Great Trek to the north when Piet was only six years old. However, a bit of doubt still exists. Meintjes writes that, in spite of Joubert’s voluminous writings later in his life, he showed little interest in his childhood and youth. When Joubert was 12, his father died, followed a few years later

by his mother. Could it be that a young American boy entered the country and took on the identity of such an “orphan”? Unlikely, but we can get back to the conspiracy theory later on. Let us skip past Joubert’s somewhat traumatic childhood years and his education. As Joubert later remarked: “Whatever knowledge I have, I gained on the road of experience.” It is, however, worth mentioning that he taught himself Roman Dutch Law and served as a law agent in the lower courts. Apart from Afrikaans, Dutch and English, he could speak several of the indigenous languages. He acquired the nickname “Slim Piet” in reference to his exceptional knowledge on a wide range of subjects. At the age of 20, Joubert married a rather extraordinary woman, Hendrina Johanna Susanna Botha. She was described as “utterly unafraid, inventive and tough” and she accompanied her husband on all his campaigns, gave military advice and shared his life up to the end. We will return to “Tannie” Drienie at a later stage as she also played a significant role in shaping the history of the Soutpansberg. The Joubert couple began their farming life in the Marico in 1851. In 1853, they moved to Utrecht, but settled in the Wakkerstroom district around 1856 where Joubert acquired a farm. This is also the period in which Joubert was drawn into the politics of the day (and there were many squabbles). In the biography about Joubert, Johannes Meintjes provides a wonderful summary of Joubert’s character, which also explains his later interaction with feuding groups in the Soutpansberg: “The strife among his people, which was even to lead to a minor civil war, was upsetting to Joubert. Although so strongly individualistic, he was always ready to listen to another’s opinion and keen to find a peaceful solution rather than argue. As we know, the sound of battle reverberated in Joubert’s ears from early childhood, but he could hardly have expected that it would do so all his life. And he hated it. When

In December 1884, Joubert, in his capacity as Superintendent of Native Affairs, visited the area to try and diffuse the tension between Commissioners Oscar Dahl, Antonio Albasini and Makhado. As usual, the grievances concerned the non-payment of taxes and Makhado’s refusal to allow land surveyors to demarcate the land. Joubert wanted to avoid direct confrontation, in spite of the pressure from the local Boer forces. Makhado was also clever enough to play the different sides off against each other. Commissioner Albasini felt that Oscar Dahl was not doing his job in collecting taxes from Makhado, but a large part of the area inhabited Piet Joubert’s whole life was one of contradictions. He was by the Vhavenda fell best known as the republic’s commandant general, a position under Albasini’s “ju- he held for more than 20 years.

In the fourth edition of our series focussing on the names of the streets in Louis Trichardt, we look at Joubert Street. This street was named after the famous Boer general, Piet Joubert. Because Joubert’s history was so well documented, we have to offer it in two “episodes”. This week’s episode will start with his death and then jump to his birth. It focuses more on his role as statesman and we try and bring in a bit of the mystery that surrounded him. Towards the end we focus on his visits to the Soutpansberg. Next week we finish the story with the history of the battle against Mphephu and Joubert’s efforts to find peaceful solutions. This series on the street names is not aimed at promoting political agendas or to be history lessons. It is merely an effort to highlight the people and places that helped shaped our society (for the better or worse).

Hierdie week, 25 jaar gelede in die

Zoutpansberger

Kyk na die plaasnaam: ‘Sukkelaar’ by Schaapkraal naby Bethal,” voeg Hanlie by. “By my ouma Johanna Pietronella Marais (néé Whiteman) het ek ‘n ou Singer naaldwerkma sjien geërf. Ek is haar naamgenoot. Sy is gebore in 1907,” sê Hanlie nostalgies. “Die waskom was my oumagrootjie Whiteman s’n.
