His death and the circumstances surrounding it fuelled suspicion that this may have been a ritual murder.

Glitch in Act creates loophole for municipalities not to appoint managers

By Andries van Zyl A glitch in a section of the Municipal Structures Act (MSA) may have provided a loophole for the Makhado Municipality not to fill senior positions permanently since June 2018. The section of the legislation that states that such positions must be filled within a period of three months was referred back to parliament, where it has been lying since 2017.

Last week, the Limpopo Mirror reported on the municipality’s inability or unwillingness to fill senior posts. The posts of municipal manager and five directors have been vacant for years, with officials, often without the knowledge and experience, acting in these posts.

Opposition parties and pressure groups are of the opinion that these positions will not be filled until such time as the internal struggles within the ANC have been sorted out, and until then, the region and its people are “held to ransom” while the party-political games continue. The feeling is also that the vacancies in these important posts have severely affected service delivery and may be an underlying cause for protest action, such as recently happened in Musina.

The Municipal Structures Act, Act 32 of 2000 as amended in 2011, among other things, states that no municipal manager (MM) or senior director may act in an acting capacity for a period of longer than three months, unless permission is granted for a further three-month extension by the MEC for Cooperative Government, Human Settlements and Traditional Affairs. This is in accordance with Section 54 subsection 2(b) and Section 56 subsection 1 of the Act. Sadly, the sections of the Act regulating the acting periods of senior administrative person-

After the Amendment Act was enacted in July 2011, SAMWU instituted proceedings in the High Court to challenge the constitutionality of the Amendment Act. Firstly, it contended that the Amendment Act was incorrectly tagged as an ordinary bill not affecting the provinces (Section 75 bill), rather than an ordinary bill affecting the provinces (Section 76 bill) – a procedural challenge. SAMWU also submitted that Section 56A, when read together with the definition of “political office” in Section 1, is inconsistent with the Constitution as it amounts to an unjustifiable limitation of a number of rights, including the right to make free political choices as enshrined in section 19(1) of the Constitution (substantive challenge).

Regarding the procedural challenge, the High Court declared that the Amendment Act is unconstitutional and invalid as it failed to comply with the procedures set out in section 76 of the Constitution. The High Court found it unnecessary to decide the substantive challenge.

Delay in getting ballistic results is halting the SAMWU murder trial

By Silas Nduvheni The state prosecutor at the Thohoyandou Magistrate’s Court, Ms Mashudu Nekhumbe, told the court on Monday, 30 May, that the delay in the murder case involving the two slain South African Municipal Workers Union (SAMWU) officials, Timpson Musetsho (50) and Ronald Mani (50), was because of the still outstanding ballistic results and comparisons of the firearms used by the suspects during the killings.

She was speaking during the appearance of the three Radzuma brothers, Percy, Simon and Ndivhuwo, and their

co-accused, Thabo Sibanze, who stand accused of murdering the two SAMWU officials in 2019.

“We are only waiting for the police’s forensic laboratory, based at the South African Police Services (SAPS) headquarters in Pretoria, who told us that they had a large number of cases, including this one, that they needed to deal with. They said that, hopefully, they might get to our case by the end of July, but until then we will have to wait for them.”

Nekhumbe said that if the case could be postponed until 29 August, the police’s forensics team should have completed their investigation.

Tshifhiwa Matodzi, however, argued that the case was taking too long. He suggested that the case be struck off the roll, as his clients’ funds were running dry while their cases were not moving forward.

Matodzi also said that his wish was that both State Prosecutor Nekhumbe and Magistrate Rendani Netshiunda recuse themselves from the case, so that his clients could receive a fair trial.

The suspect, Dakalo Mukhathi, appeared in the Vuwani Magistrate’s Court on Friday (27th) and his case was postponed to 6 June for a bail application.

Peace returns to the ranks of the Mutale Taxi Association’s members

By Victor Mukwevho The Mutale Taxi Association and taxi drivers reconciled after an initially heated meeting, held at the Mutale Taxi Association’s main rank last Sunday morning (29 May).

The meeting was organised after angry taxi drivers of the association blocked the road between Tshilamba and Thohoyandou last Wednesday (25 May). They blamed the Mutale Taxi Association, which they belong to, for not preventing taxi drivers from Musina from illegally operating on their routes and taking their passengers.

The protesting drivers blocked the road at Khubvi village, next to the Ngwedi Bridge, with bricks and taxis from 07:30 to just after 15:00 in the afternoon.

The drivers also claimed that their association was treating them like slaves. One of the taxi drivers who spoke on condition of anonymity said they were being fined left, right and centre without given an opportunity to defend themselves. “We are paid between

R1 500 and R1 800 a month, but if you make a mistake, like taking passengers on in a wrong area, the taxi marshal reports you to the association.

When you get there, you are fined R500 without telling your side of the story. If you make three mistakes in a month, you go home empty handed. They don’t follow labour laws at all.

Some members of the association have taxis operating on our routes without permits, but nothing is being done about that,” he said.

A taxi owner from the Nancefield Taxi Association, who is also based in Musina, said many wrongs were happening within the Mutale Taxi Association. He said that he could understand those drivers’ frustration, but that they were not dealing with their issues correctly. “They must try to fix their association first, before talking about the problems of the routes,” he said.

In answer to the question of whether their taxis (from Musina) were illegally operating on the protesting taxi drivers’ routes, as they claim, he replied that this was an

issue the Mutale Taxi Association should have solved a long time ago. “Our permits allow us to upload passengers from Musina to Thohoyandou, and from Thohoyandou to Musina.

But our drivers are now taking passengers from Thohoyandou to Tshilamba, and turn back to Thohoyandou, which is wrong.

Why is the Mutale Taxi Association letting our drivers abuse their permits like that? Do they expect us to go and monitor our drivers in their own area?” he asked. However, after the meeting on Sunday, the general secretary of the Mutale Taxi Association, Mr Mphigalale Tshimangadzo, said they had addressed most of the problems the taxi drivers had. “The most important grievance is the issue of routes, and we will meet with the Nancefield Taxi Association soon to iron the matter out.

They have been operating on our routes without the necessary permits, but we have a very good relationship with them,” he said.

Tshimangadzo denied the allegations that their drivers were being fined without a chance to defend themselves.

The pageant attracted hopeful beauties from all over the Vhembe region. Among the guests who graced the event were Miss Teen Universe Washu Hlabioa, Dr Gladys Nethengwe, Dr Tshililo Rammbuda from the National Heritage Council and Vhembe Special Olympics Ambassador and founder of the Rofhiwa Manwadu Foundation Mr Rofhiwa Manwadu.

Contestants and guests alike had a fun-filled day, characterised by music and dancing.

Mphidi said that, after winning the title of Miss Univen 2022, she had vowed to involve herself with the upliftment of

upcoming local models, mostly from disadvantaged backgrounds.

“Beauty pageants are not popular in this part of the world, and I felt that someone well-informed about it should create a platform to create future models, role models and leaders. From what we have seen here, there is a lot of potential and many of the contestants have a bright future ahead of them. This is just my way of giving back a little.

“Who killed our beloved Simpson?” ask Nevhulaudzi family members

Florah Ndadza leads by example Musina News When some of Florah Ndadza’s neighbours complained to the authorities about the stench emanating from the pigsty at her home, nobody guessed that this would only open the doors wider for her farming dream.

Ndadza, a resident from Campbell in Musina, is a successful female farmer and a true example of how South African women can stand independently in fighting hunger, starvation, and unemployment.

Her days of being poor and unemployed are over as she has become her own boss through her farming project, which she started from scratch 10 years ago. These days, she is recognised as a respected farming entrepreneur who supports the local people economically.

Ndadza has become a role model to young female farmers who aspire to follow in her footsteps.

She recalls how it started: “I kept a few pigs and chick-

en at home, and some of my neighbours reported to the municipality that they were not comfortable about the smell.

Officials from the municipality came and told to me that they were going to move me away from the residential area, so that I can start my farming on a piece of land. To me, that was a blessing in disguise because I desperately wanted some land to work on. Everything was completed, and I signed the documents to lease the land from the municipality.”

Ndadza’s handful of pigs quickly multiplied. “I then started selling the pigs and bought some goats and cattle.

As things turned better, I also expanded into crop farming.”

She now has more than 200 pigs, 48 cattle, 87 goats and a lot of poultry. She also has a section on her farm where she plants tomatoes and vegetables, which she sells to local communities, chain stores and factories. Her farming business has provided employment to 11 unemployed people.

Despite all her successes,

Ndadza admits that farming comes with its own challenges. “This field needs someone who is dedicated and who does not give up easily. Crops sometimes get destroyed by hailstorms, but you must rise again and work hard. The price of pesticides is very high, and sometimes the profit is lower than what you expected.”

She said she used to spend a lot of money on hiring tractors to plough her land and trucks to deliver her products to the customers. “The cost was too high, and I decided to save some money by buying my own. Today I have two tractors, a truck and a light delivery van.

I came to realise that to achieve what you have set for yourself is possible, as long as you are dedicated and have realistic goals.”

She encourages other women to stand up and create their own jobs. “It is upon us to pave ways for our own success. With the global economy sinking, South Africa needs women who can produce food to fight poverty and unemployment.”

The late Simpson Mawela Nevhulaudzi (64) may have been laid to rest, but his loved ones are still haunted by the mysterious circumstances surrounding his death, which left them with way more questions than answers.

Nevhulaudzi, a former member of the Venda Development Corporation and later Agriven official from Shayandima, passed away somewhere between 29 and 30 April this year and was buried on 7 May, but his family is yet to figure out the true reason behind his tragic death.

Adding to the suspicion that has been cast over his death, the late Nevhulaudzi is alleged to have crafted his own obituary a day before his death, forbidding his nearest of kin from partaking in his funeral arrangements. They never had the chance to identify his body and pay their last respects as per the Venda tradition.

The deceased man’s sister, Ms Florence Sivhone Makumbane, said her brother had led a life of misery after he had been retrenched and his retrenchment package had dried up. “As a family, we tried our best to look after him after his separation from his wife.

Then suddenly, his wife, Emily Ntshengedzeni Maphangwa Nevhulaudzi, informed us over the Easter weekend (15 April) that they were back together at Shayandima. We were surprised by this sudden change of heart as the wife wanted nothing to do with him before then,” Makumbane said. “We

were told that his wife gave him a lift and dropped him off at the bus stop to catch a taxi to a birthday celebration on 29 April, which was to be held at Tshisahulu. It was only the following day that we heard that his body and his bag of clothing were found next to the road at Tshisahulu.”

According to Makumbane, Nevhulaudzi’s wife further told them that his death had been an accident. “We were told that my brother wrote his obituary and funeral arrangements a day before his death, which forbade us from being involved in the planning of his funeral. This came as a shock to us as we were the same people who were taking care of him. We have reason to doubt this letter,” she said.

Nevhulaudzi’s aunt, Ms Josephine Netshituni, said she could not believe what was happening. “First, we were told he was killed in a car accident, but then the post-mortem results showed he was strangled. Where does the version of an accident come from? Something is not adding up here. This death was man-made and the rumours doing the rounds are that there were hired killers involved, who strangled him.

As a family we urge the police to dig deeper into this matter and bring the perpetrators to book, so that they can pay for their evil deeds.”

Netshituni said the family members were torn apart by grief. “I am deeply hurt. I cannot even imagine how my beloved Simpson could be killed under these mysterious circumstances and why we

were barred from paying our last respects (u tovhowa). I do not sleep at night. We will not rest until the truth has been revealed,” she said.

Maphangwa (the deceased’s wife) would not comment, saying that she was not allowed to speak to the media.

She did not indicate who had told her not to speak about the matter. “Yes, it is true that my husband passed on, but I am not allowed to comment on that,” was all she said before she hastily hung up. Follow-up calls were ignored, and WhatsApp messages were left unread.

Vhembe police spokesperson Sergeant Vuledzani Dathi confirmed the incident. “We are investigating charges of murder, following the post-mortem results, which showed that the man was strangled. So far, no arrests have been made, but we are following up leads and investigations are ongoing,” he said.

Collins Chabane residents march to demand that roads be maintained

Tshindane said that most of the roads mentioned by the protesters were the responsibility of the Road Agency Limpopo, but that those that fell under the municipality would be attended to.

Residents from more than 30 villages in Malamulele, under the Collins Chabane Municipality, went on a peaceful march on Friday, 27 May, demanding better roads.

Villages affected by poor roads in their area include, among others, Greenfarm, Shimbagwa, Makhasa, Madonsi, Dinga, Mapapila, Govhu, Mulamula and Majozi. The D3645, D3647, D3648 and D3640 are some of the roads these communities are pleading with the Department of Public Works to attend to.

The chairperson of the Concerned Community Group, Mr Hasani Simon Sithole, said that residents had raised the issue of the poor state of the roads with the municipality many times before, but that the municipality still had not responded to their pleas. They claim that not a single tarred road has been constructed since the inception of the Collins Chabane Municipality in 2016.

She says that her full-time job places great emphasis on customer care and positive interaction with people, which she also applies when she slides behind the microphone at the community radio station, Musina FM. Neguyuni, who joined Musina FM in 2018, says that broadcasting is her second love, next to being a financial advisor. “I worked at Nzhelele FM for a short period before I saw

I tried my luck and was called in for the interviews, which I passed with flying colours.” She started as a news reader for Musina FM and was later transferred to Tshidziki tsha mafhungo, a current-affairs talk show that is aired weekdays between 18:00 and 19:00.

For this ambitious lady, alternating between her respective responsibilities is easy enough.

As her full-time job ends at around 17:00 in the afternoon, it gives her enough time to get ready for her job at the radio station. “At Musina FM, we work as a team so, by the time I get to the studio, my colleagues have already packaged most of the stories that I will be presenting on my show for the evening. As the radio station serves as the only mouthpiece for the commu-

nity, we focus more on local matters and news that relate to the people of Musina.”

Neguyuni was an orator in her early school days. “I would stand in front of the class and orate unprepared speeches, and my teachers at Tshirenzheni Primary School were ever impressed. My gift for playing with words was further noted when I started winning debate sessions at Ramashia High School. I could stand before an audience without getting stage fright at all. Later, I realised that radio was in me and that is why I’m so obsessed with it.”

She says that having a passion for broadcasting if one wishes to succeed is compulsory. “There is no way you can succeed if you don’t love what you do. The only way to do great work is to love what you do. If you follow your passion, success will follow you, and you will, in turn, enjoy your work and always be happy in your job.”

Troy Dipa runs his own recording studio, called Syndicate Music, in partnership with Limpopo’s prominent label, called Uniswa. He has worked with well-known artists in the past, such as Rude Kid, Unarine and Maitele Wawe.

He is greatly inspired by real-life experiences and the challenges he faced, which influence him as an artist and the music he creates. He combines elements of Afro pop and Venda rap, which lends a vibey, and at the same time soulful, sound to his music.

“I prefer not to sit and think about what to write, but to just be in the moment when I make music. Everything just comes naturally, the words, the tunes and all the other elements. Music provides an uplifting experience in life and teaches us to always look for challenges.

Art & Entertainment Khumalo is photographing her way to success Entertainment That the local photography industry is mostly dominated by male photographers is a fact, but 18-year-old Sankofa Khumalo of Louis Trichardt is breaching the barrier.

A first-year BA international politics and communications student at UNISA, Khumalo enjoys the spotlight when she takes on the role of photographer at social events, proving that she –a woman - can just as easily compete and perform with her male counterparts.

During an interview with Limpopo Mirror, the young Khumalo said she was encouraged by her belief that, if you hesitated to capture a moment on camera right away, you might lose the moment forever.

“I always take the best pictures because I make sure not to miss a shot. There is nothing more disappointing than missing an important picture that signifies a memorable occasion, for either yourself or a client.”

Khumalo’s love of photography grew into a passion five years ago when she started to take pictures of people and scenery for fun. “I only used my mobile phone then, and everyone was impressed with my photographic skills. Fortunately, my

What I like is that, although she is passionate about photography, she never neglects her studies because she understands that education is the backbone of her success.”

Although Khumalo does not have any formal training in photography, she learns a lot about the trade by practicing and experimenting, thus improving her skills every day. “I also spend time on the Internet to learn the latest trends in photography, and it works well for me. Lazarus Matshusa, also known as Chitereke, has just released his first gospel album, called Muya Wanga U laulwa tadulu Volume 11, which translates into English as “My soul depends on heaven”.

The album consists of 11 spiritually uplifting tracks, including the title track, Muya Wanga U laulwa tadulu, Shela Muya, which means that we need God’s power in all our prayers, and Zwi do vhonala. All songs were composed by Chitereke himself and recorded at the Siwele recording studios in Rustenburg, in the Northwest Province.

Chitereke (38), who was born and bred in the mountainous village of Mabulo near Tshixwadza in Ha-Rammbuda, developed a love

of singing in church when he was a boy. He sang in the church choir of the Zion Christian Church (ZCC) in Tshixwadza.

“My father, Johannes Matshusa, was a staunch member of the ZCC, and I grew up following in his footsteps. One of the local pastors, Azwinndini Lieba, heard me sing one day and was impressed. He encouraged me to nurture my singing talent,” he said.

He got the name “Chitereke” from the church leader, Mr Rollet Mulaudzi. “He used to say that I had the ability to make things happen at any church gathering, even if things were bad, because I could turn it around and make it happen the way people like it.”

Phalaphala FM celebrated Africa Month live from Freedom Park in Tshwane Phalaphala FM was one of the radio stations to broadcast live from the Freedom Park Heritage Site and Museum in Tshwane on Wednesday, 25 May, in commemoration of Africa Month.

This was in partnership with the Freedom Park Heritage Site and Museum, Thobela FM, Munghana Lonene FM, Ikwekwezi FM, Ligwalagwala FM and the ZACR Registry.

The day celebrated all that is African; the warmth in relations and euphoria in celebrations that normally attract tourists to its vibrant culture, which is an amalgamation of religions, customs, food, art, crafts, clothing, dance, music, and other subtle factors, on which the focus once again rested.

Phalaphala FM’s breakfast show, Vhandilani, hosted by Terry “The Big Dude” Mudau, was broadcast from 06:00 until 09:00. When interviewed by Mudau, Hosea Jiyane, the regional operations manager of SABC Mpumalanga, said: “As a public broadcaster, we have a responsibility to promote the values of the African Union (AU), the unity of the African continent, and to build a united nation in Africa.”

Africa Day is commemorated annually, with the objective to achieve greater unity and solidarity among African countries and their people, and to ensure that all Africans are aware of their human rights.

Phalaphala FM’s programme manager, Ms Sharon Ravele, said that the station in particular played a unique role in promoting unity among cultures. A good example thereof is this annual event. Participating listeners who depicted their cultures had the opportunity to share a story on the history of their tribes, the kind of food they eat and the type of clothes they wear.

Ravele said that, while celebrating Africa Month, everyone should condemn the abuse of women and children, domestic violence, rape, racism, sexism, homophobia, religious intolerance, cyber and social-media bullying, hate speech, derogatory language, and comments inciting hate speech.

Khakhathi fights for service delivery through his music

Tshisikule was the first artist in the Vhembe region to record music that openly criticised the failures of the Thulamela Municipality in the early 2000s.

Some of his songs were so candid that they were banned from SABC radio. One track in particular (which was recorded long before load shedding was

implemented) referred to the municipality’s failure to provide water and electricity to the people. Today, this outspoken musician is a councillor at the same municipality he criticises in so many of his songs.

“The reason why some of my songs do not get airplay on SABC radio is because they feel I am fighting the government.

The fact is, I use my music to fight injustice, corruption, and nepotism,” he said.

On the question of serving with the same people he accused of destroying the area that used to flourish under the leadership of the former Venda homeland, he said that being a councillor does not mean he will change

the way he sings about politicians who are useless in the development of the Vhembe District.

“I still have a few more songs to record regarding the lack of service delivery.

Being a councillor gives me the platform to tell them to their face that their time is up. The orange overalls are waiting for them.

Even after I attend councillor meetings, I still sing about issues that affect our communities.”

One of his daughters, Ms Nkhumeleni Sithagu, said her father had built a solid foundation of love between all his children and grandchildren.

Fellow cattle farmer Mr Frank Mabasa described Mutavhatsindi as a great farmer who was an inspiration to all. “Mr Mutavhatsindi was a straightforward person who was a friend to all. He started farming late, after he retired from government service, but he had more cattle than us who started a long time ago.

We will always remember this great farmer,” he said.

Mutavhatsindi is survived by his wife, six children, 12 grandchildren and one great-grandchild.

Some 28 years later, the fences very clearly did not come down. The only difference is that the “us” and the “them” are no longer the same.

Perhaps the clearest indication of the “new” polarisation is in the composition of our government institutions. This process already started in 1994.

Instead of uniting political parties and other stakeholders to work in unison as a united front to forge forward, the newly elected leaders decided that those who were in power prior to the so-called liberation were to be side-lined. Those leaders who had serviced and oiled Apartheid South Africa, the Bantustans and the socalled independent states such as Venda, Bophuthatswana and Ciskei, were targeted. They were marginalised or replaced by so-called cadres via the ruling African National Congress’s deployment policy.

The move resulted in the mass exodus of experienced administrators from government ranks, leading to the poor situation we are witnessing today.

Out of frustration, the few who were left adopted a wait-andsee attitude, which effectively meant that they watched while the novices drove the country into oblivion and chaos.

The deployment of the new “us” group quickly caused a situation where the deployed cadres regarded themselves as the “owners” of government.

They subsequently coined a master plan to start looting and plundering. This was to the detriment of the country’s citizens, who are mainly poverty stricken and vulnerable.

In the Vhembe District in particular, symptoms of this debilitating and crippling syndrome manifested only months after the first democratic elections. The powers that be started the division by attempting to remove all structural symbols that were created by the so-called former Bantustan leaders. The statue of the former Venda president and paramount king of the Vhavenda nation, Mr Mbulaheni Patrick Mphephu, was vandalised and removed in the dead of the night. But an immediate outcry arose from the Vhavenda people that nearly paralysed the whole district the

following morning. As a result, within three days, the statue was magically returned … again, in the dead of the night.

The actions of the new leaders laid bare the inherit hatred in society. Suddenly, new criteria defined the “us and them” groups. It also exposed a system where the new “us” take priority and supersede the public interest.

The results of the corruption, combined with incompetence of the “us” group, did not show up immediately. The Shayandima industrial area is one example of the medium- and long-term effects of such a competence vacuum. Prior to 1994, the area was blooming, with big companies that employed thousands of local workers. Gradually, the corruption and inexperience of the politicians and officials caused the collapse.

Towns such as Louis Trichardt, Musina and Thohoyandou used to be clean, with no water and electricity problems. This has all changed.

Sadly, the struggle between “us” and “them” inevitably causes conflict. The mistrust, suspicion, propaganda and downright lies will destroy any

Vic’s Views harmony. Let us hope this will not end up in the way David Campton’s narrator describes it in Us and Them: “Any battle is just like any other battle. There are some acts of chivalry, some deeds of treachery, a hint of courage, a touch of cowardice. But the heroes, and the cowards, and the patriots and the traitors have one thing in common: they all end up as dead as each other … Every battle ends in the same way. One side thinks it has won; the other side thinks it ought to have won. Someone cleans up the mess, and the ground is left clean and tidy, ready for someone else to fight over another time.”

I agree with the narrator.

While the “us and them” syndrome continues, we will never have progress. We will be fighting each other for generations to come.

15-year-old boy stabbed to death

By Kaizer Nengovhela A cloud of sadness still hangs over Vari-Ha-Mutonga village after the 15-year-old Hlupheka Shishonge was stabbed to death by a 16-year-old boy last Tuesday night (24 May).

Hlupheka was a Grade 8 pupil at Elim Secondary School.

According to provincial police spokesperson Brig Motlafela Mojapelo, Hlupheka was on his way home from church at around 20:30 that night when an argument ensued between him and another boy. The boy then produced a knife, stabbed Hlupheka in the chest and ran away.

“We were alerted by members of the community about the incident. When we arrived at the scene, the young boy was lying dead on the ground. We subsequently opened a case of murder and arrested a 16-yearold suspect two days after the incident,” said Mojapelo.

Hlupheka’s uncle, Mr Thomas Baloyi, said that the family was battling to cope with their loss. “This is a big shock to us.

Hlupheka was still so young.

He was a bright pupil who always worked hard at school.

He was very focused on education and never quarrelled with anyone. He easily associated himself with other people.”

The suspect appeared briefly in the Waterval Magistrate’s Court on Monday, 30 May. The case was postponed to 13 June for further police investigations.

Hlupheka will be laid to rest at the Vari-Ha-Mutonga cemetery on Saturday, 4 June.

By Victor Mukwevho Mr Nndwamato Ephraim Ratshikakale from Matangari village in the Vhembe region worked inside a coal mine for more than 22 years.

When he was diagnosed with pneumoconiosis, or “black lung disease”, in 2012, he was laid off from his job, and since then he has had a hard time getting by.

Ratshikakale joined the Tshikondeni Coal Mine in 1990, shortly after he was retrenched from another mine in Randfontein, Gauteng, where he had worked for 13 years. He said it had been a tough job extracting coal from deep inside the belly of the earth, under very unhealthy conditions.

“There was a lot of coal dust underground. The only noise you hear is your hammer and falling pieces of coal. Believe

you me, there was no protective clothing back then as is the case now. We worked without even covering our faces.”

While he worked at the coal mine, he started experiencing breathing problems, especially in the evening. “In 2012, we were taken to a doctor where it was discovered that I am suffering from pneumoconiosis. I was told that, because of my condition, I could no longer go underground, so I was retrenched. I pleaded with the management to be given another job at the mine, but to no avail. I had to pack my bags and come home, and since then, life has been very hard for me. I have five children and a wife to support.” Ratshikakale said he could not even do piece jobs anymore because of his damaged lungs.

devastated when her father was retrenched. “It was very hard for us as his children. We could not go to private schools anymore; we had to attend public schools where the teachers spent most of their time attending union meetings during school hours. As there was no money for transportation anymore, we had to walk to school. At times, food became a scarcity at home. We could no longer study, because even paying for electricity was a challenge for my father,” she said.

In her opinion, the mine could have offered one of them a job to support the family when her father was retrenched. “I was only 16 years old when my father was retrenched, but I would have willingly gone underground to work if such an offer was made to us at the mine.”

Vhembe’s mayors receive their official chains Local Government Another chapter was added to the history of local government when mayors, elected for the new municipal councils in the Vhembe District last year, were officially conferred their mayoral chains.

Basikopo Makamu, the MEC for Cooperative Governance, Human Settlements and Traditional Affairs did the honours at Forever

Resort Tshipise, near Musina, on Tuesday, 24 May. The mayor of Musina (Cllr Godfrey Mawela), the Makhado mayor (Cllr Samuel Munyai), the Collins Chabane mayor (Cllr Moses Maluleke) and the mayor of Thulamela (Cllr Sarah Rambuda) received their chains from Basikopo. The executive mayor of Vhembe District Municipality, Cllr Dowelani Nenguda, could not attend the occasion because he had been on sick leave for the

past few months.

During the proceedings, Makamu appealed to the mayors to use their chains for official purposes only. “These mayoral chains symbolise the power that I am conferring onto you today. This is the power that you must use responsibly to lead our people.

We expect you to exercise good governance and ethical leadership, so that our people can get the much-needed services as speedily as possible. We know that you were

deployed by political parties in the council, but when you are there in office, you belong to every community member, and you must serve everyone equally.”

Makamu also re-launched the Vhembe District Intergovernmental Relations Forum during the occasion.

The forum is re-launched after every local government election and its aim is to promote cooperative governance among all the role players in the Vhembe District.

Makamu lashed out at the municipalities who return unspent money to the National Treasury while their communities remain in desperate need of services.

“All municipalities must spend all their allocations by 30 June, before the new financial year starts at the beginning of July. We cannot accept situations where monies are returned to the National Treasury while the poorest of the poor still need basic services in their localities. That is why we are emphasising that municipalities should appoint people with the required skills in areas such as finance and technical services,” he said.

Amazing victory for Lacoste Morning Stars

numerous scoring opportunities, but their strikers let them down by shooting aimlessly.

Morning Stars did not press the panic button, despite all the threats.

Instead, they continued to play their normal football. At that stage, their midfielders were managing the game by holding onto the ball for long before dishing out some passes to the strikers.

The visitors were the first to break the deadlock. Their solitary goal came in the 28th minute when Khomotso Mohale went loose and beat the keeper with a ground cutter.

The players, officials and fans of Morning Stars were not happy with the referee’s decision to allow a goal.

Their argument was that the goal had been scored from an offside position. The referee, Mr Mpho Mphigalale, stood by his decision.

The visitors enjoyed their 1-0 lead until the end of the

first half. Morning Stars strengthened their striking force by introducing Nthabiseng Matswi and Nsovo Mkasi and sacrificed Mulalo Mufanadzo and Tshedza Mulaudzi respectively. Matswi and Nsovo formed a good combination with Gumani Mulibana and Mususumeli Mankga at the forefront.

Realising that the home side was unstoppable, the visitors tried to neutralise them through dangerous tackles.

Two of their key players, Vukosi Mabunda and Khomotso Mohale, were reprimanded with yellow cards within a short space of time.

Stars pulled one back through Nthabiseng Matswi in the 69th minute. She blasted in a rocket after a scramble within the box.

Matswi completed her brace seven minutes later. She gave the ball the final touch after a mix-up within the Sisters’ danger area.

Lacoste Morning Stars are shining on top of Stream B in the Sasol Women’s League again. This follows their 2-victory over Sisters FC at the Shayandima School Grounds last Saturday.

Morning Stars are leading the pack with 15 points, which they had accumulated from six matches. The Stars from Shayandima were leading the pack from the beginning of the season until two weeks ago, when they surrendered their leadership to Two for Joy Ladies FC. Two for Joy took over as the new leaders after beating Morning Stars 2-0 at the Tshirenzheni Grounds in the Nzhelele Valley on Saturday, 23 May. The Stars’ lead could be temporary, when taking into account the fact that Two for Joy have a match in hand.

Should Two for Joy manage to collect the maximum points in their outstanding match, Morning Stars will drop to the second position on the log standings again.

Two for Joy are currently lying in the second position on the log with 13 points, two behind the pace setters. Sisters

are still perched in the third spot on the log standings, despite the fact that they had donated significant league points to Lacoste Morning Stars.

Rodadau FC have moved one step up on the log, following their 2-0 victory over Merwe United Ladies. The victory was the first for Rodadau this season. They are now lying in the seventh position with 4 points.

Unlike most of the teams, who had played six matches to date, Rodadau had played only three matches so far.

By Frank Mavhungu Rabali Pull Together had mixed fortunes in their champ-ofchamps matches for the Safa Vhembe Regional Association that were played at the Saselamani Stadium outside Malamulele on Sunday. They brutally crushed SMSA FC 4-2 in their opening match, but then lost 0-1 to Tshimuthe FC in their second match later in the afternoon.

SMSA took the game to their opponents in the early stages of the match. They took the lead four minutes into the game. Their team’s top goal scorer, Reagan Maluleke, tried his luck with a ground cutter from the 20-metre area. The keeper of Pull Together, Thinandavha Mulaudzi, watched helplessly as the ball went beyond his reach.

Pull Together did not lose their fighting spirit and regrouped from behind, initiating some promising moves from the middle of the park. They found the equalizer through Mangalani Nephali after a corner kick that was taken by Rocky Tlou.

Pull Together were unstoppable after this goal. They scored two more within a short space of time.

Ndivhuwo Masakona, who scored a hat trick in the game, was on target with a ground cutter in the 24th minute. Masakona did it again three minutes later.

The score was 3-2 for Pull Together when the referee, Mr Fhulufhelo Masindi, blew the halftime whistle. This was after SMSA had pulled one back towards the end of the first half.

Mangalani Nephali of Pull Together was reprimanded with a card after kicking Theo Madumi in the face.

A scramble within the danger area of SMSA in the 69th minute gave rise to the fourth goal of Pull Together. Ndivhuwo Masakona completed his hat trick by forcing his way through the defence for SMSA. Pull Together managed to secure a place in the semi-final stage of the tournament, despite the fact that they had lost their second match against Tshimuthe FC. They were the best runners-up in the three groups.

Local boxer Jeff “911” Magagane wins re-match

Jeff “911” Magagane became the new featherweight boxing champion when he beat his opponent, Sthembiso Maduna, on points in a re-match at the Booysens Boxing Club on Sunday, 29 May. Magagane and Maduna fought each other in KwaZulu-Natal in February last year, but Magagane called for a re-match as he felt the referee’s decisions were not fair. Maduna won the fight by a few points.

The local boxer exacted sweet revenge the past Sunday.

Magagane approached the fight very aggressively, throwing killer punches from all angles. The first round may have gone Magagane’s way, especially after Maduna was felled by a punch and the referee counted to four.

Maduna got up and continued with the fight. From then on, he just became stronger, and in the third round, he floored Magagane with a powerful punch.

“I’m very happy that I’ve won, but my main goal is to go further into another rank, because I’m now ready,” he said.

Tshivhazwaulu Peace Makers and Sambandou United Professional played to 1-all draw in their Safa Vhembe MMK Administrators promotional play-off match at Tshifulanani Stadium on Sunday.

Professionals enjoyed more ball possession, but their promising moves were turned into disappointment by the solid defence of Peace Makers.

Peace Makers came close to scoring in the 15th minute. Mukandangalo Ramunana beat the keeper, Langanani Baloyi, and was left with an empty net, but his shot missed the pole by millimetres.

Professionals came back strongly in the last 20 minutes of the first half. They continued to mount pressure on the defence of Peace Makers and were the first to draw blood in the 35th minute, after a defender of the home team failed to clear the ball.

After the goal, Peace Makers consolidated and focused on short passes. This worked well and Rinae Madzhuta managed to dribble past two defenders in a row before passing the ball to Khathutshelo Majuta, who scored easily to take the half-time score to 1-1.

In the second stanza, Peace Makers realised that their day at the office would be hard when their leading goal scorer, Mukandangalo Ramunana, fumbled at the goal finish. New leaders for Safa Vhembe, but ousted Muneri not happy Mr Jabulani Philbert Ndove was unanimously elected as the new president for the Safa Vhembe Regional Association during the association’s extraordinary congress that was held at the Munakisi Hall in Muledane outside Thohoyandou last Saturday.

Ndove is not a new name in the books of the Safa Vhembe Regional League. He held the position of treasurer in the same association for the past four years. Colbert Nempumbuluni is

the new first deputy president.

The position of the second deputy president is now held by Ephraim Singo and Norah Mudzielwana was re-elected to the position of the third deputy president. Samuel Matodzi was unanimously elected the new general secretary for the association and the new treasurer is James Maluleke. The other members of the executive committee are Richard Mammbeda, Joseph Tshikosi and Alice Mangwani. Maindis Ladies are on the road again After playing their midweek game against Richmond United Ladies at the Giyani Stadium, Maindis Ladies did not have much time to prepare for their weekend fixture. They gave the players a day to rest before leaving for Bloemfontein this morning (Friday). They will play against Bloemfontein Celtic at the Dr Molemela Stadium in Bloemfontein on Sunday afternoon.

The result of their match on Wednesday against Richmond United was not available at the time of our going to press.

A quick glance at the track record for Maindis shows that Celtic will have to double their efforts if they are serious about collecting the maximum points at stake, despite the fact that they will be playing on their own home turf.
