Inwoners van Makhado (Louis Trichardt) moes die afgelope naweek weer ‘n slapelose nag verduur danksy ‘n musiekfees op die munisipale skouterrein. Onophoudelik en oorverdowend het die luidsprekers vanaf Saterdagaand tot byna dagbreek Sondagoggend geblêr, tot groot frustrasie van inwoners. “Vir die oumense wat moes rus, veral in die siekeboeg, was dit baie erg. Party was heel verbouereerd en kon nie verstaan wat aangaan nie,” het mev. Alida Jongbloed, voorsitter van die Ons Tuiste Ouetehuis se bestuur, Dinsdag gesê. Die tehuis is ‘n paar honderd meter vanaf die skouterrein geleë. Die geraas het egter nie net vir hulle gepla nie. Selfs inwoners van “Skuldbult” ‘n paar kilometer verder het wakker gelê as gevolg van die geraas, om nie eers te praat van die aangrensende Eltivillas woongebied nie. “Baie mense het gekla en ek is self baie ongelukkig. Teen 04:00 [Sondag] was daar steeds ‘n groot lawaai,” was mnr. Dirk Meissenheimer, voorsitter van die Soutpansberg Dorpswag, se kommentaar. Een persoon, wat vir die naweek by sy ouers kom kuier het vanaf Johannesburg, was so ontsteld dat hy omstreeks 03:30 agter sy rekenaar gaan sit het en ‘n e-pos aan die Zout-
pansberger geskryf het waarin hy sy lot bekla. Sy grootste frustrasie was met die Makhado SAPD. Volgens die man het hy om 02:41 die aanklagkantoor geskakel om te kla, maar die polisiebeampte aan diens het net minder as twee minute later die telefoon in sy oor neergesit, nadat die klaer wou weet met wie hy praat. Om 02:44 het hy weer geskakel en sommer met die intrapslag die beampte ingelig dat sy oproep nou opgeneem word. Dié keer, sê die man, het die polisieman se houding heeltemal verander en is hy meegedeel dat die polisie nie ‘n byeenkoms kan stop waarvoor die munisipaliteit toestemming gegee het nie. Nodeloos om te sê, niks het gebeur nie en die lawaai het rustig voortgegaan. Plaaslike polisiewoordvoerder kapt. Maano Sadike is gevra vir kommentaar oor waarom die polisie nie opgetree het nie. Dinsdag het hy per e-pos laat weet dat hy geen bewys kan vind dat enige klagte oor die geraas by die polisie aangemeld is nie. Toe dit onder sy aandag gebring word dat dit bloot nie waar is nie en dat die Zoutpansberger in kontak is met ‘n klaer wat bewys kan lewer deur middel van sy telefoonrekords dat hy wel twee keer die polisie geskakel het, het Sadike gesê dat hy die klaer se besonderhede sal deurgee aan die waarnemende stasiebevelvoerder vir verdere ondersoek. Teen druktyd is daar steeds op die polisie gewag vir
‘n antwoord waarom hulle nie opgetree het nie. “Ek kan nie glo dat die polisie nie klagte ontvang het nie,” het Meissenheimer hierop opgemerk. Ingevolge die Makhado Munisipaliteit se eie munisipale verordening, getiteld Verstoring van Openbare Rus, onder hul Straat en Diverse verordeninge, mag “niemand die openbare rus in ‘n straat of pub-

Waiting for decision on Justice´s death the investigation into the alleged misconduct of two police constables following the death of a suspect they tried to apprehend is completed. A case of murder was opened against the constable from the SAPS in Makhado (Louis Trichardt), following the fatal shooting of the 33-year-old Mr Justice Mulaudzi in August last year. Mulaudzi was shot in the head during an altercation with the constable near the railway crossing in Grobler Street. According to the police, two female constables were on routine patrol when they spotted Mulaudzi and noticed that he seemed to be under the influence of alcohol. They stopped and tried to question him about it. Mulaudzi allegedly refused to be questioned and, when or-
dered into the back of the patrol vehicle, he lost his temper and became aggressive. He then allegedly snatched one of the constables’ service pistol and threatened to shoot them with it. A struggled ensued in which Mulaudzi was shot. At first, the Makhado SAPS opened an inquest docket regarding Mulaudzi’s death. Soon afterwards, however, the charge was changed to murder when the Independent Police Investigative Directorate (IDIP) got involved in the investigation. A spokesperson for the IDIP, Mr Moses Dlamini, said last year that the results of the investigation would be made known and that they were waiting on a post mortem, as well as a ballistic report, before closing the investigation. This investigation was,
however, delayed as a result of the much-publicised Marikana shooting and Lonmin strike in Rustenburg that also happened in August last year. Two policemen and 34 striking miners were killed in this incident, about a week after Mulaudzi’s death. In the meantime, rumours surfaced that the Mulaudzi case was being swept under the rug and that his post mortem report had gone missing. Dlamini refuted these claims. He confirmed last week that the investigation had been completed and that “all outstanding technical reports have been obtained.” According the Dlamini, the IDIP will know in about two weeks’ time whether the matter will go to court. This is because the senior public prosecutor had yet to make a decision whether to prosecute or not.

Dit kan net nie so werk nie,” het Gilfillan gesê. Sy het verwys na die vele vorige gevalle waar die munisipaliteit toegelaat het dat raserige byeenkomste op die munisipale skouterrein regdeur die nag kon voortgaan. Die Zoutpansberger het ook telkens die afgelope paar jaar hieroor berig, met dieselfde verskoning elke keer vanaf die Makhado Munisipaliteit dat dit nie weer sal gebeur nie. “Dit is tyd dat iemand die munisipaliteit dagvaar en aanvat hieroor,” het Gilfillan gesê. Sy meen dit vat net een persoon om op te staan en aksie te neem. “Ons sal daardie persoon heelhartig ondersteun,” het Gilfillan gesê. Sy het verwys na die moontlikheid om ‘n interdik teen die Makhado Munisipaliteit te kry om hulle te verhoed om toestemming vir soortgelyke toekomstige geleenthede op die skouterrein te verleen. “Ons praat van R35 000 se koste om ‘n interdik te kry. Ons wou al baie interdikte teen mense kry, maar dit kos geld. Wie gaan die koste betaal van so ‘n interdik?” het Gilfillan gevra. Sy meen die oplossing lê daarin dat iemand uit die gemeenskap leiding neem en fondse insamel vir dié doel. “Dan kan ons as georganiseerde deel van die gemeenskap hande vat met ander organisasies en die aksie dryf,” het Gilfillan gesê. Die Makhado Munisipaliteit het by navraag bevestig dat hulle wel toestemming verleen het vir die hou van die musiekfees. Herhaalde versoeke vir ‘n afskrif van die voorwaardes waarvolgens die byeenkoms moes plaasvind, het egter teen druktyd steeds onbeantwoord gebly, behalwe vir ‘n belofte dat afskrifte aan die koerant voorsien sal word. Op die vraag of die munisipaliteit se nauurse oproepsentrum enige klagte oor die naweek ontvang het met betrekking tot die geraas, het die munisipaliteit aangedui dat geen formele klagte ontvang is nie.
Die Zoutpansberger het ook kontak gemaak met mnr. Terrens Mokono van MTM Media wat die fees aangebied het. Dit is onder sy aandag gebring dat daar talle klagte was oor die geraas. Hy is ook gevra waarom die fees tot so vroeg Sondagoggend aangehou het. Mokono was heel verontwaardig oor die koerant se navraag. “Sê my, het julle ander positiewe terugvoer van die publiek, eerder as om op die negatiewe te konsentreer?” wou hy weet. Hy het die geraasprobleem grootliks toegeskryf aan die ligging van die skouterrein. Volgens hom was geraas vanaf die skougterrein in die verlede ‘n probleem en sal ook in die toekoms ‘n probleem wees en derhalwe was hy nie gelukkig dat sy fees in ‘n negatiewe lig uitgebeeld word nie. Op die vraag waarom die fees so laat aangehou het, het hy gesê dat al hul voorleggings aan die munisipaliteit aangedui het dat die fees van 18:00 tot 06:00 sou duur. Hy het ook verwys na ‘n vergadering van belangegroepe vooraf waar die publiek hul bekommernisse sou kon lig. Op die vraag wanneer en waar hierdie vergadering plaasgevind het, het Mokono gesê dat die munisipaliteit se Gemeenskapsdiensafdeling dit gereël het, maar dat die gemeenskapsverteenwoordiger wat uitgenooi is, nie opgedaag het nie. Dit is onduidelik wie dié gemeenskapsverteenwoordiger was. Ongeag die verduideliking van die ligging van die skouterrein en die kroniese probleem van rusverstoring is Mokono weer gevra rondom die geraas. Sy antwoord hierop was: “Die vraag is, was daar enige lesing in terme van die geraas? Hoe groot was die geraas of was dit net iemand wat gehoor het daar gaan iets aan. Dit is irrelevant vir ons.” Op die vraag of hy enigsins sleg voel oor die ongerief wat die geraas veroorsaak het, het Mokono gesê: “Sover voel ek niks, want ek is nie in ‘n posisie om die vraag te antwoord nie. Ek sal dit so probeer verduidelik: Ek sal slegs sleg voel as ek gedurende die feestydperk terugkom en vind daar is geen aktiwiteite in die area nie. Dit sal Makhado beroof van ‘n geleentheid om te groei.”

Die mans is in Oktober verlede jaar gearresteer in verband met die vlaag inbrake waartydens verskeie ondernemings se kluise opgeblaas is. Shumani Ludere (29), Sydney Ramovha (30), Elvis Tlou Moloto (36), Mcbangweni Ngwenya (25), Robert Tsheko (30), Mphasha Albert Manyusa (32), Kabelo Bhualo (24), Thomas Thpvhakale (55), Peta Mothiba (36) en John Rhamanzi Lufuno (50) is aangekla van vyf klagte van roof met verswarende omstandighede, die besit van springstof, en moord. Hulle het op Maandag, 18 Maart, in die Louis Trichardt Distrikshof verskyn. Die klag van moord teen die mans hou verband met die dood van die 34-jarige Prince Mbedzi, ‘n veiligheidswag van Gwala Sekuriteit, wat op 8 September verlede jaar vermoor is tydens ‘n mislukte rooftog by Eden Oil. Die mans is in Oktober verlede jaar gearresteer, nadat hulle glo van die polisie probeer wegjaag het. Drie vuurwapens, waarvan die reeksnommers afgevyl was, en plofstof is tydens die mans se arrestasie as bewysstukke bymekaar gemaak. Die
polisie het ook destyds op twee voertuie beslag gelê wat hulle vermoed het die mans tydens die inbrake gebruik het. Die Zoutpansberger het in die Louis Trichardt Landdroshof se openbare rekords gaan naslaan, nadat dit verlede week in ‘n bekende streekskoerant berig is dat die mans vrygelaat is omdat die hof die dossiere verloor het. Uit dié rekords het dit aan die lig gekom dat die beskuldigdes se saak van die hofrol geskrap is omdat die saak reeds vir vyf maande sloer. Die dossiere was wel by die hof gewees. Dit was glo die ondersoekbeampte in die saak wat nie by die hof was nie. Sedert die mans se inhegtenisname in Oktober verlede jaar is hul saak 12 keer uitgestel. Op 26 November het Tsheko en Bhualo nie saam met hul medebeskuldigdes verskyn nie. Derhalwe is die aanklagte teen hulle teruggetrek. Hierna, op 19 Desember, is Ramovha op R10 000 borg vrygelaat, ná ‘n dringende aansoek deur sy prokureur gebring is. Tydens hul voorlaaste verskyning, op 8 Maart, is die saak finaal uitgestel na 18 Maart en al die mans se onderskeie prokureurs het onderneem om daardie dag by die hof te wees. Helaas, toe die ondersoekbeampte in die saak nie opdaag nie, het die prokureurs kapsie aangeteken en die hof meegedeel dat die saak nou te lank sloer. Die prokureurs het in die hof geargumenteer dat hulle reg is vir ‘n borgaansoek, maar dat die Staat en die polisie ‘n oponthoud veroorsaak deurdat die ondersoekbeampte nie opgedaag het nie en dat niemand die dossiere kon kry nie. Dit het intussen, by navraag, ook aan die lig gekom dat die polisie nog besig was om die saak te ondersoek. Verskeie polisie-eenhede het gehelp Die “vermiste” dossiere. Die dossiere was met die ondersoek. In lig van die prokueurs se argumente het die wel by die hof gewees, maar die polisie se ondersoekbeampte het nie by die hof opgedaag hof gelas dat die saak van die hofrol geskrap moet word. Al 10 mans is dieselfde dag vrygelaat. om die borgaansoek te opponeer nie.

Die volgende dag is hul bure, die Bronkhorst-gesin, se Yorkie, Giesela, ook vergiftig. Die Yorkie, wat aan Ria Bronkhorst behoort het, het haar dogter Marisa aan die duim

gebyt en veroorsaak dat Marisa ook siek geword het. Hulle het nie vir Giesela gevat vir ‘n ondersoek nie. Die Loots-gesin was hartseer toe hulle die verslag van die veearts teruggekry het. Die gesin het intussen die verslag onder die polisie en die plaaslike Dierebeskermingsvereni ging (DBV) se aandag gebring. “Die gif is onwettig en kan net in Zimbabwe gekoop word. Ons hoop om die verantwoordelike persoon gou te vang en tot verantwoording te bring,” het mnr. Jan Loots gesê.
Volgens ‘n Internetsoek is strignien ‘n vinnig-dodende gif wat meestal gebruik word om van ongewenste plaagdiere ontslae te raak en veroorsaak ‘n pynlike dood. Dit is ‘n uiters giftige indool-alkaloïed wat van die gifmoerboom se sa de gemaak word en dood kom vanweë verstikking of versmoring. Mnr. Lawrence Khodobo, plaaslike DBV-inspekteur, het bevestig dat hulle bewus is van die verslag en die saak ondersoek.

Dispute far from over The salary dispute between the employees of the Masakona Farm, a community-managed farm in Levubu, and the managers of the farm is far from over. The group that consist of more than a 100 labourers first went on strike at the end of February after the third month of non-payment. They marched to their employer, the Masakona Community Property Association (CPA), demanding an explanation after they had not received payment for December, January or February. In the middle of February, they were promised that they would get double pay at the end of February. It would seem that the dispute between them and the managers of this of one month’s salary. ise of the CPA that they would receive all their outstanding salaries. This was, however, not the case this week, with the workers only receiving R2 000. “We don’t even know for which outstanding month this money is,” said one of the workers, who wished to remain anonymous. “It could be outstanding money, or it could be that we received a raise as a result of the new wage laws,” he added. The new minimum monthly wage for farm workers is R2 274.82 as from 1 March. The Zoutpansberger has learned that, in the meantime, the farm workers have already scheduled a new meeting for this coming weekend to discuss their plan of action. “We are going to demand an investigation as to where the money is that the farm received from the government.” The Masakona Farm forms part of several Levubu farms that were sold to the government’s Lands Claims Commission from 2000 to 2003 in a willing-seller-willing-buyer settlement. The farm itself is now managed by Sharp Move Trading CC, in conjunction with the CPA. The farm, however, still depends heavily on the government for funds to manage the various orchards on the farm.

Police clamp down on drinking spots Intensified police operations and more visibility led to several suspects’ arrest in the Limpopo province over the past Easter weekend. According to the provincial spokesperson, Col Ronel Otto, the police focused on high-crime spots such as shebeens and taverns and, in the process, managed to close down a total of 25 illegal liquor outlets. She confirmed that 154 tavern owners were also
charged with contravening their license stipulations. Across the province, a total of 94 people was arrested for driving under the influence of liquor and 1 457 fines were issued for those people who had flouted the liquor law. Nineteen suspects were arrested for the possession of suspected stolen property and investigations to link these suspects to possible incidents of housebreaking and theft and
even armed robbery are in the process. A further 11 people were arrested for the illegal possession of fire-arms and investigations to link them to possible incidents of armed robbery are on-going. Provincial police commissioner Lt Gen Simon Mpembe expressed his satisfaction with the weekend’s successes by the police and also thanked members of the public who had offered their support and co-operation.

Invasive little fly makes come-back in Vhembe A new occurrence of the invader fruit fly, Bactrocera invadens (B. invadens), has been detected in the northern parts of the Limpopo Province. Since late January 2013, states the Department of Agriculture, Forestry and Fisheries in a press release, several new incursions of this invasive fruit fly, a quarantine pest for South Africa, have been detected. “This occurred mainly after the recent floods in the northern and eastern areas of South Africa. Affected areas are from Zeerust along the Limpopo River up to Musina (town), the Tshipise and Nwanedi area, Witvlag, Levubu, Thohoyandou, Deerpark, Letsitele, Hoedspruit, Burgersfort, Mbombela, Malelane and Komatipoort,” says the department. Previously, several isolated incursions of B. invadens were detected in the northern parts of the country in 2010 and 2011. All of these incursions were successfully eradicated. There was no further B. invadens specimens found in these areas for a period of 12 weeks or more. In 2012, however, there were new incursions of B. invadens in the Limpopo and Mpumalanga provinces. In most of these areas, the pest was eradicated. “This pest is currently present only in some areas of South Africa (Vhembe District in the Limpopo Province) and subject to official control that may include eradication or classification of such areas as areas of low pest prevalence. Eradication programmes may result in reversion to a pest-free status for areas where eradication is successful. B. invadens is considered to be absent in the rest of South Africa, which will be regarded as pest-free areas or pest-free places of production, according to the relevant technical information,” says the department.
This fruit fly is an invasive species with a wide range of hosts and it causes severe damage to its host plants. The hosts include commercial fruit types such as mango, citrus, guava, papaya and bananas, wild fruit such as marula and wild figs, as well as “vegetables” such as bell peppers, pumpkin and tomatoes. It has spread across sub-Saharan Africa after being detected in Kenya in 2003 and currently occurs in many African countries, including the following in the south: Angola, Democratic Republic of the Congo, Malawi and Zambia, as well as the northern parts of Botswana, Mozambique, Namibia and Zimbabwe. The department will be investing in further resources, such as agricultural chemicals (approximately R10 million) and preventative steps. The control of B. invadens is made possible through a combination of cultural and chemical control methods. All land users and landowners, including villagers and producers, are required to apply good agricultural practices and are therefore urgently requested to ensure that all fruit that has dropped and has rotted or will not be used or sold is buried and covered with half a metre of soil. Alternatively, if it is not possible to bury discarded fruit, such fruit should be placed into a strong, undamaged refuse bag, which must be securely closed to prevent the pest from escaping. The bag should be placed in the sun. No person may move fruit from an infested area to a non-infested area without a permit. Failure to effectively control fly populations may lead to the dispersal of the pest from the affected areas to other unaffected production areas. “It is of utmost importance that no fruit is brought into South Africa (from any country) without a phytosanitary import permit,” says the department.

This day coincides with the vernal (spring) equinox, the first day of spring in the northern hemsiphere. The New Year celebrations vary from community to community. Search is on for Mr South Africa Teen In November 2012, the Mr South Africa Office launched its junior version to the everprestigious Mr South Africa Competition, Mr South Africa Teen. Since its inception in 1982, the Mr South Africa Completion has run solely as South Africa’s top national male competition. Launching a junior/teen version of this prestigious event made business sense, says group
CEO Rudi Baker. “We have the focus to build and host South Africa’s top Male and Teen Male competitions and have had an overwhelming support from the public,” says Baker. He adds that, considering that the competition is Mr South Africa Teen, they have had to look at bringing on board regional scouts, to scout eight regions of South Africa to find the best teen guys. The regions are Johan-
nesburg/Pretoria, Cape Town, Kwazulu-Natal, Port Elizabeth, North West Province, Limpopo, Bloemfontein and Mpumalanga. The regional scout for Limpopo is Karin Odendaal (Tel 082 343 8951) with the regional heat taking place on 27 April. The closing date for entries is 13 April. The course is to be a minimum of 6km around. The duration of the race varies from age category to age category for optimum time. In most cases, the day consists of 6 races, since the categories may start together. This type of event lends itself to a big family event as the spectator value is very big. Hundreds arrested at border over Easter the police at beit bridge arrested 335 suspects during the easter holiday’s anti-crime operation, raising a total of us$16 000 through ticketing for various offenses. Police spokesperson C/Supt Lawrence Chinhengo said the suspects were arrested between Good Friday and Sunday. Among those arrested were motorists, alleged poachers, stock thieves and bogus clearing agents operating at the border, mostly targeting travellers passing through the border post. The highest number of arrests was under the Road Traffic Act, which saw 245 motorists being fined for offences such as overloading, reckless driving and failure to adhere to traffic rules and regulations. They also impounded 17 vehicles that
were not roadworthy. “We mounted mobile roadblocks targeting overloaded cars, unregistered vehicles carrying passengers with unsecured loads, and unlicensed and drunken drivers who mainly contribute to road accidents,” he said. Chinhengo said they had deployed more officers at the border and other strategic areas such as Dulibadzimu bus terminus and major highways to flush out criminals and touts. “We have noted that most criminal activities happen during this time of the year as criminals tend to capitalise on an increase in the movement of traffic at the border,” he said. He urged members of the public and travellers to be alert and report any criminal activities.

Police spokesperson Capt Maano Sadiki said Muleya would have to face accusations that she had hired two hit men to kill her spouse. Sadiki said investigations were at an advanced stage. He could not rule out the possibility of further arrests. The suspect was released on R2 000 bail. Shirley Muleya was married to Ishmael Ligege in December 2011 in a ceremony held at Makhado. The honeymoon period was soon
over and gone and they parted ways in February 2012. The husband apparently accused his wife of cheating on him. In an interview with Ligege, he alleged that he later found out that his wife had hired two hit men to kill him. He alleged that the motive might be an insurance policy she had taken out on his life. Only one of the two men allegedly hired to kill Ligege appeared in court along with Muleya. His case was also postponed to 19 April and he was released after paying R1 000 bail. None of the suspects had pleaded and will probably be asked to do so during their next court appearance.
Lions believed to have strayed from the northern tuli game reserve in neighbouring botswana have descended on Maramani village outside beit bridge, where they are reportedly killing livestock. The area’s municipal councillor, Mr Luka Ndou, told the Zoutpansberger that Shashe and Limpopo were the worst affected villages, where 10 cattle have been killed by the predators so far. “This is an issue of grave concern, particularly taking into account that local villagers rely on cattle farming for a living. We are appealing to the relevant authorities to address this problem as a matter of urgency,” he said. Mr Morgan Muleya, one of the villagers, said that the lions had killed two heads of cattle, “while my neighbour lost two calves. What continues to worry us as villagers is that the relevant authorities were notified, but they are not doing anything to address the problem.” Ndou also expressed concern over hyenas, which are reportedly terrorising villagers in the same area. He said villagers were losing an average of 20 livestock monthly to the hyenas. “They mainly target donkeys grazing at night, and every month we get reports of about 20 animals, especially donkeys, having been attacked by hyenas,” he said. He added that efforts were being made to engage a local safari operator to address the problem,
which has dogged the villagers since last year. The village head for Maramani, Mr John Maramani, said their records indicated that, so far, more than 100 donkeys had been killed. Maramani village is situated at the confluence of the Limpopo and Tuli River. The Maramani ward in situated 120km west of Beit Bridge and
the area lies along Zimbabwe’s borders with Botswana and South Africa. Due its proximity to the Greater Mapungubwe Trans-frontier Conservation Area, a vast safari land jointly shared by Zimbabwe, Botswana and South Africa, villagers have not been spared either by stray elephants which continue to destroy their crops.

Young Masindi wants to be first Venda queen the battle in the courts to determine who should be the real king or queen of the Vhavenda is gaining momentum, and on Monday (8 april), amended papers will be filed in the thohoyandou High Court. the parties ask the court to intervene and have the decision to make toni ramabulana the king of the Vhavenda declared invalid. The first applicant is the 21-year-old Masindi Clementine Mphephu, only child of the late paramount chief of the Vhavenda, Tshimangadzo Mphephu (who ruled under the name Dimbanyika). It is argued that she should have been next in line for the kingship but was overlooked because of gender discrimination. The second applicant is Mbulaheni Charles Mphephu, eldest son of the late Patrick Mphephu. He argues that, should Masindi not be considered for the kingship position, he would be next in line. They dispute the recommendation made by the Royal Family in August 2010 that the rightful incumbent is Toni Mphephu Ramabulana. During an interview on Saturday, Mbulaheni Mphephu (commonly known as Charles) emphasized that the fight for the kingship is not a personal one but rather to make sure that due processes are being followed and old traditions are honoured. He firmly believes that the young Masindi is the rightful heir to the crown and that the only reason she was not considered, is because she is a woman. The battle became official in December last year when papers were served on seven respondents, which include Toni Ramabulana, President Jacob Zuma (who had announced that Toni would be the new king), as well as the national and provincial houses of traditional leaders. The applicants ask the court to firstly set aside the decision to appoint Toni Ramabulana as king and then to declare that the practice of only installing males as traditional leaders be declared unconstitutional. The respondents have indicated that they will contest the case and now have to file their opposing affidavits. Because of the volumes of the documents involved, the parties asked for more time to prepare their answering affidavits. According to Mr Johann Hammann (Sr), attorney for the two applicants, they (the applicants) also requested certain documents and these only became available in the past month. One of the important documents is the letter from the Mphephu Ramabulana royal council in which they make a recommendation to the office of the president. The meeting of the royal council held on 14 August 2010 is important for a variety of reasons. This meeting followed the announcement of the Nhlapo Commission that the kingship of the Vhavenda resides in the house of the Mphephu Ramabulana
family. The Royal Family had to decide, based on certain criteria, who the incumbent should be. The recommendation to the president was that it must be Toni Ramabulana. In the minutes of the meeting, reference is made to the manner in which a king is selected. “In the Mphephu Ramabulana family in particular, only males succeed to the throne,” the minutes read. The king is identified by the senior khadzi who, according to the meeting, was Vho-Makhadzi vhoPhophi Mphephu. Mbulaheni disputes the procedures that were followed to identify the new king and also the authority of the people making the decisions. He argues that only a select group of people was invited to this meeting and it was not representative of the royal family. He claims they were never informed of the meeting and were excluded from the process. Mbulaheni and Masindi believe that, because Toni Ramabulana was appointed as ndumi after the death of his half-brother Dimbanyika, he cannot be considered for the kingship position. In Mbulaheni’s affidavit, he explains that “In terms of a strict requirement of Vhavenda customary law, the ndumi to a king or queen can never be the next king. This is because the ndumi is one of the closest advisors to the king or queen. It is thus believed that a person in that position would be tempted to kill or displace the king or queen if there was any incentive of succession involved.” The two applicants also argue that Toni Ramabulana does not come from the right dzekiso house. The dzekiso wife (or candle wife) is appointed according to certain customs and there may be more than one candle wife to make provision for cases where the first candle wife does not bear children. The late Ramaano Patrick Mphephu had eight wives and the three parties involved in the current court case were each born from different wives. Masindi Mphephu, the first candle wife, gave birth to Dimbanyika Mphephu (father of Masindi Clementine Mphephu). Doris Mphephu, his fourth wife (but second candle wife) is the mother of Mbulaheni Charles Mphephu. Toni Ramabulana is the son of Matamela Mphephu, the second wife. The legal arguments will, however, firstly focus on the constitutional issue of whether a woman may be ignored when deciding on an heir. Masindi and Mbulaheni’s legal team reckon there are plenty of examples in African history to make out a case for the inclusion of women. Apart from Modjadji, the queen of Balobedu, there was also the Tlokwa queen, Mantatisi. Queen Mantatisi (ca. 1781–1836) was one of the best-known, and most feared, female military and political leaders of the early 19th century.

Outreach
Astronomy outreach for Lim Province Limpopo astronomy and the soutpansberg astronomy Club (saC) will once again be focusing on public outreach during 2013. Astronomy-related outreach projects at schools and public locations have always been a priority for the SAC, based in Makhado (Louis Trichardt), and 2013 will be no different. A general public-outreach project, sponsored by the International Astronomical Union (IAU), through its Office of Astronomy for Development
(OAD), will see the organisation visit a number of venues in the province, as well as in the Kruger National Park. Appropriately, the province’s capital, Polokwane, will be first on the agenda with a visit to Mall of the North on Friday, 29 March, followed by Forever Resorts Bela-Bela on Saturday, 6 April. Some of the other towns to be visited are Musina, Thohoyandou, Makhado, Giyani, Elim, Tzaneen, Lephalale (Ellisras) and Modimolle (Nylstroom).

k is seker almal, veral toe ons kinders was, het nie van medisyne gehou nie. Soms het ons ouers vir ons ‘n bietjie suiker na die tyd laat eet om die slegte smaak van die medisyne uit ons mond te kry. Vandag se medisyne smaak baie beter want dit is gegeur met peperment of lemoen, ens. So word ons almal met ‘n dodelike siekte gebore, naamlik sonde. Die gevolg van hierdie siekte is die dood (Rom. 6:23a). Die genesing vir hierdie dodelike siekte van sonde is bekering deur geloof in Jesus Christus. Dit is die volmaakte geneesmiddel. Tog aanvaar so min mense dit. Mense is trots en wil gewoonlik iets doen om hul saligheid te verdien. Maar die Skrif sê in Efesiërs 2:8-9: “Julle is inderdaad uit genade gered, deur geloof. Hierdie redding kom nie uit julleself nie; dit is ‘n gawe van God. Dit kom nie deur julle eie verdienste nie, en daarom het niemand enige rede om op homself trots te wees nie.” Goeie werke kan niemand red nie. Soms probeer predikante die medisyne verander om dit beter te laat smaak en dan word onwaarhede verkondig. Daar sal byvoorbeeld gesê word: “God is liefde, daarom sal Hy niemand kwaad aandoen nie, almal sal hemel toe gaan. Wees net gelukkig en geniet jouself.” Daar is egter net een manier om met sonde te handel en dit is om nederig na God te gaan, jou sonde te bely en deur God se genade Jesus as jou Saligmaker in jou lewe in te nooi. Op die manier wys jy aan Jesus dat jy Hom liefhet. Daar is net een medisyne vir sonde en dit kan nie versoet word nie. Dit is die ou ou tyding van God se liefde en genade. Following the latest reports of sewage spills in Tshikota, this reporter contacted the Makhado Municipality’s spokesperson, Mr Louis Bobodi, to ask him to respond or answer to Cllr Du Plooy’s opinion that the sewerage system needs to be reinstalled from scratch instead of fixing one point on the mainline repeatedly. Bobodi evaded the questions - even the email which was sent to him on 27 March - and consequently referred the paper to the water superintendent at the municipality, Mr David Mukosi. “People of Tshikota need a workshop where they will be taught to stop throwing objects in the toilets and the sewerage system,” said Mukosi. “That’s the main cause of sewerage blockages in Tshikota.” He maintains that he had sent workers to repair the pipeline at Raphalalani’s house last week. “They came to fix the problem on Sunday, Thomas Raphalalani no longer lives at this after my lawyer had put pressure on them,” said house after raw sewage started to flood it in Raphalalani. “I am considering moving back to my house again.” January.

Lanel is op die ouderdom van 14 die eerste keer vir die junior nasionale span gekies en op 15 jaar het sy reeds haar permanente junior nasionale nommer gehad. Sedertdien het sy die land twee tot drie keer per jaar op nasionale en internasio nale vlak verteenwoordig. Op die ouderdom van 16 het sy vir die senior nasionale span begin ry en op 17-jarige ouderdom is sy deur ERASA (Endurance Racing South Africa Association) aangewys as die beste senior Suid-Afrikaanse ruiter.
Lanel is tans ‘n derdejaarstudent in B.Com finansiële bestuur aan die Universiteit van Pretoria (UP). Sy gee ook onderrig hulp aan tweedejaar rekeningkunde studente by die universiteit. In 2010 het sy by Stanford Lake College gematrikuleer. Om fiks te bly, hardloop Lanel en sy het die afgelope naweek saam met haar broer en oefenmaat, Liaan, vir die tweede keer aan die Two Oceans halfmarathon deelgeneem. Hul tyd was een uur en 49 minute.
