Planned township development on repossessed farm again puts spotlight on country’s land reform policy

Hundreds flocked to stake their claim on a residential stand on the farm Welgevonden. This was the scene outside the farm gate on Tuesday. The Netshifhefhes’ planned township development on the repossessed farm has sparked widespread controversy. Photo supplied.

Development slammed By Andries van Zyl A local community’s drive to develop a township on a piece of repossessed agricultural farm just outside of Louis Trichardt has raised a lot of eyebrows and once again put the spotlight on the controversial issue of land reform in South Africa. During the past week, the Netshifhefhe community started taking deposits for stands on the farm Welgevonden 4LT (portion 27) with the aim of developing a township. The farm, about 15km from Louis Trichardt on the Thohoyandou road, was handed back to the Netshifhefhe community earlier this year after a successful land claim under the Mahoba Claim. As far as could be established, the Netshifhefhe community plans to erect between 2 000 and 4 000 houses on the farm. Previously, that farm boasted a productive chicken business, well-known to residents as Baron’s Chickens. An “open day” was held on the farm on Tuesday,

August 2, during which prospective home owners could come and stake their claim on a stand. Hundreds came, paying a R120 deposit (R100 for deforestation and R20 for transport). The process sparked widespread concern, especially among members of the commercial farming community, who argued that this is yet again a prime example of where the South African government, through its land reform policy, has managed to destroy productive agricultural land at the cost of food security. Asked to respond to the issue of claimants starting township developments on repossessed agricultural farms, the Acting Chief Land Claims Commissioner, Mr Tele Maphoto, basically washed his hands of the matter. Maphoto said on Tuesday that he was aware of what was happening on the farm, but that there was nothing the Land Claims Commission could do about it. (Contd on P 2)

Louis Trichardt’s Agora girls, hard at work practising for Round Table Zoutpansberg 66 and Ladies Circle 4’s melodrama on August 12, 13, 19 and 20. SAPS urge public to collect licenses The South African Police Service in Limpopo is concerned about the high number of uncollected fire-arm licenses that are accumulating at the offices of the SAPS across Limpopo. Almost 10 000 competency certificates and firearm licenses have not yet been collected from the

offices of the designated fire-arm officers at the 93 police stations in Limpopo. Since earlier this year, members of the public who applied for fire-arm licenses or the renewal of their fire-arm licenses have been informed through SMS to come and collect their licenses. Despite this, thousands of applicants have not yet come forward to collect their licenses. Several other attempts to contact the applicants, using the information supplied on their application forms, have also been made, to no avail. An appeal is therefore made to members of the public who have applied for new licenses, or for the renewal of their old licenses, to visit the police stations where they originally applied to collect their licenses. Fire-arm owners in and around Louis Trichardt who want to confirm whether their fire-arm licenses are available can phone Lt-Col Bezuidenhout or WO Khosa at 015 519 4460/4510 or 4512.

(Contd from P1) “With the issue of land use, you must deal with the local municipality, (asking) whether they did get permission for such land use,” Maphoto said, explaining that the Land Claims Commission does not engage in issues of land usage after a claim is finalised. “We have bought the land. We need to support them when they need to do agricultural activities, so if they don’t do agricultural activities, we can’t build them houses,” Maphoto said. The selling of stands for a residential development on an agricultural farm also raised eyebrows with regard to whether or not the proposed development was advertised, the property was rezoned and whether or not an environmental impact assessment (EIA) was conducted. Makhado municipal spokesperson Mr Louis Bobodi confirmed on Wednesday that they were aware of the situation on the farm and that the municipality and the Netshifhefhe community were engaged in discussions regarding the issue. He said the municipality was also aware of the fact that the Netshifhefhe

community was in the process of trying to get the farm rezoned from agricultural to residential. “We want to put it on record, however, that the municipality does not condone what is happening on the farm,” Bobodi said, indicating that the municipality is opposing the planned development, although people started paying deposits on stands. “Money or no money, the stance of the municipality is that the specific area is for agricultural use only, not residential,” Bobodi said. He also stated that, should discussions fail, the municipa lity would go to the next level of involving other departments and stakeholders, “but not excluding the Netshifhefhe community.” It is also clear through Bobodi’s response that no EIA had been conducted. “If there was, the municipality would have known about it as the municipa lity is part and parcel of the pro cess,” Bobodi said. From organised agriculture’s side, the Soutpansberg District Agricultural Union (SDAU) expressed their shock at what the Netshifhefhe community was trying to accomplish. “The

subdivision of agricultural land and applications for township estab lishment must be done according to strict legislative processes. It is unacceptable that a person or community can be allowed to put out and sell stands without any impact study or application with regard to the relevant legislation,” says the SDAU in a media statement. Mr Frits Ahrens, chairperson of the Louis Trichardt Farmer’s Association, also expressed shock with regard to the Land Claims Commissioners “irresponsible” reaction. “The commissioner basically said that they bought the land for the community and they are now free to do with it what they want. It is the same recipe that was directly responsible for the collapse of so many so-called land reform farms,” Ahrens said. At the time of going to press, a response from the Ramabulana Royal Council, the authority over the Netshifhefhe community, was being awaited. Several phone calls were made over a period of two days during which we were told to phone back at later stages for comment. By Wednesday, phone calls were not answered.

Yet another mining giant shows interest in Soutpansberg’s rich coal deposits Mining companies’ onslaught on the coal-rich Soutpansberg continues with the news of yet another mining company showing interest. Universal Coal, an emerging thermal coal production and development company, is currently busy with exploration drilling in the Soutpansberg Coal Basin. Universal is also based in Australia, with the aim of becoming a mid-tier thermal and coking coal mining company with various “coking coal assets under licence with large tonnage potential.” Both their coking coal projects, the Bernice and Somerville projects, are situated in the “heart of South Africa’s coal field”, just north of the Soutpansberg mountain range. However, until recently, Universal’s drilling work, it would seem, was done behind closed doors, with the Soutpansberg District Agricultural Union (SDAU) voicing their concern about this alleged secretive conduct this week. According to SDAU chairperson Mr Stephen Hoffman, the environmental management plan (EMP), a copy of the prospecting license and proof that consultation took place with the land owners, were requested from Universal on more than one occasion. After their first letter, Webber Wentzel Attorneys answered

on behalf of Universal, asking the SDAU “which party/parties they represent and on what basis they believe the SDAU is entitled to the information.” This was despite the fact that the SDAU brought it to Universal’s attention that the SDAU acted on behalf of their members and that, in terms of the Mineral, Petroleum Resources Development Act, this made them an affected party. In response, Universal’s exe cutive chairperson, Mr Tony Harwood, said people should not get into a state of panic. According to Harwood, the affected and interested parties will be consulted after Universal is done with its exploratory dril ling phase. “After we’ve done with the prospecting, a feasibility study will follow and only then will an EMP be compiled and be avai lable,” said Harwood. Universal first has to determine whether a mine would make “economic sense.” The economic prospects, however, look good, with Harwood expressing his delight over the first phase of the drilling program at the Bernice project during an investors meeting held in Sydney last Thursday. “Results of the program have exceeded the previous resource estimates substantially and will allow the company to commence a second phase of drilling and a scoping

study in the fourth quarter of 2011,” Harwood said. This first phase, says Harwood, included a 52-hole drill program on the Bernice project. These properties are situated to the west and north-west of Waterpoort and north-west of Mopanie and stretch over 17 farms. According to Harwood, Universal obtained ownership of Both their coaking coal projects, the Bernice and Somerville projects, are situated in the “heart these projects as part of an earn- of South Africa’s coal field”, just north of the Soutpansberg mountain range. Moontlikheid van eie bank ondersoek

After two days, a team of the Makhado Municipality finally came to address the problem. “The state of the sewerage system is being given serious attention, though it’s quite challenging,” said the municipality. By Linda van der Westhuizen

Restaurants pay price for defunct sewer Sewerage spills continue to be a major headache for Louis Trichardt. For almost two days last week, businesspeople along Burger Street in the town’s CBD had to endure the stench of raw sewage flowing down the street and causing a serious health risk to, among others, local restaurants Steers and BJ Foods. Mr Werner Smit, owner of BJ Foods, said that the sewage overflow needed immediate attention since people prepared food in the direct vicinity and the sewage posed a health hazard. “I have stopped phoning the municipality because it feels as if you are running up against a wall,” Smit said. “The sewage is blocking very, very much. Because of the smell, people do not want to come here. It is affecting my business in a bad way,” was the response from Mr Grammy Ramabulana, a local hawker. Ramabulana contacted Mr Geoffrey Tshibvumo, COPE’s chairperson for the Vhembe region, who made numerous calls to the Makhado Municipality. In the afternoon, Tshibvumo made contact with the Director of Technical Services and was told that the municipality was aware of the problem. The following evening, a team of the municipality was seen at the site, where the problem was eventually addressed. “It is unacceptable that it takes two days to fix a serious emergency. The turnaround time and service levels are too low. The municipality must take the people of this town seriously and they must up the standard of their service delivery,”

Tshibvumo said. The Makhado Municipality was asked about the state of the town’s sewage system. “The state of the sewerage system is being given serious attention, although it’s quite challenging,” was the response from municipal spokesperson Mr Louis Bobodi.

Business people in Burger Street were greeted by a strong stream of sewage overflowing from a manhole. The sewage ran in front of restaurants and where people prepare food, posing a health risk. The business of hawkers was also seriously affected.

koöperasie geregistreer word by SACCOL (Savings and Credit Co-operative League of South Africa).

Library users outraged by lending ban The Makhado municipal library has put a ban on lending books to members who do not have a water and electricity statement in their names. One longstanding member of the library described her fee lings when the library refused to loan her any books because she is renting a house and does not have a water and electricity account on her name: “For the past three weeks, I have had no books to read. I have been a member of this library for 14 years and have always faithfully returned my books on time. The library and the books have become like family to me, and now it feels as if this family has stabbed me in the back,” said Ms Hermien de Swardt. This week, De Swardt showed the library a letter from her landlord plus an accompanying water and electricity statement in his name, but she was told that it would not suffice and that her landlord would have to make an affidavit at the police station. “They should accept the letter

and account, since the landlord does not have time for standing in queues at the police station,” De Swardt said. Her membership fee at the library is fully paid up. Other members of the public who wanted to renew their library membership also received the shocking news that they could not renew their membership since they did not have a water and electricity statement in their names. “What about all the aged people who rent? Some are renting from their children who live far away, and what about students renting a house?” asked an irate member. Some members were told that the new regulation was being enforced because too many books had been stolen in the past. “Why must faithful, longstanding members be punished because others steal books?” asked one library member. The Makhado Municipality confirmed this week that displaying a water and electricity statement is a prerequisite for renewal of library membership.

The reason given was that the library was still auditing unrecovered books. “This will enable us to trace the books,” said municipal spokesperson Mr Louis Bobodi. He said that people who rented “are expected to be provided with proof of residence by the landlord, agents or traditional leaders. Parents or guardians are responsible for applying for membership on behalf of their children.” It therefore came as a surprise that when a longstanding member submitted a signed letter and account from the house owner, it was still not accepted. The question arises whether the library cannot trace which members had been faithful over many years and therefore not punish them unduly. The municipality said that to borrow books a person would need a “certified ID copy, water and electricity statement, proof of residence, and an annual membership fee, which is R80,70 for adults and R28 for children.”

Ds. Sy studieleier was prof.

Boshoff Die formele gradeplegtigheid is in September.

A

prepared to dress modestly and “ordinary”, I am forced to do my shopping in the clothing shops reserved for ordinary women, just like most women in this country. You know which shops I’m referring to, the ones with the yellow and white and blue in their logo (I mentioned it in a previous diatribe on being ordinary, for those of you who have been following my ranting and raving). Or even the ones that dear Raymond’s father established, way back in the days. I don’t even consider the ones with the man’s name, the ones for the jetsetters or the ones who are worth something or other (nudge-nudge, wink-wink!). Way out of my league… In these very ordinary shops, I often encounter an extraordinary problem. As I peruse the wares on offer, moving through the aisles methodically so as not to overlook any potential purchase clamouring for my extremely limited attention span (Alzheimer’s Light is no longer prevalent; we’ve moved on to Medium) and my equally limited budget (the less said, the better!), I am struck time and again by the lack of apparel in my size. Now let’s get something straight here and now: I am not fat. The fact that I sometimes have to wear

fact that most clothes are made by the Chinese these days, and we all know they are a nation of vertically challenged and figuratively stunted specimens of humanity. My love for bread and my passion for chocolate are my constitutional rights and I will die defending them. I mean, for heaven’s sake, if you take those things away from me, the only passions I will have left will be gold jewellery (with the occasional diamond thrown in) and prawns (deveined and cleaned properly, thank you very much!). What’s a girl to live for, then? No, let’s just say I have a robust physique, and I have made my peace with it (took me 40 odd years, but who’s counting?). Anyhow, among the staggeringly limited variety of garments on display, I very seldom find any designed to flatter the woman with the “fuller figure”. Those on the shelves or rails are usually size 8 to 10 or size 18 to 28, with nothing in between. Perhaps my Alzheimer’s or ADD prevents me from observing accurately, but the majority of women I encounter in my day-today existence tend to fall in the category of “average” – average height, average build, average weight, average shoe size (I’ll

average boobs, and so forth. Presumably, then, the average woman wears anything from a size 12 (if she’s a bit thin, poor thing) to a size 16 (now you’re talking about a Woman). But, like the Bard said, “there’s the rub”: if the very wise (and rich) manufacturers of clothing take into account that these sizes are for the average woman, and if the majority of women are average, why do they make the same number of garments in every size? Let’s say they bring out a new line of clothes for the new season, as they are wont to do. When they decide how many to make of each size, do they take into account that the number of women who wear the average sizes (those I mentioned before) are in the MAJORITY? Wouldn’t it therefore follow that they should make more clothes in those sizes, to cater for the MAJORITY? Would that not solve the problem of there being 46 garments of sizes 8 to 10 and 37 of size 18+ left on the rail after the first day of being unpacked? With those same pieces gathering dust over the course of the season, until they are eventually bought during the last-of-our-popular-line sale by the same anorexic waifs who had al-

two at the beginning of the season. Or perhaps they get sent back to the factory, where they can (hopefully) be recycled or, failing that, given to the poor. The same goes for shoes. Oh, don’t let me get started on shoes!! I know stilettos are sexy and stylish, but a woman like me does not look good on six-inch heals in a size 9, as much as I might want to wear them. That’s if you can find them in a size 9. Not to mention the agony of wearing them for more than 10 minutes! Suffice it to say, shoes are simply not available in the average sizes. Now, I regularly hear my BFF (who’s a size 8 to 10 and wears a size 5 shoe) complain that she can’t find shoes anywhere. Which baffles me, because the only shoes I ever find are always between size 4 and 6 and usually in a colour only a teenager with a totally undeveloped fashion sense would consider wearing. So, what happens to all the average-size clothes and shoes that the majority of women must be looking for? And I haven’t even mentioned bras and panties yet … Eish, it’s hard being an ordinary woman!

The Way, the Truth and the Life

“The Lord is my Shepherd, I shall not want.” - Psalm 23:1

P

salm 23 pictures the religious journey of the sheep with their Shepherd. The very first sentence starts with the assurance that you are a sheep, not a goat, and the assurance that God is your Shepherd, and that you and the Lord are in beautiful harmony and reconciliation. “I shall not want.” There is the assurance that just as long as we remain in our relation to God, Jesus, our Divine Shepherd, will provide for us. That our souls, our bodies, our lives, our welfare, for this world and the world to come, will be provided for by our Shepherd, and this expression “I shall not want,” is not the result of reason or argument, or of outside opinion. It is a divine conviction, that God Himself, puts in the hearts of the sheep. The sheep has the consciousness that God is its Shepherd, and while that relationship remains that the Shepherd will provide pasture and all needful things for that soul. The Holy Spirit gives us an assurance of pardon, of cleansing, of Divine providence and of God’s care for us, and it is an inwrought persuasion, wrought in the heart by the Holy Spirit. It is a Divine inwrought consciousness of relationship with God, by which we have the answe ring conviction that, because we belong to Him, He will not and cannot forsake His own. - 079 5168303

aldus Statistiek SA.

With the students is Ms Angela Versari, art teacher and owner of La Mia Nuvoletta.

Waardes lig jou uit bo die moeilikheid

Mnr. Afgeneem is mev. Carla Esterhuizen saam met Jan “Slang”. Foto verskaf.

Uiteindelik gaan alles oor waardes.

Stroebel kan geskakel word by tel. 083 326 6073. Skenkings

David’s epic journey lands Our Home big donation Cyclist David Kleynhans, who had cycled from Cape Town and back to ride the Kremetart on June 4, has donated R5 000 to Our Home in Louis Trichardt. The donation was the proceeds of the money he raised with his ride. He raised the money mainly from fellow cyclists on the cycling forum “ The Hub” . His 4000km ride was completed in 17 days and included only one day off

the bike. This was the day before the Kremetart, when he set up a table at Makhado Crossing during the cyclists’ Kremetart race registration and solicited donations from the public and registering cyclists. David averaged 250km a day during his trip from Cape Town, and his shortest day’s travel was the 175km Kremetart cycle race itself. His longest day in the saddle was

370km, when he rode almost night and day between Bloemfontein and Ventersdorp, after he pushed on beyond his planned stop at Potchefstroom. During his trip, David was accommodated by cycling families along the way and he spent the weekend of the Kremetart with a cycling family of Louis Trichardt . His donation was made on Monday, after he had finally collected on all the pledges of support made during his trip.
