Gemeenskap in rou

Petrus Kriel geskakel word by tel. 082 898 2081.

Four-month-old baby lives in a ditch with his mother

Next to the Musina Post Office is a ditch running east from the N1. Under a mango tree, black plastic bags cover part of the ditch. This is the home of Gwarimba and her son.

Gwarimba dropped out of school in Zimbabwe after the death of her father, who had been taking care of her, and came to South Africa in 2013. “I really thought it was going to be easy for me in South Africa, but I could not secure any job, leading me to live on the streets,” she said.

Panashe’s father also lives on the streets, though they are not together anymore.

the streets, she has to wash out in the open at night and this is dangerous. “I have to bath at night in an open place, but I feel insecure. Men take advantage of this situation. I really beg the municipality to provide bathrooms for us,” she said.

Joshua Kwapa, the Limpopo Department of Social Development’s spokesperson, said building bathrooms was the responsibility of the municipality. But Wilson Dzebu, Musina Municipality’s spokesperson, told Groundup that the municipality could not build bathrooms for homeless people as this would encourage people to live on the streets. “Instead, we encourage these homeless people to get to shelters in Musina,” he said.

manager of Musina HomeBased Care, Tapiwa Zvauya. “We are not sure how many there are. The authorities seem not to give much attention to the challenges faced by people living on the streets,” said Zvauya.

Yvonne Maunganidze has been living on the streets since 2013. She lives near the taxi rank with her three children and a friend. They beg at Musina Mall, and the two older children, aged seven and 10, beg from motorists while she sits under a tree with her two-year-old, begging from passers-by. The children have never been to school.

“(Ek) pleit by jou vir my kind, Onésimus, wat ek verwek het in my boeie.” Filemon vers 10.

Onésimus was ‘n slaaf in diens van Filemon.

Foto verskaf.

Gwarimba finds occasional work, gardening or sweeping yards, but looking for work with a baby is difficult. “If the weather is cold or very hot, I cannot walk around with my child. I have to beg for food from nearby stores, or well-wishers drop me some food,” said Gwarimba. She takes the child around in a stroller she found on a rubbish dump. When GroundUp visited her two weeks ago, the weather was fine and she was about to go out on a job. “It is about to be winter. Panashe needs warm clothes and blankets. I also need nappies for him. Usually when I run out of nappies, I tear off one of my pieces of clothing to use as nappies,” she said, looking down at a smiling Panashe.

She works with the child on her back or wraps him in a blanket and finds some shade for him to sleep in.

What she would like most is access to a bathroom. Living on

At least four shelters exist in Musina, for men, for girls, for boys and for women and children. But Gwarimba and other women GroundUp spoke to said they preferred to live on the streets because the shelters had strict rules about entrance and exit times that did not suit them.

“More and more women are living on the streets,” said the

Eunice Madinginye, who runs “Musina Help Me To Quit”, an organisation that helps people dealing with substance abuse, said some of the women living on the street were victims of exploitation by men who promised to look after them. She said she wished her organisation could provide meals for the women on the street, to make them less vulnerable. “We are sure they will not be easy prey for men then,” she said.

Every year, Ridgeway College in Louis Trichardt enrols its Grade 8 and new students into the Emma Sadlier “Dangers of social media” course. Sadlier is SA’s leading expert on Social Medial Law and her course exposes the dangers and pitfalls of social media. Students are taught how to protect their digital identity. It also teaches them about cyber bullying and how students are responsible for what they post on social media, among other topics. Students receive a certificate after completing all the topics in the course. “True education is about far more than the curriculum of a given subject, and it would be remiss of us as a school not to recognise that our pupils are vulnerable in cyberspace and largely ignorant of the consequences of their online actions,” said Dr Elliott, head of Ridgeway College. Makhado opts not to give extra property rates relief

The Makhado Municipality has, in totality, dismissed a motion by the local Democratic Alliance (DA) to consider giving residents financial relief regarding the new proposed rates and taxes that come into effect on 1 July this year. The motion was tabled and denied during last Wednesday’s council meeting.

The DA’s Councillor Pierre Smalle submitted the motion on 6 April in term if Clause 28 of the Standing Rules of Order: Property Rates Relief.

“That council notes the aftereffects of a twoyear Covid epidemic, the impact that it still has on our economy, which resulted in a 49,5% expanded unemployment rate in Limpopo. [It] further notes the rising cost of living [and] the impact it has on households, which requires that this council consider further relief measures to support our residents and help rebuild our economy and our town,” Smalle wrote in his motion. Therefore, on behalf of the DA, he called on the Makhado Municipality and its council to support the following relief measures in line with the Municipal Property Rates Act, 2004:

* That a statuary exemption be awarded on the first R300 000 to all properties valued under R5 million; and

* In order to assist more pensioners and social-grant recipients, the so-called missing middle class (income earners between R3500 and R22 000 p.m.) by raising the upper qualifying limit to a R22 000 total monthly household income, with effect from 1 July 2023 at a rate of

0.0025 (cents in a rand).

In response to Smalle’s motion, Makhado’s municipal manager, Mr Kent Nemaname, responded on the advice of the municipality’s chief financial officer. “The request is uneconomical and not viable and cannot be sustained by Makhado Local Municipality. It is also not covered by the Local Government: Municipal Property Rates Act 6 of 2004,” he said in response to Smalle’s request regarding the statuary exemption.

As for Smalle’s request to assist the so-called missing middle class, Nemaname said that the request was already well-catered for in terms of the Local Government Municipal Property Rates Act 6 of 2004, Section 8(2)(a), which states that when granting exemptions, rebates or reductions in respect of categories of owners of properties, such categories may include indigent owners, owners dependent on pensions or social grants for their livelihood and owners temporarily without income.

Regarding this, Nemaname said, the Makhado municipality already had an indigent subsidy in place for the first two categories of people. He explained that the indigent threshold is set at two pensionable amounts per each household, equalling R3 980.

The 2023/24 residential properties discount for all residential properties is proposed at R32 977. “The income threshold cannot be changed to the income threshold between R3 500 and R22 000 because that is uneconomical. The proposed income threshold will remain

DA waiting for answers about dysfunctional fire department

Cllr Pierre Smalle, DA councillor of Makhado Municipality, said on Wednesday that he was still waiting for a response from COGHSTA portfolio committee chairperson Kedibone Lebea about the collapse of the fire and emergency services in Makhado. This is after a letter he had written to COGHSTA, wherein he asks them to summon the Vhembe District Municipality to explain the collapse.

This follows the Makhado Fire Department’s failure to adequately respond after a house fire in Flamboyant Street last week. The Makhado

Fire Department was called but was unable to control the fire because it had no working fire trucks.

“The one truck has a brake problem and has been awaiting a requisition order from the district municipality for over two weeks, while the other fire truck was taken to Polokwane for service and has been kept there for over two weeks due to non-payment by the district municipality,” said Smalle in a statement issued after the incident.

According to Smalle, the DA had previously raised concerns over the district municipality’s failure to deal with water pump theft, as well as negligence regarding maintaining and repairing broken and vandalised fire hydrants. “These dysfunctional fire hydrants also pose a further serious risk to businesses and communities in Makhado in the event of a fire incident. The fact is that the absence of even a single operational fire truck is putting the lives of our residents at risk. Increased load shedding and colder nights bring greater risk of fires, especially in densely populated areas,” said Smalle. Smalle stated that firefighting was listed as a local government function in Schedule 4 part B of the Constitution, and both the Makhado Local Municipality and Vhembe District Municipality had a responsibility to ensure that they safeguard their residents from fires.

“Our local communities depend on fully functional fire stations to provide essential disaster services, therefore the failure to provide adequate resources might have devastating effects in the future,” Smalle said.

at R3 980,” Nemaname said. Smalle said on Wednesday that he had asked the municipality to show him their calculations

to illustrate why his request in the DA’s motion was uneconomical.

Following reports of the deplorable state of street in Louis Trichardt and the Makhado Municipality’s plan of action to address the problems, municipal workers were spotted the past week temporarily fixing the town most pothole-infested streets by filling them up with gravel. Thanks to this, parts of Protea Street and Eland Street were made somewhat driveable again, much to the delight of local motorists. Pictured are municipal workers on Wednesday morning in Eland Street.

MC Mining pushing for full-scale mining at Makhado Project

Mining News

MC Mining Limited published an update last week on their Makhado hard-coking coal project (Makhado) just north of the Soutpansberg, with various studies being completed to support the mine’s implementation plan.

The bankable feasibility study (BFS) was completed in April 2022 by independent mining consultancy Minxcon (Pty) Ltd and was followed by two alternative development scenarios that significantly improved the baseline BFS economic outcomes as announced by the company on 30 August 2022 and were supplementary chapters to the BFS.

The alternative scenarios were assessed at pre-feasibility level and would require additional capital expenditure compared to the BFS base-case scenario (BCS). While the BCS was feasible and economically robust, the alternative scenarios resulted in improved project economics. The BCS comprised the mining of the west pit, followed by the east and central pits, the crushing and screen of the run of mine (ROM) coal to Makhado and the transportation of the screened material 135km to the modified Vele Colliery plant for processing.

Scenario 2, included as part of the BFS, was selected by the board for implementation and included the initial mining of the east pit, followed by the central and west pits, and the construction of a coal-handling and -processing plant (CHPP) at Makhado, rather than at the existing Vele facility, with an annual CHPP throughput capacity of two million tonnes per annum (Mtpa). Following this, the Company appointed Erudite (Pty) Ltd (Erudite) to complete the detailed study work for a full process-plant design of the Makhado CHPP for Scenario 2.

Hierdie week, 25 jaar

The company completed various studies in the fourth quarter of 2022, enhancing the development plans for Scenario 2, including an optimisation study on the Makhado CHPP.

This optimisation study increases the Makhado CHPP annual run of mine-feed capacity from 2.0Mtpa to 4.0Mtpa. The mine plans have been revised, as has the detailed CHPP and infrastructure design work that was completed by Erudite.

in the first five years of mining increasing from 19.4% as per the BFS, to 22.6%, a 16% improvement, in Scenario 2. Thermal coal yields increase by 9%; and

* As a result of the above, Makhado would produce an average of 880,000 tons per annum (tpa) of HCC, compared to 540,000tpa in the BFS (an increase of 63%), while thermal coal production increases from 570,000tpa to an average of 650,000tpa (an increase of 14%) during the first five years of operation.

The higher volume of coal mined, as well as CHPP processing capacity, is anticipated to result in higher capital expenditure. Erudite has completed the detailed designs for the mine infrastructure and CHPP and is in the process of obtaining detailed execution quotes for the construction of the CHPP. This process is expected to be finished in July 2023 and will also cater for the enlarged mining and processing footprint. EHL Engineering (Pty) Ltd (EHL) has been engaged to design and construct the bulk power-supply infrastructure, a process on the construction critical path. Enprotech (Pty) Ltd (Enprotech) has commenced the design and procurement of the flotation and filtration plant, a key part of the CHPP required to extract the HCC. The flotation and filtration plant is expected to cost R155 million (US$8.6 million) and the Company has agreed in principle with Enprotec that this part of the plant will be constructed on a build, own, operate, transfer (BOOT) basis.

The Makhado Project will be contractor-operated and, following the revised 4.0Mtpa mine plan, the company has commenced an open tender process to select a mining contractor. The company also anticipates commencing the processes to identify and appoint an outsourced CHPP operating contractor and analytical laboratory operator. These processes are expected to be completed early in the third quarter of 2023 and first coal production is expected 18 months from commencement of construction, which is expected to occur in the second half of 2023.

“Substantial progress has been made to convert the previous mining studies into a DIP for the first five years of mining operation that is sufficiently detailed for the project execution with attractive economics”

MC Mining has also made notable progress towards the completion of a detailed implementation plan (DIP) for the first five years of mining and processing operations. The company has limited technical execution capacity and, with a strategy to limit fixed overhead costs, has secured this execution capacity by contracting an outsourced owner’s team and has also engaged key service providers to manage the DIP.

The DIP includes a detailed execution plan for the construction of the east pit, Makhado CHPP, related infrastructure and a detailed mine plan for the first five years of operations. The key inputs of the Makhado Project were independently peer reviewed, and the DIP has been value-engineered, improving the accuracy of the studies from the pre-feasibility study’s ±30% accuracy to an estimated accuracy of ±10%. In addition, the noteworthy improvements to Scenario 2 under the DIP include, among others:

* Revision of the mine plan, resulting in the ROM from 3.2Mtpa to 4.0Mtpa, facilitating improved volume efficiencies and the planned ROM coal feed to the CHPP has increased by 30%. Previous development plans incorporated a crushing and screen plant that would have removed 1.2Mtpa of discarded material prior to processing in the CHPP;

* The full ROM feed stream (4.0Mtpa) will now be processed through the CHPP to maximise coal yields, in contrast to the BFS’s BCS and Scenario 2 plans, where the ROM coal was pre-screened and 2.0Mtpa crushed and screened coal was planned to be processed;

* The east pit has higher compensating coal yields and is expected to have a life-of-mine (LOM) more than 13 years. The mining of the higher-yielding East Pit and project enhancements result in hard coking coal (HCC) yields

Early works associated with the DIP commenced in February 2023, as planned, and these workstreams consist of activities with long lead times or to ensure that social and regulatory licenses are complied with. This includes the commissioning of the power line works, order placements for key long lead CHPP items and equipment, construction of the main access road and bridge, as well as accommodation and administration upgrades and fencing to secure the mine site. As previously announced during November 2022, the board approved an expenditure budget of ZAR71.3 million (US$4.1 million) for Makhado early works. The board also approved the commitment of a further R45.0 million (US$2.5 million) for the long-lead-time items.

“Substantial progress has been made to convert the previous mining studies into a DIP for the first five years of mining operation that is sufficiently detailed for the project execution with attractive economics. We are also pleased to now have an owner’s team in place, as well as a reputable and expert engineering, procurement and construction manager in Erudite,” said Godfrey Gomwe, managing director and chief executive officer. Gomwe added that the company anticipated that the funding arrangements would be concluded early in the third quarter of 2023, with the tender adjudication for major contractors, notably the mining contractor and CHPP operator, also taking place early in the third quarter of 2023, followed by the final investment decision soon thereafter, ensuring that the Makhado Project execution processes are broadened from early works to include fullscale implementation. First coal production is expected 18 months from CHPP construction start-date. “The appointment of EHL to proceed with the design and construction of the 14 km power line ensures that the supply of electricity to Makhado is in place prior to the commencement of operations,” said Gomwe.

072 822 3262 of per e-pos aan news@ zoutnet.co.za.

Saturday 6 May

Bivvy Evening & Potjiekos competition

The Turbi Hills Shell Hole in Louis Trichardt will once again be hosting their Border Boys Sunset Parade on Saturday, 6 May, in memory of all fallen members of security forces during the Border War.

As part of the event, a potjiekos competition will be held. No entry fee is charged, but the pot must be donated to the shellhole as part of judging the best pot. Potjiekos-tasting tickets will cost R40 per attendee and this will give the person access to each pot to taste. The ticket needs to be produced at each competitor’s pot.

After tasting each competitor’s pot, the person will write on the ticket which pot they found to be the best. The tickets will be deposited in a sealed box. After all the tasting is done, the Old Bill and Top Table from Turbi Hills Shellhole will retrieve the tickets. The team with the most votes will be announced, and first prize will be handed over to the winning team. “Please invite all your family and friends to enjoy the day with us. Remember, to win the competition, you need to have the most votes!” invites the shell hole.

A full cash bar will be available on site, with rustic camping facilities available. If you want to overnight, just bring your bivvy or tent. The Bivvy Evening Floating Trophy is to be awarded to the shell hole with the most members at the parade. A lucky draw with prizes is also on offer.

Breakfast will be available the next morning for persons overnighting at the shell hole. For more information, phone Ben Wolff at Tel 084 368 7045.

Champions Combined Academy cordially invites the public to “The Digital Dilemma Talk” hosted by Anke Brand (PhD) and Eldred de Beer at the Dutch Reformed Church Soutpansberg’s hall (corner of Stubbs- and Anderson Street) on 22 May at 18:00.

The talk is something every parent must hear on the topic of social media. Social media have created jealousy over illusions and people are envious of things, relationships and lifestyles that simply do not exist. Among the topics to be discussed include social value, cyber bullying and suicide. For more information, phone 084 700 7960 or send an e-mail to champacademy@ gmail.com.

Tourism guide aims to promote Vhembe’s budding tourism industry

If all goes according to plan, the Zoutpansberger and Limpopo Mirror will be publishing the first comprehensive Vhembe Tourism Guide in next week’s paper. The 16-page A4-size booklet promises to be the ideal

guide that can be used as a reference to do some holiday planning or simply to find out which tourism treasures are in the region.

According

Publishers, the need to have a comprehensive guide of tourism

facilities in the area is long overdue. “We are situated in an incredibly beautiful part of the country, and yet our own residents know very little about what is available,” says Van Zyl.

Van Zyl blamed part of this on the local tourism industry, that only seemed to market their facilities to potential tourists from outside the area. “They seem to forget that the market here serves as valuable referrals for when people come and visit,” he explains. “I recently spoke to an owner of a guest house, who told me that he only uses online booking agents, and he gets a fair amount of business via the Internet. But he also told me that most of his business comes via local referrals. Yet he never advertises locally or does anything to promote his business in the local market,” says Van Zyl.

Van Zyl believes that the Vhembe District can only become a major tourist attraction if all the residents do their bit to market the region.

“The industry has

the potential to create many more job opportunities,” he says. “But that will entail that we grow that market. We all need to do our bit by visiting as many of the tourist attractions as possible, so that we can tell others about it.”

The Vhembe Tourism Guide contains details of more than 232 tourism facilities. The listing includes guest houses, game farms, restaurants and hotels. “As far as possible, we tried to verify that all of these facilities are still operating and are worthy of a referral,” says Van Zyl. He explained that one of the big problems people experienced with the Internet

was that it often tended to be dominated by fly-by-night institutions. “If you know the local market fairly well, you get scared to see what pops up when you do a Google search,” he adds.

The listings in the Vhembe Tourism Guide are all free of charge to bona fide tourism facilities. “For those businesses that wanted more exposure, such as pictures and elaborative descriptions, we offered advertising space,” he says. The idea, however, was to compile a guide where every tourist facility is mentioned, whether they cared about advertising or not. “It needs to be a valuable

On the Vhembe track with Dave ...

Camp Mangwele

referral tool for our readers,” says Van Zyl.

The plan is also to publish another tourism guide before the end of the year. “We realise that we might not have included everyone. There may be new businesses that have opened or we simply did not know about places. The idea is that this must be a dynamic guide that can be updated every couple of months,” says Van Zyl.

Be sure not to miss out on next week’s edition and get your copy of the Vhembe Tourism Guide. The tourism guide will also be available on the websites of the Zoutpansberger and Limpopo Mirror

I just love to explore the old Venda Land area because it offers so many scenic routes and places to visit.

Over the years, I did numerous guided tours to the so called “Land of Legends”, and this time it was decided that we would drive through Mambas Pass to Camp Mangwele.

Destination:

Camp Mangwele is situated in the Mutale area, approximately 51.5km from Louis Trichardt.

The route:

Leaving Louis Trichardt at around 09:00 in the morning, we took the Witvlag Road, in the direction of Siloam. Once on the R532, look for the Lake Fundudzi turnoff. This road will take you up a very steep tarred road, which is still in good condition. The turnoff towards Mambas Pass is not marked, so it is important to take a GPS along. The coordinates for this elusive turnoff to the left are S 22°50’08.00” E 030°14’55.41”. This road has only one gate. Once you drive through it, the road deteriorates and starts to descend into the valley below. Engaging the 4x4 low range while driving a steep downhill road like this to prevent you from using the brakes for long periods, which can cause the brakes to overheat, is always a good idea. Then, drive slowly and just enjoy the scenery and beautiful view over the Nzhelele Dam in the distance.

We spotted a huge variety of trees and plants as we made our slow decent down Mambas Pass. We had two ex-game rangers among our group, and they enthusiastically shared their knowledge of the bush with us. They were particularly fond of the trees in the area and gave us some fascinating facts on the local flora. Some of the more common trees we saw were the Silver Leaf Terminalia (terminalia siricea), Purple Pod Terminalia (terminalia prunoides), Kiaat (pterocarpus angolensis), which reminds one of a Pierneef painting, and of course everyone’s favourite, the intriguing Baobab (adansonia digitata).

Once we reached the bottom of the pass at coordinates S 22°47’ 28.02” E 030° 15’ 01.53”, we turned left towards Camp Mangwele (S 22° 47’ 04.91” E 030° 17’ 27.62”). We arrived around lunch time, which gave us ample time to enjoy the camp setting. Henry, the camp attendant, was there to welcome us and was very friendly and efficient.

The camp is set under huge wild fig (ficus sansibarica) and waterberry trees (syzygium cordata). We quickly pitched our tents and, while some opted for an afternoon nap, others went for a walk around the camp and up to the small waterfall. Henry brought us

a few piles of wood for our evening braai and even started our fire for us. He also lit the donkey geysers, and before long, we could all enjoy nice hot showers. The ablutions are old but solid and clean. The water comes from the river, so make sure to bring your own drinking water.

We had a peaceful night’s rest, falling asleep to the soothing sound of the small gurgling stream that runs through the camp in the background.

After coffee and rusks early the next morning, we left Camp Mangwele, first stopping at another big waterfall (coordinates S 22°47’02.78” E 030 17’30.340”) on the way through Gogogo village, before we eventually found our way back to the N1 and Louis Trichardt.

Thea se jagluiperd wen vir haar R600 in fotokompetisie

Kompetisie

Haar ISO was 400. Baie geluk, Thea.

082 603 2419 of 015 516 4997 (tydens kantoorure).

Sy ISO was 1 250.

Kremetart postponed due to road works

Cycling News

With just over a month to go until the Soutpansberg once again plays hosts to the annual Kremetart Stage Race, residents were starting to wonder if this race was going to take place, given the deplorable state of the Vivo road that forms part of the 175km main race route. This week, they got their answer.

“In consultation with local authorities, and in light of recent developments related to roadworks on the cycling route, the difficult decision was made to postpone the Kremetart, which was originally scheduled to take place on 10 June 2023,” reads a statement issued by the race organisers.

According to the race organisers, much-needed resurfacing of the Kremetart route is underway, for which they are extremely grateful. These road works, say the organisers, have created an unsafe cycling route for the riders, however, making it impossible for them to guarantee the safety of all participants. “As a cycling-race organiser, our priority is the safety and health of our riders, staff, volunteers, and the wider community. With the current situation, we believe that postponing the race is the best decision for everyone involved,” the organisers said.

The organisers said they understood that this news would be disappointing for many, including the riders who had been training hard for

this race and everybody who was eagerly looking forward to it. “However, we hope all understand that this decision was made with their safety and well-being in mind. Over and above that, it will give you that extra time to prepare, and let’s face it, we all know that roadies always needs more time to prepare and to get that extra milage in. Let’s not forget that you will now keep that winter weight down,” said the organisers.

The Kremetart Cycle Race will be hosted for the 31st time this year and is the only one-day four-stage race in South Africa. The event is therefore very popular and annually attracts riders from across South Africa, including top name and teams.

As for the new date, the race organisers said that the annual Kremetart cycle race would now take place on 9 September 2023. “We are actively working with the relevant authorities and stakeholders to ensure that all necessary arrangements are made for a successful and safe race. We remain committed to delivering an exciting and safe cycling-race experience for everyone involved,” said the organisers. They thanked all the riders, sponsors, partners, volunteers and fans for their understanding and continued support during these challenging times.
