“Bundu” arrested for assault

The well-known actor, comedian and Tshivenda film producer, Mr Ntambudzeni ”Mr Bundu” Rasendedza of Tshovhilingana, was arrested and is facing an assault charge after he allegedly broke his girlfriend’s right foot.

Last year in September, he was arrested when he had allegedly burnt his girlfriend’s body, using hot plastic. That case will continue on 13 March. He was granted bail of R750.

Riding club needs permanent facilities

By Bernard Chiguvare The construction of the Musina N1 ring road did not only affects the residents in the area, but also the local horse-riding club.

The building of the 8km road on the western side of Musina’s CBD started in 2016. The project was delayed on several occasions and is still incomplete. The new road meant that residents in the Mushongo Ville residential area had to be moved. The Musina Riding Club was also in the path of the new road and the club had to find a new home.

Members of the club last week complained about the location of the new club grounds.

Although the club’s committee members had several meetings with the contractors, they feel they were not given enough time to build new stables.

“We plead with the local municipality to allocate a permanent place for our club. The club really miss activities and space for competitions,” said Shannygne Jansen Van Rensburg, the stable manager.

The old club grounds had sufficient space for the club’s activities and the grazing of animals.

According to Van Rensburg the old place was about four hectares big, but the area allocated for the new stables near Eric Louw high school is much smaller.

“We are forced to cut veld grass to feed the animals and this takes much of our time.

At our old stables the horses could feed on the grass growing there,” said Van Rensburg. She explained that, because of the limited space, they have only 15 stables instead of the 35 they used to have at the old grounds.

The new stable is also not safe at, said Van Rensburg.

There are no lights, which makes it difficult for the members to care for the horses at all hours.

A couple of weeks ago thieves stole about 10 metres of the fencing.

Deon Armand Viljoen, one of the riding club members, said that the municipality gave them permission to use the land they are currently using as a riding place, but the club needs a permanent space to build better structures and also allows for grazing.

“Heartbreaking to lose innocent lives” Accidents The manager of traffic at Musina Municipality, Mr Ailwei Mutele, said that losing innocent lives in road accidents that could easily be avoided was heart-breaking.

If we can all work together as a team, our roads would be the safest place to be every day.”

New grader for Thulamela

By Ndivhuwo Musetha In their efforts to deal with the high level of maintenance required by gravel roads in the community, Thulamela Local Municipality has spent R1.7 million to purchase a brand-new grader.

The grader was officially handed to the drivers by the mayor, Cllr Avhashoni Tshifhango, at the municipality’s camp in Tshiulungoma on Tuesday afternoon.

The grader will be deployed to the Tshilamba camp, where it will serve community members in Mutale and the surrounding areas.

In his address during the official hand-over, Tshifhango said he was happy that the grader would be utilised to address the backlog that the municipality was facing in maintaining gravel roads around their jurisdiction.

“There have always been complaints that we only re-gravel roads in our communities when there is a funeral.

Although this was never true, as we had a programme of re-grading street roads in our communities, the challenge was that the demand was too high because our area is vast and rural.

“In an attempt to address the challenges of the back-

log, we even launched a programme called Hu Duba Buse early last year, where our graders were placed in different regions. The re-gravelling of roads in different wards takes place on a daily basis,” said Tshifhango.

Following the flooding rain that damaged many roads and bridges, Tshifhango said the pressure was now too much for the municipality to address the challenges as more and more communities were complaining about the inaccessible roads in their villages. “We believe this grader will help us to access more community members, so that we can meet the demand,” said Tshifhango.

Thabo Sibanze back in court again

Nenguda said he was concerned that community members blamed the municipality whenever no water was available in their areas, whereas the problem might be caused by vandalism of water resources and theft. He added that he was happy that royal leaders and community members were starting to stand up against vandalism and theft of water resources.

“In villages like Merwe, royal leaders and the community had agreed that they were not going to tolerate any theft of water resources or vandalism.

Many more communities have also pledged their support to us about this,” said Nenguda.

The executive mayor also encouraged government department and community members to inform the municipality about shortages of water or burst pipes in their areas as soon as they could.

He said most community members were now starting to have faith in the municipality. The municipality also supplies water through tankers whenever there is a problem of water supply. “Where we have challenges or fail to deliver water to our people, we always try to inform them while we work on addressing such issues,” said Nenguda.

Screening for Coronavirus stopped?

Last month, the MEC for Health, Dr Phophi Ramathuba, visited the Beit Bridge border post to check on the manner in which travellers were screened when entering the country. She then expressed her concern when it was reported that the fixed

scanner at the border post had been stolen. At the time, the officials at the border post were using mobile scanners.

Speaking to Limpopo Mirror this week, a Zimbabwean who usually comes into South Africa to buy goods in bulk for resale in Zimbabwe, said: “We only witnessed the screening of the disease for a few days in February, but it has since been discontinued.”

SABC Radio also reported on Tuesday (3rd) that travellers had complained that screening had been discontin-

ued at the border post.

Thilivhali Muavha, the spokesperson for the Limpopo MEC for Health, said that the Limpopo Health Department had visited Beit Bridge border post two weeks ago and seen that screening was being done. He said that personnel deployed at the border post to screen for the disease fell under the National Department of Health.

Muavha said that the MEC was engaging with the National Department of Health to address the issue.

Body of dumped robber identified

By Kaizer Nengovhela Police have identified the body of the armed robber who was shot and killed during a cash-in-transit robbery of a G4 security vehicle that took place in Thohoyandou on 23 February.

The incident, which resembled a scene from a Hollywood movie, happened in the central business district. A large

amount of money in the security guard’s car was stolen by the armed suspects.

In the ensuing gun battle, one robber and a security guard were wounded. The body of the dead robber was later dumped by his fellow robbers in some bushes near the municipal caravan park in Louis Trichardt, and the security guard was rushed to Tshilidzini Hospital where he was certified dead on

arrival. The G4 security guard who was shot dead was identified as Mr Elias Rapakgali (38) of Seshego.

The police confirmed this week that the dead robber has been identified as Mabonyane Emmanuel Ramotjiki (40) of Tshikota. They police also confirmed that a further five suspects, all linked to the Thohoyandou robbery, had been arrested in Kagiso in Gauteng.

By Silas Nduvheni The African National Congress (ANC) in the Vhembe region wishes to congratulate Mr Johannes Ligaraba for securing victory in the recent by-election in Ward 41 of Thulamela Municipality in the Vhembe District Municipality, said the spokesperson of the ANC in the Vhembe region, Mr Tshifhiwa Dali.

The by-election came after the death of former ANC councillor Vhulahani Ramanala of Manini village near Thohoyandou in October last year.

Ligaraba secured a massive 94% of the votes.

“From the onset, it was clear that we were going to maintain our record of being

always above 85%. In one voting district, Wisdom Private, the voters made sure through their ballot that the opposition parties did not secure a single vote,” said Dali.

“We want to assure the communities in Maniini and surrounding areas that we shall make it a point that the new councillor serves the communities with all his best in terms delivery of services. We want to speed up with the delivery of services in such areas, soon after he assumes his duties as deployed councillor,” added Dali.

The mayor of Thulamela, Cllr Avhashoni Tshifhango, congratulated the new councillor on joining the municipality, adding that he had been the

people’s servant in his communities before he had been elected as councillor.

Families receive new houses and 80 pupils get uniforms

By Tshifhiwa Mukwevho Joy, happiness and elation were in the air when their ward councillor and other stakeholders handed two identical three-roomed houses to two families.

This came after the councillor for Makhado Municipality’s Ward 38, Ms Jerminah Rashamuse, had been deeply disturbed by the heart-breaking living conditions of two families. She was so touched that she decided to canvas for funds to secure building materials to provide shelter for them.

The beneficiaries are Mr Pfano Ramuntshi of Makungwi village, and Ms Rendani Matula from Raliphaswa

village. “Even though I had submitted the families’ names to the housing list in the relevant department, so that the government could provide RDP houses for these families, I also realised it might take a very long time before houses could be provided for them since many needy people were before them on the list,” she said.

Rashamuse had sought donations from fortunate people in the form of building material, so that the houses could get built. She said that, although it had taken almost two years, she was happy that the houses had finally been completed and handed to the beneficiaries.

ter, Ms Coni Ndou, said that she appreciated the councillor’s and donors’ efforts and generosity in ensuring that her brother finally had a shelter over his head. World Wetland Day celebrated at Ha-Khakhu

By Ndivhuwo Musetha The Vhembe District Municipality, together with the departments of Environment, Forestry and Fisheries, Economic Development, Environment and Tourism in the province celebrated World Wetland day at Ha-Khakhu village last Friday.

The event, which was

held at Khakhu Secondary School’s sports grounds, was preceded by a visit to the great Dzivhafundudzi Lake in Tshiavha village by the delegates.

During the visit, the fact that the lake was being destroyed by soil erosion, caused by people who are ploughing around it, was highlighted.

Mr Khorommbi Matibe, who was representing the Department of Environment, Forestry and Fishery, said World Wetland Day started in 1971 during a world meeting. He said that he was happy that community members from different parts of Vhembe, including leaders from the three municipalities of Thulamela, Makhado and Musina, together with traditional leaders, businesspeople, religious leaders, Sanco, NGOs, organisations and unions and other community structures were attending the event.

He emphasised the importance of children’s taking the message of the value of protecting wetlands to their respective communities.

Matibe said, nature, especially wetlands, faced differ-

ent challenges that threatened their lives. “This day is meant to remind people and educate them about the importance of wetlands. People must know the important role that wetlands play in our everyday lives,” said Matibe.

He said that wetlands were discovered to be some of the essential parts of nature that were being threatened by human behaviour, especially pollution.

Besides contributing through attracting tourists, which boosts the economy, wetlands also help in cleaning water, supplying water, preventing floods, preserving water, preserving animals and storing water during droughts.

The Department of Education said it was ready to teach learners about the importance of preserving wetlands and other natural resources, while the Department of Agriculture urged all community members to be involved in protecting nature.

Premier to launch plan for service delivery

Limpopo government spokesperson Mr Phuthi Seloba said the launch of the district development model in Vhembe followed the official launch of the development model in Limpopo Province by Pres Cyril Ramaphosa last November in the Waterberg District, and Mathabatha launched

According to Seloba, Mathabatha made the commitment to launch the district development model to ensure that the province’s five districts have one plan and one budget to promote service delivery to the people.

Phatu’s artwork expresses his feelings

By Mbulaheni Ridovhona "I started art because I love doing it. I express my feelings and thoughts through it, even though I spend most of my time on it instead of focusing on my schoolwork."

These are the words of Phathutshedzo Vele, a local artist from Muledane Block J, whose work speaks volumes. "Art means a lot to me. I believe that it will take me far, even across the country because I have a vision and my dreams are big," he said.

The 22-year-old drew inspiration from his brother. "My big brother used to draw cars and cartoons, and he was way better than me, but it inspired me to try more because he used to laugh at my drawings and told me to keep trying.

I was inspired to paint on

clothes and shoes by a company called Angelus Direct. I saw their paintings on Instagram, and I used to try what they do until I came up with my own ideas," he said.

His art became evident at a young age. "I knew I was good in art when I was doing Grade 1, because we used to draw animals as homework and mine would be the best out of all, but that time it was only on paper. I started painting on clothes around 2017," he said.

He customises T-shirts, jeans, denim jackets, caps and sneakers under the brand called Dirty Sauce, which he started in 2017 with a friend.

His dream is to work with multinational corporations of clothing manufacturers. "I want to see myself working with bigger brands like Nike and Adidas just to mention a

few and get sponsorships and endorsement deals. When I get enough money, I want to open my own store, so that everyone can have access to my merchandise," he said.

Musetha’s talent is gospel dynamite

She is a blessing to those who listen to her music as she continues to mesmerise them with new melodies.

She is one songwriter who also produces good music, and she considers herself a minister of God's Word through music.

“My singing talent started at home where my mother, Vho-Masindi Netshisaulu, was always singing as she did her home chores,” she said. “I was 11 when I realised that I, too, could sing in an amazing way.”

In Grade 6, her maths teacher would ask her to sing Numerator and Dominator before she could assume her teaching lessons for the day.

“I would sing from my heart and all the attention and praise from fellow learners were further confirmation that I was a talented singer,” she said.

Her talent initially flourished while she was singing in a musical group, BAC Worshipers. “It was in that very group that I got to hone my singing skills,” she said.

She stated that, to her, music spoke to the inner person, a medicine that healed the broken-hearted, and a way of communicating with people. “We find joy and comfort from music,” she said. “Therefore, to me, music is life.”

She mentions Hani Mutele for

her mentor. “What I like about him the most is that he is an excellent music teacher,” she said. “He's a selfless human being. He so believed in my talent that, when he found out that I was unable to pay the studio fee, he recorded my first album, U lithemba lami, for free.”

She is currently inspired

by Juanita Bynum, who is an excellent singer in her own right. “She's a bold woman with a strong heart,” she said.

“When she worships (sings) she feels that she's not playing games but that she is in a heavenly realm.”

Musetha's other albums are U mmbidzelele, Ebenzer, and Ndi khou ita zwiswa.

She has had an opportunity to share the stage with Rebecca Malope and Benjamin Dube. She is now involved with the VENPRAISE project.

She was born in Thengwe Mulodi, and she practises fellowship at Bethlehem Apostolic Church under the shepherdship of Bishop SK Netshisaulu.

Gelma Ranama’s debut book available on shelves

By Mbulaheni Ridovhona Maniini-based author Gelma Ranama Ramabulana Mononyane launched her first book, I lived to tell a story, at River Cross Resort in Thohoyandou last Saturday.

According to her, truth is like a sun. "You can shut it out for some time, but it is not going away," she said.

She started writing it in 2016 and it is inspired by her life experiences. "I want to remind people from all parts of the world that a story not told remains unknown to all of us, until one takes the first step to talk and stop bottling up," she said. "Let's share our stories and see if someone can't be helped through our stories. This book talks about challenges that people experience in their everyday lives.

Most of the challenges such as gender-based violence aren't being addressed."

The 34-year-old said the

book also addresses love issues. "If you are in love, care about your partner's feelings.

Be loyal when you are in a relationship and respect your partner."

When asked about the target market for the book, she said only people from the age of 18 could read it. "This book is age restricted because there's strong language in it and can't be read in schools.

It's for married people and young people who are in serious relationships. I want to educate my readers not to base their relationships on material goods, but love and companionship."

The mother of four discovered her writing skills at the age of 13 in high school.

"I used to write dramas that were staged at school and I received good feedback," she said. After passing Grade 12, she went to study media studies at Rosebank College.

By Kaizer Nengovhela Mr Tshilidzi Shadrack Madzhie recently published his first Tshivenda novel, Vhusiwana a Vhuvhulai.

Madzhie was born at Maramanzhi and said that his love of writing started in 2015. “I used to write short stories and my friends were impressed with my ability. I then took it seriously until the birth of my first novel, Vhusiwana a vhuvhulai. I decided to write a novel because I have a lot of experience that I would like to share with the community, and I felt that I would not be able to express myself fully in a short story.”

“The moral of the story is that everything comes to an end. The

main character in the novel was hopeless and thought he would never get someone to love,” said Madzhie.

He explained that he was by no means using ancient language, but just pure Tshivenda. He believes that poets are the right people to keep a language alive by reviving it in their work. “I had noticed that our language is fading and getting swallowed by the frequent use of English in our day-to-day life,” he said. “It came as a shock to me that our language is melting like a hailstone, and then I decided to revive Tshivenda. So, it's up to us to record our words and idioms in the form of poetry.”

He also encouraged other youths to utilize their talents to the bene-

Phalaphala FM closed their 55th birthday celebrations with an outside broadcast at Nancefield, Musina, on Saturday.

The event was sponsored by Matshivha holdings and Devhula Ha Vhembe (DV) and was hosted live

by Mpho “Jantiby” Nefale from 18:00 to 21:00. Listeners came in large numbers from different areas to celebrate with presenters and officials of the station.

The station started broadcasting 55 years ago in Johannesburg. During the past month, several birthday celebrations took place, among them a joint simulcast with Munghana Lonene FM on 3 February, when the two stations’ joint birthday celebration was launched.

The two stations will have another joint broadcast on 21 March from Soshanguve.

The marketing manager of Phalaphala FM, Ms Rudzani Mashamba, said the mission of the project was to provide a vibrant community radio station that could act as a platform “from which the wishes and aspirations of the community of the Limpopo area and Gauteng shall be freely expressed and also to act as a source of education and information to the broader community of the area”.

She added that they employed youth presenters from Limpopo and neighbouring villages to work for their people. “The intention of Phalaphala FM is to unite the diverse communities and assist in overcoming poverty, social intolerance and crime,” said Mashamba.

She added that Phalaphala FM served as the training ground for young people who were interested in media and journalism. “We unearth and nurture talent,” she said. “In this regard, we have exposed our staff, mostly youths, to new destinations, availed to them new possibilities and horizons through training.

For us, that’s a milestone worth celebrating.”

She thanked all the listeners and sponsors of their road show. “Let us all reach out a little further to those around us. Let us look for those who might need that extra helping hand. I extend my warmest regards and best wishes to everyone.”

In her message, Mashamba also warned young people against experimenting with alcohol and drugs and to focus on education. “Alcohol and drugs are not meant for young people and can have serious health implications if one is abusing them.”

She also urged the public to never leave little children unattended. “This includes our elderly and disabled, who all need to be taken good care of at all times.”

During the event, Pastor Moses Matshivha, manager of Matshivha Holdings, encouraged businesspeople to advertise their services and products on the radio station. He said the effectiveness of radio stations lay in their support from the stakeholders and communities they served. “These types of radio stations serve the interests of the community and should be owned and influenced by members of the local community. People are more interested in the news and content that affect them than stories that happen far away from where they stay.” He added that radio was fast to report and able to give more updates on the news or events on a continuous basis in a short space of time. It can spread news easily and can be accessed by most people, especially those in rural areas where no other means of communication exist. “Furthermore, you don’t have to stop what you are doing to listen to the radio, because you can listen while doing other tasks,” he said.

Dendele fuses music with social issues

By Tshifhiwa Mukwevho Ndwakhulu Edwin Ramabulana, whose stage name is Dendele, is an artist whose music comes from the heart.

He says that calls himself Dendele because it means a person who is able to afford anything or deal with any situation since he is bestowed with wisdom, and he never stresses as he always has answers for everything.

“I grew up in Songozwi Musanda, where I did my primary education at Tanganedzwa Primary school, just 10km from Louis Trichardt,” he said. “I then did my high school at Botlokwa Mashaha Secondary school.” Today he holds a qualification in electrical engineering studies from Tshwane University of Technology, and he

is currently doing an LLB with Unisa. He works as a technician in KwaZulu Natal.

“I create music that carries messages of inspiration and motivation and talks to topical issues in society,” he said. “I try to do music that is relevant to the youth in their language and beat style, at the same time giving them the type of music they can be proud of as Venda-speaking people.”

He added that he aimed to preserve the Tshivenda language and move with the times, and he had ensured with his lyrics that Tshivenda words were clearly used with the aim of celebrating his culture and heritage.

“To me, music is therapeutic and an actual ointment to wounds that cannot be seen with the physical eye,” he said. “Music is an eternal

fountain of happiness that we Dendele. can all drink from and be jolly. I believe the industry has enough room for new artists to fit in and express themselves, using their mother tongue.”

He added: “I want to use my music to connect a technocratic, high-class Venda person up in the suburbs with his roots through a genre that traverses class, traditions and generations. My music is Venda trap, it touches on deep traditional Venda proverbs and makes them appealing.”

Meanwhile, Lemana High School is in poor condition. The road to the school is impassable when it rains, causing learners to stay home. Some classrooms’ roofs leak.

In some, the ceilings are caving in and the school has no library.

A Grade 9 learner said: “Usually when it rains, I have to stand for the rest of the period because my spot leaks. The situation has been like this for many years.”

The Deputy Minister of Home Affairs, Mr Njabulo Nzuza, visited Tshilidzini Hospital on Friday as part of a fact-finding mission to look at service delivery in one of their identified points based in the hospital.

The office is used for, among others, registering births of new-born babies as well people who died while being treated in the hospital.

He was joined by the MEC for Health, Dr Phophi Ramathuba, the CEO of the hospital, Ms Marubini Ndwammbi, the hospital board chairperson, Rev Dr Alunamutwe Randitsheni, and the Speaker of the Vhembe District Municipality, Cllr Freda Nkondo. They toured some wards of the hospital, accessing service delivery his department was offering.

He also handed over birth certificates to some mothers of new-born babies. He said that it was their right to have certificates as these would help them access

government services such as child-support grants.

“We found out that some mothers went out of the hospital without registering the birth of their new-born babies because the fathers of the children were not available. We want to change life for the better for our communities, and we urged them to access government services right at their doorsteps,” said Nzuza.

Ms Marubini Ndwammbi was excited about the visit by the national home affairs department, saying it would help to cement the relationship they had developed with the department some 13 years ago.

Dr Randitsheni stated during the visit that the hospital had shortages of beds and space in the rooms where mothers stayed when waiting to give birth and the urged government to look at the matter urgently, as their hospital was a regional referral hospital and without enough beds and space, life would not be conducive for them.

Ramulifho resigned as a director of Zibsifusion on 15 March 2018 and of Dinosys on 20 September 2018. In both cases, another of his employees, Louisa Molebogeng Mangwagape, was appointed.

The new address for both NPCs was registered as 21A Garstfontein Office Park, Jacqueline Street, Pretoria-East, which is also the address of Ramulifho’s law practice. He has benefitted hugely from Lottery funding, and current and former NLC employees say he has been a familiar face at the NLC’s offices.

He previously did legal work for the NLC and was involved in a dodgy R27.5 million drug-rehabilitation project funded by the NLC. Another connection to the NLC is that his girlfriend, Melanie du Plessis, is co-director with Daisy Letwaba, the wife of the NLC’s chief operations officer (COO), Phillemon Letwaba, of a private company.

When the contract to give money to the two NPCs with direct connections to Ramulifho was signed, several articles had already appeared in the media about problems with Lottery-funded projects he was involved in.

On 14 September 2018, a bank account was opened for Dinosys at the FNB Olympus Plaza branch in Pretoria, the same branch where Zibsifusion had opened an account on 3 May that year.

A few days later, on 26 September 2018, the registered address of Dinosys was changed to 2 Namib Park, Lois Avenue, Erasmuskloof, Pretoria-East.

On the same day, Zibsifusion’s address was changed to 66 Vista Valley, Timbavati Street in Moreleta Park, Pretoria.

A few weeks later, on 6 November 2018, both Zibsifusion and Dinosys received letters from the NLC, informing them that their applications for funding had been approved by the Charities Distributing Agency. The approval letters were signed by Letwaba (COO of the NLC).

The address used for Dinosys in the NLC contract states that the company is situated at 14 Summit Road, Beaconhurst, East London. When the Daily Dispatch newspaper in East London visited that address, however, it found that no such business existed there.

Where did the money go?

On 21 November 2018, the first tranche of R7 million was paid by the NLC into Zibsifusion’s bank account. The next day, money started flowing out of the account and by 6 December, just 15 days later, the balance had dwindled to just over R40,000. R4 million was immediately transferred to an unknown account, with no proper referencing.

A further R500,000 was paid to a well-known Pretoria law firm with no apparent link to Zibsifusion.

Judging from bank statements and other leaked documents, what becomes clear is that Zibsifusion sometimes paid expenses of Dinosys and vice versa — a total flouting of corporate governance. In some instances, money was transferred to specified recipients such as a Pretoria-based IT company, which received R87,607. However, in most cases, payments were made with general references such as “bricks and cement”, as was the case with

The company supplying the toilets ensures that these are installed correctly and will only issue a certificate of compliance once they have passed a stringent final inspection.

The best attribute of the Enviro Loo system is that its price is very reasonable, and the system is much cheaper to install and maintain than previously used systems. The company also has a very transparent pricing system, meaning that the cost can be calculated very easily.

This, unfortunately, is not a feature that is welcomed by tenderpreneurs wanting to inflate prices.

At the end of January 2019, Zibsifusion purchased the first two sets of Enviro Loo toilets for R213,374,86.

The toilets were delivered to Ncheleleng Secondary (school 1) and Tibanefontein Primary (school 2), both close to Polokwane, the capital of Limpopo Province.

But some schools already had toilets When the R7 million was paid to Zibsifusion in November 2018, not a single school earmarked to receive new toilets had been visited by the NLC, according to a report based on an on-the-ground inspection by the anti-corruption body, the Organisation Undoing Tax Abuse (OUTA).

In December 2018, construction of new toilets was completed at Reahlahlwa Primary School in Limpopo (school 3), one of the schools later mentioned in an NLC report as being a recipient of new toilets.

The problem is that the project at this school was completed thanks to a grant by the Construction Sector Seta. Even though mentioned in Zibsifusion’s “progress report”, the school did not benefit from NLC money. The toilets were officially handed over by the Seta representatives on 4 February 2019.

On 23 January 2019, school 1, Ncheleleng Secondary, received a visit from two people claiming that they represented the NLC and that the school would receive new toilets, according to the OUTA report.

A week later, on 30 January, Waterval High near Elim (school 4) was visited by Ofentse Modibane, a Zibsifusion representative.

Modibane explained that he had been tasked to donate toilets. Only one problem presented itself, however: Waterval High already had flush toilets. So, during a second meeting with the school on 8 February, agreement was reached that renovation work would be done to the existing toilets.

Somewhere during February or early March, Tibanefontein Primary (school 2) was also visited by Modibane, according to the OUTA report.

By the beginning of February, Zibsifusion’s bank account was in a sorry state. Not a single school project had been completed and the balance stood at R1,750.44. Money had to be topped up from other accounts as and when bills were paid. For example, R10,000 was received from Sunkambe, a music business — and R3,000 paid back to it on the same day. Other money was received from Denzhe, but most payments came from another Zibsifusion account.

The NLC responded on 22 March with a press release which, for the most part, was a defamatory attack on Joseph.

The press release, which also attempted to explain the sanitation project, concluded with the statement: “The progress reports depicting work done to date in all schools within the aforementioned provinces are attached hereto for ease of reference.”

However, no progress reports were attached.

Asked by journalists to provide the reports, the NLC’s Mafela at first ignored the requests.

More than a week later, on 2 April, after he was pressed to provide the reports, Mafela emailed a PowerPoint “progress report” presentation. The document properties, however, show that the last changes to it were made on 25 March, several days after the NLC had released its statement.

Things unravelled further after protest action erupted at Waterval High on 12 April 2019, with learners complaining about the dilapidated state of the school buildings and toilets. When journalists asked why complaints were being made about the toilets, it quickly transpired that no new toilets had been built, despite what the NLC had claimed.

Closer scrutiny of the “progress report” revealed that it had partly been fabricated and also included incorrect details. The same “progress” photos were being used for more than one school. The NLC’s attempt to assure journalists that all was well backfired when it was discovered that only minor, very sloppy, repair work had been done at Waterval.

The report also raised further questions as it only listed eight schools and not 10 as the NLC had initially stated to have funded.

The NLC’s study recommended that Enviro Loo systems be installed at ten schools in Limpopo and 15 schools in the Eastern Cape. The department estimated that it would cost R918 million to build new toilets at 507 schools (9,412 seats) in Limpopo. This estimate includes construction costs, sinking and equipping boreholes, demolishing old structures and professional fees. Although considered a “worst-case scenario”, these estimates were used by President Ramaphosa during his SAFE presentation in 2018.

To get a more local and “on-the-ground” opinion, a Vhembe-based building contractor compiled a detailed dummy quote on building two ablution blocks (boys’ and girls’ sections) with an eight-seat Enviro Loo toilet setup, exactly the same as was built at Tibanefontein and Ncheleleng.

The contractor is a fully accredited builder who uses appropriate professionals to oversee its projects. The company has previous experience with similar projects and the quote is at “commercial” rates with no discounts.

Using this estimate, the toilet blocks would have cost R572,246, with VAT included, for each school. The estimated cost to build toilets at the schools mentioned in the report that needed toilets (not Waterval and Reahlahlwa) would be about R4 million.

The NLC allocated R10 million to Zibsifusion to build the toilets. This works out at R138,888 per toilet seat, more than double the cost that the local contractor quoted, and 47% more than the education department’s estimate.

Had the NLC done proper vetting, ensuring that the money was used to its fullest potential, thousands more children would have been spared the need to use undignified and dangerous pit toilets.

A comprehensive list of questions was sent to the NLC, Lesley Ramulifho, Liesl Moses and Louisa Mangwagape. They were given the opportunity to respond before 13:00 on Monday, 2 March 2020, but none of them did.

Academy ready to tame the Tigers

Two of the three Vhembe-based sides, Tshakhuma RO Nandilani (TRON) and Venda Football Academy (VFA), will play their weekend matches at home while Mikhado will be on the road.

Whether VFA will have enough strength to tame Eleven Fast Tigers is something that remains to be seen. VFA will host Tigers at the Tshifudi Stadium tomorrow afternoon. Killer destoys Ollesdal

By Frank Mavhungu Mikhado FC continued to pave their way to the GladAfrica Championship League when they brutally walloped Ollesdal FC 4-0 at the Rabali Stadium on Saturday. The victory was the second in a row for Mikhado after they beat The Dolphins FC 3-2 at the same venue three days before.

Nedzamba forced his way through the defence of Ollesdal and completed his hat trick in the 78th minute.
