Given that the MMSEZ is a mega-project with

far-reaching regional impacts, the letter states the fact that no prior study of cumulative impacts has been undertaken is very troubling: “In South Africa, the process that should have been followed was the Strategic Environmental Assessment as provided for in the National Environmental Management Act. This is one of the reasons cited by civil society in calling for the project to be scrapped.” According to the organisations, the project conflicts with a number of spatial plans for the area, including the Vhembe Bioregional Plan of the Limpopo Department of Economic Development, Environment and Tourism (LEDET). In addition to conflicts with the Limpopo Conservation Plan and the Limpopo Protected Areas Expansion Strategy, the Vhembe Bioregional Plan also identifies clear conflicts between the MMSEZ and its associated coal-mining projects and the core zones of the Vhembe Biosphere Reserve (VBR), which is part of the UNESCO Man and Biosphere Programme’s World Network of Biosphere Reserves. “In November 2021, the VBR brought a motion, together with other parties, before the High Court to have the application for environmental authorisation invalidated and has subsequently appealed the environmental authorisation granted to establish the MMSEZ South Site. Further, it is unclear how the electricity-generation plans for the MMSEZ comply with the dictates of South Africa’s 2018 Integrated Resource Plan,” the letter states. According to the organisations, the application for environmental authorisation contains multiple fundamental procedural flaws. “First, the public-participation process was extremely flawed with inadequate public notice of meetings and opportunities for input; misleading information; and even reports of intimidation and threats, for example, reports of community members and interested parties being refused access to a landowner meeting by armed guards in early 2021. Such a process goes against international human rights and UNDP’s own principles, such as ‘leave no one behind’, which entails that the UNDP ‘… prioritise its programmatic interventions to address the situation of those most marginalised, discriminated and excluded, and to empower them as active agents of the development process’,” states the letter. The civil society groups also claim that the environmental-impact-assessment process followed has departed significantly from the legislation and principles of sound environmental assessment. “A particularly egregious example involves the requirement in South African law that the entirety of the project activities must be applied in order for the competent authority to have a full understanding of the cumulative impact of all the listed activities. The currently approved environmental authorisation only covers specific vegetation clearance and the transformation of land in order to secure the site for future development. This enables a ‘salami approach’ of small approvals that approve a megaproject through the backdoor and incentivises the creation of facts on the ground that make the project increasingly irreversible. “The sum total of these objections reveals a project that runs counter to international and domestic law on the environment and human rights. It, further, is in complete contradiction to most UNDP principles, including ‘leave no one behind’, ‘human rights’ and ‘sustainability and

resilience’,” the letter states.

(Contd from P1) In reaction to Mokone’s speech, Mr Johan Fourie, the chairman of Save our Limpopo Valley Environment (SOLVE), said that they were not really surprised by anything that was said since this was merely “a copy of what we have in the EIA reports, as well as what we have heard from consultants and developers”. “As always it contains a lot of half-truths and is nothing more than a wish list of what LEDET/ LEDA and the provincial government are planning, but with little substance,” said Fourie. Fourie said that, besides the fact that local communities had never been consulted on the location of the MMSEZ (or the projects envisaged for the area), they had also been assured by the consultants responsible for the EIA that each of the heavy metallurgical projects mentioned would have to undergo an individual EIA in order to get environmental authorisation and get an individual water-use license. “None of the

projects mentioned by the MEC have therefore been through the required legal processes and been granted authorisation! The existing EIA and authorisation received are merely for the debushing of the site and installation of some of the bulk infrastructure,” said Fourie. As for the provision of water for the development, Fourie said that the same promises were made to the Musina community to alleviate the water shortages in town. “As we have heard before, some of these water projects will take more than 10 years to materialise, and the short-time projects planned will not provide sufficient water for the MMSEZ and Musina town,” said Fourie. Fourie said that from the MEC’s speech the provincial government was clearly trying to steamroller the project through without following the required legal processes. “This is despite the appeals against the environmental authorisation granted and despite the fact that the impact of the MMSEZ and associated projects was ever

assessed. A number of organizations and NPOs are now involved in taking legal action to ensure that the proper processes are followed and that the regional impact study (which we have asked for for years) is conducted,” said Fourie. Fourie said that they wanted to reiterate once more that they were not against the MMSEZ per se, but that they had a real concern about the kinds of projects (heavy metallurgical projects that are very water intensive and contribute greatly to air, water and soil pollution) being planned. “We are of the opinion that there are much more appropriate, sustainable and environmentally friendly projects that can be considered and that will also provide as many job opportunities and alleviate poverty as the projects mentioned by the MEC. As for the smart city … another pipe dream of the government that will never materialise since it makes no socio-economic and development sense,” said Fourie.

MoU gives “credibility” to the project Regarding the argument that the signing of the MoU has created momentum and confidence in a fundamentally flawed project, the letter states that the MoU between UNDP and MMSEZ lends undeserved and problematic credibility to the MMSEZ project. “The mere fact that the signing of an MoU does not create binding commitments on the part of the UNDP does not discount that, given its prestige as a UN body, the MoUs it signs can of themselves lend a project significant legitimacy, prestige and momentum. This MoU has been the subject of sponsored content in major media outlets. For this reason, it is imperative that the UNDP acknowledge its mistake, retract the MoU and not merely hide behind the MoU’s non-binding nature,” the letter states.

MMSEZ MoU highlights flaws in grievance mechanisms The organisation also writes that the MoU has revealed the remit of UNDP mechanisms to be reactive and fundamentally flawed. “In the course of engagements with the UNDP Country Office in South Africa and the remedial mechanisms (SRM and SECU), our attention has been drawn to the fact that the jurisdiction of these mechanisms only covers UNDP projects that have at least a UNDP project plan and/or already been funded by the UNDP. These mechanisms do not extend to public signals of support and MoUs, and thus fail to provide a proactive remedy in situations in which UNDP is providing momentum and credibility to projects that defy its own programmatic principles. “This disregards the reality that some projects are, from the point of view of human rights and the UNDP’s own principles, nefarious in their conception and not merely their execution. Secondly, it fails to recognise that the power and influence of the UNDP means that statements and MoUs can effectively be used to make projects appear inevitable and legitimate, regardless of their fundamental flaws. This, in effect and on a practical level, delegitimises the community’s long-standing work in opposing the project, and causes further conflict in the area. Third, as a result of the above, the existing mechanisms represent a solely reactive approach to responding to harm that has already occurred, as opposed to a preventive approach that can, at a critical moment, correct any perceptions created by the UNDP and lessen the likelihood of dangerous development projects proceeding. For the reasons outlined above, it is our view that the MMSEZ is a clear example of a dangerous and fundamentally flawed project with which the UNDP should not associate itself in any manner,” the letter states. In conclusion, the organisations ask that the UNDP should publicly retract its signing of the MoU. “We, therefore, again call on the UNDP to demonstrate its commitment to human rights and environmental legal standards (as well as its own programming principles) and acknowledge its responsibilities by retracting the MoU and officially communicating its retraction,” the organisations conclude.

Te midde van die nuwe beplande gevangenis was daar in daardie stadium nie genoeg plek vir die sowat 3 800 gevangenes in Limpopo nie, met die bestaande tronke wat slegs plek vir 2 300 gehad het. Nog ontwikkelingsnuus daar­ die week was die hupstoot wat die plaaslike makadamiabedryf ontvang met die ontwikke­ ling van ‘n ultra­moderne prosesseringsaanleg. Die aanleg, wat deur die Royal Makadamia­groep opgerig is, het ten doel gehad om ‘n produk te produseer wat sou kon kompeteer met die uiters mededingende oorsese markte.

Op die politieke front daardie week het kommer bestaan dat gevegte tussen die verskillende faksies (soos vandag steeds ‘n probleem blyk te wees) binne die Gro­ ter Louis Trichardt Oorgangsraad die dorp tot stilstand sou dwing. Die voorafgaande maand kon die Oorgangsraad slegs ses besluite neem, waar hulle in die verlede tus­ sen 20 en 30 besluite ‘n maand geneem het. Dit het tot gevolg gehad dat verskeie projekte tot stilstand gekom het, veral wat betref die onderverdeling en hersonering van erwe.

The team from Thohoyandou has won the internal Colonel Hospitality Award for June. Following the national training programme to help motivate and encourage teams, KFC launched its hospitality award that aims to reward outstanding KFC teams. “The awards will run until the end of the year, and each month the restaurant voted as the friendliest by KFC fans will win the monthly reward of R20 000 - to be shared equally among the KFC team members from the winning restaurant,” says KFC in a press release. At the end of the year, all votes will be tallied up and the KFC that receives the most votes overall will be awarded ‘The Colonel’s Hospitality Award 2022’ and will receive R500 000. No water in taps, but more than enough to waste? By Andries van Zyl Taps in Vhembe remain dry as load shedding continues, and residents’ patience is wearing thin. The situation is exacerbated when, in times when water is actually available, millions of litres are going to waste because of poor maintenance, pipe bursts and an apparent total disregard by the people in charge to conserve this scarce resource. With most dams in the Vhembe District filled to capacity, few people realise that this natural resource can actually run out or dry up. A good example of where poor management and maintenance of water infrastructure have led to a massive water crisis is in Gqeberha (Port Elizabeth) where the city has reached its “Day Zero”, although the Nelson Mandela Municipality is denying this. The issue of water wastage is becoming more and more relevant. Over the past few weeks, several residents have reported that millions of litres are going to waste at a municipal site along Kort Street in Louis Trichardt. The site, used by municipal workers and contractors, features a water outlet where construction vehicles can fill up. The problem is that this outlet apparently remains open constantly, even when trucks are not filling up. On 14 June this year, the newspaper asked Makhado Municipality spokesperson Mr Louis Bobodi if the municipality was aware of this wasteful practice and whether they were the authority responsible for the site. Despite numerous follow-up requests and a commitment by Bobodi that he would check, no response was ever received from him. On Tuesday, 28 June, the municipal spokesperson for the Vhembe District Municipality (VDM), Mr Moses Shibambu, was asked if he could respond to the question. He responded the same day that he would be taking the matter up with their general manager of technical services. A week went by before Shibambu replied on Tuesday this week, indicating that the site in question is being utilised by VDM. Although the site is utilised by VDM, Shibambu stated that a certain contractor who is doing road construction for the Makhado Municipality was identified as the guilty party for always leaving the outlet open. “The matter has been taken to Makhado’s municipal manager,” Shibambu said. One can obviously understand residents’ frustration with the authorities regarding their apparent lacklustre response to reports of pipe bursts, water leaks and other water problems, such as the case in Kort Street. Vhembe took a whole week to respond to the newspaper’s enquiry, while Makhado just completely ignored it.

In the meantime, residents should take note that their water problems are far from over. As already indicated by the VDM last week, Eskom’s continuous load shedding has severely crippled their ability to keep the reservoirs full. On Monday, VDM announced that, because of load shedding, electrical equipment had burnt out at the Albasini water-treatment plant, which resulted in the plant’s inability to pump water to Louis Trichardt and Tshikota. “Currently, there’s no water at Louis Trichardt town and Tshikota,” said Vhembe. They assured residents, however, that their technicians were busy fixing the electrical issues and that the water supply would resume immediately after the replacement of the damaged electrical equipment.

The Operational expenditure budget 2022/23 amount to R 1 205 339 billion. The Final Capital budget estimate for 2022/23 amounts to R 449 888 million. The total operational and Capital expenditure budget combined amounts to R 1 655 227 billion. The following electrification projects were done during 2021/22 financial year. This was a deliberate effort on our side, in tackling the municipality electricity backlog. A total number 890 households were electrified at the following areas: Tshiendeulu, Khomele, Musekwa, Zamekom, Gogobole, Gombani, Afton, Mashau Thondoni, Madodonga, Manavhela, Muananzhele, Maangani, Straighthardt, Mamburu, Ramantsha, River Side and Matshavhawe. A total amount of R14 million from INEP (Integrated National Electrification Programme) was spent electrifying Muanazhele Village (Phase 4) and upgrading of the main substation to ensure increased electricity capacity to accommodate growth in town. Electrical infrastructure support projects done during the 2021/2022 financial year. This included the procurement of Power Transformers, Ring Main Units, including upgrading of substations in town to the value of R30 million. This shows our commitment to ensuring service delivery remains sacrosanct in our agenda. Preventative maintenance was also conducted on high and low voltage networks which mainly included the replacement of rotten poles and bush clearing. The aim was to address unplanned electricity interruptions caused by aging electricity infrastructure. The following were the areas of focus: Sinthumule, Kutama, Mara Farming Area, Levubu Farming Area, Bandelierkop Farming Area and Ward 37. A total amount of R13.3 million was spent during 2021/22 financial year. Programme director, as a listening municipality, we have listened to the constant complaints from communities and we have accordingly ensured the enormous improvement on the maintenance of Streetlights, Potholes, constant clearing of empty stands and scheduled park maintenance. Let there be light. We have also ensured that during 2021/22 financial year, our wards gravel roads were maintained. We are currently in the process of regravelling our gravel roads in all wards. Copies of proposed increase of municipal tariffs will be made available to members of the public. The General expense (Including other expenditure, contracted services and other materials has been provided for at R 301 141 million in 2022/2023 financial year operational estimates. The salaries and wages are budgeted for at an overall increment rate of 4.9% based on the bargaining council agreement effected from 01 July 2022 to 30 June 2023. The total salary bill to the amount of R 355 502 million is estimated for the 2022/2023 financial year. This represents 29% of the Total operating budget. I hereby submit to the community of Makhado Municipality the 2022/2023 IDP and Annual Budget. This budget will be a yardstick to measure our performance as a Municipality and we trust that our communities will continue to participate in all public participation meetings. Copies of the annual budget is already placed on our website and shared on various digital and social media platforms, so that our communities can continue to refer to these documents and hold Council accountable. I am proud to announce that we have seen enormous improvement on our audit outcomes in the past two years. We have received two unqualified audit opinions consecutively. This represents the diligence that we give in managing financial resources that our communities have entrusted to us. The Louis Trichardt Extension 13 township will be finalised by the end of this month (June 2022) which will culminate in the process of transferring the portion of land to the University of Venda for the development of the much-awaited campus.

Battle of Delville Wood commemorated July 2022 marks the 106th anniversary of the Battle of the Somme, one of the bloodiest battles in human history. Between 1 July and 18 November 1916, more than one million men were wounded or killed on the banks of the river Somme in France. Among the soldiers killed and injured were more than 2 400 South Africans who fought for control over a small piece of land in the northeast of France, called Delville Wood. On Sunday, 17 July, at 11:00, a special service will be held at the Moths’ Turbi Hills Shellhole to commemorate Delville Wood and to pay tribute to the South African soldiers who lost their lives during his war. Soutpansberg Fly-In The Soutpansberg Flying Club has invited residents to “save the date” regarding their planned Soutpansberg Fly-In on 29 and 30 July this year at the Louis Trichardt civil airport on the Vivo road. The aim of the fly-inn is a fundraiser for the club and to promote the club’s activities. “We invite all other flight clubs and airplane owners to come enjoy a little bit of Soutpansberg hospitality,” said club chairperson Jaco Wepener. Win R1 000 with your adventure story The Zoutpansberger has launched an exciting writer’s competition where our readers stand a chance of winning R1 000 with their stories. The competition also aims to explore the tourism treasures in the region, focusing on the newly developed Salt Trail in the western Soutpansberg. The competition is a first-of-its-kind in that it combines a travel story with unrelated individual adventures. The travel episodes are written by our own staff and these focus on the journey of a group of adventurers who are exploring the Salt Trail. They follow a five-day route, during which they encounter many of the treasures the mountain has to offer. The group of adventurers comprises 11 very diverse fictional travellers. The narrator is a young lady called Marelize. In every week’s edition she will talk about the route and what the group has encountered. Her topics will include features such as the area’s unique rock paintings or the fascinating beads scattered along the footpaths. Two “scar stories” are featured for every day of the trip. The group stops at a specific location for lunch and one of the members tells his or her story. The same happens at night, when the group gathers around the campfire and one person

shares a story. This is also the part where our readers need to contribute and win prize money. The readers must use their imagination and write a story focusing on one of the characters. The theme of the competition is: “The night of the scars”. The idea is that each story will focus on a “scar” that the characters received somewhere in their lives. These can be physical scars, or they can be emotional scars. Short profiles of the 11 characters are provided. In some cases, Marelize will expand on the characters when she discusses the route. Studying each character and building a story around their characteristics will be crucial. We launch the competition by providing an example of what the stories may look like. The first story is that of Marelize, and she explains how she lost a finger. Initially, the idea was to limit the entries to young people, but we decided against that. JK Rowling (author of the Harry Potter books) is 56, and young people throughout the world love her books. The stories, however, must be aimed at a young audience. We will be delighted if young readers enter, but no age limit exists. Some limitations are applicable, though. The maximum length of an entry is 1 300

words. Once a character’s story is published, that “entry” is closed. If, for instance, you decided to write about Shabnim’s adventure and another writer’s story about Shabnim gets published, you need to move on to another character. However, this also means that entries can have a longer shelf life. Readers are welcome to enter stories on all 10 characters. The entries will stay “live” until the judges have decided who the winner is regarding a specific character. Judging starts at 13:00 on a Friday. That means that the entries received up to that point will be judged. If a story is entered about a specific character and that character does not feature in a specific week’s edition, the entry will stand over and becomes part of the “pool” of stories to be judged the following week. Only when a winning story about a specific adventurer is chosen do the entries expire. Apart from these guidelines, the normal rules apply. The (secret) judges’ decisions are final and they will not meet anyone in a bar later to discuss the matter. This is supposed to be a fun competition, so use that talent and enjoy it. For those who do not have such a powerful imagination or writing skills, simply enjoy the stories.

The night of the scars on the old salt trail Day 1 - Arriving at Schoemansdal “You’re up, Marelize!” Marelize’s first instinct was to wave her hands as a way of protesting. She had never been someone for the limelight – which, in this case, would rather be the glow of the campfire. But she had somehow sealed her own fate by suggesting the topic. “Let’s talk about our scars,” she had said earlier. The idea was meant as a conversation starter, just something to fill the uncomfortable

pauses in conversations between people meeting for the first time. The group of backpackers and their guide were all making themselves comfortable around the small campfire. Their first night would be spent at the historical Schoemansdal veldskool. This was a place that, throughout the years, had introduced hundreds of thousands of young people to the wonders and beauty of nature – literally a school in the veld.

Marelize was part of a group of 11 adventurers. They were only too eager to explore the new hiking routes introduced in the western part of the Soutpansberg. Earlier that day, they had met in Louis Trichardt, where their guide had bundled them into a small bus and then struggled to find space for their backpacks. Half an hour later, he had dropped them off at the entrance to the veldskool, with a straight-forward instruction: “Follow the road up until you reach the offices. You can’t miss it!”

The kilometre or so of tarred road up to the offices might look innocuous, but it also serves as an introduction to what awaits. Marelize had also heard very unflattering comments made about this piece of road from her cycling friends. The third stage of the gruelling Kremetart cycling race ends at Schoemansdal, but before the cyclists can relax, they need to chase up this steep section. After having already finished 140km of cycling, few cyclists relish another kilometre of climbing! While enjoying a quick lunch at the mess hall, Marelize had her first opportunity to meet her fellow travellers. She was never really good with names, but this group of people seemed especially diverse and interesting. If ever a “rainbow” group existed, this would surely be it. The most boisterous of the lot was a man called Adrian. His long and slightly unkempt beard gave him the appearance of a seasoned traveller. She almost felt like greeting him with a “Dr Livingstone, I presume,” when she first saw him but held back on her comments. Looks can be deceiving, she thought. On the opposite side of the spectrum was the tiny Shabnim.

When she had first spotted her in town, Marlize thought Shabnim was someone’s daughter, simply there to wish her mom good luck on the trip. Some group members joked that her backpack must weigh twice what she did, but she quickly showed that she was not going to lag behind. Beneath the fragile appearance was an inner strength and determination. You were not going to mess with this gal! “Hoe gaat het?” was the first she heard from Gerard. He wasted no time telling her that he was Dutch but currently stayed in Belgium. He had retired from the university where he was teaching a year ago and now spent his time travelling the world. And then there was Rovha, the soft-spoken dentist with the smiling eyes. Nothing in the world could upset this man, Marelize thought. He looked like he belonged in a boardroom, always wearing a jacket and tie, but he was just as comfortable strolling up a steep mountain track. But now it was time for Marelize to tell her story. Her ten fellow-travellers, along with their guide, were eagerly waiting. She, like her companions, would have to reveal how life had managed to scar her.

A part of me will always be in Italy ...

M

arelize made her way to the campfire, where she slowly turned around to face the group. She held up her left hand, and in the glow of the flames, her fingers formed stripe-like shadows. There were only four stripes, and the absence of the ring finger was ominous. “I lost it in Italy,” she said. “Our cruise ship made its way into the harbour at Civitavecchia in the early morning hours,” Marelize started her story. Her mentioning an exotic location caught the interest of the hikers. In their subconscious minds, they were always seeking the next adventure, longing for a higher mountain to climb. She was on a seven-day boat cruise with her best friend, Anne, explained Marelize. The trip started off in Barcelona, from where they had made their way past the coast of France and by then they were following Italy’s boot, all the way south to where it almost touches Tunisia. Civitavecchia was the closest harbour to Rome, and it was almost unthinkable that they would not use the opportunity to visit the famous city’s tourist attractions. Long before the sun made its appearance, the two girls were peeking through the porthole window, awestruck by the small stone-and-brick houses, stacked like ragged boxes on the coastline. “This was the fourth day of our trip and we realised that we were heading for a major disaster,” said Marelize. Somehow, they had miscalculated the cost of a European trip. Perhaps the paella in Barcelona was to blame; it could very well have been the sparkling prosecco in Genoa, but the reality was that they were running out of money - fast. While on the ship, money was no real problem for them. The food was included, and as long as you

didn’t order exotic drinks, you were fine. The daytrips were more of a challenge. Anne, however, was adamant that they had to go see the Colosseum. She quickly convinced Marelize to get off the ship and wander deeper into Civitavecchia. From this second-century coastal town they still had to travel 70km southeast to reach the capital city. “Anne suggested that we rent a cheap car,” said Marelize. As if they were seasoned travellers, the two young women made their way up the small cobblestoned roads. It quickly became clear that finding a rental company while exploring Civitavecchia on foot was not going to be that easy. A few blocks further, they spotted an old Vespa scooter standing in a side alley. It was covered in a layer of dust and had clearly not been used for some time. “Of course, we had to see if it would start,” said Marelize. The impromptu plan was to use it to drive around the town and find a place that rented out vehicles. “We planned to take it back straight away,” she said. Anne was sceptical and protested vehemently, but Marelize was already sitting on the Vespa and kicking at the starter pedal. She paid no attention to her friend’s warnings and started fiddling with the fuel tap. “It was an old Primavera, so it didn’t need a key,” said Marelize. A few kicks later and the engine started sputtering. Marelize’s first attempt at driving off did not go as smoothly as she would have wished. The Vespa jerked forward, causing Anne to lose her grip, and she ended up butt-first in the road. The second attempt was slightly better, and the two made their way up the road. “While we drove off, we heard

shouts of ‘Ciao tu!’ coming from a nearby shop,” Marelize continued. As the two girls looked back, they saw two young men storming out of the shop, waving and shouting. “We realised we had problems,” said Marelize. Images flickered through their minds of people captured by the Italian mafia, being tortured in dimly lit basement rooms. Marelize twisted the left-hand grip of the Vespa, causing it to jump into top gear, and the next moment they were speeding down a small alley. The girls kept on driving, turning left and right where possible to try and disappear in the labyrinth of small passages. “All the while, we noticed that the men were following us,” she said. The men had jumped into a small Fiat Nuova and were in hot pursuit. Somehow, Marelize’s sense of direction got completely messed up. They were heading northeast, going out of town. The men in the Fiat were also closing in on them – flashing lights, hooting and waving their arms. In front of them was a sign that said “Terme Taurine”. “Anne shouted from behind that we must turn, so we followed the road to this age-old Roman thermal bath complex,” said Marelize. They just hoped that the presence of other people might stop the men from torturing them. The thought of being arrested by the Italian police was a much more acceptable punishment. As they drove towards the ruins, the Vespa started backfiring. A few hundred metres further, the engine died. The

Fiat came to a standstill behind them a few seconds later and two men jumped out. “Anne and I just froze up, sitting on the Vespa waiting like two rabbits caught in the glare of a spotlight.” “But now I first need a drink,” said Marelize and walked to where her rucksack was lying. After taking a long sip from her water bottle, she returned. An eerie silence hung in the air as the group waited for her to continue. “So, did they cut it off?” asked Gerard. His Dutch heritage did not allow for subtleties, and patience was never his outstanding virtue. “Of course not,” continued Marelize. “They were simply trying to return Anne’s handbag.” When the two girls sped off in the Vespa, Anne’s handbag had stayed behind. The two Italian gentlemen noticed this and rushed after them to return the bag. “It turned out to be the beginning of a wonderful day,” said Marelize. When the men heard why the girls had borrowed the Vespa, they offered to take them to Rome. The Vespa was returned to its owner (who hadn’t even noticed it was missing) and the girls continued the journey in the little Fiat. “We visited the Colosseum, we used the toilets at the Vatican, and we got close to the Pantheon,” said Marelize. She started telling them about the romantic restau-

rant on the outskirts of Rome, where they had ordered pizza, when Gerard interrupted again. “But what about your finger?” Marelize became slightly embarrassed. “Oh, that was the Fiat,” she said. The Fiat 500 “Cinquecento” that they travelled in had what they referred to as “suicide doors”. The hinges were not at the front of the door, like a normal car, but at the back. “We arrived back in Civitavecchia late in the afternoon. We stopped and I paused for a moment to check whether any luggage was left in the car. The door was half open, and I grabbed the side of the door,” explained Marelize. As she pulled herself forward to get out of the car, a gust of wind came from nowhere, swinging the door wide open and trapping her finger in the gap. “I just heard a crushing noise, and then everything turned black,” she said. But the story did not end too badly for Marelize. One of their Italian “guides” was a medical student. Marelize was quickly rushed to the nearby hospital, and what was left of the finger was stitched up. “We made it back to the ship just in time,” Marelize continued. The pain was made bearable by the memory of an unforgettable day (and a handful of pills.) “So, a part of me will always be in Italy,” Marelize concluded.

effect on already cash-strapped consumers, meaning that commuters from outlying areas will have to pay a lot more per month to travel to work in the bigger towns. In areas such as Nzhelele, taxis have already increased their fares. A trip from Siloam to Louis Trichardt or to Thohoyandou now costs R30, a 20% increase from the R25 charged last month. For someone working in town, this would mean an additional R210 per month. The steep rise in tariffs also affects commuters travelling by taxi from the Kutama area to Louis Trichardt. The Dzanani Taxi Association announced that a ticket for such a trip will now cost R25, instead of the R20 charged before. A trip from Madombidzha, Magau and Tshikhwani to Louis Trichardt will now cost R20, compared to the R16 commuters used to pay. From Tshiozwi, Madabani, Ravele and Ramantsha and Gogobole, commuters will now have to pay R23, instead of R18, which is a 28% increase. The picture looks just as bad for long-distance travellers. The Makhado Long Distance Taxi Association announced that a R10 increase was implemented on the Louis Trichardt-to-Polokwane route. A ticket for such a trip now costs R80. The same tariff applies to the Musina-to-Louis Trichardt route. Commuters wanting to travel to Johannesburg will now have to pay R350, instead of the R300 charged before. As far as the routes to and from Elim are concerned, the increases were more moderate. A trip by taxi from Elim to Louis Trichardt used to cost R18, but now costs R20. A similar trip by bus will cost a commuter now R15, compared to the R13 before.

“Increases are unavoidable”

Makhado Long Distance Taxi Association (Malta) secretary, Mr Chris Makananise, said that the increase in fuel prices would affect all commuters. He said the timing of the latest increases in fuel was disastrous, because people were already suffering. “If I increase my price due to the high petrol price, everyone will be affected, from the pupils to the parents,” he said. Makananise said that they had no option but to increase the fares.

Bus fares go up by 8%

The secretary-general of the Vhembe District Taxi Council (VDTC), Mr Tshimangadzo Mphigalale, says that the taxi fares in the areas where they operate will increase on 15 July. According to Mphigalale, the VDTC’s management committee, which represents 18 taxi associations, had an urgent meeting late last week and it was decided to increase tariffs. He said the increase was forced by the ever-increasing fuel price in the country. “We had no other choice but to hike the price. Remember that the taxi association was affected badly by the Covid-19 pandemic since 2020. When we were trying to come back into the business, the fuel price kept increasing all the time. We cannot even afford to pay monthly instalments for the taxis, let alone pay the taxi drivers,” he said. Mphigalale said that in 2019, when the price of a new taxi was about R470 000, a litre of petrol cost roughly R19. “Now the price of a new taxi is R536 000, and one litre of fuel costs almost R27. It is really hard in our industry. Our taxis are being impounded every day,” he said. When asked about the government’s undertaking to talk to the banks to give them a breather from paying their instalments during the Covid 19 period, he said the government liked lying to the public whenever crises arose in the business community. “Instead of bailing us out, the government went behind our backs and encouraged the banks to repossess our taxis when we failed to pay our monthly instalments. Bus fares have also increased on most of the routes. Phadziri Bus Services said that an 8% increase was implemented on monthly bus tickets. Commuters who travel from Midoroni in the Kutama area will now have to pay R416 for a monthly ticket, compared to the R385 they paid before. All monthly tickets have increased by R31, whereas day tickets have increased by R3 per trip. Mabirimisa Bus Services did not state by what percentage their rates would increase, but this will seemingly also be in the region of 8%. A monthly ticket from an area such as Dopeni to Louis Trichardt will now cost R478. Commuters travelling from Khalavha to Polokwane will now have to pay R1 512 per month. The Do Light bus company’s supervisor, Mr Falaza Baloyi, said that all the local bus companies had increased their fares by 8% as from last Friday. He said the subsidy that the bus companies received from the government was not sufficient to cover the shortfalls. Baloyi said that their monthly costs, such as maintenance and insurance, were continuously rising. Replacing old buses is also very expensive. “Filling a bus with diesel used to cost R25 000. Now that the price of diesel is up, we are going to fork out about R30 000,” he said. A bus servicing a route must be filled up after four days, he said. Baloyi reckoned that government would have to look at increasing the subsidies for bus companies, otherwise their businesses would collapse in the not-too-distant future.

Ná bykans vier dae se opleiding is die seuns se skietvermoë getoets en hulle is veld toeis om elk ‘n rooibok te skiet. Teen die sesde dag het al 12 seuns hulle bokke gejag onder die leiding van gidse en senior jagters van die BJV. SA Hunters welcomes announcement about expired firearm licences Firearm licencing The South African Hunters and Game Conservation Association (SA Hunters) has welcomed the announcement by the SAPS that firearm owners whose licences have expired may now apply for new licences without having to hand in their firearms to the police for safekeeping while their applications are being processed. This directive follows on the Constitutional Court judgement of 27 May 2022 in the court case between SAPS and Fidelity, which had started in the High Court, escalated to the Supreme Court of Appeal, and finally ended up in the Constitutional Court. Fred Camphor, CEO of SA Hunters, says this development brings relief for an estimated half a million firearm owners who forgot to renew

their firearm licences in time. It affected mostly owners of handguns whose firearm licences (section 13) are only valid for 5 years. “They are not criminals and in most instances are responsible firearms owners who merely forgot to renew their licences in time. For at least 15 years the SAPS’s attitude towards these firearm owners placed them in a precarious position because they were facing criminal charges.” The directive gives specific instructions to citizens who want to apply for a new licence. An applicant must present the firearm for which he/ she requires a new licence, together with copies of the expired licence, to the designated firearms officer (DFO) at their nearest police station for inspection and validation. The DFO will issue a verification certificate that is signed by both the applicant and the DFO. The firearm owner may take the firearm home and store it in an ap-

proved safe as regulated by the Firearms Control Act. The applicant must comply with exactly the same requirements that apply to the application for a licence for a new firearm, such as a valid competency certificate. The directive also deals with firearms from deceased estates. A copy of the executor’s letter and a copy of the licence or identity document of the deceased must be attached. The application will be dealt with according to the normal estate-application route. The national directive to police stations is explicit in its instructions regarding the process and the time constraints that DFOs and the

Central Firearms Registry (CFR) must follow in dealing with these applications. Camphor expressed his concern about the capacity of the police to deal with all the applications. “With the huge backlog in the system, it remains to be seen if the DFOs and especially the CFR will be able to follow the prescribed process and deadlines.” Members of SA Hunters who need assistance with their firearm applications can contact the national office at 012 808 900 or at info@ sahunt.co.za.
