Trouble in the family of Tshivhase In light of all the developments, the Tshivhase royal family has embarked on an intensive investigation into the roles of Kennedy Tshivhase and his mother, Vhakoma Virginia Tshivhase, and all who are involved in the reorganization of traditional leadership structures.

In a signed memo, signed by traditional leaders under the Tshivhase Dynasty, the royal family has also suspended the queen mother, Virginia, and Kennedy with immediate effect from their positions as deputy and senior traditional leaders, pending the finalization of the investigation they launched.

Failure to comply with the suspension orders will result in drastic steps being taken against them.

Copies of the memo have been sent to Government.

Many traditional leaders in the Tshivhase area speak in low tones about the recent installations of chiefs in their areas. In some areas, the installations were boycotted and were met with hostility from the community.

Premier Cassel Mathale recently spoke out against the installations, saying it would cause confusion in the community.

Despite all the protests from different quarters, Mailausumbwa Kennedy Tshivhase vowed that he would continue installing chiefs as doing so falls “in the parameters of the law:. Attempts to draw comments from Mailausumbwa Kennedy Tshivhase drew a blank as his phone just rang and went unanswered.

We are not surprised, and they are confused as they do not even know royal protocol. We do not solve our issues in the papers.

Seven arrested for murder at Mpheni A 30-year-old resident of Mpheni, Mr Napoleon Mpilo, was killed last Friday evening, when he was allegedly chopped on the head several times with a sharp object.

Waterval SAPS spokesperson Capt Kedibone Mabatha said they were investigating information that the deceased and seven suspects were involved in an argument while busy drinking in a local tavern. During the argument, Mr Mpilo was chopped on the head.

After being alerted by members of the community, the police responded very quickly.

“When we arrived on the scene,

the victim had already died,” Mabatha said. According to him, the deceased had several wounds on the head. A murder case has been opened.

Seven suspects were arrested at the scene. Given Munyai (26), Lufuno Madavha (28), Patrick Ndou (27), Peter Muthukhu (24), Mashudu Madavha (23), Walter Makananisa (22) and Wisani Madavha (26) appeared in the Waterval Magistrate’s Court on Monday and their case was postponed to 13 March for a bail application.

A family member of the deceased, Ms Yvonne Makhavhu, said that the family and the com-

munity were still shocked and very disturbed about Mr Mpilo’s death. “He was still young and the family was still expecting a lot from him. The whole family is mourning his death,” she said.

She added that the family trusted that the law would take its course. “We want to see a severe punishment. The suspects must pay for what they did,” she added.

“Napoleon was everything to us and he was the one who helped us to ensure food on our tables. The fact that he was helpless when he was brutally killed, causes extreme anger,” she added.

R2 000 bail for Dr Maanda Phidane A Limpopo doctor facing rape charges was released on R2 000 bail on Monday, following his appearance at the Thohoyandou Magistrate’s Court.

Dr Maanda Phidane (43) adds to the number of doctors who stand accused of rape. A prominent local doctor, Dr Justice Mulaudzi, a clinical manager at Hayani Hospital, is currently on trial in the Sibasa Regional Court on four counts of rape.

Some of those he is accused of having raped are patients who

were allegedly raped while under his care. His case was adjourned last week and is to proceed on 6 May. So far, eight witnesses have testified for the state.

In the latest case, Phidane is alleged to have raped a 22-yearold woman, who had brought her child for treatment at his practise in Mukula.

Thohoyandou police spokesperson Maj Mashudu Malelo said the incident allegedly took place on 13 January this year. It is alleged that the victim was told

to come back the following day, whereupon Phidane took her to another room, where he allegedly raped her. It is alleged that after her ordeal, the victim complained of pains and was given R220 to go and consult another doctor.

She was also allegedly given a promise of a job.

When the pains persisted, the woman told her mother and the matter was then reported to the police.

Phidane’s case has been postponed to 15 April.

Reverend Dr Ntavhanyeni Sampie Phaswana from the Lutheran Church recently launched a book on tithing. Phaswana said good books could change the way people lived. “When you read good books, your thinking expands and you rise to a whole new level of wisdom.” Phaswana is planning to publish at least three books this year. He confirmed to Mirror that he is about to finish another one, titled License to print money, which may be launched in June or July 2013.

Man beaten in another mob justice case A 25-year-old resident of Mandala, Rofhiwa Mirenzheni, was severely beaten by a mob of angry people, who said that they had had enough of crime in their area. The incident happened on 27 February (last Wednesday).

It is alleged that Mirenzheni and a friend had robbed a local shop at Tshirenzheni. Mirenzheni was only caught and beaten when the two men tried to flee the scene of the crime.

The spokesperson for the Siloam police, W/O Edzisani Tharaga, said the two suspects had allegedly entered the shop under the pretense that they were customers. One of the suspects then allegedly produced a knife and held it against Mrs Hemudiben Patel’s throat. The other man was taking cash, airtime vouchers and the manager’s cell phone.

“They locked the lady inside the storeroom while they continued searching the shop,” said Tharaga.

“However, she managed to call for help through the back window.”

It appeared that the suspects heard her screaming for help and started running out of the shop.

“Members of the community, however, saw them and started a vimba chase,” said Tharaga.

A community member who did not wish to be named said the two men ran towards the Nzhelele River and one man managed to cross to the other side of the river with the stolen goods, and disappeared into the rocky, bushy mountain.

It seemed that the second man ran out of luck when, as he got to the river, other villagers from Dopeni were waiting for him on the other side, with Tshirenzheni residents following right on his heels.

“He tried to cross the river but got stuck there.

We helped him out and beat him up as we dragged him to the chief’s kraal,” a community member who is concerned about the high rate of crime in the area said.

Tshirenzheni’s chief, Vho-Vhangani Tshiovhe, condemned the act of vigilantism against the

suspect, but he warned sternly against all criminal acts and said that such would not be tolerated in his area. “The community will not spare those who terrorise them,” said Tshiovhe. “As a community leader, I know for sure that the community is fed up with thugs and that is why they did what they did.”

Tharaga said business robbery was one of the crimes on the rise and it had become a major problem in the policing area. “We are appealing to the community not to take the law into their own hands as it is against the law to do so,” he said.

He added that, if the perpetrator decided to open a case against the people, they might end up in jail.

Mirenzheni appeared in court on 1 March and his case was postponed to 8 April for further investigation. He remains in custody.

Meanwhile, the police are still searching for the other suspect.

The local traditional leader, Chief Lavhelesani Mphaphuli, said that he, upon learning about the developments, had advised the family to report the matter quickly to the police. “This is a big issue which is beyond our scope and competence.

This will need the intervention of the police, and I am going to write them a letter of authority to advise them to report the matter to the police,� he said.

About the latest threat, Sadiki said that she was at home on Saturday when a man came and told her that a plan was being hatched to kill her for muti and to silence her as she was being much too talkative. "The man was sobbing and when we tried to ask him questions, he could not answer as he was crying,� she said.

She added that she was worried that people who might have information about the case might just shut up for fear of victimization.

Thulamela DA councillor Humbulani Nengovhela, who has been following the case closely, said that he was very disturbed about the turn of events. “The dead man was one of our disabled people. We are greatly saddened that his case does not seem to be moving forward. We are now more worried because his sister is being threatened,� he said.

Mavis Sadiki (52), has been doing all she could to find answers to questions about her brother's mysterious death. Perhaps she has gone too far, as rumours are rife that her bother's murderers are now looking for her blood.

Mavis' disabled brother, Mr Robert Munyai (55) of Tshamutilikwa outside Thohoyandou, was found dead in his shack in January. He lived a lonely life and in abject poverty, and he had allegedly been killed. His alleged killers have not been found.

Sadiki said that thepost-mortem conducted on her brother’s body in her presence showed that he did not have intestines. She has been given an assurance by the police that she would be given the official post-mortem results later, but she is still waiting.

The mysterious death of her brother, whom she believes had been ritually murdered, keeps on tormenting her.

Her zeal to find out who the killers of her brother are, has earned her many enemies. As if that is not enough, the single mother is receiving threats that she is also to be ritually killed.

A community meeting was held at the weekend and the witness who relayed the message that she was to be ritually murdered testified in front of the gathering. "I am living in fear.

These people are not satisfied that they killed my brother; they now want to finish me off. I am no longer safe, and I do not even know where to hide as they might get me anywhere,� she said.

Non-payment sparks strike on community farm More than 100 farm workers from a community-managed farm in Levubu went on strike after a third month of non-payment.

The workers, who are all employed by the Masakona Community Property Association (CPA), claimed that they had not been paid since December. As a result, they say, they had to start borrowing from a matshonise to make ends meet. At an interest rate of 50%, all their funds were quickly tapped dry.

The farm on which they work forms part of several Levubu farms that were sold to the government’s Lands Claims Commission from 2000 to 2003 in a willing-seller-willing-buyer settlement.

The workers decided to march to their head office in Levubu last Thursday when they did not receive their salaries. “We are tired! These people promised long ago that they would fix this [pay our salaries] … now we will go talk to the big boss,” said one of the workers, Mr Freddy Nkuna, on Thursday. He, together with the other farm workers, marched to the farm’s administrative office and demanded to speak to the directors of the company managing the farm, as well as the CPA-members.

Masakona Farms, as far as the newspaper was able to determine, is managed by Sharp Move Trading CC, in conjunction with the CPA. The CPA are members of the community who were selected to

represent the interests of the community.

According to the workers, they haven’t received payment for December, January or February. In addition, workers did not receive any other gratuities in December. In the middle of February they were promised by the CPA board of directors that they would get double pay by 28 February. To seal this promise, the workers were each given a 25kg bag of mealie meal.

On the promised date, however, the workers only received an amount that is the equivalent of one month’s salary.

This spurred them on to cease working and holding an impromptu meeting with the CPA. When the livid mob of workers arrived on the farm, there was already a police presence to keep a watchful eye on developments.

At first, the CPA-members refused to speak to the workers. After about an hour and a half, they sent the workers’ negotiator, Mr Gideon Mukwevho, with a list demanding that workers write down their names if they intended to return to work the following day. Those workers who refused to come back to work were threatened that they would be fired.

At this point, the police intervened to help calm tempers, and the CPA-members and directors eventually made an appearance and addressed the crowd.

awaiting an R4.7million grant from the government, as well as money that is outstanding from the South African Revenue Services (SARS). Afterwards, he and other CPA-members were approached and asked to elaborate on statements made during the meeting.

They refused to comment. “We are not at liberty to talk to you,” they told the reporter.

The transplantation of about 80ha of banana trees and a delayed avocado harvest were also offered as excuses for the farm’s cash-flow problems. Workers, after listening to these explanations, proceeded to have a meeting with Chief Cecil Malovhana. On Monday, they reached a decision and reported back to work. According to Mukwevho, the workers have declared, however, that they will strike again if they don’t receive their salaries by the end of March.

The strike comes amidst the announcement of the new minimum wage for farm workers, which is in effect from this month. Rhino poaching a priority crime “Agriculture as a career has a lot to offer” Rhino poaching is now a priority crime.

This was confirmed by Environmental Affairs Minister Mrs Edna Molewa, ahead of the 16th Conference of the Parties to the Convention on International Trade in Endangered Species (CITES) in Thailand. This top-level meeting of the world’s major environmental bodies started on Monday and will conclude on 14 March. Molewa spoke at a Cabinet meeting last Thursday.

The decision to make rhino poaching a priority crime was made by the National Joint Operations Centre, due to the fact that a total of 128 rhinos have been killed since the beginning of the year. This is far more than the 80 that were killed in the corresponding period last year. The operations centre is co-ordinated by the Directorate of Priority Crime Investigations.

By this week, according to the Kruger National Park’s statistics, the park has lost 92 rhinos. Other provinces that were hard hit included North West, which lost 12, another 12 in KwaZulu-Natal and eight in Limpopo.

Molewa also said Cabinet had emphasised the need for more technology, especially unmanned aerial vehicles (UAVs), by the anti-poaching forces. These forces

include SANParks rangers who are supported by elements of the South African National Defence Force (SANDF), as well as police, customs and excise inspectors from the South African Revenue Services (SARS) and a number of non-governmental organisations.

Currently, the SANDF is deployed for border protection in the KNP. Where manpower allows, soldiers assist rangers in anti-poaching operations.

The South African Air Force (SAAF) has also made some of their assets available in the war against poaching. At the same time, SANParks chief executive Dr David Mabunda said intelligence and its gathering, which has proven successful, as well as community involvement, would also be heightened. This would be done by bringing home to neighbouring communities the importance of protecting the rhino in an effort to deny poachers, couriers and others involved safe passage in and around the KNP. Last year, poachers killed 668 rhino in South Africa, with the KNP losing 425. Communicators visit several media houses Government and private sector communicators from around the country visited media houses in a bid to build a good working relationship between newspapers and the government communication system.

The aim was for the communicators to understand how newspapers work, so that they can utilize them to disseminate important messages to the communities.

The communicators are part of the students who enrolled for a postgraduate certificate in development communication with the University of the Witwatersrand. The aim of the course is to develop effective government communication or the use of communication to promote social development. Government wants to adopt the practice of systematically applying the processes, strategies and principles

of communication fully to bring about positive social change by supporting sustainable change in development operations.

One of the communicators who attended the tour was Mr Wilson Dzebu, the communications manager of the Musina Municipality. Dzebu says the highlight of the tour was when the group visited the City Press offices in Johannesburg to learn more on how the newspaper operates.

“We were well received by the news editor of the paper, Nathasha Joseph, who explained to us how their news room operates. She also explained to us the whole process of news gathering until the newspaper is finally distributed. It was really an eyeopener to me because I now know what exactly happens before the newspaper goes to the market.”

Dzebu says the tour has served

the communicators well because they will be able to understand newspapers and their target readers.

“We now know which information to send to which publication because we understand the type of stories that each publication wants. As communicators, we are encouraged to join journalists to travel to remote areas, interact with the citizens of the country, and report back. We also look at proposed government projects to improve conditions in the country and analyze whether or not they will be effective.

Ultimately, communicators and journalists may come up with proposed solutions and actions, suggesting ways in which they might be implemented. Often, this form of journalism encourages a cooperative effort between citizens of the nation and the outside world.”

Water at last for Mukula community The Mukula community, who celebrated 100 years of existence in the area but had shared dirty water with animals for decades, were agog when the Deputy Minister of Water and Environmental Affairs, Ms Rejoice Mabudafhasi, handed an R18 million water project over to them.

The Mukula Water Supply Project was officially opened amidst fanfare and celebration at the Mukula Sports Grounds on Friday. The handover marked the launch of the month-long activities of Water Month.

The Deputy Minister first visited the plant, where she officiated at the opening. She then addressed the community at the local sports grounds. After the address, members of the community were given time to voice their concerns.

During 2010, Chief Takalani of Mukula Village approached the Deputy Minister, reporting that the village

had no access to water as the existing boreholes had dried up. He felt that this situation required a more sustainable water supply system.

Subsequent to Mabudafhasi’s visit to Mukula village to ascertain the extent of the water shortage, the Department of Water Affairs and the Vhembe District Municipality pledged to contribute the R18 million for the Mukula Water Supply Project.

Borehole rehabilitation and water tankering commenced as a temporary solution.

The Mukula Water Supply project was then conceptualized and the Xikundu Water Treat-

ment Works was identified as a chief hub to supply drinking water to the 17 sub-villages.

The water supply project consists of a 1.8 megalitre reservoir and a 15.4 km bulk pipeline.

A total of 45 temporary jobs were created for local people during the implementation of the project.

In receiving the project, Chief MphatheleTakalani said his people had got back their human rights.

“When I pleaded with the Deputy Minister to help my people with water, the situation was so bad that we sometimes shared water with animals in dams,” said the chief.

The National Lottery Board presented the Jim Tshivhonelo Primary School with various sporting kits to the value of R131 000 during a ceremony at the school on Friday.

The pupils of the school want to participate in all the different sport-

ing codes but lack the proper sporting kits, said the principal, Ms Takalani Guduvheni.

The school is situated in Muledane village near Thohoyandou and has more than 300 pupils from Grade R to 7. Teams from the school received

several accolades for achievements in sports during the past years.

New skills open world for the blind Blind people in Musina, who did skills training for a month that will make them more independent, say the training has opened up a new era in their lives.

The training, conducted by Blind SA in conjunction with the Musina municipality, included, among other things, the use of a cane, determining colours, polishing shoes and working with money. The 17 who took part in the training were handed certificates during a ceremony to celebrate their achievements at the Nancefield Community Hall last Friday. Disabled people, representatives from the municipality, members of the community and other guests came in their numbers to attend the event.

methi said the month-long training came as a result of the many challenges faced by disabled people. “Disabled people in Musina, like in all parts of the country, have challenges and these challenges put them at a disadvantage, especially in the job market. Employers will always give an excuse that they cannot employ a blind person as he would need someone to help them. We want to see them become independent, doing things on their own and competing with able-bodied people in the job market without hindrance,” he said.

Simethi warned all those parents and guardians who are hiding disabled people, saying that they are guilty of an offence.

Cllr Ndou said the training formed part of the municipality’s commitment to bettering the lives of all the people in the area, and more specifically the disabled.

“We will always strive that all

our people have equal access to opportunities, including job opportunities, which will include the disabled,” he said.

He commended Blind SA for having partnered the municipality in such an initiative. “We did not have such programmes at the municipality. Now that these people are empowered with skills, their lives will be easier and better, and they will be better equipped,” he said.

One of the beneficiaries, Musina FM radio anchor Humbulani Munyai (34), said the training was a blessing. “As blind people, we suffer a lot of discrimination in society and the job market. In many instances, employers opt for people who can see rather than take a blind person who will be a burden to the company.

Now that we can do things for ourselves, life will be easier and we will be in a better position to compete with others in all spheres of life,” he said.

Jail time for stealing neighbours’ cattle A 30-year-old Beit Bridge resident, linked to an organised cattle rustling syndicate, was sentenced to an effective 27 years in jail on Monday for stealing six heads of cattle from his neighbours.

Melusi Moyo of Dendele village outside Beit Bridge area was convicted on his own plea of guilty to three counts of stock theft by a local magistrate, Mr Carrington Karidzagundi. The value of the cattle is estimated at R18 000. The prosecutor, Mr

Foster Abeki, said that sometime in October 2010, Moyo had gone to the Zhovhe grazing area outside Beit Bridge, where he stole two heifers belonging to Jeremiah Muleya. He then proceeded to another grazing area in Shobby village and stole a cow and a calf belonging to Gilbert Ndlovu, before stealing another cow and its calf, belonging to Thomas Sibanda, at the same village. He drove the cattle to his homestead in Dendele village, where he penned the animals.

Acting on a tip-off, police officers descended on Moyo’s homestead where they found the stolen animals in his kraal. Soon after spotting the police, Moyo took to his heels, but he was arrested the following day.

All the stolen cattle were then taken to a local police station where the complainants positively identified them. Some of the recovered cows had their brand marks and ear marks tampered with, while others had been dehorned.

Four successful years for Litshani Vhana The Litshani Vhana Vhade Foundation, a non-governmental organisation championing the cause of the disadvantaged in the Vhembe area, celebrated its four years of existence in style.

It is now home to more than 170 people who get service from the organisation from time to time.

Malaria on the decrease in Limpopo The Limpopo Province has shown a marked decrease in the number of malaria cases the past year.

This is according to a press release by the provincial Department of Health and Social Development.

During the period April 2012 to February 2013, a total of 848 malaria cases were recorded in Limpopo, compared to the 2 991 reported cases during the 2011/12 period.

January to March is normally the period when malaria cases increase sharply in Limpopo, mainly due to travel during the festive period and the rainy season.

“All primary health care clinics are fully equipped to deal with malaria patients at community level, with malaria tests and treatment available at all clinic. All hospitals are also prepared to deal with more severe malaria cases,” the department says.

The department’s main malaria control intervention, namely indoor residual spraying, is also actively busy conducting spraying in all the affected areas.

“Over the past five months, more than 700 000 structures have been sprayed in the malaria risk areas. Teams are still busy conducting spraying in affected communities and to raise the awareness about malaria in the communities,” states the department.

Despite the dangers that they pose, illegal connections and the tampering with or bypassing of power meters remain the choice of many residents and businesses to access electricity.

Valentine’s Day at Gateway The learners at Gateway Primary School were thrilled with the Valentine’s Day event and competition held on Thursday, 14 February.

It was was a test day at the school, but the atmosphere was hyped from the start.

The learners eagerly wrote their tests and then the fun began.

This annual event is so popular among the learners as a result of generous sponsors and hardworking staff at both of the schools.

The Grade 1s, 2s and 3s embraced the competition with such zeal that it was difficult for the judges to choose winners because every learner was a winner – all dressed up to the nines for the occasion.

Even the Grade 0s, who barely understood the meaning of Valentine’s Makunazwothe Mphephu of Gateway Primary, receiving her crown and Day, rose to the occasion. flowers during the school´s Valentine´s Day celebrations.

Suspected poacher killed by hippo A 41-year-old man from Mwenezi village outside Beit Bridge died after he was attacked and seriously injured by a hippopotamus, when he and a friend were illegally fishing in the Mutirikwi River, police have said.

Local police spokesperson Insp Peter Zhanero said the incident happened on Sunday at about 07:00. The victim was identified as Conias Chidhino.

Zhanero said Chidhino went out fishing in the Mutirikwi River in the company of a neighbour.

“Upon reaching the river, they walked along the river bank, looking for a convenient point where they could fish,” said Zhanero. He said before they could find a vantage point, a hippopotamus suddenly appeared from the river bank and charged towards them.

“After realising that the animal was charging towards them, the duo fled in different directions.

The hippopotamus chased after Chidhino and caught up with him. The animal bit him on the shoulders, waist and both thighs before it left. He was left so badly injured that he could not walk and was breathing heavily while writhing in pain.

Kombora took him to hospital, where he was pronounced dead on arrival.”

The 39-year-old mother of a seven-yearold girl is reeling with shock, after she found out that her daughter had allegedly been raped at her home in Tshiozwi during the past weekend.

According to the spokesperson for the Tshilwavhusiku police, Const Munyadziwa Marindi, the victim’s mother was shocked when she noticed that her child had a mixture of blood and semen on her private parts when she was bathing her. “She said the child cried when she touched her on her private parts,” said Marindi.

The suspect was later identified as the victim’s 15-year-old cousin. The police arrested him and he will appear in court soon.

Dengenya Secondary School was announced as the most improved school in the Sibasa Circuit during the recent excellence awards of the Sibasa Circuit.

The school, which obtained a paltry 36% pass rate in the 2011 Grade 12 examinations, attained 77,27% in 2012. "We have worked extra hard to be where we are today. We will continue where we left off last year and we are hoping for better results this year," said Mr Tshililo Alidzuli, the school principal.

“Flood damaged infrastructure affects tourism”

The communities along the Sengwe Corridor outside Beit Bridge have called on the authorities to repair the damaged Bubi River bridge urgently, saying it has impacted negatively on tourism activities around the area.

The bridge, which was recently destroyed by floods, links the communities of Tshikwalakwala, Tshipise and Tshitulipasi in Beit Bridge and Sengwe and Malipati villages in the neighbouring Chiredzi district. The areas fall under the Great Limpopo Transfrontier Park, a vast tract of safari land straddling the borders of Mozambique, South Africa and Zimbabwe.

The transfrontier conversation area joins some of the most established wildlife areas in Southern Africa into a huge conservation area of 35 000 square km.

The local councillor, Mr Enock Ndou, said it was no longer possible for tourists to visit some of the tourist attractions along the Sengwe Corridor in the district.

“We are appealing to the authorities and partners to assist by rehabilitating the infrastructure that was destroyed by the floods. The bridge linking our area and the Chiredzi district has been washed away and that has now created problems for us because tourists can no longer access our side, where we have the Tshipise hot springs, great wildlife and rich cultural tourism,” he said.

Ndou, who is also a member of the

Environment and Natural Resources Management committee of the Beit Bridge Rural District Council, urged the government and NGOs to complement each other in addressing the plight of villagers in Tshikwalakwala whose homes were swept away by floods “ by teaming up and assisting the villagers with food and decent shelter.” Officials from the local road agency recently visited the area and assessed the situation, but nothing has been done so far to address the problem.

villages are situated in low-lying areas, making them prone to floods during the rainy season.

During 2000’s Cyclone Eline-induced rains, the area was also among the worst affected in Beit Bridge District. The damaged road network is also hindering the provision of health services to remote communities and the health department is on high alert to prevent an outbreak of water-borne diseases such as cholera in communities that were affected worst by the floods.

Tshivhase was speaking during a ceremony where the company handed over R200 000 to a non-profit organisation, World Focus Victim Empowerment.

Tshivhase said his community was one of the poorest, with many people not working.

“We are greatly humbled as traditional leaders that you as a company thought of assisting our people. This organisation is easing the burden on us of looking after the poor and the disadvantaged. We are very proud of what you are doing for

us and we urge all out there to support you in your business,” he added. He also urged the community to report izinyoka, so that Eskom can continue to assist the people.

Ms Rhulani Matshidza, Eskom’s general manager in Limpopo, said they had contributed immensely to community initiatives through their social investment driver, the Eskom Foundation. She commended Ms Takalani Madima, director of World Focus Victim Empowerment, for the selfless work she is doing for her community.

as the organization operated in the village. In response, Madima said that she was humbled by the donation. “I am operating out of my own pocket and could not meet all the needs of my people. Now that Eskom has come on board, things will change for the better,” she said.

The organization, based at Marude, next to Univen, was established in April 2011. Their purpose is to improve the quality of life of community members by providing improved access to and delivery of victim empowerment services.

The centre caters for 1606 beneficiaries. The project has nine full-time workers, 18 parttime workers and 19 care givers.

Police and Thohoyandou residents join hands in crime awareness campaign Alarmed by the rise in criminal activities such as rape and the prevalence of domestic violence in the area, police under the Thohoyandou Cluster have embarked on a campaign to inform communities about the crimes.

Last Wednesday, they held an awareness campaign at the Indoor Sports Centre in Thohoyandou. During the meeting, members of the community were given time to ask questions pertaining to crime and cases.

The convener of the meeting, Capt Mashudu Mapfumo of the Thohoyandou Social Crime Prevention Unit, said they were

worried as police about the drastic rise in crimes such as rape and domestic violence in the area.

“The crime rate in our area is unacceptable. We cannot allow our area to be ruled by criminals and we know that, as the police alone, it would be a mammoth task for us to beat crime,” Mapfumo said.

Mr Justice Thovhogi, a member of the Thohoyandou Cluster Policing Forum, said he was excited that people came in their numbers for the function. “We are happy that you made it to this function, which means that the message will spread and filter to many in the community.

Crime can be beaten. If we work

together with the police, these crimes will decrease and we will have a crime-free environment,” he said.

The guest speaker, Lt Col Malindi Mosena of the Thohoyandou Crime Prevention unit, urged parents to raise their children in a responsible manner. “Crime fighting starts in the family. If we teach our children good morals and make them laws that will make them responsible people, they can beat this crime of rape and others like domestic violence. We have to lead by example as parents that domestic violence is not the way to live, and they will follow us,” he said.

Takalani’s brilliance sinks Silver Stars Univen FC registered their second consecutive victory, when they beat Shayandima Silver Stars 5-3 in an SAB match at the University of Venda Stadium on Saturday.

Silver Stars did not throw in the towel, despite the fact that the home side was leading 4-0 at some stage. Takalani Ramagalela of Univen was a thorn in the flesh of the opponents. He scored four goals in the game. His first one came when the game was nine minutes old. He made no mistake after receiving a neat pass from Bright Mavimele just outside the box.

The goal marked the starting point of one-way traffic. Ramagalela was on target again in the 24th minute after a scramble within the box. Their third goal was scored by Pfarelo Lifhiga. Lifhiga tapped the ball in, following Nigel Thobejane’s square pass. Ramagalela scored in the 38th minute with a header. The score was 4-0 when the teams adjourned for half time.

The second half saw Silver Stars shine brighter over the students. They pulled one back through Fhatuwani Maphari, whose ground cutter looked too hot for the Univen keeper, Fhumulani Ramasunga, to handle.

Avhashoni Nkhumeleni scored in the 58th minute to make it 4-2. Univen lost cohesion in the middle of the park soon after the Stars’ second goal. The Kharitambe Vhafumakadzi Community Development Forum convened at the Makhado Show Grounds a fortnight ago, for an awareness campaign after the recent killing and abuse of women and children in the Vhembe district.

Thohoyandou-based attorney Ms Takalani Madima said that in some cases parents were part of the problem, where children and women ended up becoming victims of abuse at the hands of men. “Some parents, especially women, don't really care about their children’s whereabouts,” she said. “You are even scared to confront your children when they are wrong. I think we must change our mentality and our children’s mentality will change as well.”

The managing director of Munna ndi Nnyi, Mr Bardwell Mufunwaini, encouraged parents always to remain open and available to their children as nobody else would do that for them. “Another factor which contributes to the killing and raping of women is that women, particularly young girls, walk the streets late at night. I am not saying that people must rape and kill, but our own sons have grown heartless and senseless.”

Mufunwaini told women to unite and stand together in soli-

darity to fight rape and abuse in the country.

The respected motivational speaker and radio anchor, Ms Humbelani Netshandama, urged women to stop depending on men for their livelihood and financial support. “As women, you must start picking yourselves up to make something to succeed in your lives. Sometimes women are

victims and continue to live in an abusive relationship because they fear to lose a man whom they see as a source of income in the home. We need to be business minded and, until we network as women, we will not make it.”

Pastor Tshilidzi Nevhutanda said that wives and daughters must create healthy relationships with the men around them.

2. Verordeninge vir Publieke Die doel van die Verordening is om die Raad in staat te stel om die langtermyn gesond- 12 April 2013 Gesondheid heid en welstand van mense binne die munisipale gebied te beskerm en te bevorder deur (a) die verskaffing van, in sameloop met enige ander toepaslike wet, ‘n effektiewe regsen administratiewe raamwerk waarbinne die Raad (i) aktiwiteite wat potensieele teespoedige impak op openbare gesondheid het te bestuur en reguleer; en (ii) kan gelas dat persele behoorlik onderhou en bestuur word; en (b) definieering van regte en verpligtinge van die Raad en die publiek in verband met hierdie doelstelling 3. Verordeninge vir die Lisensiering en Beheer van Ondernemings wat voedsel aan die publiek verkoop (Verordeninge oor voedselhantering)

Die doel van die Verordening is om die inspekteurs te lei wat van tyd tot tyd deur die 12 April 2013 Raad aangestel is om wettig in hul kapasiteit as voedsel- inspekteurs binne die munisipale gebied op te tree by *voedselwinkels, *en enige gebou opgerig om goedere te verkoop of te vertoon verbandhoudend met voedsel *of wat vir menslike gebruik bedoel is of gebruik word in die samestelling of voorbereiding, *of artikels vir menslike gebruik

4. Verordeninge vir Boube- Die Verordening is aanvullend tot die bepalings van die Nasionale Bouregulasies en is 12 April 2013 heer van toepassing op elke gebou, riool- en water-installasie *en in verband met enige riool- of water-installasie in besonder, tot die bedryf en onderhoud van sodanige installasie in enige nuwe gebou of bestaande gebou, *met of sonder enige verandering of aanbouing tot die bestaande installasie, ongeag of sodanige verandering of aanbouing vereis word deur die Munisipaliteit in terme van die Nasionale Bouregulasies of hierdie Verordening, *en enige gebou, riool-installasie of water- installasie mag enige tyd na dit voltooi en in werking gestel is onderwerp word aan so inspeksie, goedkeuring, toets en beheer as die Munisipliteit dit nodig ag of vereis 5. Verordeninge vir Vaste Die doelstellings van die Verordening is om effek te gee aan die regte saamgevat in 12 April 2013 Afvalbestuur artikel 24 van die Konstitusie deur *afvalbestuur te reguleer binne die munisipale gebied, tesame met enige ander toepaslike wet, *n effektiewe regs- en administratiewe raamwerk te wees waarvolgens die munisipaliteit vaste afval aktiwiteite kan bestuur en reguleer *te verseker dat vaste afval voorkom word *of waar dit nie ten volle voorkom kan word nie, dit beperk, hergebruik, herwin, en beskik word in ‘n omgewings vriendelike manier *‘n effektiewe vaste afvalbestuursdiens te bevorder 6. Die doel van die Verordening is dat die Raad poog om te voorsien, vestig, reguleer , 12 April 2013 bestuur en onderhou *higieniese fasiliteiete vir die ontvangs, hou en slag van diere, *om menslike behandeling van diere te verseker *om handel met gesonde en heilsame vleis in sy munisipale gebied te fasiliteer

Purpose and Objectives

Closing date for comments The purpose of this By-law is to enable council to mange and regulate 12 April 2013 activities that relate to temporary advertisement, pamphlets and banners in the streets within the Municipality except those that are regulated by the outdoor signs (advertising and other) By-Laws and provide for any matter incidental thereto.

The purpose of this By-Law is to enable the Council to protect and pro- 12 April 2013 mote the long term health and well-being of people in the municipal area by (a) providing, in conjunction with any other applicable law, an effective legal and administrative framework within which the Council can – (i) manage and regulate activities that have the potential to impact adversely on public health; and (ii) require premises to be properly maintained and managed; and (b) Defining the rights and obligations of the Council and the public in relation to this purpose.

To guide the inspectors appointed by council to act from time to time law- 12 April 2013 fully in their capacity as food inspectors within the Municipal area at food shops are any building constructed to be used to sell and display goods in conjunction with food or which is intended for human consumption or used in the composition or preparation of articles for human consumption.

This By-Law is supplementary to the National Building Regulations and is 12 April 2013 applicable to every building, sewerage installation and water installation and, in relation to any sewerage installation or water installation in particular, to the operation and maintenance of such installation in any new building or existing building, with or without any alteration of or addition to the existing installation, whether or not such alteration or addition is required by the Municipality in terms of the National Building Regulations or this By-Law and any building, sewerage installation or water installation may at any time after its completion and commissioning be subject to such inspection, approval, tests and control as the Municipality may deem fit or require.

The objectives of this By-Laws are to give effect to the right contained 12 April 2013 in section 24 of the Constitution by regulating waste management within the area of the municipality’s jurisdiction; in conjunction with any other applicable law, an effective legal and administrative framework, within which the Municipality can manage and regulate waste management activities and ensure that waste is avoided or where it cannot be altogether avoided, minimised, reused, recycled, recovered, and disposed of in an environmental sound manner and promote and an effective delivery of waste services.

The Council seeks to provide, establish, regulate, manage and maintain 12 April 2013 hygienic facilities for the receiving, holding and slaughtering of animals, to ensure the humane treatment of animals and to facilitate the trading of healthy and wholesome meat in its municipal area.

Black Leopards to host Stars Black Leopards will host Platinum Stars in the last-16 stage of the prestigious Nedbank Cup competition. The draw was held at the Nedbank offices in Johannesburg last Thursday afternoon.

The good news about Lidoda Duvha is that they have won the homeground advantage. The match will be played at the Old Peter Mokaba Stadium in Polokwane on Saturday, 16 March.

Both Leopards and Stars did not find it easy to secure places in this stage of the competition. The Limpopo outfit beat the Safa second division side, Cape Town All Stars, 5-4 while Platinum Stars narrowly beat Dynamos 1-0 to reach the last16 stage.

More woes for struggling Nobela Stars Last Saturday was a memorable day for Nobela All Stars.

They continued to donate league points to their opponents and lost 2-5 to Baroka FC, in a Second Division league match.

It was a second embarrassing defeat for Nobela, after losing 0-2 to Rospa United two weeks ago.

Last weekend’s defeat leaves Nobela All Stars in the secondlast position on the log.

Basel FC came back with

empty hands from their match against Giyani Hotspurs. They were thrashed 0-3. Basel must win all their remaining matches, with the other league title chasers, Baroka and Winners Park, dropping some points along the way, in order to win the league championship.

Rospa United deposited full points into their league account when they beat Modimolle Aces 2-1.

It was the second victory for

Rospa under the guidance of Mr Benjamin Mhlaba.

Phungo All Stars could not absorb the pressure from Magezi FC, who gave them a 1-4 hiding.

Mosesetjane All Stars held the league title contenders, Winners Park, to a 2-2 draw.

The Dolphins taught Ray Pillars a lesson when they brutally walloped them 4-0. Lephalale Young Killers beat Mighty FC 3-1, while Blue Rocks beat Baobab Zero Fake 4-2.

Tshifhire Northern Brothers and Lions to clash The Zimbabwean Abbas Amidu was a marvel to watch when his side, Black Leopards, beat the amateur side, Cape Town All Stars, 5-4 to book a place in the second round of the prestigious Nedbank Cup KO competition at the Peter Mokaba Stadium in Polokwane last Wednesday evening.

Amidu struck four times in a see-saw game that kept the spectators at the edge of the seats from the start to the bitter end. He got the hosts on the scoresheet in the second minute, when he stormed through the Stars defence and unleashed a thunderous shot from outside the box.

The visitors demonstrated some fighting spirit throughout the game, retaliating midway through the first half. Amidu was on target again four minutes later to bring the half time score to 2-1.

There was a flurry of goals in the last stanza.

FC on top in gruelling Zamenkomste derby Zamenkomste FC were too strong for Zamenkomste United Brothers and beat them 1-0 in a well-attended Safa Vhembe SAB league match at Zamenkomste on Saturday.

Both sides displayed attacking football in the first half and thus made the match more entertaining.

United had their first regret in the fifth minute. Ray Sinugo fumbled at the goal finish after beating the offside trap.

During the last 12 minutes in the first half, United enjoyed more ball possession, but their promising moves were turned into disappointments by the solid defence of their opponents.

Zamenkomste FC came close to scoring in the Fixtures

Dynamos and Roses in NFD league clash Dynamos are geared to collect maximum league points in their NFD match against Roses United at the Giyani Stadium tomorrow afternoon.

Dynamos’ performance has improved dramatically since the appointment of the former Platinum Stars coach, Mr Owen Da Gama, as the team’s head coach three months ago. The pride of Giyani proved beyond doubt that they are a force to be reckoned with when they gave the Absa Premiership side, Platinum Stars, a tough time in their Nedbank Cup KO competition match at the same venue two weeks ago.

Stars beat Dynamos 1-0, a goal that was scored from the penalty spot by the Malawian international, Robert Ngambi.

In the other NFD matches that will also be played tomorrow afternoon, Witbank Spurs will entertain Jomo Cosmos at the Puma rugby Stadium in Witbank. The spirit is high in the Cosmos camp after they beat Magezi FC 2-0 in their Nedbank last-32 match at the Peter Mokaba Stadium.

Mpumalanga Black Aces will play against Santos in Witbank, while FC Cape Town and FCAK will fight for league points in Cape Town.

The title chasers, Thanda Royal Zulu, will have a date with Blackburn Rovers, while the resurrected Polokwane City will play against Vasco da Gama at the Parow Park Stadium.

Milano United FC will be the visitors in their match against United FC that will be played at the Moruleng Stadium in the Free State. United rose to the occasion and beat the Absa Premiership side, Chippa United, 2-0 in their Nedbank Cup match two weeks ago.

Victory for Rospa Mashudu “Tlolo” Mashapha’s last-minute goal gave Rospa United a hard-earned victory over Modimolle Aces, whom they beat 2-1 in their Safa second division league match at the Univen Stadium on Saturday afternoon.

The home side came close to scoring in the 17th minute when Ndumeliso Mabulele released from outside the box. The ball did not have enough power to beat the Aces’ watchful keeper, Tyran Maake.

The wheel of fortune turned against United in the 24th minute. Their defender, James Maila, handled the ball within his own penalty area. That prompted the referee to award a penalty to the visitors. Simon Zitha converted from the white spot. Rospa United fought back in the 37th minute. They were also awarded a penalty after a defender of Aces, Silas Sebokwane, handled within the box. Marks Munyai scored to bring the half-time score to 1-1.

United introduced Ngelekanyo Mudau for James Maila earlier in the last half. The team’s captain, Mashudu Mashapha, was booked for an off-the-ball infringement on Eric Motau a little later.

United effected two more changes to their staring lineup. They replaced Hector Mothupi and Sbusiso Shabangu with Henry Motsie and Zanephi Methula respectively.

A free kick in the last minute gave birth to United’s winning goal, when Mashudu Mashapha headed home.

Victory at last

After losing 1-2 to Martizburg United last Sunday, Black Leopards made amends and beat Lamontville Golden Arrows 2-1 in their Absa Premiership League match at the Old Peter Mokaba Stadium on Wednesday evening.

Arrows took the game to the local lads, with their overlapping midfielder, Joseph Musonda, connecting some dangerous moves from the defenders to the strikers. Lidoda Duvha conceded four corner Mongezi Bobe of Black Leopards is challenged by Mzivukile Tom of kicks within the first 15 minutes.
