Foto verskaf.

DA asks more frequent Covid-19 data Covid-19 The Democratic Alliance (DA) in Limpopo has submitted a Promotion of Access to Information Act (PAIA) application to the Limpopo Health Department to compel them to release detailed Covid-19 statistics on a daily basis or at least every second day. According to a press release issued on Tuesday, the application was submitted because “currently the provincial department has been inconsistent in their sharing of information regarding Covid-19”. “Yesterday [Monday] the DA and all other parties represented in the Limpopo legislature had an informative meeting with Premier Chupu Mathabatha and certain MECs with regard to matters relating to the province’s response to Covid-19. “The Premier and his team committed to such detailed information on a fortnightly basis. Despite this positive engagement we believe the Limpopo Department of

Health should be releasing the statistics daily or at least every other day that are broken down into cases per district, fatalities per district, recoveries, the number of screenings and the number of tests conducted,” said the DA. The DA explained that the frequent provision of this information was important, so that they could understand how many tests were conducted in Limpopo, what proportion they were contributing to the national testing figures and how effective the provincial response to Covid-19 was. The release of this information, said the DA, was necessary for public accountability and reflected how much work was being done regarding testing by the province to address the coronavirus pandemic. An example of this, said the DA, was the information released recently by the National Institute for Communicable Diseases (NICD) that shows that Limpopo has only managed to conduct 69 tests per 100 000 people, which is the second lowest after the North West

province. The province has so far screened over 3 million people, with about 3000 people being referred for testing and 1942 people being tested. “This figure provided by the NICD indicates a low number of testing being conducted and raises questions as to whether we are getting a complete picture of community transmissions in the province. For an accurate reflection of the spread of the virus, we need a much higher number of tests to be conducted,” said the DA. They acknowledged the detailed amount of information shared at Monday’s meeting with Premier Mathabatha and his team, but added that they needed far more regular information, especially as the country was likely to see an increase in cases as it approached the peak of Covid-19 in September. “Limpopo’s Department of Health needs to be more accountable to the people of Limpopo and forthcoming with the details of the province’s testing stats through more consistent and regular updates,” said the DA.

Albei bly egter positief.

Interessant genoeg sweer sy hier ‘n eed by die Here: ‘So seker as die Here u God leef’. Maar dan verseker hy haar ook: Die Here sal by haar wees.

moeite aanry huis toe. “Soveel mense het so baie talent.

The local community opened their hearts and purses for the region’s homeless people last week. The Makhado Municipality, in conjunction with the Department of Social Development, converted some of the buildings at the Makhado Show Grounds into a temporary shelter. Currently, 19 homeless people are accommodated at the shelter. The local business community as well as individuals quickly answered the call for assistance with food and other necessities. Two businesses, Premjee Cash & Carry and Firefly Roadhouse and Bakery, provide most of the food and groceries needed at the shelter. Some individual residents provided goods such as toothpaste and face cloths. The staff at Zoutpansberg Private Hospital also contributed items such as soap and face masks. In the photo, helpers and social workers at the shelter stand next to a bakkie load full of food donated by Firefly. From left are Gundo Ramakhanya, Mavis Khoza and Tinyiko Mahlaule.

The best energy efficiency advice, said the SANEDI, is to always ensure that energy-consuming appliances and devices that are not in use are switched off. “Other easily implementable and short-term attainable energy efficiency practices include switching over to energy-saving LED globes, using LPG (liquefied petroleum gas) for cooking and heating, as well as always purchasing energy-efficient appliances, which are clearly indicated in the form of an Energy Efficient Appliance Label, displayed on most domestic appliances for sale, when allowed to do so under the lock-down regulations,” said the SANEDI. The organisation stresses that load shedding will have a devastating effect not only on the recovering economy, but also on the health services, such as quarantine and isolation facilities, as well as those convalescing at home. “We must emphasise the need for everyone to work together, just as we have stood together as a nation to fight the virus. SASSA beneficiaries queue to get their money from the Louis Trichardt Post Office.

Queues still long despite change in payment dates By Bernard Despite changes in the payment dates for SASSA recipients, long queues were still spotted in Louis Trichardt on Monday. At the Louis Trichardt Post Office, social distancing was observed at the beginning of the queue while members of the SAPS tried to enforce the distancing throughout the long queue. “I had to leave Nzhelele early and arrived in town by 05:30, but look, I am very far from the entrance. I do not see any meaningful change in the system. When we used to get money by the end of the month, we used to queue like this,” said the 79-year-old Andrie Mwira. David Mbaduga from the Sinthumule area felt that those responsible for SASSA grants have no clue on how to shorten the queues

for the beneficiaries. “I have been here since 07:00, but there is not much movement. I am not sure when I will be served. The responsible authorities just announced the change of dates on the radio without consulting us, the beneficiaries. We could give suggestions on how to improve the system,” said Mbaduga (70) while also complaining that he would not be able to stand for a long time. Ms Livhuwani Mavhandu, who had accompanied her mother, said the system introduced was good for her mother. “Before this new system was introduced, it used to be a big problem for my mother … I am happy even though there are a lot of people waiting for the grants. They are being well organised,” said Mavhandu. The MEC for Social Development, Nkakareng Rakgoale, urged beneficiaries earlier this week to practise social distancing.

Volgens Dippie was die aanvallers se modus operandi dieselfde as verlede jaar. Buiten vir kneuswonde oor haar hele lyf, is ‘n been in tannie Joekie se linkerhand gebreek. Sy het ook steekwonde aan die regterhand opgedoen, terwyl haar linker knieskyf vergruis is. land adjacent to the N1 was mired in controversy at the time, with environmental activists complaining that development would seriously endanger the town’s sensitive greenbelt. Objections were also received because the council had done away with the open-tender process, selling it directly after receiving an uninvited bid. The price paid for the property, R1,368 million, was also considered to be far below market value. At the time, the developers pointed out that a lot of conditions had been attached to the sale, which had dramatically increased the cost. These included that the developers would be responsible for the cost of infrastructure, such as electrical and other connections. Such costs could effectively add several millions to the price of the property.

As transparent as a toilet window In a set of questions sent to the municipality last week, they were asked about the tenders awarded to any of the other companies where Muswobi is a director or member. Previous reports received indicated that contracts to reseal streets had been awarded to Muswobi’s companies. “We are unable to furnish you with any information that can assist your good self with the research you are conducting on Muswobi. Kindly obtain a consent letter from him allowing us to furnish you with any information,” replied Mr Bobodi, the council’s spokesperson. Pointing out to Bobodi that the council is obliged to follow transparent and accountable procurement processes did not help. He was also asked about the legal basis for his insistence that tenderers be asked for permission before details be made available. He did not reply. Bobodi did respond to a question as to whether Cllr Mamorobela, as a senior member of council, had any influence over the tender-adjudication processes. He pointed out that the Municipal Finance Management Act (MFMA) prohibited municipal councillors from being members of any committee that approves tenders, quotations, contracts, or bids and from being an observer on such committees. The Makhado Municipality, however, is not very transparent about tender processes and the manner in which contracts are being awarded. One such example is about to be debated in a court case scheduled to be heard as soon as the Covid-19 lockdown regulations are partly lifted. The case stems from a transaction in 2019 when the council sold the park opposite the Spar complex in Louis Trichardt, next to the N1, to two bidders. In a strange decision, the tender

adjudication committee decided that only one tenderer qualified for one of the two erven. This was, incidentally, also the lowest tender. The second site was not sold to the highest bidder either. Questions about the transactions were put to the municipality but were not answered. After several unsuccessful attempts to get clarity, the newspaper resorted to filing an application in accordance with the Public Access to Information Act (PAIA). The application was completely ignored. The newspaper then filed an appeal to the Speaker of the Council, requesting that the deemed refusal to provide information be rescinded. The appeal was also ignored, effectively showing scant regard for the laws of the country. Court documents were filed and served on the municipality in February this year. The court was asked to make a ruling and force the municipality to comply with legislation. The municipality had until 6 April 2020 to oppose the application. This was not done, and a provisional date was set on the uncontested roll. Unfortunately, this date was within the lockdown period and the hearing could not continue. A date for a hearing will now have to be set once the lockdown restrictions have been lifted.

The refurbishment of the public swimming pool in Louis Trichardt was officially launched in 2014. The district manager of SASSA, Mr Azwihangwisi Magadagela, apologised to all beneficiaries for the inconvenience caused by the delays in payment. He said that the cause of the problem was the robbery at the Kutama Post Office, which had caused pensioners to flock in large numbers to the Tshilwavhusiku Post Office. He explained that when a post office requested money, they made a request based on the previous number of pensioners.
