Due to the Ministry of Home Affairs has limited. The Project Coordinator is employed by the project under an agreement of the government and UNDP.

Scope of work: For the first part of the work the consultant will work in close cooperation with all the concerned ministry and agencies (Ministry of Home Affairs), CSSP project management team, and UNDP’s People participation cluster team (2 programme analysts, and 1 programme associate) for a period of up to 20 working days. The consultant is also expected to work closely with other development partners (such as UN agencies, SDC and Oxfam) and apply participatory methods to this work. It will be important for the consultant to obtain appropriate feedback and involvement, and general agreement from the Ministry of Home Affairs (MoHA), and other identified stakeholders. For the second part of the work (implementation of the training), the consultant will be accompanied by government staff who will be expected to conduct the mid-term and final surveys. Thus, the consultant is responsible for training and coaching national stakeholders on training curriculum and other monitoring and evaluation tools and methodology during, and after the mission. Outputs/Deliverables The consultant is expected to produce outputs as described below: 1) A draft of an appropriate competency framework and training road map for government staff training in systematic way, including indicators & monitoring system and align supporting documents to ensure effective common implementations of the Capacity Development Strategy and Public Awareness Strategy report 2) A final appropriate training curriculum for CSO responsible officers based on competency framework and training roadmap/plan 3) Update documentation to date/align the exiting training mechanism and guideline-reflecting the challenging of capacity development of the MoHA/DoHA staff including the communication strategy that can be used in the future. The coordinator should: • Coordinate with implementing stakeholders and international partners; • Prepare and draft programme document for the project; • Support DPAD to establishment of project coordination mechanism; • Assist to start up activities, such as dissemination of legal materials, workshops on urgent issues, training sessions and capacity development sessions for CSO responsible officers and CSOs.

3. Scope of work Under the direct supervision of the Project Manager and National Project Director, the Project Coordinator will be responsible for the coordination and support of the AWP. S/he has to ensure that the expected results are achieved. The specific duties and responsibilities of the Project Coordinator are to: • Make all efforts as coordinator and main advisor of the AWP and project to provide leadership for the organization, management and smooth implementation of the activities in close cooperation with UNDP and all stakeholders; • Initiate, support and follow up on the activities relevant for the implementation of the AWP and project; • Supervise and support administrative staff in fulfilling her/his tasks; • Ensure regular monitoring of all AWP/project activities, with special consideration for gender issues; • Elaborate/provide annual and quarterly work plans; • Elaborate/provide progress reports and annual project reports; • Provide support to the establishment of CSSP coordination mechanisms; • Support the Legal Research and International Cooperation of the DPAD when necessary/ required; • Provide and prepare workshop/meeting’s documentation; • Take note of project workshop/meeting; • Sometime working under pressure when necessary/required,

4. Duration of Assignment, Duty Station and Expected Place of Travel: Duration of Assignment of the Project Coordinator will be started August – December 2014. The Project Coordinator will be based in Vientiane Capital (The Ministry of Home Affairs, Department of Public Administration Development) and will be further guided by the Head of the Governance Unit at UNDP. The Project Coordinator sometime will travel to other provinces based on project activities.

5. Provision of Monitoring and Progress Control The Project Coordinator will be under supervisor by the Project Manager and the Project Coordinator will report (Progress report, Annual report, workshop and project meeting minutes) to the Implementing partner such as PM, NPD and UNDP. The Project Coordinator will be further guided by the Head of the Governance Unit at UNDP (PO/PA).

6. Qualifications Required Academic Requirements: Master’s degree in development studies, law, political or social sciences, or related studies or Bachelor’s degree may be considered if the candidate has an experience of at least 3 years in project management and coordination. Mechanical Trainee (Re-advertised)

6 Positions (THPC Site Office, Khammouane Province) THPC Operation and Maintenance Division are working on a reinforcement of the Maintenance Division. As the part of this program, 6 trainees will be recruited for a two years trainee program. After ended trainee program, the Maintenance Division will select among this trainee for actual candidates to be employed into the new reinforced maintenance division. We are looking for someone who wants to be a high qualified Hydro Power Technician. Qualification: • Technical education, higher diploma or Bachelor degree, as technician in the field of electro-mechanical work or technicians with comparable experience. • Understanding of spoken English language, both written and verbal. • Good understanding of Lao language, both written and verbal. • Have a car driving license. Shift Operator

One Position (THPC Site Office, Khammouane Province) The Shift Operator are responsible to assist Shift Charge Engineers on duty to ensure that the Operation are supervised and Operated safely, efficient and in accordance to all relevant Operation procedures and Scheduled Plans. Responsibilities • Perform duty in accordance to relevant procedures, instructions, guidelines and other relevant routines for Operation. • Follow plan Supervised by the Shift Charge Engineer for daily rounds and routine works for the Operation Facilities. • Participate in and contribute to Operations team planning. • Support and assist Shift Charge Engineers in all operations matters during shifts to ensure Safe and efficient Operation. • Following up all problems detected during inspection rounds. • Report all abnormal events, defaults and Non- Conformities direct to Shift Charge Engineer on Duty. Shift Charge Engineers

Four Positions (THPC Site Office, Khammouane Province) Shift Charge Engineer on duty are responsible to plan and coordinating work at the Dispatch Centre. Supervise that the Operation are performed safely, ef-

ficiently and in accordance to all relevant Operation Procedures and Scheduled Plans. Responsibilities • Responsible Short term and daily planning of the Operation in accordance to Overall Operation Plan. • Responsible for preparing safety plan and Supervising all work for the Operation Facilities. • Responsible for supervising the Operation so all planed Operations and contractual obligations are met according to all PPAs and Grid Codes. • Supervising the ongoing Operation by Monitoring and using the on duty Operators. • Log and Register all operation activities and report defaults and non- conformities into the Maintenance System. • Report when needed abnormal event and defaults to Engineer in Charge. • Monitoring and restore operations according to procedures. • Lead and coordinate operators to protect employees’ health and safety Qualifications • Relevant Operation experience from Hydro Electric Power Plant at a high level. • Relevant Engineering skills and qualifications. • Good planning and organisational skills, with ability to supervise • Work and take decision independently. • Good understanding of Team Work. • Good understanding for spoken and written English Language.

Senior Community Development Officers – Re-advertise

One Position (THPC Site Office, Khammouane Province) Livelihood and Community Development Officer is needed to assist with the com-munity development program, under the direction of the Livelihoods & Community Development Team Leader. Responsibilities • Strengthen village management & leadership capacity • Creation of and support to village development committees & food-forwork programs • Livelihoods monitoring and participatory water and sanitation management • Identification of and support to vulnerable groups and individuals • Assist with public consultation activities to: • Ensure communities are fully informed of project plans, policies and entitlements • Gather community opinion on project plans, assess levels of satisfaction and suggest ways to make plans/activities more acceptable to communities • Informally monitor and report expected and unexpected project impacts • Register and verify assets, measuring any losses and processing compensation • Notify communities of grievance resolution mechanisms, follow up and report on all grievances submitted • Prepare purchase and advance requests, activity reports and field notes and contribute to Team monthly reports and six-month activity plans • Participate in planning and implementation activities as required. • Coordination with district and provincial government counterparts Qualifications • At least three years of experience in rural development • Degree or proven experience in development or agronomy fields; • Strong planning and organizational skills; • Ability to communicate with and motivate rural people from various ethnic groups • Able to work with MS Office, Outlook and other basic software applications.
