Duties and Responsibilities • Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. • Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations. • Manage logistics vendors’ contracting activities including performance monitoring and measurement. • Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set. • Provide oversight for inventory management (e.g. physical stock verification, reporting, etc.), to ensure any existing and developing issues with regards to proper stocks management are timely addressed and WFP standard procedures for commodity handling and storage are strictly followed. • Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary. • Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration. • Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor. • Perform research, collect data and conduct analysis, produce reports (e.g. SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making. • Perform any other related duties as required.
Experience and skill: • At least five years of practical progressively responsible experience in warehousing and storage, supply chain management, administration, commodity management, accounting or related field. Making Access to Finance More Inclusive for Poor People (MAFIPP) is a four year UNCDF’s initiative co-funded by Australian Government and implemented by the Bank of the Lao PDR (BOL). The program is seeking a qualifi ed Temporary Project Accountant who can provide signifi cant support to the Project during the course of the project implementation. Duty and Responsibilities: ¬ Maintaining proper fi nancial records and fi les in accordance with prevailing procedures; ¬ Preparing draft fi nancial reports for the project team and advising them accordingly; ¬ Monitoring and supervising expenditures by project; ¬ Monitoring and analysing project expenditures with respect to approved budgets and work plans; ¬ Assisting the Project Manager (PM), National Project Director (NPD) and Chief Technical Advisor (CTA) to prepare work plan, budgets and estimates quarterly project expenditures; and ¬ Realizing, on a monthly basis, bank, CDR and expenditures reconciliations against project budget; ¬ Compiling monthly, quarterly and annual expenditure reports for the PM, NPD and Project team providing expenditure updates as required; ¬ Preparing requests for direct payment and requests for advance to project operating account; ¬ Preparing and maintaining updated ledgers and inventories of supplies and nonexpendable property; ¬ Liaising with UNDP Finance Unit and UNCDF Programme Analyst and Programme Associate as required; ¬ Ensuring fi nancial guidelines are followed and best practices maintained during the implementation of all project activities; ¬ Performing other relevant duties as required. Qualifications and experience: ¬ Bachelors degree or equivalent in fi nancial management, accounting, business ¬ Administration or related fi elds. ¬ Knowledge of modern accounting and offi ce procedures ¬ At least three years accounting experience ¬ Proven spreadsheet (Excel), typing, word-processing and PC ability ¬ Experience working with development projects or UNDP project is an advantage ¬ Fluency in English and Lao, with reasonable written and oral communication skills ¬ Ability to work well under pressure and to meet scheduled deadlines.
