The “Regional Economic Integration of Laos into ASEAN, Trade and Entrepreneurship Development (RELATED)" is part of the Lao-German Development Cooperation and commissioned by German Development Cooperation, implemented through GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit). The “Luang Prabang – Handle with Care” project is implemented within the EU SWITCH Asia II program on Promoting Sustainable Consumption and Production by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in partnership with the Lao Hotel and Restaurant Association (LHRA), the Lao Association of Travel Agents (LATA) and SEQUA is currently seeking 1 qualified Laotian candidate for the position of National Tourism Expert.

Main tasks and responsibilities: The position holder is responsible for:  Assist in planning and implementation of all technical work (sustainable tourism tools, technical assessments) and consultancy needs associated with the implementation of the project.  Provide quality oversight of consultancies and services and report discrepancies.  Coordinate the project activities with and support LHRA and LATA in reference to adapting sustainable practices, to liaise with government ministries and technical institutions.  Devising and implementing capacity building requirements of LHRA and LATA particularly in relation to the required contributions of the project.  Facilitate active participation of LHRA as well as LATA and their members in the project.  Maintain effective partnership with Government and regional Institutions, implementing partners, GIZ colleagues and the EU.  Contribute to a relevant network of stakeholders, stay in regular contact with and assure good information ﬂow between all stakeholders of project.  Identify sources of information related to SCP measures in tourism, in particular in the region, and document them.  Promote knowledge management, document best practices and lessons learned from the project implementation, and facilitate the dissemination in appropriate format to relevant stakeholders.  Contribute to knowledge networks and communities of practice at national and regional level.  Provide quality inputs for technical reports and outputs produced.  Contribute to advocacy efforts aimed at highlighting the economic and social development benefits of green tourism related issues.  Maintain necessary media and PR connection for the project.  Jointly support successful organization of fora / symposia / workshops for information sharing and awareness raising.  Monitor and analyze progress made on project implementation as per the delivery plan, identify problems and issues to be addressed and propose corrective actions.

Main tasks and responsibilities: The position holder is responsible for:  Assume the role as technical lead in the area of Sustainable Consumption and Production (SCP) in the field of sustainable tourism development in the project.  Develop and lead the implementation of interventions regarding SCP in accordance with the log frame and the overall action plan; assist in preparing associated consultancies and their implementation during the project.  Establish a monitoring & evaluation system for SCP interventions.  Prepare recommendations on required revisions in the work plan in the area of SCP in sustainable tourism development.  Facilitate local and national dialogues and information exchange on SCP in the field of sustainable tourism development.  Contribute to awareness raising on SCP issues; lead the drafting of relevant materials on SCP practices in the tourism sector.  Contribute to advocacy efforts aimed at highlighting the economic and social development benefits of adapting to SCP measures in tourism.  Assist to effectively promote sustainable tourism products from Laos.  Review and provide quality feedback to reports; participate in and technically contribute to planning workshops and steering committee meeting.  Identify sources of information on SCP in the tourism sector and document them.  Identify and synthesize best practices and lessons learned directly linked to the implementation of the project.  Promote knowledge management; support capacity enhancement through knowledge sharing among key stakeholders.  Liaise with advocacy networks at the national and regional level on SCP practices.  Maintain effective partnership with Government and regional institutions, implementing partners, GIZ colleagues and the EU.  Respect the EU communication and visibility guidelines.

Experience and Qualifications of the candidate:  A minimum 5 years of progressively responsible experiences in tourism or related development project / program implementation.  Proven experiences in technical report writing.  Working experiences with development partners, in particular with GIZ or EU funded project, is an advantage.  Working experience in Luang Prabang or different regions outside of Vientiane is an advantage.  Advanced university degree preferably in tourism management, business, economics, sustainable development, or related discipline.  Excellent command of the English and Lao language.  Very good working knowledge of IT System e.g. MS Outlook and other office applications (e.g. MS Excel, Word and etc.)

Experience and Qualifications of the candidate:  A minimum 5 years of progressively responsible experience in sustainable tourism projects or a related area.  Experiences in the implementation of SCP tools for sustainable tourism in the region.  Proven experience in technical report writing.  Working experiences with development partners, in particular with GIZ and EU funded projects, is an advantage.  Extensive working experience in ASEAN preferred.  Advanced university degree in tourism management, sustainable development, natural sciences, or related discipline.  Excellent command of the English language, basic knowledge of Thai or Lao will be an advantage.  Very good working knowledge of IT System e.g. MS Outlook and other office applications (e.g. MS Excel, Word and etc.)
