Background:
The Government of the Lao PDR, with the assistance of UNDP and development partners, officially adopted the Legal Sector Master Plan (LSMP) in September 2009. The LSMP is a comprehensive long-term strategy plan on the development of the rule of law state in Lao PDR by 2020. It lays down the vision, guiding principles, objectives and program of the legal sector in the country towards 2020. In January 2014, the Government of Lao PDR launched the Support Project for the Legal Sector Master Plan (SPLSMP), a comprehensive strategic implementation plan aiming at developing the rule of law state in Lao PDR. The Lao Bar Association (LBA) component is integrated in to Pillar 2 under the SPLSMP, focuses on institutional strengthening of legal and judicial institutions to implement legislations and enforce judgment, LBA and its partners are seeking the Chief of Cabinet who has proven knowledge and working experience in administration system.
Duties and responsibilities:
Under the guidance and direct supervision of the LAB executive committee, the incumbent shall: • Assist daily duties of LBA Executive Committee; • Coordinate with involved ministries and other authorities; • Centralize communications and summarize relationships and cooperation between LBA and international organizations in Lao PDR and abroad; • Arrange Executive Committee meeting and LBA conference (documents, meeting supplies, venue, protocol, invitation etc…); • Summarize quarterly, semester and annual report of the implementation of LBA work plan; • Manage and record LBA finance and statistic office equipment; • Implement involved roles and functions stated in the internal rule of LBA.

Enterprise and Business Development trainer - Improved Cook Stove Program POSITION: ENTERPRISE AND BUSINESS DEVELOPMENT TRAINER, LAO NATIONAL ACTIVITY: Business Development of Improved Cook Stove SMEs. TIMEFRAME: 1 to 12 September 2014 (10 days) and Field visit (15 days). LOCATION: Vientiane, Savannakhet and Champasak provinces, Lao PDR A. GENERAL: The Improved Cook Stove (ICS) Program was initiated in 2010 with the support of Oxfam Novib, SNV and the Blue Moon Fund and by ARMI. The program’s goal is to contribute towards poverty alleviation in Lao PDR through the development of a sustainable production chain of cleaner and fuel efficient ICS. With the support of the European Commission, the ICS Program is now in it’s second phase (20132016) and aims to scale up the ICS production and distribution chains. The ICS program plans to successfully distribute 100,000 ICS by the end of 2016. The main objectives of the program are to reduce smoke and greenhouse gas emissions through: 1. Increased number of households using ICS 2. Raised levels of awareness and benefits of the ICS among stakeholders 3. A developed a sustainable market-based ICS sector 4. Increased capacity of ICS producers and retailers. The ICS program has identified that the main bottleneck of the cook stoves value chain is on the supply side, while the demand-side is showing a progressive upward trend. Labour, lack of agreed standards, business skills, -management, cash flows and weakness of networks among producers and with retailers are identified as few of the main constraints. B. DUTIES AND RESPONSIBILITIES: The main objective of the consultancy is give support to improve the ICS value chain, and to build the capacity of ICS technical team. This involves business development skills, the write up of investment /business plans, a solid understanding of a ‘franchise business model’ , SME registration requirements, increasing access to finance to improve production and the establishment of the producers association. The consultancy/trainer will focus on training related activities suited to the actual and directs needs of the producers. The training activities will also include project team and project partners to enable them to effectively support SME development. Specific Activities: 1. In close cooperation with the SNV and ARMI ICS team, the consultant will prepare the training set up by a planning with a clear set of goals, deliverables, and methodology (including a training needs assessment and a sound mix between theory and real life practise.) 2. Two days training for the ICS team and the producers on the following items; • Developing viable investment plans that increase production speed and profitability; skills in basic bookkeeping, financial management, planning, cash flow analysis, human resource management, negotiation - and selling skills and networking. • Explain and discuss the benefits of the ICS franchise business model, - the underlying meaning of the Superman logo and its relation to quality standards, promotion, cooperation among producers/retailers. • In close cooperation with SNV and ARMI discuss with the producers the goal, mandate, roadmap and operational modalities of the ICS Producers’ Association. • P rovide an overview of finance options among different commercial and social banks, calculate interest rates, formal requirements, of commercial and social banks. 3. Evaluate the training by structured questionnaires and by an open group discussion at the end of the training with the purpose to define next steps, gaps in understanding and needs to follow up training/coaching support. 4. Follow up and coaching after training at least one time in a month for each location to make sure that everything is following the action plan, adjust or move to difference direction or approach if needed, visit each producers in one field trip (report is needed for each time of field visit) The Enterprise Development Consultant/trainer will provide technical training for ICS team, partners and ICS producers and will advise ARMI on the viability and sustainability of ICS enterprises. He/she will receive support from the ARMI Director and the SNV advisors. C. LOCATION The assignment will take place in Vientiane, Savannakhet and Champasak provinces. The consultant /trainer will provide a training course in Champasak province and spend time after training to follow up and coaching ICS team and ICS producers in the field. The Programme staff will arrange the logistics, travel arrangements and venue. D. DELIVERABLES The consultant/trainer will deliver: 1. 5-10 pages report in Lao and English. The report will consist of the following: a. Introduction b. Training Curriculum c. Activity Report d. Findings and recommendations e. Overview of access to finance at different banks f. Requirements and (dis) advantages for SME registration g. Annexes of materials developed 2. One business/investment plan 2014-2016 for each of the male and female producers/sub producer including co-finance from the ICS Programme. 3. Agreed draft mandate on the Producers Association, Roadmap and operational plan 2014-2016. 4. A 20 minute presentation of preliminary findings of the producers training at the multi stakeholder meeting at 10 September. 5. Action plan on follow up and coaching ICS team and ICS producers in the field at least once a month for each location. E. QUALIFICATIONS AND EXPERIENCE • Demonstrated experience of SME-specific challenges and successful approaches in SME development • Experience in training and capacity building • Fluent Lao language (written and spoken) and preferable English language skills • Strong interpersonal skills and the ability to work effectively with stakeholders across multiple organisations F. TIMEFRAME • This assignment will be conducted during the period of 1 to 12 September 2014. (10 days) • Preparation and finalize training curriculum for ICS team and ICS producers on 1 to 5 September 2014 (5 days, Included traveling). • Provide a training course on Business Development of Improved Cook Stove SMEs to ICS team and ICS producers on 8 to 9 September 2014 (3 days, included traveling) • Summary training report included all documents, materials developed on 11 to 12 September 2014 (2 days) • Field visit after training to follow up and coach implementation of all participants in each location. In addition to resettling villages from the Nam Gnouang reservoir area, the company supports the protection of local biodiversity conservation areas and has expanded its work among downstream communities, especially those living along the Hai and Hinboun rivers. Community Development under the technical supervision of the LCD Team Leader and Manager the incumbent will undertake the following duties and responsibilities: Responsibilities • Working in a team, assist in the implementation of the Community development program according to agreed work plans. • Promote community participation in relocation process, dissemination of information and conducting villagelevel meetings. • Assist in disseminate project plans, policies and compensation entitlement. • Facilitate cultural and ritual reservation. • Strengthen village management and institutions regarding the maintenance of new infrastructure and services, including schools, health Centres, village meeting halls, roads and drainage.
