BASIC FUNCTION OF POSITION Installs new A/C units and performs routine maintenance and repair work. Installation work consists of the placement and mounting of the fan coil and condensing units, mounting, insulating and connecting all refrigerant lines, connecting all electrical wires, and evacuating and charging the system with Freon. Maintenance and repair work consists of servicing and cleaning of A/C units, duct work and other air circulating circuits, diffusers and grille work. Troubleshoots various refrigerant and electrical circuits within the units to determine cause for component failure and the replacement of same, re-buildings failed components when practical, and balances air circulating systems. Prepares a list of materials and tools required for each assignment and provides assistance to other shops as required.
QUALIFICATIONS REQUIRED NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. 1. Education: Completion of technical school or equivalent is required. Must possess vocational training in air conditioning, maintenance and repair or preventive maintenance (approx. 3 years). 2. Prior Work Experience: Two to three years direct experience in maintenance, repair and installation of electrical system. 3. Language Proficiency: Ability to read and write Lao is required. Level 2 (Limited knowledge) of both written and spoken English. 4. Knowledge: Must have full journeyman knowledge of established trade practices and mechanical and electrical drawings and schematics to produce quality orders for materials and manpower requirements for preliminary estimates. 5. Skills and Abilities: Must be able to use all hand and hand power tools and other shop or testing equipment associated with the A/C Mechanic trade.

The National Programme Associate will be located at the UNFPA Country Office in Vientiane, Lao PDR. As part of the Programme Team, the Programme Associate supports the design, planning and management of UNFPA’s country programme by providing and managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations. He/she is instrumental in facilitating programme/project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.
The National Programme Assistant will be located at the UNFPA Country Office in Vientiane, Lao PDR. He/She will work under the direct supervision of the SRH Coordinator, the National Programme Assistant (NPA) provides programme related financial and operational support to the SRH Unit.
Duties and responsibilities: 1. Follow-up on the expenditures (FACE): review, process quarterly FACE and advances, record programme/project expenditures . Process transactions through assigned role in ATLAS with Requisitioner and Buyer functions 2. Facilitate audit requirements through coordinating with the SRH Team members and the Operations Unit for regular spot checks and annual NEX audit for SRH projects/programme 3. Support Country Office effort in strengthening capacity of the National Implementing Partners in the programme and financial management of the UNFPA-supported initiatives; also includes guiding other Programme Assistants in the SRH Team 4. When required, prepare programme/projects-related correspondence for clearance by the Programme Officers for the SRH Coordinator’s endorsement, draw attention to matters of high priority; and timely follow up with the concerned on the implementation of these correspondence 5. Facilitate the Team in following up with the Annual Workplan implementation, other agencies on projects-related issues; administrative matters such as: hotel bookings, transport, printing publications/booklets, workshop arrangements, national and international consultant recruitment. 6. Draft supporting documents for the issuance of SSAs and sub-contracts and timely payment processing for these contracts. 7. Coordinate in organising overseas study visit, training course and fellowships under UNFPA-supported as well as under regional programmes 8. Arrange meetings and take minutes; arrange appointments for Team Members, receive visitors respond to routine requests for programme and project information. 9. Facilitate retrieving of files and documentation; maintain database for trained health personnel 10. Collect information, assemble and prepare background materials required by SRH coordinator and NPOs as required. 11. Maintain inventory record of assets provided by UNFPA; assist in initiating procurement as per AWPs. 12. Demonstrate and promote gender sensitive behaviour and gender equality within UNFPA and with partners. 13. Duties and responsibilities:

Supports increased availability of gender-sensitive data for planning, monitoring and evaluation of population-related programmes; 8. Promotes integration of population, reproductive health, gender and human rights in national policies and programmes; 9. Supports strengthening of mechanisms for coordination, monitoring and evaluation of population programmes at national, regional and district levels; 10. Supports capacity building in data collection, processing, analysis, and dissemination; and enhancing the knowledge base for integration of population variables and contemporary issues into account in the formulation, implementation and evaluation of development policies, plans and programmes in relevant sectors and in programme districts. 11. Qualifications and Experience:
• University degree in public health, medicine, population, demography and/or other related social science field. The company’s two Powerhouses together generate around 500 MW of electricity, including 60 MW for domestic consumption. THPC invests in its staff for the future. The Theun-Hinboun Power Company Limited is currently looking for the following personnel to join out team:
1. Senior HR Officer (Re-Advertise)
One Position (Site Office, Nahin, Khammouan Province) Responsibilities: Human Resources • Assist and undertake all aspects of the Human Resources function relating to recruitment and selection matters and associated terms and conditions to ensure candidates fit the role and company culture. • Develop, coordinate, monitor and evaluate staff induction/orientation, probationary reviews and exit interview processes and make recommendations as appropriate. • Responsible for investigating and responding to problems, enquiries, complaints and policy and/or procedure violation. • Provide HR related support to Line Managers and their respective Departments/ Divisions on workplace related issues. • Assist in the application of the performance management system and provide on-going support to line management and staffs • Assist and facilitate staff training and development at site. • Undertake specific projects or tasks within the HR function as required by HR Manager. • Policy & Compliance • Contribute to the development, implementation and monitoring of internal policies, procedures and processes which provide an effective, consistent and timely delivery of HR services to THPC • Contribute to THPC’s workplace culture through the development, review and promotion of Core Values and Code of Conduct • Provide a consultancy and advisory service to line management and staff on HR management issues including the development, implementation, monitoring and evaluation of THPC policies, procedures and guidelines together with the interpretation of relevant Law, Regulations relevant to HR and the provision of advice on contemporary HR practices. • Assist in monitoring and ensuring organizational legislative compliance in relation to workplace practices Administration • Deliver HR performance monthly report • Coordinate with Division/department Admin officers in terms of staffing and timesheet • Provide general HR administrative support across the organization • Other tasks as assigned by HR manager Qualifications • Bachelor’s or Master’s degree in Human Resource Management or related field • Minimum five years of experience in Human Resource Management or related field • Good inter-personal skills and ability to demonstrate good adjustment • Good in communication and coordination skills • High motivation, able to multitask and with a good working attitude • Keen to learn and able to work under pressure or unsupervised • Good command of English both verbal & written • Efficient in Microsoft office.
2. Senior Water Quality Officer (Re-Advertise) One Position (THPC Site Office, Khammouane Province)
Responsibilities • Assist the Team Leader to Manager the laboratory and the laboratory Team Leader to ensure the THPC environment standards are sustains • With the Water Quality Team gather and correlate in baseline information on location of sampling, frequency of sampling, parameter, and that the method of testing is identified in accordance with project guideline • Ensure the quality of surface water, water supply and wastewater sample testing in the THPC project and affected village is compliance with internal standards and applicable law for human health, aquatic life system and the environment • Conduct the quality assurance and quality control (QA/QC) procedures both on laboratory and filed to ensure the reliability of data • Participate in monitoring and supervision of water quality, and provide mentoring to relevant GOL staff on effective monitoring and supervision • Liaise with the other THPC units to monitor surveillance of the watershed and the subsequent impact on communities affected by the project and to develop pro-active strategies to address such issue. • Prepare work plan and laboratory activity schedules appropriate for achieving the goals • Conduct daily assays of the water samplings of THPC project as needed and advice for potential risk based on results analysis
• Deal with team members, construction teams and relevant government staff (as required) to select, brief, train and follow-up on water and lab issues • Implementation and maintenance laboratory procedure • Provide data input and conduct data analysis for reports • Undertake any other activities requested by the EMMD Manager Qualifications • Degree in Environmental Science or related discipline and/or minimum three years of field experience • Ability to work in team and unsupervised • Good technical skills with WQM laboratory and field analysis equipment • Data interpretation and reporting skills • Strong in work planning and equipment maintenance
3. Fisheries Team Leader The Fisheries Team Leader manages a team dedicated to helping people in the project area manage aquatic life, providing data on fish status and working to manage fishery harvests sustainably. Responsibilities • Manage four staff members and work with government counterparts in 3 different zones • Continue ongoing community fisheries survey, annual aquatic diversity studies and monthly fisheries surveys based on catch reports from all project areas • Work with Village Fishery Groups (VFG) and government counterparts in the reservoir area to implement the Reservoir Management plan, including: ⚪ Fishing and trading licences ⚪ Conservation zones and periods ⚪ Conflict resolution. • Training in fisheries co-management and monitoring to government staff and VFGs • Liaise with other SED units to monitor the watershed and project impacts on communities and to develop pro-active strategies to address such issues • Coordinate with NGOs and other hydropower projects active in the area • Oversee data input and analysis and make periodic written reports as instructed • Prepare the annual budget with the action plan, and monthly report Qualifications • A seasoned project team leader with excellent management skills and research experience • Good knowledge of Lao native fish species and common exotic species, including habitat and breeding, and knowledge of fishing methods • Experience in fishery management planning and community institution building • Good communication & inter-personal skills; ability to communicate with all ethnic groups • Reporting skills: use of MS Office and ability to communicate in English an advantage.
4. GIS/Land Use Planning and Erosion Monitoring Senior Officer This Senior Officer provides data to the team leader for land-use planning activities in THPC project areas. Data includes that from land asset surveys and monitoring of erosion in river systems. Responsibilities • Assist with implementing land asset surveys and management of the GIS database, and land register including land use certificate and village mapping • Assist with all required layout, mapping, data keeping or filing related with GIS/land use and erosion • Production of GIS maps for the Environment Monitoring and Management team on land-use planning, forestry, watershed management, water quality, waste management • Participate in integration and analysis of maps to highlight potential environmental impacts • Cooperate with government environmental teams on all issues related to environmental standards, monitoring and land use planning. • Provide technical support and training on GIS and land use planning for THPC staff and government counterparts as required Qualifications • At least two years proven professional experience in GIS mapping • Experience in mapping river systems and natural features an advantage • Ability to communicate with and motivate rural people from various ethnic groups • Good communication and reporting skills; • Ability to communicate in English an advantage.
