Operational Hydro-Meteorologist / Forecaster Division/Section: Flood Management and Mitigation Programme (FMMP), Technical Support Division (TSD) Level: M-11 Work location : MRC Secretariat in Phnom Penh, Cambodia Contract type/ Duration: Fixed-term Appointment / One year contract renewal Key Responsibilities: • Function as the prime Flash Flood Forecasting Expert (FFFE) for the Flash Flood Guidance System, its operations, its (FFG) verification and its improvements in close cooperation with other team members of the OU of the RFMMC; • Function as the prime FFF for the flash flood bulletins as per MRC/RFMMC requirements; • Function as point of reference for flash flood issues for the National Line Agencies (NLAs) responses for flash flood alerts and warnings; • Assist hydrological, hydraulic studies for other FMMP activities; • Support the development of tools for forecasting and river monitoring and risk assessment tools; • Is technically responsible for the coordination regarding the operation, maintenance and improvement of regional hydro-meteorological networks; • Cooperate closely with the River Forecasting Experts (RFEs) and other OU team members in establishing and maintaining an operational database for flash flood guidance system alerts and warning, and dissemination services; • Perform routine evaluations flash flood guidance system (FFGS) and contribute to the flood forecasting & river monitoring operations, as well as to hydro-meteorological studies/analyses; • Continuously look for ways to improve FFGS operations, in particular regarding the Hydroestimator by actively identifying practical ways to reduce uncertainties, increase lead time and accuracy, and improve operational cooperation with National Line Agencies / National Centres for Flood Forecasting, and Disaster Management Agencies; • Provide in close cooperation with the RFEs technical advice in relation to hydro-meteorological data collection, management and the development of database systems to the RFMMC; • Perform validation of the weather model results, satellite rainfall estimation (TRMM, SRE and Hydroestimator and others), statistical analysis of overall and conditional probabilities covering a range of meteorological events, and similar analyses at the scale of selected flood-prone sub-basins; • Provide meteorological guidance products for and meteorological training to the RFEs; cooperate with other experts in the development and production of flash flood maps, based on the statistical analysis of flash flood occurrences; • Identify and propose new technologies and emerging trends in flash flood forecasting which can be successfully applied in the Mekong River Basin. This can be done through professional networking and the development of global links with relevant organizations and technological resource centers worldwide; • Support the RFEs and other OU team members in the organization, preparation, data and information collection and formulation of the MRC’s Annual Mekong Flood Report, the Weekly Flood Situation Reports, Weekly Dry Season Monitoring Reports, Annual System Performance Evaluation Reports and the Seasonal Flood Situation Reports, and other related technical reports as required by the Operations Manager; • Follow the Operational Manual for the Flash flood Guidance System and check annually if updating is needed. • Participate in the selection, installation and operation of new tools and associated equipment/facilities for forecasting, risk assessment, alerts and warnings, dissemination, feedback communications from the users, etc., if required; • Analyze and assimilate real-time hydro-meteorological data using operational expertise to: ¬ Perform interactive quality control of precipitation for use in operational forecast system; ¬ Override the use satellite-based estimates, for example, based on the analysis of data from ground-based sensors; ¬ Provide alternative precipitation estimates as necessary; • Assimilate and perform quality control of hydro-meteorological forecasts for input to the operational MRC River Flood Forecasting System, including: ¬ Evaluate and provide Quantitative Precipitation Forecasts (QPF) for model input as needed; • Produce precipitation forecasts and guidance products to: ¬ Analyze potential for future flooding and generate flood potential discussion products for river floods and flash floods; ¬ Support the analysis of effects of observed precipitation and other hydro-meteorological phenomena on river flows and flash floods to generate discussion products, describing impacts of recent events on river flows, including droughts and other events that are not of sufficient magnitude to cause rivers to reach flood stage or the generation of flash floods; • Support the performance of hydro-meteorological verification activities on QPFs and river flood and flash flood forecasts; • Develop and improve hydro-meteorological techniques used with the goal of improving forecast accuracy and operational efficiency; • Perform all above General and Specific Tasks and other relevant tasks under the supervision of and as assigned by the Operations Manager of the OU of the RFMMC. Qualifications/Requirements: • Master’s Degree or higher in meteorology, hydrology, water resources engineering or equivalent; • Proven experience of at least 10 years in operational hydro-meteorology and in hands-on working with weather forecasting tools in a weather center; • Substantial knowledge and experience in working with real-time hydro-meteorological data, weather models, satellite rainfall estimates and radar for forecasting of river floods and flash floods, and dissemination of warning information to communities and a wide range of users is a prerequisite; • Experience in developing and using forecasting tools / hydrological models in river basins; • Experience of working in a multi-cultural or international environment; • Knowledge about MRC and its activities and working experience in the MRC member countries will be of additional advantage; • Excellent command of verbal and written English and one riparian language is a must. The Master Plan lays out a framework for the country’s first broad-ranging legal reform in order to achieve its ultimate goal of establishing a rule of law state by 2020. It is a comprehensive and candid statement of the current needs of the legal system as well as a series of guiding principles for developing a rule of law state and action plan to achieve this goal. The Plan represents an effort at coordinated legal system development consistent with the guidance of the political report of the IX Party Congress. In order to support the implementation of the Master Plan, UNDP, together with other donors, launched a new project (“Support Project for Implementation of the Legal Sector Master Plan”) in January 2014. As the first attempt towards a programme-based approach in the legal sector of Lao PDR, the SPLSMP is expected to deliver the following 6 key outputs: 1. Enhanced capacity, procedures, and standards for legislative development and implementation in Lao PDR (implemented by MoJ) 2. Improved mechanisms for effective legal institutions and systems at national and local levels (implemented by OSPP) 3. Improved capacities of human resources in the legal and judicial sector (implemented by MoJ) 4. Information, Communications and Technology (ICT) Officer (National): 1 Position Duties and Responsibilities: The ICT Officer will report to the SPLSMP Coordination Officer to ensure fully operational information technology services for the SPLSMP and provide support for implementation of the “one-stop website” that will be established under the Project. This is a critical step to be taken in order to further improve people’s access to justice/information as well as the organizational and operational capacity of the core agencies.
