Regional Consultant (Re-announcement) for Hydrolofy and Sediment Expert to Support the Hydrology Team in the Preparation of the Lower Mekong Basin Hydrologic Yearbook 2005-2012 Consultant Type: Regional Consultant (Individual) Division/Section: Information and Knowledge Management Programme (IKMP), Technical Support Division (TSD) Work location: Office of MRC Secretariat in Phnom Penh, Cambodia Contract type/ Duration: One-year service contract Key Responsibilities: • Prepare a detailed work plan for the Discharge & Sediment project for 2013/14; • Acquisition of all historical discharge and sediment transport data; • Provide QA/QC for the historic data and provide assistance to include the data sets in a structured manner into the MRC Master Catalogue; • Evaluation and analysis of all existing sediment data including grain-size analysis of suspended sediment samples, bed-load and bed material for the lower Mekong Basin; • Facilitate maintenance and repair of existing discharge monitoring equipment including boats and boat engines; • Organise and facilitate training sessions for national line agency staff and measurement teams as outlined in the Project Plan document: a. Sediment sampling and analysis a. Operation of ADCPs and Differential GPS for discharge measurements; • Assist in standardising laboratory methods for analysis of suspended sediment concentration across the 4 Member Countries; • Visit provincial and national laboratories to ensure that the correct procedures for analysis of suspended sediment concentration are being followed and provide technical support to laboratory staff; • Assist to improve discharge and sediment monitoring at key monitoring sites; • Facilitate the implementation of coordinated discharge, sediment and water quality monitoring at selected stations as outlined in the Project Plan document; • Organise and facilitate one project review with the four Member Countries during 2014; • Compile and quality check all incoming discharge and sediment data (data will be sent by the countries to the MRC every 6 months). Archive all quality-checked data in the MRC database and provide countries with feedback on any quality control issues; • Produce river cross-section profiles from discharge measurements and calculate suspended sediment loads for each measurement day. Produce 6-monthly reports summarising the results of discharge and sediment monitoring and identifying any quality control issues that should be addressed during the following 3-month sampling period; • Assist in a baseline channel morphology surveys at proposed mainstream dam sites (most likely in Cambodia only) and coordinate the survey activities undertaken by the different involved agencies and project partners; • Establish a data storage system for discharge and suspended sediment sampling data and information (measured velocities and depths, sampling locations, cross-section profiles etc.) and raw ADCP data files; • In early/mid 2014, prepare a detailed report evaluating the progress made since 2009 and a summary of the results of discharge and sediment monitoring of all stations since 2009 with special emphasis on the data from 2012/13; • Participate and prepare presentations for major IKMP and MRCS events; • Prepare quarterly reports, one 6 months and one yearly ) Progress Report (the latter only if contract is extended by 6 more months; • Assist in any other sediment and discharge related activities assigned by IKMP and MRCS; • Prepare a detailed work plan in cooperation with the Hydro Team; • Assist in the acquisition of historical hydro-met data from the Member Countries covering the period 2005-2012; • Follow up and send urgent requests for missing data for 2005-2010; • Provide QA/QC for these historic data and provide assistance to include the data sets in a structured manner into the MRC Master Catalogue; • Assist in the evaluation and analysis of the existing hydro-met data using basic statistics with an emphasis of the data 2005-2012; • Assist in the overall preparation for the hydrological yearbooks 2005 – 2012; • QA/QC the data for the yearbooks 2005 – 2012; • Compile and summarize the hydro-met data and prepare the layout for the year books 2005-2012; • Take assistant responsibilities for the production of the year books 2005 to 2012; • Report of the progress against the expected outputs during the consultancy assignment; • Include hydro-met aspects in the quarterly, 6 months and yearly Progress Report; • Assist in any other hydro-met data related activities assigned by IKMP and MRCS. Qualifications/Requirements: • Master’s degree or higher in Hydrology, Meteorology, Agricultural Engineering, Natural and Water Resources Management, Fluvial Geomorphology or in any other academic field relevant to Water Resources Management; • Preferably at least 5 years of working experience in relation with Natural and Water Resource Management or a related field with respect to Hydrology and Sediment Monitoring; • Preferably at least 3 years of experience in sediment and discharge monitoring and/or research in rivers; and/or experience in hydro-meteorological data collection and data quality control; • Preferably at least 3 years of working experience in the Mekong Region and good working experience with the Member Countries and Line Agencies; • Strong technical knowledge about Hydrology, Integrated Water Resource Management, Meteorology, Sediment transport either as part of the advanced degree or through separate recognised training arrangements or a related field; • Excellent technical understanding and skills related to equipment and international standard methods used for discharge and sediment monitoring on large rivers (especially the use of Acoustic Doppler Current Profilers (ADCPs), Differential GPS, and modern sediment sampling equipment and methods); • Excellent knowledge in the fields of fluvial geomorphology, hydrology, hydrometry and river management. • Knowledge about metadata standards and, especially ISO 19115 and laboratory standards like ISO 17025. • Ability to work and communicate effectively, verbally and in writing with a wide range of people in a multicultural environment; • Excellent written and oral English language skills; • Knowledge of GIS application is also an asset and good skills in Microsoft Office. Responsibilities: Human Resources ¬ Assist and undertake all aspects of the Human Resources function relating to recruitment and selection matters and associated terms and conditions to ensure candidates fit the role and company culture. ¬ Develop, coordinate, monitor and evaluate staff induction/orientation, probationary reviews and exit interview processes and make recommendations as appropriate.
