That other big issue of recent times, though, the UK’s exit from the European Union, is still presenting its challenges which are slowly but surely being overcome.

As you will read in John Martin’s RHA column, the Irish Government appear to have agreed to re-instate the road fuel TIPP/TIPCE excise reclaim scheme for NI hauliers. As John says, this is a significant achievement as it enables NI hauliers who purchase fuel in Ireland to reclaim the excise duty, and it also sets a precedent that other EU states may follow.

We note, too, that in line with UK government’s aim to achieve a net-zero emissions economy, some LCV operators here have started the switch to electric vehicles, but says Seamus Leheny, Policy Manager for Northern Ireland at Logistics UK, for HGVs there is still significant uncertainty over the potential of hydrogen fuel cell, battery electric and electric road systems to enable zero emission alternatives. In other words, there’s a long and winding road ahead.

IMS GROUP becomes exclusive distributor of VSE trailer steering systems IMS GROUP is now the exclusive distributor of VSE electro-hydraulic trailer steering systems for all of Europe, the UK and Ireland. Until now, IMS GROUP has only distributed VSE products within the Benelux, UK and Ireland. The expansion into the European market is a strategic choice, which ensures that transporters throughout Europe can rely on the most advanced steering systems from VSE in combination with the excellent services of IMS GROUP. VSE’s decision to transfer the sales activities of trailer steering systems was taken to create more focus to its mission: develop and produce smart and flexible steering systems. In addition, VSE expects to gain more influence in the European market with the thorough experience and market knowledge of the IMS GROUP. The current VSE account managers and sales partners will be added to the current

IMS GROUP sales team and will remain the contact persons for existing customers. VSE remains responsible for the service and warranty of its systems. The known contacts will therefore remain accessible via the trusted VSE telephone number. The low-maintenance trailer steering systems from VSE are characterized by optimal manoeuvrability, without having to compromise on payload. The software in the system realises an optimal steering angle, so that a trailer with more payload can reach locations that were previously inaccessible. VSE systems are up to 400 kg lighter than other steering systems. Applying the VSE steering system reduces fuel and tire wear. These features significantly reduce the total cost of

ownership of a trailer for the fleet manager. For a number of years now, the IMS GROUP has been providing its customers in the UK and recently also in the Benelux with advice on VSE steering systems. These have more than proven their added value in various transport sectors, such as bulk transport, container transport, tank transport and distribution. About IMS Group IMS GROUP advises on the choice and use of steering systems not only for VSE, but also for the steering systems of GreenSteering and SEM. For every question regarding trailer steering, IMS GROUP offers a suitable steering solution! Of course, IMS GROUP remains the trusted point of contact for SAF Holland and SAUER Parts products in the Benelux, the UK and Ireland. Next to that, IMS GROUP is distributor for the whole of Europe for the aluminium wheels of Alex Rims.

Driver shortages, IR35 and what the RHA wants The RHA is calling for urgent Government action to ease a growing crisis in driver shortages ~ made worse by the introduction of IR35 tax changes. Pallet firms in particular are having to extend-next day deliveries by up to five days. The Association says the situation was critical even before the pandemic with many EU truckers heading home for obvious Brexit-related reasons. “Add to that the complete failure to test new drivers during lockdown which left a backlog of thousands of tests - and potential drivers sidelined. Covid19 saw the introduction of IR35 delayed by one year but it’s now hitting many firms and drivers. “No-one likes a pay cut and drivers’ anger resulted in walkouts

4

and self-furloughing – further exacerbating the driver shortage.”

but the test delays means they can’t get their all-important HGV licenses.

The RHA is calling on the Government to act:

Occupation Shortage List. We are insisting that Government puts lorry drivers on the list, thereby allowing EU and other foreign drivers to fill some rota gaps – there is also a massive driver shortage in the EU.

Driving tests - we are arguing for greater maximum priority for vocational drivers to clear the backlog. RHA’s Road to Logistics recruitment and training programme and programmes like KickStart are vital to get new blood into the industry. Hundreds of would-be lorry drivers are desperate to work

Apprenticeships - we have paid £500m into the Levy and have got back just £50m – a very unfair payout for an industry with a critical staff and youth shortage. We need more funding to pay

for the expensive lorry training. Driver facilities - we can’t expect people to want to join our industry if no toilets, wash facilities or safe and secure parking exists. Drivers’ hours relaxations won’t help because they doesn’t deal with the fundamental underlying problems. Making people work longer hours isn’t the solution. Rod McKenzie, RHA policy managing director said: “The RHA firmly believes that if voice of the industry isn’t heard there will be uncontrolled supply chain disruption. This will impact many businesses ability to recover from the pandemic. Time is tight and action now is critically important.”

Hultsteins appoint service agents to support sustainable refrigeration in Ireland Swedish/UK transport refrigeration manufacturer Hultsteins have entered into a new service and support partnership with two well-known refrigeration service providers in Ireland – Mulvey Refrigeration Technology and Fleet Maintenance – who will provide a full after-market service for Hultsteins’ ‘diesel-free’ systems. Mulvey Technology are based in Co. Dublin and pride themselves on being experts in all aspects of transport refrigeration. The team can install, maintain, repair and service TRUs on vehicles ranging from small vans, right up to 13.6 metre trailers. According to Hultsteins, Mulvey is reactive and reliable, allowing their clients to transport more goods, and for longer. Meanwhile, up in Co. Armagh, Fleet Maintenance complimented their original workshop business by introducing transport refrigeration services many years ago. This allows the company to offer a one-stop shop for the maintenance of commercial vehicles of all sizes. They strive to provide a tailored solution to meet each client’s individual requirements, while at the same time delivering the best value possible, says Hultsteins. “Mulvey Refrigeration Technology & Fleet Maintenance Ireland Ltd. are delighted to be representing Hultsteins and Ecogen across the island of Ireland,” say Eoin Mulvey,

MD of Mulvey Technology, and Mark McAlinden, MD of Fleet Maintenance. “Hultsteins electric drive and hydraulic technology allows existing fridge trailers to run on electric standby whilst the trailer is on the road. This means reduced fuel consumption and noise. Carbon output is reduced, which contributes to improved air quality” they continue, “and there is also the added advantage of considerable fuel savings. All of this can only be good for our customers and the environment too.” Hultsteins offer two main innovations, aimed at enabling operators to save both carbon and fuel by providing an alternative to traditional, diesel-powered transport refrigeration units (TRUs): Ecofridge hydraulic and electric single and multi temp units for rigid truck applications and Ecogen hydraulic systems which, powered by the tractor’s PTO, drive any conventional fridge system and cut out the requirement for the diesel engine.

Ecogen generates the 400-volt power needed to run a TRU and is a bolt-on, bolt-off solution with a life expectancy of over 10 years. It comes in two models: the Ecogen Lowline is sited between the axles on rigid-bodied trucks and two-axle tractors, while the Ecogen Slimline fits behind the cab and is ideal for gas-powered and 6x2 tractors where chassis space is at more of a premium. The company has been in the business since 1958 and its Ecofridge and Ecogen solutions are widely used throughout the Nordic countries and fast becoming popular in the UK. Graham Usher, who looks after Hultsteins’ sales and marketing in the UK and Ireland says, “In the refrigerated transport sector, perhaps more than any other, professional back up is vital to ensure customers’ goods arrive in perfect condition, every time. This is particularly important for us because our systems are new to Ireland and as such, we are delighted to have the reliable support of these two long-established service providers.”

RHA celebrating road transport workers going the extra mile

admin teams, and anyone else who deserves an award.”

The RHA is celebrating UK transport and logistics professionals in a new campaign.

All nominations will receive an RHA Heroes ‘Thank You’ certificate before a panel of industry figures decide on a winning RHA Hero or team of heroes; they’ll get an ‘experience prize’ of their choice to the value of £1,000.

RHA Heroes is the trade body’s initiative to encourage the industry to recognise staff and teams who’ve gone the

extra mile over the last year. The five-week annual campaign – formerly HGV Heroes – has been expanded to include the coach and van sectors to reflect the RHA’s new membership base. RHA Chief Executive, Richard Burnett is urging firms and others in the industry to nominate

their colleagues and teams for an RHA Heroes award. He said: “There’s no better time than after an exceptionally difficult year to acknowledge the amazing things people do day in, day out. “We’re asking people in our industry to recognise drivers, mechanics, warehouse staff,

The campaign has its own website and will feature prominently on the RHA’s social media and news channels.

The County Antrim company has taken advantage of new solar panel technology that allows easier customisation of panels for application on virtually any commercial vehicle or trailer configuration. Genie Insights’ solar products, which are produced in conjunction with a UK solar panel manufacturer, use the very latest in CIGS (Copper Indium Gallium Selenide) technology instead of traditional glassbased panels. As well as being lightweight and flexible, the panels are extremely powerful and highly efficient, even generating energy in low light conditions. The panel technology is particularly robust because it flexes with the vehicle body, and because it doesn’t contain glass, there is no risk of fractures or cracking. The unique construction also means the panels continue to work even if damaged or partially covered.

installation on popular vehicle and trailer configurations. Offering a full design, installation and back up service with a 5-year performance warranty, Genie Insights can also configure panels for any type of moveable asset that relies on battery power.

Genie Insights offer tailor-made solar panels as well as a range of standardised products for easy

“The latest CIGS technology allows panels to be lighter weight, slimmer and more efficient than

traditional solar solutions,” says Billy Dougan of Genie Insights. “This technology clearly has major benefits but during early trials we realised that a one-size-fitsall solution would have limited appeal as vehicle and trailer configurations vary so much. We have therefore spent 18 months working on a flexible production process with our manufacturing

Solar panels on commercial vehicles have been shown to deliver fuel savings, but Genie Insights believes the greatest benefits come from improvements in battery performance and reliability. As a minimum, the panels keep batteries trickle-charged to prevent loss of power and to minimise the risk of expensive and inconvenient breakdowns, and in some applications can even generate enough energy to be the main source of power. Battery health is also maintained and longevity maximised. “We have now sold more than 1,000 panels into the UK and Irish commercial vehicle market so have the data to prove that our product performs even in the most northernly climate over the winter months. Even in low light, our panels keep fridge batteries sufficiently charged to avoid battery related breakdowns,” Matt Reeve of Genie Insights comments.

THE ROAD TO ZERO EMISSIONS: TRANSPORT INFRASTRUCTURE AND THE ROLE OF GOVERNMENT In the second instalment in the serialisation of a major work on the future of road transport, ‘The Road to Zero Emissions’, takes a look at the need to develop a low carbon infrastructure. Over the next five years, oil will remain the mainstay of the global energy system. However, it is forecast by the International Energy Agency that global diesel demand from commercial vehicles will drop by 3 million barrels per day by 2030, equivalent to 40% of today’s demand. Natural gas alternatives such as CNG and LNG will make inroads, similarly biodiesel and bioethanol will remain partial substitutes. But neither of these alternatives will make a significant dent in the dominance of oil. Vehicle manufacturers will have to develop modifications to current powertrain platforms to use natural gas products, and energy distribution suppliers will have to make significant investment in refuelling infrastructure. Remember it took 50 years for factories in the 19th century to convert from steam to electric. The use of battery electric vehicles makes a lot of sense in cities, operating over relatively small journeys and returning to base regularly. The global sales of commercial vehicles in the major markets of USA, Europe and Asia/ China were 2.7 million in 2017. Globally electric trucks are forecast to account for 15% of truck sales by 2030. Most battery electric vehicles can achieve cost parity with diesel-powered trucks within the next 10 years. The most cost-effective segment is the light duty truck that drives less than 200km per day and so avoids high battery cost. There will be a clear economic benefit for using BEVs as soon as they are available on the market. The heavy duty truck segments will be the last to reach parity with current diesel versions in Europe. However, the real challenge in the short term is for industry and government to collaborate on developing a better infrastructure to enable a profitable and sustainable logistics

and distribution supply chain to evolve. Imagine an infrastructure policy, driven by the UK government’s clean air policies, that is capable of re-imagining automotive manufacturing plants as ‘Freight-Ports’. Freight-Ports would be regenerated industrial and distribution hubs, sited on the edge of clean air zones. They would incorporate recharging centres for EVs, re-cycling centres for older internal combustion engined commercial vehicles, battery manufacturing and storage, and carbon capture, all supported by a solar energy plant. The Honda site in Swindon is around 400 acres. One of the largest solar power plants is in Oxfordshire and occupies 125 acres and produces enough power to electrify 10,000 homes. Regenerating the Honda site on half its land with a solar powered infrastructure supporting the development of the logistics, distribution and manufacturing industries would be a realistic option going forward. The same applies to probably 10 to 12 automotive plants in cities in the Midlands and north of England. As an alternative to investment in a third Heathrow runway or HS2 this would have an incredible impact on jobs and the environment at a fraction of the cost of two projects that were first discussed over 40 years ago. Such an imaginative industrial hub could reduce air-polluting HGVs entering city centres and become a place where workers in newly created green technology jobs go to work on subsidised electric busses, a place where long-haul distribution meets urban delivery powered by zero emission energy. The future of public/private investment plans will emerge from this kind of integrated planning and thinking. A great example is what Birmingham City Council has endorsed via their Energy Innovation Hub at the Tyseley Energy Park. In the first phase, £47 million was invested into a 10MW waste wood biomass power plant supplying tenants across the 16-acre site with renewable electricity. Phase two is the UK’s first low and zero carbon refuelling station. Strategically located between the city centre and Birmingham airport, this station supplies public and commercial vehicles with a range

of sustainable fuels that reduce emissions including hydrogen from ITM Power, commercial scale electric chargers, compressed natural gas from CNG Fuels and drop-in biodiesels such as Shell GTL fuel from Certas Energy. The next generation of waste reprocessing technologies will be developed in phase three, using clean energy linked to city-wide grid infrastructure. Power generated within the site will be from renewable sources including the biomass plant on phase one and the energy from waste plant planned for phase three. The road to zero emissions will depend enormously on cities to actively shape the future of urban mobility. To be successful they will need to design and implement an integrated mobility strategy that addresses a future transport ecosystem through relevant partnerships, actively manage traffic and consumer demand and ensure fair and balanced competition. ‘The Road to Zero Emissions’ is written by Des Evans, Dennis Evans and Alistair Williamson, who have between them spent over 120 years in the automotive and transport business.

MAN TRUCK & BUS UK HAILED AS BEST IN THE WORLD The MAN lion is roaring like never before in the UK! That’s because MAN Truck & Bus UK has been awarded the coveted Market of the Year 2020 accolade. This extremely soughtafter award, bestowed by the global MAN Truck & Bus organisation on a single market, recognises the immense efforts of the MAN team in the UK. The award, announced at the MAN Truck & Bus 2021 International Sales Conference in Munich, celebrates the best of the best within the global sales organisation of MAN and recognises outstanding achievement, commitment to the brand and delivered results. Sharing insights into the remarkable

year and presenting the award, Göran Nyberg, Executive Board Member for Sales & Customer Solutions at MAN Truck & Bus, noted that – despite a declining market – MAN Truck & Bus UK had taken a big step forward in overall truck and van market share. “Over the last two years, the UK team has realised significant improvements and big deals have been won in both the truck and van market segments. “MAN Truck & Bus UK has also over-achieved when it comes to

after-sales targets and the company has delivered an outstanding service product penetration of 94%. Finally, the UK has done some great pioneering work in the field of e-mobility, converting the eTGE to right-hand drive.” According to Thomas Hemmerich, Managing Director of MAN Truck & Bus UK, the award demonstrates MAN Truck & Bus UK’s outstanding commitment to both the brand and the drive to deliver remarkable customer service. “I know I speak on behalf of

the entire team at MAN Truck & Bus UK when I say that we are super proud of this award. It is an award that was earned by each and every member of our truly superb team of people. I would like to thank those people from the bottom of my heart. “The pandemic has translated into remarkably difficult trading conditions for many companies – MAN Truck & Bus UK included. This award demonstrates our ability to adapt in order to meet market needs. “I am exceptionally proud to reveal that we over performed in all areas of the business – from sales to after-sales. While the overall market declined as a result of the pandemic, we grew our market share in both the truck and van business. “Our team has done an exceptional job of exceeding expectations in what has been a challenging time for our industry and indeed our planet.” However, Thomas says that this achievement is not only about winning awards. “Our customers are at the epicentre of our business. Volvo Trucks Ready To Electrify A Large Part Of Goods Transport With sales starting this year of three new heavy-duty allelectric models, Volvo Trucks believes the time is right for a rapid upswing in electrification of heavy road transport.

Production of the new electric models for Europe will start next year. They join the Volvo FL Electric and Volvo FE Electric for urban transport that have been in serial production since 2019 for the same market.

This positive outlook is based on Volvo’s electric trucks’ ability to meet a broad variety of transport needs. In the EU for example, almost half of all truck transport can be electrified already. Large national and international operators are showing strong interest in electric vehicles. This is being driven by their own ambitious climate goals, as well as consumers’ demand for decarbonisation and cleaner transport solutions.

With the new models, Volvo Trucks currently has a line-up of six medium and heavy-duty electric trucks, which makes it the most complete commercial electric truck range in the industry, covering nearly half of EU transport needs. With the addition of the new products with higher load capacities, more powerful drivelines and range of up to 300 km, Volvo Trucks’ electric portfolio can cover around 45% of all goods transported in Europe today. This makes it possible to offer an important

“More and more transport companies are realising they need to start their electrification journey right now, both with the environment in mind and for competitive reasons to satisfy customer requirements for sustainable shipping. With Volvo Trucks’ wide and deep offering, it is totally feasible for far more transport companies to go electric,” says Roger Alm, President of Volvo Trucks. With sales starting of the new electric Volvo FH and FM models, electrified transport is now possible not only for urban areas but also for regional traffic between cities. In addition, the new electric Volvo FMX model is creating new ways to make construction transport operations both quieter and cleaner.

contribution to lower the climate impact from road freight, which according to official statistics account for about 6% of total CO2 emissions in the EU. “There is huge potential to electrify truck transports in Europe, and also in other parts of the world, in the very near future,” says Alm. “To prove this, we have set the ambitious goal to have electric trucks account for at least half of our sales in Europe by 2030. And these three new heavy-duty trucks we are now launching mark a giant step towards reaching this target.” In addition to the electric vehicles, Volvo Trucks’ electrification programme includes a complete eco-system with numerous service, maintenance and financing solutions, as well as other options that can help facilitate an easier and faster transition to electrified traffic. The holistic setup helps customers stay productive and in control of their new electric transport fleet. “These complete electrified transport solutions that we, along with our global network of dealers and service workshops can provide, will play a vital role in ensuring our customers’ success,” adds Alm.

Hydrogen fuel cells Looking further ahead, even long-distance heavy transport will be able to be completed with electric vehicles. To meet these challenging demands for both high load capacity and a much longer range, Volvo Trucks plans to use hydrogen fuel cells to generate the electricity. “This technology is developing rapidly and our ambition is also to make the long driving distances electrified, using both batteries and fuel cells,” Alm states. “Our aim is to start selling fuel-cell electric trucks in the second part of this decade and we are confident we can make this happen.”

FLOORING THE COMPETITION - WITH A LITTLE HELP FROM RENAULT TRUCKS Over the last year, with so many of us having to spend more time at home, investment in property renovation has soared, and the flooring industry has been working flat out to keep up with demand. Gareth McCollum, Head of Operations at Flanagan Flooring, the UK & Ireland’s largest independent wholesale flooring distributor, talks to Export & Freight about the importance of vehicle reliability to deliver exceptional service – and why it has selected Renault Trucks for its fast-growing fleet. Operating from a purpose-built factory in Saintfield in County Down, Flanagan Flooring manufactures, distributes and supplies quality flooring directly to trade customers. The familyrun business has been distributing floor covering materials since 1980, enjoying over 40 years of continuous growth and today employs over 125 people across its sites in Northern Ireland, Glasgow and Dublin. Underpinning the company’s success is a dedicated transport and logistics operation, with a mixed fleet of 30 trucks and vans completing more than 1,500

Following a comprehensive market review, Flanagan Flooring has taken delivery of its first Renault trucks: ten new vehicles in total, including eight Renault Trucks D18 High 4x2 R250 and two Range T380 26T 6x2 rigids, have been supplied by local dealer Diamond Trucks. Additional capacity, fuel efficiency, comfort and the ability to provide a more reliable service prompted the significant conquest deal.

As stated by Gareth McCollum, the decision to purchase new vehicles was driven by two key aspects: firstly the dramatic upturn in Flanagan Flooring’s business volumes, and secondly the reduced capacity and condition of the existing fleet. “The new Renault trucks were purchased as a combination of both replacements and additions to the existing fleet to provide a suitable footprint for increased

NEW IVECO T-WAY:

ENGINEERED FOR THE MOST EXTREME OFF-ROAD MISSIONS IVECO has presented the new IVECO T-WAY heavy off-road vehicle to its dealer network and representatives of the international trade press via a live digital event.

20

EXPORT&FREIGHT

TRUCK NEWS IVECO took an innovative approach to the virtual launch which was specially designed for the IVECO Live Channel. It offered participants a unique experience, telling an immersive story, made up of a mix of video content and live interactions. It took the guests on a journey of discovery through IVECO’s offroad world and unveiled the latest-born in its long lineage of legendary trucks. Luca Sra, Chief Operating Officer IVECO Truck Business Unit, said: “This extra-strong vehicle, a true champion of performance, sturdiness and durability, will further consolidate IVECO’s presence in the heavy off-road sector. The IVECO T-WAY completes the renewal of our heavy IVECO WAY range, which is now one of the freshest, richest and most innovative on the market.” Thomas Hilse, IVECO Brand President, added: “The name says it all: T for Tough!” The IVECO T-WAY carries over from its predecessors the legendary robustness of the high-resistance steel chassis with a 10 mm thick frame, and with a Rail Bending Moment at the top of the segment at 177 kNm. The front axle has a maximum capacity of up to 9 tonnes. Hub reduction on the rear axle is standard to maximise strength and performance. The new heavy-duty rear suspension system for Tandem axles optimises vehicle weight and improves off-road performance with greater ground clearance and a better departure angle. The IVECO T-WAY delivers all the power needed for traction and PTO with IVECO’s reliable and efficient Cursor 13 engine (13 litres) developing up to 510 hp – exceeding the Trakker’s performance by 10 hp. For lighter-weight configurations, it is also available with the Cursor 9 engine. The engines are coupled with the proven 12- and 16-speed HI-TRONIX automated gearbox, which now also features new functions specifically intended for off-road mobility. They include a Hill Holder function to help departure on steep slopes, Rocking Mode to help recover traction in slippery conditions, and Creep Mode for ultra-low speed control at idle. For the on-road sections of the mission, the IVECO HI-CRUISE system further enhances the transmission’s efficiency. It includes predictive gear shifting, predictive cruise control and an eco-roll function that uses the vehicle’s inertia when travelling downhill.

Efficiency The IVECO T-WAY has been designed for efficiency and productivity, with a host of features, a lower kerb weight and new

telematics features and digital services. It offers a new fuel-saving solution for missions that require an occasional All Wheel Drive (AWD) capability: the HI-TRACTION hydrostatic drive system for 6x4 rigid and articulated models. It operates at speeds of up to 25 km/h and is automatically activated to provide additional hydraulic front-wheel traction when needed. It delivers significant benefits in terms of fuel consumption and payload compared to the AWD solution. The low kerb weight has been further reduced by 325 kg compared to the Trakker with the new design of the tandem support on the rear axles, which is now a single-piece casting component. The IVECO T-WAY features the best-in-class connectivity that is the hallmark of the WAY range through the standard Connectivity Box. The connectivity system provides telediagnostics and predictive maintenance. It also enables fleet managers to remotely monitor the performance of every vehicle at all times, ensuring maximum efficiency.

Flexibility The IVECO T-WAY is set to become a favourite of body builders thanks to its extraordinary flexibility. With both rigid and articulated versions, it has the widest offering of driveline options on the market: Partial Wheel Drive on 6x4 rigid and articulated and 8x4 rigid models;

as well as All Wheel Drive on 4x4 and 6x6 rigid and articulated, and on 8x8 rigid versions. The All-Wheel Drive range has been extended with new 4-, 4.2- and 4.5-metre wheelbase models, which can transport special loads with no modification to the chassis. The new HI-MUX electric and electronic architecture is fully compatible with the latest-generation control systems. The new PTO line-up includes a new high-performance sandwich PTO that delivers up to 2,300 Nm torque.

Comfort & Safety The cab of the IVECO T-WAY shares the driverfriendly design of the IVECO WAY range, with its sleek, aerodynamic lines. Available in two versions – AD short cab and AT long cab with standard or high roof – it is focused on functionality to facilitate the driver’s daily work. The entire driver area has been created to provide a practical and easy-to-live-in environment. The comfortable and ergonomic driver’s seat, together with the new-concept multi-function steering wheel, ensures excellent driver comfort. The vehicle is designed to provide maximum protection, with safety features which far exceed the type approval requirements. The new braking system features EBS as standard, full disc brakes are available on PWD models, and new ADAS (Advanced Driving Assistance Systems) are available across the range.

SPOTLIGHTING BPW SELF-STEERING AXLES The BPW self-steering trailer axle contains a unique design of centring device, which is a major contributing factor in its success in the UK market place, and in particular within running gear solutions for the longer semi-trailers (LSTs). The principle of operation is really quite simple, and is based on the principle of the castor. This relies upon lateral forces applied to the wheels when the trailer is turning. If, for example, the trailer is travelling forward and the driver turns to his right, the trailer will pivot on the effective bogie centre which, on a three-axle trailer, will be about the centre of the rear bogie. This will cause the rear of the trailer to move to the left, and the friction between the road and the tyre will create a force which pushes the wheels on the steering axle to the right with respect to the rear of the trailer. This will cause the wheels on the steering axle to turn towards the left and follow the front of the trailer around the right-hand turn. It is worth noting that, if a trailer is fitted with three rigid axles, then the effective bogie centre line is the centre axle – but when a self-steering axle is fitted to the rear position, then the effective bogie centre line is mid-way between the first and second axle. This effectively shortens the wheelbase of the trailer and increases the manoeuvrability in the forward direction. Returning to our analogy with a castor: anyone who has observed

22

EXPORT&FREIGHT

a castor moving at a steady speed across the ground will know that it exhibits a ‘shimmying’ action. This is an oscillation about the vertical centre line of the pivot. The cause of this is the constant hunting between the turning force (the wheel on the ground) and the restoring force (the forward motion in an undamped castor). Obviously, this cannot be allowed to happen in an axle system mounted to a trailer, as this will cause instability when driving and contribute towards tyre wear (the avoidance of which is one of the benefits of using a self-steering axle). You will find as many ways of preventing shimmying as you will find types of self-steering axle, but the BPW system is quite unique in its operation. It relies on ‘corrugated washers’ – two nested circular plates, each with four cam lobes formed into them. As the axle steers, the cam faces rise up against each other, similar to a rising butt door hinge. This action constantly tries to centre the steering back to the straight ahead position. The trick is to design the slope of the cam faces so that the restoring forces generated

balance off the turning forces, and prevent the oscillation which causes the shimmying.

BPW Active Reverse Control System The beauty of this system is that the restoring force increases with the load on the axle, due to the weight on the corrugated washers. The turning forces also increase with load and thus the two are always balanced. There is no need for systems of air bellows or dampers. The advantages of this system are that a 10 per cent saving on tyre wear over a tri-axle bogie can be achieved. The unique, load-sensitive anti-hunting device adds further to this saving, whilst ensuring that the axle is not encumbered with heavy and bulky damping mechanisms. Until now, the benefits of a selfsteering axle have only been available during forward travel, as the steering mechanism is locked and the axle remains rigid when reversing. However, BPW has developed a new electro-hydraulic auxiliary system, Active Reverse Control, to automatically control the steering axle when reversing.

Active Reverse Control consists of control and hydraulic units, and a steering cylinder with an integrated steering angle sensor. When a driver engages with the reverse gear, the steering system is automatically activated via the reversing lights and the rotational speed and direction sensor. For precise movement, steering can be manually operated with a remote control, accurately manoeuvring a trailer into a defined area. The innovative sensor technology, mounted in the control unit, rather than the kingpin, detects the direction and angle of the steering. By utilising BPW’s Active Reverse Control, both fuel consumption and tyre wear will be reduced: at an annual mileage of 100,000 kilometres, you could save up to 1,000 litres of diesel and four tyres. The system, which can be retrofitted to an existing self-steering axle, is suitable for both commercial and agricultural purposes. Active Reverse Control can be utilised independently of the EBS system and can also be used to control two steering axles (four axles are even possible with agricultural vehicles). This easy-to-install, plug-and-play technology will help to increase the productivity and safety of your fleet. Active Reverse Control is available for both BPW drum and disc brake self-steering axles.

MAJOR UPGRADES FOR RENAULT TRUCKS RANGES FOR 2021 Renault Trucks is upgrading its T, T High, C and K ranges in 2021, bringing major improvements in terms of driving comfort, on-board comfort, safety and productivity; this is the most important evolution since the total renewal of the manufacturer’s ranges in 2013. Renault Trucks is changing the exterior design of its vehicles, adopting a more assertive style, particularly in terms of the headlights, which have been reduced in size to increase the painted surface of the lower body section, which includes bumper corner, step boxes and lower front panel. A new honeycomb grille completes the modern, sleek design of the 2021 Renault Trucks. The vehicles are fitted with a new full threeaxis adjustable steering column for drivers to adopt the driving position that suits them best, tailored to their personal preference. An intuitive, single foot control sets both the position and the tilt of the steering wheel. Adjustment with both hands on the wheel and instant locking ensures both precision and safety. In addition, the ignition barrel on the column has been replaced by a start button for optimum convenience and security.

24

EXPORT&FREIGHT

Two lower dash-located USB-C ports provide easy access charging points for phone and devices. As an HGV driver spends an average of nine hours a day behind the wheel, the seats need to remain comfortable throughout the life of the vehicle - to be suited to each driver, and the demands of his or her job. Renault Trucks has introduced new seat materials, building on the exceptional comfort and support offered by the seat itself, and designed to withstand the many climbs in and out of the cab every day. Materials are finished to be easier to clean, and seat covers are fully removable. New fabric and part leather designs are introduced. A redesigned home-from-home sleeping area

Home-from-home A truck is not only a driver’s work place, it is also where they rest and sleep. The quality of the bed is therefore crucial. For the driver’s well-being and comfort throughout the lifetime of the vehicle, Renault Trucks has increased the thickness of the mattress of the “Serenity” bunk by 13% to 170mm and doubled the number of springs, providing optimal support

thanks to a better distribution of body weight. A washable memory foam mattress topper can be added as an option. The mattress is also detachable from its base, allowing for the use of fitted sheets. For added convenience, two USB-C sockets have also been added to the bunk area to make it easier to charge electronic devices, while keeping them within easy reach of the driver during rest periods. Finally, to improve sound quality in the cab, Renault Trucks has increased the level of insulation in the doors and teamed up with the French manufacturer Focal, for the supply of hi-fi equipment and speakers.

Increased safety High safety levels for drivers and road users have also been a core focus in the development of the Renault Trucks T, T High, C and K evolution ranges.

TRUCK NEWS

The new Renault Trucks T, T High and C on-road models are fitted with 5 Cell LED front lamps as standard with daytime running, main beam, fog and indicator functions. The new wraparound design improves side visibility and safety. As it is closer to natural light, LED light gives drivers a better perception of contrasts and colours, and with light output that is three times that of standard lights, night-time visibility and therefore safety is significantly improved. A further advantage of LED technology is its reliability and longevity. The life of an LED source is up to thirty times longer than that of a conventional bulb. Additional LED lights have also been positioned on the inside of the doors to illuminate the door sill for increased driver safety when getting in and out of the vehicle at night. For the optimal safety of drivers, their loads and road users, a number of options are also available, including anti-intrusion door lock (safety door-lock), cameras and presence sensors, as well as vision doors providing excellent visibility

of pedestrians and cyclists. For construction models, high-visibility painting of exterior grab handles are an additional safety feature. Finally, the anti-rollaway parking brake emergency application reduces the risk of unexpected vehicle movement when the driver leaves the cab, by automatically activating the park brake to stop the truck.

Fuel savings The cab’s aerodynamics have been improved around the front grille and wheel arch extensions have been added to improve airflow. Equipped with Renault Trucks Euro VI Step E engines, the vehicles have been fitted with new technology to further reduce fuel consumption. These include a new version of the Optivision predictive cruise control system and an optimised cruise control system with two selectable driving modes. ‘Eco on’ is the default mode and optimises fuel consumption by adjusting acceleration, gear shifting, cruise control and deceleration, whereas “Eco off” allows

drivers to change the driving mode. A new “Pulse and Glide” function further improves fuel consumption by maintaining the vehicle’s speed around the Cruise Control set point (+/- 2km/h). The new Renault Trucks T and T High vehicles are fitted as standard with Category A tyres as standard, the most efficient on the market in terms of fuel economy.

Software updates Over the air software updates give drivers the opportunity to remotely download the optimum settings for their vehicles. This ensures that their vehicles operate at optimum efficiency without the need to have any software updates undertaken by their dealer. Depending on usage and mileage, oil change intervals for vehicles fitted with 13-litre Euro VI engines can be extended to 150,000 km or 18 months. This can result in lower contracted maintenance costs (labour and parts), optimised maintenance schedules with fewer service intervals and additional fuel savings.

POWERING THE FUTURE OF HGVS Some operators of light commercial vehicles in Northern Ireland have started transitioning to electric vehicles, in line with UK government’s aim to achieve a net-zero emissions economy by 2050. Although many more models are coming to market, there are not yet commercially viable solutions for all vehicle types.

It has been crucial in demonstrating that dedicated gas vehicles are reliable, have no methane slips and offer a viable alternative to diesel. However, while Logistics UK welcomes the funding that has been allocated to the trial, this funding is only available for limited periods and to select operators.

For Heavy Goods Vehicles in particular, there is still significant uncertainty over the potential of hydrogen fuel cell, battery electric and electric road systems to enable zero emission alternatives.

Logistics UK is urging government to introduce long-term grants and believes that more needs to be done to support all operators who are looking to purchase low carbon vehicles and fuels.

In this month’s column, I will provide an overview of why biomethane - as a renewable natural gas - is becoming an increasingly popular choice for those operating heavier vehicles as the sector looks to reduce its carbon emissions on the pathway to zero. A Logistics UK survey found that there is still a significant gap in the market for alternatives to diesel HGVs, with many operators frustrated at the lack of model availability – especially those over 3.5 tonnes – and this where biomethane, along with advanced biofuels, can step in. Renewable biomethane is a low-carbon, cost-effective alternative to diesel for HGVs. Compatible for use in natural gas vehicles, is estimated to be 35-40% cheaper and its use can reduce greenhouse gas emissions by up to 85%. Warburtons has become the latest member of Logistics UK to announce it is adopting biomethane, following in the footsteps of other household names including Hermes, John Lewis, Waitrose and Asda. Biomethane vehicles operate on a mileage range of around 300 – 500 miles depending on the vehicle. One issue that I raise with local government here is the availability of

While trials are still taking place and developments continue to be made, use of biomethane and advanced biofuels must persist to help reduce emissions of heavy vehicles as the sector works towards net-zero emissions by 2050. refuelling stations, as to spend the money on bunkering the fuel onsite will be financially prohibitive for many operators. Many operators will be unable to make the switch until they are confident their vehicles can adequately refuel when out and about. Logistics UK is calling on the government to continue supporting its adoption and include gas vehicles and biomethane within its Transport Decarbonisation Plan, set to be released this spring. The Low Emission Freight and Logistics Trial (LEFT) is currently underway to enable operators to trial and assess new and emerging technologies, both in-service and through a laboratory-based emissions testing programme.

The future of HGVs will be explored in more depth at a session at Logistics UK’s Future Logistics Conference at Innovation and Technology in Transport (ITT) Hub, to be held at the Farnborough International Exhibition and Conference Centre on 30 June 2021 and 1 July 2021. Titled HGVs – Future Vehicles and Future Fuels, the practical session will explore the options available in terms of new vehicles and alternative fuels, while explaining the key considerations businesses must keep in mind before they procure their next set of vehicles. MBNI TRUCK & VAN’S NEW TRUCK SALES MANAGER HITS THE ROAD MBNI Truck & Van has a new Truck Sales Manager; Paul McCrory has taken over the position, eight years after he first joined the Newtownabbey based Mercedes-Benz dealership. With a degree in Community & Informal Education, 34 year old Paul is well placed to take on the new role having built up an extensive knowledge of the Mercedes-Benz brand, both on the van and truck sides of the business. He began his sales career 11 years ago with a BMW car dealership before joining MBNI Truck & Van’s trainee truck sales programme. “That was my very first experience of the truck industry,” he recalls, “and it was a steep learning curve, having come from a car sales background.” The first six months of training saw Paul spending a number of weeks at MercedesBenz’ Milton Keynes headquarters learning everything there is to know about the manufacturer’s truck and van portfolios. “I also spent some time getting to know

everything about the business – from periods spent in the workshop, in the parts department and even in accounts - before going on the road with both the truck and van sales teams which helped me to begin building relationships with our extensive customer base.” Married with two children – a five year old daughter and a two year old son – Paul is believed to be among the youngest Truck Sales Managers in the sector here and says he is looking forward to the challenges ahead. “It helps having an excellent product portfolio – from the 7.5 tonnes Atego right up to the heavy duty Actros and Arocs,” says Paul. “We have a truck for almost every application, and a loyal and expanding customer base on which to build for the future.”

COLLISION MANAGEMENT TRAINING FROM FORS Great strides have been made in the logistics and transport sectors when it comes to vehicle safety and driver training. However, Road Traffic Collisions (RTCs) can and do still occur, so having up-to-date procedures in place to adequately monitor, analyse and prevent such collisions should always be high up on the management agenda. As we move towards the summer and an expected return to pre-pandemic activity, now is the time for a renewed focus on reducing potential incidents, lowering future insurance costs, and ensuring duty of care compliance. FORS members keen to ensure they have robust procedures in place with respect to such potential incidents can complete the FORS Professional Collision Management training. This comprehensive course is designed to train delegates on road risk management and collision investigation. For those wishing to progress to Silver – the second level of the FORS progressive scheme – attending the course will meet the mandatory professional development requirement set out for the Road Risk Champion. The course is delivered remotely in the form of two online sessions,

32

EXPORT&FREIGHT

each lasting two hours, and led by a highly experienced trainer. FORS members are able to access the free FORS Professional Collision Management Toolkit for additional content. The toolkit sets out a framework for collision management that shows how an organisation can develop a collision management policy, as well as processes and procedures. The toolkit also looks at other ways of reducing collision incidence through incentive schemes and the use of technology. The course content is also supplemented by two free eLearning modules lasting 20 minutes each.

Road Risk Champion The path to achieving the role of Road Risk Champion requires managers to learn how to develop company road traffic collision management policies

and procedures, and how to implement them. The course will also teach members how to record and analyse road traffic collision data, identify trends and develop initiatives to help manage risk. Of course, collision management is about more than just data analysis. Managers need to understand how to instil best practice within their organisation and minimise risk. They also need to develop and provide reports to help monitor their fleet’s performance and keep senior management informed. These subjects are covered in detail as part of the training.

Collision Investigator The second key element of the FORS Professional Collision Management training is developing members’ skills as collision investigators. This aspect of the course entails understanding the moral, legal

and economic implications of collision management, as well as learning how to properly investigate RTCs and incidents. Managers will also gain essential skills in conducting causal analysis of RTCs and recommending remedial actions to prevent re-occurrence. The FORS Professional Collision Management training course is available to FORS members at a discounted rate of £50 + VAT, and attending the course is worth 10 CPD hours.

Booking FORS members wishing to book a place on the FORS Collision Management course can do so by visiting: https:// www.fors-online.org.uk/cms/ collision-management-training/ To find out more about FORS and for information about FORS training, visit: www.fors-online.org.uk

RTITB’s nationwide Driver CPC service to support firms with multiple transport depots RTITB can now arrange for all of an organisation’s Driver CPC Periodic Training to be delivered across the UK within one service.

up-to-date, modular course content that is industry relevant and in line with current regulations and trends, and available via the recently launched RTITB Driver CPC Periodic Training Portal. Instructors can use this to quickly build customised course playlists that incorporate a variety of delivery methods and instructor styles, from traditional presentations through to case studies, workshops, group quizzes, videos, and activities.

The nationwide service will help businesses with multiple depots and transport hubs save hours and managing training time, without compromising quality. “We understand that training plans have been de-railed in many businesses due to COVID19,” says Laura Nelson, Managing Director for RTITB. “Add to that leaner workforces with few hours to spare, and overstretched training departments – if there is a training team at all - and coordinating Driver CPC Periodic Training can become a real challenge.” “Our fully managed Driver CPC service is designed to support businesses during these challenging times, in a way that also enables them to be reassured of consistent, and compliant, training standards for every driver across their organisation,” Laura continues. “It suits supermarkets, retailers, 3PLs, 4PLs, and manufacturing or logistics businesses with multiple sites. The service sees RTITB arrange for all of an organisation’s Driver CPC Periodic Training to be delivered by trusted members of the RTITB Master Driver CPC Consortium. A dedicated Driver CPC Manager works with the

organisation to develop and manage all training requirements nationwide, taking into account the number of drivers that need training and the locations where this should take place. Suitable members of the RTITB Master Driver CPC Consortium are invited to express their interest in providing their services, before the Driver CPC Manager executes a selection process to match the business’ needs with the right provider. As the largest Consortium network in the UK with 150+ members, there are typically training providers located within easy reach. All Consortium members have access to

“The RTITB Master Driver CPC Consortium is built around the basic principle of providing a high quality, universal training package with high standards of instructor delivery,” says Laura. “This means that even though different training companies may be used, businesses can be confident that every driver will be trained to the same standards.” For ease of administration, businesses will only need to deal with RTITB, removing the need for managing multiple bookings and invoices from varied suppliers. The Driver CPC Manager compiles a 12-month calendar of training dates and subjects and uses a bespoke Resource Management System, which incorporates Instructor qualifications, availability, location, and experience. Fixed and variable costs are presented up front, to help organisations manage their budget easily.

MERCEDES-BENZ AROCS:

FOR WHEN THE GOING GETS TOUGH That the latest generation Mercedes-Benz Arocs has been specifically designed and built for heavy construction duties was well proven when Export & Freight’s Phil Eaglestone recently got behind the wheel to put an Arocs 5 3240 8x4 through its paces, courtesy of dealers MBNI Truck & Van.

TRUCK NEWS Having been in constant operation since 1895, Boyd’s Quarry in Newtownabbey in County Antrim, provided the ideal backdrop and the perfect tough working environment for our day out, and we weren’t disappointed by its overall performance. While standard equipment includes Stability Control Assist, Lane Keeping Assist, and Attention Assist, it also boasts other latest technologies such as Predictive Powertrain Control, Sideguard Assist, Active Brake Assist and market ‘firsts’ such as MirrorCam and the Multimedia Cockpit, not to mention the Truck Data Center connectivity platform. The fully loaded Arocs took the rough terrain of the quarry in its stride, with excellent ground clearance - and a great view from the cab; in fact, it seemed we were sitting higher compared to other trucks we have tested. A camera placed on the tipper body itself meant we were able to keep a close eye on the load, and on the actual tipping process. The handling in the quarry couldn’t be faulted, with superb traction and a tight turning circle, and when we eventually headed out on to the open road, the advanced cruise and transmission control Predictive Powertrain Control on the Arocs came into its own. Not only is the Arocs always able to find the right gear and appropriate speed for consumption when travelling up- and downhill, but also when navigating the winding roads between cities and towns. This is what makes it so fuel-efficient and as comfortable as possible out on the road. Indeed, on occasions during our trip towards Antrim town we forgot we were actually in a tipper such was the almost ‘car-like’ ride, with smooth and assured automatic gear changes. Although we didn’t put it to the test, it’s been said that even a highly skilled driver with excellent knowledge of the route doesn’t achieve fuel consumption rates in busy traffic conditions like those of the new Arocs with Predictive Powertrain Control. Indeed, we are told that out on the road, the Arocs is up to five percent more fuel-efficient when compared to models without the intelligent cruise and transmission control.

MirrorCam Our test truck was also fitted with MirrorCam; it took us a while to familiarise ourselves with it – not having conventional main and wide-angle mirrors to fall back on was initially a ‘shock’ to the system, but we soon became accustomed to it. The absence of the mirrors does considerably improve all-round visibility. With MirrorCam, we had excellent visibility even diagonally in front of the truck, an angle which would otherwise have been concealed by the mirror housing. Another advantage is that it wasn’t possible for us to incorrectly adjust the

mirrors, because from any perspective, the camera shows the same complete image. MirrorCam also works hand-in-hand with the Mercedes-Benz Sideguard Assist which can help to avoid accidents. It is able to recognise and warn of obstacles to the right of the vehicle along the entire length of the vehicle.

Active Brake Assist 5 Also contributing to the safety of our test model was the latest fifth generation of Active Brake Assist which can now better react to people within speeds of up to 50 km/h thanks to the combination of radar and camera system. This can be a safety advantage, especially when driving in built-up areas. Regardless of whether it’s a stationary vehicle or travelling ahead, or an unprotected road user such as a cyclist or pedestrian: ABA 5 can help to avoid a rear-end collision. If necessary, the safety system can initiate an automatic full-stop braking within the system limits until the vehicle comes to a complete standstill. That said, we had to remind ourselves that ABA 5 is only an assistance system, so it was very much down to us to take responsibility for driving the truck safely.

MultiMedia Cockpit There was so much to like about this new Arocs not least the innovative Multimedia Cockpit. A high-resolution 26 cm (10.25-inch) colour display replaces the conventional instrument cluster and provides a clear display of all driving and vehicle information. It is supplemented by the Multi-Touch Display in the same size

in the instrument panel on the right. It also includes a navigation system, Traffic Sign Assist and Remote Online for the control of various vehicle functions via the smartphone. Also integrated is Remote Connect for storage volume and access to the Fleetboard Store, which offers many convenience- and efficiencyenhancing apps for the Multi-Touch display. Meanwhile, a new multifunction leather steering wheel with Touch Control Buttons enhances ergonomics and ease of operation. A diverse range of vehicle systems and functions can be operated and information called up by swiping and pressing the Touch Control Buttons. The Touch Control Button on the right-hand side serves to operate the primary display (instrument cluster), while the Touch Control Button on the left is used for the secondary Multi-Touch-Display. The new Arocs comes as standard with an integrated radio infotainment system that conjures up a whole new feeling in the cab. A digital radio featuring Digital Audio Broadcasting (DAB+) is also optionally available. Numerous connection options are available for integrating external devices. The cab of the Arocs offers vast amounts of stowage space. Beyond the extensive scope of stowage facilities which comes as standard, additional stowage compartments are available to make individual and efficient use of the available space. The versatile stowage concept on-board the new Arocs features various drawers in addition to the already diverse range of stowage trays and compartments. In cabs with a level floor, a drawer underneath the dash support provides additional stowage space. Upon request, a second lower drawer is also available.

Verdict Having spent a few hours behind the wheel of this new Arocs, we can appreciate why it has quickly become a firm favourite with quarry owners and construction contractors; it handles and performs exceptionally well, it is as tough as they come when it matters and has all the ‘home’ comforts and safety features that a hard working driver deserves.

Because of circumstances, it will be made available to those interested for just a short test drive rather than for a more extended period of days,” says Rod. Provisional dates for the IVECO X-WAY tour are week commencing Monday June 14 and week commencing Monday June 21. The IVECO X-WAY model in question is an AD360X48Z OFF 8x4 tipper, with a Boweld tipper light steel body; it’s powered by a Cursor 11 litre 480bhp engine, mated to a 12-speed automatic Hi-Tronic gearbox. IS IT STRAIN BEFORE THE GAIN?

NORTHERN IRELAND PROTOCOL, DRIVER SHORTAGES AND TAX CHANGES BY MARC RICE, WILLIS INSURANCE

A business that is service driven with low marginsthat has to deal with heavy fluctuations in demand, is all in a day’s work for any Road Transport business owner, however with Brexit and the impact of COVID we really must ask ourselves how much more this sector can take, writes Marc Rice from Willis Insurance. With Boris Johnston’s pledge recently to end ‘ludicrous trade barriers between GB and NI’ you cannot help but wonder the detrimental impact such barriers have had on our transport and logistics sector over the past number of months. Many transport businesses are staring into the abyss when planning for the future, citing a substandard and unsatisfactory Irish Sea Border as the main issue. The overwhelming red tape causing severe delays at ports depicts an industry in turmoil. According to a recent survey, transport business owners fear that it is going to get worse before it gets better, with some noting that they have seen their vehicles arriving at portsand then being asked to turn back due to an incorrect seal on a product or one code on a document being a digit out. Some of those vehicles have had a starting point hundreds of miles away, a simple action of turning back can have egregious implications when cost of fuel and labour are factored in, coupled with the possibility of reputational damage from a delay in their client’s goods. Is there light at the end of the tunnel? The Prime Ministers announcement last month would suggest so, noting that ‘his government was trying to sandpaper the Northern Ireland protocol into shape ’although, sadlyuntil such time business owners must find a way to navigate through these turbulent times.

ADDED PRESSURE OF IR35 AND DRIVER SHORTAGES As if this was not enough strain being placed on an already squeezed road transport industry, the government’s introduction of the IR35 tax reform is another hammer blow for the already inert problem of driver recruitment, which has been further exacerbated due to COVID and Brexit. This legislation is preventing agency drivers setting up as limited companies, therefore forcing them to increase their tax and national insurance contribution payments. Not wishing for a drop in their net salary, they are turning to their employers to meet the shortfall, this, for some is unsustainable. It is estimated that there is a shortage in the UK of up to 50,000 drivers, Brexit has seen an exodus of EU national drivers to mainland Europe for better pay and working conditions, leaving businesses at crisis point with the potential of a temporary inflation of wage payments possible. With driver shortages and delays at the ports, wholesalers called on the UK government to bring forward legislation to extend the temporary relaxation of driver’s hours. Aside from the danger and disastrous consequences of a tired driver, to my mind this would merely act as a sticking plaster, the proposal the government has in fact ejected. Paul Mummery, the press officer from the RHA (Road Haulage Association), commented in a recent issue of ‘The Grocer’: “Drivers hours are there for a reason, the keep everyone safe and to ensure people aren’t

exploited. We accept in emergency situation the government will extend driver’ hours, but it really needs to be extreme.” It is important to note that the government did allow this course of action at the start of the COVID pandemic, however this ended in April 2021. The question is where do we go from here and how can these issues can be tackled? The RHA has petitioned the government focusing on Driving Test delays, Occupations Shortage Lists, Apprenticeships and Driver Facilities. With the extra strain that is being placed on Road Transport firms recently, it has never been more important to ensure your business is not overly exposed.

PACCAR Financial Europe: 20 years of commitment PACCAR Financial Europe is celebrating its 20th anniversary. In these two decades, the organisation has grown into the leading finance company for DAF trucks in Europe for both customers and dealers. A team of 375 professional and passionate employees offer DAF customers first-class finance products and services that are fully dedicated to the transport industry. Twenty years ago, a small project team set out to launch a new group of companies across Europe that would become PACCAR Financial Europe (PFE). Since then, PACCAR Financial Europe has become a one-stop shop for DAF customers to receive in-house financing expertise and tailormade solutions to meet their transportation needs in the European market. In addition, the DAF dealer network is also supported through the provision of new truck inventory financing. From starting in The Netherlands, UK, Germany, Belgium, France, Spain and Italy, PFE now operates in no less than sixteen countries across Europe and finances one in three new DAF trucks; a clear testimony that customers and

dealers alike see PACCAR Financial Europe as the leading DAF truck financier by far. Over time PFE has enhanced its range of products with additional services, such as repair & maintenance, insurance, road tax and more recently successfully started cross-border financing.

55,000 trucks Today PACCAR Financial Services Europe, which includes PacLease in Europe, has more than 55,000 trucks in its portfolio. As well as financing, PFE also organizes used truck remarketing for both DAF and PFE from a growing number of DAF Used Truck Centers all across Europe. For enterprises looking for a smart deal, PFE offers First Choice trucks; nearly-new used trucks for an affordable price including a

unique 1-year First Choice manufacturer’s warranty with the option of a Driveline Warranty or even a Full Warranty. Gerrit-Jan Bas, Managing Director of PFE: “Our roots are in the truck and transport industry and because we are completely dedicated to this sector through all the business cycles, we truly understand the customers and their needs. That’s what really differentiates us from the independents; we know this business like the back of our hand.”

HGV drivers must be included on the UK ‘Shortage Occupation’ list, says RHA The RHA has urged ministers to add HGV drivers to Home Office UK Shortage Occupation List to help fix the growing driver shortage. RHA Chief Executive, Richard Burnett told Grant Shapps that Government needed to do more to help the industry recruit new talent as the driver shortage exceeds 60,000. Haulage firms struggle to get access to Apprenticeship Levy money to fund training, and the shutdown of vocational driving tests last year saw a loss of more than 30,000 test slots.

New IR35 tax rules have seen some firms cancel deliveries as they can’t get agency drivers. In a letter to the Transport Secretary he said the industry is facing a perfect storm and warned that a growing driver shortage will hit the supply chain and affect the Government’s plans to ‘build back better’ as hospitality opens up again. “If we do not do something soon

the industry will be unable to maintain the integrated supply chains and cope with artificial spikes caused by hot weather and the easing of lockdown, increasing demand for food and drink into supermarkets, pubs and restaurants and goods into retail outlets.” He said easing allowing HGV drivers from abroad to live and work in the UK would help in

the short term but he warned against relaxing drivers hours amid concerns that truckers are already working to their limits and are exhausted. “We really need to consider the impact of HGV driver mental health and of course road safety.” He urged ministers help the industry resolve the driver shortage in the longer term. “We must work collectively and towards a sustainable way to recruit and train a homegrown workforce so our reliance on foreign labour lessens over time.”

times can be entered has also been significantly extended to ten minutes. This offers drivers more flexibility and helps to prevent wrong entries.

Transport companies that upgrade their vehicles to version 4.0e of the DTCO benefit in several ways. New functions such as automatic recognition of the current country via satellite ensure time savings in the cockpit. In addition, the new working time counter – together with the already proven driving time counter – offers a fuller overview for the drivers.

In addition to the new functions, the upgrade contributes to improved overall performance of the digital tachograph. This is particularly evident in driver card handling, which has now been greatly simplified and accelerated. For example, the vehicle can now be driven away while the card is still being read in – the “ready to drive” display tells the driver when he can drive off. The waiting time until manual entries can be made is also much shorter for tachographs that have received the 4.0e update.

Warnings when daily or weekly working hours limits are being reached are shown on the display, reducing the risk of corresponding violations and fines. The timeframe during which manual entries additional entries for working

The DTCO 4.0e upgrade is available immediately for all smart tachographs of the VDO DTCO 4.0 generation. It can be carried out in workshops, for example, as part of the periodic inspection in less than 15 minutes.

FINDING THE NEXT FUTURE LEADERS FOR OUR INDUSTRY It seems like a lifetime ago I skipped out of the University of Ulster with a degree in Transport and no common sense! I realised I had no common sense when I was asked to “tip a trailer” by my first Warehouse Manager and my response was “will that not damage the parcels if I tip them out?” Education is normally the foundation to how we choose our career paths so I have always questioned when should education in logistics and transport start? It is virtually non-existent in our primary or secondary curriculum and a common statement I hear from many transport professionals is “I fell into transport.” Should this be the case given the critical importance of our industry and the impact we could have globally if the supply chain came to a stop because of a skills shortage? Unfortunately, we will not be able to sort this overnight, but I assure you we continue to lobby for change, but we still desperately need our next future leaders today, tomorrow and the next day. Supply chains evolve over time, in some eras more quickly than others. The coming years will likely be one of those eras of dramatic transformation thanks to a combination of accelerating technology development and widespread experimentation with new operating models, not to mention how we have adopted with Covid 19 and Brexit. So that is why we need to find our future leaders, right? In an age when we constantly talk about personal development and succession planning, I have a real fear we will run out of talent as we return to normal and the demand on the supply chain is pushed to the limit. Over the past year or so, I have been working with key stakeholders in education to explore what we could offer our industry to attract and develop our next future leaders. I fully appreciate we all have fast paced businesses and it gets more and more difficult to release people, so I have explored online learning options with the Chartered Institute of Logistics, a Higher level work place apprenticeship with the Northern Regional College and a full time and part time foundation degree at the South West College validated by the Open University.

Competency Framework The CILT Competency Framework allows individuals and organisations the opportunity to identify their required levels of skill, knowledge and experience to achieve their goals; this recognition of core and technical competencies is the impetus to

Department for Economy Apprenticeship bonus payments currently apply. On successful completion of the Foundation Degree students can progress onto the BSc (Hons) Top up degree. This is also offered as a one year full time or two year part time option. Eligible employers can avail of Skills Focus funding towards the course fees. This is a fantastic opportunity for local employers to attract new talent or grow your own talent through upskilling to meet your growing business needs and fill your existing or future vacancies with the right people. SWC plan to hold an event to enable local employers to market your opportunities at South

West College Dungannon campus on Saturday 19th June 2021 from 10.00am to 12 noon. If you are interested please contact – Imelda Haran – imeda.haran@open.ac.uk

Higher Level Apprenticeship A Higher Level Apprenticeship is a pathway for progression for post A Level students to achieve a level 5 qualification while employed in an organisation who provides vital ‘hands on’ skills. HLAs are also a progression route for employed persons wishing to change career or a new employee into an organisation. HLA’s tend to last for a minimum of 2 years whereby the apprentice will attend college one day a week and their place of employment 4 days a week. An apprentice is paid a wage, usually above minimum wage and they are permitted study days and study leave. Both the training provider and the employer provide a mentor to assist the apprentice with their ‘on the job’ training and the college mentor will also assist with the learning and personal development aspects of the HLA. Upon completion of a HLA the apprentice then has the chance of a full time permanent position within the organisation. This HLA in Supply Chain and Logistics is approved by the DfE and validated by the Ulster University. Collaboration is continuing to take place with local employers to ensure that the modules and their content are industry specific and relevant. Local employers will also work with module leads on content and will deliver on the programme as industry specialist lecturers. The first intake will be in September 2021, if you are interested please contact Julie Powell – julie.powell@nrc.ac.uk

Amazing Industry Logistics and Transport is an amazing industry with endless opportunities but just like the best football teams in the world we must develop our talent from an early age, grow their skills over a period of time and then let them play to gain experience. I strongly believe the opportunities above provide us all with the perfect catalyst to finding our next future leaders.

RHA LOBBYING INFLUENCES IRELAND TO RE-INSTATE ROAD FUEL EXCISE REBATE SCHEME The RHA on behalf of its International members have been actively lobbying Local Executive Ministers, Central Government in Westminster, HMRC, contacts within the European Commission and the Irish Government to re-instate the road fuel TIPP/TIPCE excise reclaim scheme for NI hauliers. We held several meetings with the relevant Government Departments and were supported by hauliers affected by the loss of access to the scheme. We also had additional support from Jonathan Walsh, Fortior Insight https://fortiorinsight.com/ and Mark McConkey from AS24 Total https://www.as24.com/en, both of whom are working with businesses in the haulage industry. As a consequence of the UK leaving the EU on the 31st December 2020, hauliers who undertake international road transport and purchase road fuel in a number of EU states, are no longer able to reclaim TIPP/TIPCE (An excise duty on fuel purchased in certain EU Countries). This domestic consumption excise tax levied by certain EU states on petroleum products (TIPCE) (formerly known as TIPP) is a tax on fuel

and energy products, framed around Directive 2003/96/EC and various other legal statutes. The levy rate per litre is calculated on the basis of the volume sold. The amount of duty is determined by each country yearly, and hauliers are able to obtain a partial refund of the excise duty paid. The eligibility criteria to qualify for the rebates included: - The company must be a private or public company subject to commercial law. - The company must be established in the European Union. - The vehicle must be used exclusively for the road transport of goods. - The company must own or lease the vehicle with a leasing or rental contract of over 2 years. - Vehicles of at least 7.5 tonnes maximum authorised payload/

gross vehicle weight - Vehicle registered in a country that is a member of the European community. - Vehicle authorised to travel on the road. - Vehicle intended to transport goods and thus equipped with equipment such as dumpster, trailer, loading platform, tank or container attachment. - Vehicle was purchased and invoiced in a participating EU country. - The fuel was consumed within the half-year period for which the request is filed. - For all travel within the EU as well as in third countries.

Stiff Competition Northern Irish Hauliers face stiff competition from Irish hauliers for contracts to or from mainland Europe and the potential loss of

access to this tax rebate scheme would have a serious impact on their business model and ultimately, impact on their financial viability. It appears that the loss of access to this scheme for NI hauliers, and the significant impact it would have, went under the radar of both the Local Executive and Central Government. Given that, in effect there is still a land border on the Island of Ireland for issues such as this, a case was made to the Irish Government via the North/ South Ministerial Council and to HMRC in the UK Government to highlight our concerns and to ensure proper cognisance was given to this issue to ensure fair competition and a level playing field for road transport on the island of Ireland and under the NI Protocol. After a number of engagements, the Irish Government appear to have agreed to re-instate the scheme for qualifying NI hauliers who purchase road fuel in Ireland. This is a significant achievement as it both enables NI hauliers who purchase fuel in Ireland to reclaim the excise duty, but it also sets a

Tight Margins Pat Campbell owner of Campbell Transport based in Co-Down operates a fleet of articulated vehicles doing European work. He spoke to me recently and indicated that “as an international haulier operating out of Northern Ireland for over 30 years, the loss of the TIPCE fuel excise rebate will have a major effect on my business operating on international journeys to the EU.” He added: “Margins are so tight you have

to price a job based on where you can purchase fuel at the best rate as you are competing with all other European international hauliers. In the price you quote for European work you take cognizance of the TIPCE rebate.

Logistics Sector. The work that has been done year to date hopefully shows that we are heading in the right direction to help regain this important source of revenue.”

“As an example, the fuel we purchased last year within participating EU states entitled us to a total TIPCE rebate in the region of £30,000. This makes a significant contribution to the profitability of my business and without it I will have to relocate my company to Southern Ireland to enable me to compete with hauliers there.

“We really appreciate the work undertaken by the RHA on this issue and illustrates the value of strong local representation.”

We are actively following up on this issue via the Secretary of State for NI, Brandon Lewis, and Lord Frost to ensure it’s included in their negotiations with the EC.

“It does not make sense that under the new trading arrangements goods from Northern Ireland can move without restrictions within the EU single market, however the

I have also spoke to Mark McConkey from AS24 Total who work on behalf of hauliers claiming the TIPCE rebates and Mark commented on the RHA campaign: “Getting access to the European Excise recovery schemes for NI haulage companies is of paramount importance to allow them to compete on a level playing field within the European

DAIMLER FUEL-CELL TRUCK TESTS UNDERWAY With the commencement of an extensive and rigorous testing programme involving its prototype GenH2 truck, Daimler Trucks has reached the next milestone on its path to the series production of hydrogen-powered fuel-cells for the electrification of its long-haul transport vehicles. Unveiled last year, the GenH2 Truck is designed to meet the same durability requirements as a comparable conventional Mercedes-Benz Actros, the aim being to achieve ranges of up to 1,000 kilometres and more without stopping for refuelling. This equates to handling 1.2 million kilometres on the road over a period of ten years and a total 25,000 hours of operation. During testing, the vehicle and its components will be put through its paces on continuous operation, different weather and road conditions and various driving manoeuvres, amongst others. Testing will see the vehicle cover hundreds of kilometres under continuous load and undergo many extreme situations, based on real-life operating conditions, such as emergency braking and kerbstone drives along the test track. Newly designed from the ground up, the GenH2 truck features completely new

components – the fuel-cell system, all-electric powertrain and associated systems such as a special cooling unit. Preferring to use liquid hydrogen as the energy carrier – with its higher energy density in relation to volume than gaseous hydrogen – fuel-cell tanks on truck using liquid hydrogen are much smaller and, due to lower pressure, significantly lighter.

Coupled with giving the trucks more cargo space and a higher payload, more hydrogen can be carried, which significantly increases the trucks’ range. Like conventional diesel trucks, the series GenH2 truck will be suitable for multi-day, difficult-to-plan long-haul transport, where the daily energy throughput is high. In addition, because the weight and position of new components affect its handling properties differently than those in conventional vehicles, the current prototype will be loaded during tests with a payload of up to 25 tons for a gross vehicle weight of about 40 tons, identical to the specifications planned for the series-produced variant. According to Daimler Trucks’ development plan, it is expected to undergo tests on public roads before the end of the year with customer trials scheduled to begin in 2023. It is expected that the first series-produced GenH2 trucks will be delivered to customers in 2027.

THE FUTURE IS ECLECTIC BY GEOFF POTTER, GRAY & ADAMS

Meeting our climate goals will require a broad range of sustainable propulsion technologies. The transport industry has a great opportunity to demonstrate real leadership by implementing solutions with low total lifecycle emissions, rather than those, such as battery, which only seek to deliver reduced emissions at the tailpipe. It’s therefore worth taking off our lithium-stained spectacles to reflect on what reality would look like if the UK’s proposed ban on the sale of the ICE was to actually be implemented and the future consisted purely of battery propulsion. The following memorial prayer by a repentant battery electric vehicle activist may give us some idea. “We commend to you our loyal servant the internal combustion engine. Like most things in life the ICE wasn’t perfect, but it had many qualities and had mobilised humanity for over a century. Despite being developed into one of the cleanest propulsion technologies, with better lifecycle CO2 emissions than many BEVs and almost no NOx, the ICE was condemned in a senseless sop to political correctness. We would ask for guidance on what we should do now. We put our faith in batteries but now find we haven’t the grid capacity to charge them. BEV range remains restrictive, while age related battery degradation and cold weather conditions continue to magnify this weakness. We didn’t think through the implications of the additional time required for battery charging in comparison with vehicle refuelling, or the massive volumes of roadworks and associated disruption resulting from the implementation of a charging infrastructure. We completely underestimated society’s annoyance at all these compromises. Worse still, all this sacrifice has been for nothing since carbon dioxide levels have actually risen as a result of the massive emissions inherent in battery manufacturing and the fact that the unilateral focus on BEVs completely undermined the implementation of other more readily available clean technologies. The enforcement of BEVs on society has been an unmitigated disaster which has cost taxpayers dearly and not only starved many genuine environmental projects of funding, but also other worthy causes such as health and education.

Forgive our arrogance. BEVs had a bright future and a vital role in mobility, but we squandered the opportunity believing instead that batteries were the all-encompassing silver bullet solution. Other propulsion technologies invited us to work with them to secure a cleaner future, but we shunned their approaches. Our goal wasn’t lower emissions; batteries had lived in the shadow of the internal combustion for over 125 years and were going to have their day in the sun, regardless of the cost to humanity. With most other propulsion technologies now outlawed or politically undermined, we effectively stand alone and have come to understand the wisdom behind the saying ‘it is much easier to oppose than to govern’. Forgive our financial recklessness and the £600+ million per week deficit in UK Government revenues, resulting solely from the loss of fuel duty and VAT on fuel duty. We’re afraid to mention the additional lost revenues from the VAT charged on the fuel itself, let alone the losses from road tax. We even tried to suppress the financial losses incurred by UK business when we undermined the ICE without a viable option. We refused to wait on the introduction of the much superior (and less infrastructure reliant) solid-state battery technology and threatened to libel the Government as ‘antienvironmental’ if they did not squander countless £billions of taxpayers’ money to support current technology lithiumion liquid electrolyte (mobile phone ilk) battery propulsion. Forgive our hypocrisy. We were happy to lambast VW while simultaneously encouraging BEV manufacturers to mislead the public with ‘Zero Emissions’ marketing and vehicle badging. We knew that our ‘Zero Emissions’ messaging completely failed to recognise the emissions from battery manufacturing and disposal, or the inconvenient truth that a major portion of the electricity used to charge BEVs is generated using fossil fuels, or

even the fact that BEVs produce emissions from tyres, brakes and road wear. However, we continued unabated and now appreciate that our misleading propaganda was a distortion of the facts much greater than dieselgate. We were finally forced to admit that a BEV is not a ‘zero emissions vehicle’ but rather a significantly different ‘zero tailpipe emissions vehicle’. Forgive our duplicity. We complained when others ridiculed the limited range of our BEVs while responding with nebulous statements about improved versions being in the pipeline. We used old technology propaganda to undermine the latest Euro 6 variants. We labelled clean diesel “dirty” while suppressing our struggle to find an environmentally friendly way to manufacture and dispose of batteries. We thought we could dupe society by peddling the concept of using redundant BEV batteries for static storage, however society soon realised that these enormous quantities of dead batteries would ultimately need to be dealt with. Forgive our greed. We wanted complete market dominance and we wanted it given to us on a plate. We demanded high taxation on fossil fuels, while insisting on subsidies for BEVs. We demanded government funding for BEV development while simultaneously petitioning for the funding ladder to be pulled up on other propulsion technologies. We were terrified by the threat posed to batteries by clean ICE (especially when fuelled by synthetic fuels, biofuels, natural gas or hydrogen) and unrelentingly petitioned for its destruction. We even believed hybrids were too much of a compromise. In our world no other technology was acceptable and we didn’t care if genuine environmental projects were underfunded as a result of our greed, just as long as taxpayers’ monies were diverted to us. It had to be pure battery or nothing, whatever the cost to society. Forgive our naivety. We believed evangelist Elon and his Teslanic

Geoff Potter

teachings. We were oblivious to China’s cunning strategy for automotive world domination through its use of the BEV as a Trojan horse, and completely failed to recognise the significance of China’s stranglehold on the battery supply chain. While the general public remained unaware that politicians had been subverted by Big Battery, we successfully petitioned Government to legislate batteries into a position of prominence and now find that the UK automotive industry is now effectively under the control of the PRC. Forgive our intolerance towards any other propulsion technology. We admit our attacks on the internal combustion engine and hybrids were only the start. Hydrogen Fuel Cell was also on our target list, because Elon said it was ‘incredibly dumb’ and we believed him. We recognised that the term ‘battery vehicle’ didn’t resonate with society, so we aggressively marketed BEVs as ‘electric’ while simultaneously promoting the view that Fuel Cell and Hybrid Electric Vehicles were not worthy to be called ‘electric’. Forgive all our sins. We got so caught up in trying to establish battery propulsion and eliminating all alternatives that we lost sight of the economic, social and technical realities. We lost sight of the truth and are truly sorry for orchestrating this disastrous strategy. Help us to see there’s no one size fits all solution, to accept that other propulsion technologies can deliver significant benefits and to work in harmony with them to deliver a truly cleaner and financially viable future for all.”

Stena Line and Irish Ferries Call for Restoration of the Common Travel Area into Ireland Irish Ferries and Stena Line, the two key players in Ireland’s ferry industry, are calling for the reopening of the Common Travel Area (CTA) at the earliest opportunity. They also welcome comments made by Tánaiste Leo Varadkar, when he talked about the possibility of restoring the Common Travel Area (CTA) between Ireland and Britain as an “initial first step” for the travel and tourism sectors. With virus levels now low in Ireland and the UK, and vaccination programmes progressing in both countries, Irish Ferries and Stena Line are calling on Ministers

and industry stakeholders to urgently look at restoring the long-standing CTA agreement for Irish and UK citizens, and permit unrestricted travel between Britain and the island of Ireland. Paul Grant, Trade Director for the Irish Sea, at Stena Line said: “COVID-19 infections are now at low levels and vaccination levels are increasing significantly in both countries. In the UK for example 66% of adults have now received their first dose and 30% have had both, so there is now a real need to focus on solving some of the economic impacts of the pandemic, and an obvious starting point are the hard-hit tourist, hospitality and travel sectors. “With the restoring of travel between the islands of Ireland and Britain, we can start to rebuild these sectors locally in advance of

the full resumption of international travel, which may take more time to agree and deliver.” Andrew Sheen, Managing Director for Irish Ferries commented: “The ferry industry has played a key role in helping to keep vital food and medical supply lines open during the height of the pandemic. With the current UK infection rate of 48 cases per 100,000 population comparable to the lowest in Europe, we need to acknowledge the shared land border between the Republic of Ireland and Northern Ireland and eliminate the discrepancies and loopholes on travel restrictions on the island. Irish Ferries and Stena Line welcome the Tánaiste’s recent comments on the possibility of restoring the CTA in advance of the full resumption of international travel and would urge the Irish Government to

Belfast Harbour Invests £2.5m in Refurbishment of Belfast Heysham Terminal 1 Belfast Harbour plans to undertake a full refurbishment of the Victoria Terminal 1 Roll-on Roll-off ferry berth this summer, from which Stena Line operate their successful Belfast to Heysham freight service. The programme of work, which represents a £2.5million investment by Belfast Harbour, will effectively renew and modernise the terminal infrastructure, extending its life span for a further 25 years. Work will include refurbishment of the berth ramp, the access walkways and the fenders. Local contractor McLaughlin & Harvey has been engaged to deliver the project, which is due to commence in early summer. To facilitate these works the Belfast-Heysham service will operate from the Ballast Quay Terminal during the summer period. Belfast Harbour has continued its long-term investment programme in port infrastructure in recent years, including the £40million

redevelopment of Victoria Terminal 3 container terminal, with more than £20million invested in new cranes, and the installation of a new £15million two tier linkspan ramp at Victoria Terminal 2 ferry terminal to

prioritise its implementation.” The issue with the CTA has arisen due to differing approaches by the Irish and UK governments. The Irish Government requires passengers from Britain to have a negative PCR test and they must also quarantine for 14 days on arrival. The UK Government has never imposed requirements for testing or quarantine for people travelling from anywhere on the island of Ireland to Britain. The Northern Ireland Assembly also has never imposed testing or quarantine on anyone travelling from Britain. Both companies are also stressing that they need time to prepare for the resumption of travel. Urgent clarity is needed regarding dates so that the ferry companies can ensure they are ready from an operational perspective.

Michael Robinson, Port Director, Belfast Harbour said: “We are continuing to invest in our port infrastructure and equipment that will help us achieve our goal of becoming the best regional port in the world. “Roll-On-Roll-Off freight, including on the Belfast to Heysham route, performed strongly last year, reflecting the importance of our freight traffic routes to Scotland and England and the essential supply chains we serve to the Northern Ireland economy. We want our facilities to be best in class and having undertaken a full structural assessment of the VT1 facilities we believe that making this £2.5million investment now will provide both this standard and a long-term life extension for the terminal.” John Mariner, McLaughlin & Harvey Contracts Director, said: “We are delighted to deliver another project for Belfast Harbour; building on our successful long-term relationship which includes Victoria Terminals 3 and 4. This project will be delivered using a local supply chain, and will utilise our extensive marine civil engineering expertise to support the harbour in its programme of continual investment to improve facilities in the port.”

P&O Ferries Launch Fifth Ship On Dover-Calais Crossing P&O FERRIES has announced the return of a fifth Ro-Ro ship on its Dover-Calais route in order to take back market leadership on the English Channel. Pride of Burgundy - a 28,000 ton vessel with capacity to carry 120 lorries - will return to the vital arterial route in June, restoring the P&O Dover-Calais fleet to its pre-pandemic strength of five and expanding options for customers looking to transport goods between Britain and the EU. The ship will sail in freight-only mode. In 2019, P&O Ferries’ share of ferry freight volumes on the Dover Strait was more than 50 per cent. P&O Ferries has since become part of DP World, the leading global provider

Dover-Calais is a vital trade route both for the UK and EU economies as well as the thousands of businesses which rely on our services and we aim to return our market share back to where it belongs.” “My message to our freight customers is simple: P&O will do everything it can to continue being the brand you can trust to deliver your goods from beginning to end, with the aim of solving the most complex logistical challenges using our integrated ferry and logistics assets.”

Mike Bhaskaran, DP World’s Chief Operating Officer - Logistics and Technology, added: “We are the leading provider of smart logistics, enabling the flow of global trade. I would like to thank everyone at P&O Ferries who has worked hard to keep trade flowing during the last 12 months and am excited by the opportunities which the arrival of a fifth ship on DoverCalais brings, both in terms of our offer to customers and also returning P&O to growth.”

CLdN to increase sailings between the Continent and Ireland European freight specialist CLdN has chartered two additional RoRo vessels to increase sailings between the Continent and Ireland, increasing from eight to ten in each direction, on a weekly basis. An additional chartered vessel and previously announced Cadena 3 have been chartered to cover this expansion and prepare the way for the introduction of further new builds arriving in Q4 2021, which have the benefit of offering dual fuel propulsion (LNG). The additional sailings will be provided on the Zeebrugge / Rotterdam / Dublin routes and come on the back of strong

demand from our customers and with excellent support of both the Port of Dublin and Doyle group, CLdN’s stevedore, whom have invested heavily to allow these developments to take place. CLdN will introduce the additional sailings provisionally during week 20, when the vessels arrive on hire, as the Cadena 3 is undergoing technical repairs presently and the latest chartered vessel is being

repositioned from the Med. CLdN, whom have operated direct services from the Continent to Ireland for over 21 years, see this move as further justification in their long-term strategy to offer direct, unaccompanied solutions to customers, matching those offered on other direct routes and following market demand. A spokesman commented on the expansion of the Irish

service: “Following our previously announced third weekly sailing from Zeebrugge to Dublin with Cadena 3, we are pleased to further strengthen our position on Rotterdam to Dublin route to five weekly sailings, in order to comply to surging customer demand. “Chartering an additional vessel too, allows us to deploy both vessels on the Irish routes in a combined wedge schedule, to add frequency and capacity from both Rotterdam and Zeebrugge. Our customers will be able to benefit from this increased frequency on both services, enabling quick turnaround times of their assets. Our unaccompanied product perfectly fits current market development as well as offering the intermodal solution with a low carbon footprint.”

Port of Cork Secures Further Direct Freight Service Linking Cork and Antwerp The Port of Cork says that the Grimaldi Group is now offering a twice weekly direct Ro-Ro service from Cork to Antwerp; this new service builds on Grimaldi Group’s reputation and their continued investment. Conor Mowlds, Chief Commercial Officer, Port of Cork said: ‘The decision by the Grimaldi Group to offer a direct Cork-Antwerp-Cork freight service is very welcome and will greatly support our efforts to keep supply chains moving during the current Covid-19 pandemic. ‘The new service will also further strengthen Cork’s direct links with the heart of Europe, capitalising on the market’s growing use of the unaccompanied freight model, as shippers seek direct links to market rather than use the UK Land bridge.’

New ferry Stena Estrid is returning to the Holyhead – Dublin route With the expectation that travel restrictions between Ireland and Britain will be removed soon, Stena Line is bringing its new vessel Stena Estrid back to its key Holyhead – Dublin route.

It will replace the Stena Horizon which will return to its former role serving Rosslare – Cherbourg. The ships had swapped due to increased freight demand on direct routes to France and low travel volumes between Holyhead and Dublin. The end of lockdowns have resulted in freight volumes increasing again, so the company needs to switch the vessels back to their pre-lockdown roles. Paul Grant, Stena Line’s Trade Director, said: “With huge pent-up demand for travel between Britain and Ireland, and the added bonus of Duty Free, now’s the right time to switch Stena Estrid back. “Stena Horizon will again operate alongside Stena Foreteller on Rosslare – Cherbourg, offering 12 sailings per week to France. We’ve doubled our frequency on our direct services to the Continent.” Stena Estrid will provide two daily return crossings each way between Holyhead and Dublin, where it is expected that onboard DutyFree sales, now available after Brexit, will become very popular.

Logistics UK and CBW launch second merger and acquisition report Almost a third of logistics leaders are more likely to undertake Merger & Acquisition activity in Q1 2021 than they were 12 months ago, according to a report launched by Logistics UK, in partnership with leading accountancy firm CBW. UK Logistics Sector M&A Index Q1 2021: Interim Survey Results provides an overview on trends in M&A activity, including valuations, and delves into some of the most important issues facing companies in the sector, including Brexit, COVID-19 pandemic, and the industry skills shortage. David Wells, Chief Executive at Logistics UK, comments: “The past 12 months have placed untold pressures on the logistics sector: 68% of survey respondents say they expect a negative outcome for their business from Brexit and the UK’s new trading relationship with the EU, and just under

50% of business leaders say they are satisfied with the support provided to the UK logistics sector by the government in response to the COVID-19 pandemic. “However, M&A activity and company valuation trends are encouraging: 39% of survey respondents say valuations of logistics companies have increased in the past 12 months, a 17% rise on 2020, and 57% say valuations will continue to increase in the next year – a 30% rise on 2020. “With the ongoing success of the vaccine rollout, and as parts of the economy reopen, industry

optimism for the next 12 months among our respondents has increased from the previous survey. And the sector is already thinking proactively about new business models and strategies in response to Brexit: our findings show that 23% of logistics operators expect to diversify their service offering. “A successful, resilient logistics industry will be key as the economy reopens and, while many sectors of the economy are yet to fully bounce back, businesses across logistics will provide a good indicator of the health of the nation’s future ambitions for financial growth.

“As the business group representing the logistics sector, Logistics UK will continue working hard to alleviate any challenges to logistics operations to keep goods moving freely across the UK and further afield.” Philip Bird, Partner and Head of Logistics & Corporate Finance at CBW, says: “The results of our latest survey suggest that the sector is more optimistic than it was when we undertook our first survey last year and this is reflected in the 23% increase in the M&A Index number. “Further consolidation is on the horizon and supported by stronger valuations. There is no doubt that the logistics sector has played, and will continue to play, a key role in helping the UK economy and society through the pandemic so far - whether it has been ensuring the availability of food in supermarkets or vaccines at points of delivery, this has increased the attractiveness of logistics companies to other operators and investors.”

Thermo King Approves HVO Fossil-Free Diesel Fuel Thermo King has approved the use of Hydrotreated Vegetable Oil (HVO) fossil-free, diesel fuel as a more sustainable fuel alternative to power its truck and trailer refrigeration units. The use of biodegradable HVO instead of traditional diesel, leads to even 90% reduction in greenhouse gas emissions and particulate matter pollution from the engine, with unchanged performance. “Thermo King has the largest range of zero and low-emission transport temperature control solutions in the industry,” said Francesco Incalza, president of Thermo King in Europe, Middle East and Africa. “Our

customers value us for our commitment to advance the technology and capability of the refrigerated transport. We keep innovating to reduce the environmental footprint of our products, and by testing and validating the use of HVO in our units give our customers another option to increase the sustainability of their operations.” Thermo King has thoroughly tested the HVO biodiesel in its truck and

trailer units on the road and conducted endurance tests in its laboratory in the Galway, Ireland manufacturing plant. The results showed the units’ performance is not affected even in low ambient, freezing temperatures. The HVO biodiesel can be used as a drop-in replacement or mixed with regular diesel, with no requirements for unit’s engine modifications or more frequent maintenance intervals.

Apprenticeship funding for C+E drivers increasing to £7,000

“This move will support firms to recruit and train new drivers in the long term, but the industry needs immediate help as the demand for goods increases as lockdown restrictions are lifted.”

The RHA has welcomed an increase in the funding limit for Large Goods Vehicles apprenticeships.

Burnett said the announcement was a step towards resolving the driver shortage but said much more needed to be done.

He said manufacturers and retailers need to understand that the cost of distribution will increase as pay rates will have to go up.

He said: “We’ve worked tirelessly over the last year to unblock this problem and we’re pleased that the Government has listened. But this is only one element to help tackle the growing driver shortage crisis.

The RHA has called on the Government to put HGV drivers on the Home Office Shortage Occupation List to allow firms to recruit drivers from overseas in the short term.

IVECO Daily continues to deliver the goods for supermarket giant Tesco.com Tesco was pioneering when it launched its home delivery business 20 years ago, and its vehicles have now become a mainstay of the British road network, working all hours to deliver groceries and goods to homes and businesses up and down the country. IVECO has been supplying vans to the operation for over a decade, with some 900 Daily vehicles currently residing on the fleet. In total, since 2010, Tesco has operated 5,144 Daily chassis cabs fitted with climate-controlled bodies.

as 70%. Its heavy-duty, ladderframe construction also helps ensure that it is capable of withstanding the tough urban multi-stop, stop/ start home delivery mission. Before entering service, Lancashirebased Solomon Commercials will be fitting the new vehicles with their low-height, ‘Slipstream’ body for 3.5t GVW vehicles, including fridge units to keep groceries at the required temperature. These aerodynamic bodies are light in weight to ensure maximum payload capacity for Tesco goods as boosting load capacity reduces the need for returns to base.

45 IVECO Daily entered service via Guest Truck & Van in February, with Tesco bolstering that with a further 600 to arrive through 2021. Tesco’s new Daily 35S14 HI-MATIC are painted in white, featuring the brand’s ubiquitous blue livery and attractive fresh produce imagery. All are powered by the heavy-duty homologated, Euro VI-D, 2.3litre F1A turbo diesel producing 136-horsepower and a healthy 350Nm of torque. The proven 8-speed HI-MATIC automatic gearbox keeps the engine running at optimum revs, swapping cogs in under 200 milliseconds, affording the Tesco drivers a high level of safety and comfort on busy urban delivery routes while minimising clutch and transmission wear.

Cost Effective A key consideration in the selection of Daily was its extremely competitive Total Cost of Ownership proposition. For busy, time-critical missions, features such as the Tyre Pressure Monitoring System (TPMS) assist with consistently strong fuel economy by ensuring tyres are always kept to the correct

pressures, subsequently reducing wear and therefore replacement. HI-MATIC adds up to 10% lower repair and maintenance costs to the offering, with the total package backed up by IVECOs responsive Assistance Non-Stop 24/7 roadside support service. Further enhancing fitted options include the Digital Pack including Reverse Warning Alarm, 7” HI-CONNECT touch-screen infotainment system with DAB, Bluetooth, and smart-phone mirroring allowing navigation services as well as IVECO’s connectivity box. This allows for a connection to IVECOs control centre for monitoring of vehicle performance, promoting

proactive maintenance with access to over-the-air updates to minimise vehicle downtime. Tesco operates its vehicles for up to five years dependent on their mileage, and it expects the new Daily units will clock up around 30,000 miles each year. With the vehicles’ busy schedules, dependability is key, so IVECO Daily is supplied with a three-year, unlimited mileage warranty.

Turning Circle Daily is famed for its tight turning circle and manoeuvrability, featuring electric power steering with CITY mode as standard. A benefit in town and suburban cul-de-sacs, it reduces steering effort by as much

“Supermarkets like Tesco have been especially important over the past pandemic-gripped year, adapting to meet incredible demands and IVECO are ideally placed to be able to support and continue this mission,” added Mike Cutts, IVECO UK’s Light Business-line Director. The IVECO Daily has been in production for over 40 years, carrying a reputation for robustness and dependability. The current iteration, introduced in 2019 offers the latest innovations in driver comfort, advanced safety and low Total Cost of Ownership. Unique in the market, the IVECO Daily stretches from the usual 3.5-tonne Gross Vehicle Weight capacity, all the way to 7.2-tonnes. It’s a complete transport solution, custom-made for any business and ready for any mission.

FORS updates van training to help improve driver safety FORS has launched an update to its popular Van Smart eLearning module, to help upskill the growing fleet of light commercial vehicle drivers on our roads. The FORS Professional Van Smart eLearning module has been given an upgrade, including new learning scenarios and an updated format. The changes have been designed to make the information even easier for van drivers to digest, and thoroughly embed best practice into everyday driving. The eLearning is part of the FORS Professional

Van Smart training package, which aims to arm van drivers with the tools to help reduce the impact on the environment, maximise fuel use, correctly load vehicles, and most importantly, know how to avoid incidents with vulnerable road users. The revisions to the mobile-friendly online module include improved user functionality, with learning points presented to amplify learning take-aways, with a comprehensive list of Do’s and Don’ts for drivers. The eLearning course covers all aspects of the daily van driving journey; from judging fitness to drive before setting off, daily walkaround checks, defect reporting, and

safe vehicle loading, through to route planning, and of course, safe and efficient driving techniques while on the road. Livia Gergely, FORS Membership Manager, says, “The FORS Professional Van Smart eLearning module is designed to challenge drivers’ assumptions on vulnerable road users and think about how their driving impacts others on the road. “In addition, the eLearning highlights how drivers can increase efficiency, learn antiidling techniques, and provides tips on how good route planning and correct vehicle loading help lower emissions and reduce costs associated with additional fuel use.” The refreshed training is part of the FORS Professional Van Smart training package, which includes a manager toolkit and detailed driver handbook, as well as a classroom-based course, with a practical on-cycle element allowing drivers to experience the road from the point of view of vulnerable road users.

Partnership to Investigate Feasibility of Solar Technology in CVs Sono Motors and MAN Truck & Bus want to jointly analyse applications of solar technology in commercial vehicles. They have signed a Letter of Intent. The two companies have agreed to investigate the technical and economic feasibility of integrating the Sono Solar technology into MAN’s eTGE electric transporter. “It is a great opportunity for Sono Motors to team up with such a respected industry partner as MAN and to work together for a more sustainable future. Our Sono Solar technology offers a lightweight and adaptable platform that is ideal for light commercial vehicles such as MAN’s battery-powered eTGE,” says Jona Christians, co-founder and CEO of Sono Motors. “We look forward to all the opportunities that these two sustainable technologies can bring together.”

Looking forward to the joint project (L-R): Jona Christians, co-founder and CEO of Sono Motors, Mathieu Baudrit, Head of Research and Development Solar Integration at Sono Motors and Dennis Affeld, Senior Vice President & Head of Sales Truck & Van at MAN Truck & Bus in front of the MAN Truck Forum in Munich.

Three applications are to be equipped with Sono Solar technology and investigated by the companies: - MAN eTGE panel van - MAN eTGE combi with a powerful on-roof air conditioning system - MAN eTGE with a refrigeration system For all three concepts, the focus is either on additional range to be achieved or on a self-sufficient supply of auxiliary users, e.g the air conditioning system, through the acquired solar energy. Dennis Affeld, Senior Vice President & Head of Sales Truck & Van at MAN Truck & Bus, is pleased with the partnership with Sono Motors,

which is now underway: “We will pool our joint knowhow and expertise to test various prototypes with vehicle-integrated photovoltaic technology. The aim is to find out how much energy can be gained from PV technology over the year. Using this insight, we can then assess whether the technology pays off for our customers and at the same time helps to protect the environment.” The eTGE is MAN’s answer for urban and regional operations. It does not cause on-site emissions and is significantly quieter in operation compared to an internal combustion engine drive. Depending on the annual mileage, the eTGE can be operated more economically than

a comparable diesel TGE: after about four years, it pays for itself. Sono Solar Technology offers a lightweight, robust and costeffective solar solution that can adapt to a range of complex geometries thanks to its polymerbased design. Due to the larger surface area compared to passenger cars on vehicles such as trucks, vans or buses, the panels are particularly suitable for commercial applications, like Last-Mile-Delivery. The vehicleintegrated photovoltaic solutions (ViPV) are not, however, intended to replace existing energy storage systems such as batteries or fuel cells. They can reduce energy requirements and the number of charging intervals required, thus extending the range.

TyreWatch introduce costcutting safety solution for commercial van sector TyreWatch have introduced a new version of their widely used VanSmart tyre monitoring system, to improve safety and reduce running costs for light commercial vehicle operators. Due to be demonstrated at the ITT Hub Exhibition on June 30th- July 1st and aptly named, VanSmart II, the smart-technology system uses bespoke wheel sensors designed for the light vehicle sector, to monitor and detect potential tyre issues during typical van use - such as urban and ‘last mile’ deliveries - while also keeping a watch on general tyre status and performance over longer journeys. TyreWatch Director, Glenn Sherwood explains: “Our new VanSmart II system significantly reduces the risk of accidents caused by tyre wear or pressure loss and helps to maintain roadworthy vehicles while ensuring a safe working environment for every driver.”

60

instantly inform of any threat to the tyre’s integrity.” Glenn explains further that the telematic real-time reporting means the traffic office or fleet manager will be alerted to issues regarding any specific tyre and be able to take corrective action by calling the vehicle driver, even before they have any knowledge that something is wrong. This type of advance warning, says TyreWatch, enables timely tyre maintenance or safe repair before any damage occurs - so minimising delivery disruptions and cost. “Very often, these are the sort of things which are only picked up during daily inspections or maintenance intervals,” adds

Glenn. “VanSmart II however, does it all automatically and with real-time visibility for every tyre in the fleet, it turns the tyre management process from reactive to proactive, which improves efficiency, ensures legal running and keeps everyone safe.” Ideal for regional, utility, self-hire or blue light services, the new system also ensures that all tyres are always inflated to their correct pressure. This, says TyreWatch, allows vans to safely carry payloads at the given laden weight, while ensuring the vehicle accelerates, steers and brakes as the manufacturer intended.

TyreWatch also point to the significant savings which the system brings by reducing the impact of tyre-related problems that can lead to vehicle downtime, premature replacement or missed appointments.

According to TyreWatch, when VanSmart II is used with a typical 3.5 tonne vehicle, running 235\65 16 tyres, at an average mileage of 40,000 pa, savings of up to £1.80 per van per day can be made on fuel, tyre and maintenance costs.

“Van tyres lead a challenging life,” continues Glenn, “especially during ‘last mile’ distribution, when making time-bound multi-drop deliveries and collections. The highly sensitive wheel sensors deployed by VanSmart II monitor a wide range of potential tyre problems and

“With this rate of cost reduction” adds Glenn Sherwood, “to say nothing of the carbon reduction and time-saving benefits – van operators can expect to see a return on investment in under one year, depending on their fleet size.”

TruTac launch all-new feature to manage driver compliance risk TruTac, the tachograph analysis and compliance experts, has launched an all-new software feature called ‘DCRS – Driver Compliance Risk Score’, to simplify how fleet operators monitor and manage the potential risk drivers can pose to compliance levels. Developed in-line with both HGV and PSV operators’ feedback and as part of TruTac’s commitment to the DVSA’s Earned Recognition (ER) scheme, the new Risk Score

Calculation is based upon calculating a percentage of infringements per driver duty. The automatically calculated driver risk scores, trends and fleet ranking can then be viewed via the widgets, dashboards and reports produced by TruTac’s TruControl system. The brand-new feature highlights each driver’s Risk Score as a Risk Level (very low, low, medium, high, or very high). It also calculates risk trends which, for easy data assimilation are graphically displayed, along with the driver’s overall company ranking. The system auto adjusts each driver’s score to include the Earned Recognition infringement severity weighting. “TruTac supports operators in managing driver compliance effectively and easily and we are proud to support the DVSA Earned Recognition scheme,” says Commercial and Marketing Director, Jemma James. “This latest product is designed to work in tandem with our existing software so operators can manage drivers and their compliance risk potential easier than ever before.”

Commercial and Marketing Director, Jemma James.

Furthermore, says TruTac, whether operators are ER-approved or not, the new feature enables

them to compare their KPIs against the DVSA metrics before they consider joining the scheme. “Plus,” adds James, “TruTac is one of the few providers who include the DVSA ER dashboards within its products at no extra charge.” Explore, the transport and plant hire specialists, worked with TruTac to help design DCRS and provided valuable user feedback at every stage of development. According to Chris Gatheridge, Head of Operations for Explore, the new initiative will bring many benefits to its business and the industry at large. “Working with our tachograph analysis provider TruTac, we have succeeded in developing world class functionality which takes Driver Compliance Risk Score to the next level. We pride ourselves on our operational standards and adherence to legislation and the integration of DCRS can only assist us further in this area.” Gatheridge added that the DCRS feature allows each driver to be accessed not only for the risk that their driving behaviour could present to Explore, but also regarding their general performance. Utilising critical report data, intuitive graphs and system feedback, drivers can see where mistakes or issues are arising and take corrective action as appropriate. “Therefore, unlike other systems,” adds Gatheridge, “although DCRS makes its calculations depending on the severity of the infringement, the system also provides a clear route back – allowing drivers to ‘clean the slate’ if they act on the debrief information presented. As a bonus, if your driver is not returning to base within the week, the feedback and close-out can all be done remotely via an app on their smart phone.”

HGV Registrations on the Increase

especially as it’s in comparison with a quarter when the first lockdown was introduced.

New heavy goods vehicle registrations increased by 9.5% in the first three months of 2021, according to figures released by the Society of Motor Manufacturers and Traders.

However, registrations of most segments dropped, as the pandemic affected business operations, suppressing demand for most of the past year.

“Likewise, the nature of the fleet buying cycle for the HGV market can mean that a large fleet order can have a significant impact on any quarterly figures. However, fleet renewal remains the quickest way to get more of the newest, cleanest vehicles on UK roads, particularly as we strive to meet our collective environmental goals.

Mike Hawes, SMMT Chief Executive, said, “The rise in truck registrations is welcome news but it does not yet signify full recovery,

“A plan for a charging and refuelling network suitable for HGVs is pivotal for the transition to these new technologies.”

The increase saw some 10,064 units registered in the first quarter of the year, up on 2020 albeit following a weak Q1 last year when lockdown measures introduced partway through March and fluctuations in the fleet renewal cycle subdued demand

and still -15.1% down on prepandemic levels in Q1 2019.1 Articulated trucks saw the biggest increase in demand, with registrations up 25.3% to 4,528 vehicles, while rigids decreased -0.8% to 5,536 units. Tractors remain the biggest

segment, making up 44.3% of the market, with 26.6% more units registered than Q1 2020. Tipper registrations also increased, up 10.8%.

Goodyear introduces new generation of tyres for container handling duty Goodyear has introduced a new generation of tyres for specialised container handling machinery such as reach stackers. The GEN II versions of the EV-4S and EV-5S bring a range of new technologies to improve efficiency, stability and durability. The EV-4S GEN II has the deep 150level IND-4 tread thickness, as rated by the Tyre and Rim Association (TRA), whereas the 250-level EV-5S has the extra-deep IND-5 marking,

the highest rating that the TRA issues. Both of the new tyre designs feature the same package of new technologies, including new construction and tread features. The enhanced construction demonstrates a new cavity shape. Goodyear’s engineers have developed this to reduce wear, lowering the cost per hour. The construction of both tyres also includes an oversized high strength bead bundle to enhance stability when carrying high loads. This bead area has increased protection to reduce chafing.

This focus on strength and protection extends to the new sidewall design. The sidewall has additional protection where the plies end, also improving durability and stability. Tyre life management is made easier by the new notched tread wear indicator which is highly visible in the smooth tread. This features Goodyear’s proven tread compounds in both depth options, with improved heat and abrasion resistance. The EV-4S GEN II and EV-5S GEN II join Goodyear’s extended portfolio

of port handling tyres, bringing a wide range of purpose-designed solutions for container handlers, reach stackers, straddle carriers, shuttle sprinter carriers and other specialised machinery. Both tyres are available in the 18.00R25 size.

Protect drivers against people smuggling penalties, says Logistics UK Responsible hauliers and drivers who are unwitting victims of people-smuggling gangs should not be penalised if all precautions have been taken to protect their vehicles, according to Logistics UK. The statement comes in response to the government’s consultation, New Plan for Immigration, which would see changes to the penalties imposed on logistics businesses and their drivers regarding vehicle security and migrant incursions. The proposals would revise the Clandestine Entrant Civil Penalty Regime – whereby the driver and the haulier can be automatically fined up to £2,000 per migrant found on board a vehicle irrespective of their compliance with security measures and schemes. Comments Chris Yarsley, Policy Manager at Logistics UK: “People smuggling and clandestine attempts by desperate individuals to enter the UK are a humanitarian crisis which governments need to address on both sides of the Channel. The facilitation of illegal immigration into the UK by criminal gangs

is a significant challenge for the haulage industry, with desperate individuals and organised crime groups actively targeting the vehicles of professional drivers and hauliers. “Operators remain determined to play their part in bringing the organised crime organisations which prey on these innocent migrants to justice, but the government must recognise that responsible operators and drivers are themselves the victims of these groups. It is vital that government recognises the regulated, industry standard schemes already in place, such as AEOS and Customs Seals which demonstrate that hauliers have implemented high security measures.” He added: “Logistics UK strongly opposes the government’s proposal to expand the existing penalty scheme to any haulier found with an illegal migrant in their vehicle, regardless of their compliance with load

security standards or accreditation schemes. “When an individual takes all reasonable measures to mitigate the risk of illegal entrants, it is unfair to deprive the vehicle operator of any defence and simply issue an automatic penalty, the cost of which will be prohibitive for many smaller operators. The detection systems used in ports are not themselves fully effective in locating people hidden on board a vehicle; it is unrealistic to expect hauliers and drivers, who are neither trained security staff nor immigration officials, to outperform government agencies. “These proposals could have a significant impact on supply chain operations by deterring businesses from bringing goods into the UK, in addition to reducing the attractiveness of HGV driving as a career option, at a time when the industry is suffering deeply from a worker shortage.”

RHA launches tail lift safety guidance

helping us pull this document together that should make our working environments safer.”

The RHA has published long-awaited guidance to improve safety around the use of tail lifts.

HSE Head of Transport and Public Services Unit, Harvey Wild said: “We believe that this guidance is an important step for the industry in improving the safety of tail lift deliveries and we have provided technical support to the working group during the production of the document.

The Tail Lift and Pallet Truck Guidance Document aims to help operators reduce the risk of death and serious injury when palletised goods are delivered by vehicles fitted with tail lifts. The guidance sets out industry best practice, and supports

businesses to review their health and safety processes. It helps firms with establishing safe systems of work, risk assessments, staff training and support, incident reporting, equipment maintenance, and reminds employers of their responsibilities. The guidance is the culmination of several years’ work by the RHA, the Association of Pallet Networks, haulage and logistics operators, and transport law experts Backhouse Jones.

The Health and Safety Executive (HSE) provided technical support to the group as they developed the guidance which has been keenly anticipated across the haulage and logistics industry. RHA Chief Executive, Richard Burnett said: “This guidance offers operators who move palletised goods essential advice to keep their staff and others as safe as possible. “I cannot thank our partners in the working group and HSE technicians enough for

We have agreed to provide an endorsement of the guidance that recognises the value of the advice it provides to vehicle operators and others in the haulage industry.”

SAFE TRANSPORT

HAS NEVER BEEN

SO IMPORTANT Thanks to your support, we are helping communities to combat COVID-19 in sub-Saharan Africa. In Uganda, we have provided advice, cab sanitisation materials and PPE to keep HGV drivers safe, reduce transmission rates and build community confidence in the logistics sector. In Zambia we have expanded our MAMaZ against Malaria at Scale programme to help rural communities protect themselves, installing hand wash stations, procuring PPE for health workers, and raising awareness through radio adverts, posters and talks. All whilst ensuring our life-saving bicycle ambulance service for patients with severe malaria keeps running.
