The latest CEF Construction Survey also reflects a sector where the inflationary pressures of the last 18 months are having an increasingly unsustainable effect on the viability of a growing number of contractors, civil engineers and housebuilders across Northern Ireland, and with rising energy bills and interest rates everyone will have their work cut out to navigate their way through the coming winter. Busy Year Ahead for new IoQ NI Branch Chairman
His appointment was confirmed at the Institute of Quarrying NI Branch annual general meeting held in April at the Dunadry Hotel and since then he has been drawing up a busy calendar of events that will benefit members and local charities in the months ahead. Over the last few years, the IQ Northern Ireland Branch has raised thousands of pounds to support a wide range of charities, including Guide Dogs for the Blind (NI), Irish Rugby Union Benevolent Fund and Air Ambulance Northern Ireland. “I intend to carry on that work within the Northern Ireland branch which will include our annual golf day and our Stonecrushers Ball in October, which had to be postponed last year because of the Covid-19 pandemic; these are regarded as our jewels in the crown events,” says Pat. “On top of that, we have our regular monthly technical meetings to benefit our members, so there is much to look forward to, lots of planning to do, and I am very grateful in being able to play my part in all of that.”
Kilwaughter Minerals’ K Systems brand has had its position as a leading provider of External Wall Insulation (EWI) systems recognised at the prestigious 2022 Tall Buildings Awards. K Systems was announced as winner of the Best Tall Building Retrofit Project award in recognition of its role in the restoration of Gaywood House in Bristol. Bristol City Council tasked K Systems with restoring the exterior of Gaywood House, an 11-storey residential tower block in southwest England, to its original aesthetic and significantly improving the thermal performance of the building, whilst adhering to industry standard fire safety regulations for high-rise buildings.

The cab on the SY135C excavator offers an excellent working environment, with excellent insulation that provides reliable protection from noise and vibrations. Operator comfort is further enhanced by features that include a heated air suspension operator’s seat, with high backrest and various adjustment options. There is plenty of space and room for movement and lots of storage areas for the operator’s personal effects and other items. Other features include joystick control, clear instrumentation and a large high resolution colour multifunctional display, a radio and a 12v jack. Also standard is adjustable ventilation, heating and automatic climate control system, and integrated cooling box.

The first of the three airbridges has just been installed at the airport and took over two days, using multiple cranes to fit it to the terminal building. The airbridge is capable of accommodating over 22 types of large aircraft, excluding some smaller regional jets. Over the past 12 months, Shannon Group has been busy upgrading the airport experience, and enhancing infrastructure. Projects completed with support from the Department of Transport under the Regional Airports Programme, include a €2.5 million state-of-the-art security screening system which is halving the dwell time for passengers through security and eliminating the need to remove liquids and electronics, and €5.3 million on airfield rehabilitation works. Shannon Airport €1.8million airbridge programme underway
Shannon Group is installing three new airbridges at Shannon Airport at a cost of a €1.8 million. The latest investment is part of a suite of airport enhancement projects by Shannon Group totalling almost €10 million.
The installation of three 60 tonne airbridges form phase one of the airbridge investment plan, which will see the airport’s six airbridges replaced over the next three years. Airbridges are used to board passengers directly from the airport terminal building on to aircraft without exposing passengers and crew to the elements.

excavators 12 PLANT & CIVIL ENGINEER Doosan has launched the new DX225LC-7X - the company’s first ‘Smart’crawler excavator, designed to help operators work faster and more efficiently. To facilitate this, the DX225LC-7X offers a number of exciting new features as standard, including Full Electric Hydraulic (FEH) technology. Doosan excavators are well known for offering more innovativefeatures as standard than other machines on the market.In the standard DX225LC-7 model and the rest of the new Doosan DX-7 medium-sized excavator range, for example, the new features provide major enhancements in machine controllability, versatility, operator comfort, uptime and return on investment, with a strong focus on increased productivity and robustness. But the new DX225LC-7X smart model takes this to a new level. As well as the FEH system, other standard features of the DX225LC-7X include Integrated 2D Machine Guidance; SemiAutomatic 2D Machine Control; Laser Receiver; E-Fence Virtual Wall; and Weighing System. Full Electric Hydraulic (FEH) technology is similar to the D-ECOPOWERVBO (virtual bleed off) system now incorporated on the standard DX225LC-7 model and all Doosan excavatorscrawlerfromtheDX350LC-7andabove.
In effect, the FEH is a VBO system without pilot pressure lines. The joysticks and pedals are fully electric, but give the operator the same feeling as hydraulic joysticks. In the FEH system, an electric signal is sent to the central controller and as such is more precise and provides faster information. Back pressure and energy loss are therefore eliminated, by delivering the exact amount of oil needed. As the system does not utilise pilot pressure, energy is saved and there is a resultant fuel saving. In fact, the FEH system offers a very significant 8% less fuel burn compared to the D-ECOPOWER VBO system. This is on top of the 7% decrease in fuel consumption already achieved in the DX225LC-5toDX225LC-7,standardcomparedthepreviousmodel.
MACHINE GUIDANCE The integrated machine guidance systemon the DX225LC-7X uses sensors mounted on the front and body to recognize the location of each working device andinform/ guide it for the operator.

The Weighing System and Lift Assist function measures and displays the current weight of the bucket as the operator is loading materials and warns the driver whenthe total loading weight exceeds the target.
There are three major Machine Control functions, and they can be activated by pushing the appropriate function button. Grade Assist Mode - On/Off can be set using the instrument panel and joystick. When the Grade Assist mode is set, the boom and bucket are activated in green according to the mode setting in the instrument panel icon. When the Bucket Assist function is activated, the current angle is memorized. When the driver operates the Bucket joystick, the last value is memorized after stopping the operation. When the Bucket Assist mode is on, the Bucket is green on the instrument panel icon.

In the on-board machine control system, the sensors mounted on the front and body recognize the location of each working deliveredWhenmachinepointtothechangeswhenreferencewillreceiver,ThanksfollowbucketoperatorInthetheandsupport/adjustdevicefrontoperationtoworkasplanned.thisway,whentheusesthearm,orboom,theythetargetline.tothelaserthesystemalwaysreceivethepoint,eventhemachineposition,withoutoperatorhavingresetthereferenceeverytimetheismoved.theDX225LC-7Xistothecustomer, all the sensors are already calibrated. But the buckets to be used by the customer need to be calibrated, and no specific tools are needed for this. The system will ask the operator to enter the required measurements to finalize the calibration process with around an hour needed to calibrate three buckets.
Today, CDE employs a global skilled labour workforce of over 500 people, including over 120 engineers with a combined 1,000+ years of industry experience.

Coalisland-based GEDA Construction has been appointed to carry out the 18-month contract which will see the implementation of a temporary working area adjacent to the site to facilitate construction works. Newry-based Water Solutions Ireland will carry out the extensive mechanical and electrical installation at the site, while Belfast-based RPS Group are providing technical support for the project. Infrastructure Minister John O’Dowd said: “NI Water’s substantial £4.8m investment is good news for people who live in the Ballyronan area. The work, which is being undertaken by local companies, will include the installation of state-of-the-art, fully enclosed, treatment tanks, along with advanced electrical and mechanical systems to provide a robust wastewater treatment solution.

Ballyronan to benefit from new £4.8m Wastewater Treatment Works

The existing treatment works, which was constructed in the 1970s off the Ballyronan Road/Shore Road, Ballyronan will remain in operation while the new infrastructure is being installed at the same site.

“When we also consider that housebuilders are facing not just the inflationary challenge but also the unavailability of wastewater connections in many parts of the country and a planning system that is in urgent need of major structural reform, it is clear that its prospects are also more uncertain than at any point since the 2007/08 financial crisis. Solutions to this are undoubtedly possible – but they require a fundamental shift in policy, performance and mindsets in order to unlock the new build housing which is an economic, societal and environmental imperative”.
A Northern Ireland Executive is not, of course, a panacea to many of the challenges that contractors are confronted with – but it can set a budget which unlocks a sustainable pipeline of work, and it can also, as our survey detailed, spearhead discussions around alternative forms of Government contracts which would be of benefit to all in the current crisis.

The rebrand, which was announced on September 1, 2021, marked yet another major turning point in the company’s illustrious history, which began when Euclid created the first recognisable rear dump truck, the Model 1Z, in 1934. Euclid Great Britain was then set up in Motherwell, Scotland, in 1950 before rebranding as Terex several thousand trucks later in 1968. Leading building materials firm Roadstone, a CRH company, has enhanced its Irish fleet of heavy commercial vehicles with the recent addition of a new MercedesBenz Econic 3235L truck. First Movable Pumping Stations for NI Water

This new technology is a first for NI Water and these new stations can be moved around if required, allowing the company to respond to major incidents.
Infrastructure Minister John O’Dowd said: “This major investment, which is part of the £7.2 million Northern Resilience Project, is good news for people in the North West. It will strengthen and secure the future robustness and resilience of their water supply, which will be particularly important during dry weather conditions, winter months and other unplanned events.

The installation ratio for tiltrotators on the smallest excavators is starting to grow globally and in response Steelwrist is now introducing the new X02, a tiltrotator suitable for 1,5-2,5 ton excavators. The X02 is accompanied by a complete range of work tools resulting in increased efficiency and versatility which convert also the smallest excavators into true tool carriers. The X02 tiltrotator has a number of innovative design solutions and comes with either a Direct Fit or an S30 top for the connection to the excavator. The coupler side (bottom) of the tiltrotator is available in a mechanical locking version as well as hydraulic locking for S30. The hydraulic lock version with the integrated Front Pin Hook is probably the only tiltrotator in this class that has work tool safety to support CE requirements. The X02 is positioned between the smallest TCX tilt coupler for machines below 2 tonnes and the X04 tiltrotator for excavators from 2,5 to 4 tonnes. Again the focus with X02 has been to make a fully casted product with best strength-weight ratio and low building height. Other innovative design solutions introduced with the X02 are: New gearbox design which makes it possible to easily eliminate play over time; Lubrication free bearings for easy maintenance; Valves and control module placing to protect from outer damage; and a bolt-on lifting eye or lifting hook as option on direct fitted tiltrotators. Work tools With a complete set of Steelwrist S30 work tools for the X02 tiltrotator, such as grading-, digging-, cable/trenching- and v-ditch bucket, asphalt cutter and ripper, the excavator turns into an efficient and versatile tool carrier that can do work in a wide range of applications. In autumn 2022 a multi grapple is added to the work tool offering for X02.

PILING DUTIES With the larger capacity cranes handling earth removal and plant movement on site, the 100-tonne capacity CKE900G-3s, which were both supplied with a 36.6m boom, were used by piling contractor Keltbray for the tunnel boring machine launch chamber, along with associated counterfort foundations. “Both CKE900G-3s worked as ‘tailing cranes’”, explains Elliot, “lifting the tailing end of the tilt bed, with a maximum weight of 24-tonne, where the T-shaped rebar cages were spliced together to make the 102 tonne,
Hawks Crane Hire has supplied four Kobelco crawler cranes, including two CKE2500-Gs and two CKE900G-3s, for work on Transport for London’s (TfL) £1 billion Silvertown Tunnel, which will link Silvertown to the Greenwich Peninsula in east London. The new 1.4km twin-bore road tunnel under the Thames will be the first in London in over 30 years and aims to improve cross-river public transport, while reducing congestion and air pollution in the area. Construction is being delivered by Bam Nuttall with sister company Wayss & Freytag Ingenieurbau, Ferrovial Agroman and SK E&C.
The first CKE900G-3 arrived on site in January 2021, with the first CKE2500G-2 following in October. The second CKE900G-3 arrived in January 2022, with the final CKE2500G-2 delivered in June 2022. Both CKE2500G-2s were supplied with 48m booms, with one using a 100-tonne hook block and the other a 70-tonne hook block, with maximum weight lifted being 50.5 tonnes at 15m radius. The tight site presented some operational problems, according to Elliot Hawkins, Sales Director, Hawks Crane Hire: “The main boom for both machines had to stay under the overhead Emirates cable car, which runs across the site, and also had to be slew restricted due to the adjacent Docklands Light Railway (DLR) lines running parallel with the site, with Kobelco’s slew restrictors coming in very handy during operations.”
MORE REACH Working around the three main shafts, both CKE2500G-2s were used in a “muck away” operation removing spoils from the shafts using a Geko Innovations’s TruckLoader Skip, which can weigh up to 26 tonnes, fully laden, says Elliot, with one also lifting excavators, loaded onto a “tray”, in and out of the shafts as well.
“The CKE2500G provides greater lifting capacity than other 250-tonne capacity models,” explains Elliot, “allowing the client more reach, with a greater lifting capacity, which ultimately increase programme time.”

REDUCED EMISSIONS Environmental concerns also played a part in choosing the Kobelco crawler cranes for the works, according to Elliot, with the company’s KCross remote operation management system, which is designed to help maximise machine efficiency and uptime, key to the decision making. “Our client was especially interested in gathering as much information as possible on all four cranes’ diesel usage and emissions whilst they were on site, particularly as it was keen to reduce emissions as much as possible on site. It even ran a competition between the contractors to see how much money it could save while reducing fuel consumption. “More importantly,” adds Elliot, “the information was not only useful during the project but will be used as part of its wider research into how emissions and fuel usage can be reduced on future projects.”

A tiltrotator makes an excavator a more efficient, flexible and versatile machine enabling the user to perform operations without the constant need to move the excavator, making it more productive and together with the use of attachments such as forks, grabbles and grading buckets, it is ideal for a wide range of applications – from pipe-laying and narrow gauge ditching to surface leveling and finishing.

Says Robert: “The market here for tiltrotators is still in its early stages, butismomentumdefinitelygrowingas more and more people are beginning to realise the benefits.”
“One man can achieve a lot with the help of a tiltrotator,” says Robert. “Digging around obstacles and in tight spaces reduces the need to move obstructing objects. It also cuts down on the number of machines you need on site,

There were four different Engcon tiltrotator models on demonstration, including an ECO2B which was fitted to a 2.7 tonne machine. It is one of the market’s smallest tiltrotator’s for really compact machines, with a tilt angle of up to 40 degrees and can be fitted with a standard DC2 quick hitch system. With a basic weight of 65 kg, the EC02B has a minimal impact on stability.

A second excavator, a 3.5 tonne machine, was fitted with an EC204 which is suitable tonne and can come with a standard quick hitch system and can also be fitted with integrated gripper or extra hydraulic functionality. It has a tilt angle of 45 degrees. An 8.5 tonne machine featured a compact but powerful EC209, suitable for all excavators in the six to nine tonne weight class, with a tilt angle of up to 45 degrees. Like the other mentioned models, it comes with a standard DC2 proportional control system, but if Engcon’s standard quick hitch S45 is selected, then you can also get EC-Oil which is an automatic quick hitch system. This means that the tiltrotator and hydraulic tools can be connected and disconnected without the operator needing to leave the cab.

The Engcon tiltrotator is connected between the excavator’s arm and the bucket and can be compared to a wrist that allows the operator to tilt up to 45 degrees and rotate the bucket or other tool infinitely in both directions. ZoneSafe uses Radio Frequency Identification (RFID) technology to create detection zones around vehicles and mobile plant. Vehicle-mounted antennas detect RFID tags which can be worn by workers, or placed on objects or property. Tefra Connect was originally planned for launch at Hillhead 2020 so the cancellation of that show enabled Hill Engineering to extend its field testing even further. The company selected several contractors who work primarily in Ireland, specifically so it could carry out regular product and performance reviews, on site and directly with the customers.

Irish Experts Set To Make Waves Japanese Offshore Wind Market
The Basic Energy Plan, issued by the Japanese Government, has set a target of 45,000MW of offshore wind by 2040 and will go some way to helping Japan achieve its decarbonisation targets, as well as the growing need to reduce energy costs for consumers. However, the Japanese service supply chain required to make this happen has not been sufficiently established.

The survey also found that 91% of construction companies believe the economic sanctions arising from the conflict in Ukraine will lead to a further rise in construction costs over the next 3 months, while 85% expect the price of construction projects to increase during that period. As a response to these issues nine out of ten (89%) construction companies want to see the Government introduce an effective and fair price variation clause into public sector contracts, which would apply retrospectively. More than four out of five construction companies (82%) also note that the Ukraine conflict has led to the disruption of supply chains in the construction sector. Additionally, 98% of construction companies reported an increase in the cost of raw materials over the last 3 months. Other points of interest from the survey include almost four out of ten construction companies (38%) saying their turnover increased in the last three months with a similar number (39%) expecting a further increase over the next three months. While one in three construction companies (32%) also expect to grow their levels of employment over the next three months. Three out of four construction companies (75%) also believe the sector would benefit from attracting more women to work in the industry. The key challenges identified by the sector are the increased cost of raw materials (88%), access to skilled labour (72%) and fuel (68%).

Topcon launches new GNSS network for Ireland
A new positioning network covering the island of Ireland has launched from Topcon Positioning Group, offering improved support and accessibility for construction businesses looking to accelerate productivity and advance accuracy.
There is a dense network of stations already in place, with more planned in the coming weeks to achieve full coverage of the island with one subscription – something not currently available with other network providers. The network goals from Topcon are that businesses will experience no downtime, better accuracy, faster connections, and accessibility even in the most challenging environments that Ireland has to offer.

It is practically impossible to estimate where costs are going to go based on the levels of inflation we have seen in the industry over the last 18 months and especially since the turn of the year. “This also underlines the urgent need for the Government to reform the public works tendering process. There is a clear view in the industry that this needs to happen. Until that is tackled, issues around public tendering will continue, which is likely to have a knock on impact on the advancement of the Government’s various construction programmes,” he Theconcluded.Construction Outlook Survey was carried out by Accuracy Market Research, with 342 CIF member companies participating.

Heron Bros has announced a significant seven figure investment and strategic partnership with the Belfast based The Electric Storage Company (TESC). Established in 2017, TESC is bringing cheaper, smarter and greener electricity to customers in Northern Ireland, Ireland and GB. TESC are using smart batteries to harness the energy created from renewable sources such as solar power and wind turbines. Based on algorithms, customers can use that energy in their home or business, giving them more control and allowing them to reduce their electricity bills by over 50%.

More recently Dunlop brought a new iteration of this development to the wider market with the development of Ultra X belting. This is another brave step from Dunlop, breaking the norms and moving from the traditional construction to a single ply, but the advantages are numerous and Ultra X is designed specifically to suit modern plant with smaller drum diameters and higher demands on the belt. Another innovator is Flexco from the USA who have recently launched their Elevate monitoring system for belt cleaners. The Elevate unit is a battery powered, clip-on unit which can be installed in minutes on Flexco belt cleaners. Immediately the unit begins monitoring the pole position and vibrations learning what is normal and what is not. The cleaner is then monitored on a 24/7 basis ensuring that optimal cleaning is maintained throughout. In the event of belt damage or tramp material in the hopper, the impact on the cleaner will be felt and a warning sent out via email or text message.
Local company C&K Fitzpatrick have represented Dunlop and Flexco for decades now and bought into this culture of innovation. “We are seeing new technology coming from several of our manufacturers” explains Mark Fitzpatrick of C&K Fitzpatrick, “we are in a great position to take each of these diverse systems and act as the central hub for our customers.” The company is no stranger to technology and has been using an automated system for several years to provide history and reporting on the thousands of pieces of plant the company maintains across the country. The current system allows reporting to be returned to the customer as soon as the service call is complete, with information and photos detailing the works. Anything outstanding is given a colour coding allowing the customer to easily see if there are any problem areas. The service crews at C&K Fitzpatrick also have access to this information allowing them to prepare parts and equipment for any outstanding works. Like all new technologies a proportion will fail, and some will change industries radically. It is important not to get caught up in the hype, but large markets such as Australia are already leading the way. Material handling can be a pretty conservative industry and despite the high tech optical sorters, metal detectors and control units the basic technology of the conveyor hasn’t had any great changes over the past 50 years or so. The conveyor has been seen as necessary simple part just required to get things from A to B often with the design often comprised to accommodate other “more important” pieces of plant. However slowly technology is catching up with the conveyor and several companies are now investing in innovations never seen in the industry before. The unloved conveyor is getting more attention and users are realising that a conveyor outage is extremely costly in the current high uptime environment.

Dunlop Conveyor Belting in Drachten, The Netherland probably made one of the biggest changes conveyor belting has seen about 20 years ago when they launched Dunlop UsFlex belting. This innovation was seen as quite risky but extensive development had proven the technology which removes the traditional 3 to 5 plies of fabric and replaces them with one or two layers of superstrength UsFlex ply, developed in-house. UsFlex was an overnight success and has now spawned several imitators, though it has never been equalled in terms of impact or rip resistance.

During our visit we learn more about Schmitz Cargobull’s impressive history and the development of what is an outstanding highly modern and innovative production facility.
The design of the crossbeams provides even greater stability and ensures a longer service life of the chassis due to optimum corrosion protection. The frame design has also been enhanced for painting and galvanisation. Schmitz Cargobull grants customers a 10-year warranty against rust-through for the galvanised S.KI frame generation. Painted frames also offer better protection against corrosion. Four different frame lengths are available (system lengths 7.2, 8.2, 9.6, 10.5), depending on the application, load level and desired body volume. In addition to the STANDARD version, a LIGHT version for especially high payload or a HEAVY-DUTY version for particularly heavyduty use are also available. The new LIGHT frame of the S.KI variants was specifically developed for payload-optimised use on roads, construction sites, and light off-road routes. The S.KI tipper trailer’s steel chassis frames have always been characterised by an ideal balance between weight optimisation, robust durability and tipping stability during dayto-day use. The fundamental redesign of the modular frame has enabled weight savings of 45 to 110 kg to be achieved in the new S.KI tipper semi-trailer depending on the length and frame design. better economic efficiency during day-to-day use. The weight of the new rounded steel body with a loading volume of 24 m³ has been optimised for use on building sites. Weight savings of up to 180 kg* have been achieved here. The wide flat floor ensures a lower centre of gravity, helping to deliver optimum handling and even wear. The upper lips have been redesigned with an enhanced cross-section to increase vertical and horizontal rigidity, which makes the rounded steel body even more stable. Lateral deformation of the upper lips as a result of load pressure has been significantly reduced, meaning they run a lot better and sliding-tarpaulin-style body covers are now even safer. The underride guard meets all the criteria set out in ECE-R58.03. The weight has been reduced here, too, and handling has improved. The folding mechanism allows for easy operation from one side and, when folded up, provides good ground clearance of 728 mm. This enables easy manoeuvring up to the road paver. The electro-pneumatic underride guard with sensors for the LED position indicator has also undergone a makeover with optimised mechanics and cable guide. The sensors record the driving and unloading position, which means that the underride guard can be operated safely from the driver’s cab. The standard tail light position has once again been modified for transporting bulk goods and asphalt. It is now available as a version that is 140 mm higher and 80 mm set back, which creates a greater distance to the bulk cargo (e.g. asphalt) during unloading. As a result, the risk of damage to the underride guard bracket is reduced, while taking legal regulations into account.

Meanwhile, with a loading volume of ten cubic metres, Schmitz Cargobull has reintroduced a Z.KI central axle tipper trailer as the smallest model into its portfolio. The upgraded Z.KI central axle tipper trailer provides the best services on construction sites where space is limited. Equipped with 900-millimetre-tall steel dropsides, the loading volume is around ten cubic metres and – thanks to its central axle – the central axle tipper trailer is easy to manoeuvre, even in areas where space is tight. Due to its new design, it weighs 50 kg less than its predecessor. This means more payload and, as a result, increased profitability for business owners. The Z.KI is suitable for a range of applications, thus offering a great deal of flexibility for day-today transport operations. It can transport bulk or piece goods. But pallet goods can also be easily delivered thanks to the standard pallet-width design. Additional safety is provided by lashing points optionally integrated in the body floor.

HSENI has set out the priorities for those work sectors it has enforcement responsibility for and is encouraging those involved in each sector to review and comment on the health and safety priorities relating to them. MPANI, through our Health and Safety Committee will be making a response to highlight our views.
All mineral products markets, from the extraction of aggregates to the manufacture of downstream products, have been exposed to significant cost increases for raw materials, energy and labour in the past year. Producers of energy-intensive ingredients for concrete and lime are finding themselves under considerable pressures. Similarly, asphalt manufacturers have been hit by bitumen prices, which are 30-40% higher than they were a year ago. As costs have to be passed on, the commercial viability of future construction projects may be impacted. Mineral products manufacturers are increasingly uneasy over what is likely to happen at the end of 2022 and in 2023, as the impact of inflation and higher costs on the UK economy and construction become more evident.

With continuing political and economic uncertainty at home and abroad there is growing concern that widespread cost inflation for raw materials, energy and labour is starting to negatively impact the sector locally and in GB. Demand for mineral products, which includes essential construction materials like aggregates, ready-mixed concrete, asphalt and mortar, edged lower in 2022Q2, with sales volumes down on a quarterly basis, according to the Mineral Products Association’s latest industry survey. Survey data from MPA producer members indicates that demand for these materials dropped off markedly from June. However, the main concern is that widespread cost inflation throughout the construction supply chain is starting to negatively impact on construction demand, possibly indicating the start of a more prolonged downturn.

The Health and Safety Executive for Northern Ireland (HSENI) has launched an eight-week public consultation process on proposals for inclusion in its next Corporate Plan for the period 2023-2028. The plan will set out the operational environment in which the organisation will be working along with its priorities in the coming years. HSENI will continue to work in partnership with employers, employees, trade unions and other health and safety partners across Northern Ireland to reduce the number of fatal and serious injuries in the workplace.

Even when a fall is from a height of less than two metres, fatalities or life-changing injuries can occur. A handbook has been produced to outline how the potential hazards associated with work at height activities can be either eliminated or mitigated. Based on the hierarchy of control, the handbook provides ‘clear, simple and smart’ guidance for those managing Work at Height. An introduction is provided for each element of the hierarchy of control, along with examples of good practice and questions every site should be asking. The guidance should be considered when conducting a risk assessment and conducting a work at height safety review. The purpose of the NIEA and MPANI Liaison meeting is to facilitate discussion at industry and client / regulator level to work collaboratively on shared interests and promote best practice. The benefits of this collaboration approach flows in both directions and generates improvement to the wider general public and NI environment. The NIEA and MPANI Liaison meetings play an important collaborative role in bringing together the interest of the client / environmental regulator and the MPANI members. It aims to develop initiatives, and share best practice on water management, biodiversity and geodiversity protection and enhancement, noise and dust management, and decarbonisation of the industry.
LIAISON FORUM In another important development MPANI and NIEA have reached agreement on re-establishing a liaison forum that will meet quarterly. The group will have a joint chairmanship.
NI PROTOCOL In July, the NI Business Brexit Working Group (NIBBWG) submitted a detailed response to the Governments consultation on their NI Protocol Bill. The Northern Ireland Business Brexit Working Group (NIBBWG) is a collaboration of 14 industry bodies representing all industries across Northern Ireland’s business community.
The NIBBWG welcomes the fact that both the EU and the UK government continue to acknowledge that their preferred outcome from the current difficulties would be one agreed between them. We have urged both parties to begin a process to achieve that shared objective without delay. It is the NI Business view that both parties have a responsibility to deliver an agreed and durable outcome. We welcome the fact that the UK government intends to intensify its engagement with business over the coming months with a view to identifying measures that may be made under the operation of the Bill. We appreciate the chance to set out detailed technical evidence. NIBBWG have stated very that our continued engagement with this process should not be considered approval or endorsement of legislating unilaterally to amend the Protocol. Since early 2020, we have identified difficulties in the current and anticipated operation of the Protocol. We recognise that some of these arise because of the refusal of both the EU and the UK to make concessions but we remain of the view that unilateral action diminishes the chances of achieving an optimal outcome for Northern Ireland, its people and its businesses. It is further noted that, whilst the UK government asserts that the breach of the Protocol enabled by the Bill is legally justified, we are conscious of the reality that the EU does not agree. Such a difference of opinion on these fundamental terms is a cause for deep concern for business.
D. TheMiscellaneousNIBusinessrequest is that these questions form part of this next phase of stakeholder engagement on the Protocol from the UK Government. That said, given the importance and urgency of the matters in question, we would welcome an expeditious response, in writing, to the questions posed.

We are in no doubt that an ongoing and protracted UK-EU dispute about the framework for trading in and through Northern Ireland is not conducive to either trade or investment in Northern Ireland. Since the publication of the Bill we have taken time to consult with our respective members on the contents of the Bill. The Bill is, in essence, a legal framework for action, and the substance of what might take the place of the Protocol’s provisions it will exclude is to be determined at a future point in time. It is not possible, therefore, to make a detailed assessment of its measures or ramifications. Instead, we set out below an initial (non-exhaustive) list of questions on behalf of our members in four parts: A. Customs and Movement of Goods B. A Dual Regulatory Regime C. Subsidy Control, VAT and Governance
ROADS MAINTENANCE
Since the last Plant & Civil Engineer publication, I am delighted to report that progress has been made on awarding the first phase of measured term roads maintenance contracts including a number of one off resurfacing schemes across Northern Ireland. The Interim Term Contracts for Asphalt Resurfacing - Phase 2 will hopefully be awarded soon. At the time of writing MPANI are still awaiting confirmation of the 2022/23 structural maintenance funding package. It is expected the out turn for this financial year will be similar to 2021/23, if not slightly higher.

TRAINING & DEVELOPMENT
In recent weeks we have had announcements from two of the UK’s biggest asphalt producers, Tarmac and Aggregate Industries, that they are making Warm Mix Asphalt (WMA) the default material to be supplied from their Asphalt plants. WMA is mixed 20-40 degrees C lower than traditional hot mix materials allowing for significant reductions in CO2 emissions by using less fuel to heat the mixes. Lower production temperatures can also reduce binder ageing, potentially extending the service life of the asphalt. This move follows the introduction last year of a Warm Mix Asphalt Clause (Cl 908) to the Specification for Highway Works by National Highways. This was a significant move by the main client and specification body in our sector to encourage the use of such materials. Interestingly there is a specific Clause 908NI for Northern Ireland, stating “Warm Mix Asphalt shall not be used without prior approval from the Overseeing Organisation.”

The challenge of attracting and retaining skilled workers at all levels, whether that be asphalt labourers, drivers, technicians, or supervisors is neither new nor diminishing. Many other industries, and indeed disciplines within our sector, can utilise Apprenticeships as a means of recruiting and training new entrants. England now has an Apprenticeship for Road Surfacing Operatives, but different Apprenticeship funding arrangements mean that this is not available within Northern Ireland or the other the devolved nations. Thankfully other Vocational Qualifications can be provided here and the IAT in NI was pleased to be part of the successful delivery of an NVQ Level 4 Construction Site Supervisor for Highway Maintenance and Repair. This training programme was supported by CITB NI’s Training in Partnership funding which helps the industry to develop, innovate and improve productivity through training initiatives.
KEEPING INWHAT’SINFORMEDYOUOFHAPPENINGTHESECTOR
I refer to our Conference keynote address by Dr Ian Lancaster who highlighted the contribution that bitumen can make to a sustainable construction environment. Firstly, bitumen will continue to be a key component in the construction, maintenance and repair of infrastructure (roads, bridges, building, roofing….) due to its unrivalled versatility in terms of flexibility, durability and re-use. The inherent recyclability of bituminous materials means that they can make a significant contribution to the circular economy, while bitumen itself is a sustainable component. The bitumen industry has a proven track record of innovation that means it is wellplaced to cope with the challenges of climate change and increasing performance demands. Incorporation of modifiers to reduce temperature susceptibility, improve flexibility and reduce application temperatures can lead to significant improvements in durability. These innovations can also lead to a reduction in material use by enabling thinner pavement structures. However, it is critical that the bitumen industry continues to work in partnership with key stakeholders to maximise the carbon reduction and climate change mitigation opportunities that these innovations offer.
Welcome to this the first of a regular update from the Institute of Asphalt Technology, the Professional Body for persons working in the field of Asphalt Technology and for those interested in all aspects of the Manufacture, Laying, Technology and Uses of materials containing Asphalt or Bitumen. There has been a lot happening in the sector over the last few months with many of us getting back to face-to-face meetings, events, site visits and conferences. One of the first such events to mention was the IAT’s own very successful Annual Conference which was held in Belfast in May. Thanks again to P&CE for the coverage in their previous edition. The Institute welcomed 250 guests to the Presidents Dinner and 170 Conference delegates the following day at Titanic Belfast. The success of this event will allow the NI Branch the resources and confidence to bring further training seminars and professional development opportunities to the industry in Northern Ireland with a Training Day planned for later in the year.
THE CARBON CHALLENGE
I anticipate that DfI Roads will carry out some pilot projects using Warm Mix Asphalt before making it a standard product in their contracts here. Hopefully our suppliers can prove the technology successful as has already been done throughout the rest of UK.

The All Party Parliamentary Group on Highways has indicated that if the UK embraced low-temperature manufacture for asphalt production it would cut at least 61,000 tonnes of CO2 a year. Other benefits of Warm Mix include reduction of fumes and steam when being laid on site, making it a safer product to lay, as well as allowing the road to be opened to traffic sooner than with hot mix. It must be said that Warm Mix technology is not considered to be ready to use with Asphalt mixes where chippings are applied at time of laying, i.e. Hot Rolled Asphalt Surface Course, which does tend to be used proportionally more in Northern Ireland. The main challenge of using WMA on a daily basis comes from whether or not that facility also has to produce HRA Surface Course on the same day, meaning that the potential savings are reduced by switching from Hot to Warm mix temperatures.
Thework-based qualification was designed to build a developmental programme that would provide formal recognised qualifications to improve both knowledge and performance, delivered by People 1st, and further supported by The Mineral Product Association NI (Ltd) and the Institute of Asphalt Technology. IAT continues to offer other Vocational and Professional qualifications to our members and industry, as well as a range of asphalt specific distance learning courses delivered in partnership with the Institute of Quarrying and University of Derby. Our CPD events, both online and at Branch level, are available to non-members and our Student grade of membership is free of charge for those studying a relevant full-time or part-time course.

This new step bridge compliments the existing range of temporary modular bridges which now also includes three new Aluminium Pedestrian Bridges ranging from 2.5m to 10m in length.
The decision follows the launch of Aggregate Industries’ sustainability strategy – Building Progress for a Sustainable Future - which sets out the business’ vision to become the UK leader of innovative and sustainable building solutions and its ambition to embed sustainability in the future of construction. This includes a focus on the circular economy, as the business pledges to increase use of recycled materials from 1.5m to 3m tonnes, reduce waste to landfill to zero and embed a circularity collaboration action network. Every year more than 18 million pallets are manufactured and distributed within the construction industry. The majority of these pallets are used just once and then disposed of, accounting for around 10% of the UK construction waste stream. According to The Pallet LOOP, removal of this waste stream will achieve an average 40% less CO2 emissions and up to a 75% reduction in timber usage. By committing to The Pallet LOOP Charter, Aggregate Industries will go through an eight-step evaluation process – assessing its current pallet use and what that means for CO2 emissions and pallet wastage. Later this year, the business will begin to use the 100% FSC-certified green pallets, which have been designed to be more durable.
The Pallet LOOP operates a deposit-based scheme whereby building materials suppliers pay an initial deposit per pallet, which passes from manufacturer to merchant to builder as it travels through the supply chain. Once the pallet has reached the end-user, it is collected, repaired and reintroduced to the supply chain and the deposit returned. Kirstin McCarthy, Sustainability Director at Aggregate Industries, said: “At Aggregate Industries, we are continuously seeking to adopt new and innovative ways to make our business and the industry more sustainable. The Pallet LOOP perfectly mirrors our own ambitions, and by signing up to the Charter we are able to both evaluate our current pallet usage and the associated CO2 emissions, as well as move towards the adoption of a more sustainable supply chain. “We look forward to working with The Pallet LOOP on their eight-step process and promoting their scheme to our merchants and end-users. After all, a sustainable future must be an industry-wide effort.”

A topping out ceremony has taken place to celebrate the latest milestone in the creation of a £9 million sustainable pavilion, being built by one of Northern Ireland’s leading construction companies, Henry Brothers, to expand SportPark, the multi award-winning development at Loughborough University. The 2000 sq m project on Loughborough University Science and Enterprise Park (LUSEP) is being built to Passivhaus Classic Accreditation to significantly reduce CO2 emissions and is scheduled for completion at the end of the year. Powered by Yanmar’s next-generation 3TNV82A direct-injection engine, the SV26 delivers 85.5Nm torque @ 1,400 rpm. With a digging force (arm) of 14.5kN (12.7kN with long arm), traction force of 37kN, digging depth (blade lowered) of 2,735mm (2,995mm with long arm) and 30˚ gradeability, the excavator guarantees class-leading performance, despite its compact dimensions. Featuring ViPPs hydraulics comprising two variable flow piston pumps, a gear pump and a multiple combination directional control valve, operators benefit from smooth operation and simultaneous control of multiple functions, even while travelling. In order to develop a uniform, cross-manufacturer communicationsmachinery-independentandformfor the entire construction process, the VDMA and the Main Association of the German Construction Industry founded the “Machines in Construction 4.0” (MiC 4.0) working group at bauma 2019. One of the previous results is the MiC 4.0 Bus, which is an open, cross-manufacturer data interface between construction machinery and accessory equipment. At the MiC 4.0 stand in the LAB0 Innovation Hall, visitors can see a demonstration of the new interface in action. The VR experience attracted many visitors back in 2019. At bauma 2022, this will switch focus to the digitisation of construction sites. Visitors to the VR experience can immerse themselves in the construction sites of today and of tomorrow and experience the interactions between people and machines for themselves in the digital space. The overarching messages will expand beyond the equipment to highlight Caterpillar’s broad range of technology, services and sustainability solutions. The exhibit will feature more than 70 pieces of Cat equipment and attachments from Caterpillar Construction Industries (CI). Separately, the Caterpillar Industrial Power Systems Division (IPSD) will display multiple Cat engines from its diverse product range. From a single machine to an entire mixed fleet, the Caterpillar technology ecosystem gives customers the power to track, monitor, automate, and manage assets to lower costs, improve productivity and optimize fleet utilization. Among the multiple technologies on display at bauma 2022, the Cat Command Station enables operators to work remotely and safely, nearby the site or many kilometers away, seated in a virtual cab with familiar controls and display. Accessed via laptops and mobile devices, Cat Productivity will be on display demonstrating an easy to implement cloud-based application that provides a complete overview of machine and jobsite production. Cat Grade with Assist for excavators uses machine position sensors and operatordefined depth and slope parameters to automate boom and stick movements for more accurate cuts with less effort to help increase operator efficiency. The Cat PL161 has been designed for asset tracking and work tool recognition. It mounts simply to attachments and other items so their location can be viewed across multiple sites. When installed on a Cat work tool operated by a next generation Cat excavator, the PL161 enables numerous additional features, such as work tool recognition and the tracking of hours worked. Caterpillar will unveil to bauma 2022 attendees several electric models currently under development. Additionally, the modified tethered electric Cat MH3024 material handler excels in indoor applications where less mobility is needed and no exhaust emissions are required.

The exhibit will include different model platforms – from XE models built for performance with the latest technologies and/ or advanced drive systems to GC models designed to deliver rugged reliability and value – to effectively meet a broad range of customer needs and applications. Highlights of the Caterpillar Building Construction Products (BCP) division display include nine next generation Cat mini hydraulic excavators, all delivering increased performance, higher breakout forces, longer service intervals, and lower owner and operating costs compared to prior models. From the 1- to 10-tonne models, these mini excavators offer common features and consistent controls layout to simplify training and operator adaptation. The 3.5- to 10-tonne next generation models can now be equipped with Cat Grade technologies as an aftermarket option. Among the exhibited compact wheel loaders, attendees will see the recently introduced Cat 906, 907 and 908 (in a high-lift configuration) models. They feature a re-engineered operator’s station that leverages exclusive Caterpillar technologies to improve operator experience and the new Cat 2.8 engine with an upgraded drive and powertrain for faster roading speeds and drivetrain performance. The nearly 30 displayed Caterpillar Global Construction & Infrastructure (GCI) models are anchored by nine tracked and four wheeled next generation excavators ranging in capacity from 15 to 95 tonnes, a rail-road excavator and three material handlers. The 980 XE medium wheel loader features a continuously variable transmission (CVT) delivering increased fuel efficiencies up to 35% compared to the M series models, plus it has an expanded technology platform to increase machine performance. To move large volumes of materials, the display also includes articulated and offhighway trucks with capacities ranging from 30 to 70 tonnes and Cat 992 and 988K XE large wheel loaders. Recent updates to the 988K XE with electric drive give the loader faster downhill speeds, improved rimpull, and increased hydraulic breakout force for up to 5% better production over the previous 988K XE model. Complementing the range of Cat construction equipment, dozens of attachments will be on display. This vast range includes hammers, sheers, grapples, couplers, buckets, Smart dozer blades, augers, demolition grapples, and tiltrotator systems. Practical applications of current and future alternative drive concepts are presented in the form of live shows taking place several times a day. At the main trade fair stand visitors will find an overview of future-oriented services and solutions for its earthmoving and material handling machines. The comprehensive portfolio of Liebherr attachments and quick coupling systems will be on display. Liebherr is planning a large area for the topics of the two product segments earthmoving and material handling technology. Apart from the impressive live shows, Liebherr will present its new products and highlights in a static exhibition. The Bauma stand will feature a comprehensive display of the latest Bobcat wheeled and tracked loaders, mini-excavators including four new exciting additions in the 5 to 8 tonne category, the very latest R-series telehandlers, light compaction products and a number of new attachments. Complementing these are new machinery premieres and the very latest in electrification, digitization, autonomy and gamification from Bobcat. “Many of the Bobcat products being presented at Bauma will be showcased for the first time. Over the last three years, we have significantly reworked our portfolio, added new product ranges and at Bauma, we will premiere even more new product categories,” said Gustavo Otero, President Doosan Bobcat EMEA.
The Bobcat quad track solution allows the conversion of a wheeled skid-steer loader to a quad track loader simply by removing the wheels, adding an oscillation bar to limit total oscillation, and attaching track pods to the existing axles. The machine can easily be converted back to a wheeled loader, when desired.
The Bobcat Transparent Touch Display concept has been developed in conjunction with LG Electronics and BSI Research and utilises OLED (Organic Light Emitting Diode) technology. This new system provides a transparent, engaging touch display solution embedded within the glass structure of the operator’s cab to enhance their productivity, efficiency and visibility of the task at hand. The display can be positioned on the front windshield or side window of the cab on a range of Bobcat machines, including miniexcavators, telehandlers and loaders. The operator can customize the display with smart widgets and interactive applications, to integrate data relevant to the jobsite or daily activities.

Currently being tested in markets in the USA, the Quad Track concept allows the wheels of selected Bobcat skidsteer loaders to be easily replaced with four individual track pods, effectively converting them into tracked loaders. Chosen as one of the finalists in the Mechanical Engineering category of the Bauma 2022 Innovation Awards, Bobcat quad tracks add considerable versatility to skid-steer loaders, allowing them to easily adapt to different environments.
Together with a number of other electrification developments, the T7X concept is designed as a machine that addresses emission and noise reduction goals at Bobcat. The 62-kWh lithium-ion battery pack can give four hours of continuous use. The machine has a rated operating capacity of 1374 kg and zero CO2 emissions. At Bauma, Bobcat will be using the T7X to continue to gather feedback from customers who work in different applications so the company can understand market opportunities in Europe, the Middle East and Africa.

The new S86 R-Series Skid-Steer Loader and T86 R-Series Compact Track Loader replace the previous 700 and 800 M-Series loaders and complete the current R-Series loader lineup. Delivering a higher engine and hydraulic output, the Bobcat S86 and T86 are the most powerful compact loaders the company has ever built. Both machines use a wellproven Stage V compliant 3.4l Bobcat engine – producing 78 kW (105 HP) at 2600 RPM. One of the most exciting new aspects of the S86 and T86 is that both machines havefor the first time three different auxiliary flow outputs. There is a standard flow configuration providing 87 l/min for applications such as load and carry, or where low hydraulic flow attachments are used. Bobcat also offers two additional hydraulic performance functions using the new Electronic Displacement Control (EDC) Pump: a High Flow function giving 138 l/ min and a new, industry unique Super Flow function taking auxiliary flow to 159 l/min.

E35 OPERATE BY WIRE Bobcat will be showing the new 3.5 tonne E35 electro-hydraulically controlled mini-excavator for the first time at Bauma. As in most heavy excavators, the hydraulically controlled joysticks are replaced by an electro-hydraulic system. Such a system allows Bobcat to customize the machine controls to all levels of operator skill. Additional digital functionalities and special features on the machine are also available to the operator.

LARGEST EXCAVATOREVER At Bauma, Doosan is premiering the new DX1000LC-7 Stage V compliant100 tonne crawler excavator, the largest excavator model ever manufactured by the company. Driven by the most powerful engine in the 100 tonne class, the DX1000LC-7 also has the highest hydraulic flow for this size of machine, providing best-in-class performance, with higher productivity, lower fuel consumption and smoother controls. Another world premiere for Doosan at Bauma is the company’s first 4x4 ADT. The new 4x4 version of the DA45-7 ADT is intended to challenge rigid dump trucks in the 40-tonne class. With its 4x4 design, the new version of the DA45-7 is better at handling bad roads, smoother driving surfaces and steeper terrain than rigid dump trucks. The DA45-7 4x4 ADT also has a better turning radius than comparable rigid trucks. Also featured on the Bauma stand, Doosan will be premiering five new compact wheel loader models, with operating weights from 3500 to 5000 kg.
Doosan is presenting an industry leading display of new state-of-the-art machine and digital technologies on the company’s Stand at the heart of the Open-Air Area Middle construction and mining machinery section of the Bauma 2022 show. The Doosan stand is centred around a dedicated Innovation Centre and, under the theme of Powered by Innovation, will present the latest developments in the company’s leading edge Concept-X, Xitecloud and DoosanCONNECT systems, together with other unique products such as the world’s first ‘Transparent Bucket’ and the new DX225LC-7X, Doosan’s first ‘Smart’ Crawler Excavator. As well as the new DX225LC7X, the array of products on the Doosan stand will show the increasing expansion at both ends of the product range for the first time at Bauma. At the top of the range, these will include the new DX1000LC-7 100 tonne crawler excavator, the award-winning DL580-7 wheel loader and a brand new 4x4 version of the Doosan DA45-7 articulated dump truck (ADT). At the compact end of the Doosan range, the company’s new 2 to 5 tonne mini-excavators and new 10 tonne midi wheeled excavator will be shown for the first time alongside the new Doosan range of compact wheel loader models. Another Bauma exclusive will be a preview of the first zero-emission mini-excavator from Doosan, the DX20Z-E, due to be launched in 2023. Doosan will be demonstrating the latest version of Concept-X, the world’s first unmanned automated and integrated control solution introduced in 2019, for construction, quarrying and mining sites. XiteCloud is the first stage in commercialising Concept-X - it maximizes productivity by incorporating complex 3D drone construction surveys and earthwork calculations into a cloud platform, allowing them to be completed in just one to two days. Doosan is also demonstrating the company’s DoosanCONNECT TMS fleet and asset management system at Bauma. DoosanCONNECT is a mobile application available for both Apple and Android devices that now offers customers a new allin-one management system for Doosan construction equipment. The latest upgrade to the DoosanCONNECT App introduces additional services and expanded overall functionality, allowing the App to manage all processes from operation and maintenance to parts purchase through this one platform. The system is designed to increase productivity and efficiency at construction sites by reducing equipment management time and effort compared to offline and other solutions.
A party of 20 children from Loughries Integrated Primary School outside Newtownards in County Down made a return visit recently to Breedon’s Ballystockart Quarry where they enjoyed an informative and instructive tour, hosted by Quarry Manager Pat O’Connor.
The school children have quickly become ‘friends’ with the team at the quarry; this was their third visit in as many years. There were many highlights during the day, but probably the one that caught most of their attention was a visit to the quarry’s beehives.

Last year, the quarry took delivery of a new 60 tonne Komatsu 465 dumper and the children were over the moon to get their photographs taken with it – as they also did on their last visit! Accompanied by three teachers, they also had the opportunity on a more serious note to learn about how dangerous quarries can be and why it is not a safe place for children to play. “It’s really good to have the opportunity to educate local children about operations within our company and open their minds to an industry which is so intrinsically linked to every aspect of their lives, with materials from quarries used to build, homes, schools and roads,” says Pat, a quarry manager for more than 20 years, the last five with Whitemountain. “We are also hoping to attract other schools who may have an interest in having a guided tour of our quarry, they just need to get in contact. “We installed the beehives a while back and we are expecting to get our first honey any day now; the children were really fascinated by them as they could watch on safely from a nearby sheltered observation post. It gets its power from solar panels, so I was able to set up some cameras,” comments Pat who adds that he and two other quarry employees are being trained up as beekeepers. The children also had the opportunity to plant some trees, shrubs and flowers at the entrance to the quarry which prides itself on its environmentally friendly and sustainable approach to biodiversity, with ornithologists Aiden Creen and Debbie Nelson also on hand to show them some nesting birds.

As thousands flocked to the showground and thronged the aisles and live demonstration areas to catch up on the latest plant, equipment, and services, Hillhead recorded the busiest ever opening day in its 40-year history, with a total of 8,283 visitors attending on day one. And the consensus among the exhibitors and visitors at this year’s show was that they were thrilled to be back at a leading in-person event such as Hillhead. ‘Despite the supply issues affecting the industry as we emerge from the pandemic, Hillhead 2022 was our largest and most successful edition yet,’ commented event director Richard Bradbury. ‘More than 600 exhibitors showcased their latest products, innovations, and technology, collectively offering more choice for the quarrying, construction, and recycling sectors than ever before. Some 18,500 unique visitors attended the show and were entertained by a record number of live demonstrations. ‘Above all else, Hillhead 2022 proved there is no substitute for face-to-face events for keeping up to date with the industry, building positive relationships, and doing business. The Health and Safety Executive for Northern Ireland has successfully led a prosecution against two local County Down construction employers who pleading guilty to breaches of health and safety legislation. One, a demolition contractor, was fined a total of £90,000. In addition, he was given a nine-month custodial sentence, suspended for two years. He was also disqualified as a director for 10 years. The other company was fined £45,000.
The man who died, aged 43, fell five metres through the roof of the disused factory and tragically passed away from his injuries the following day.
HSENI has successfully led a prosecution against a Newtownabby metal finishing company which was fined fined £120,000 after it pleaded guilty at Belfast Crown Court following the death of an employee at the factory site. The prosecution arose following a HSENI investigation into an incident when a metal storage rack fell from the forks of a counterbalance fork-lift truck, resulting in fatal injuries to a 56 year old employee.
The HSENI investigation found that work practices employed by the company were unsafe and resulted in the spread and uncontrolled release of asbestos fibres. Kyle Carrick, Head of HSENI’s Major Investigation Team said: “Asbestos exposure remains a significant cause of workrelated deaths in Northern Ireland. Companies dealing with asbestos have a legal responsibility to ensure that any asbestos removal work is completed in such a way so as to minimise the release of asbestos fibres and reduce exposure to workers. “HSENI will not hesitate to take action where the health of workers has been put at risk.”
The deceased metal finisher was assisting three other employees to turn a large metal structure which was being supported on the forks of a fork-lift truck. The metal racking subsequently fell from the forks, striking the man. The investigation found that a risk assessment had not been completed for the activity and the method used to turn the structure was unsafe placing workers at risk. A prohibition notice was served on the company by a Health and Safety Inspector following the incident.
The investigation found that the deceased and several other workers were on the roof stripping asbestos sheeting, which when removed was lowered to the ground using a scissor lift. He fell through the fragile asbestos roof unto a concrete floor. Preventative measures were not in place to prevent any worker from either falling from or through the roof structure. In this case, both parties were responsible for the safety failings on site.
Kyle Carrick, Head of HSENI’s Major Investigation Team said: “This tragic incident was avoidable. Any activity involving lifting equipment must be properly planned by a competent person, appropriately supervised, and carried out in a safe manner. “Employers should be aware that HSENI will not hesitate to take appropriate enforcement action against those who are found to fall below the required standards.”
In this case, extensive breakage of asbestos cement ceiling panels was evident within the work area. Poor working practices during the removal process, resulted in an increased risk of worker exposure to asbestos fibres.
Metal finishing company fined following death of employee
The Health and Safety Executive for Northern Ireland has successfully led a prosecution against a Lisburn company following the unsafe removal of asbestos containing material at a commercial premises in East Belfast. Following a trial at Belfast Crown Court, the company was convicted by a jury of breaching health and safety legislation and was fined a total of £15,000.
Northern Ireland statistics show that in 2020, asbestos related disease accounted for some 99 deaths where asbestosis or mesothelioma were recorded as the primary or secondary cause of death. Preventing exposure to asbestos is essential to reduce the incidence of asbestos related disease in the future.

Speaking after sentencing, Health and Safety Inspector, Anne Cassidy, said: “Working at height is inherently dangerous and carries obvious and well-known risks of death and serious injury from falls. This tragic loss of life was avoidable. Where working at height cannot be avoided, all contractors must ensure that safety measures are put in place to prevent falls and protect workers. Where necessary, employers should not hesitate to seek competent advice.”
Suitable control measures had not been put in place by the company to prevent unnecessary damage to the ceiling panels during the removal process.

National Highways becomes first to use Aggregate Industries’ new biogenic asphalt
SuperLow uses Shell’s Low Carbon Bitumen in a unique formula that utilises improved production processes and alternative energy sources to lower its embodied carbon footprint. It includes a biogenic material that effectively locks CO2 within the asphalt rather than releasing it back into the atmosphere.
The UK’s first commercially available biogenic asphalt has been contracted on a National Highways scheme in Ulverston, Cumbria, as the national road network body seeks to reduce carbon on its projects.

Re-Gen visit to ‘green’ cement plant
Representatives of Re-Gen Waste have visited Holcim in Spain to see the process behind the ECOPlanet range of green cement. Holcim uses Re-Gen solid recovered fuel (SRF) as a partial substitute for the burning of fossil coal in the heat generation required in cement production.
The low-carbon product is a warm-mix asphalt, which means it requires lower energy to produce than its hot-mix equivalent without compromising on performance, whilst also reducing nuisance fuming, odour and steam providing better working conditions for operatives. In addition, lower asphalt temperatures during production reduces binder ageing, while the product remains highly compactable for longer – allowing more time for full compaction, delivering enhanced performance and durability, and ultimately life-expectancy. It also reaches trafficking temperatures much quicker than hot mix products, allowing for earlier reopening of carriageways to the travelling public, resulting in less disruption and reduced build costs.

The sprawling Gill Hall Estate outside Dromore in County Down provided the scene for a live demonstration of Kubota and Kverneland grass machinery, an event hosted by main dealers D A Forgie. There was an excellent turnout on the day, and even the weather played its part, to make the occasion a great success. In action on the day was Kverneland’s FastBale alongside the powerful M5, M6 and M7 Kubota tractors, and a range of Kverneland implements, including rakes, tedders, and more. FastBale is an award winning revolutionary non-stop round baler wrapper combination that cleverly integrates a pre-chamber with a main chamber and a wrapper. Machine layout is truly innovative with two chambers arranged in series, allowing a number of rollers to be shared. Operating as a pre-chamber, the first section of FastBale produces two-thirds of the bale. As the pre-chamber reaches its preset density, crop flow is diverted into the main bale chamber allowing baling to continue. Also being demonstrated was a model from Kubota’s M5 narrow tractor series, now even better than before, offering greatly enhanced ergonomics and many value-add features. Both the M6 Series and M7 Series tractors feature a cab that offers plenty of space as well as high levels of comfort and optimised ergonomics. Doosan’s D-ECOPOWER technology utilises an electronic pressure-controlled pump within a closed centre hydraulic system to accomplish increases of up to 26% in productivity and up to 12% in fuel consumption improvements, depending on the mode selected. The closed centred MCV minimises pressure loss, while the electric pressure-controlled pump manages and optimises engine power more effectively.
The D-ECOPOWER system uses nine sensors to detect the amount of hydraulic oil necessary to accomplish a specific task and precisely meter the amount of oil required rather than continuously forcing a fixed amount of oil through the system, thereby improving efficiency. Software is utilised to electronically reproduce the full benefits of an open centre hydraulic system with very little energy loss. The hydraulic system and engine horsepower are fully optimised and synchronised, further reducing losses within the system.
EXCAVATORS
A number of new standard and optional features are now available on large crawler excavators from Doosan, covering five models with operating weights from 36 to 53 tonne, including the DX350LC-7, DX380LC-7, DX420LC-7, DX490LC-7 and DX530LC-7 crawler excavators. The main changes are in the cab. Already excelling in spaciousness and ergonomics, the new cab in these models takes operator comfort and ease of operation to the next level. As well as a new high quality seat, the enhanced cab offers more features as standard than other machines on the market, ensuring super controllability and high precision in all applications. The newly designed operator’s seat includes a seat belt alarm as standard and offers a ventilation function as an option. The same design is applied to standard and optional seats, but seats with the optional ventilation system have 3-stage heating controls while the standard seat has 2-stage heating controls like before. With the premium seat’s heating - and even an optional coolingfunctionality, plus the improved air ventilation in the cab, the operator can enjoy their work regardless of the weather conditions outside.
The Doosan Smart Key allows the operator to lock and unlock the door remotely and start or stop the engine. Using just one button on the Smart Key, the operator can also turn on all of the machine’s LED lights, with eleven as standard and two more optional. Available as standard, a 360° Around View Camera system maximizes safety on the job site by giving the operator a full view of the machine’s surroundings. As standard, 360° cameras provide full visibility around the excavator and allow the operator to see a top-down view of the area outside the machine. The camera array comprises a front camera, two side cameras and a rear camera. The camera display is separated from the gauge panel. In all the excavators, the Main Control Valve (MCV) has also been changed as standard to a Doosan Mottrol MCV with no change in performance. With the addition of the DX420LC-7 model, all of the latest versions of these Doosan large excavators now incorporate Doosan’s innovative D-ECOPOWER technology, providing operators with higher productivity and lower fuelperconsumptionhour,aswellassmoothercontrols.
Improved feedback to the operator through the joystick results in improved machine control and less operator fatigue. The acceleration and deceleration of the excavator workgroup functions are smoother, allowing operators to perform repetitive swinging and digging motions with less jerking movements.

The new 966 GC loader features a simple, intuitive and ergonomic control system with an operator interface display that includes six analog-like gauges, color indicator lights, and an LCD screen all within easy view, so operators can quickly monitor machine systems. Low-effort, pilot-operated implement controls feature a remote transmission kick down switch for operating comfort. Keeping safety in mind, inclined ladders and integrated handholds are located on both sides of the machine to provide access to the cab and to the engine air filter. A large roof-to-floor, distortion-free, flat glass front windshield; standard rearview camera; and exterior mirrors with integrated spot mirrors provide all-around visibility. The standard heating and air conditioning system with 10 louvered vents helps to keep the operator comfortable in all climates.
FRONT LINKAGE Field-proven, Caterpillar’s Z-bar loader linkage with cast crossmember and tiltlever provides both strong digging capabilities and high breakout forces when the new loader is equipped with Cat Performance Series buckets. The load-sensing implement hydraulic system continuously controls flow and pressure to precisely match requirements of the operating situation, reducing both the load on the pump and overall fuel burn. Using a system-based approach to balance bucket shape with the machine’s lift and tilt capacity, weight, and linkage, the Performance Series Buckets are available for a range of applications including general purpose, flat floor, heavy duty rock and light material. Design features enable operators of all experience levels to routinely attain 10% higher bucket-fill factors, compared with legacy designs, to improve production and reduce fuel consumption. The 966 GC can also be equipped with the Cat Fusion™ quick coupler and controls, and combined with optional thirdfunction auxiliary hydraulics, the coupler allows use of a wide selection of Cat work tools. An optional Cat Payload kit provides on-the-go weighing* for precise load targets with proven accuracy, flexible and simple installation, and easy calibration. Bringing payload weighing to the cab, Cat Payload weighs the material while moving to the truck and lifting, so there are no interruptions in the load cycle. He adds: “I did have some Terex dumpers before Mecalac acquired them five or six years ago, so I knew it would be a quality machine, and it hasn’t disappointed. I am convinced Mecalac cabbed dumpers have a big future in this part of the world, not least because of the weather and on site health & safety regulations, so I wanted to be among the first to add them to my hire fleet, and having enjoyed an excellent working relationship with the team at Sleator Plant I had no hesitation in doing so; they have always provided me with great service and support.” So, what does his customers like about the Mecalac? “Obviously the cab; it is very comfortable, comes with air conditioning, sensibly positioned, easy to use controls, a fully adjustable seat, great visibility, and lots of safety features, all of which make it ideal for the rental market,” says John. The machine is powered by a Stage V-compliant Kubota D1803 1.8L turbocharged 3-cylinder diesel engine, delivering 50hp (37kW) at 2700rpm and a peak torque of 150.5Nm at 1600rpm, and adds John: “It is easy on fuel. How do I know? Because my customers would be the first to tell me if they thought it wasn’t fuel efficient, and to date I have had no complaints, so that tells me all I need to know!”
He currently has around 60 machines in his rental fleet, including diggers from one tonne up to eight tonne, mini tracked dumpers, one tonne up to nine tonne dumpers, telehandlers and access equipment, and while the Mecalac 3.5MDX dumper is his first, it won’t be the last. “My hire customers have nothing but good to say about the Mecalac,” says John. “I did look at other brands, but have no regrets opting for the Mecalac. Feedback has been extremely positive, so I guess we will need to get at least a couple more to meet demand, including a larger model. Since the 3.5MDX joined the fleet it has only been in the yard on two occasions – and that was for routine servicing. It is always out with customers for two or three weeks at a time.”
MFL Plant Machinery was established nine years ago, a business that essentially grew out of a ‘hobby’ for John. “I was always buying and selling equipment and over the years have become a main dealer for C&F tracked mini dumpers and for Altrad Belle who manufacture a range of light equipment for the building and construction markets, but the bulk of my business is in the hire sector.”

In a novel three-way partnership overseen by the Southern Region Waste Management Office and in conjunction with Opera Square developer Limerick Twenty Thirty and demolition and works contractor John Sisk & Son, over 1,000 tonnes of stone and brick materials alone that would otherwise have been destined for landfill have been salvaged and are being put to good uses. The ‘reuse’ commencedprogrammewithwhat was the country’s first ever pre-demolition audit, which identified in advance of demolition works which materials could be reused. Among the projects the materials have since been diverted to are the Foynes Flying Boat museum, the Canal Harbour Building and bridge and old stone wall repairs around the county. Significant volumes also have been diverted to training programmes for young stone masons, which has been supported by the Economic and Social Intervention Fund through Limerick City and County Council Regeneration programme. It’s not just brick and stone that’s getting a new lease of life as other ‘reuse’ materials include palisade fence panels, which have been sent to Richmond Rugby Club; the metal gate and stone pillars from the entrance to the Granary Building, which are currently with the Civic Trust and items such as the historic limestone door case at 6 Rutland Street and cobble stones retained on site for future use. Modern materials have also been segregated for reuse on the development including carpet tiles, ceiling tiles, timber, and glass. Jobs Creation The materials have been drawn from the site since the demolition and enabling works on the 1.62hectare project a year ago. Opera Square is the largest single commercial property development undertaken outside the capital. The construction programme will see up to 500 people employed at peak output on the site. When fully developed, the site will have the capacity for up to 3,000 employees across a 550,000 sq ft campus accommodation plus carparking and ancillary areas. The programme will take up to six years to complete at an estimated cost of €250m.
Apprentices Training Shane O’Donovan, General Manager – Special Projects with contractors John Sisk & Son said, “Pretty much anything we can reuse on site is staying here. Of the other materials, we’ve managed to recover over 1,000 tonnes. We’re delighted to see it being reused and we’re also very happy that some is being used in training apprentices in the use of stone and stone masonry. The apprentices are cleaning and dressing the stone and preparing it for reuse on projects around the city and county such as wall repairs and graveyards and the like. That’s a really positive output as well.”

David Conway, CEO at Limerick Twenty Thirty, said that sustainability is integral to all its projects. “We have already set a new standard in terms of sustainable development with our first project, Gardens International, and we are going to maintain that standard with the Opera Square site and with the Cleeves Riverside Quarter and every single project we work on, big or small. However, what this project shows is that we are not alone going to have an environmentally proofed finished product but every step along the way is going to be as sustainable as possible.”

Solvent distillation Solvents (VOCs) are commonly used substances. The construction industry can choose to recycle this type of hazardous waste through a process named solvent distillation. This filters hazardous solvents, distilling volatile vapours and preserving pure vapours. These can then be redistributed into the industry. Water treatment Liquid-based hazardous waste, from acids to oily water and latex paint, can also be recycled. Water treatment allows professionals to extract water from these substances. Polychlorinated biphenyls (PCB) Polychlorinated biphenyls (PCB) are manmade toxic substances, varying from liquids to solids and black to yellow. Though they were previously used within electrical equipment, these hazardous materials are now banned within the UK. There are only a few exceptions to this, including research purposes and, until 2025, transformers that contain less than 0.005% of toxic fluids PCBs can cause cancer in animals and disrupt the food chain within the sea. Therefore, it is important for professionals to correctly dispose of this chemical, trusting certified EPA disposal facilities. The general public is also advised against using appliances (such as fluorescent lighting to televisions) that were made before the 1980s. Incineration, for example, is unsafe as the hazardous material contaminates the air and can cause harm to those who breathe in the fumes. Designed and engineered by industry experts CDE, the new 50tph plant will significantly enhance the company’s current operations and contribute to a major improvement to the sustainability of the business.

The fibrous nature of trommel fines makes them difficult to separate and recycle so they have traditionally been sent to landfill, rather than addressing the challenge of upcycling this material. As they are traditionally high in lightweight, organic content, trommel fines generally fail to meet the specified Loss on Ignition (LOI) threshold of 10%, therefore incurring the standard, and higher, landfill tax rate. When the landfill tax was introduced in October 1996, as a measure to encourage waste producers and the waste management industry to switch to more sustainable alternatives for disposing of material, the standard rate was just £7. The company processes construction, demolition and commercial wastes through a dry waste processing plant and picking station to recover materials and divert them from landfill. Trommel fines are a by-product generated during the recovery process.

Skipway’s primary aim was to divert trommel fines from landfill and convert the material into a resource by producing recycled product with the same specification and quality as quarry grade sand, therefore making it suitable for concrete and building products while also improving the quality of other recycled aggregates such as pipe bedding and recycled hardcore.

As a dual measure to reduce costs and decrease waste going to landfill, Skipway sought to find a solution to extract the potential value of trommel fines and so approached waste recycling experts CDE. Through their unique collaborative approach, CDE engaged with Skipway to fully understand their existing process and what they wished to achieve. Together they created a solution suited to Skipway’s stipulations to help them ultimately divert more waste from landfill which in turn contributes to their internal circular economy.
Skipway’s CDE plant includes a CFCUTM which uses density separation to remove the fibrous, organic, and polystyrene materials which contribute to the high LOI content of trommel fines. Once these materials are removed a high-quality finished sand product remains, creating a fresh revenue stream while saving on landfill costs. Further sustainability contributions will be made through CDE’s EvoWashTM, which provides unrivalled dewatering performance, with InfinityTM dewatering screen technology to result in an increased power to weight ratio for lower running costs through reduced power consumption.
Following the commissioning and installation of this plant, Skipway are now producing coarse aggregates, coarse and fine sands for use in in concrete production, drainage, and construction bedding. By washing the inert materials to remove contamination, clean sand and aggregates extracted from the trommel fines waste can be resold and reused in the secondary aggregates market to close the loop on waste, contributing to a circular economy and opening new revenue streams for the company to ensure swift return on investment. THE SOLUTION CDE proposed a trommel fines wet processing plant, the first of its kind in Northern Ireland, to equip Skipway with the means to wash & segregate material and recover materials from C&D waste. The plant, which incorporates AggMaxTM modular logwasher, EvoWashTM sand wash plant with Counter Flow Classification Unit (CFCUTM), AquaCycleTM thickener and static screens, operates at a rate of 50tph. Through the washing process, the plant removes the lightweight and organic material directly linked to LOI and transform the largest proportion of the trommel fines waste stream into sellable products for the construction market. Its trommel fines solutions segregate and concentrate lightweight and organic materials into isolated fractions so they are easier and more cost effective to dispose of, whilst converting the heavy fractions into sellable sand and aggregate products.

MPANI recently held their annual Charity Golf day in aid of Alzheimer’s UK and Asthma and Lung UK. It was held at the Hilton, Templepatrick, with a great turnout of golfers for the occasion.
The 72 par golf course, designed by David Feherty and David Jones to USGA specifications, is spread over 7,000 yards, with lakes and mature parkland, and offered players some challenging fairways and greens.

Speedy Invest £8m in Decarbonising Its Fleet With 150 Electric Vans
National construction equipment hire and services provider Speedy, has invested £8.25 million in 150 new electric vans in a move that will cut up to 1,280 tonnes of CO2e per year from its commercial fleet emissions. The investment forms part of the firm’s target for more than half of its 1,100 strong commercial fleet to be electric or hybrid by 2025, and a fully low-carbon fleet by 2030. The initiative is a major step in Speedy’s roadmap to becoming a net-zero business, and aims to help contractors reduce their supply chain emissions through zero-carbon equipment delivery, while protecting the environment in the communities the hire provider operates in. Speedy has ordered 100 4.25 tonne single chassis cab Ford E-Transit models and 50 3.5 tonne E-Transit vans, which will be distributed across its UK-wide network to replace internal combustion engine (ICE) within the fleet. The carbon saving made by the switch is equivalent to that absorbed by 7,700 trees per year*.

The hire provider became the first company to introduce a fully electric powered access delivery truck into its fleet in December last year. It’s also rolling out electric vehicle charging points across its 200-strong network of service centres for colleague and customer use.

The CPA is the leading trade association for the plant-hire sector in the UK, with over 1,800 members who supply 85% of hired plant equipment to the construction industry.
The van investment follows Speedy overhauling its company car list, with 100% of models available to colleagues now being ultra-low emission vehicles (ULEV). Four in five of its company cars will be ULEVs by the end of the year based on its current orders. Since the summer last year, Speedy have also fuelled its HGVs and tankers with low carbon hydrotreated vegetable oil (HVO) to reduce emissions.

EURO AUCTIONS APPOINTED TO CONDUCT
Euro Auctions, appointed by Price Bailey to dispose of the assets of Quinto Crane & Plant Ltd, saw prices hit expected highs as a much-anticipated catalogue of cranes recently went under the hammer with a sale total of £5.12m. Attracting pre-sale interest from across Europe and the Middle East, 387 lots went under the hammer, attracting over 600 registered bidders, and of those registrations close to 200 were first time registrations with Euro Auctions, showing how strong the market interest was in this sale. With 50% of bids coming from the floor on the day and 50% being placed online, bidding was brisk as it always is with crane assets, but it was the home market that bid harder and stronger that the rest of bidders registered for this sale. The UK, Europe and the Republic of Ireland winning 99% of all lots on the day and notable strong bidding countries were UK, Republic of Ireland, The Netherlands, Germany, and Poland. David Betts, of Euro Auctions comments: “This was another pivotal off-site sale for Euro Auctions. We are delighted that Price Bailey chose to put their faith in us for this sale, based on our experience in disposing of crane assets, in addition to our extensive experience in conducting disposal sales and through our global network of buyers and consignors.
