“O

ur goal is to build a strong, diverse cabinet. One that can help me lead Pennsylvania forward”. The words are from Josh Shapiro, the new governor, in a dialogue with AL DÍA.

One of his purposes is to achieve unity and to have a group of Latinos who will now be participating in decision making. And to this he adds the need to bring Democrats and Republicans together “to have the opportunity to get meaningful things done”.

On that track, he appointed Republican Al Schmidt as Secretary of State “to help us reform our voting laws in Pennsylvania, to do the kind of things I want to do”.

Among other things, he will continue his predecessor Tom Wolf’s Marijuana Pardon Project, but doing outreach on the measure in other languages to generate clarity on its terms. “We will work much harder in Spanish to make sure we are reaching out to the less advanced communities”, he told AL DÍA.

One of Shapiro’s priorities is to curb the gun epidemic in Philadelphia. He hopes for, among other things, background checks, as well as more investment in anti-violence programs, community investment and the addition of 2,000 police officers.

In addition, he talks about support for small businesses: “It’s about us caring about these businesses and giving them an opportunity to be able to do more things”, he said.

A key issue is immigration in Pennsylvania. “We need to manage clear rules for those who want to come into this country”, he said. He also rejected the existence of for-profit prison groups: “I would like us, at the state level, to ban all private prisons”, he responded. He even rejected what some governors have done of sending migrants in buses to cities in other states: “They seem to

be acting without integrity, doing stunts and engaging in what may be illegal practices”.

MARIA’S IMPACT ON PUERTO RICO

On the other hand, this edition includes a report on an exhibition with Puerto Rican artists in commemoration of the fifth anniversary of Hurricane Maria, at the Whitney Museum of American Art.

They are works by fifteen artists, in what is the first academic exhibition in half a century focused on Puerto Rican art to be organized by a major U.S. museum. It is called There Is No Post-Hurricane World: Puerto Rican Art in the Wake of Hurricane Maria. It will be open to the public until April 23rd.z

Uno de sus propósitos es lograr la unidad y contar con un grupo de latinos que ahora estarán participando en la toma de decisiones. Y a esto agrega la necesidad de juntar a demócratas y republicanos “para tener la oportunidad de hacer cosas significativas”.

En esa vía, nombró al republicano Al Schmidt como Secretario de Estado “para ayudarnos a reformar nuestras leyes de voto en Pensilvania, para hacer el tipo de cosas que yo quiero”.

Entre otras cosas, seguirá con el Proyecto de Indultos de Marihuana de su predecesor Tom Wolf, pero haciendo una difusión

de la medida en otros idiomas para generar claridad sobre sus condiciones. “Nos esforzaremos mucho más en español para asegurarnos de que estamos llegando a las comunidades menos avanzadas”, manifestó a AL DÍA.

Una de las prioridades de Shapiro es ponerle freno a la epidemia de las armas de fuego en Filadelfia. Espera, entre otras cosas, comprobar los antecedentes, además de mayor inversión para programas contra la violencia, la inversión comunitaria y la incorporación de 2.000 agentes de Policía.

También está en su visión el apoyo a las pequeñas empresa. “Se trata de que nos preocupemos por estas empresas y les demos una oportunidad de poder hacer más cosas”, manifestó.

Un tema neurálgico es la migración en Pensilvania. “Debemos manejar reglas claras para quienes quieran entrar en este país”, dijo. Además, rechazó la existencia de grupos penitenciarios con ánimo de lucro. “Me gustaría que a escala estatal prohibiéramos todas las prisiones privadas”, respondió. Incluso, rechazó lo que han hecho algunos gobernadores de enviar migrantes en buses a ciudades de otros estados: “Parecen actuar sin integridad, haciendo acrobacias y participando en lo que pueden ser prácticas ilegales”.

EL IMPACTO DE MARÍA EN PUERTO RICO

De otro lado, esta edición incluye un reportaje sobre una exposición con artistas puertorriqueños en conmemoración del quinto aniversario del huracán María, en el Whitney Museum of American Art.

Son obras de 15 artistas, en lo que se constituye en la primera exposición académica, en medio siglo, centrada en el arte puertorriqueño que es organizada por un gran museo de Estados Unidos.

Se llama ‘no existe un mundo poshuracán: Puerto Rican Art in the Wake of Hurricane Maria’. Estará abierto al público hasta el 23 de abril.z

ELEVATING INDIGENOUS MIGRANT VOICES

Arcenio López was born in Oaxaca, Mexico, and grew up in a family of farm workers and a community where agriculture was very important.

“My grandparents when they were traveling or migrating within Mexico in different states, they were going [in order] to do agricultural work,” López said to AL DÍA

Often hearing stories about the difficulty of working in the fields, López preferred not to follow in that path. Subsequently, his elders often preached the value of getting an education.

However, upon his arrival to the United States and settling in Oxnard, California, López fell into a situation where he was having difficulty paying for his higher education.

Therefore, agricultural work became his only choice.

About three years after arriving to the U.S. in 2003, López was hired to work at an organization that he has since made a huge impact with.

MIXTECO/INDIGENA

COMMUNITY ORGANIZING PROJECT

Founded in 2001, MICOP is among the nation’s leading organizations in supporting, organizing and empowering indigenous migrant communities.

Five years after its founding, López joined the organization and immediately started leaving his mark.

“The whole motivation I had since I began was really to bring and create more visibility on the presence of Indigenous migrants and the diversity that we as Mexican immigrants bring,” he said.

Starting out as a community organizer, his work and advocacy over the years spoke for itself as he worked his way up to associate director and now executive director in 2014.

Under his leadership, MICOP has grown and flourished in size, scope and reach through a number of different initiatives.

Nacido en Oaxaca (México), Arcenio López creció en una familia de trabajadores agrícolas, en una comunidad donde la agricultura era muy importante. “Mis abuelos, cuando viajaban o emigraban dentro de México por diferentes estados, iban a realizar trabajos agrícolas”, contó López a AL DÍA.

Al oír las historias sobre la dificultad de trabajar en el campo, López prefirió no seguir ese camino, y sus padres siempre le inculcaron el valor de obtener una educación. Sin embargo, al llegar a Estados Unidos y establecerse en Oxnard, California, tuvo dificultades para pagar sus estudios superiores, así que el trabajo agrícola se convirtió en su única opción.

Tres años después de llegar a Estados Unidos, en 2003, López fue contratado para trabajar en una organización con la que desde entonces ha tenido un gran impacto.

APOYO A INDÍGENAS MIGRANTES

Fundada en el 2001, el Proyecto de Organización Comunitaria Mixteco/Indígena (MICOP, por sus siglas en inglés) es una de las principales instituciones del país que apoyan, organizan y empoderan a las comunidades indígenas migrantes.

Cinco años después de su fundación, López se unió a ella y, de inmediato, empezó a dejar huella. “Mi gran motivación fue aportar y crear más visibilidad sobre la presencia de los migrantes indígenas y la diversidad que aportamos los inmigrantes mexicanos”, afirmó.

Empezando como organizador comunitario, su trabajo y su defensa a lo largo de los años hablaron por sí mismos cuando ascendió a director asociado y, en 2014, a director ejecutivo.

Bajo su liderazgo, MICOP ha crecido y prosperado en tamaño y alcance, a través de una serie iniciativas. “Lancé y reestructuré nuevos programas, no solo los que creía que necesitaba la comunidad, sino también los que contaban con la colaboración de muchos de nuestros líderes comunitarios”, dijo.

Agovernor is nothing without his cabinet, and Pennsylvania Governor Josh Shapiro has made some waves with the leaders he’s chosen as his future trusted advisors.

There’s Al Schmidt, who Shapiro nominated to be Secretary of State, Dr. Khalid Mumin, slated to be Secretary of Education, Dr. Val Arkoosh, set to be human services secretary, but only one person so far will make Pennsylvania history when taking their position.

That distinction goes to Rich Negrín, who Shapiro announced on Jan. 10 as his Secretary of Environmental Protection. With the appointment, Negrín, of Cuban descent, becomes the first Latino to ever helm Pennsylvania’s Department of Environmental Protection.

“I am humbled that Governor-Elect Shapiro has entrusted me with the great responsibility of leading this Administration’s efforts to protect our Commonwealth’s air, land, and water,” said Negrín.

A PUBLIC AND PRIVATE LEADER

Negrín’s resume — which includes extensive government and private work — is far-reaching.

He served as a prosecutor for the District Attorney’s office, then dabbled in corporate litigation for Morgan, Lewis & Bockius LLP, a private firm.

In 2005, he pivoted to an executive position as Vice President and General Counsel for Aramark Healthcare.

But a marker in Negrín’s career came when former Philly Mayor Michael Nutter appointed him Managing Director.

He quickly rose through the government ranks to become Managing Director and Deputy Mayor, a role understood to be incredibly tempestuous, and the appointee is tasked to run government operations and be an excellent legislator, aside from reporting to the Mayor.

Defying the role as the highest-ranking Latino official in local politics at the time — in an office whose employees then averaged two years — Negrín served the city for a five-year tenure before he stepped down in 2015.

“I’m up at all hours of the night, and that takes a toll over time,” he told AL DÍA at the time.

En el 2005, pasó a ocupar un puesto ejecutivo como vicepresidente y consejero general de Aramark Healthcare. Pero un hito en la carrera de Negrín llegó cuando Michael Nutter, exalcalde de Filadelfia, lo nombró di-

DEFENSORES DE DERECHOS HUMANOS ANUNCIAN QUE LAS ÚLTIMAS MUJERES DETENIDAS EN EL CENTRO HAN SIDO

When 2022 ended, the Berks County Detention Center was definitely closing by Jan. 31, 2023, but there remained six women still housed at the facility and facing down a potential transfer across the state to the newly-reopened Moshannon Valley Correctional Center.

The potential transfer is what’s been the focus of immigration advocates ahead of Berks County’s shutdown, with many demonstrations calling for freedom for the six remaining women.

On Jan. 11, 2023, that freedom was finally announced, as advocates celebrated the Berks County Detention Center being empty with more than two weeks to spare before the facility closed for good.

FREEDOM AT LAST

A press release by Shut Down Berks — the coalition at the forefront of the battle to pressure Berks Detention Center — did not specify the manner in which the women obtained the terms of release, but previous reporting shows other neighboring legal groups had been actively working to secure asylum cases.

“For years, I’ve fought to end the incarceration of immigrants in my backyard, and today we celebrate freedom,” Flor Gonzáles, Member Leader of Make the Road Pennsylvania and resident of Reading, said in a statement.

“This victory belongs to the immigrant families and women detained at Berks who shared their stories and demanded dignity, and

to the organizers who never lost hope and never stopped fighting for immigrant families to be free and together. We took this fight from Berks County to Harrisburg and all the way to the White House, and I’m proud to say that organizing works. Today is a good day.”

Numerous pro-bono legal and immigrant rights groups had been involved in pressuring Berks to release the detainees well before it announced it would be shutting down operations at the end of January 2023.

One of the lawyers associated with the legal teams assembled to argue on behalf of the migrant women previously told AL DÍA they had “frustrated” the system and prevented Berks from establishing a “deportation mill” in the county’s backyard.

MEMORIES

THAT CAN FADE

The women held at Berks by ICE had documented the precarious circumstances under which they’d been held.

They remembered hours-long bus rides with no bathroom breaks and no food, while others recalled being shut off from the outside altogether.

One woman, Lorena — who was detained with her two-year-old son — said her time at Berks had led to depressive episodes.

“I left with a lot of depression, [and] to this day, I am in therapy. I just thank God that this place [will] finally close. They don't know the trauma of being locked up,” she said.

Weeks before Pennsylvania Governor Josh Shapiro took his oath of office on Wednesday, Jan. 18th, in Harrisburg, he took a brief detour into Philly to talk all things Latino.

Shapiro, newly elected, had an impossible schedule in the lead-up to the ceremony.

Amid planning for his swearing-in, the former Attorney General spoke to AL DÍA about what his immediate priorities were, his view of Latino affairs and policy, and how much he loved one of the chairs.

“Our focus is on building a strong, diverse cabinet. One that can help me lead Pennsylvania forward,” Shapiro said, and added the cabinet would be “ready to rock and roll on Jan. 18.”

He entered an administration initially poised to have a razor-thin Democratic majority, now evaporated after three seats became vacant and Senate control remained in Republican hands.

But Shapiro, a seasoned politician, was seemingly unphased.

FOR SHAPIRO, UNITY, FIRST AND FOREMOST

“I plan to bring people together to get things done,” he said.

Striding to the PA Capitol, Shapiro will lead a class anew of Latinos who came out victors in their respective races and who “will now be around the table of progress, making decisions, making sure the voices of their communities are heard in Harrisburg, where for many years, they were not.”

Echoing the sentiments of prominent Latino political leaders, Shapiro hopes the new generation of state lawmakers will spur others to follow in their footsteps.

The Governor was also swift to stimulate a bipartisan message.

“Bring Republicans and Democrats to the table to have the opportunity to get meaningful things done,” Shapiro asserted.

He began that endeavor by appointing Al Schmidt, a Republican who oversaw the 2020 Presidential elections — and who broke rank with his Republican

counterparts who spread election misinformation — to assume a renewed role as Secretary of State, his first cabinet-level appointment.

LESS CONSPIRACY, MORE REFORM

He believes Schmidt is “going to work to help us reform our voting laws in Pennsylvania, to do the kinds of things I want,” he remarked, and spoke of automatic voter registration, pre-canvassing ballots, and continuing to protect vote-by-mail.

On policy, Shapiro told AL DÍA he would continue to build on his predecessor’s work.

Former PA Gov. Tom Wolf, in late 2022, introduced the Pennsylvania Marijuana Pardons Project to allow anyone with low-level marijuana possession convictions to have a chance at getting pardoned.

It garnered criticism after reports revealed that a fraction of those who applied were approved.

“The rules that were put forth were confusing for people,” Shapiro thought. “ It was hard for people to know if they qualified.”

“We need to do a lot more in other languages to ensure that everyone has the ability to know that this program exists. We’ll put a lot more out in Spanish to ensure that we’re reaching communities that have oftentimes been left behind in this.”

It’s a program the governor feels strongly about and says will thrive under the supervision and guidance of his Lieutenant Governor, Austin Davis.

“You’ll see it take on more meaning, [and] value, and more people come through it. More people hopefully will qualify, earn a pardon, will have this slate clean so that they can move forward.”

WHAT IT TAKES TO CURB THE GUN EPIDEMIC

While on the subject of statewide policy, Shapiro addressed preemption,

which advocates and local lawmakers agree has been an insurmountable obstacle in creating new policy, especially around guns.

“Candidly, I don’t think those laws will change,” he said, emphasizing his belief in the right to self-governing jurisdictions within county codes.

Shapiro hopes to mimic similar efforts by the Biden administration — lauded as the first tangible gun-reform legislation in decades — which includes universal background checks, further investment in anti-violence programs, and community investment.

“I’m a big believer that our churches and our community organizations and others have a lot of tools that can help protect our kids, primarily, but others in the community, they just need some real investment,” Shapiro, who hopes to onboard 2,000 police officers across The Commonwealth, said.

Shapiro’s sentiment isn’t a far cry from some mayoral platforms that emerged in the last few months, many of which have talked of community disinvestment and zip codes abandoned by police.

He said he’s encouraged by the messaging by candidates, “and I look forward to partnering with them to try and make a difference for Philly.”

It’s a matter of us giving a damn about these businesses and giving them a shot to be able to do more.

INSPIRING LATINO

ENTREPRENEURSHIP

In July, AL DÍA followed then-candidate Shapiro for a small business tour through North Philly, where prospective voters and Latino small business owners got to first hand interact with him.

It was also an opportunity for voters to express to the then-candidate what some of the biggest roadblocks were in scaling their individual businesses, which Shapiro said “breeds a real vibrancy in communities.”

“It shows the strength of a community that leads to lower crime, and it leads to better outcomes,” he said.

But all too often, new entrepreneurs in disinvested neighborhoods are left on the wayside of government programs.

Shapiro offered an example from that day in Kensington.

The governor-to-be asked Marlon Marz, owner of Marz Auto Central, a car repair shop brimming with clientele and employees, if he could service State

vehicles, to which the owner said they weren’t on the approved list to serve the Commonwealth.

“Well, that’s not something that costs the Commonwealth money or cost them money. But it’s a matter of us giving a damn about these businesses and giving them a shot to be able to do more.”

To that end, Shapiro said, the new PA administration would appoint a Deputy Secretary of Commerce, whose focus would be on “Main Streets” in the state, and engage those small business owners to give them a chance to contract with the state.

“It’s just one example of the ways in which I want to engage more of our small businesses across Pennsylvania,” he said.

The governor, to the date of this publication, has not announced an appointee for Deputy Secretary of Commerce.

WHERE SHAPIRO STANDS ON IMMIGRATION

Immigration in PA became a hot-button issue as numerous, isolated issues in the Commonwealth converged in time for the midterm elections.

to asylum cities via Operation Lone Star — an effort that inspired outgoing Arizona Gov. Doug Ducey and Florida Gov. Ron DeSantis to follow suit.

“It is clear that we need to have a secure border and humane treatment of those who are here, and clear rules of the road for those who want to come into this country,” Shapiro said, and put the onus on Congress, who “has failed to act.”

“Obviously, these busloads of migrants that are sent to Philly is a stunt by governors, like DeSantis and Abbott, who don’t have a clue when it comes to a real answer to the immigration challenges in this country,” he continued.

And as a result, “you have these folks like Abbott and DeSantis, who are acting, I think, without integrity, who were engaging in the stunts, were engaging in what may be unlawful practices.”

But Shapiro remains hopeful after witnessing Philadelphia’s response to asylum seekers, where advocates, in partnership with the city, prepared immediate shelter and resources.

“What I see on the tail end of that are really wonderful people here in the city of Philadelphia, doing their level best to welcome these human beings with open arms and give them the help that they need,” he said. z

On the one hand, PA grapples with county residential centers tucked in rural areas, where Immigration and Customs Enforcement (ICE) agents detain migrants seeking asylum in the Northeastern United States.

GOVERNOR OF PENNSYLVANIA PARTY DEMOCRAT

Shuttered Berks County Residential Center, which closes its doors at the end of January, drew scrutiny as immigration advocates got wind that the remaining detainees — all women — would be transferred to Moshannon Valley Processing Center.

The Moshannon facility is also poised to enter an agreement with Geo Group, a private prison enterprise.

Asked whether he was comfortable with counties engaging in business with for-profit prison groups, Shapiro said: “No. I don’t think there should be a place for private prisons here in Pennsylvania. Regardless of who’s being housed there. I’d like to see us, at the state level, ban all private prisons.”

Shapiro also urged “the legislature to put [a bill] on my desk.”

Beyond PA, immigration is a policy issue that has sparked a national conversation around urgent lasting reform.

Al llegar al Capitolio de Pensilvania, dirigirá una nueva clase de latinos que salieron vencedores en sus respectivas contiendas y que “ahora estarán en torno a la mesa del progreso, tomando decisiones, asegurándose de que las voces de sus comunidades sean escuchadas en Harrisburg, donde durante muchos años no lo fueron”.

Haciéndose eco de los sentimientos de destacados líderes políticos latinos, espera que la nueva generación de legisladores estatales anime a otros a seguir sus pasos.

El gobernador también se apresuró a estimular un mensaje bipartidista: “Hay que sentar a republicanos y a demócratas a la mesa para tener la oportunidad de hacer cosas significativas”.

Comenzó ese empeño nombrando a Al Schmidt, un republicano que supervisó las elecciones presidenciales del 2020 y que rompió filas con sus homólogos republicanos que difundieron desinformación electoral, para asumir un papel renovado como secretario de Estado, su primer nombramiento en el gabinete.

MENOS CONSPIRACIÓN Y MÁS REFORMA

En palabras de Shapiro, Schmidt “va a trabajar para ayudarnos a reformar nuestras leyes de voto en Pensilvania, para hacer el tipo de cosas que yo quiero”. Habló también del registro

automático de votantes, de las papeletas previas al escrutinio y de seguir protegiendo el voto por correo.

En cuanto a la política, Shapiro dijo a AL DÍA que continuaría basándose en el trabajo de su predecesor.

A finales del 2022, Tom Wolf, exgobernador de Pensilvania, presentó el Proyecto de Indultos de Marihuana de Pensilvania, para permitir que cualquier persona con condenas de bajo nivel por posesión de marihuana tuviera la oportunidad de ser indultada. Sin embargo, después de que los informes revelaran que una fracción de los que lo solicitaron fueron aprobados, las críticas no fueron menores. “Las normas que se establecieron eran confusas, era difícil para la gente saber si cumplía los requisitos”, dijo Shapiro.

“Tenemos que hacer mucho más en otros idiomas para asegurarnos de que todo el mundo pueda saber que existe este programa. Nos esforzaremos mucho más en español para asegurarnos de que estamos llegando a las comunidades menos avanzadas”, agregó.

FRENO A EPIDEMIA DE ARMAS DE FUEGO

En cuanto a la política estatal, Shapiro abordó la cuestión de la prioridad, respecto a la cual los defensores y los legisladores locales coinciden en que ha sido un obstáculo insalvable para la

creación de nuevas políticas, especialmente en torno a las armas.

“Sinceramente, no creo que esas leyes cambien”, dijo, haciendo hincapié en su creencia en el derecho de las jurisdicciones a autogobernarse dentro de los códigos de los condados.

Shapiro espera imitar esfuerzos similares de la administración Biden —alabada como la primera legislación tangible de reforma de las armas en décadas—, que incluye la comprobación universal de antecedentes, una mayor inversión en programas contra la violencia y la inversión comunitaria.

“Creo firmemente que nuestras iglesias y organizaciones comunitarias, entre otras, tienen muchas herramientas que pueden ayudar a proteger a nuestros hijos, sobre todo, pero también a otros miembros de la comunidad; solo necesitan una inversión real”, dijo Shapiro, que espera incorporar 2.000 agentes de Policía en toda la mancomunidad.

El sentimiento de Shapiro no dista mucho de algunas plataformas de alcaldes surgidas en los últimos meses, muchas de las cuales han hablado de desinversión en la comunidad y de códigos postales abandonados por la Policía. Al respecto, dijo que le animan los mensajes de los candidatos y que desea asociarse con ellos “para intentar cambiar las cosas en Filadelfia”.

INSPIRANDO EL ESPÍRITU EMPRESARIAL LATINO

En julio, AL DÍA siguió al entonces candidato Shapiro en una gira de pequeñas empresas por el norte de Filadelfia, donde los posibles votantes y los propietarios latinos de pequeñas empresas pudieron interactuar de primera mano con él.

Fue una oportunidad para que los votantes expresaran al entonces candidato cuáles eran algunos de los mayores obstáculos a la hora de hacer crecer sus propios negocios, lo que, según Shapiro,

“genera una verdadera vitalidad en las comunidades. Demuestra la fortaleza de una comunidad, lo que se traduce en una reducción de la delincuencia y en mejores resultados”.

Sin embargo, con mayor frecuencia de la esperada, los nuevos empresarios de barrios marginados quedan excluidos de los programas gubernamentales.

Shapiro ofreció un ejemplo de aquel día en Kensington: el futuro gobernador preguntó a Marlon Marz, propietario de Marz Auto Central, un taller de reparación de automóviles repleto de clientela y empleados, si podía prestar servicio a vehículos del Estado, a lo que el propietario respondió que no estaban en la lista aprobada para prestar servicio a la mancomunidad.

“Bueno, eso no es algo que le cueste dinero a la mancomunidad ni a ellos. Pero se trata de que nos preocupemos por estas empresas y les demos una oportunidad de poder hacer más cosas”, señaló Shapiro.

Para ello, añadió que la nueva administración de la AP nombraría un subsecretario de Comercio, que se centraría en las main streets del Estado e involucraría a esos pequeños empresarios para darles la oportunidad de contratar con el Estado. “Es solo un ejemplo de las formas en que quiero involucrar a más de nuestras pequeñas empresas en toda Pensilvania”, dijo.

El gobernador, hasta la fecha de esta publicación, no ha anunciado el nombramiento del subsecretario de Comercio.

SU POSICIÓN SOBRE LA INMIGRACIÓN

La inmigración en Pensilvania se convirtió en un tema candente, al converger, al mismo tiempo, numerosas cuestiones aisladas en la mancomunidad para las elecciones de mitad de mandato.

Por un lado, en Pensilvania existen centros residenciales del condado, situa-

dos en zonas rurales donde los agentes del Servicio de Inmigración y Control de Aduanas (ICE) detienen a los inmigrantes que solicitan asilo en el noreste de Estados Unidos.

Por el otro, el Centro Residencial del Condado de Berks, que cerrará sus puertas a finales de enero, fue objeto de escrutinio cuando los defensores de inmigración se enteraron de que los detenidos restantes, todas mujeres, serían transferidos al Centro de Procesamiento de Moshannon Valley.

El centro de Moshannon también está a punto de firmar un acuerdo con Geo Group, empresa privada de prisiones.

A la pregunta sobre si le parecía bien que los condados hicieran negocios con grupos penitenciarios con ánimo de lucro, Shapiro respondió: “No, no creo que deba haber lugar para las prisiones privadas en Pensilvania, independientemente de quién se aloje allí. Me gustaría que a escala estatal prohibiéramos todas las prisiones privadas”.

También instó a la legislatura a poner un proyecto de ley sobre su escritorio. Más allá de Pensilvania, la inmigración es una cuestión política que ha suscitado una conversación nacional en torno a una reforma urgente y duradera.

Las tensiones alcanzaron su punto álgido cuando el gobernador de Texas, Greg Abbott, comenzó a transportar a los inmigrantes en autobús a las ciudades de asilo, a través de la Operación Lone Star, un esfuerzo que inspiró al gobernador saliente de Arizona, Doug Ducey, y al gobernador de Florida, Ron DeSantis, a seguir su ejemplo.

acrobacias y participando en lo que pueden ser prácticas ilegales”.

Pero después de presenciar la respuesta de Filadelfia a los solicitantes de asilo, donde los defensores, en colaboración con la ciudad, prepararon refugio inmediato y recursos, Shapiro mantiene la esperanza: “Lo que veo son personas realmente maravillosas aquí, en la ciudad de Filadelfia, que hacen todo lo posible por acoger a estos seres humanos con los brazos abiertos y ofrecerles la ayuda que necesitan”. z

Se trata de que nos preocupemos por estas empresas y les demos la oportunidad de poder hacer más cosas.

Analyst Manuel Castells focuses on the election of Kevin McCarthy as Speaker of the House of Representatives. “I am referring to one of the concessions that the US extreme right in Congress has wrested from Kevin McCarthy (former firefighter) to elect him as Speaker of the House in the fifteenth vote: the removal of the metal detectors installed to prevent the entry of weapons into the sacrosanct precinct. Marco Castillo writes about the results of the U.S.-Mexico-Canada summit. “The balance is quite clear: the U.S. Government made it clear that migration management, security and trade are at the top of its agenda. The Canadian Government, for its part, made it clear that its main interest is in strengthening regional free trade. Mexican Government advocated the integration of the region with the rest of the continent in order to strengthen the participation of the southern hemisphere. The United States and Canada negotiate their agendas with their economic and technological strength. Mexico, with the legitimacy of one of the first democratically elected governments and one of the most supported; with the labor force of its population and with its strategic position in geopolitics. In this correlation of forces, Mexico always loses because it is the most dependent partner in the regional trade agreement. The United States imposed a new scheme of migrant deportations to Mexico [...]”.

Lluís Bassets addresses the consequences for the United States of Trumpist control in Congress. “Biden overcame the di cult mid-term elections, with a good result in the Senate, still Democratic, and a House of Representatives with a discreet Republican majority [...]. But the Republican Party continues, unperturbed, on the road to self-destruction, with the blind enthusiasm that corresponds to those who have lost any sense of direction. It has happened in other times and countries, but in the march towards chaos, the US right wing is demonstrating a boldness and vanguardism of universal consequences in terms of its negative exemplarity and its disruptive e ects on the world order [...] It was an inaugural nonsense the 2016 Republican primaries that elevated Donald Trump to the nomination. So was his election as president after a dirty campaign full of Russian interference. The embarrassment of the four years of the Trumpist White House would have passed itself into the annals of infamy had it not been made worse by the direct attack on Congress on the day of the certification of the Republican defeat”.

Sixteen hours of nature’s fury, with winds of up to 250 kilometers per hour, were enough for Puerto Rico to write one of the most desolate and tragic chapters in its history on September 20th, 2017.

On that day, Hurricane Maria touched the island and caused the death of 4,600 people. This figure, however, is not officially recognized by the authorities of this U.S. territory.

In addition to the desolation, mourning and helplessness, there was also the destruction of roads, food and fuel rationing. The category four storm had not only radically changed the lives of Puerto Ricans, but also revealed the precariousness of some basic services such as health.

And although solidarity always reigned, after almost six years, María remains indelible in the memory of locals and, especially, in the memory of its artists, who found in her gift a way to reflect on the social aftermath of the hurricane: from the austerity measures implemented by the PROMESA law, the ‘Summer of 2019’ protests —which led to the dismissal of Governor Ricardo Rosselló—, to the earthquakes and the COVID-19.

The work of 15 of those artists was brought together in what is already the first academic exhibition focused on Puerto Rican art, organized by a major U.S. museum in half a century. It is called ‘no existe un mundo poshuracán: Puerto Rican Art in the Wake of Hurricane Maria’. (There Is No Post-Hurricane World: Puerto Rican Art in the Wake of Hurricane Maria)., and will be on display at the Whitney Museum of American Art, noted for its spectacular collection of modern and contemporary American art.

PUERTO RICAN ART IN NYC

The show, named after a verse by Puerto Rican poet Raquel Salas Rivera (Mayagüez, 1985), has the hurricane as its focal point, although it aspires to offer a look at traumatic situations, the colonial condition and migration.

Dieciseis horas de furia de la naturaleza, con vientos de hasta 250 kilómetros por hora, bastaron para que Puerto Rico escribiera uno de los capítulos más desoladores y trágicos de su historia el 20 de septiembre del 2017.

Ese día, el huracán María tocó la isla y provocó la muerte de 4.600 personas. Esta cifra, sin embargo, no es reconocida oficialmente por las autoridades de este territorio estadounidense.

A la desolación, el duelo y el desamparo, se sumaron los destrozos en las carreteras, el racionamiento de alimentos y combustible. Y es que la tormenta de categoría cuatro no solo había cambiado radicalmente la vida de los puertorriqueños, sino también develó la precariedad de algunos servicios básicos como la salud.

Y aunque siempre reinó la solidaridad, después de casi seis años, ‘María’ permanece imborrable en la memoria de los locales y especialmente en la de sus artistas, que encontraron en su don una manera de reflexionar sobre las secuelas sociales del huracán: desde las medidas de austeridad implementadas por el ley PROMESA, las protestas del ‘Verano del 2019’ -que llevaron a la destitución del gobernador Ricardo Rosselló-, los terremotos y el COVID-19.

La obra de 15 de esos artistas se reunió en la que ya es la primera exposición académica centrada en el arte puertorriqueño organizada por un gran museo de Estados Unidos en medio siglo. Se llama ‘no existe un mundo poshuracán: Puerto Rican Art in the Wake of Hurricane Maria’ y estará abierta en el Whitney Museum of American Art, destacado por su espectacular colección de arte estadounidense moderno y contemporáneo.

ARTE PUERTORRIQUEÑO EN NYC

La muestra, que debe el nombre a un verso del poeta puertorriqueño Raquel Salas Rivera (Mayagüez, 1985), tiene como punto focal al huracán; aunque aspira a ofrecer una mirada hacia las situaciones traumáticas, la condición colonial y la migración.

of the place where I grew up continued to transform over the years. Graft is a representation of Puerto Rican vernacular architecture. This subject is not addressed in schools and is not part of people’s knowledge. I thought my work could be an educational contribution”, she told AL DÍA.

Rogelio Báez, for his part, agrees with Edra and assures that art “allows us to see beyond the senses and notice the absence of many things, especially a social project. He presents three paintings, and one of them is Paradox of the New Landscape IV. “With it I show my frustration about how the Government tries to solve some problems it had caused and the way they close schools and then buy wagons to solve the problems of space. My work looks at many spaces and how we relate to them. In this case, it is a sad thing because I make a premonition that they intend to put students there to study”, he said.

Jessica Dominguez was born in Iquitos, Peru, but at the age of 14 she left for the United States in search of study opportunities.

Her trajectory is not different from that of thousands of Latin American immigrants who come to this country in search of new opportunities: when she arrived in Los Angeles, she started working in different fast food restaurants and in cookie and cosmetics factories. She worked in the mornings and went to school in the evenings.

She learned English and that helped her to get better jobs, such as in life and auto insurance companies. Years later, she met the man who would become her husband, with whom she had two children, and decided to devote herself entirely to them for 15 years. However, during that time she continued to go to school to fulfill her dream: becoming a lawyer.

“My dream was always to represent families, specifically those seeking a better future for their children”, she recalls in an interview with AL DÍA. “But the pain of witnessing what a divorce does to a family pushed her to specialize in another field: immigration law. “I discovered how powerful it is to represent a family that needs to stay together, I fell in love with the idea”, she says. Twenty years later, today she lives by her purpose, “keeping families together”, and is dedicated to giving a voice to those who live in fear because they do not have legal immigration status.

Aside from her work, Dominguez enjoys writing. She decided that all these victories in her life, as an immigrant and as a woman, should be recorded in a book, Mujeres victoriosas (Penguin Random House, 2017), to inspire other women.

Su trayectoria no dista de la de miles de inmigrantes latinoamericanos que llegan a este país en busca de nuevas oportunidades: al llegar a Los Ángeles se puso a trabajar en diferentes restaurantes de comida rápida y en factorías de galletas y cosméticos.

Trabajaba en las mañanas y acudía a la escuela en las noches. Aprendió inglés, lo que la ayudó a conseguir mejores trabajos, como por ejemplo en compañías de seguros de vida y de autos.

Años después conoció al que sería su marido, con quien tuvo dos hijos, y decidió dedicarse por completo al hogar durante 15 años. Sin embargo, durante esa etapa continuó acudiendo a la escuela para cumplir su sueño: convertirse en abogada.

“Mi sueño siempre fue representar familias, específicamente a aquellas que buscaran un mejor futuro para sus hijos”, recuerda en una entrevista con AL DÍA. Pero el dolor de ser testigo de lo que un divorcio ocasiona a una familia la empujó a especializarse en otro ámbito: abogada de inmigración. “Descubrí lo poderoso que es representar a una familia que necesita mantenerse unida; me enamoré de la idea”, dice.

Pasados veinte años, hoy vive de su propósito, “Manteniendo Familias Unidas”, y se dedica a dar voz a aquellos que, por no contar con un estatus legal migratorio, viven con miedo.

Al margen de su trabajo, a Dominguez le gusta escribir. Y decidió que todas estas victorias de su vida, como inmigrante y como mujer, debían quedar constatadas en un libro, “Mujeres victoriosas” (Penguin Random House, 2017), para inspirar a otras mujeres.

“Quiero que toda mujer se percate, recordarles lo que sus almas ya saben, que tenemos poderes que nos ayudan a tomar la decisión de no vivir como víctimas por circunstancias o eventos de nuestras vidas, sino que si decidi-

“I want every woman to realize, to remind them of what their souls already know, that we have powers that help us to make the decision not to live as victims because of circumstances or events in our lives, but that if we decide to take action, we can live as ‘victorious women’. It is a decision accompanied by action that we have to take every day”, she said.

Now, Dominguez has just published a second book, Mujeres victoriosas combatiendo la ansiedad (Penguin Random House, 2023), with the goal of making her readers understand “that anxiety is real and should not be ignored, that seeking help is of utmost importance and that it can be overcome. But to do so, we have to be intentional and daily train our minds to use anxiety in a healthy way and not allow it to turn into disorders”, she insists.

SEEKING HELP, A PRIORITY

According to Dominguez, the latter is especially important for Latinas, who are more likely to think that seeking professional help is not a necessity or a priority.

Drawing from her own story and that of other “victorious women who dared to ask for help”, Dominguez explains how to fight stress, anxiety and depression and how important it is to ask for, seek and receive help.

“Mujeres victoriosas has become an international movement thanks to social media, the group of women involved in leadership, and the worldwide reception our content has received”, she said. “It is our followers who have confirmed with their messages that anxiety is an issue affecting all women, regardless of where they live. Therefore, I believe that every woman in the world can connect with us”, she concluded.z

Partiendo de su propia historia y la de otras mujeres victoriosas que se atrevieron a pedir ayuda, Dominguez explica cómo luchar contra el estrés, la ansiedad y la depresión y cuán importante es pedir, buscar y recibir ayuda.

“‘Mujeres Victoriosas’ se ha convertido en un movimiento internacional gracias a las redes sociales, al grupo de mujeres involucradas en el liderazgo y al recibimiento mundial que ha tenido nuestro contenido”, asegura la abogada. “Son nuestras seguidoras las que nos han confirmado con sus mensajes que la ansiedad es un tema afectando a todas las mujeres, indiferentemente de donde vivan. Por lo tanto, considero que toda mujer del mundo se puede conectar con nosotras”, concluye. z

There is no doubt that Dr. Stacey M. Robertson’s professional career as historian, researcher, professor, and dean confirms her expertise and passion for higher education.

To give you a chronological order of Robertson’s journey through academia, it is important to start with her first experience as an adjunct professor of history at Bradley University in Peoria County, Illinois, where she practiced for 20 years. There, she also directed the Women’s Studies program and was head of the History Department. During her last years at that institution, Robertson served as interim dean of Liberal Arts and Sciences.

“I consider myself a happy historian”, confessed Dr. Robertson in an interview with AL DÍA.

Before becoming president of Widener University, she spent five years as dean of the State University of New York College (SUNY) in Geneseo, New York. Then, on July 1st of last year, she was officially

confirmed as the 11th president of Widener, a private university whose enrollment exceeds 5,000 students.

Widener has three campuses, two of them located in Pennsylvania (Harrisburg and Exton) and the other in Wilmington, Delaware.

In Harrisburg, Widener has the School of Law, which reflects the largest number of Latino students enrolled in the institution, with a total of 12.4 %.

On the Exton campus, the figure is 6.4 %, while on Wilmington it is 7.7 %.

HER ARRIVAL AT WIDENER

Robertson left the rural area of Geneseo, in the Finger Lakes region, to move to Pennsylvania, a state that she already knew perfectly due to its historical background, especially in the city of Philadelphia. As a historian, Robertson has a special appreciation for Philly and traveled to the city on multiple occasions to work

on her research, focused on the history of the United States for the 19th century and the history of women and the abolitionist movement.

During her first four months as President of Widener, Robertson dedicated herself to meeting and talking with the student community to refine the institution’s objectives and align them with the needs of the students. “From the moment I stepped on campus, I felt like I had come home”, she revealed.

Recruiting Latino students and hiring a diverse team of university leaders where the student body is represented stands out among the list of priorities for the recently elected President of Widener.

Currently, the institution has a wide variety of key initiatives to support Latino and first-generation students to be successful in their university life. One of these initiatives is the Pride Mentoring Program, with which students have the opportunity to have a mentor accompany them during their first year of university and answer all the questions that arise on the way to higher education.

In addition, the institution has the 1821 Program, focused on first-generation students who wish to enroll early. The program includes five days of workshops and activities for new and transfer students on preparing for college life. Participating students will be able to apply for housing at the 1821 Living and Learning Community, where they

can live in a space together with other classmates with similar cultural backgrounds.

Widener University also has the Office of Multicultural Student Affairs, serving Latinos, where bilingual mentoring is offered to students and their parents.

According to the President of the institution, one of the main problems faced by students is the lack of affordability to continue their university studies. To respond to this need, Widener works with the Expected Family Contribution of each student to measure the economic capacity of their relatives. In this way, the institution seeks to calculate the subsidies that can be granted to future students so that they can enroll and complete their university degree.

“The worst thing that can happen to a student is that they get into debt and then must leave the university without completing their degree. So, what we want at Widener is for them to finish their studies with little debt and a high level of success”, concluded Robertson.

Según añadió la presidenta de la institución, uno de los problemas principales que encaran los estudiantes es la falta de asequibilidad para continuar sus estudios universitarios. Para responder a esta necesidad, Widener trabaja con el Aporte Familiar Previsto (EFC, por sus siglas en inglés) de cada estudiante para medir la capacidad económica de sus familiares. De esta forma, la institución busca calcular la cantidad de ayudas que se les puede otorgar a los futuros alumnos para que puedan matricularse y concluir su grado universitario.

“Lo peor que le puede pasar a un estudiante es que se endeude y luego tenga que irse de la universidad sin completar su grado. Así que lo que queremos en Widener es que terminen sus estudios con poca deuda y un nivel de éxito alto”, concluyó Robertson.

“I was just launching and restructuring new programs not only that I felt was needed by the community, but was actually with the input of many of our community leaders,” said López.

He played a key role in launching an adult literacy program, an Indigenous interpreters program to address the language barrier, engaged youth organizing, and even helped create a community radio station.

Still committed to his own education, López earned his degree in 2019.

THE OPTICS of ‘LATINX’ IN ARKANSAS

Arkansas Gov. Sarah Huckabee Sanders bans ‘Latinx’ on first day, because there’s obviously nothing else more important to take on.

Arkansas’ newest Governor, Sarah Huckabee Sanders has a lot to be proud of.

She went from being a White House Press Secretary under President Donald Trump to being Arkansas’ first female Governor, and the first to govern in the same state as her father, succeeding former Gov. Mike Huckabee.

She was very eager to get started.

At her inauguration and in her new office on Wed., Jan. 12, she looked like a kid in a candy store with a red flushed face, and a smile as wide as the amount of inclusion she was about to do away with.

What could she be so joyous and in such a hurry to do? Carry on the legacy of her father? No, not that necessarily.

Introduce legislation that addresses state issues in the school system, the economy, and drugs? Please, there’s no time for mucking about.

Ludicrously ban the usage of Latinx, the gender-neutral form and all inclusive term of ‘Latino’ or ‘Latina’ used to promote further LGBTQ+ inclusion and for all nonbinary individuals? Yes!

As you can see, she had no choice.

The usage of Latinx is a prime concern of hers so you can understand why she was so giddy to race down to the state Capitol Building in Little Rock to sign the order titled:

The Executive Order to Respect the Latino Community by Eliminating Culturally Insensitive Words from Official Use in Government, or as I renamed it:

The Executive Order to DISRESPECT the Latino Community by MORONICALLY Eliminating Culturally SENSITIVE Words from Official Use in Government — a real example of the GOP’s real agenda — the “anti-woke” agenda that has been touted by other GOP officials such as Florida’s Gov. Ron DeSantis.

This was was one of seven other executive orders Huckabee Sanders signed into law, Wednesday, Jan. 11, that include:

An executive order to Reduce Government Rules and Regulations, to Limit Government Overreach, Reduce Bureaucracy and Review Previous Executive Orders, and — one in particular that also has made the rounds on national news — order to Prohibit Indoctrination and Critical Race Theory in Schools.

The ‘Land of Opportunity’ state is seizing its own opportunity to further disenfranchise a historically marginalized community by doing away with a word she probably has never even come into contact with.

She cited a 2020 Pew Research report that revealed only 3% of the Hispanic population across the country uses the word, and used that as an explanation for signing the order.

So considering that information, was it really that important to get that signed on the first day in office then?

The Governor also failed to mention that in the same report, over 76% of Hispanics in the U.S. had never even heard the word, offering that up as justification as well.

There are two separate things going on with Sanders.

One is the banning of the word itself and two, seeing firsthand what her priorities are when her state has serious issues to address regarding the educational system where staff and students are fighting a never-ending battle over absenteeism, low test scores and complaints of employee dissatisfaction.

The University of Arkansas also released this past November, the 24th annual Arkansas Poll that polled voters ahead of the midterm elections. According to the results, voters were most concerned about the economy, politics and drugs — two of the top three concerns from the previous year.

So you cannot blame her for doing what she did.

She was simply protecting her constituents from the imminent danger of a word that is rarely used nationwide — let alone in Arkansas — and not widely adopted.

The Governor really threw down the hammer on an “issue” that will ultimately affect no one. A decision merely done for the optics.

The executive order is just one of other several anti–LGBTQ+ bills recently introduced in state legislatures across the country, which makes the ban look more like an attack on trans and nonbinary individuals since the word is considered more of an LGBTQ+ inclusive term.

But who am I to say who she is really targeting with this order? I am sure it is as transparent as her own party is. z
