S

mall businesses all over the city, such as restaurants, have been reeling from the COVID-19 pandemic since it occurred last March. Many of them had to close down, and many others struggled with adjusting to delivery services and outdoor dining.

More often than not, Latino-owned restaurants had to bear the brunt of the pandemic with little to no resources or financial support from the government. They relied on their families help and pooled donations from generous community members to keep business afloat.

Despite many obstacles Latino businesses owners have been through in Philadelphia, they continued to thrive and serve their communities.

Mi Pueblito Tacos, located on Front and Dickinson streets in South Philadelphia, is one of those businesses.

ENGLISH food truck survived the pandemic because of its customers. It is also the subject of this week’s AL DÍA cover story.

Rosalinda Delos Santos and her family wake up at 5 a.m. every Saturday and Sunday mornings to make their famous birria, which is the star of their birria tacos.

The recipe has been in the family for five generations, and Delos Santos’ mother, Yolanda, and her grandmother, know how to effortlessly make the dish.

But it goes deeper than just the meat.

It is important to take a bite of their famous birria tacos and focus on the Mexican chiles, reminiscent of Jalisco, fresh cilantro, onions, and unique spices Delos Santos’ family has used for the last 70 years.

It isn’t just ‘food’ that customers are tasting, it is a history lesson, a chance to learn about another culture, and an opportunity to bring people back together after a long hiatus.

os pequeños negocios de la ciudad, como los restaurantes, llevan haciendo esfuerzos por sobrevivir desde que estalló la pandemia de COVID-19, en marzo del año pasado. Muchos tuvieron que cerrar y otros se arremangaron para poder ofrecer entregas a domicilio y cenas al aire libre.

En la mayoría de ocasiones, los restaurantes propiedad de latinos tuvieron que soportar la peor parte de la pandemia al recibir pocos o ningún recurso o apoyo financiero del gobierno. Confiaron en las ayudas de sus familias y las donaciones de miembros generosos de su comunidad para mantener el negocio a flote.

Sin embargo, a pesar de los muchos obstáculos que atravesaron los propietarios de negocios latinos en Filadelfia, continuaron prosperando y sirviendo a sus comunidades.

Mi Pueblito Tacos, ubicado en las calles Front y Dickinson en el sur de Filadelfia, es uno de esos negocios.

Este food truck de comida familiar que

logró sobrevivir a la pandemia gracias a sus clientes será el tema de portada de AL DÍA esta semana.

Rosalinda Delos Santos y su familia se despiertan a las 5 a.m. todos los sábados y domingos para preparar su famosa birria, la estrella de sus tacos de birria.

La receta ha estado en la familia durante cinco generaciones, y la madre de Delos Santos, Yolanda, y su abuela, saben cómo prepararla con los ojos cerrados.

Y el secreto consiste en mucho más que pura carne.

Es importante fijarse en los chiles mexicanos, que recuerdan a Jalisco, el cilantro fresco, las cebollas y especias únicas que la familia Delos Santos ha usado durante los últimos 70 años.

No es solo “comida” lo que los clientes están disfrutando, sino una lección de historia, una oportunidad de aprender sobre otra cultura y una oportunidad para reunirse con otras personas después de esta larga pausa pandémica.

Joshua Santiago espera hacer actos de bondad al azar más a menudo.

oshua Santiago, the owner of the nonprofit, Empowering Cuts, spent the first week of June giving back to locals who panhandle in Philadelphia.

Santiago, who was born and raised in North Philadelphia, said he originally wanted to donate some of his money to someone who had fallen on tough times, especially since many are still reeling from the COVID-19 pandemic.

“I literally set aside a thousand dollars to help someone who has been struggling, I told myself donating that money wasn’t going to hurt me,” Santiago said in a recent interview with AL DIA News.

He ended up spending that money on a man facing homelessness. Santiago posted a video of his act of kindness, which led him to receive thousands of dollars in donations from kind-hearted viewers.

A CHAIN REACTION

The support inspired him to do more.

“I kept telling them to grab as many

Nacido y criado en el norte de Filadelfia, Santiago explica que originalmente quería donar parte de su dinero a alguien que hubiese atravesado tiempos difíciles, especialmente ahora que tantos intentan recuperse de la pandemia de COVID-19.

“Literalmente, reservé mil dólares para ayudar a alguien con problemas. Me dije a mí mismo que donar ese dinero no me haría daño”, dijo Santiago en una entrevista reciente con AL DIA News.

Al final terminó donando ese dinero a un hombre sin hogar. Santiago publicó un video de su acto de bondad, lo que inspiró a decenas de personas a contactarle para hacer lo mismo.

REACCIÓN EN CADENA

El apoyo recibido lo inspiró a hacer más.

“Les dije: tomen tanta ropa como quieran, tantas zapatillas deportivas como quieran, este no es mi dinero, pueden comprarse cualquier cosa”, explicó.

“I took a few of them to a phone store so that we can stay in contact,” he said.

Santiago regularly drives all over the city giving out free haircuts to homeless people, and has always been generous about giving back, but wanted to offer more than a haircut.

He admits that it was difficult to gain the trust of struggling locals because many of them wanted cash instead of anything else.

“It would take me to come across 10 homeless people before I could even convince one to get in my car and take them shopping,” said Santiago.

He said one person that really stuck out to him was a woman he bonded with that left an abusive relationship and fell on tough times, which led her to panhandling.

“I actually met her at McDonalds and I really wanted to help her,” he said.

Santiago conduce regularmente por toda la ciudad ofreciendo cortes de pelo gratis a las personas sin hogar, y siempre ha sido generoso a la hora de retribuir a la sociedad, pero esta vez quería ofrecer algo más que un corte de pelo.

Sin embargo, admite que fue difícil ganarse la confianza de la gente con dificultades, porque muchos prefieren dinero en efectivo a cualquier otra cosa.

“Tenía que hablar con al menos diez personas sin hogar antes de poder convencer a una para que se subiera a mi auto y la llevara de compras”, dijo Santiago.

Una persona que realmente le llamó la atención fue una mujer que había sido víctima de una relación abusiva y después de abandonarla atravesó tiempos difíciles, lo que la había llevado a mendigar.

“De hecho la conocí en un McDonalds y realmente quería ayudarla”, dijo.

MÁS ACTOS ESPONTÁNEOS DE BONDAD

Santiago founded Empowering Cuts in 2017 with the hopes of connecting with homeless people and building their self confidence to get them looking sharp for job interviews. The business officially became a nonprofit organization five months ago.

With the help of his volunteers and friends, Santiago was able to provide over 8,000 people with free haircuts.

He also has a mobile barbershop inside a mobile home he converted with the help of donations he received.

Since starting his own nonprofit, Santiago has traveled to San Antonio and Los Angeles to give haircuts.

Even though his seven-day random act of kindness challenge finished at the beginning of June, Santiago said it won’t be the last.

“I have been thinking about doing this every month, this will definitely happen again for sure,” he said.

.S. Education Secretary Miguel Cardona said on Monday, June 28 that Puerto Rico will receive nearly $4 billion in federal education pandemic relief funds to help boost its ongoing fight against COVID-19.

Cardona made the announcement during his official three-day trip to the U.S. territory, the first of its kind for a Biden cabinet member. It also marks the first time the island will have full access to these funds.

“I am honored to be in Puerto Rico — the island of my roots — as the federal government releases critical funds to support Puerto Rico’s efforts to safely reopen its schools for in-person learning,” Cardona said, according to The Associated Press.

Dozens of public and private schools in Puerto Rico have reopened in March for the first time since the start of the pandemic. However, less than 100 out of more than 850 public schools were not authorized to resume classes.

The only children allowed back in for in-person learning were those in kindergarten, special education students, and those in first, second, third and 12th grade. This group of students still faced restrictions, as their classes were only held until noon, for just two days a week.

AN EDUCATION CRISIS

Unsurprisingly, attendance was low, as concerns over the virus persisted on the island.

Cardona hizo el anuncio durante su viaje oficial de tres días al territorio estadounidense, el primero de este tipo para un miembro del gabinete de Biden. También marca la primera vez que la isla tendrá acceso total a estos fondos.

“Me siento honrado de estar en Puerto Rico, la isla de mis raíces, mientras el gobierno federal libera fondos críticos para apoyar los esfuerzos de Puerto Rico para retomar las clases presenciales en sus escuelas de forma segura”, dijo Cardona, según The Associated Press.

Decenas de escuelas públicas y privadas de Puerto Rico reabrieron en marzo por primera vez desde el inicio de la pandemia. Sin embargo, de las 850 escuelas públicas de la isla, menos de 100 recibieron autorización para reanudar las clases presenciales.

In April, officials closed all schools down again following an increase in COVID infections. Some were not reopened again until May. Three months ago, Puerto Rican Gov. Pedro Pierluisi reportedly revealed that the island had the authority to access $912 million in federal education money.

For more than a year now, many teachers and students have been facing power outages and unreliable or nonexistent internet access throughout their use of virtual learning.

Some 24,000 students failed their classes this year, with 13,000 of them receiving an “F” in all of their courses.

This led the island’s Department of Education to conduct summer courses to help them, by using $210 million in previously approved federal funds.

In addition to meeting with Gov. Pierluisi, Cardona said he will also be meeting with parents, teachers, students, union leaders and others to ensure that the U.S.

is fully aware of everything going on so it can “best support Puerto Rico.”

Prior to Biden taking office, the island was blocked from receiving certain federal funds in a timely manner.

Wendy Dowe’s case was instrumental in the initial shut-down of the detention center by Mayorkas, and she has continued to share her story to ensure it remains closed.

“They told me that they were going to perform surgery. I don’t remember anything after that,” Dowe, who is originally from Jamaica, said.

She said she placed her hand over her stomach and noticed there were bandages when she finally woke up. She was given no pain medication until days later, when she voiced she had developed an infection.

Dowe was later taken back to the doctor to have another surgery because she might have cancer. She said that during this time, she had also heard first-hand accounts from other women detained at Irwin, and that the doctor had performed hysterectomies on them without their consent.

That is especially true when it comes to the many layers of Mexican heritage and customs.

There are 32 states in the vibrant country of Mexico and every state has distinctive cuisines.

From the deep brown color of Oaxacan mole, to the flavors of Sopa de Lima, a traditional lime soup originating in Yucatán, the tastes of Mexico are limitless.

Another popular dish born in Mexico is birria. A meal born in Jalisco, Mexico. Specifically, the city of Guadalajara.

Birria has been making waves in Philadelphia of late, thanks to a small food truck in Pennsport.

Mi Pueblito Tacos in South Philadelphia has been showing the city a bit of its culture by dishing out authentic, Jalisco-style birria tacos. These crunchy and flavorful staples have received major attention on Instagram and other social media platforms since showing up on the scene.

Curious locals have been flocking to the corners of Front and Dickinson Streets to try the tacos. They usually record their reactions and post them, making the owners of the modest food truck grateful to be developing such a base of loyal customers.

Rosalinda Delos Santos, whose parents are the actual owners of Mi Pueblito Tacos, has been involved with the family business ever since she was old enough to join her mother and grandmother in the kitchen.

The business has seen major success in just a few years, but it hasn’t always been this way.

and opened their own grocery store on Passyunk and Washington Avenues.

“When my parents first opened their grocery store, there weren’t any other grocery stores around, ” Delos Santos told AL DÍA News.

A few years later, as other grocery stores began opening in the same area, her parents dove back into the food truck business and started Mi Pueblito Tacos.

They named the family truck, Mi Pueblito, after Delos Santos’ grandmother’s village, Cocula, Jalisco, which is around 35 miles from Guadalajara.

“There are a lot of little towns with colorful little houses in Cocula, so we decided to name it after the houses in my grandma’s village,” said Delos Santos.

The food truck business was always the plan because of its mobility.

“My parents always had the idea of having a food truck because they always thought that if one area doesn’t work and we aren’t getting enough customers, we can just move to another area,” she said.

Her family’s business added tacos, burritos, and quesadillas to the menu while also adding specials every now and then to give customers more options.

They set up shop on South Eighth St. and Washington Ave, a location known as the capital of Mexican cuisine in South Philly. Their initial plan was to start serving only at lunch and dinner hours, but when a family friend suggested they go to a location known for its nightlife scene, they added the location to their schedule.

The family eventually worked nights on Frankford Street and Girard Ave. “We ended up working at that location from 7 p.m. until 3 a.m,” Delos Santos said. “We eventually stopped coming to 8th and Washington because it was too much for us to do at both locations.”

FACING THE COVID-19 PANDEMIC

As the family got used to their late night work, COVID-19 hit the city, closing all restaurants, bars, and nightclubs.

Delos Santos’ family had to think fast.

The food truck was located in Northern Liberties, near the hustle and bustle of Philly’s nightlife. With bars and nightclubs closed, they moved to a different location, and settled on the Pennsport area of South Philly, on Front and Dickinson Streets.

Along with the move back to South Philly, Delos Santos and her family added birria back to the menu.

At the same time, the birria taco scene was exploding on social media. Mi Pueblito now had a worthy addition to the hype.

“We added birria tacos before, when we first had our business, but no one really ordered it, and so we took it off of the menu,” said Delos Santos Customers responded to seeing birria tacos on their menu, and ordered them at will.

It was love at first sight from a customer’s perspective.

“We are really thankful and grateful for our customers,” Delos Santos said.

A FAMILY RECIPE

Like all great foods, a generational recipe sits at the crux of Mi Pueblito Tacos’ birria.

The recipe spans five generations, starting with Delos Santos’ great-grandmother, who was born and raised in Cocula, Jalisco.

She said her family would only make birria for special occasions, such as quinceañeras and other important events.

“My aunts and uncles would get so excited when my grandmother would make birria,” said Delos Santos.

The traditional way of making birria is usually with rice and beans on the side. The meat is also usually lamb instead of beef, but many locals in Cocula make beef birria because not everyone is comfortable with eating lamb.

Birria originated in Jalisco, but there are also different variations of birria in other parts of Mexico, like Puebla and Tijuana-style. Tijuana-style birria tacos use different spices, which result in a different color consomme.

“I never tried the Tijuana birria, but I heard that it’s different. When we see the Jalisco and Tijuana version, they are completely different in color,” said Delos Santos.

The Mi Pueblito, Jalisco version is a labor of love from her mom and grandmother.

Both use special Mexican chiles, marinate the beef in various spices, and cook it on low heat for over six hours, until it is tender and shreds on its own.

When she was in preschool, her family moved back to Mexico for three years.

There, she discovered and immersed herself in her Mexican heritage.

It was also where she first had birria.

Delos Santos remembers the first time eating birria in Guadalajara at her grandmother’s house.

“Whenever I think about birria it reminds me of my childhood,” she said.

When her family came back from Mexico, Delos Santos admitted that it was hard to fit in. All she knew at that point was the Mexican heritage she absorbed in Jalisco.

“When I was younger there weren’t a lot of kids to hang out with,” she said.

She thought of many ways to fit in, but decided her Mexican heritage was more important than anything else.

“When I was in high school, I started dancing traditional Mexican folklore dances, it was really fun and it also taught me more about my culture,” said Delos Santos.

As of now, her mother and grandmother have been trying to teach her the secret family recipe of birria.

“I haven’t caught on yet,” she said.

She admitted that it is hard to learn the recipe, since her mother and grandmother make it all of the time, they eyeball their measurements. Delos Santos said the method intimidates her.

“I like measuring, and so my mom always asks me, ‘why are you measuring?’

They just know how to make it,” she said.

However, at the end of the day, Delos Santos wouldn’t trade her love for the family business for anything.

Her parents are on the lookout for a space they can call their own, and she said she would love to add more Mexican dishes such as tortas, burritos, and her favorite food to make; quesadillas.

El nombre, Mi Pueblito, hace referencia al pueblo de la abuela de Delos Santos, Cocula, a unas 35 millas de Guadalajara, Jalisco.

“En Cocula hay muchos barrios y casas pequeñas coloridas, así que decidimos llamarlo así en honor al pueblo de mi abuela”, explicó Delos Santos.

El negocio del food truck siempre fue un buen plan, gracias a su movilidad.

“A mis padres siempre les gustó la idea del food truck porque si en una zona no funcionaba y no tenían suficientes clientes, lo único que tenían que hacer era moverse a otra zona”, dijo.

Al menú inicial, la familia añadió tacos, burritos y quesadillas, además de los platos especiales de temporada, para ofrecer a los clientes más opciones.

Al principio se instalaron en entre South Eighth St. y Washington Ave, un enclave conocido como la capital de la cocina mexicana de South Philly. Su plan inicial era abrir solamente a la hora del almuerzo y de la cena, pero cuando un amigo de la familia les sugirió que se trasladasen a una ubicación conocida por su vida nocturna, decidieron ampliar el horario.

De forma temporal, la food truck se trasladaba por las noches a la esquina entre Frankford Street y Girard Ave. “Terminamos trabajando allí cada noche de 7 p.m. a 3 a.m,” dijo Delos Santos. “Un día decidimos no ir más a la 8th con Washington porque estar en los dos lugares a la vez era demasiado trabajo para nosotros”, aclaró.

A medida que la familia se acostumbraba a su trabajo nocturno, la pandemia de COVID-19 golpeó la ciudad, forzando el cierre de todos los restaurantes, bares y clubes nocturnos.

La familia de Delos Santos tuvo que reaccionar rápido.

“Ya habíamos ofrecido tacos de birria antes, en nuestro primer negocio, pero la verdad es que nadie los pedía, por lo que los quitamos del menú”, dijo Delos Santos.

Años más tarde, sus nuevos clientes parecen la mar de contentos al ver los tacos de birria y los piden a voluntad.

Desde el punto de vista de los clientes, podría decirse que fue amor a primera vista.

“Estamos muy agradecidos con nuestros clientes”, dijo Delos Santos.

UNA RECETA FAMILIAR

Como en toda buena comida, el secreto se encuentra en una receta transmitida entre varias generaciones, como es el caso de la birria de Mi Pueblito Tacos.

La receta abarca cinco generaciones, comenzando por la bisabuela de Delos Santos, quien nació y se crió en Cocula, Jalisco.

Delos Santos explicó que su familia solo preparaba birria en ocasiones especiales, como quinceañeras.

“Mis tías y tíos se emocionaban mucho cuando mi abuela hacía birria”, dijo Delos Santos.

La forma tradicional de hacer birria suele ser con arroz y frijoles a un lado. La carne suele ser cordero en lugar de ternera, pero muchos lugareños en Cocula preparan birria de ternera porque no todos se sienten cómodos comiendo cordero.

“Nunca probé la birria de Tijuana, pero escuché que es diferente. Cuando vemos la versión de Jalisco y Tijuana, ya se ve que son completamente diferentes en color ”, dijo Delos Santos.

Las birrias de Mi Pueblito, al estilo de Jalisco, están hechas con amor por su mamá y su abuela.

Ambas usan chiles mexicanos especiales, marinan la carne en varias especias y la cocinan a fuego lento durante más de seis horas, hasta que esté tierna y se desmenuce por sí sola.

Delos Santos y sus otros tres hermanos nacieron en South Philly. Cuando estaba en preescolar, su familia regresó a México por tres años. Allí descubrió y se sumergió en su herencia mexicana.

También fue donde comió birria por primera vez.

Delos Santos recuerda la primera vez que comió birria en Guadalajara, en casa de su abuela.

“Siempre que pienso en birria, me acuerdo de mi infancia”, dijo.

Cuando su familia regresó de México, Delos Santos admitió que le costaba adaptarse. Todo lo que había aprendido hasta ahora era la cultura mexicana que absorbió en Jalisco.

“Cuando era más joven, no tenía muchos niños con quienes pasar el rato”, dijo.

Pensó mucho en cómo podía encajar, hasta que decidió que su herencia mexicana era más importante que cualquier otra cosa.

“En la escuela secundaria empecé a bailar bailes folclóricos tradicionales mexicanos, fue muy divertido y también me enseñó más sobre mi cultura”, dijo Delos Santos.

Hoy por hoy, su madre y su abuela intentan enseñarle la receta familiar secreta de la birria.

“Todavía no me he puesto al día”, bromeó.

n International Salsa Museum (ISM) is in the works, and will be located in “El Condado De La Salsa,” also known as the Bronx.

Organizers have spent considerable time and effort to preserve the culture and influences of salsa all over Latin America.

Their mission is to help shape the future of Latino musicians and artists.

BRINGING IDEAS TO LIFE

Willy Rodriguez, Lilly Reyes, and Damaris Mercado, all co-founders of the International Salsa Museum, have developed the idea over many years, but decided now is the perfect time to move forward.

“Luckily Manny, Willy and myself got together about six months ago and decided to hit the ground running and now we are officially corporated as the International Salsa Museum nonprofit,” Lilly Reyes said in an interview with Eyewitness News in NewYork.

They are hoping to use the Kingsbridge Armory in Kingsbridge Heights,

ENGLISH located at West 195 Street and Reservoir Avenue — a street also known as “Celia Cruz Way.” The co-founders are aiming for 50,000 square feet and want to add other sections to the museum, such as educational programs dedicated to dance and arts.

“Education is going to be very vital, we think of combining family programs and even some sort of mental health counseling,” said Reyes.

Before starting ISM, Reyes was a licensed social worker for over 10 years.

“I’ve been working with people in New York with the most vulnerable populations,” she said.

La salsa es un estilo musical con una mezcla única de raíces africanas y caribeñas. Se creó originalmente en el este de Cuba a principios del siglo XX. El auge y la popularidad de la salsa crecieron a principios de la década de 1960 con la creación de Fania Records de la mano del prometedor músico de ascendencia dominicana Johnny Pacheco.

En 1968, nació una talentosa alineación de artistas conocidos como Fania All-Stars que incluyó leyendas como Héctor Lavoe, Celia Cruz y Willie Colon, por nombrar algunos.

“Preserving the history of salsa is very important,” he said. “I already talked to salsa legends of the music industry who already have items that are just taking up dust.”

Salsa is a musical style with a unique blend of African and Caribbean roots. It was initially created in Eastern Cuba back in the early 1900s.

The rise and popularity of salsa grew in the early 1960s, when Fania Records was founded by up-and-coming musician of Dominican heritage, Johnny Pacheco.

In 1968, a talented line-up of entertainers known as the Fania All-Stars was born and included legends such as Hector Lavoe, Celia Cruz, and Willie Colon to name a few.

Over the years, salsa singers like Marc Anthony, La India, and Victor Manuelle have made the genre more prominent for newer generations.

Salsa is still heard in the households of countless Latinos all over the country.

It is the reason why ISM is progressing into something bigger than co-founders ever thought possible.

“It is very important to hold on to that cultural heritage,” said Reyes.

The museum is set to open in early 2025.

ilipino-American organizations and officials in Delano, California celebrated a unanimous City Council decision to name a park after Fil-Am labor rights activist Larry Itliong.

On June 21, the Delano City Council decided to name a proposed park, located next to the Eleventh Avenue Community Center, “The Larry Itliong Unity Park.”

This city-sanctioned tribute is an effort by civic planner Max Bacerra.

Bacerra collaborated with city developers, the Filipino-American National Historic Society (FANHS) Delano Chapter, and council members.

In an Asian Journal interview, Alex Edillor, the Delano Chapter of FANHS president, commented on the commemoration, saying “it’s about time.”

High community requests to honor the historic leader influenced the decision.

“Imagine the excitement of the Filipino community who have known about Larry Itliong to see a park name

ENGLISH in his honor,” Mayor Bryan Osorio told KGET. “That’s the vision we’re leading with today by supporting this.”

Itliong was a labor rights activist and organizer for farmworkers. He immigrated to Stockton, California in 1929.

In September 1965, Itliong mobilized over 2,000 Filpino farm workers to stage the Delano Grape Strike and demand better wages, better working conditions, and the right to unionize. This strike lasted five years.

Itliong later recruited Mexican farm workers for the cause with Cesar Chavez and Dolores Huerta of the National Farm Workers Association (NFWA)’s help.

Together, the manongs — the Ilocano term for “older brother” that described Filipino farm workers — and the Agricultural Workers Organizing Committee merged with the NFWA, became the United Farm Workers (UFW).

Many overlook Itliong’s contributions, but more Americans are paying attention to his story after the release of AJ Rafael’s music video: Our Friend, Larry Itliong.

The video describes Itliong as a Filipino immigrant, arriving in America at age 15 to study law. He could not afford education, and became a farm worker. In a cannery accident, he lost three fingers, giving him the nickname, ‘Seven Fingers.’

For Filipino-Americans, the park naming represents acknowledgement of the organizer often missing from American history and public school curriculums.

“It’s a little concerning that it’s not part of the historical narratives, especially in Delano where these movements were born,” Delano Mayor Pro Tem Joe Alindajao told Asian Journal.

Delano City Council took two months to decide on the park: a quicker response than community organizers expected. Bacerra and Edillor considered the possibility of lobbying before the fast decision.

City leaders like Alindajado said there was no debate on the proposal.

“It makes sense,” Alindajao said. “Especially given the contributions that Larry Itliiong made to the community, especially the working-class Filipinos, in the 60s and 70s.”

DISPARITIES BILINGUAL BRAND STUDIO DISRUPTING CONTENT SERIES

IDENTIFYING AND ADDRESSING BARRIERS TO HEALTHCARE IN PENNSYLVANIA

O

n June 17, a well-versed panel of state officials, medical professionals, researchers, and community partners took part in a virtual roundtable discussion about health disparities in the state.

Geography, race, ethnicity and economic status are all key factors in restricting access to healthcare services for many Pennsylvanians.

Some of the most impacted are aged 50+ and/or live in underserved communities, especially rural and urban areas.

In May, AARP Pennsylvania and Drexel University’s College of Nursing and Health Professions published a new report that provides a look into the factors that lead to inequitable access to healthcare in Pennsylvania and how to help address them.

On June 17, a roundtable took place and provided an opportunity to talk about that.

THE DIGITAL DIVIDE

“The digital divide is a great risk to how connected we are as a society,” said Angela Foreshaw-Rouse, manager of operations and community outreach for AARP Pennsylvania.

Dr. Laura Gitlin, Dean of the College of Nursing and Health Professions at Drexel University, said that when it comes to the digital divide, there are two main points to consider: consistent internet services and computer literacy.

Only four counties in the state have over 95% of the population who can use or connect to the internet in their household. In addition, 12% of counties have 8% of households with no internet access.

This raises the profile of smartphones as another way to access the internet from home.

A WORKFORCE SHORTAGE

There is a workforce shortage in the state.

“It is not a new problem to our nation, and I believe it’s a systematic issue,” said Hector Colón-Rivera, medical director of APM. Education and creating opportunities for youth are the keys to addressing this concern.

“I think we are not giving our people the opportunities to develop work skills,” said Colón-Rivera.

The Hispanic/Latino community comprises 15% of the state population, but in the medical workforce that number is close to 3%.

“There definitely is a huge demand for education and training,” said Luz Colon, executive director of the Governor’s Advisory Commission for Latino Affairs (GACLA).

Colon added that the solutions to this lies in implementing training services, and investing in programs for communities of color.

WHAT IS THE STATE DOING?

In 2018, Governor Tom Wolf announced

ENGLISH PASmart, a workforce development initiative that aims to connect Pennsylvanians with resources for working and training across the state, with a particular focus on science and technology.

The following year, Governor Wolf created the Keystone Economic Development and Workforce Command Center, to expand the collaboration between government and the private sector in an effort to address the skills gap and worker shortages.

The COVID-19 pandemic made both initiatives even important because the need for technology became more paramount, and with many people losing their jobs, existing work skills that are transferable are critical.

“We need all community partners, all governmental entities to come together to be able to share the information,” said Colon.

MEDICALLY UNDERSERVED AREAS

Areas or populations that have too few primary care providers, high infant mortality rates, high poverty or high elderly populations are considered medically underserved.

14% of Pennsylvanians live in a medically underserved area. 22% live in areas that are considered both medically underserved and designated a health professions shortage area.

“It really speaks to a lot of the barriers... and the cultural confidence that is needed to reach many of the populations that are currently medically underserved,” said Neha Vapiwala MD, FACR, professor and Vice Chair of Education in the Department of Radiation Oncology at the Perelman School of Medicine at the University of Pennsylvania.

“It’s really about trust and providing accurate information,” she added.

REACHING HEALTH EQUITY

Since it was integrated into the PA Department of Health, the Office of Health Equity has aimed to give everyone a fair and just opportunity to attain their highest level of health.

However, when it comes to communities of color, and those who live in rural areas of the state, the opportunity to attain that highest level of health is often lower.

According to Saunders, looking at the why behind those numbers is the most effective way to address them.

“We do have to have that uncomfortable conversation about systemic racism. We do have to look at the fact that in many Latino and African American communities, the academic system is less resourced,” he said.

It takes a multi-layered and effortful approach.
