esar Chavez would turn 95 next March 31. His life was surrounded by sacrifice and commitment to vindicating the rights of Latin, Black, Filipino and white farm workers. First with the National Farm Workers Association and later with United Farm Workers (UFW). Along with him there were three women who motivated and inspired him to reach his goals. AL DÍA honors in this issue his mother, his wife, and his confidant and ally: Juana Estrada Chavez, Helen Chavez and Dolores Huerta. Chavez always preached nonviolence as Gandhi practiced, but it was not him who originally inspired him to follow this practice. It was Juana Estrada Chavez, his mother. “She said don’t be violent, but don’t be afraid to fight by standing up for your rights,” said Chavez when his mother died in Dec. 16 of 1991. Much like his mother, Helen Chavez, his wife, was with Cesar in the most important moments of his life as a farm worker leader. She supported him by raising their eight children. “It’s lucky I have Helen here because I’m never really home”, he said once. Those who knew him claimed that his dream would not have been possible without Helen’s support. In the early years of Chávez’s fight, she said: “Cesar, you have to have faith in God that what you’re doing is right.” Dolores Huerta was his confidant in the UFW for 30 years and she shared his beliefs defending the farm workers’ rights.

ésar Chávez estaría cumpliendo 95 años este 31 de marzo. Su vida estuvo rodeada de sacrificios y del compromiso por las reivindicaciones de los trabajadores agrícolas latinos, negros, filipinos y blancos. Primero, a través de la Asociación Nacional de Granjeros (National Farm Workers Association) y después con el movimiento Granjeros Unidos (United Farm Workers-UFW) A su lado tuvo a tres mujeres que fueron el impulso y la inspiración a sus propósitos. En esta edición, AL DÍA le hace un reconocimiento a su madre, a su esposa y a quien fue su confidente y aliada: Juana Estrada Chávez, Helen Chávez y Dolores Huerta. Chávez siempre predicó la no violencia que aplicó Gandhi, pero no era él quien lo inspiraba en esta orientación. Fue Juana Estrada Chávez, su mamá. “Ella decía que no fueran violentos, pero que no tuvieran miedo de luchar defendiendo sus derechos”, dijo Chávez cuando murió su mamá el 16 de diciembre de 1991. Así como ella, Helen Chávez -su esposa- estuvo con César en los momentos más importantes de su vida como dirigente campesino. Además, lo apoyó en la labor conjunta para criar los ocho hijos que tuvieron. “Es una suerte que tenga a Helen aquí, porque nunca estoy realmente en casa”, contó en alguna ocasión. Además, quienes lo conocieron aseguran que el sueño de él no habría sido posible sin el respaldo de Helen. En los primeros años de la lucha de Chávez ella le dijo: “César, tienes que tener fe en Dios de que lo que haces es correcto”. La otra mujer que estuvo al lado de Chávez fue Dolores Huerta, con quien compartía las convicciones de defender a los trabajadores. Por 30 años fue su confidente en todo lo que implicó la UFW.

adhi Fernandez was born in Santo Domingo, Dominican Republic with a large family who always loved getting together and sharing meals. So, when Fernandez immigrated to Philadelphia from the Dominican Republic in 2012, he knew that he wanted to bring with him a piece of his Caribbean roots and create a new business venture. Fernandez found the time to focus on his up and coming business called, The Faiya Company, in May 2020, during the beginning of the COVID-19 pandemic. Right now, his company focuses on creating all natural, hot sauces created by vegetables grown from Fernandez’s own garden. “I grow all of the hot peppers used for my limited sauce, like Carolina reapers and red habaneros,” he said. In order to support small businesses, he gets his other vegetables from local farmers who sell them at the farmer’s market.
His recipes are a blend of his Dominican heritage and his wife’s Mexican roots. Fernandez admitted that his wife also helped him in every step of the way in order to get his product right. “Dominicans really don’t eat that spicy food, so it wasn’t a part of me growing up,” Fernandez said. “My wife is Mexican and so I was introduced to spicy food through that.” Fernandez’s family and friends also helped spread the word about his new hot sauce line through social media. “I did little to no advertising,” said Fernandez. “So, I honestly was really lucky when I made that first batch on Facebook.” His six hot sauces include his fast-selling “La Muerte,” made from homegrown Carolina Reapers, Caribbean Red Habaneros, and “the tears of its enemies.” Another customer favorite is his “What the Fuego” sauce, which is made from fresh mangoes, habaneros, tomatoes, bell peppers, onions, garlic, and apple cider vinegar. With his new recipes ready to sell, he later decided to head to different farmer’s markets around Philadelphia to meet with locals and share his recipes in person. Continues in pag. 32 |

Fernández admitió que su esposa también lo ayudó en cada paso del proceso para que su producto quedara bien. “Los dominicanos no comen cosas tan picantes, entonces no hizo parte de mi vida cuando era niño”, dijo Fernández. “Mi esposa es mexicana y eso fue lo que me introdujo en el mundo de la comida picante”. La familia y los amigos de Fernández también ayudaron a esparcir la noticia de su línea de salsas picantes en las redes sociales. “Casi no tuve que hacer publicidad”, dijo Fernández. “Honestamente, tuve mucha suerte de hacer el primer lote con Facebook”. Sus seis salsas picantes incluyen la que más rápido se vende, “La Muerte”, hecha con chiles Carolina Reapers de su propia cosecha, habaneros rojos y “The Tears of My Enemies”. mmigrants (undocumented and not) have waited more than a year through President Joe Biden’s first term in office to get any of the change he promised on the campaign trail, only to come up empty. Sure, through executive orders, President Biden has undone some of what made former President Donald Trump’s approach to immigration a humanitarian crisis, but it has still kept some policies in place. The Remain in Mexico policy still stands pending a future Supreme Court ruling to keep asylum seekers out of the U.S. until their cases are up, and most of Title 42 still remains. On the latter, unaccompanied kids without an asylum hearing will no longer be expelled, but adults still can. In many ways, despite promising a pathway to citizenship for DREAMers and more on the campaign trail, Biden has reverted back to how the immigration system was under President Barack Obama, which still deported more people than any other administration in the history of the country.
THE OMNIBUS
The latest effort to dampen the hopes of immigration advocates is a new $1.5 trillion Bipartisan Omnibus Bill, which recently passed Congress and is on its way to being signed into law by Biden. It’s a last-ditch effort to get something done ahead of what could be a bloodbath

by a staggering $284.7 million, including $57 million for its enforcement and removal operations that detain and deport migrants. In total, the investment in both agencies will stand at $23 billion. $1.45 billion of that will go towards addressing the volume of migrants arriving at the southern border — where Republicans have decried a “crisis” of migrants since Biden took office. ver the weekend of March 5 and 6, the Biden administration sent a senior delegation of officials to Venezuela to talk with President Nicholás Maduro’s government over the potential release of U.S. prisoners and the much more pressing matter of oil. For starters, it’s quite a shift for Biden considering his administration doesn’t even recognize Maduro as Venezuela’s president. It’s stuck with recognizing Juan Guaidó, a figure who first emerged as a favorite of the Trump administration. Secondly, the relationship has remained icy between the two countries ever since Trump cut all diplomatic ties with Venezuela in 2019. So why the sudden change?

ENGLISH The answer lies over 6,000 miles away in Ukraine, where Russia wages an ever-devolving war to force its neighbor into its sphere of influence. In response to Russia’s invasion of Ukraine, the U.S. unloaded sanctions, one of the latest being the complete cutoff of Russian oil. Now, Russia only constitutes about 3% of the U.S. oil imports, but combined with the instability of the current world stage given the war in Ukraine, and gas prices have skyrocketed across the U.S. to record levels. That’s a major issue for Biden’s administration and its political future in the White House as the country barrels towards a potentially catastrophic midterm election for the president and his

n el fin de semana del 5 y 6 de marzo, el gobierno Biden envió una delegación de altos funcionarios a Venezuela para hablar con el gobierno del presidente Nicolás Maduro acerca de la posible liberación de prisioneros estadounidenses y sobre el más apremiante tema del petróleo. Given the context, the visit to Venezuela seems more like a hail-mary heave than a genuine solution to the problem of rising gas prices. Venezuela does have the most oil reserves of any country in the world,
but this is not a problem of supply as much as it is one of production. The South American may have enough oil to last for the next 1,000+ years, but it does not have the current infrastructure to fill the void left by Russian oil imports. “In order to get the Venezuelan industry to where it would have a meaningful contribution to global oil supply in a way that would affect U.S. gas prices, that’s years down the road and multiple billions of dollars of investment,” Eric Farnsworth, vice president of the Council of the Amer-

But along with Chavez on that journey were three women that each defined different parts of his life — his mother, his wife, and his most-trusted confidant at what would become United Farm Workers of America. Juana Estrada Chavez, Helen Chavez and Dolores Huerta all played vital roles inspiring, supporting and challenging the fabled movement leader. For these contributions, they’re as much a part of the legend of Cesar Chavez as the man himself.
JUANA BEFORE GANDHI
Throughout most of his adult life Cesar Chavez held India’s nonviolent liberator Mohandas Gandhi to the level of a god. Pictures of the Mahatma adorned the walls of headquarters of the United Farm Workers at La Paz, in Keene, California, alongside those of other revered leaders like John F. Kennedy, his brother Bobby and many more. In organizing the Latino, Black, Filipino and white farm workers in strikes and boycotts, Chavez also preached the nonviolence of Gandhi, and it formed a
pillar of the UFW movement. The strategy also often put Chavez’s name in the same conversations as Gandhi and fellow 1960s Civil Rights leader Martin Luther King Jr., who used the same practices to transform realities for Black Americans across the U.S. However, according to Chavez, it was not Gandhi that inspired his nonviolent ways, but his mother, Juana Estrada Chavez. Take it from his brother, Richard, who joined Cesar in La Causa: “I think she is the reason that we’re doing what we’re doing,” he was quoted as saying in Peter Matthiessen’s popular biography of Chavez, Sal Si Puedes.

moved with her widowed mother, older sister and uncle to the U.S. when she was six months old. Her uncle supported the family, and brought them with him as he worked as a miner and smelter in New Mexico and Texas before Juana’s mother remarried and settled her and her older sister in Yuma, Arizona. In her wide-ranging biography of Chavez, The Crusades of Cesar Chavez, author and journalist Miriam Pawel recounted the trajectory of Juana’s life before she married into the Chavez family via Librado. Long before she herself married into the Chavez clan, Juana’s family got acquainted with them running boarding houses that sheltered laborers that worked in the lumber yards near Yuma that were run by Papa Chayo — the patriarch of the Chavezes. Juana’s older sister married Librado’s older brother, Julio and she followed by marrying Librado when she was 32 and he 37. After having Rita on Aug. 21, 1925, Cesar was born almost two years later as the first son on March 31, 1927. Juana and Librado would go on to have three more kids. “Juana instilled in her children the importance of helping others and the need for personal sacrifice,” wrote Pawel. The kids had to operate under rules she called ‘consejos’ that included giving, not lending, money to relatives when they asked and doing favors without expecting anything in return. Religiously, Juana worshiped Santa Eduviges, a Bavarian from the early 13th century that was the patron saint of brides, difficult marriages and victims of jealousy, but also earned sainthood for her generosity to the needy. To that end, Chavez told a story to Matthiessen about how he and Richard would hit the streets of Yuma around where the family was staying with an aunt and gather the homeless to be fed a meal by Juana. “She’d just give them very simple things — beans and tortillas and hot coffee — but it was a meal and soon all the hobos knew about her,” Chavez said. When the family hit hard times during the Depression and hit the road for work, Chavez also recounted how his mother “would never let us pass a guy or family in trouble.” MARCH 23 - 30, 2022

“That’s why we suffered so much. But my mother would tell us ‘you always have to help the needy, and God will help you,’” he once told the Los Angeles Times. Much like Gandhi, Juana also quoted ‘dichos’ to her kids that preached nonviolence, and walking away rather than engaging in conflict. “She said don’t be violent, but don’t be afraid to fight — by standing up for your rights,” Chavez said when his mother died on Dec. 16, 1991 at the age of 99.
THE HERO AT HOME
While it was Juana who built the ideological foundations of Cesar, his wife, Helen Fabela Chavez kept them in place as he set out to change the reality of farm workers across California and the country. To do that, Chavez needed to play the face of the United Farm Workers, and found himself always in the spotlight. Helen, on the other hand, avoided the press like a plague. Like his mother, Helen was also present at most of the biggest moments when the UFW was its strongest — on the 1966 march to Sacramento to protest work conditions in the fields, and when Cesar broke his 25-day fast with Senator Bobby Kennedy to name a few — but stayed out of the view of any cameras. “Helen’s shyness made me feel shy myself,” wrote Matthiessen, who also spent a number of years following

FARM WORKERS OVER FAMILY
Chavez’s work from the beginning of his organizing career when he started with Fred Ross at the Community Services Organization (CSO) was often sunup to sun down. That left Helen at home alone to hold down the fort with their eight children. The work only got more demanding as he set off on his own to start the UFW. Throughout it all, he also often rejected adequate pay to support himself let alone his family, meaning they lived in poverty like those he served in the fields. As the movement grew to a global scale and her husband with it, Helen also adjusted to his fasts (which drew religious followings) and the growing threats to his life. “It’s lucky I have Helen here because I’m never really home, he once told Matthiessen on a long drive. “I was home when two of the children were born, but away for all the rest.” “You cannot have it both ways,” Chavez continued. “Either you concen-
trate your attention on the people who have claims on you or you say: ‘No, I have to help many more at their expense.’” Helen lived 23 years longer than her husband and still avoided the spotlight for the most part in those years after his death, only coming into the public view on three occasions and only once for an interview. However, upon her death, Chavez’s remaining family assured everyone that Cesar’s dream would not have come to fruition without her. “Cesar, you have to have faith in God that what you’re doing is right,” Helen would say to him in the early days.
UFW’S ACE
Dolores Huerta first heard the name Cesar Chavez from Fred Ross. Like Chavez, she also got her start organizing for the Community Services Organization in Stockton, California. When they first crossed paths, Huerta said to not think much of the rising star in the organization, but quickly joined his plight in the fields as he began the UFW. Over the next 30-plus years, Huerta would be Chavez’s most trusted confidant in the movement. She was one of the very few to match his dedication, and was present on the

picket line, in the state capital and at the negotiating table fighting for a better future for farm workers. Some of Huerta’s biggest accomplishments include getting legislation to repeal the bracero program, negotiating and signing the agreements with grape growers to end the Delano grape strike, and winning the right to collective bargaining for farm workers in California via the California Agricultural Labor Relations Act.
CESAR’S COMPLICATIONS
Besides the accomplishments — of which, there are many more — Huerta’s time working with Chavez also gave her a unique insight to the fabled leader. “I find him a very complicated person,” she once confided in Matthiessen. That’s likely a response to seeing Chavez in both the good times and the bad. Matthiessen chalked the comment up to both of their personalities being “difficult,” and as a sign of “faith, not disaffection.” In Pawel’s account, Huerta was often the object of Chavez’s ire whether it was about her or not. “Dolores is the only one I fight with, the only one that makes me lose my temper,” he told Matthiessen on another car ride. “I guess that’s because I like her so much.” “I was sorry that Dolores was not hidden in the car,” was Matthiessen’s response. z • 17

n 1883, American poet Walt Whitman reflected on the Spanish past of his natal country: “We, Americans still have a lot to learn about who made part of our background, and identify them in order to unify it,” and he would also predict that “to that American compound identity of the future, the Spanish character will provide some of the most necessary parts.” That future is here, is what American journalist based in London, Carrie Gibson, wants to say in her book “El Norte: The Epic and Forgotten Story of Hispanic North America.” The book was recently translated into Spanish by publisher Edaf and is available for American readers on Amazon.com. ‘El Norte’ — originally published in English in 2019 — is a chronicle about the extensive and dramatic story of Hispanic North America, from the moment Ponce de Leon disembarked in Florida in 1513, to Spain taking control in 1762 of Louisiana’s vast territory or the Mexican-American War in 1846, until the recent tragedy after Hurricane Maria hit Puerto Rico, and the ever-present tension at the Mexican border. “The United States should consider itself as part of the United States,” emphasized Gibson, former reporter for media such as The Guardian and BBC, in an interview with EFE last February, which coincided with the book launch in Spanish. Intertwined in this emotional narration are cultural dilemmas that have been present since the beginning and still remain unresolved in the United States: language, belonging, race and nationality. Dilemmas that have a lot to do with the fact that, for centuries, the United States has prided itself from its Anglo-Saxon heritage above all others.
GOING DEEPER INTO THE ROOTS
However, as Gibson explains in “El Norte,” with great depth and clarity, the nation has Hispanic roots that go further back in time, which have been long ignored and marginalized. ‘El Norte’, in fact, is a nod to the word that its neighbors from the south, like Mexico, refer to the United States. ENGLISH for every country, but this book goes deeper into their common journey. “Spaniards are part of the history of the United States, in the same way that it is part of Mexican history, and Mexico is part of the history of the United States, there is a big link among the three of them,” she said to EFE, during the book launch in Madrid. In another interview with the newspaper ABC, the American author, of European descent, explains that she was one of the few girls in her class that got interested in studying the Spanish roots that forged the United States. “It is curious. [At school] we didn’t learn anything about culture and the past. We were only taught your art. For me, Spain was a synonym of a baroque region. In the nineties, the arrival of Mexicans made us open more to your civilization. That made us study general things about both zones. I still regret they didn’t teach us about the Spanish roots of our country,” Gibson regretted during the interview. The historian hopes that with “El Norte”, the reader will realize that the roots of colonialism are not only made up of British, Protestants and whites, but that there were also many other cultures like Hispanic. She trusts too that the book will help clear up doubts about Spain. “The truth is that the United States doesn’t think about Spain in cultural terms,” she said to ABC. “In the public’s mind, it is not clear the difference between a Mexican and a Spaniard. I want that, after people read this book, they will understand the connection between both countries. Which there is, it is not an abstract thing; it is a result, 40,000,000 people who speak Spanish,” she concluded. z

n March 11 2004, Europe endured the worst terrorist attack of its history. Four trains near Madrid exploded killing 193 people and injuring more than 2,000. The explosions at different points of the train system between Alcalá de Henares and the Spanish capital took place between 7:36 and 7:40 in the morning. The attack fired up a great political division in Spain. The governing party of Jose Maria Aznar supported the war against Iraq in 2003, and the attack was perpetrated 3 days before the general elections. Even when all indications pointed to Al Qaeda terrorists, the Partido Popular (People’s Party) insisted that

ENGLISH the author was the insurgent group ETA so that they would not be linked to the war with the biggest attack ever inflicted upon the European Union. Despite all the lies that were spread, the civil society eventually knew who the real authors were, and massively voted for the Socialist Party (PSOE).

It was that political fracture the attracted Mexican director Jose Gomez, who started his research 10 years ago and now it is seeing the light on Netflix. He was surprised that the union that these attacks often generate on the population lasted so

El atentado provocó una gran división política en España. El partido en el gobierno, de José María Aznar, apoyó la guerra contra Irak en 2003 y el ataque se produjo 3 días antes de que se celebraran elecciones generales. A pesar de que todos los indicios apuntaban a que los terroristas eran de Al Qaeda, el gobierno del Partido Popular
insistió en que se trataba de un atentado de la banda terrorista ETA para que no se ligara su participación en la guerra con el ataque más grande que había sufrido nunca la Unión Europea. A pesar de las mentiras difundidas, la sociedad civil conoció la verdadera autoría y votó masivamente al Partido Socialista en los comicios.
11-M. LA VENGANZA DE ALQAEDA
Esa fractura política atrajo al director mexicano José Gómez, que empezó su investigación hace 10 años y ahora ve la luz en Netflix. Le sorprendió cómo la unión que suelen generar los atentados entre la población duró tan poco en España. De MARCH 23 - 30, 2022

ENGLISH little in Spain. From the attack, three victim associations were born, and for Gomez it was clear from the beginning that he had to get a testimony from all three of them. Another one of his sources was Fernando Reinares, an expert in global terrorism from the Real Instituto Elcano (Elcano Royal Institute) author of “Al-Qaeda’s Revenge: The 2004 Madrid Train Bombings”. The author put the focus on the victims, but also helped reconstruct the origin and consequences of the attack. It has not been an easy task: 22 men intervened in the attack, 7 killed themselves days after in another municipality of Madrid, 14 went to trial, one of them has not been identified yet. Even though they made part of AlQaeda, the terrorist group was not directly sentenced as the intellectual author. Gomez’ investigation points at Amer Azizi, a Morrocan, who, according to the CIA was the terrorist group’s external operations righthand, Abu Hamza Raia. The political quarrel was joined by the media. Some Spanish media insisted on a conspiracy theory that went towards ETA’s participation and the complicity of PSOE. Part of the public opinion thinks that the main reason for the attack was Spain’s involvement in the Iraq War in 2003, although, as the film reveals, there were other factors that would explain the attack.
“THE CHALLENGE: 11M”
The interest in the attack, awakened from the perspective of time, has also led to another documentary, this time in the shape of a series. Amazon launched “The Challenge: 11M”, which announces exclusive testimonies by people who have not come to light before. Their challenge is to maintain coherence in one of the most convoluted plots of recent history. z

A la bronca política se sumó también la mediática. Algunos medios de comunicación españoles insistieron en una teoría de la conspiración que señalaba una participación de ETA e incluso la complicidad del Partido Socialista. Otra parte de la opinión pública cree que la principal razón del ataque fue la participación de España en la guerra de Irak de 2003, aunque hay más factores para explicar el atentado que va desvelando la cinta.

n Oct. of 2021, CAF- development bank of Latin America awarded ‘The 10 best social innovation initiatives in Ibero-America.’ One of them was given to Bendito Teatro, a professional company formed by actors and actresses with Down syndrome. Why were they awarded this prize? Because due to COVID-19 pandemic they premiered on Zoom a theater play called “Cómo Me Duele Chilito” [How It Hurts Little Chile]. There is a similar company in Venezuela with actors and actresses with Down syndrome. Its name is Down Venezuela and is working on “Bendito Celular”[Blessed Cell Phone]. On her Facebook account, actress Melanie Nadal Pericas tells her experience in working towards this goal: “Blessed Cell Phone is more than a theater play and an Instagram account, it is a platform that allows us to demonstrate what we are capable of with theater. After so many years of preparation and excellent teachers, finally we will show on the stage and to the whole world the artists we have become.” In the play, actors Maru Bracho, Alberto Sasson, Zamantha Landi and Greyber Rengifo, under the direction of Daniela Vielman. The play premiered March 18 at Teatro Premiun de los Naranjos, in Caracas. z

n octubre del 2021, el CAF- Banco de Desarrollo de América Latina, premió a ‘Las 10 mejores iniciativas de innovación social en Iberoamérica’. Una de ellas fue para Bendito Teatro, una compañía profesional integrada por actores y actrices con Síndrome de Down. ¿Por qué la premiaron? Porque en vista de la pandemia de la COVID-19 estrenaron por la plataforma Zoom una obra de teatro: Cómo me duele chilito. En Venezuela también hay una compañía de teatro con actores y actrices con Síndrome de Down. Se llama Down Venezuela y trabaja en la obra ‘Bendito Celular’. hile heart disease is a risk for all women, it is especially prevalent among Hispanic women. Many Hispanic women are the heart of their family, showing support and compassion for their loved ones through hearty home-cooked meals and selfless gestures. But diet and stress can take a toll. According to the American Heart Association, Hispanic women are diagnosed with heart disease 10 years earlier than non-Hispanic women. Moreover, only 33 percent of Hispanic women are aware that heart disease is such a significant risk. There are many steps you can take to lower your heart disease risk, but one of the best ways to start is, simply, to know your
ENGLISH numbers. Knowing your numbers for the health indicators below could save your life.
BLOOD PRESSURE
High blood pressure is a risk factor for several health issues, including diabetes, stroke, heart attack and kidney failure. Unfortunately, it’s difficult to detect. High blood pressure has no telltale symptoms so, unless you’re having yours checked regularly, you may not realize your levels are too high. A normal blood pressure level is 120/80. If yours is too high, work with your doctor to manage your blood pressure levels by adjusting your diet and developing a workout plan.

urricane Ida made landfall late last August, leaving a path of destruction that blanketed parts of Southeastern Pennsylvania and New Jersey. The storm destroyed homes, turned roadways into rivers and killed thirty people. Several months later, communities are still recovering. A recent roundtable in the NJ Spotlight, for example, put the inevitable question before state leaders: how can we get ahead of the looming stormwater crisis posed by climate change? Most systems in our states weren’t built to withstand the kind of flash floods that have become common. Riverbanks and drainage systems get pushed beyond their limits. Antiquated combined sewers flush raw waste into basements and streams. Homes with flood damage become havens for mold that cause long-term illness. Other threats are less visible. Repeated, contaminated flooding compromises the role of the Delaware River and its tributaries to supply clean drinking water, support wildlife and vitalize local businesses. If there’s one lesson the American Littoral Society has learned working in the Delaware River Watershed Initiative (DRWI), a network of organizations linking arms across New Jersey, Pennsylvania, Delaware and New York State to solve today’s water challenges, it’s that we have to think like a watershed to find solutions that work for everyone for the long term. It means thinking about how actions upstream affect communities downstream. It takes treating government as a tool and not an obstacle. It involves making investments together with other states and municipalities that see nature, community and the economy as interdependent. New Jersey in particular is on the right track with its Climate Change Resilience Strategy. State policymakers can and should bring federal funding home to local townships to help fix long neglected sewers and streets.

l Huracán Ida arribó tarde el pasado agosto y dejó un camino de destrucción que cubrió totalmente partes del sureste de Pensilvania y Nueva Jersey. La tormenta destruyó hogares, convirtió a las autopistas en ríos y mató a 30 personas. Aunque han pasado varios meses ya, las comunidades aún se siguen recuperando. En una reciente mesa redonda en NJ Spotlight, se planteó la inevitable pregunta a los líderes del estado: ¿Cómo adelantarnos a la crisis por aguas de tormenta que acechan debido al cambio climático? Al respecto, la mejor lección que la Sociedad Americana del Litoral ha aprendido de trabajar en la Iniciativa de la Cuenca del Río Delaware (DRWI), una red de organizaciones que unen fuerzas entre los estados de Nueva Jersey, Pensilvania, Delaware y Nueva York para resolver los retos de hoy en relación con el agua, es que tenemos que pensar como una cuenca para encontrar soluciones que funcionen para todos en el largo plazo. Es decir, pensar en cómo las acciones que se hagan río arriba afectan a las comunidades en las partes bajas. Para esto, es necesario tratar con el gobierno como un medio y no como un obstáculo, y hacer inversiones en conjunto con otros estados y municipios que vean la interdependencia que existe entre la naturaleza, la comunidad y la economía. Nueva Jersey en particular va por buen camino con su Estrategia de Resiliencia Frente al Cambio Climático. ENGLISH Stormwater utilities can help communities pay for critical wastewater upgrades more reliably and predictably, rather than surprising residents with unexpected rate hikes. And state agencies are already teaming up with watershed experts like those from the DRWI to help overburdened town and city leaders to “waterproof” their master plans. Some of the most powerful infrastructure fixes are green. New Jersey and Pennsylvania need to keep investing in reforestation, as planting new trees in place of dead ones, and caring for wetlands, all provide powerful defense against flooding. Trees help soak up water, slowing down floodwaters during serious storms (they’re also the best carbon-absorbing technology around). It should also become second nature to think about the balance between “pervious” and “impervious cover” as we build our neighborhoods. Surfaces like parking lots and driveways can’t absorb
water. Water that doesn’t soak into the ground contributes to flooding. Woods, parks, rain gardens and other “green infrastructure,” however, act as natural sponges. No matter how our states and cities address our new normal, we must remember that justice is paramount. We need to ensure that, when money is on the table for this climate resiliency work, the people most impacted—those who are sidelined due to race or income—get the first say in how it’s distributed. True solutions don’t leave anyone behind. New Jersey and Pennsylvania know the path forward on flood resilience. And it has friends in the Delaware River Watershed initiative to light the way. t least 500 thousand votes for the Senate were not counted in the last elections on March 13 in Colombia to elect the new Congress. Those were the results of an audit to vote lists of several voting stations. The missing votes were from center-left and left parties and movements, and provoked a scandal involving the election authorities and the Colombian government. Despite the initial ‘disappearance’ of the votes; the main opposition force, the Historic Pact coalition, obtained the highest voting for the Senate and the second place for the House of Representatives; an unprecedented, yet expected result. The discredit of Ivan Duque’s administration and the governing party, the Democratic Center, have reflected on the polls since last year. Even former President Alvaro Uribe, who backed Duque and is the head of the Democratic Center, hit the rock bottom of disapproval. But the story does not end there. Uribe and his followers have said that they do not accept the results of the elections, which has set off the alarms of the opposition considering the risks of a coup, unthinkable but not completely off the table, taking into account that Uribism has demonstrated to skip out democracy in the country and transparency when it comes to reaching his goals. He already proved his abilities during plebiscites of 2016, which endorsed the peace treaty with the FARC
ENGLISH guerillas. ‘No’ to peace won as part of a strategy where he used lies to deceive his constituents, something the campaign manager would later admit to. Election authorities announced a recount of all the votes for the Senate, more than 17 million, in order to scare away the fraud ghost. At the other end, the opposition warns that it will be on top of the recount, and has drawn attention to the chain of custody so that there is no place for fraud. The recount could result in more seats for the opposition in Congress. Meanwhile, all sectors entered the final stages of the presidential elections on May 29. There are eight candidates, but the spotlight is on two opposite sides: Gustavo Petro, from the left and center-left Historic Pact, and right-wing Federico Gutierrez, supported by Uribe and the Democratic Center. The polls indicate that Petro would win as of today. If this turns to be true, it would be historic not only for Colombia, but also for the region. The country would maintain good relations with the United States, its most important commercial associate. Also, it would join the progressive block that is being formed by Chile, Bolivia, Peru, Honduras, Argentina and Mexico. This year, Lula, the favorite in the elections in Brazil would join too. Chavez and Ortega? Hardly. And Cuba? It is always an ace up the sleeve in Colombia for peace processes; and total peace will for sure be sought after. z

Ya la autoridad electoral anunció el reconteo de todos los votos para Senado, más de 17 millones, y así espantar el fantasma del fraude. En la otra orilla, la oposición advierte que estará encima de las nuevas cuentas y ha llamado la atención sobre la cadena de custodia para que no se imponga la trampa. El reconteo podría dejar a la oposición con más escaños en el Congreso. Mientras tanto, todos los sectores empezaron la recta final a las elecciones presidenciales del 29 de mayo. Son ocho aspirantes, pero la atención se concentra en los extremos: Gustavo Petro, del Pacto Histórico de izquierda y centro izquierda, y Federico Gutiérrez, de derecha y apoyado por Uribe y el Centro Democrático. Las encuestas dan a entender que hoy ganaría Petro. De hacerse realidad, sería histórico no solo para Colombia, sino para la región. Mantendría las buenas relaciones con Estados Unidos, su primer socio comercial. Además, se sumaría al bloque progresista que se ha empezado a formar Chile, Bolivia, Perú, Honduras, Argentina y México. Y este año se sumaría Lula, en Brasil, favorito a ganar las elecciones. ¿Chávez y Ortega? Difícilmente. ¿Y Cuba? Siempre es un as bajo la manga en Colombia para los procesos de paz y seguramente se buscará la paz total. z
