I hope this newest edition of our Activity Guide finds you and yours healthy and well This guide is intended to provide an overview of upcoming recreational opportunities and highlight several community programs and projects underway We have included news about several key initiatives such as furthering housing for all community members, planning towards the wellbeing of our urban forest, as well as our ongoing priority for improving our streets, sidewalks and associated infrastructure
We are also proud to share news about a new community service program - the Albany Crisis Team “ACT” and have included an interview with the team leaders within this guide The services provided through the ACT are intended to help further our collective efforts to care for all members of our community with compassion
Our recent 4th of July Celebration was a huge success thanks to your attendance and the dedicated service of our Recreation & Community Services team Our National Night Out event hosted by our Police Department has also helped facilitate over 35 block parties throughout the city to celebrate our community connectivity We are excited to announce several additional ways to celebrate our community as further detailed within this guide These range from concerts in the park that will be held in August and September, as well as our annual Albany Local Week September 18-24 in support and appreciation of our amazing local business community

In Service, Nicole Almaguer, City ManagerAn Interview with the New Albany Crisis Team (ACT)
ACT (Albany Crisis Team) is a new mobile crisis unit operating in Albany The purpose of ACT is to meet the needs of Albany community members experiencing crises that may require mental health services We interviewed ACT team members, Johnny and Steven, to learn more about them and the services they offer through the Albany Police Department (APD) and Bonita House
1. What types of matters/incidents will your team respond to?
- Albany Crisis Team consists of a Behavioral Health Clinician and Peer Support Specialist responding to 911 and non-emergency calls centered on mental health and social welfare crises happening throughout the City of Albany These calls can range from someone appearing to behave oddly in public to a citizen expressing thoughts of wanting to harm themselves or others ACT responds to all locations within the City’s jurisdiction and all ages ACT can provide support, psychoeducation, and connection to services to any citizen who requests it, particularly after traumatic events in their lives In a society that is becoming increasingly complex, ACT serves as another tool in our community’s toolbox
2. What are your short term and long-term goals for the ACT?
- Our main goal is to, by working closely with APD, reduce the amount of police contacts with people in mental health, social welfare, or substance use
crises This goal exists in both the short- and long-term ACT’s mission is to have behavioral health professionals respond to behavioral health emergencies, thereby reducing the strain on Albany’s other first responders and increasing the potential for safe, positive outcomes for all parties involved in each call for service
3. What are your backgrounds that led you to work for Bonita House and then join ACT?
- (Steven) I grew up in a public service-oriented family here, in the San Francisco Bay Area My upbringing inspired me to become a marriage and family therapist to help others build their own lives worth living I have been doing crisis work exclusively for the past five years, and believe all are deserving of compassionate care, especially in their times of greatest need
- (Johnny) I have worked for over a decade in the social services, including but not limited to EMS and Emergency Departments, Child Welfare, State Psychiatric Institutions, and Mobile Crisis Response Bonita House is the place to work if you want to be on the cutting edge of community mental healthcare and the City of Albany and APD have been tremendous hosts for us, they show remarkable flexibility, forward-thinking, professionalism, and dedication to serving the city
4. What types of assessment do you provide when responding to a call for service?
- ACT assesses one’s danger to self, danger to others, and grave disability in accordance with California Welfare and Institutions Code (WIC) Sections 5150 and 5585 Upon completion of an assessment, ACT seeks to provide and connect community members with the resources they need to safely navigate their immediate circumstances Unhoused citizens are routinely offered food, water, and transportation to local shelters
5. How do you work in conjunction with the officers of the Albany Police Department?
- Our partnership with APD is vital to the success of this program We rely on APD to ensure scene safety, and when scenes are safe, they step back and allow us to engage and assess our clients Ultimately, the details provided during the initial call for service dictate what resources are deployed and when
ACT program services are accessible by calling the Albany Police Department at 1(510) 525-7300 during program hours For emergencies, dial 9-1-1 ACT services are provided by Bonita House, Inc , a local non-profit 501 (c)(3) which has extensive experience in providing crisis intervention in a wide range of community settings preventing and managing crises in apartment buildings, houses, street locations, or parks
Sidewalk Program

Sidewalks are the foundation of an effective pedestrian network Though residents of Albany have long been responsible for maintaining in good condition the curb and sidewalk bordering private property, the City Council’s Sidewalk Repair Policy, passed in June 2016, and Measure P1, passed in November of 2016, have enabled the City to be proactive in improving overall sidewalk conditions Since then, the City have been able to take care of sidewalks that posed the worst problems and make the community safer
The City so far has completed six phases of the program consisting of over 300 locations and more than 30,000 square feet of sidewalk repair and replacement This Fall and Winter, the program will be wrapping up Phase 7 and entering Phase 8 The City has been proud to serve its community and make this critical transportation network more accessible for all through this program Please visit www.albanyca.org/sidewalkprogram for more information on this program, including details on each phase
2023-2031 City of Albany Housing Element on its Way to the State
In the Spring of 2023, the Albany City Council unanimously adopted the 2023-2031 City of Albany Housing Element which is now in the process of being brought to the State for review This plan is mandated by the state and identifies how the City will accommodate its existing and future housing needs The Housing Element includes an evaluation of local housing issues and needs, an analysis of potential housing sites and resources, a discussion of constraints to building housing, and a list of policies and actions that address housing issues Recent changes to State law require that the Housing Element also show how each city will work to overcome housing discrimination and create housing opportunities for persons of all income levels in the community
An important part of the Housing Element is a demonstration that each community has the capacity to meet its “fair share” of the region’s housing needs The “fair share” is determined by the State and the Association of Bay Area Governments and includes an assignment of units to each city and county by income category Albany’s assignment for 2023-2031 is 1,114 units, including 486 units that should be affordable to lower income households (annual income less than $109,600 for a family of four) While the City itself does not build housing, it must have zoning and other regulations in place that facilitate construction In Albany, this will require rezoning of certain properties to allow more housing than is permitted today

Parklets Updated for 3-year Permits in Albany
Outdoor dining has remained popular in the Bay Area and many find parklets in Albany, originally built to support restaurants through the pandemic, have enhanced the overall vitality of Solano Avenue Because of this, Albany’s parklets have been in the process of transitioning from temporary structures to longer term parklets upgraded with improved designs and safety elements After approval by City Council on September 19, 2022 to allow businesses to pursue 3-year permits for their parklets and the introduction of new Parklet Program Regulations, the process is nearing completion The decision to make this transition was made by Council after extensive community feedback and reviews from three City Council advisory bodies
City Developing Street Tree Management Plan
The development of the City’s very first Street Tree Management Plan (STMP) is currently underway!
What is a Street Tree Management Plan?
The STMP will be a comprehensive policy roadmap that guides the enhancement, protection, and management of the street tree canopy and considers Albany’s unique environmental, social, and economic factors The STMP is crucial for caring for a healthy, vibrant urban forest, promoting the equitable distribution of street trees, and fostering collaboration among stakeholders to ensure the community benefits of street trees are maximized and sustained for generations to come!
This past Spring, the City completed an inventory of all existing street trees in Albany Visit the City’s Urban Forestry webpage at www.albanyca.org/urbanforestry to learn more about the 171 distinct species of trees in the community, best practices in street tree care, and more Stay tuned for opportunities this Fall to learn about various community engagement opportunities and participate in the development of the STMP!

1 Improved air quality: Trees absorb CO2 and release oxygen through the process of photosynthesis They help filter pollutants from the air, such as nitrogen dioxide and particulate matter, improving air quality and reducing the negative impacts of air pollution on human health!
2 Shade and temperature regulation: Street trees provide relief from the sun's heat, making streets and sidewalks more comfortable for pedestrians By lowering ambient temperatures, trees also help reduce the energy consumption associated with cooling
3 Stormwater management: Tree canopies intercept rainfall and help slow down the flow of water and allow it to soak into the ground, reducing the risk of flooding and minimizing the strain on stormwater management infrastructure

Learn chess with Athena! We’ve designed a highenergy, stimulating approach to chess that is great for all ages Classes are typically divided into different skill levels Students will spend much of their time playing each other and challenging the instructor At the beginning of each class, we have a brief question and answer session on a certain topic, challenging students with exercises and puzzles

Albany CERT (Community Emergency Response Team), supported and authorized by the Albany Fire Department and FEMA (Federal Emergency Management Agency), has scheduled new CERT training sessions
Why CERT Training is essential: When an emergency or disaster situation happens such as earthquakes, or wildfires, or other disasters, CERT Trained residents are prepared to help Because emergency services personnel will not be able to help everyone immediately, you can use your CERT training to make a massive difference in your community

Curious About Compost?
Compost is made of decomposed organic matter and can be applied to soil to improve moisture retention, promote plant growth, and draw down (sequester) carbon dioxide from the atmosphere to fight climate change In Albany, everyone can get involved in creating healthy, nutrient-rich compost by placing food scraps and plant waste into the organics/ compost collection cart (residents) or bin (commercial businesses) After food scraps and plant waste is placed in the correct collection container, the waste hauler picks up the plant waste and food scraps and materials and takes them to a processing facility At the processing facility, the organic materials and grinded down to smaller particles, and then placed out in the sun where the materials decompose and turn into compost Diverting food waste and plant waste from the landfill by separating them from trash, and placing the organic materials in the organics cart or bin, is now the law in California and in Albany

Heat Pump Rebate Program
The City of Albany is offering rebates for electric heat pump HVAC systems! You can receive $750-1,500 Heat pumps are incredibly efficient and can run both heating and air conditioning Plus, they use clean electricity derived from 100% wind and solar power! Storm Season Preparedness
With Winter comes wet weather It’s important to keep our storm drains clean and free of obstruction so that stormwater can drain and the City’s street sweeper can do a good job preventing seasonal flooding
Here’s some information about how City staff prepare for and respond to large storms in our area
PREPAREDNESS:
• Seasonal storm drain cleaning
• Stocking sand for sandbags at Ocean View Park
• Having additional staff on standby during predicted large storms
• Coordinating with the Police Department to pre-stage a truck with barricades and signs for quick deployment in case of power outages or other road hazards
ACTION:
• Responding to calls about downed trees, tree limbs, and flooding, and quickly mitigating the worst problems
• Working with the City Arborist and contractors, who manage larger tree issues with consideration of all factors including the health of the tree and protecting people and property
• During the days following a storm, picking up branches and clearing leaves and debris from storm drains
HOW CAN RESIDENTS HELP PREVENT FLOODING?
• Clearing existing trash and leaves from storm drains in your neighborhood Be sure and put these in trash or green waste bins as appropriate
• Do NOT leave leaf piles in the street! It’s against the City code and can clog the street sweeper
• Pick up larger trash and dispose in your waste bins – protect the SF Bay!
PROTECTING YOUR HOME
• If your home is prone to flooding, use sandbags to prevent water from getting underneath vulnerable doors and around foundations
• Sand for sandbags is generally available at Ocean View Park

The Ocean View Park, 900 Buchanan St , picnic area is among Albany’s Redwood Grove trees The children’s play area is spacious and features swings and climbing structures Ocean View Park has 6 picnic areas, BBQ grills, and 12 tables, accommodating a maximum of 72 people Each area has a reservable time block from 10 AM–2 PM or 3 PM–7 PM
The Memorial Park, 1325 Portland Ave , picnic area is next to the Memorial Park Ball Field and the children’s play area Memorial Park has 2 picnic areas, BBQ grills and 9 tables accommodating a maximum of 54 people Each area has a reservable time block from 9:30 AM-1:30 PM or 2:30 PM6:30 PM
Albany’s newest park is located on 720 Pierce Street, near Albany Hill The park boasts panoramic views of the San Francisco Bay, the Golden Gate Bridge, and the Albany Bulb There are two play areas for kids of all ages to explore Peggy Thomsen Pierce Street Park has three smaller non-reservable picnic tables that are first come, first served
The Jewel’s Terrace Park, 1548 Terrace St , picnic area is nestled in the Terrace neighborhood and is one of the city’s hidden treasures The picnic area is near two children’s play areas and an open green space Terrace Park has 1 picnic area, a BBQ grill, and 5 tables to accommodate 30 people It has a reservable time block from 9 AM–1 PM or 2-6 PM
Tennis Courts DOG Park
Our tennis courts are at Memorial, Ocean View, and Terrace Park The courts are open to the public and reservable online for guaranteed playtime Tennis courts are available at 8 AM daily, and reservations can be made beforehand Memorial and Ocean View have free lights for nighttime play

Advisory Bodies to the City Council
The City of Albany values community participation in City government and welcomes the opportunity for residents to serve on the City’s Advisory Bodies to the City Council. Interested Albany residents are encouraged to apply for vacancies. For more information and a list of vacancies on advisory bodies, visit www.albanyca.org/advise.
The Albany City Council has adjusted the eligibility for City Advisory Body Members who represent our local students and schools. Students attending a high school within Albany (including homeschool), students who reside in Albany and attend a high school in a different district, or an adult affiliated with students at the school level within the City of Albany may all apply for Advisory Body student-associated member positions.
Being an advisory body member for City Council is a valuable volunteer experience where members can provide their perspectives and help in the decision-making for Albany.
Note: City Council and all Advisory Bodies take an annual recess in August, so no meetings occur during that month.
