Overcoming economic challenges in Southwest Georgia

Dear Regional Employers, Two tornados, Hurricane Michael, and the COVID 19 Pandemic combined to create the most challenging period in the recent history of Southwest Georgia. Those same challenges impacted Albany Dougherty County to a much greater degree than other communities in our region. Dougherty County has the region’s largest employers, and has the greatest concentration of manufacturers. We contribute to America’s defense through the work performed by skilled artisans and technicians at the Marine Corp Logistics Base. We are the hub of healthcare and shopping for a 75 mile radius.

GRANT FUNDS AVAILABLE for Student Scholarships Students who enroll in credit and non-credit programs through the Center for Business Solutions or other divisions at Albany Technical College may receive financial assistance in the form of two grants designed to help Southwest Georgians improve their skills for the workforce.

REBUILD SOUTHWEST GEORGIA WORKFORCE RECOVERY TRAINING PROGRAM A Workforce Development Program has been implemented by Albany Tech in partnership with Southern Regional Technical College. This program will be funded with the Community Development Block Grant-Disaster Recovery funds appropriated to Georgia by the U.S. Department of Housing and Urban Development. This program will support workforce development and training activities for low-income and moderate-income individuals residing or working in the eligible counties impacted by Hurricane Michael in October of 2018. This program is organized in partnership with the Technical College System of Georgia (TCSG). “Albany Technical College plans to use our portion of the grant to give students in our region the tools they need to succeed and fill open jobs in the area. The goal is for the students to graduate and earn enough income to make a positive impact on the rest of the economy, and most importantly their families,” says Anthony Parker, President of Albany Technical College.

Through grant funding, students can enroll in credit programs in the form of Degrees, Diplomas, and Technical Certificates of Credit. There are also certain non-credit Continuing Education programs that fall under the grant. Those who meet the grant criteria can use grant funds to enroll in the following Continuing Education classes at Albany Tech: • Forklift Operator’s Training and Certification • OSHA-10 Certification • Georgia Real Estate Pre-License Salesperson Course • Microsoft Office courses (Excel, Word, PowerPoint, etc.)

DEFENSE COMMUNITY ECONOMIC DEVELOPMENT FUND GRANT Upon completion of the training, participants will be eligible for internships through the City of Albany and Dougherty County. The participants will have the option to intern within various governmental departments which aligns with their program of study.

Albany Technical College has been selected as a recipient of a $50,000 Defense Grant, offered by the Technical College System of Georgia Office of Workforce Development. This will directly impact the lives of military personnel and their spouses in the local community. This grant specifically seeks to aid military personnel who are transitioning out of military service into civilian life. The spouses of active-duty military personnel are also eligible to apply for the grant. Recipients of the grant funds must complete their programs of study by May 30, 2022.

“We’ve long held military families who have served our country in high regard, and have worked diligently with the community to train and place these honored citizens in decent, good-paying jobs in our community. This grant just reiterates the goals and objectives set forth by the Technical College System of Georgia in rural workforce development,” stated Dr. Anthony Parker, President of Albany Technical College.

Under the grant agreement, Albany Technical College in collaboration with the City and County Governments of Albany, Dougherty County will provide career and technical training services to the military personnel who are transitioning out of service and military spouses. These individuals will be eligible to take Technical Certificates of Credit (TCC) and/or Continuing Education courses, which will allow them to use the training within the local workforce region or upon transferring to another station for duty. Below you will see some of the examples of opportunities available to these individuals: •

SENIORS LEARN ABOUT WEB-BASED PROGRAMS & APPS The Covid-19 pandemic created a new reliance on the internet for socialization, communication and commerce. With that reliance, those individuals who are not internet savvy are at a disadvantage. The Center for Business Solutions created a course to help senior citizens, and others with limited computer knowledge, navigate webbased apps to stay connected. The first Seniors Staying Connected course was offered in April as an in-person course with Covid-19 safety protocols in place. The class was so popular, CBS offered it again in June. The course instructor was Jason Cadogan, a Multi-Media Specialist in Albany Tech’s Marketing and PR Department. In the class, he explained web browsers, searching the internet, downloading files, browser settings, safe practices for surfing the internet, Facebook and Instagram, understanding apps, and much more.

CBS Certifies Forklift Operators at Thrush Aircraft

At the Center for Business Solutions, Continuing Education classes and Customized Training Programs for area employers are our specialty. We focus on serving the training needs of our region’s employers, ensuring their employees are up to speed on the skills needed to do their jobs well. Customized training may revolve around a particular computer skill, leadership or teambuilding, or may provide a needed certification.

Headquartered in Albany, Georgia, Thrush Aircraft manufactures a full range of aerial application aircraft used in agriculture, forestry and fire fighting roles worldwide. Founded in 2003, Thrush is well-known for building the most durable aircraft in the aerial application industry, as well as the best flying – from both pilot and operator perspectives. All Thrush models provide superb visibility, light control response, and a high degree of maneuverability and speed, along with superior efficiency and low direct operating costs. Today there are more than 2,200 Thrush aircraft operating in some 80 countries around the world.

One of our most popular certification courses is Forklift Operator Certification. Recently CBS was asked to tailor our Forklift Operator Training for Thrush Aircraft, LLC in Albany. The company needed on-site training for a large group on the operation of their specific lift. We took our course off campus to Thrush, trained 21 employees, and certified them as Forklift Operators based on OSHA Standard 1910.178.

Driver’s Education for 19 years. He is an instructor for the behindthe-wheel portion of Albany Tech’s Joshua’s Law course. In addition to teaching at Albany Tech, Mr. Daniels also serves as a driving instructor at Turner Job Corps. He has had a long career in education, teaching health and PE to students of all ages, K through 12. Growing up, his driver’s ed instructors were also coaches, so he considers himself a driving coach. “A coach guides, directs and motivates athletes, and I enjoy coaching new drivers,” he says. CBS is fortunate to have Mr. Daniels on our staff.

With motor vehicle crashes being the leading cause of death for teens, he knows it is very important to work with teen drivers and help them gain confidence and learn the rules of the road. “All students should have Driver’s Education so that they will have a better understanding of the rules of the road,” he says. “It could save their life.” Mr. Miller set up the Driver’s Ed program at Turner Job Corps in the 1980s and has taught in the Dougherty County School System and at Albany State. In addition to teaching Driver’s Ed, Mr. Miller served as a track and field coach at both Monroe High School and Dougherty High School. Mr. Miller is an asset to our Driver’s Ed program at Albany Tech, where he provides both classroom and behind-the-wheel instruction. 7

What is

Joshua’s Law?

Joshua Brown, a senior at Cartersville High School in 2003, became the tragic inspiration for this safety-focused driving law. His vehicle hydroplaned and crashed, resulting in fatal injuries. After Joshua’s death, his parents petitioned legislators to implement stricter driver training laws in Georgia because they felt that inadequate driver training and experience caused their son’s death. In 2005, Joshua’s Law was passed and it was enacted in 2007. This forever changed the requirement for obtaining a Class D license for teen drivers in Georgia. The law originally applied to 16-yearolds. Teens could not receive a driver’s license at age 16 unless they had completed an approved driver education course and the required hours of supervised driving. As of July 1, 2021, Joshua’s Law has been extended to include 17-year-olds as well.

Kelvin Sanders became an

expert at evaluating drivers by working at the Department of Motor Vehicles (now called the Department of Drivers Services) for 12 years. At the DMV, Mr. Sanders conducted on-the-road tests, and administered knowledge tests to individuals seeking a driver’s license. Mr. Sanders works with the teens in our Joshua’s Law class, and is also the lead instructor for our Adult Driving program. For adults over the age of 17, CBS offers a program that consists of six hours of behindthe-wheel training. “It’s important for Albany Tech to offer this driving instruction for adults,” Sanders says. “For many people, a driver’s license means independence and not having to rely on others to get to work.” Mr. Sanders has served as an Albany Tech driving instructor for six years and has been a valuable employee in our program.

The Georgia Department of Driver Services (DDS) certifies and regulates school owners and the instructors they employ. The Center for Business Solutions at Albany Tech is a DDS certified school for Joshua’s Law training. Our instructors are trained in working with teen drivers and have many years of experience doing so. The roundtable consists of eight major employers in our area who spelled out the specific skill set they need for new hires. Albany Tech and the Roundtable designed the program to focus on the skills required by these local industries. The Center for Business Solutions (CBS) at Albany Tech offers the Georgia Real Estate Salesperson Pre-License course. CBS and this course have been approved by the Georgia Real Estate Commission (GREC). This course meets the requirements of Georgia law. This in-classroom live course will feature 75 hours of instruction covering all subject areas required by the GREC to prepare students to sit for the state licensing exam.

Instructor is Sal Giovingo, a licensed Real Estate Broker and Instructor. CLASS DATES/TIME: August 17 - December 14, 2021. Tuesday & Thursday nights, 6:30-9:30 pm. Attendance for 75 hours of classroom time is mandatory.

Scholarships may be available to those who qualify. See grant information on the back page. Receive operator training in accordance with OSHA Standard 1910.178. The program fully covers the requirements to be an efficient and safe forklift operator.

Our Forklift Operator Certification courses are now offered in a hybrid format – partly online and partly in-person. See the schedule for Fall 2021 below. All courses are offered in 6-day sessions. The first five days (MondayFriday), the student will have access to the online course, which consists of a safety video and test. Students log-in and view the material and test at their convenience during that 5-day window. When the student passes the online test, he/she will come on Saturday at a pre-set appointment time for driving instruction.

OSHA AUTHORIZED 10-HR. COURSE

Students who pass both the online test and driving test will receive a certification card that is good for three years. The enrollment fee is $125. To enroll, contact our office at 229-430-0557. These classes fill up fast, so enroll early if possible.

Do you need help with the basic operation of a computer? Maybe you are familiar with most computer features, but need instruction to perform desired tasks. Or, perhaps you’re looking for one-on-one help with a program or application. In all these situations, CBS’s Computer Tutor program can help. Meet one-on-one in our computer lab with an experienced computer instructor for customized instruction. The cost is $40/hour with a 2-hour minimum.

Driver’s Ed for Teens to fulfill Joshua’s Law. Our Driver’s Ed program includes the 30 hours of classroom instruction and 6 hours of behind-the-wheel instruction required for Joshua’s Law. This class is $350. The state of Georgia has some grant funding which may provide financial assistance for this class. ADULT DRIVING INSTRUCTION We offer 6 hours of behind-the-wheel training for adults age 18 and older with certified driving instructors. Students meet for three 2-hour driving sessions and are given the opportunity to drive in a variety of locales and traffic situations. Instructors go over rules of the road and practice parking. Our instructors schedule the driving appointments on days/times that are convenient for the student. This program is $300.
