Clergy Letter from Rev. Tricia Anslow I received a book for Christmas that is making me smile the more I dip into it. It is not profound, nor deeply theological, but it holds many a true word spoken in jest. It is a book of quips and quotes from many famous names from past and present. For instance an anonymous saying from page 297 is ‘A problem shared is called gossip’. Many a true word etc. etc.

February 2013 Update ....communicating with residents
To all Bramham residents
Here is the monthly update from our February meeting.... Festival Tickets: A meeting has taken place with Festival Republic to discuss the ticket allocation for 2013 and full details of the application process will be included in the next magazine and on our website. We will be introducing some enhancements to the ticket allocations this year and we will put full details on our website as soon as all the details are finalised. Festival Republic have advised that again this year they will be ensuring the terms of their premises license will be enforced and no alcohol for personal consumption can be taken through into the Guest Area, only into the Guest Camping Area. This is a decision by the festival organisers and not a parish council decision. We will be looking again at the extended bus timetable until 3am as this was well received by residents last year. The Precept: Leeds City Council has confirmed that because of the introduction by the Government of the new council tax support system, our 2013/14 tax base has been reduced to 712 band D equivalent properties. Although the Parish Council has NOT asked for an increase in the precept that is currently £20,000, this will nevertheless mean a band D precept charge of £28.09. This represents a small increase on the 12/13 charge that is currently £27.32. Leeds City Council proposes to pass on funding to the parish council of £1,152 on top of, and separate to, the precept. This funding is meant to compensate parish councils for the reduction in their tax base. Bramham Primary School: Our chairman recently spent some time at our village primary school and was made very welcome by all the children and teachers and enjoyed looking at all the wonderful work and projects that the children are engaged in. The Parish Council is keen to see the village school prosper and wants to encourage all parents considering which school for their children to attend to spend sometime at our local village school before making that decision. The Parish Council is committed to supporting the school in anyway it can in the future and is keen to establish a relationship with the teachers and head to work together on promoting this village asset. Pavilion: We have included a separate communication with regards to the pavilion in this magazine and the article has been placed on the website www.thisisbramham.co.uk. Following conversations with village residents the council made a decision not to door drop every house in the village as there is no new information to share. However there is some suggestion that there were things the parish council were not telling you and we want to assure you that is not the case. We have included this article to bring together all the information we have to hopefully clarify the current position and get rid of any misunderstandings.

Tour De France 5th and 6th July 2014: The Parish Council are looking for ideas for the village to celebrate the Tour De France coming to Yorkshire in 2014. Cycling event to include families and children, a street party, a charity bike challenge, street flags and screening of the event have all been suggested. The NSPCC are looking at a French style party on the Saturday evening in The Village Hall. If anyone has any ideas or suggestions or would like to help organise the weekends events please contact our clerk. Neighbourhood Plan: We are still waiting for more news on the Site Allocation in the Parish. As soon as we know this we can take steps to finalise the Neighbourhood Plan. The group will be meeting in the next month or so and we can report back to the Parish in due course. Traffic Speed Limits: Our request to Leeds City Council to reduce the speed limit by the school has been turned down on the basis of it is not a priority. We are not accepting the response and are going to be working with the school and Clifford Parish Council on a joint effort to challenge this. It has been suggested that it is the cost of the signage that is the issue as Leeds City Council do not have the funds available. The council is looking into this to understand the costs and what funds would be required to make this happen. Old Peoples Shelter: All ideas put forward for renaming the shelter will be considered at the next Parish Meeting. West Yorkshire Metro: We understand that ten Sunday evening journeys on the Wetherby - Leeds routes X99 and 770 are threatened. There is a petition which is currently in the Wetherby Whaler and Save The Children in Wetherby, that you may want to sign to try and stop these cuts. Potholes, Fly Tipping, Street Lights etc! A reminder that if you notice something in the village that needs fixing you can report problems directly online at www.leeds.gov.uk. Next Meeting: The next Council meeting will be on Wednesday 6th March, 7.30 pm in the Village Hall Supper Room. Residents are welcome to join us and to talk to us about any ideas and suggestions you have to improve our village We hope you find this update useful. THE PAVILION - RESIDENT UPDATE

The parish council has been giving regular updates in the parish magazine about the pavilion. Some residents have suggested that they are not hearing the full story, and there appears to be some misunderstanding about the current position. So we have written this summary and hope it will clarify matters. The Parish Council Responsibilities The Parish Council is elected to look after the best interests of the village residents. With regards to the pavilion there are three specific areas of responsibility that we currently have: Leeds City Council Option Agreement: The initiative for exercising the option agreement to purchase the land at Freely Lane for £250k lies with Leeds City Council (LCC) and not the Parish Council. We were given verbal assurances by a ward councillor on a number of occasions that payment of this money was imminent. Despite these assurances LCC have not provided a firm date for the exercise of this option agreement and we have not received confirmation that these funds will in fact be released, hence the councils frustration. In order to try and resolve this situation we have now engaged a solicitor to assist us and he is writing to LCC on our behalf. We hope that this will result in clarification as to LCC ‘s intentions. Funding Village Projects: If and when the council receives the £250k, we have been advised that the funds must be used for capital expenditure and to be a good use of resident’s (precept payers) money. There is a procedure known as “due diligence” and this is something we must follow before we handover funds to any village project in order to safeguard you as residents. The BSLA have requested permission for £108k share of the funds and have nearly completed their obligations under this due diligence. The outstanding item is estimates for the works on the pavilion that are still to be completed. Once we have received these estimates we hope this will enable us to approve the expenditure and complete due diligence. Payment will be made on receipt of invoices once the approved work has been completed. The lease of the playing field to the BSLA: The council has recently received legal advice that the original lease of the playing field to the BSLA is in fact invalid and therefore the council has resolved to offer a new lease to the BSLA and this is currently being drafted by our solicitor. As soon as we have any more information with regard to these matters we will of course update you via the parish magazine and in the councils minutes. The Pavilion Project and The Bramham Sports and Leisure Association The responsibility for the design, build, fund raising and on-going maintenance of the pavilion is with the Bramham Sports and Leisure Association (BSLA). This is a group of volunteers that the council established in 2007 with the primary focus of building a pavilion for the residents of Bramham. The BSLA is run by three directors; Nick Lane Fox, Andrew Ellis and John Proctor, and a team who look after the building project. The Directors have advised us that they intend to recruit a new team of volunteers to become the “Pavilion Management Committee” to oversee the day-to-day running once the pavilion doors are open.

The Parish Council would like to clarify that they have had no involvement in the design, fund raising, project management or construction of the pavilion. The BSLA have spearheaded this project from the start and maintain that that is how they want to continue. The BSLA requested to commence the construction of the pavilion in November 2011 and stated that they were confident (without the potential additional support from the option agreement), that they had secured sufficient funds to complete the project and open the doors. Based on those assurances, the council granted a license to build. We are now of the understanding that the pavilion cannot be completed with the funds available as there is a shortfall and therefore works have halted. The council shares many residents concerns about what this now means for the future of the pavilion and have requested the following information from the BSLA: Details of work outstanding, to include estimates, to determine what additional funds are required. A visit to enable the council to look around the building and understand what remains outstanding. Details of “Plan B” if the money from the option agreement is not received. We are still waiting for these details and this is why we are unable to update residents about the current position of the pavilion project. The council will continue to seek clarification from the BSLA and to encourage them to provide the village with information that will answer the question that you are all asking, “What is happening with the pavilion?” In the meantime you may wish to contact the Directors of the BSLA directly with your questions. We will invite the Directors to the Annual Parish Meeting on the 10th of April to give them the opportunity to provide residents with an update. We hope that this summary helps to clarify the position of the council. The Parish Council is committed to being open and transparent. If you have a question or still feel that that there is something the parish council is not telling you we want you to talk to us to help us understand where that perception is coming from. Please pop along to our next meeting on the 6 th March at 7.30pm in the Village Hall Supper Room, stop us in the street, or send an e-mail to our clerk and we will endeavor to answer your queries. We all have different views and ideas about our village and what are the priorities and we would like to ask people to show consideration for that and conduct conversations with regards to village matters in a respectful manner. The council are committed to help the BSLA open the pavilion doors and to help all village projects and committees prosper and by working together we will achieve this. ANNUAL PARISH MEETING Wednesday 10th April 7.30pm to 9.00pm in the Village Hall. This is different from the usual Parish Council meeting in that it is a meeting of the parish chaired by the Council Chairman. Residents can speak at the meeting and vote on any resolutions proposed at the meeting. A number of the village committees will be invited to provide an update at the meeting, invitations will be issued shortly. Any other groups, or individual residents wishing to ask for specific agenda items should send the item to the chairman (Val Whitbread by email v.whitbread@btinternet.com or by post to 25 Firbeck Road, Bramham, LS23 6NE) Items to be received by noon on 2nd of April. Please note that discussion is limited to the Agenda items, and the final decision re inclusion of agenda items lies with the chairman.
VACANCY FOR A PARISH COUNCILLOR Due to the resignation of Cllr Michael Rhodes there is a vacancy in Bramham Parish Council. If a minimum of 10 residents submit a written request for an election to Leeds City Council, and if more than one person stands, the vacancy will be filled by election. Such requests must be made by 7th March 2013 to the Returning Officer, Leeds City Council, Electoral Services, Level 2, Town Hall, the Headrow, Leeds LS1 3AD. Notice having been posted on the website and the notice board 18 February 2013). An election will then be held within 60 working days. If 10 residents do not request an election, the vacancy will be filled by Bramham Parish Council co-opting a new Councillor. Please be aware that an election will cost the Parish in the region of ÂŁ6,000, as did the election last year following a Councillor resignation. This is out of an annual budget of ÂŁ20,000. Co-opting will have no cost. The Council very much welcomes interest in the vacancy. If you think you might want to be a Councillor and would like to find out more about what is involved, please do contact me, or any other Councillors, or the clerk. This is an opportunity to make a contribution to our village and represent your fellow residents. We will be very happy to talk to you about it. Over the last few weeks, Gill Young, for many years the editor of this Parish Magazine, and I, have been experimenting with the production of an electronic version of the magazine for readers to view on the Internet. Whilst some of the technical details have still to be resolved, we have copies of the magazines for January and February 2013 now available to view. Please go to the Parish Council’s website’s page for Bramham All Saints’ Church, where you will find the links to open the ‘flipbook’ of the magazine. The link can be found under ‘news items’ on the home page www.thisisbramham.co.uk .
To ensure you get the best possible result when you read the magazine on line, lease check that your PC has the latest version of Adobe Flash installed. The magazine is readable by tablets and smartphones too. Back issues of the magazine, covering the years 2010, 2011, 2012 will be available in the near future, on the archive website. BEATING THE BOUNDS Saturday April 20th 2013 You are invited to join in this ancient custom of beating the bounds of our parish. This will be the third year in succession that we have done this and those who have taken part in the first two have found them enjoyable and fascinating. We live in a charming habitation, rich in history, varied in landscape and full of character. Beating the bounds enables us to explore our heritage in the company of our neighbours, to learn more about our parish and to walk with our neighbours. This year the walk will start and finish at the Village Hall. We shall set out at 9am and full details of the route and the 6 stages will be published in the April magazine. Please join us for one or more or all of the stages. Come and beat the bounds to discover where Oglethorpe Hall is, learn about Bramham Moor, enjoy the delights of Bramham Park, find out where the ancient village of Wothersome is and learn more about Dalton Parlours. MARIA EVERDINA LEVITT Very sadly, my mum Mary, died peacefully on 31st January in Harrogate hospital at the grand old age of 90. I know she will be missed by many people, as I think she knew most of Bramham and Clifford. I couldn’t take her anywhere without bumping into people she knew! This is my way of letting you know so you can remember the fun times you had together and say your own private goodbyes. The family will be saying goodbye at a private service in accordance with mum’s wishes. Mum met Dad in her father’s bar in Holland towards the end of the war. The were married there in April 1946 and he brought her back to live in Clifford and then Bramham. They lived a very happy married life and met many wonderful friends. She ran a shop on Front Street in the village, which some of you may remember. I would like to thank everyone who knew her for making her feel at home and happy here and for being her friends. Any donations in Mum’s memory can be made to Martin House or Cancer Research UK. Many thanks for your kind messages at this very sad time. Nicholas Levitt and family

27 EASTER SUNDAY - 31st MARCH AN INVITATION You are invited to make this Easter a grand village and parish occasion. The day will begin with a Family Service in All Saints Church and I would love to see our church full to capacity to celebrate the Queen of festivals. If you have not been to church for a long time or if you have never been to a service in All Saints we would be delighted to welcome you. After the service there will be the opportunity to explore the Saxon churchyard using the churchyard trail. In the afternoon the action moves to the Village Hall when the whole village can enjoy the activities associated with Easter such as Easter Bonnets, Egg Hunts, Parades and afternoon tea. There should be something for all ages. Discoverers @ Bramham
Discoverers in February was all about St Valentines and pancakes! The children made a beautiful heart full of their hand prints and thought of descriptive words related to love....caring, friendship, trust etc. We all also enjoyed some delicious pancakes, with all the trimmings!
In March we will be making Mothers’ Day gifts and talking about how wonderful our mummies are! We will meet on Sunday 10th March at 9.15am in the village hall. We really hope you can join us. These events are open to all regardless of whether you attend any Church or not, they are held on the 2nd Sunday of the Month at 9.15am. It is simply a way to meet other families in the community with young children ALL ARE WELCOME. We politely ask for a voluntary donation of £1 per child. Wetherby in Support of the Elderly (WiSE) is a registered charity organisation funded by Leeds City Council. Our aim is to improve quality of life for the over 60’s by providing a variety of community based activities, information, help and support. Founded in October 2003, we offer a wide range of services for the residents of Wetherby and the surrounding villages. On Tuesday 8th January, our eagerly awaited WiSE Owl Café for the Community was officially opened in Boston Spa Village Hall, by Duncan Wood from ITV’s Calendar. The Café is a vibrant, friendly and safe place to meet and eat, offering high quality food and drink at reasonable prices. A lovely selection of fresh, nutritious sandwiches, delicious homemade cakes plus a variety of teas, coffees and juices are available, with seasonal ingredients sourced from local suppliers wherever possible. The Café is open each Tuesday, Wednesday and Thursday from 10.00am to 4.00pm and we very much look forward to welcoming you. Like many of our services, the Café opening has only been made possible because of the kind support of generous volunteers. We are now in the fortunate position of having a growing team of around 80 volunteers between the ages of 17 and 80+. We are delighted that an increasing number of clients are accessing more of our services as we continue to extend the variety of activities we offer. Thank you… ..to all those who supported the Burns Night Ceilidh. It was a super evening with nearly everyone up on their feet dancing at some point during the evening. The three members of the Fiddlers Wreck Ceilidh band were excellent musicians (and vocalists). The Village Hall Committee provided a traditional Burns Night supper with haggis (plus sausages for those who didn’t want to partake of the Scottish treat), tatties and neeps. There were also several wee drams of malt whisky to toast the haggis, the man himself (Robbie Burns) and the ladies. The Wetherby News photographer caught several guests in photos that were published in the paper (and a special thanks to those who dressed in their best Scottish wear for the event). And we made a handsome profit, so much so that we have booked Fiddlers Wreck for Burns night 2014 and many of this year’s guests have already reserved their tickets for next year!! A reminder for those using the hall… … please remember to tidy up the hall after your event and take your rubbish away. The Hall does not have its own rubbish disposal facilities. 100 club We are now into our second year of the relaunched 100 club and members can join at any time. Those who paid by cash or cheque last year are invited to renew their membership with a further £10 per number. When the final draw for 2012 is made next month £500 will have been returned to members in prize money. New members can complete the application form found in last month’s magazine and post it to the Village Hall or hand it to a committee member. Plaques for family and friends A permanent plaque for family and friends can also be purchased for a minimum donation of £10 (you can choose your own wording in 45 letters). These are displayed in the main hall and a board adjacent to the bar. Community Fund Grant The Committee is pleased that the Village Hall was awarded £14000 by the Community Fund. Anyone who passed the hall during the recent snow and looked up at the hall roof would realise that there is no insulation under the roof (so no snow on the roof!). All the heat in the hall rises into the roof and escapes. So the priority for 2013 is to insulate the roof of the main hall, and if funds allow, to replace the doors in the entrance lobby with ones that don’t let all the heat escape through gaps. If anyone wishes to provide an estimate for the work, please contact a member of the committee. And Finally – bookings for 2013 and 2014 are now being taken. Book the hall for your party, celebration, meeting etc. Prices of hire are available by contacting the bookings phone or email (details below), and on the “this is bramham” web site. 33 THE BRAMHAM RUNNING CLUB What’s your target? We’ve had a great start to 2013 in the Bramham Running Club; in less than 2 months we totalled over 520 team miles bringing our grand total up to 19,313 miles). Our Spring Target by the end of April is 20,000 team miles so we are well on the way to achieving that! The Running Club team miles targets keep us motivated and help us all to get out running whatever the weather. There are plenty of great events coming up in 2013 which you could use as personal targets, and the running club would be a great way of getting your training started. Why not have a look at some of the next events going on nearby… Saturday 2nd March 2013 … The Major Series at Bramham Park A tough but great fun event … 5km or 10km obstacle course runs around Bramham Park. DECADES FANCY-DRESS FUND-RAISER EVENING OF FUN Saturday 4th May 2013 at 8.00 pm
Come and join us at the Village Hall on Saturday 4th May, and dance the night away with a FUN, fancy-dress-filled evening, celebrating the songs of the decades. Come along sporting an outfit from your favourite decade… there will be prizes for the best-dressed! Remembering the fantastic ABBA night that happened at the hall circa 2004, the fancy-dress theme should be a hilarious! Music from 50’s - 90’s. We want to see you getting out your flares, the 80’s leg-warmers you know you still have hidden somewhere in the wardrobe, those gorgeous little 60’s dresses and even the luminous sweat-bands that you used to wear to the roller-disco. This event is to raise money for the LGI Neurology wards. Get involved! Tickets will be £10 each.
THE YORKSHIRE COUNTRYWOMEN’S ASSOCIATION In January, due to very cold and icy weather, our Speaker had to cancel. Nine members and one guest bravely attended what was a very informal meeting. Supper first, followed by a short business meeting and a hilarious game of cards, much enjoyed by both players and “lookers-on”. 35 BRAMHAM DRAMA GROUP NEWS The Drama group AGM was held on 13 Feb 2013 and the following is a summary of proceedings: Treasurer’s report: The two productions in 2012 (Murder Mystery play in July and pantomime in December) were successful and profitable, raising almost £4000 for the group. *
The race night in October raised almost £500.

New stage curtains were purchased in December costing £1500.

Two new stage microphones were also purchased (but paid for by the community fund).
Community fund award in Dec 2012 was £2900 and will be used towards replacing the lighting equipment, including new bars for the lights, which will cost over £5000 in total.

Fiona Henderson resigned as treasurer of the Drama Group.
Productions for 2013: * Murder mystery production in May, also to be performed in other local Villages (for more information contact Stewart Gibson).

Social events: We will try to arrange visits to see productions in other theatres, including open air events as these had been successful in previous years. Junior Drama Workshop: Jen Beaumont offered to run monthly Junior Drama workshops, subject to getting assistance from other members of the group. This would provide a means of getting some younger members (under 16) involved in the group and pantomime. Membership subscriptions/insurance cover: It was agreed to maintain the fees at £5 per person, £10 per family group. YORKSHIRE IN BLOOM POSTER COMPETITION
Once again Bramham in Bloom has asked the Primary School to design a poster to be displayed in houses on the judging route to show support for Bramham’s 2013 entry into Yorkshire in Bloom. We have said this many times before but it is Bramham as a community that is judged not just Bramham in Bloom. As with last year the quality of the entries was very high and the photo shows the prize winners. As usual prizes were given by Richard Gill from LCC Parks and Countryside and we are very grateful for his continued support. The prizes this year were quite spectacular and consisted of a wicker basket filled with bird seed a bird feeder and a nesting box. In fact the younger children could hardly lift them !! The young people were very excited about being able to help improve the wellbeing of our wildlife. YORKSHIRE IN BLOOM 2013 SPRING JUDGING DAY When this magazine was printed the date of the Spring Judging had not yet been notified to us. We have been told by Yorkshire in Bloom that due to the particularly wet weather, the judging dates have been postponed for a week. As soon as we know the actual date, we will put a poster in the Village Shop, so please look out for it. We think it should be early April. Now is the time for everyone, especially those on the route to start planting tubs and baskets with pansies and polyanthus so that they will be at their best on the day of the judging. It really is unbelievable that a full year has passed since the Spring Judging last year.

39 MOBILITY ISSUES? GET SOME RETAIL THERAPY! Shopping…visiting friends and relatives…a trip to the coast…seeing flowers in the parks. The pleasures most of us take for granted are denied to many with mobility problems. Their world is restricted and they often feel lonely and trapped in their homes – unless they’ve discovered Shopmobility York. This charity, based in the city centre, hires out wheelchairs and electric scooters for a low charge. Once a week, Shirley regularly hires one of Shopmobility’s scooters for £4 a day. “It’s been a lifeline to me. To be able to go shopping on my own again is wonderful!” she says. “The staff are brilliant, so helpful and friendly. Newcomers are shown how to use the scooters – it’s very easy. I don’t know how I’d manage without Shopmobility.” Knowledge of Shopmobility’s service is spreading. Says Hilary Walker from the charity’s York office: “We’ve had customers from Australia, the US and even Chile! They knew about us and were determined not to let mobility issues get in the way of a wonderful holiday.” There are around 100 members in York. As well as shopping and day trips, Shopmobility helps them with more unusual events. Explains Hilary: “One member took a wheelchair to the London Olympics and had a brilliant time. We’re also very proud to be supplying a wheelchair for a man who’s entering the Jane Tomlinson Marathon in October. “We make things possible!” Shopmobility users don’t have to pay an annual membership fee of £15 but if they do, they’ll benefit from big savings on the daily rate: scooters £4 (£7 non members) and wheelchairs £3 (£5 non members). Insurance is included. Free parking is another benefit. The office is on the second floor of the Piccadilly multistorey car park (behind Fenwick’s) where you can park for free in special Shopmobility bays. Taxi firms can take customers directly to the office without paying a parking charge (time limits apply). The office is open 10-4, Monday to Friday. All scooters and wheelchairs are regularly serviced and maintained to a high standard. So, if you know someone with mobility issues, tell them about Shopmobility. It could change their lives. A life spent making mistakes is more useful than a life spent doing nothing

THE HISTORY OF 'APRONS' - I DON'T THINK OUR KIDS KNOW WHAT AN APRON IS. The principal use of Grandma's apron was to protect the dress underneath because she only had a few and because it was easier to wash aprons than dresses and aprons required less material. But along with that, it served as a potholder for removing hot pans from the oven. It was wonderful for drying children's tears, and on occasion was even used for cleaning out dirty ears. From the chicken coop, the apron was used for carrying eggs, fussy chicks, and sometimes half-hatched eggs to be finished in the warming oven. When company came, those aprons were ideal hiding places for shy kids. And when the weather was cold, Grandma wrapped it around her arms. Those big old aprons wiped many a perspiring brow, bent over the hot wood stove. Chips and kindling wood were brought into the kitchen in that apron. From the garden, it carried all sorts of vegetables. After the peas had been shelled, it carried out the hulls. In the autumn, the apron was used to bring in apples that had fallen from the trees. When unexpected company drove up the road, it was surprising how much furniture that old apron could dust in a matter of seconds. When dinner was ready, Grandma walked out onto the porch, waved her apron, and the men folk knew it was time to come in from the fields to dinner. It will be a long time before someone invents something that will replace that 'old-time apron' that served so many purposes. REMEMBER: Grandma used to set her hot baked apple pies on the window sill to cool. Her granddaughters set theirs on the window sill to thaw. The Govt. would go crazy now trying to figure out how many germs were on that apron. I don't think anything was ever caught from an apron, but love…….
