Clergy Letter from Rev’d Tricia It is amazing when, as each time it comes to my turn to write the clergy letter, there suddenly appears a subject that is worth sharing with you, the readers. There must be so many things going on in our lives that are worth sharing and reflecting upon; subjects for chatting over coffee, listening to and sorting. I hope you find the following subject worth a moment’s reflection. I have been filling out the quarterly return of weddings from our churches to send to the Registrars office in Leeds. It is an interesting task, seeing the names that bring back memories of particular weddings; thinking of couples setting out on the journey of life together; a whole new journey. If you think about it, there are many journeys we take as members of this little family of God, in this corner of our world. As members of the Benefice of Bramham, we share all sorts of common journeys. Parents take a great step forward for their children when they choose to have them baptised. We see friends and relatives come to church to celebrate the beginning of a journey as a Christian for each person baptised. Godparents and family share this walk with them throughout their lives and provide companionship for this journey in Christ. As I mentioned above, weddings are a brand new start of a journey. Those couples who have taken their vows in front of God are declaring their intention to journey together with God alongside them.

For those of us with friends and family members who have just got married, or intending to do it soon, we all know how difficult it is to see them try to adjust to life together in a world of mortgages, insecure jobs and expectations. When we hear the banns being read in church for couples perhaps we can offer our special prayers for their journey. When we come to funerals at our churches we think of the end of an earthly journey. It is a journey we have shared with someone who was a family member, or someone who has meant a lot to us. We are all journeymen in this life and the deceased person can be seen as finishing their apprenticeship here. It is difficult for us to carry on journeying without them, but we must have the hope of a promised life with Christ to greet the next life. In our everyday shared life here in the benefice we see each other travelling on so many other journeys; through school and university, through learning of any kind. Do you think of yourselves on a learning journey when you come to church? Do you listen and ponder on all you hear and join in with? There are people who are now starting out on the Pilgrim journey, meeting at St. Mary’s church once a week; a merry band of travellers travelling together as they investigate their understanding of how God is walking with them in their lives. One thing about all these journeys is the fact that they are never taken alone. We are all part of a family and our Father looks after each one of us as we take to the road, whichever direction we are going in. Have a safe journey!

5 AN INVITATION TO A CONVERSATION I have been convinced for a long time that the vast majority of our neighbours do not engage with the church and perhaps more tellingly the church does not engage with them. Yet increasing numbers of people are searching for spiritual integrity and truth even if they would not express it this way. They are asking questions rather than providing answers and that is the nature of the conversation that you are invited to take part in. We live in a time of rapid change and in a society that seems harsh and destructive of it and of the individual. Community is under threat from mobile lifestyles and increased opportunity not to know your neighbour. Alongside this is the delight in the natural world and the desire to live lightly upon our planet and reverence creation. We live in a time when the importance of community sorely needs to be revalued, when the experience of sharing is about enjoyment in common with others. Community should be a necessity and a joy. And perhaps it is about relationships at home, work, and play and across the generations. The invitation is open to all, seeking to explore, to listen and to share. It does not have to take place in church or on Sundays but at times and places that suit. I have discussed the idea of the conversation with a few but would welcome a response from everybody so please get in touch. LADIES OF THE BENEFICE! I have told many of you of the joy of going to Wydale Hall. It is our diocesan house, at Brompton-by-Sawdon, near to Scarborough. The house is a calm and restful place to be, with a marvellous welcome, fantastic food and comfortable bedrooms. The rooms all have en-suite shower rooms and really comfortable beds. There is a stair lift to the first floor and dietary needs can be catered for if known in advance. It is my intention to lead a retreat for ladies in the benefice. I have booked 25 places, Monday 26th May to Wednesday 28th May. The cost will be ÂŁ140.00 for the two nights. The retreat will give us time to talk together, reflect and rest. There is a chapel to use together or for personal reflection. We will have Holy Communion together on the Wednesday morning. The booking will be by contacting me by phone (844789), or in person, and a ÂŁ25 deposit. If we use all the places on offer then we will have the Hall to ourselves for those two days. The programme will be announced later, but it is necessary to book the places by Saturday 12th April to give the staff time to make arrangements. Come and join us and make it a wonderful occasion. Bramham Parish Council www.thisisbramham.co.uk February 2014 Update ....communica ng with residents

To all Bramham residents: Here is the update from our February Parish Council meeting and latest developments: Councillor resignation: Councillor Lee Blanchard has reluctantly, due to work commitments, had to resign from the Parish Council. Lee has very kindly offered his continued support and best wishes to the Council. We are all very sorry to see Lee go and would like to thank him for his many years of service to the Council and the village. Councillor Tony Silverwood has also had to resign due to other commitments. He is sorry that he has had to leave after a relatively short time on the Council and hopes that his place will be filled by someone with more time to offer. The Council understands Tony’s position. We thank him for his contribution and wish him well. As a result of the resignations vacancies have been advertised on the website. If you are interested and would like to know more about what is involved just contact the clerk or any councillor. Check the website for details of how the vacancies will be filled. Pavilion and Playing Field update: Please see the separate update in this magazine that provides a full update on the current position. Drop in Event: How to invest our funds / grant applications and Neighbourhood Plan. At the meeting we finalised our plans for the village hall drop in event 7/8th February to get residents’ views on the above. See the separate update in this magazine regarding the event and the process for making a funding application. If you have any queries, please contact the clerk. Village Sign: The sign at the Paradise Way / Wetherby Road Junction has been repaired, and a new stand obtained. It will be back in place shortly. World War 1 Commemorative Bench: We agreed to purchase a bench to be placed in the garden of the Senior Citizens’ Centre. It will be installed June 28, the day of the Gala and further WW1 commemoration. Continued on page 9

9 Continued from page 7 Parish Council meetings procedures: The Council has a number of procedures that it must follow and this includes how we conduct our meetings. At our meetings residents are given the opportunity to make comments in the 20 minutes before the formal meeting begins. Once the council meeting commences the public are not included in the discussions or decisions. However any councillor may propose a vote on whether they wish to open up the discussion to a member of the public. We would like to explain that this is a legislative requirement that the Council must adhere to as a government body, it is not simply a process that we choose to adopt. There are also occasions where we have to exclude press and public from the meeting, due to the nature of the agenda item. For example; this can be when we are to hear or discuss legal advice and issues, or employee issues. There is no intention to be secretive, again this is the proper procedure to which we must adhere. We only exclude public and press when we feel it is absolutely necessary. As a government body we do have these rules to follow, and we do whenever possible put such items at the end of the agenda so as to make it as least inconvenient as possible to residents attending. We also communicate the outcome. We do not want to exclude residents from having a voice, we very much want to hear from you about all aspects of village life and therefore encourage you to attend our meetings and drop in events to share your thoughts and ideas. You can also write to our clerk or talk to any of our councillors if there is something you would like considering or discussing. The council is committed to operating openly and honestly and communicates all updates and decisions via this magazine, via our website www.thisisbramham.co.uk and twitter account @thisisbramham.

BRAMHAM’S “DROP IN” EVENT

“What a great way to inform the village about what is going on, we really enjoyed the event”

A BIG THANK YOU To all the Community Group Leaders and residents who “dropped in” to the Parish Councils event at the Village Hall. There was a great community atmosphere, with an opportunity to share thoughts on what projects you would like the Council to award funds to and chat about the future of Bramham. We all particularly enjoyed seeing the children choose their favourite play equipment for a possible new playground! The Neighbourhood Plan group were delighted to get resident's views on the key issues facing Bramham's future, including housing, transport, sport & leisure, employment, the environment and our village heritage. This will feed into the next stage of developing our Neighbourhood Plan.

GRANT APPLICATIONS Residents’ views on sharing the funds available will now be taken into consideration when making decisions on funding requests. STEPPING STONES February’s Stepping Stones was a Valentine’s Day theme. Whilst parents and grandparents chatted with a cup of tea; the children sat down to make stained glass window hearts out of cardboard and tissue paper and also made hearts out of salt dough, decorating them with paint and glitter. Afterwards, Reverend Andy gave a fascinating talk about salt and light. Showing how we are the salt of the earth, and the light of the world. He was able to relate this to the children by demonstrating how important salt and light are in everyday life, and how vital they were in times gone by, using salt for flavour and as a preservative in the days before fridges. This kept the children engrossed for 10 minutes. After the talk it was time for juice and biscuits, before leaving Church to continue their weekend. At the Family Service the following Sunday, the children were able to show the congregation the results of their hard work. They also read out prayers. The Stepping Stones children who come attend schools at Bramham, Boston Spa (St Mary’s and Primrose Lane) and Thorp Arch. More children are attending, and these sessions are becoming increasingly popular. Any child is welcome to attend regardless of if they attend any Church or not. It is simply a way of meeting other families in a relaxed friendly environment.

The next session is on Friday 7th March at All Saints Church - 5.30pm. The Family Service takes place at All Saints every second Sunday (9th March) at 10am. For more information please contact Jen Saynor jen@saynor.me.uk. All Saints Church Bramham, serving Bramham’s Community since year 1150.

Despite increases in all utility bills, the hire charges for the hall have been kept at the same rate again this year - £8 per hour for supper room, £12 per hour for the main hall, £18 per hour for all rooms. 19 LEEDS FESTIVAL The Parish Council is pleased to advise that Leeds Festival tickets will be available again this year. The cost of residents' tickets will be ÂŁ40 to include the bus. There will also be a limited number of nominated tickets for non-residents at ÂŁ40, but these will be allocated after residents' tickets. Full price tickets will also be available (price to be confirmed). This year we are using a PO Box.

Applications for tickets will start Monday 7th April and close Sunday 27th April Application forms and PO Box details will be available in the village shop and on the website (www.thisisbramham.co.uk) a few days before the opening date.

BRAMHAM CHURCHYARD We would again like to thank all those people who have helped us to tidy and clear the churchyard during 2013. We feel that there has been a marked improvement and we hope to continue to keep the area under more continuous mowing so that we do not have an overgrown area to tackle in the late summer. This should keep the whole Churchyard tidier for everybody to enjoy. We have been greatly impressed by your efforts to keep the graves well tended and supplied with flowers and thank you for this work, which we all know takes time out of busy schedules. By the Diocesan Churchyard Regulations we are allowed to leave Christmas wreaths in place for two months and are then supposed to clear them away. This is also desirable as many of them have wire frames which will damage the mowers and strimmers. As mentioned in this magazine last month we are planning to have a clearing session on:-

Saturday 8th March and would ask anyone who has decorations/flowers which they wish to keep to take them away before then. We appreciate that in our August clearing we took away some decorations that people felt should have been left and have no wish to cause any of you distress in this matter. Please be aware that we are bound by regulations from the Diocese of York and that if you have any queries about what is allowed to be put on the graves please do not hesitate to contact us. Finally if there are any villagers who have the time and energy to help maintain the Saxon Graveyard of Bramham please contact the Churchwardens and we will happily use your enthusiasm to the benefit of the village. We organise and run the Annual Village Gala • We organise and run the Open Gardens and Plant Sale We worked to complete the Jubilee Garden and continue to maintain it • We organise the Christmas Tree and lights

This is all done with a committee of only 2/3 people and although we get plenty of helpers on Gala weekends we can’t do it all on our own. At the AGM in February no one came to the meeting and we were even unable to vote officers of the Association due to a lack of numbers. We were disappointed with numbers at the Gala last year and have in fact decided not to run the Gala Gig this year due to the financial loss we made.

33 PARISH COUNCIL UPDATE ON THE PAVILION AND LEASE OF THE PLAYING FIELD Very understandably, many residents have asked why the Pavilion has still not been completed and brought into use. Last year, solicitors acting for the Bramham Sports and Leisure Association set out its claim to have a legal interest in the playing fields and the Pavilion that effectively gives it full control of both. The claim is based on a draft of a lease produced in October 2008 (before the BSLA came into existence) but never completed and which is invalid. Although the Council’s own legal advice was that there was no basis for the BSLA’s claim, in April 2013 the Council offered to grant it a 30 year lease. This lease would have been very similar to the 2008 draft lease, in that the rent would be £1 a year, with both the Council and the BSLA having the right to end the lease earlier if they chose, but limiting the BSLA’s use of the playing fields and the Pavilion to that of recreational facility primarily for residents. The BSLA’s solicitors did not reply to this offer until September 2013 when they requested some amendments to the draft. In response, the Council’s solicitors offered certain concessions, but by 8 November 2013 the BSLA’s solicitors had still not replied. Accordingly, on that day the Council’s solicitors told the BSLA’s solicitors that if the BSLA had not accepted the proposed lease by 6 December 2013, there would no further negotiations. On 5th December 2013 – that is, one day before the deadline set by the Council - the BSLA’s solicitors wrote back rejecting the Council’s proposed lease. Instead, and whilst continuing to maintain its claim to a legal interest in the playing fields and the Pavilion, the BSLA have asked the Council to grant it a lease which

would still at be at a rent of £1 a year, but for 99 years, with no right to end the lease earlier, and with no limits on the BSLA’s use of the playing fields and Pavilion. A lease in these terms would be the equivalent of giving the playing fields and the Pavilion to the BSLA for nothing for the BSLA to do whatever it wishes with them. The Council cannot do this in any case, as the Local Government Act 1972 requires it to obtain best value on the disposal of any asset. However, the Council’s primary aim is for the playing fields and Pavilion to be completed as soon as possible, so that they can then be run by a party working in partnership with the Council for the benefit of the whole community. The Council has reluctantly been forced to conclude from the BSLA’s stance that it does not share this aim. The present position is that if the BSLA is to retain any chance of arguing its claim to the control of the playing fields and the Pavilion, it must bring court proceedings by 30 May 2014. If it does not, the Council will then take control of both and can then proceed to complete all outstanding works with a view to bringing them into full use as quickly as possible. If the BSLA does bring court proceedings, the Council will defend them, and has been advised that its prospects of doing so successfully are very high. The Parish Council would like to reassure residents that it is committed to protecting the playing fields as an extremely valuable asset and important village amenity and delivering a completed Pavilion.

I feel compelled to write to the council regarding the update on the pavilion and lease situation published on the website. I have lived in Bramham for the past 52 years (all my life) and as a teenager I attended the Youth Club run by the late Mrs Barton. Over forty years ago Bramham Village were fortunate enough to receive a pavilion from the Yorkshire show ground. This was to be erected upon the games field but for one reason or another it was left to rot and was never erected. I along with many other residents have long awaited a pavilion to be built upon the playing fields and looked forward to using this facility and enjoying all the community interest and spirit that it could generate. I would therefore like to voice my opinion with the present situation that the BSLA find themselves in. the ongoing battle between yourselves and the BSLA seems very unnecessary. I would like to ask why monies cannot be released to at least finish and open the pavilion and stop it from further going into disrepair due to damp etc? It would be a great shame to watch history repeating its self, to see this newly erected pavilion falling into an unusable building. Your bullish statement, basically goading the BSLA to go to court because you think you can win makes me cringe. I certainly do not want my Council tax spent fighting the BSLA, a village club with a facility that has lots to offer if given the opportunity to open. I would like to question if the BSLA do not have a valid lease allegedly signed October 2008 ‘’how did they get planning permission and access grants etc?’’ I would like to also take this opportunity to challenge whether you are capable of been responsible for the handing out of over £278,000 of money, whilst not having a full and balanced committee. When will elections to fill the two vacant positions be held? I also question, do you have a good balance of people on the committee, unbiased and who are in full support of all groups and committees in the Bramham community? I believe that there are several other issues that need to be addressed if there are funds to be handed out:Seats in the Bus Shelters for the elderly and disabled Speed restriction /ramps around Bramham School Toilets in the senior citizens centre Completing and opening the Pavilion. As someone who has been involved in groups in this village in the past i.e. Bramham Scout Leader, Bramham Youth Group Leader, Bramham School Governor / PTA and also Governor at Wetherby High School, I realise how challenging, frustrating committees and making decisions can be. I have, in the past, been involved in raising money from bids, grants etc and I am wondering what is the situation on the money used to build the pavilion if the council takes it over will this have to be repaid? 35 SAVE BRAMHAM’S PLAYING FIELDS BSLA is seeking a 99year lease of the Playing Field. This is the only sizeable and significant public access green space in the village. Most other pockets of amenity space were eventually sold as building plots. In 1968 Bramham PC opened negotiations to purchase 8.4acres of Ramsden’s and Cundall’s paddock which it had previously leased from WRCC as a playing field. Negotiations were protracted with LCC also wanting the land as successors to WRCC, but eventually a valuation was agreed for 6.55 acres for £4000 ( -LCC retaining Cundall’s :now sold and built upon). The village raised and paid the cash Oct 1973, but completion was delayed until the very last few days of local government reorganisation with LCC insisting on receiving a further 0.5acre ( -but NO rebate for Bramham). Throughout this period BPC kept the parish informed, with the promise:“…this land shall be held by the village as a playing field for ever”! In 2000 LCC as the primary authority, attempted a land-grab on Freely lane. This was resisted by BPC and eventually an Option Agreement was reached which released a strip of land for road widening. Over the years there have been 7 proposals to build facilities on the field, several of which were sponsored or encouraged by the parish council. BSLA was set up to progress the building of changing rooms using monies from the Community Fund with additional monies from the Option Agreement dependant on the sale of Bramham House site. In 2011 BSLA failed to get a satisfactory mandate from the village, and was severely criticised for lack of a viable business plan. It decided to start the build anyway. Sale of Bramham House failed to materialise and the pavilion was in limbo, until a facility was arranged which released early payment of the Option monies. In 2013 BSLA finally published its business plan, and it became obvious that they intended to use the playing field as a chargeable asset, hiring out wherever possible and charging subscriptions from users, including parish residents (with “… perimeter fencing to be secure to prevent unauthorised access” -BSLA business plan 4/13). The most vociferous of the BSLA trustees is not even a Bramham resident. He is in fact a Leeds politician. A lease to BSLA with Cllr Proctor as the dominant trustee hands the playing field back to Leeds ( “-a rare resource for the metropolitan area of Leeds and wider afield” -BSLA business plan 4/13) and we bought it originally to keep it safe for the parish. A lease to BSLA takes the playing field out of the hands of the community with unknown consequences. Bramham residents will be charged for using a playing field which already belongs to them. Paul R. The Judges take the overall appearance of the village into account and litter will obviously cause a detraction. The Hotel Bill - Don't mess with Senior Citizens An older lady decided to give herself a big treat for her 70th birthday by staying overnight in a really nice hotel. When she checked out the next morning, the desk clerk handed her a bill for £250.00. She demanded to know why the charge was so high. "I agree it's a nice hotel, but the rooms aren't worth £250.00 for just an overnight stay! I didn't even have a fried breakfast." The clerk told her that £250.00 was the standard rate and a fried breakfast had been included had she wanted it. She insisted on speaking to the Manager. The Manager appeared and forewarned by the desk clerk, announced: "This hotel has an Olympic-sized pool and a huge conference centre which are available for use." "But I didn't use them," she said. 'Well, they are here, and you could have," explained the Manager. He went on to explain that she could also have seen one of the in-hotel shows for which they were so famous. "We have the best entertainers performing here," the Manager said. "But I didn't go to any of those shows," she said. "Well, we have them and you could have," said the Manager. After several minutes discussion and with the Manager still unmoved, she decided to pay, wrote a cheque and gave it to him. The Manager was surprised when he looked at it. "But madam, this cheque is only for £50.00." "That's correct I charged you £200.00 for flirting and cuddling me " she replied. "But I didn't!" exclaimed the very surprised Manager. "Well, too bad, I was here, and you could have."
