anuary in Spain is a transition time from the celebrations of Three Kings to the normal activities. Nobody knows what this year will bring in the continuing saga of “illegal houses” and their “regularization” in this area. Arboleas council have announced that if seven houses are ultimately given a demolition from the court in Huércal-Overa they will compensate the owners who all bought “in good faith”. Perhaps this will set a precedent for other town halls, where the number of “problem” properties is not too high. Monetary compensation would help to sweeten the bitter pill, as we suggested in our Cantoria article recently. Huércal-Overa is embarking on an “original version” of films at their municipal cinema with three films in English. This is in recognition of the number of UK inhabitants and for those Spaniards who are learning English. We have information on the remaining two of these films in our “What's On” section. With their recent shared traditions event, joining the Spanish and English inhabitants together, no-one can say they are ignoring this sector. Unfortunately many other town halls seem less interested. At Huércal-Overa they celebrate a unique event in the town on February 8th. This is called “Noche de las lumbres” (Night of the fires). This year it is the 273rd anniversary of their parish church Nuestra Señora de la Asunción being finished. Religious statues and artifacts were carried from the existing church through the streets. As this was not

completed before night fell they lit torches and bonfires to help illuminate the streets. To commemorate this event bonfires are lit every February 8th. Friday, February 14th is of course St Valentine's day. Spanish restaurants, large bars and hotels now feature special events and enter into the swing of it the same as other nationalities. Not many years ago the Spanish population ignored this date totally as it was not one of their traditional celebrations. February 28th is the anniversary of the constitution that made Andalucía an autonomous region in its own right. This year it falls on a Friday and banks, municipal offices, and many other professional offices will be shut. Easter Sunday this year is April 20th, so working backwards, Shrove Tuesday or “Mardi Gras” is on March 4th. “Mardi Gras” was designed to be the last fling before the Christian period of Lent starting the next day and is carnival time. The Águilas carnival is recognized as a very famous and lavish event culminating in three large processions. These take place between Sunday, March 2nd and Saturday, March 8th. Cuevas del Almanzora have their own carnival events with participants and spectators wearing colouful masks. This year Easter is late, so the carnival events will hopefully be warmer for both the scantily clad female participants and spectators in Águilas than when Easter is much earlier. Spanish cities like Cádiz hold enormous carnival events that are widely televised. Easter Sunday comes forward to April 5th next year, so all the prior events will be earlier as well. Apart from the carnivals, the religious bodies that organize the Easter processions in Holy Week are starting to get ready. Almería city has many processions and they carefully watch the weather. Last year they closely monitored the weather forecasts from Almería airport who update their predictions for aircraft every hour. High winds or heavy rain can result in havoc and cancellations. A few years ago, an Almería press photograph showing a group of young women in tears when their procession was called off, made the front page of the Spanish national newspaper El País.

Focus on Local News The A-7 Motorway For a very long time, the A-7 motorway from Almería to Málaga province known as La Autovia del Mediterráneo has had major chunks missing. A senior government politician and the government delegate to the Junta de Andalucía have both promised recently that major funding will be allocated in 2014 and 2015. Ana Pastor from the Ministry of Transport has promised that by April 2015 all the missing sections will have been completed. She also stated that early this year two more sections will be open. With long delays and over budget costs this motorway has only progressed very slowly. Gabriel Amat, president of the Almería “Partido Popular” party, says that the whole stretch from Almería to Málaga is going to be open from 2015 and is of vital importance for the heavy traffic and tourism. Cynics say this is just another promise and they eagerly wait for any more work that finalizes this ongoing saga.

'Primark' started laying off some of the staff who all have a short term contracts. Employees found that towards the middle of January some 40 people had been laid off and there were strong rumours that more would follow. Attempts to contact the stores by the press were unsuccessful as they have no published telephone number or email. Their Spanish website only gives the head office contacts in Ireland. It is by no means unknown for large companies to employ “surplus” staff at new premises and then slim down their work force. For those employees who thought they had secure jobs with an established company, this is not good news in the New Year at all. Inauguration of the Guitar Museum

The EU and the “AVE” The Spanish Ministry of Transport has been advised by the EU that any agreed funding for Almería or other locations in Spain will only be advanced if all the studies for the various sections have been completed and put out to tender. This is to tighten up the advance of funds where projects are unresolved. The next review of EU funding will take place between April an June. For remaining sections of the high speed train from Murcia to Almería, this means that if all the links are not fully ready for execution they may miss out on the 2014 allocation. In 2013, Spain submitted 34 high speed train projects to the EU, to a total of 865 billion euros. At present, the conventional rail link from Almería to Granada, some 200 kms, takes the same time as the 500 kms high speed link from Granada to Madrid.

Almería Guitar Museum

Long term plans for a guitar museum in Almería city became a reality when the museum was officially opened on December 20th. The museum has been named “Antonio de Torres” in honour of the very famous guitar maker who came from this area. Apart from a host of exhibits, videos can be watched that chart the emergence of the guitar in Spanish musical history, and the life and work of Antonio. The internationally famous guitarist from Almería, José Fernández Torres known as “Tomatito”, has had a major hand in the setting up of the museum. Domestic flights from within Spain are still suffering from the economic situation and were marginally down as well. A total of 11,000 flights in all were recorded. With the discounts in airport taxes for 2014-2015 on new routes it is anticipated that figures in 2014 will show a steady increase.

“Illegal” Houses In our article following the demolition of two houses in Cantoria we suggested that a compensation fund for owners who had bought in good faith was a vital necessity. Arboleas council have agreed that if seven houses in the Los Carrascos area are ultimately demolished they will pay compensation to the owners. There has not been as yet a demolition order made against these properties by a court in Huércal-Overa. The mayor of Arboleas, Cristóbal García and his council, have slightly jumped the gun, and also withdrawn the building licences given in 2007. Cristóbal García has said that they will do everything they can to regularize these houses, if possible. Of course, Arboleas has a very large ex-pat UK community of owners and inhabitants. Some weeks ago in Macael the mayor presented the owners of 18 dwellings with a certificate that recognized the existence of their properties in accordance with the requirements of the Junta de Andalucía decree of January 2012. This is the first such fully completed action and result in Almería province that now gives full protection for these owners. The mayor Raúl Martinéz has proved that this is possible and is working on the next phase of regularization for other owners.

In 2013, the UK took more exported wine from Almería than Japan and the US, previously the main customers. 36% of the exports went to the UK, 20% to Japan and 15% to the US. Hong-Kong and South Korea are also taking more wine than before. In total some 305,000 litres were exported, 44% more than in 2012. New Bédar Venture In February, an Eco Center starts up in the Bédar area. It is intended to be a regional hub for ecoeducation, holistic and healthy living, for individuals and families, with activities to teach practical solutions. Anyone can become a member, wherever they live and whatever their background, as long as they have a real desire to share expertise, skills, or resources and to learn from other people who are committed to education and sustainable lifestyles. Villaricos Green Light The Junta de Andalucía and the port authorities have approved plans at Villaricos to develop areas near the port. Just under 1,400 sq metres, split between La Balsa and La Esperanza zones can be developed to include a marine chandlery, premises such as bars and a restaurant or other leisure activities. Private investment estimated to be a total of 450,000 euros needs to be obtained as new buildings will have to be constructed. Activities such as a disco or night time entertainment will not be approved. As regards the actual port, authorization for a land-based repair and maintenance facility has been given including necessary slipways. All the proposed developments must not infringe on pedestrian areas and have to comply with safety regulations.

“Salud Responde” The 24hr 365 days a year health department “Salud Responde” has been in place in Andalucía for 10 years. 8.4 billion requests for appointments and many other services available have been made in this period. Their dedicated number 902 505 060 has handled 5 billion appointment dates and times. Surveys of users have given a rating of 9.4 out of 10. The department offers a wide variety of assistance and information. Whilst the system can be accessed via the Internet at saludresponde@juntadeandalucia.es, a new free “app” can now be downloaded by entering “Salud Responde” at App Store, Google Play and Blackberry World. This will soon be extended to the Windows system. Immediately after this was announced, some 17,500 people downloaded the app, and 4% of all requests for appointments came from the new facility. For enquiries or assistance in a language other than Spanish, this can only be made at present by using the telephone number.

Aaron Paul The famous American film star Aaron Paul had a leading role in “The Book of Exodus” largely filmed in Almería province. Unlike Christian Bale, he regularly explored the surrounding area close to a top floor apartment he rented above the Plaza Vieja square in Almería city. Local bars and restaurants were visited, and general praise was given via tweets. An American newspaper has revealed that he is in the process of buying this apartment and intends to spend time in Almería with his wife Lauren when he

The Almería film commission had already decided to honour his performance and stay in the area with an award, as he had shown such a keen interest in the area. Christian Bale declined to have a “star” set into the pavement recording his role as Moses saying he was too busy to attend any ceremony.

Lottery Success In the December 22nd “El Gordo” lottery, 11.2 million euros was distributed in Adra. An association of women sold the tickets, part of the 3rd prize, with some of the winning tickets bought by staff at the El Ejido Poniente hospital where the president of the association is an employee. Each of the 224 tickets sold for 23 euros won 50,000 euros. The association had started off with 300 tickets but returned the unsold ones to the lottery office. If they had sold all of them the total amount won would have been 15 million euros! A sheet of 10 tickets sold individually in Almería city won a total of 200,000 euros as part of a 4th prize. In the “El Niño” lottery on January 6th, 750,000 euros was won in Tíjola as part of the 2nd prize. 75% of all available tickets for both lotteries were purchased throughout Spain. The state lottery claims back the winnings from unsold tickets that would have won a prize if sold.

Pedro Llamas – Again! The ex-mayor of Cantoria, Pedro Llamas, heavily involved in the scandal of 4 “illegal” houses, has been in trouble again. The confirmed criminal sentence regarding the four houses was that he was given a prison sentence (suspended) of 2 years, and a ban on holding public office for 23 months. Before Christmas, opposition councillors made an official complaint that Pedro Llamas frequently went to the municipal workshop and gave council workers orders relating to their daily schedule, often quite different from their official instructions. They also complained that on a variety of occasions he had used a key he still had to the mayor's office, and had discussions with staff and visitors. Pedro Llamas told the judge in Huércal-Overa that the new mayor needed his assistance at times with council affairs, and the complaints were politically motivated!

Very Expensive!

Got The Message!

In 2006, the Garrucha council ordered 200 stainless steel street waste paper bins. The cost was 900 euros per bin, so a total cost of 158,000 euros. The present council have refused to pay this bill, stating that the “normal” cost for bins of this type is 120 euros including IVA (VAT). Consequently, the supplier Metalisterías Costas S.L. went to court. An Almería judge has ruled that this bill, plus interest, has to be paid. The judge highly criticized the ordering of these bins, with very little paperwork and apparently no written contract exists (or can be found) at the town hall. He suggested that internal action within the council should be taken, but the ordering of the bins “appeared” to be a legal contract He ruled that the company had delivered all the bins that had been in use since 2007, and they were not actually defective in any way.

Traffic police mounted a large operation before Christmas against drink driving. Throughout the province they carried out 2,800 random tests and only 34 of these exceeded the permitted level of alcohol. In a similar campaign last July, the number of drivers over the limit was twice this number but still a very small percentage. In addition to the random tests in December, two drivers proved positive after perceived traffic offences and one following an accident. The average age of the drivers who tested positive was between 30 and 34 years, and young drivers in particular seem to have decided that drinking and driving are not compatible. Since 2006, when the new points system came into force with the corresponding fines, or loss of licence, 8,500 drivers in Almería province have been given some form of sanction because they were over the limit.

Focus on Local News continued Drugs Hauls In 2010, the National Police set up two specialized units in Almería city and El Ejido to combat the organized drug crime. They operate throughout the province in conjunction with the Guardia Civil Police. In 2013 they seized 7 tonnes of drugs with a street value of 8.3 million euros. In January 2013 they seized 2.6 tonnes of cannabis resin after following a lorry to Huércal-Overa, and later in the year another 2.4 tonnes. This operation that broke up a vigorous dedicated gang also resulted in the confiscation of 12 vehicles, 14 zodiac type craft with high speed outboard motors, numerous small arms and sizable amounts of money. Altogether with other operations they seized 5.6 tonnes of cannabis resin, and then other drugs such as marihuana. Some of the drugs seized were destined to be transported to other regions outside Almería province.

A local parish priest who is an art fanatic purchased the painting from a family in Seville who thought it had been painted in the 19th century. Experts in Seville examined the painting and undertook a restoration project that confirmed the suspicions of the priest that it was a work by Murillo. The “Ecce Homo” painting is very similar to another known work of Murillo in Cádiz. The painting can be seen in the Guadix cathedral throughout 2014. Many museums outside Spain have other paintings by Murillo, mostly of a religious nature, as he is considered one of Spain's most famous painters. Carboneras lighthouse

The “PIVE” Plans The government incentive scheme that with manufacturers subsidizes the purchase of low emission vehicles has proved a big success with every scheme so far. The 4th scheme started on October 30th with a government grant of a total of 70 million euros. Manufacturers match this sum of money as a minimum amount, often more. New purchasers of vehicles receive a minimum of 2,000 euros discount. By the middle of December, sales and orders in the pipeline had almost used up the funding. In 2013, with this and previous schemes, some 720,000 private vehicles were sold. The Spanish motor manufacturers produced over 2 million new vehicles in 2013, 9% more than in 2012 which was also considered a very good year. The government announced on January 10th that a plan “PIVE 5” would be introduced with a budget of 175 million euros, designed to last until the end of 2014, depending on sales. Manufacturers and motor traders are hoping that a figure of 800,000 new vehicles sold will be achieved this year. The government get back the “IVA” (VAT) on new car sales and also the first registration fees.

Lighthouse Tourism

Lighthouses perform a vital function in indicating their location and coastal boundaries. Apart from this they have no other function except many of them are a very good example of marine construction methods when they were built. Many of them are also in areas of natural beauty or areas of special protection. The Spanish Ministry of Transport has decided that their adaption as a tourist attraction is a very worthwhile proposal. There are eight lighthouses in Almería province. Some of them present special difficulties for any other use, but the others (mostly with associated buildings) might prove popular with tourists. Of the 187 lighthouses in Spain, about 25% have other uses such as museums, marine investigation centres, restaurants or accommodation. The Garrucha lighthouse in this area has already been incorporated into the marine A Famous Painting museum. Focus on Local News continued Almería to Seville The subsidised flights from Almería to Seville that have made this journey relatively cheap and vastly quicker than a road journey came to an end on January 14th. The Junta de Andalucía who started off these flights needed permission for the subsidies from central government. This was forthcoming four years ago on the grounds that it was a “public service” necessity. Average passenger numbers have been more than 50% of capacity and the subsidies amounted to 12 million euros. Plans to continue this service that needed to be put out to tender from interested airlines got bogged down with the Junta de Andalucía and central government accusing each other of delays. The Junta had proposed some fine tuning of the number of flights and the timing, so that the same amount of money paid for the rise in fuel costs since the flights were started, without any serious changes. Central government said they could not approve a new contract until all the details had been agreed! 'Air Europe' then stepped in and offered to continue the flights without any subsidy until all the agreements over the new contracts had been finalized. This was agreed and 'Air Europe' took over from January 15th with a return ticket price of 100 euros. From the middle of February, 'Air Europe' is also flying from Almería to Madrid.

Traffic Regulations Changes Just before Christmas, the proposed changes in traffic regulations in Spain were passed in the government congress (similar to the UK House of Commons). After being confirmed by the senate these changes should be put into practice before Easter. By then the notifications of the changes in the speed limit on certain sections of motorways will have been incorporated into the overhead gantries that display traffic information. The amended speed limit of 130 km/hr will be displayed when weather and traffic conditions are suitable on the chosen sections. A late amendment to other changes is that any driver whose alcohol reading is more than twice the present limit, so 1 mg of alcohol per litre of blood, will be fined 1,000 euros. It is not clear whether this “twice the limit” will apply to new drivers as well as professional drivers who have a lower limit anyway. The controversial proposal that

young cyclists under the age of 18 have to wear helmets in urban areas was changed to apply to those below the age of 16. Cyclist associations have been trying hard to lobby for this to apply only to young cyclists under the age of 12, but the traffic authorities insisted that the new regulations would save lives and serious injuries.

Wind Power Wing farms can supply a considerable amount of electricity if the conditions are suitable. In the last week of December, with high winds, 48% of the demand for electricity in Spain was met by wind turbines. A record of 54% was recorded on Christmas Eve, and 40% of the demand was met in the first week of January. This amount of electricity has a large effect on the cost of other fuels to produce electricity which is an ongoing row between the government and electricity supply companies. The wind power during the first week of January reduced the fuel costs by 68% compared to the average weekly cost in December.

New Registrations 6,514 new vehicle sales were registered in Almería province during 2013. Volkswagen led the list with 600 new vehicles and a rise in market share of 10%. Peugeot sold just 20 fewer vehicles but with an increase of 24%. Citroen came next in the list but with a drop in sales of 6%, followed by Seat who lost 10% of their market share. Kia increased sales by 30%, and again beat Ford, although their sales were up 26%. Hyundai only sold 350 vehicles but led the increase in sales, up by 36%. These sales overall were 7.4% higher than in 2012, and over 2% better than

The EU have agreed that health warnings on packets of cigarettes or tobacco have to be increased from the 40% area at present to 65%, and at the top of the packets, above the trade name. Health professionals had asked for an area of 75%. Flavoured cigarettes such as those with a taste of strawberry or vanilla are to be banned. Menthol cigarettes have to be totally withdrawn by 2020. Electronic e-cigs are available at many chemists as being a means of stopping smoking by reducing the amounts of nicotine, but they can now be generally available in shops or tobacconists as well. They are already on sale in tobacconists in Spain but only to persons over the age of 18. It is up to member states whether they prohibit their use in any particular location by considering them a “tobacco” product. Manufacturers insist that as they contain no tar or other chemicals found in normal cigarettes or tobacco they are not a tobacco product at all, and there is no “passive smoke” problem. The Junta de Andalucía have provisionally banned the use of e-cigs in health centres, hospitals and schools from January 1st, and are to conduct an analysis of the e-liquids to determine their exact composition in case any harmful chemicals are present, and to check that contents listed by the manufacturer are correct. The ban in schools is designed to stop young people using non-nicotine liquids, but then switching to the nicotine version.

The Albox Motorway One of the very few projects approved for funding by the Junta de Andalucía in 2014 is the continuation of the Albox motorway from El Cucador to the A7 motorway. The EU have now accepted that this motorway is of “major importance” and will make a grant of 63 million euros. This applies to the Albox by-pass from Fines to El Cucador. It is likely, now that this funding has been approved that more funding will be made available for the latest stage. Application for EU funding was first made in 2011. Off The Beaten Track Of the ten villages in Andalucía with the smallest number of inhabitants, six of them are in Almería province. The one with the smallest number of inhabitants is Benitagla in the Filabres-Alhamilla area. It has 78 inhabitants, just beating the smallest village in Andalucía that has 65 inhabitants! Benitagla has no businesses or bar and 47% of the 78 people are over 65 years of age, with almond growing as the main activity. Beires at the foot of the Alpujarras has 111 residents, again mostly pensioners. Alsodux, 21 kms from Almería city, boasts 149 persons, an increase on previous years, as some British ex-pats have chosen to live there. Again, agriculture is the main activity. A wedding in 2011 was the highlight in Alcudia de Monteagud in the Los Filabres area. It has lost 20% of the inhabitants in the last ten years, and now has 151 people, but only 30% pensioners. In this Levante region, Cóbdar is the fifth smallest village in Almería province with 156 people. 16 nonSpanish residents have helped to keep the number up, mostly Brits, and there are six businesses including bars. Another Big Wrangle! 2013 has seen the Spanish Ministry of Industry led by José Soria battling with the suppliers of electricity to totally re-organize the industry and stop large price rises. These new regulations and restrictions apply to the provision of electricity and consequent costs such as distribution and maintenance that make up about 55% of electricity bills. The other 45% relates to the price of buying fuel such as gas, fuel oil and coal to run various power stations. Nuclear plants, wind farms, and hydro-electric installations do not need a supply of fuel to operate. Just before every quarter so far, there has been an auction that determines the cost of these fuels. At the December auction for the first quarter of 2014 they was immediate outcry when the electricity suppliers said that their fuel costs had risen by 27%. In relation to electricity bills this would have meant a rise of 11%! A clause in regulations from 2009 allowed the Industry Department to call for an immediate investigation within 24 hours of any auction. José Soria invoked this clause and the department responsible for market prices and anti-competition practices responded by stating that “at best”, the auction was highly suspect. In the days following this auction it was immediately clear that fuel prices on the open market had dropped considerably. José Soria revoked this increase and the department is now working on a new scheme for the purchase of fuels. He agreed an average rise in electricity bills of just 2.3% from January 1st, including a 1% rise in generation and distribution costs. Battle lines have now been drawn up again! The cost of domestic electricity in Spain is now the 3rd highest in the EU, closely followed by the UK in 4th place.

A “Good” Year Death through traffic accidents is always a tragedy for the families and friends of the victims. In 2013, some 27 persons were killed on the roads in Almería province. The number does continue to fall, 8 less than in 2012, and only in 1964 (with no large numbers of cars) were there fewer deaths. 16 of the 26

No Takers In 2010, the Andalucían port authority spent 1 million euros improving various facilities at the Roquetas port. A new port side development of 11 premises, designed to be used for bars, restaurants and tourist leisure activities was opened, considered to be a prime site. Interest in the project seemed high, but to date only one ice cream parlour has opened. The rents have now been reduced by 35% to generate more clients.

Going to the Cinema Spanish cinemas are struggling to attract clients. The hike in “IVA” (VAT) from 8% to 21% in 2012 didn't help at all, although the government is considering a reduction. Some 300 cinemas throughout Spain are launching an incentive plan called “Wednesdays at the cinema”. All tickets will be sold at 3 euros 90 céntimos, and this will apply to the Almería city and Roquetas multi-screen cinemas. This price will also be maintained for any 3D films on offer. HuércalOvera are incorporating English language films into their 2014 cinema schedule, in recognition of the ex-pat population, and Spanish persons studying English. They are screening the 2012 US romantic comedy/drama “The silver linings playbook” on February 20th and “The Hobbit” on March 13th. (See our “What's On” section).

So Now You Know... Evinrude Outboard Motors Ole Evinrude was born in Norway in 1877 and his family emigrated to the US five years later. He started making small internal combustion engines but then realized they could be adapted to boats. In 1907, he founded 'Evinrude Motors' and began to develop its first outboard motor, a one-cylinder model, that became an instant success. In 1921, he formed the 'Elto Outboard Motor Company” 'with an improved two cylinder design. Improvements in design and power revolutionized recreational boating and the performance of military marine craft. In recognition of his importance, an annual “Evinrude Award” is given every year at the New York boat show for the best recreational boating innovative design. The Clockwork Radio Trevor Bayliss read in 1991 that radio programmes were vital to help give information about HIV problems in Africa but lack of batteries and mains electricity was a handicap. He made a prototype radio where a clockwork spring provided enough power when it wound down. In 1994, his invention was featured on the BBC “Tomorrows World” programme and a manufacturer agreed to start production in South Africa. Trevor became a famous personality on talk shows and media interviews. Unfortunately, the manufacturing company changed his design somewhat and claimed their own patent, so Trevor had no more income from his invention, although he got an OBE award. The Largest Container Ship The Danish “Majestic Maersk” was launched in September 2013. The first of 20 sister ships, it became the largest container ship in the world. It is 400m metres long (about the same as four football pitches), 73 metres high and can carry 1,800 containers. The ships are known as “The Triple-E Class”, standing for economy of size, energy efficiency, and environmental improvement. It is designed for the Asia to Europe route and has already visited the port at Algiceras, the only port in Spain that is big enough to take it. Built in Korea by Daewoo Shipbuilding, a staff of just 22 people can operate the ship. The whole fleet of 20 ships will be finished during 2015.

Performing Rights When plays or music are performed by persons other than the original author or composer, a fee known as “Performing rights” has to be paid, normally for 100 years. The top earning song ever is “Happy Birthday to You”. The melody was written in the 1890s by Mildred Hill. Her teacher sister Patti wrote the first lyrics “Good Morning to You”, later changed to “Happy Birthday To You”. They won the copyright and performing rights until 2030 in a court case, and it became the mega-classic hit of all time. Annual royalties estimated at 2 million dollars go to a kindergarten fund set up by the Hill's family and Warner/Chapell Music who bought part rights in 1988 for 25 million dollars. HMV The first 'HMV' store was opened by the 'Gramophone Company' on London's Oxford Street in 1921 to sell records and then the name was used for their television and radio sets. HMV stands for “His Master’s Voice”, the title of a painting bought by the company in 1899 of the dog “Nipper”. The retail side of the business began to expand massively in the 1960s and became the HMV Group. They bought the 'Waterstone's' company book shops from W.H.Smith in 1998, and the live music management company 'MAMA Group' in 2009. In 2013, after going into liquidation, the 'Hilco UK' company bought all the assets for 50 million pounds. The London Tower Bridge In the 19th century, traffic was so dense over London bridges that a new bridge that did not impede river traffic was proposed. In 1876, the project was approved but work did not start until 1884 and took eight years to complete. 11,000 tons of steel were used for the framework that was clad in granite and stone. Steam engines that raised the drawbridges were replaced with electrically operated hydraulic oil in 1976. Overhead pedestrian walkways were closed in 1910 through lack of use but now form part of the bridge museum. In 1952, a London bus driven by Albert Gunton jumped from one half to the other when the bridge began to rise with the bus still on it.

Cruise Ships

he Almería tourist board and the port authorities are still working hard to attract cruise ships to dock in Almería port and provide a wide range of options for the passengers that embark here. So far this year some 24 cruise ships are scheduled to dock at Almería with a total of 15,000 passengers. When the final figures for 2013 were available some 29 cruise ships had docked, but only with 12,000 passengers. Like aircraft, the increasing size of cruise ships means that each one has more passengers and crew. At the start of 2013, only 22 ships were on the schedule, so another 7 booked in during the year. In April, the very large cruise ship, “Eurodam”, from the Holland American line comes to Almería and in September the “Millenium” ship from the Celebrity X Cruises company. Sister ships to the “Eurodam” from the Holland America lines, the “Rotterdam” will arrive in May, followed by the “Maasdam” cruise ship at the end of the year. The number of all the cruise ships that docked at ports in Andalucía during 2013 were less than 2012, but brought in 324,000 passengers. Cádiz managed to slightly increase both the number of ships and passengers in 2013. Cruise ship tourism in previous years was one of the “boom” activities and Spain is still the third largest country for European maritime tourism, behind Italy and Greece. Barcelona started capturing the cruise ship market in 1992 coinciding with the Olympic Games. It is now the largest cruise ship port in Europe, and fourth largest in the world. Good flight connections into Barcelona attract many US passengers. Nowadays, cruise ships have a large variety of on board activities and they cater for a much wider passenger base who can now afford a 7 day or 14 day maritime holiday. The reduction in prices, typically 500 euros per person for a 7 day cruise, resulted in 600,000 Spanish tourists a year, 890,000 Italian tourists, and 1.2 million German passengers in 2010. Economic restrictions have

reduced these numbers today. The highest number of 1.6 million UK tourists, part of the 60 million foreign tourists who came to Spain in 2013, came on a cruise ship. One of the attractions of a cruise is that usually young children sharing the same cabin travel free. Buffet restaurant service available 24 hours a day has replaced wearing evening dress and a fight to sit at the captain's table for dinner! The average expenditure of cruise ship passengers who come ashore at the stop off points is high, but when hotel rooms at the embarkation and departure ports are taken into account this can triple.

Trinidad Cabeo is in charge of the Almería port authority and she considers that Almería is an ideal stop off point for ships that dock in a Spanish Mediterranean port and then go on to Italy or France. Together with the tourist board they have created the “Almería cruise club” consisting of companies that offer diverse activities. Some tourists want to go to Granada, but the film locations and guided tours of the “old” city of Almería including the castle are popular. A new idea is tours of the cutting edge technological fruit and vegetable companies. Some passengers just want to spend the day browsing round the shops, bars, or restaurants. Attractive printed material in the appropriate languages is a must when passengers on board are choosing and booking their stop off activities. In 2014, after the tourist boom in Spain of last year, cruise ship passengers will hopefully also increase in numbers, in Almería as well.

A New Museum

hilst painters, cleaners and carpenters were carrying out the finishing touches, a new museum dedicated to the Spanish guitar was finally opened in Almería city in December. This is the first such museum in Spain that deals exclusively with the history, building and performance of the Spanish guitar. The museum has the work of Antonio Torres featuring heavily in all aspects, and has been designed to feature his life, different periods of guitar making and a large number of his guitars. Some exist in this area and have been collected together, whilst other guitars have been loaned to the museum from almost every area of Spain. Antonio de Torres Jurado was born in Almería city in 1817 and was apprenticed to a carpenter. It is believed that he first worked for a guitar maker in Granada in 1842, but Antonio then moved to Seville, experimenting with the traditional designs of guitars to be found at the time. In 1850 he met the renowned guitar composer and performer Julián Arcas who was also born in Almería, and was encouraged to make guitar building his main activity. The annual internationally famous Julián Arcas classical guitar competition held in Almería city is designed to keep the performance standards of classical guitar playing at the highest levels. Antonio Torres made the size of normal Spanish guitars larger, and made the soundboard curve in both directions. Added to this he then designed supporting struts between the top and bottom panels of his guitars. This resulted in a very clear and balanced sound and he is now considered to be on a similar level to Antonio Stradivari who perfected the design of violins. In 1852 he was awarded a prestigious first prize for his design, presented by the sister of the Spanish Queen Isabel II, at an exhibition in Seville. Antonio reached the peak of his guitar building during the 1860s, and died in Almería city in 1892 where he had returned to continue his work. Apart from the use of nylon for the strings and metal pegs instead of the original bone pegs, his classical Spanish guitar design is unchanged.

The new museum is spread over three floors and one of them is a reconstruction of his workshop showing a guitar being manufactured. His building methods and glues and materials he used form part of this area. Over 80 examples of his famous guitars are on display with descriptions of their variety and importance. Visitors pass under an enormous cut away guitar depicting his typical design. Another floor features a photographic display of famous guitar players such as Paco de Lucia, Jimmy Hendrix, Santana and Jimmy Page. The internationally famous flamenco guitar player from Almería known as “Tomatito” has his own space. Unfortunately his concert commitments meant that he could not attend the official opening. Interactive displays allow visitors to hear for themselves the evolution of the Spanish acoustical guitar and the electric guitar. As well as a performance area there is also a recording desk. Finally, there is an exhibition area where various aspects of guitar making and guitars will be on display in a series of temporary exhibitions with items assembled from all over Spain. The museum is officially called “El Museo de la Guitarra Española Antonio de Torres” and is situated in Almería city behind the cathedral in Calle Ronda del Beato, Diego Ventaja. Public opening hours are Tuesdays to Sundays, 10am-1pm, and also on Fridays and Saturdays from 5pm-8pm. It is anticipated that it will become a major tourist attraction and an important performance venue.

Unfinished Projects

ost town halls have now announced their expenditure plans for 2014. In general they are less ambitious than in recent years. Council members from some political parties in opposition still claim that many of the planned expenditures are based on unrealistic incomes. In MojĂĄcar and Vera it is claimed that the expenditure assumes that everybody pays their rates in 2014. This does not happen normally! There are also claims that the stated amount of income from building licences is fictitious. Apart from this, there are many municipalities in this area where there are unfinished projects. There are no budgets in 2014 that will solve this problem quickly.

euros. Annual running costs were initially estimated at 600,000 euros, another amount that would be impossible to find today with 15 years of increased costs, even if the work was completed. In Vera, the ambitious theatre, concert, and cultural centre has been worked on by three different construction companies with an expenditure so far of 3.2 million euros. Vera council asked the Junta de AndalucĂa (the governing body for this area) for an injection of another 1.8 million euros in 2011. This was not forthcoming as there are many deficiencies in the building so far. One of the most amazing problems if it is ever opened, is the claim that from the back of the balcony it is not possible to see the stage area if the front part is full. Garrucha sports centre

In the boom construction years, money flowed into the town halls from building licences. It seemed that this was a cow that could be milked for ever. Some enormous projects were started with existing funds or bank loans. Carboneras is now famous for the El Algarrobico hotel fiasco, but the planned sports centre is a larger problem for Carboneras regarding town hall expenditure. This enormous building was first started some 15 years ago, right at the start of the building boom. The initial budget was some 3 million euros. The centre was designed for an enormous increase in inhabitants. So far, with no future date to be properly finished, the cost has been 15 million Sports centres are very costly to build, even with some grants. The supply of electricity is a major Vera theatre expense. Los Gallardos managed to overcome this problem eventually, but even the football pitch at Garrucha has problems with the provision of electricity. Their sports centre has cost a fortune so far with a likely finished cost of another 3.5 million euros. Like Carboneras, critics say it is designed for a population three times the actual figure. The major problem if these sports centres are finished is the cost of running them. In HuĂŠrcalOvera, a private company put up 5 million euros together with another 2.3 million from the town hall and a grant from the Junta for the construction cost. The private investment was in

return for a long lease and income from users. The expected income has not materialized so the town hall and the promoter are at loggerheads. A complete closure is threatened. In Cuevas del Almanzora, the 1 million euros investment in the covered swimming pool looks in retrospect unwise. Income from users is at present estimated to be less than the likely cost of running it. In Pulpí, the roof of the sports pavillion leaked badly from day one. A technical survey stated that building practice short cuts were the problem, with no proper sealing between the roof panels. This seemed likely when during the fierce storms in August 2012 most of the roof was wrenched off by gale force winds forcing its closure. Turre has a problem with their sports pavillion, but perhaps luckily, it was never started. Present councillors state that an initial 380,000 euros was borrowed by the previous council that will now have to be repaid with interest. One of the most controversial investments is the underground parking for 37 vehicles adjacent to the church in Mojácar. The finished cost was 2 million euros, but no vehicle has ever used it. Carboneras sports centre

Of course it is not just local councils who have come unstuck. The Palomares desalination plant was opened in 2011 with a suitable fanfare. It was hailed as a solution “for today and tomorrow”. The finished cost of 70 million euros was 26 million

more than anticipated, and the electricity substation could not supply all the electricity needed for the turbines to operate at full capacity. The cost of improving this defect was estimated as another 18 million euros. The lack of electricity became less important after the tremendous September 2012 floods. It became so damaged that it is out of action completely with an estimated repair cost of 20 million euros. In all fairness, it had been moved a slight distance away from the predicted flood area but not far enough! Palomares desalination plant

1.5 million euros started off the A-1200 dual carriageway work between Las Buganvillas and the Vera section. Within a few months further funds dried up, and there is no budget for more work in 2014. In 2004, a road investment project in this area with a budget of 130 billion euros was announced, with the banner heading “Plan Más Cerca” (“Much Nearer Plan”). Included in this master plan was the Mojácar beach area by-pass, and closer access points from the A-7 motorway to Mojácar and Antas, along with the underground access for the daily 1,000 heavy lorry journeys to Garrucha port. Only two items in Pulpí from this comprehensive list of eleven have become a reality. If the economic situation does improve this year and in 2015, (and it is anticipated that it will), more funds may be available. This is unfortunately unlikely to result in more available funding for the many town hall projects that need huge injections of money.

The Víctor Ullate Internationally famous ballet company perform “Jaleos” “Y” & “Après toi” on March 21st at 9.30pm, Auditorio Maestro Padilla, Almería city. Tickets are 20 & 23 euros.

“Carmina Burana”, interpreted by La Fura dels Baus opera company and the Almería city orchestra and choir comes to Auditorio Maestro Padilla, Almería city on February 14th & 15th at 9.30pm. The large cast of performers, orchestra and choir are conducted by Michael Thomas. Tickets are 28 & 32 euros.

Huércal-Overa are showing a series of films in their original English language. The “Silver Linings Playbook” a romantic comedy, is screened on Thursday, February 20th, and “The Hobbit” on Thursday, March 13th. Both performances start at 8pm at the municipal cinema. Ticket prices are a nominal amount.

Aguilas Carnival

“Pinocho”, Musical-Teatro-Circo is a spectacular show based on “The adventures of Pinocchio”, and is for audiences of all ages, especially children! It is staged on Sunday, February 9th at 6pm, Auditorio Maestro Padilla, Almería city. Tickets 12 & 15 euros.

The assorted carnival events start on February 27th. The large processions are on Sunday, March 2nd , Tuesday, March 5th, & Saturday, March 8th, all starting off from 6pm. Fireworks ends the carnival on March 8th at midnight at the port area. On Friday, March 7th there is a drag queen procession starting at 6pm.

What’s On Exhibitions Picasso. An exhibition of 51 rare works and techniques by Pablo Picasso can be seen in Almería city until March 24th. The collection included ceramics, engravings, and lithographs, and illustrates the use of other artistic mediums as opposed to his famous paintings. The exhibition has been organized by the 'Unicaja' art foundation and can be seen at their cultural gallery, Centro Unicaja de Cultura, 11 Paseo de Almería, Almería city. Opening hours are Mondays to Saturdays, 11am-2pm, and every evening except Saturday from 6pm-9pm. Carlos Pérez Siquier born in Almería in 1930 is considered to be a very important Spanish photographer who has won many awards. A large collection of his photographs is held at the Museo Casa Ibáñez at Olula del Río. This museum and the photographer have lent 122 photographs for two exhibitions in Almería city. 93 black and white photographs are on display at the Centro de Arte Museo de Almería (CAMA), the art exhibition area of the Almería museum situated at Plaza de Carlos Cano, Almería city until March 16th.Opening hour s Tuesdays to Saturdays, 11am-2pm and 6pm-9pm; Mondays, 6pm-9pm and Sundays, 11am-2pm. Admission is free. 29 colour photographs can be seen at the Patio de Luces display area at the Almería Diputación building until February 10th. The selected works will then be on exhibition back in the Olula del Río museum.

“The Golden Wood” (El bosque dorado) is an exhibition of 200 photographs by the Finnish photographers, Ritva Kovalainen and Sanni Seppo, taken over two decades exploring the aesthetic beauty of woodlands as well as their ecological importance and their spiritual significance. The exhibition is at the Centro Andaluz de la Fotografía (CAF) 9 Calle Pintor Díaz Molina, Almería city. After another heavy snow, old Burt donned his boots and winter coat and slowly made his way shovel in hand to begin shovelling his driveway. The snow was wet and the going was tough. He felt the sweat run down his back, his breathing became harder and there was a tightening in his chest, but he pushed on. He had just reached the end of his driveway when he looked up and saw the grim reaper himself. Coming Round A man was just waking up from an anaesthetic after surgery, and his wife was sitting by his side. His eyes fluttered open and he said, "You're beautiful!" and then he fell asleep again. Values Oly and Lena are shopping in their local WalMart. Oly picks up a case of Budweiser and puts it in their cart. "What do you think you're doing?", asks Lena. "They're on sale, only $10 for 24 cans", Oly replies. "Put them back, we can't afford them", demands Lena, and so they carry on shopping. A few aisles further along Lena picks up a $20 jar of face cream and puts it in the basket. "What do you think you're doing?", asks Oly. "It's my face cream. It makes me look sexy and beautiful for you when we're making love", replies Lena. Oly retorts: "So does 24 cans of Budweiser ... at half the price."
