Vehicle Purchase Subsidies Last month we commented on the very low percentage of electric cars in Spain. Motor manufacturers and dealers are very worried that the grants for buying electric vehicles may not be renewed in 2024. The EU provided an initial sum of 400 million euros in 2021 that was then increased by 800 million euros up to the end of this year. At present there is a surplus of 300 million euros that has not been claimed. The Spanish Ministry for the Ecological Transition is not clear whether more money will be advanced but it is considered to be highly necessary. As we mentioned last month, there is a grant of 7,000 euros off the cost of an electric car that has a maximum price of 54,450 euros including IVA (VAT) if a car that is seven years old is scrapped, or 4,500 euros if not. The corresponding figures for hybrid vehicles are 5,000 or 2,500 euros. Also, up to December 31st, 2024, a private purchaser of an electric vehicle or motorbike can obtain a 15% discount of up to 3,000 euros when they make their annual income tax return. Conversely, the ‘Hacienda’ (Spanish tax authority) consider that the normal grants are effectively income, so they are subject to tax! The manufacturers and dealers want the 21% of IVA on electric vehicles to be scrapped as well. Some years ago, the ‘PIVE’ schemes came into force and in all there were eight consecutive ones. This gave a discount of 4,000 euros off a new petrol or diesel vehicle if one was scrapped that was over 10 years old and this is considered to be necessary again, as the average age of cars in Spain has gone up to 14. The manufacturers and dealers point out that this is a good “green” initiative as older cars have more pollution.

Fighting the Mafia The National and Guardia Civil police work tirelessly to identify the “mafia” who organise illegal migrants and drugs coming to the Alboran sea and the Almería coastline from North Africa. 477 people were investigated and the vast majority were arrested between 2018 and 2022, with more so far this year. The police will involve Europol if the mafia bosses are in another EU country. At the end of September police raided premises in Almería city, Murcia and Alicante and 11 people were detained, accused of organising the new high speed “taxi boats”. The next targeted sector are the local organisers who are now using these high-speed launches for drug smuggling and illegal immigrants. The boats set off, usually from Algeria, and stop for only a matter of minutes when they arrive at their destination. In July a Spanish man was arrested accused of providing the launches, and another large investigation resulted in 19 arrests, the confiscation of 17 launches, 10 powerful outboard motors, 80 petrol containers and several luxury cars. When a boat is spotted at sea or near the coast, they cannot always be boarded with normal Coastguards boats if they are too full of people, so larger boats are despatched to pick them up. The passengers are interrogated to find out how much money they have paid, which can be as high as 5,000-7,500 euros, and to find out who has organised it. Quite often, a person on board who pilots the boat works for the organisers, and police always want to know who this person is. If the boats are grossly overcrowded and people die onboard, organisers are charged with manslaughter as well as human trafficking crimes. A young man aged 17 was arrested for piloting a boat with 11 immigrants who had each paid 5,000 euros, and he was pretending that he was just a passenger. In extreme cases with multiple deaths, an immigrant may be offered witness protection if he identifies the organiser or pilot, and courts regularly send them to prison following their arrest. It is likely that the number of illegal immigrants will be as many as 5,000 this year, up from the numbers in 2022.

In the News DGT Campaign Against Driving Distractions The DGT (Spanish traffic authority) have been mounting a ‘Baseline’ campaign with police to stop distractions at the wheel, as part of an initiative throughout Europe. They point out that in 2022 a total of 42% of people killed on Spanish roads were when their vehicle went off the road whilst distracted, 19% more than in 2019. They state that making a call or a text message at 50km/h will on average cover a distance of 280m, but at 120km/h, 660m. Answering a call at 120km/h is on average a distance of 299m, and adjusting a radio or GPS can occupy 200m. They warn that answering a call or reading a text message often leads to a reduction in speed that can be dangerous, and the distraction is similar to a driver being slightly over the alcohol limit. Other prohibited use of a mobile phone includes taking photos or videos, using it for GPS information or general information. Listening to music with headphones is an offence, and taking your attention off the road when smoking is also very dangerous, although strictly speaking is not normally an offence, but a driver should still have both hands on the steering wheel. Eating something with one hand such as a burger or a sandwich is prohibited, and drinking from a bottle that then has to be put down again should be avoided. The above offences still apply if stationary at traffic lights, or in very slow-moving traffic. Pulling into the side of a road to make or receive calls or text messages whilst stationary is still an offence, and to do this legally, the vehicle has to be completely off the road. Hands free use of mobile phones is legal, but the DGT advise against doing this as it is still a distraction. Since last year, the number of points lost for the above offences has gone up to six with the same fine of 200 euros (reduced to 100 euros with prompt payment). The Gaza Strip Seeing maps of the Gaza strip on TV programmes gives no indication as to the size. In actual fact, it is very small indeed. It is 41km (25 miles) long, from 6-12km (3.7-7.5 miles) wide with a total area of 365km2 (141 square miles). It has a 51 km (32 miles) border with Israel, and an 11 km (7

mile) border with Egypt, near the city of Rafah, and a 10km (6 mile) border with Israel at the Northern end that is the only official crossing point. The population is about 2.33 million.

The New Health Card Since May, the Andalucía Health Authority have started replacing existing health cards with a different type, when they become due for renewal. So far, 240,000 have been issued with 145,000 pending. The main change is a dual chip that identifies the user more quickly and also acts as a contactless card, saving time at chemists when getting prescription medication. Individuals do not have to apply for the new card, it is automatic once a renewal is due. In the case of losing a health card, being stolen or not working, a new card can be requested. This can be done by accessing ClicSalud+ Virtual Office. You must then identify yourself with your personal data, digital certificate / electronic ID card or Cl@ve system. Click on the “request card” option and select the reason for the renewal (damage, theft / loss, or not received). Check the address is correct because it will be where the card will be sent and click on “renew”. Alternatively, a person can go to a medical centre and request a new card there. Whilst waiting for your card to arrive you can download or be given a document that states this is the case, which you need to take to chemists in the meantime as identification. Marihuana Court Case On October 9th a court in Almería began hearing a court case in which 11 people, who are all of Eastern European nationality, are accused of growing 54,000 marihuana plants in green houses and ordinary houses in Almería, Murcia and Alicante. 41,000 plants were discovered in three prefabricated greenhouses in Níjar. They are also accused of dealing in Cannabis and MBMA (ecstasy tablets) along with other offences. The ‘Fiscalía’ (the Spanish Crown Prosecution Service) is asking for prison terms from 7.5 to 10 years. A police spokesperson stated that a painstaking investigation started in 2019 by

The other charges relate to public health offences, belonging to a criminal gang, and massively defrauding electricity suppliers by bypassing their meters.

Visiting ‘El Cable Inglés’ ‘El Cable Inglés’ (The English pier) is probably the most famous example in Almería city of the industrial heritage. It juts out into the port area and was opened in the early 1900s by the King of Spain as a revolutionary new method of discharging iron from railway wagons into ships. The iron ore, from the Alquife mine just over the border into Granada province, was poured into hoppers and then down shutes that went directly into the ships. It reduced the loading time from a number of days to almost the same number of hours. It stopped being used in the 1970s and over several years it has undergone repair and refurbishment. It was opened to the public on April 4th and more than 150,000 people have been to see it. Free entry has been via a ticket system from the port website, but from October 9th this is no longer the case. It is now open every day from 9am-2pm and 4pm7.30pm until March 20th, and the numbers of visitors, who now no longer need to book, are monitored by a security camera system linked to the port police. When there are 200 people on the pier only another 50 can go on it as the maximum number is 250. When this is the case, people waiting replace those who are coming out. There is going to be an information centre so that visitors can learn why the pier was built, and a café / restaurant. Many couples have asked for permission to get married on the pier but this has not been allowed as it is a cultural heritage monument. Recently, a number of men climbed up it from the outside and used it as a diving platform which was put on social media. The men were traced, arrested and cautioned, and they apologised for not being aware that it was a protected monument.

Almería UD After going up to the 1st division, the Almería UD football team are having a dismal season. They have only scored 24 goals which works out at 2.67 per game with frequent complaints of poor defence and attack. Mohamed El Assy, the Saudi millionaire who bought the club in 2019, has spent a certain 51.5 million euros buying players this season, but this is probably not the exact high total. Real Madrid, who recently bought a high value player, are the only other team in Spain who have spent more money. Carlos Barba is the Almería UD General Director and in September he asked the fans to be patient and not give up on the team. On Sunday, October 8th, it was announced that a new trainer had been appointed with a contract until June 2025. This is Gaizca Garitano, aged 48, who has taken the Elbar team up to the first division and has 140 first division games under his belt, but he is the 7th trainer since the Saudi millionaire bought the club. Carlos Barba has stated that his first task is to improve the Achilles heel of the defence and went on to say, “This is not like playing the PlayStation. We invest a lot of money, but the players have to adapt to the new coach.” He assured the fans that Almería would not go back to the 2nd division and added, “We are the fifth team of those with the highest sales income, with 46 million euros, and the second with the most spending on signings, exceeding 50 million. Since four seasons ago, when Turki acquired the club, with three years in Second and one in First, two years of coronavirus and a year of war in Ukraine, sales have exceeded 120 million and purchases

The Mojácar Excavations On September 27th, International Tourism Day, the Almería territorial delegate of Tourism, Culture and Sports of the Junta de Andalucía, José Ángel Vélez González, visited Mojácar. With the mayor and other dignitaries, he visited the ‘La Vieja’ excavations where the old Mojácar village was situated. José María Civantos, coordinator of the Biocultural Archaeology laboratory (MEMOLab) of the University of Granada, and Jorge Rouco, researcher for the Scientific Technology Department (CSIC), showed him round the site which has been excavated every summer for five years. He stated, “It is a tourist resource of the first order that reaffirms Mojácar as one of the Most Beautiful Villages in Spain, reinforces its potential and represents another incentive, a resource that must be made available to all residents and visitors who come to the town.” Walt Disney and Mary Poppins The mayor of Mojácar, Francisco García, and Noemi Linares, councillor for culture, have announced a family Walt Disney event on Saturday, November 25th. This is a continuation of Walt Disney events that celebrates the as yet unproven claim that he was the child of two Mojácar residents, and a second mural has been painted on the side of the library. We have more details of the event in our ‘What’s On’ section. Glynes Johns, who played Mary Poppins in another famous Disney production, recently celebrated her 100th birthday on October 5th at her home in Hollywood Heights. Dick Van Dyke who starred alongside Glynes in Mary Poppins and went on to star in Chitty Chitty Bang Bang and then his own show, is also still alive aged 97. He visited Disneyland on October 3rd and described it as being “the happiest place on earth.” On October 16th, exactly 100 years since the Disney company was formed by Walt and his brother, a

train carrying a large number of Euro MPs from Strasburg to Brussels arrived at the station beside Disneyland due to a “technical error”. It then went on to Brussels and was 45 minutes late!

Richest and Poorest Municipalities Town halls, at the end of each year, have to send details of the number of people who are on the ‘padrón’ (the official list of inhabitants). Every June, most adult inhabitants have to complete an income tax return known as ‘La Renta’ that applies to the previous calendar year. The Spanish Institute of Statistics collate the two and calculate which are the richest and poorest municipalities with more than 1,000 inhabitants. Results take some time to be released, so the latest lists relate to 2021, although the 2022 figures will be very similar. In our province, not unsurprisingly, the highest average net income was Almería city with 21,000 euros for the 102,000 people who submitted the tax return, just over 50% of the population. Agriculture and industry are the main motors of the economy. Carboneras was next with an average net income of 20,000 euros from industry, fishing and tourism. Huércal de Almería has a lot of industry and a large amount of vehicle sales from a variety of manufacturers, and their average net income was only 20 euros less than Carboneras. Macael is the home of marble and stone companies and their figure was 19,500. Mojácar was next, at 19,300 euros, with no industry, agriculture or fishing income. The entire amount comes from tourism and the hospitality / retail sector. Vera was in 8th place with income from the service sectors followed by Huércal Overa, another town with service sector income including the hospital. Amongst the lowest average net income was Partaloa (14,680 euros), Lubrin (14,500 euros) and Oria (14,400 euros). The Cost of Electricity In an article we comment on the changes for people who pay for their electricity on the ‘PVPC’ hourly tariff, that comes in next year. It is not yet clear whether the existing reductions in ‘IVA’ (VAT), the reduced duty and a generation tax will continue. If not, bills will go up. Pre-pandemic,

In the News the IVA on electricity and gas was 21% which was dropped down to 10% and then 5%. Electricity had a duty of 5% (the same as the duty on cigarettes and alcohol) and this was dropped down to 0.5%. The electricity generating companies have to pay a 7% tax to the state, but this was scrapped. These discounts have obviously been a good thing for customers, but the ‘Hacienda’ (Spanish tax department) has lost out on collecting very large amounts of money. The Bank of Spain recommends that the abolition of some of the discounts should be done progressively, as energy prices have come down slightly, along with inflation. It remains to be seen how prices are affected this winter, but the LPG (liquid gas) storage in Spain is now at 95% capacity. Finally, the amount of electricity generated by renewable sources such as wind farms and photovoltaic solar panels continues to increase, along with production of green hydrogen that results in cheaper electricity generating costs. If there are changes, this will not affect vulnerable people who are able to obtain discounts, such as the ‘bono social’ for PVPC tariff users experiencing hardship.

An Off-Duty Arrest An off-duty Guardia Civil policeman was walking along the promenade one evening at Roquetas de Mar, along with his 10-year-old daughter and their dog. He observed that a Policía Local vehicle had their emergency lights and sirens on, and a man was running along the promenade. He gave chase, caught up with the man, identified himself as a policeman and held onto him until the other police arrived. The 42-year-old man was arrested for breaching an exclusion order relating to his partner, and ignoring legal instructions to stop when they were trying to arrest him. Several Earthquakes Earthquakes and tremors are common in our province, and off the coast of Roquetas de Mar there were two earthquakes on September 29th at 6am and 8am. The first one was felt in Aguadulce and near El Ejido with a 2.6 magnitude 12km below the surface. The second one was 2.4

magnitude and felt over a larger area. On October 6th there were two tremors with the epicentres in Arboleas / Cantoria and Mojácar. The Arboleas event at 6.15am was felt in Albox, Lubrin, Oluja del Rio and Partaloa and was 2.6 magnitude 4km below the surface. At 5.27am there was a tremor in Mojácar that was not felt elsewhere with a lesser magnitude of 1.7 at 2km below the surface off the coast. On Sunday, October 15th at 10. 30am there was a 3.4 event 15km below the surface at Turillas near Níjar that was felt in Roquetas de Mar, Almería city, Vicar, Tabernas and Lucainena de las Torres. Following all these events there were no reports of damage to property or injuries.

Almería Flights Cut in November The Almería diputación (county council) and the tourist office are complaining that the cancellation of many flights into Almería airport from November 1st is very bad for the tourist industry. They state that there are potentially large numbers of international tourists in winter who can’t get here. One proposal is that Almería hotels would pay for coaches to bring passengers from Málaga airport with a very attractive scenic journey, that would stop some hotels shutting. It is claimed that there is a need for international “nomads” who are distance working online to be able to come to Almería, but they need flights back if it is necessary. From November 1st there are only five direct flights to European capitals including an EasyJet flight from Almería to

Flights will stop to Dusseldorf, Birmingham, Leeds, Manchester, Dublin, Warsaw, Luxembourg, Brussels, Prague, Paris and Rotterdam, all of them cities where it has been possible to travel by air throughout the summer at least once a week. However, flights within Spain will increase, particularly to Madrid.

Time Off for Severe Period Pains Many women have painful periods that in some cases can be severe and debilitating known as “dysmenorrhea” that greatly affect their normal activity. This can be a major problem if they work. Medical advice is that they should go to a doctor who can suggest methods to combat the problem. Since June 1st, employment law in Spain allows a woman with severe problems who has gone to her doctor, who has given her a note, to be able to claim up to three to five days of “menstrual pain” paid sick leave. The employer does not have to pay for the days off, they are paid for by the Spanish Social Security. A note from a doctor has to be obtained in following months, every time, if necessary. Spain is the first country in the EU to legally cater for the problem, but there is a similar system in place in Japan, Indonesia, South Korea and Taiwan. Two Motorways Joined At the end of September, Juanma Moreno, President of the Junta de Andalucía, came to officially open the last 7km stretch of the Almanzora ‘marble motorway’ from La Concepción to the A-7 motorway. This is the final link to join the two together and culminates 35 years of stops and starts. The final link has cost 54 million euros but has been completed ahead of schedule, only five years since bids were invited to build it. Another project that has been discussed for some time is the extension of the Almanzora motorway from Baza to join up with the A-92 motorway. There was a commitment in the Andalucía Parliament in March to construct this section, but no concrete plans have yet emerged. As this extension is considered to be of vital importance for commerce and infrastructure, funding should be available from the EU.

New AliExpress and Wizink Credit Card The Chinese giant Alibaba has chosen Spain to launch a new credit card in association with the digital bank WiZink. There will be a cashback scheme of 10% off AliExpress purchases with a maximum of 5 euros per month or 60 euros per year, another one with 4%, and there will be special promotions with 20% cashback. Payment can be delayed for three months on the first AliExpress purchase per annum of 85-300 euros, with a charge of 2 euros. For a fee of 20 euros, payment can be delayed for 12 months on purchases between 301 and 1,000 euros. There is no issue or maintenance fee and there will be free insurance for accident and travel along with discounts for parking and catering. A spokesperson for AliExpress states, “The Spanish consumer is one of the most open to new forms of shopping”, so Spain has been chosen as the first country in Europe to have the new card. It is intended to be introduced before the end of the year. No Hands, No Feet The Ministry of Industry and the DGT (Spanish traffic authority) have authorised the Ford Motor company to introduce a “Level 2 autonomous driving – Blue Cruise 1” system, the first such permission in Spain. It applies to the 100% electric Ford Mustang Mach-E, that starts at 51,000 euros, purchased since October 12th. For a monthly “subscription” of 24,99 euros, which can be cancelled at any time, the system works on motorways and dual carriageways where “Blue Zones” have been established using GPS. With sensors, it monitors lane marking and traffic conditions and will control the steering, increase speed or undertake braking, monitor the distance from a vehicle in front and stop-start in slow traffic, and it responds to the driver using the indicators to turn left or right off the roads. A camera monitors the position of the driver’s head to ensure it is forward facing and static and the eyes are open and focusing on the road with both hands on the steering wheel. If this has been done, the system can be initiated and the driver does not have to keep holding the steering wheel or touch the pedals. Holding the steering wheel again reverts

The Blue Cruise 1 was tested over 1.1 million km world-wide, and 225,000 cars in the US have clocked up 160 million kms. It is anticipated that other vehicles and manufacturers in Spain will be able to obtain permission to use a similar system. The system has already been in use in Germany for this model since the start of this year.

The Murcia Nightclubs A terrible fire resulted in the death of 13 people during the early hours of Sunday, October 1st when two adjoining nightclubs in Murcia city caught fire and one of them, with two floors, collapsed. 24 people were injured, others were treated for smoke inhalation and seven of the 13 dead had to be identified from DNA samples provided by relatives, which took until the following Wednesday. Fortunately, three people thought to be missing had left the nightclub and stayed the night with friends. Disgracefully, it emerged that there were substantial defects with the licences. The owner of the Fonda Milagros nightclub where all the deaths occurred stated that he did have a licence that was destroyed in the fire, but he rented his nightclub from the Teatre S.L. company next door, with their own corresponding licences. There was a licence from 2008 but in June 2019 the Teatre company asked Murcia city for the licence to be amended as they were splitting the premises into two nightclubs. It was not until January 2022 that this was denied with a closure order, unless two new licences were applied for. In October 2022 inspectors were told to go there to enforce the closure and seal the entrances with official notifications, which is a normal practice. It was not immediately clear if anybody went there and who is to blame if no one did. The Fonda Milagros owner denies he ever received any closure order and states that he had to fit new fire doors just over a year ago, along with better soundproofing. He pointed out that everybody knew the nightclubs were open, they were very popular and he regularly advertised parties on social media. The owner of

the Teatre nightclub stated that they had all the necessary licences but this is being disputed as well. The Federation of Hotel and Tourism Entrepreneurs of the Region of Murcia (HoyTú), stated that neither of the nightclubs were registered with them so they were not involved. In the four years since 2019 there have been three changes as to which political party ran the corporation and who were responsible for regulations. Many cities including Almería, quickly announced that they were reviewing all their licences for discotheques and night clubs, and fire prevention officers would visit each one to ensure they complied with safety regulations. The biggest nightclub tragedy took place in Madrid in 1983 when a fire started behind a stage from a faulty lighting system. One emergency door could not be opened and there were 81 deaths.

AI Nude Photos At the start of the school year in Badajoz in Extremadura, rumours circulated that there were nude photos of girl pupils being exchanged

Eventually, 21 girls aged 11 to 17 were found to have their photos on Instagram converted to nude ones through artificial intelligence using a freely available “undress” App, and they were pupils at four secondary schools. When parents found out that this had happened, they contacted the police. Subsequently, police identified 26 minors who had produced or dissimilated the photos on social media, and 21 were over the age of 14 so they are theoretically liable for criminal prosecution. The majority were pupils at the same schools. The likely crime is that of “undermining the dignity of minors and causing them humiliation”, as opposed to the images being considered pornographic. If convicted, which depends on the involvement, a minor could be sent to a juvenile centre until age 18.

House Purchases and Mortgages Figures for house purchases and mortgages in Spain are collated at the end of every month using data from banks and notaries. This takes a few weeks, so the latest ones relate to August. Compared to August 2022, this year there were 17% less home purchases and a 26% fall in mortgages. The rising ‘Euribor’ interest rate and inflation are put down as the reasons for the decreases. The 35,278 homes purchased were 16% less for apartments and 9% less for houses. A drop in purchases applied to all the autonomous communities and in Andalucía, including Almería province, it was 18%. A mortgage was taken out by only 48% of purchasers who borrowed an average 71% of the purchase price that averaged 141,700 euros, down 1.3% in the last 12 months.

Domestic Flights Banned In France Banning domestic flights where there is an adequate and relatively short rail journey instead, is not a new idea and was proposed some time ago in Barcelona for official journeys by MPs or Civil Service members. France has now introduced this ban on domestic flights where the rail journey is less than 2 hours 30 minutes. The ban applies to flights from the Charles de Gaulle airport destined for Nantes and Bordeaux, and from the Paris-Orly airport to Lyon. Other

domestic flights can still operate even though the train journey times are within the limit, because they do not offer a sufficient alternative with infrequent trains, or the stations are not in the right place. These include flights from Charles de Gaulle to Rennes, Lyon and Marseille. The French Minister of Transport, Clement Beaune, states, “While we fight tirelessly to decarbonize our way of life, how can we justify the use of planes between large cities that enjoy regular, fast and efficient train connections? Achieving carbon neutrality means intensively strengthening our action on the decarbonization of transport, which represents 30% of emissions.” The French government are proposing that airlines operating to and from France have to charge a minimum price that is more than budget airlines currently charge. ‘Ryanair’ are very opposed to this and state it is because ‘Air France’ is being protected after a bail-out, and ask why their passengers should be penalised.

The New Animal Welfare Law

At present, there is no course available and the details have not been published. Existing owners of dogs have to have a “suitability approval” for them and their dog(s) within two years. How this will work is also unknown, but probably a vet is involved. Dog owners of any breed have to have 100,000 euros third party insurance, not just owners of dangerous dogs as is the case at present. The insurance has to cover damage to property or injuries to people. Pets can no longer be bought from pet shops from September 2024 and from now on, kittens and puppies sold have to be at least 4 months old. Many pet shop owners complain that just selling pet accessories and pet food from next September is not commercially viable, and they will go bust. Dog breeders who sell puppies have to be on a nonexistent national register. How online purchases can be controlled is very difficult, and sometimes puppies arrive that have been imported and are too young to leave their mother, but these sales are now banned. Dogs and cats cannot be used for publicity purposes where financial gain is the aim.

Pets cannot be exposed to very hot or very cold temperatures on terraces, patios or a closed vehicle, or tied up outside an establishment (such as a supermarket). A pet cannot be left on its own for more than three days, or in the case of a dog for more than 24 hours. Pets in the home have to be kept in clean and hygienic surroundings. Animals cannot be euthanised unless this is absolutely necessary because they are severely suffering from a fatal illness. There has been a big controversy how this relates to hunting dogs that are sometimes sacrificed when it is considered they are too old, but there are no new regulations. Dog fights are banned with a potential fine of 600,000 euros as are other “cruel” sports such as cockfights. Pigeon shooting for sport is banned, and culling in cities to reduce the numbers where they are a nuisance, has to have permission. All cats have to be microchipped to stop them being abandoned, as up to now the owners cannot be traced, and before they are six months old they have to be sterilised. There is supposed to be a register for exempt cat breeders.

Eventually, the exact scope and small print of the new regulations will become clear! Meanwhile, the Animals kept in the open air with others of the pet rescue centre in Almería city is worried that opposite sex have to be sterilised, and this was there will be a spate of abandoned cats and dogs.

So Now You Know... The Cunard “Queen Elizabeth” The ‘RMS Queen Elizabeth’, the flagship of the Cunard Line, arrived in Southampton on November 15th, 1968 after returning from her last transatlantic voyage. This largest passenger ocean liner in the world, known as “Hull 552”, was launched from Clydebank, Scotland on September 27th, 1938, and was named ‘RMS Queen Elizabeth’ by the then Queen, later becoming known as “The Queen Mother”. Initially she was an army troopship after being requisitioned by the British Government, but became a passenger liner in 1946. It was the largest passenger ship ever, until the Carnival Cruise ship “Carnival Destiny” was launched in 1996. The Black Death On about November 1st, 1348, the ‘Black Death’ reached London, probably spreading from a ship arriving in Southampton from the East. Also known as the Bubonic Plague, it resulted in blackened infected lymph nodes, mostly in the groin or armpits. Other symptoms were lethargy, body aches, feeling cold and a high fever. Once in the bloodstream this poisoned people and almost universally led to death. By New Year’s Day 1349, about 200 bodies were put into mass graves every day after being taken outside the city boundaries. Over the next two years it was estimated that between 30-40% of the entire population had died. Gunpowder, Treason and Plot Guy Fawkes was arrested in the cellars below Westminster on November 5th, 1605, after the plot to murder King James I on a visit to parliament was discovered. He was loading barrels with gunpowder. The ‘Gunpowder Plot’ was organised by the ringleader Robert Gatesby whose father had faced persecution under the rule of Queen Elizabth I. Like his son, Gatesby was a devout Roman Catholic who decided to blow up parliament in protest against Queen Elizabeth’s persecution of the English Catholics. Robert Gatesby, Guy Fawkes and others were tried and executed for treason. Burning a ‘Guy’ on November 5th became an annual ritual. 38

November 11th, 1918 After a total of four years and 97 days, the guns finally fell silent as World War I officially ended on the signing of the armistice documents at 11am on the 11th day of November, the 11th month, in 1918. An estimated 9 million lives were lost and 21 million people were injured. World War I was described as “the war to end all wars” because of the huge destruction that was caused. The 1919 Treat of Versailles, which officially ended the conflict, forced harsh conditions on Germany that eventually destabilised Europe once again, and led to World War II. The red poppy became the symbol of remembrance in November 1921. J.F.K. The world reeled with shock when the assassination of US President John F. Kennedy was announced on November 22nd, 1963. Many people remember exactly where they were when the news broke. Lee Harvey Oswald allegedly fired three shots from the sixth floor of a building in Dallas as the President’s open car was driving by. Many people believe Oswald was not the only person who fired the fatal shots. J.F.K was the 35th President of the United States and the youngest man to hold this office, and he was generally considered to be an eminent world leader. President Lyndon Johnson was sworn in less than two hours later. King Tutankhamen After the archaeologist Howard Carter had been given a final period of exploration by his patron Lord Carnarvon, Carter discovered the tomb of Tutankhamen on November 26th, 1922. The excavations had been going on for seven years, but Carter was convinced he was about to find the tomb. Inside the coffin, made of solid gold, was the mummy of the King, preserved for over 3,000 years. The four-room tomb also contained several thousand priceless objects. Egyptian archaeologists believe that Tutankhamen was only about 18 years old when he died. Lord Carnarvon died in 1923 from an infected mosquito bite on a cut from shaving. 39

Covid-19 and ’Flu Vaccinations

Apart from these, as the name suggests, autonomous communities are responsible for some services, such as education and the ‘SAS’ Andalucía Health Service.

From October 9th the joint vaccinations for Covid and the ‘flu started to be given in our province at health centres. The double vaccinations started for those over the age of 85, from October 16th over the age of 70, and from October 30th over the age of 60. Last year the lower age limit was 65, but it has been changed this year. If a person has missed either of the first two age slots, they can still have the vaccinations and we explain how to go about obtaining them in our “In the News” section. This year, people over the age of 60 can be given an anti-pneumonia vaccination as well, if they have not already had one, and in these cases all three will be given at the same time. The authorities urge all people who are entitled to have the fourth Covid vaccination to do this, as it particularly targets the new ‘Kraken’ variant. It is hoped that 70% of people over the age of 60 will have the combined vaccination, and the recommendation for it to be fully effective population-wise is 75%. The last double vaccination phase starts in December and is for all people in a household with family members over the age of 60, and other people who consider they are at risk because they deal with large numbers of the public. The final date of the 2023 / 2024 vaccination program will be during February. In October, cases of people with Covid, although less severe, were considerably more than in September but with less hospitalisations. Numbers from hospitals are now prepared monthly, not daily or weekly as at the height of the pandemic. Advice if you have Covid, even mildly, is to wear a mask to protect others. The Junta de Andalucia Health Department have purchased 2.2 million ‘flu doses, 7.5% more than last year, partly because of the lowering of the adult age group, but also because children from 6 months to 59 months are eligible, with a higher dose from age 5 to 11, and another over the age of 12. The young children’s vaccinations, with a reduced age group, were considered to be very successful last year, to stop them having a severe case of the ‘flu, and also passing it on to the elderly. Last year 56% of eligible young children were vaccinated, and parents are encouraged to make sure their young children have the vaccination or nasal spray (depending on age) available from October 23rd. Another novelty this year is that smokers are entitled to ask for the ‘flu vaccination to stop them developing severe respiratory problems if they do get it. At the start of October an initial 137,000 ‘flu vaccines had been distributed to health centres in Almería province. Last year cases went down, partly because when people wore masks because of Covid they had more protection against the ‘flu, so numbers are expected to rise this winter.

Cheaper Electricity... Eventually

here are 10 million electrical energy customers in Spain paying on the PVPC tariff that was introduced in 2014 for the general public and small companies (the “PC” means “small consumer”). The cost fluctuates every hour based on the generation costs and the demand from customers. In June 1st, 2021, a new system was introduced, designed to give cheap electricity from midnight to 8am and all weekend, a weekday medium cost from 8am-10am, 2pm-6pm and 10pm-midnight and expensive periods from 10am-2pm and 6pm10pm. This has never worked since day one, and the only way to save money is to look at the rate for the following day shown at www.tarifaluzhora. es in the late evening.

By 2026 the cheapest amount is “predicted” to go up to 79 euros per MWh, but the most expensive will come down to 99 euros, so a difference of only 20 euros, 50% of the swing price on June 13th this year. This means that the difference in cost of running appliances such as water heaters or dishwashers at different times of the day and night will be somewhat smoothed out.

As an example, on Friday, October 13th the cheapest electricity was from midnight-7am, but also from 2pm-5pm and the average cost was 19.4 céntimos per kW/h (the cost of running a 1,000 watts appliance for 1 hour). On Saturday, October 14th the only cheap period was 3pm-6pm (not all day) and the average cost of 17.8 céntimos was almost as expensive as Friday. On Sunday, October 15th it was only cheap from 10am- 5pm and the average of 18.33 céntimos was even closer to Friday. Community News The Fifth Excavation of Mojácar La Vieja

Los Bandidos Triathlon and Run

The University of Granada team of archaeologists recently presented an update of their findings. José María Martín Civantos, their co-ordinator, highlighted the fact that the site of the original Mojácar still had great potential as the area of the excavations is expanded. The complex fortifications with its two walls have up to 18 towers, apart from the area of the dwellings. This year, excavations have been carried out outside the exterior wall which has helped to identify the life of the Mojácar town in the 12th & 13th centuries. Urban planning is being discovered, with houses around patios and homes that seem to have two levels, silos, earthenware jars for collecting water from the terraces and filtering it to make it drinkable. They have bedrooms, kitchens and elements that are related to the textile industry, the transformation and conservation of food, a community oven and a quarry from which materials for construction and many other elements were obtained. Along with the urban planning there appear remains of pottery, demonstrating that it was made in the settlement, and of fauna. To give an idea of the food and their way of life, it has been possible to locate a kitchen with a deep dish or platter with remains of food that would be served at the table next to a couscous pot. It is described as the “last supper” of Mojácar la Vieja by its discoverers. There are also seeds which demonstrate the flora in the area. It is very important to know what the environment was like, the territory. Whether they were people who lived in small farmsteads and there emerged a process of population concentration directed by the state to improve defence, or whether it is a general tendency that makes families come together and form small towns like Mojácar la Vieja, which did not have the category of Medina (city). The archaeologists responsible for the excavations want to compile all this information and give it meaning to be able to transmit it to all residents and visitors as cultural heritage resource.

A busy day of racing with both the Vera Triathlon and the Carrera Popular de Antas took place on Sunday, 8th October. The third edition of the Vera Triathlon, consisted of a 750m swim (that was closer to 900m) a 20k bike and a 5k run. 13 Los Bandidos participated with some completing their first triathlon. The sea was pretty rough and proved challenging, especially for the first-timers. The 3-lap bike course is fairly flat and fast, with a tailwind in one direction! The run went along the Paseo from the Laguna to Garrucha and consisted of two laps. Everyone got a medal for crossing the finish line, as well as a pre-race goody bag and post-race paella and beer. The fastest male finished in 59:58 and the female winner in 1:12:33. The 15th race in the Circuito de Carreras Populares Diputación de Almeria 2023 took place in Antas. Thirteen Los Bandidos runners completed the onelap, 7k race, which included a couple of tough hills and some steady downhills. The winner finished in a speedy 23:29, with the first lady in 30.43. 139 runners crossed the finish line and trophies were awarded to 1st, 2nd and 3rd places in each age group as well as to the overall winners. Mojácar The Magic of Disney is a family event that takes place in Mojácar village from 11.30am on Saturday, November 25th. Tin of Peaches A little old lady gets arrested for stealing a can of peaches from a grocery store. At the trial, the judge asks her why she stole a can of peaches. Drawing God A kindergarten teacher was observing the children while they drew. She would occasionally walk around to see each child’s artwork. As she got to Little Johnny who was working diligently, she asked what his drawing was. Brought Back To Life A man is driving down a highway, and he hits and kills a rabbit. He gets out of the car and walks over to it, picks it up and starts crying, thinking he’s a horrible person. Someone else driving down the highway stops and walks over to him, and asks, “What happened?” The man replies, “I hit this rabbit with my car and now it’s dead!” The other person gets a thoughtful look on their face, goes back to his car and speaks to his wife. He walks back to the man holding a spray can. He sprays the rabbit and it comes back to life and starts hopping away, turning back every few hops to wave at the two people. The man, astounded, turns to the other person and asks, “Whatever was in that can?” The other person replies, “I wasn’t sure if it would work, it’s hare spray.”

Food Choices A man goes to a restaurant, sits down and orders a large medium rare ribeye steak. As he’s eating it, he looks up and sees a woman giving him dirty looks. The man tries to ignore her but after a few uncomfortable minutes he puts down his fork and turns to her. “What!?” He asks indignantly. “Do you know a cow died so you could have that steak?” she tells him. The man looks down at her plate and then back at her, before replying, “I know a cow died. It’s because you ate all his food!”

Talking Animals This guy shows up at a farm and says he knows how to make animals speak. The farmer says, “That’s ridiculous.” So the guy walks up to the farmer’s cow and says “Moo moo moo.” The cow replies in English, “Oh, thank you for asking. He generally treats me very well. He milks me promptly at 5:30am every morning. If I had one suggestion, I wish he’d change the water in my trough a little more often.” The farmer is amazed. He’s never seen an animal talk before.
