Not a Normal December

uring December there are national fiesta dates on December 6th & 8th, and then everyone decides if they are going to buy or share the cost of tickets for the “El Gordo” (the fat one) lottery on December 22nd. Focus on Local News 2015 Awards To coincide with the Almería short film festival, two awards have been made in the “Almería tierra de cine” (Almería Land of Films) category. His first film here was in 1975 with “Sinbad and the Eye of the Tiger”, and in 1969 “The Deserter”. In 1984, he starred in the spoof-western “Rustlers' Rhapsody”. Ángela Molina, the Spanish actress born in Madrid, is a very distinguished actress appearing in over 50 films and has presided over many famous award ceremonies herself. She played Mrs. Robinson in “The Graduate” theatre version. In Almería province she acted in “The Things of Love” in 1989, “The Man Who Lost His Shadow” in 1991, and “The Point Men” in 2001. We discuss the Palomares1966 nuclear missile accident in a following article, but at the time there was one event that caused extreme merriment. Whilst all the US assorted ships and mini-submarines were still looking for the 4th missile on the sea bed, there were some visitors. Manuel Fraga Iribarne, who went on to be a very important politician, was Spanish Minister of Tourism at the time. In a very rash moment he collected Angier Biddle Duke, the US ambassador to Spain, and they both came and stayed at the Mojácar Parador hotel. Along with three other people whose identity seems to have been forgotten, Manual Fraga and Biddle Duke donned bathing trunks and briefly waded into the sea at Palomares to show that there was no radiation danger, and invited press photographers to attend. This was thought to be a lunatic idea at the time, and Manuel Fraga was ridiculed as being the 1966 prize idiot. Every mention of him and Palomares over the years featured these

Flu Jabs This is the time of year for vaccinations against 'flu and will continue during December. 88,000 doses of the vaccine are available at 233 surgeries in Almería province. Less Asthma

A study of more than 1 million children between 2001 and 2010 has shown that children who grow up with a pet dog in the 1st year of their lives have a 13% less chance of suffering from Asthma at school age. Previous studies showed that children who grew up on a poultry or animal farm had a 52% advantage over other children. The authors of the study say that it had been thought that a pet dog in a family home might prevent Asthma in some cases, but not scientifically proven. The exact reasons for the protection against Asthma for these groups of children are still not fully understood. At present Víctor is in second place overall. The next stages of the competition in Hawaii and Maui will be decisive. Focus on Local News A Plea Bargain The ex-mayor of Partaloa, José González, has agreed to a suspended prison term of 12 months, a ban on holding public office for 21 months, and a fine spread over three months. The prosecution had initially asked for a prison term of five years and a ban of six years, but then modified their demands. It was alleged that the land involved belonged to the brother of the mayor and his wife, was not zoned for urban use, and therefore could not be split into sub divisions of eight separate plots that was done illegally in 2003. It was alleged that fraudulent documentation was submitted to the Spanish “Catastro Department” that deals with land designation. Less IVA (VAT) The leader of the 'PSOE' party in Spain, Pedro Sánchez, has promised the Spanish Cinema Academy that if his party is in government after the General Elections on December 20th, he will reduce the amount of IVA on cinema tickets. He agrees that the 21% rate is punitive and an obstruction to the industry, and will be reduced to 10%. He also indicated that “later on”, he would try to reduce this percentage to the “super reduced” rate of 4%. This further reduction is probably not possible under EU guidelines that relate to “super reduced” items. The regulations state that once raised to a higher percentage, they cannot be brought back down subsequently.

If you try to raise your property rating after you have paid for a certificate that shows the rating as F or G, it is likely to be quite (or very) expensive. One technician who carries out a lot of surveys has commented that only one property he inspected has ever received an A rating. Looking at any estate agents listings, it is quite clear that the vast majorities of older properties are in the E, F, or G categories with only some achieving a D rating. Extended Period The major exhibition of artefacts from the time of the Moors in Almería province was opened last April. Entitled “Al-Mariyya, Puerta de Oriente”, it has many objects never before put on view, and an amazing 30,000 people have gone to see the exhibits. The closure of this exhibition at the Almería Museum has therefore been extended to January 3rd next year. 85% of all visitors to the museum included this event whilst there. More Flights? Representatives from Almería recently took a stand at the UK World Travel event in London, promoting their “Costa de Almería” initiative. More flights into Almería appear to be on the cards. At present only 4% of UK tourists in Andalucía come to Almería province. TUI UK intend to increase their passenger numbers by 60%, another 10,000 tourists in 2016. Thomas Cook plan to put on two more flights in the summer months, and more charter flights, making a total of another 20,000 passengers. UK passengers into Almería airport fell by 4% during 2013, and 24% in 2014. If all these promises are factual, this reversal in numbers will more than compensate for the recent decline. Focus on Local News continued Homeless People A strategic plan is being put in motion between 2016 and 2020 to reduce the number of homeless people in Spain. The exact numbers are unknown but are considered to be 25-30,000, up 30% in the last few years. The plan is to take priority actions to reduce this, with guaranteed access to the Spanish health system, and subsidised or free housing. 45% of homeless persons have suffered from being unemployed or evicted, 26% have no income sufficient to pay for any type of accommodation, and 21% are homeless after a failed marriage or relationship. Treatment for drug or alcohol addiction will also be improved. It is stated that one homeless person living on the streets dies every 6 days, often through lack of health assistance. 18,000 people, 60% of them volunteers give food, clothing and drop-in overnight accommodation to this sector of the community, but the new plan is to significantly improve the services available. Partaloa Court Sentences A judge in Almería city has handed down a fine of 4 euros per day for 12 months and a ban on holding public office for 7 years, to the ex-mayor of Partaloa, Federico Molina. The same sentence was given to the municipal architect, the present urban councillor Enrique Montalvo, and the ex-councillor Melitón Moreno. The builder has been given the same fine, a ban on any similar activity for 2 years and a prison sentence of 6 months suspended for 2 years. Three houses with a municipal licence were built and sold to British purchasers in the Piedra Amarilla area, on land not zoned for urban development. The judge said that all the parties to the court case knew this. Wills & Gift Tax There is still a row in the Junta de Andalucía parliament (the governing body for Almería province), relating to the laws on wills and gift taxes. The Ciudadanos party came to an agreement with the PSOE party leader Susana Díaz last May (who lacked a majority) that they would support her being elected president, and also the 2016 budget approval on December 3rd, providing a whole range of legislation was included. One of these conditions related to drastic reductions in wills and gift taxes that are

extremely high in Andalucía and brought in 322 million euros in 2014. The Andalucía PSOE Councillor for the Hacienda (tax department), María Jesús Montero, has said that there is no room in the budget until 2017. Their spokesman, Juan Marín, has said that despite the postponement of the wills and gift tax reductions, they will approve the 2016 budget, but only on the condition that every effort is made to review this during 2016 as the economic situation in the Junta becomes clearer. They have also insisted on immediate serious discussions between both parties to find some partial solution quickly. About 7,000 family members have renounced their inheritance so far this year as the punitive taxes gave them no option. This amount of refused inheritance money then reverts to Junta funds.

Almería Port Cruise Ships In the last few years, cruise ships and their passengers into Almería port have seen a significant reduction. Before the economic crisis, 40 cruise ships and 35,000 passengers were the record numbers, but only 29 ships came here in 2014. Up to November this year, Almería port has seen a 40% increase on last year, with 26% more passengers, more than that of any other Spanish port. The Junta de Andalucía Delegate for Tourism, Francisco Javier Fernández, says that cruise ship tourists spend a daily average of 42 euros. 74% visit bars and restaurants, 25% go on excursions (including to Mojácar), 20% like the sun and beaches, and 19% cultural visits. He says that the total direct income for Almería city is 400,000 euros, without including money spent outside the city.

So Now You Know... Nuclear Submarines Submarines driven by a nuclear reactor have considerable benefits. They can stay submerged much longer, travel long distances and run at sustained high speed. Nuclear power for a submarine was first proposed in the US in 1939, and the first operational vessel was finished in 1954, named 'Nautilus'. In 1955 it began sea trials, and had cost 55 million dollars. It could remain under water for four months, or until food supplies ran out. The Russians raced to keep up, and their first nuclear submarine 'Leninsky Komsomol' was launched in 1958. Ballistic missiles were put on the US submarine 'George Washington' in 1961.The Royal Navy 'Conqueror' was the first nuclear submarine to sink a ship, the 'General Belgrano' in 1982.

Professional Football In 1885, clubs such as 'Blackburn Rovers' were employing footballers, and to prevent a split in the game, the FA legalised this. To give teams more regular competitive games the Football League was started in 1888, with 12 professional teams. In 1892, the Division Two came into being, making a total of 18 teams. In 1904, Manchester City was found to be paying players 6-7 pounds sterling per week, when the national fixed rate was 4 pounds. Five of their directors were dismissed, and four players banned. From 1920-1923 a Division Three North & South were formed, making 88 clubs in total. After transfer fees came into being, Trevor Francis became Britain’s first million-pound-rated footballer in 1979.

Paternoster Lifts In 1877, the British engineer Peter Hart patented a lift with open compartments that moved slowly up and over in a loop, and passengers could step off at any floor. The name “paternoster” (our father, in Latin, from the Lord's prayer), was because it was similar to a Catholic rosary. The lifts became popular as more people could be carried than a conventional one, and were very common in Europe in public buildings, but less so in the UK. Accidents with people tripping or falling out eventually stopped their use in many countries. The largest one is at the Arts tower at Sheffield University, and the German “Bild” newspaper building has a 19 storey paternoster lift. The owners have always fought off plans to scrap it.

Skateboards In 1958 the first skateboards appeared with roller skates fixed to a board. In 1959 the US company 'Roller Derby' began mass production using metal wheels. Improved designs appeared between 1963 and 1966 and the first skateboard contest was at Hermosa Beach in California. With the invention of urethane wheels that gripped concrete, the ride became much smoother and quiet, and a shorter board followed. In the 1990s the 'ESPN's' Extreme Games started, and skating appeared in commercials for everything from soft drinks to phone companies. From 2000 many US cities started building skate parks, with young children trying the sport. Lessons and practice areas soon became popular for beginners.

Oysters Real oysters belong to the Ostreidae mollusc shellfish family, and are found in practically all oceans in colonies called beds, in shallow water. People love or hate oysters, so they can either be described as a delicacy or often, as being really â&#x20AC;&#x153;yuckyâ&#x20AC;?. The rock hard shell is difficult to open,and on the inside the body has a grey slimy appearance. Oysters are either eaten raw or cooked, and have a surprisingly rich and salty flavour, high in calcium and iron. Commercial harvesting is mostly regulated so they are not listed as being endangered. They are very sensitive to water pollution and in some areas have died out. Pearl oysters come from an entirely different species but part of the same family.

Squash The game of squash was first started at Harrow school in the 1830s. The small rubber ball could be squashed, so led to the name. Four sided courts were used, with either a singles match or a doubles match. Early courts were often built using one or two walls of an existing building, with buttresses, chimneys, or drain pipes, causing many injuries. Specially built courts replaced these, and the size of the racquets was made smaller, and easier to use. The first US court at New Hampshire was opened in 1894, and the first US association of squash clubs was formed in 1904. The UK Squash Racquets Association started up in 1917. There was a squash court on the Titanic in1912, and the UK has the largest number of courts.

A Proposal (Perhaps) to Talk Turkey

n October 18th & 19th, John Kerry, the US Secretary of State was in Madrid with a varied agenda. Two matters were linked, but spokespersons denied this. A “historic” memorandum related to Palomares. It was certainly “historic”, 49 years and 9 months in the making! In January 1966, a USAF B-52 bomber was on a routine cold-war patrol with four 1.5 megaton nuclear missiles. These planes were refuelled in mid-air, another routine event that was taking place over Palomares. The two planes collided, both plummeted down, only three crew members survived, and the nuclear missiles were jettisoned. Three came down on land and one in the sea. A large flotilla of US vessels came to the coast off Palomares, including mini-submarines. It was vital for cold-war weapons secrecy to recover the fourth missile and finally the search teams listened to a fisherman from Águilas who had seen where the missile and its parachute came down. This was a tense 81 days after the search started. The nose cones of two of the missiles split on impact when their parachutes partially failed, releasing toxic plutonium dust and its radioactive isotope americium. US technicians removed 1,700 tonnes of radioactive soil and took them in drums back to the US, and the area was fenced off. A total of 150 Palomares residents went to Madrid by taxi over a long period of time, for general health and radiation level tests, at US expense. After about thirty years, agriculturalists started asking when they could grow vegetables again, and a housing project was mentioned. In 2001, the Spanish nuclear agency tested the area and found levels 20 times the norm, and in 2003 the government requisitioned the land. Another test in 2008 was similar bad news, and in the last few years US & Spanish nuclear scientists have carried out joint surveys. Radioactive soil in three locations has been charted, totalling 50,000 m3, and each m3 weighs 1.5 tonnes! On a subsequent visit to Spain, Hilary Clinton said that Barack Obama thought the matter “serious”, but nothing

transpired. Now there is this US/Spanish memorandum of agreement “to undertake further discussions” to remove the soil, and probably take it to Nevada.

So why now, nearly 50 years later? The explanation starts in Benghazi in 2012 when Libyan terrorists stormed the US embassy on September 11th and four Americans died, including two C.I.A. agents and the US Ambassador Chris Stevens. This is still a large open wound, with numerous on-going congressional hearings. The US military lacked a “nearby” fast-response force. In 1953, there was an agreement for Spanish-American bases, including one at Morón de La Frontera near Seville, where the the KC-135 tanker aircraft that crashed in 1966 came from. An 800 strong US force went to Morón in 2013 after the Benghazi attack. This year the Spanish government gave the US military permanent permission to bring in another 2,200 troops, 500 civilians and 26 aircraft, or more if needed “temporarily”. This is the main reason why John Kerry came; to say “thank you”. When permission was given, the legacy of Palomares was mentioned, and talks started. There is no small print in the “non-legally binding” document. No time scale, no money mentioned (possible cost 600 million euros), nor who will pay. This is not a simple bucket and spade job! “Ecologists in Action” say that 9kgs of radioactive material were released, and there is still 8.5kgs somewhere. It is also said that the Nevada desert site cannot currently take this amount of soil.

Wow! Multi-Billion Refunds?

he publishing of a legal opinion by the EU law commission, although it might be amended before becoming EU law sometime in 2016, has tremendous implications for as many as 2 million mortgage customers in Spain. It could be disastrous news for mortgage lenders. Until very recently, almost 100% of mortgages in Spain have had a variable interest rate, subject to review, often once a year. The variable rate is made up of a fixed interest rate from the lender, perhaps 1-2%, plus the “Euribor” rate that has seen tremendous fluctuations recently. The “Euribor” (European Interbank Offered Rate) was introduced in 1999 with the Euro currency. It relates to the average interest rates that 25 large European banks lend money to each other. It varies every day and the rate from the previous day is published at 11am each morning. The rate on January 1st in 2000 was 3.95%. It peaked at 4.57% in 2008, fell to 1.2% in 2010, and was just over half of one percent in January 2014. Since January 2015 it has fallen from 0.3% to 0.13%, so now virtually nothing! So (obviously) a bank adds the Euribor rate, probably at the end of each year to their own rate, for the next 12 months. So if the Euribor rate at the end of this December is still 0.13%, and the mortgage interest rate from the lender is 2%, the total rate for 2016 is 2.13%. Seems simple, but there is a big catch! Large numbers of mortgage lenders in Spain put a clause in their mortgage agreements. This stipulated that the minimum interest rate would not go below 3.5%, or perhaps 4%. When the Euribor plummeted, the interest rate from these lenders stayed at this higher “El suelo” (floor) rate. Very good for the banks; bad news for mortgage holders! In May 2013 the Supreme Court in Madrid ruled in relation to the 'BBVA' & 'Cajamar' banks that these “floor” rates were “abusive”, as they were hidden in the small print, never explained to customers, and were therefore null and void. The court ruled that customers could make a claim

and obtain refunds of the “difference” from May 2013 until their refunds were made. 'Banco Popular' and 'Sabadell' started making refunds but are criticised for either converting these mortgages into a fixed rate, or charging extra money for a life insurance policy. Some customers had to sign an agreement that this was one-off payment, with the bank having no further obligation. 'Caixabank' say they will start making refunds in 2016, as long as this doesn't damage their cash flow.

The EU legal opinion is that lenders have to refund all the excess interest rates from 2010! The average amount of the “difference” paid by as many as 2 million mortgage customers, (so they get this refund), is calculated as probably 3,400 euros a year on a mortgage of 200,000 euros. On a mortgage of 250,000 euros, probably some 4,300 euros every year. “ADICAE” is the Association of Spanish Bank Customers, and they calculate that 'Banco Popular' would have to pay back 590 million euros, 'Caixabank' 860 million, 'Sabadell' 504 million, 'Bankia' 118 million (some of their mortgages didn't have this “floor” rate), and 'Iberbank' the mortgage arm of 'Ibercaja' 329 million euros. As we commented last month, mergers of banks might have to take place. The terms of the EU binding law, sometime next year, will be crucial. It might be a very large windfall for hordes of mortgage holders! Are you one of these people?

A Thriving Airport

nyone looking for flights in and out over the Christmas period, won't find Teruel near Aragon in Eastern Spain listed as a destination. It isn't just at Christmas, it will never have any passengers. CastellĂłn, Ciudad Real, Leida and Corvera are â&#x20AC;&#x153;ghostâ&#x20AC;? airports, where vast sums of public and private money have been spent, but have never opened. Teruel is not one of these, but has no check-in desks, no duty free shops, no security sections, and no baggage handling. It operates primarily as a holding area for aircraft. Many airlines have aircraft that are surplus to normal requirements over the winter, and there are 30,000 aircraft in service worldwide. The Russian airlines 'Transaereo' and 'UTair' have reduced the number of aircraft in service since the sanctions started to bite. If planes are parked at conventional airports, the cost is usually 1,000 euros per day. Holding areas for aircraft exist in the US, and the biggest one in the world is at Davis Monthan in Arizona, with a capacity of 4,500 planes. Whilst their rates are much less than conventional airports, the cost of flying aircraft to the US from Europe and Russia is between 40-60,000 euros in fuel. The old airport at Teruel was modernized with a private investment of 40 million euros in 2013, and has been operating since then. The dry climate is ideal, with low humidity, and no severe weather conditions. Aircraft sent there temporarily have to be serviced and tested to ensure their certificate of airworthiness does not expire and this requires skilled engineers. The large company 'Airbus' based at Toulouse in France and Seville opened the only other storage area for aircraft in Europe at Tarbes in France, but with space for only 25 aircraft. Their sister company 'Tarmac Aerosave' have now taken permanent space at Teruel at an annual fee of 1.25 million euros. Teruel is only a four hour drive from Toulouse and they intend to send up to 100 of their own engineers there over the next two years to carry out the required maintenance on stored 'Airbus' planes. Other new arrivals at Teruel are large drone aircraft that again need storage for some period of time.

Apart from storing and maintaining aircraft that will be put back into service, some aircraft sent to Teruel have come to the end of their operating life. The holy grail for passenger airlines is to have aircraft that hold the largest numbers of passengers, are economic to run, and have all the modern security features needed. 'Tarmac Aerosave' say that in the next 20 years there will be 6,000 aircraft that are being scrapped, and together with engineers from Teruel, they plan to cater for as many of these as they can. Aircraft being scrapped have to be carefully dismantled and hazardous materials removed under a strict environmental protocol.

At present, the airport at Teruel is approaching their maximum storage capability of 225 aircraft, and they employ 122 people. An extension of their open-air area has been started and is not excessively expensive. More room for engineers and support staff is also under way. A UK pilot school based in Brighton hold all their theory and simulator classes there, but have chosen Teruel as their base for training flights of commercial aircraft from 2016. The attraction is good weather conditions and only a small amount of other aircraft in the air at the same time. Unexpectedly, various companies come to Teruel to film commercials or videos. The large numbers of aircraft and the good weather are proving very popular.

The Ulimate Gift

hristmas is the time for gifts, family celebrations, and goodwill to all men. Perhaps this period of time is a very good one to consider making the ultimate gift of organ donations. Spain has led the world in numbers of organ donors, and organs donated, for 22 years, and last year was the 25th anniversary of the setting up of the Spanish National Transplant organization. In 2014 there were 4,380 transplants from 1,690 donors; 34 persons per 1 million head of population, compared to the EU average of 19, and 25 in the US. Numbers have fallen in 2014/2015, one reason being less road accident fatalities. It is said that UK nationals are four times more likely to donate organs in Spain, than in the UK. An average of 12 transplants were done every day last year, but 5,500 people are on transplant lists. The aim is to reduce this to 5,000 as soon as possible, and then make further cuts. In 2014 there were 249 hearts transplants, 285 lung transplants, and 2,500 kidney transplants. Last February 20th a record 45 co-ordinated transplants took place in 22 hospitals in 11 regions in Spain. Types of transplanted organs include “solid ones”; hearts, kidneys, livers, lungs, intestines, and the pancreas. Other “tissue types” are corneas, muscles, tendons, bones, heart valves, and extractions of bone marrow and umbilical cord cells. The simple way to become a donor is that you fully discuss this with your family members and loved ones so they are completely aware of your wishes. In the event of you being a potential organ donor, this is all that is needed. The second way is that you obtain a Spanish donor's card. You can ask for an application form from your health centre, a hospital, or you can apply for one online. You only have to give your name and address and these cards act as a reminder to your relatives. There is no register and the card has no legal significance. The third way is that directly, or through “Salud Responde”, the Spanish medical helpline: (902 505 060), you make an appointment

to go to your nearest health delegation. This is part of a “living will” legal document, detailing how you would like your relatives and medical staff to act in various situations, when you cannot make your own decisions, which we featured in an article last month. Organ donations are one of these categories.

Transplants are only considered following a certified death in a hospital. Potential donors will have suffered very serious head injuries in a traffic or other accident, or have had a brain haemorrhage. Usually patients will be in an intensive care ward, on life support. If it comes to it, three doctors (nothing to do with transplant ones), are needed to certify a “brain death.” A transplant co-ordinator will then ask the relatives about organ donations, and if agreed, bodily functions will be maintained for the time a transplant removal operation is done, that takes from 3-6hrs. In Spain, only 7% of relatives say “no”. Once removed, kidneys can be kept for 36hrs, heart and lungs for 6hrs (so speed is essential), and corneas for 10 days, before a transplant is done. In Spain, thousands of people every year either have their lives saved from organ donations, or their health greatly improved, and there is no age limit for organ donations in most cases. In 2014 the average age excluding children under 15, was 59. 62% of donors were males, and 38% females.

A Festival of Nine Lessons & Carols takes place on December 7th at 8pm, at the Mojácar Catholic church, Mojácar village.

Parrita & Capullo are two famous flamenco performers from Jeréz, and perform at the Auditorio Maestro Padilla, Almería city on December 12th at 9.30pm. Tickets are 15 & 20 euros.

Exhibitions “Al-Mariyya, Puerta de Oriente”, the major exhibition of artefacts from the time of the Moors in Almería province has many objects never before put on view, and 30,000 people have gone to see the exhibits. The viewing of this exhibition at the Almería Museum has therefore been extended to January 3rd. “La Colección André y Man Collet” is an exhibition of paintings, sketches, and graphic design, from two important French artists, spanning the period from the late 19th century to the middle of the 20th century. Th exhibition is at the 1st floor of the Almería Museo de Arte, and can be seen until January 15th, free of charge. Opening hours are Tuesdays to Sundays, 10am-1pm, and also 5pm8pm, Fridays & Saturdays. San Animal Sanctuario appeal. We always need people who are able to foster kittens or puppies in their homes, often at short notice. We also need fosterer’s able to take in adult dogs who aren’t coping well in kennels. Recently I had a little too much "fun" at the office Christmas party. Knowing the police were on special alert, I did what they say you should do - I took a cab home. This proved to be a wise decision, because after only a few blocks there was a police roadblock. They were checking drivers with a breathalyzer. But the taxi, being a taxi, was waved right on through. So it was a good decision to take a cab. Plus, it was easier than I thought, and quite fun driving a cab. It’s really just like any other car. But now I have this taxi in my garage and I don’t know what to do with it!
