Some Progress

December 5th as a holiday so they have a long weekend. Adding a day on before or after a fiesta day is known as a “Puente” (bridge). December 8th, so a Thursday this year, is a religious fiesta so as on December 6th, official offices such as town halls, social security, and tax offices, will be shut. Banks will shut on both days, and we comment in our local As soon as the new government had been formed news section that the number of branches is the Almería rail pressure group ‘Mesa del Tren’ asked dwindling rapidly. Puerto del Sol on New Year’s Eve for urgent meetings with the new Minister of Transport and the rail company ‘ADIF’. One of the main complaints relates to the famous ‘AVE’ (High Speed train) where nothing has happened in Almería province for five years. The construction company ‘SACYR’are supposed to have finished the 12 km section from Pulpí to Cuevas by now, but work has never been able to start. Consequently, ‘SACYR’ have thrown in the sponge and backed out. We feature this in an article. s we predicted in our November magazine, the previous Spanish Prime Minister Mariano Rajoy is now Prime Minister for a second term. Spaniards won’t be going to a General Election for the third time on December 18th. (Strictly speaking it was going to be Christmas Day!).

As we mentioned last month ’flu vaccinations are now available from medical centres particularly for pensioners, but other sectors of society as well. If the weather changes for the worse, the month when the largest number of people catch the ‘flu is normally January. Every November, representatives from the Almería Tourist Board travel to London for the extremely large “World Travel Market” exhibition. Jet 2 have announced flights next year from five UK destinations and we comment on this in our “Local News” section. Assuming no rescue package was hammered out by December 1st, the water company ‘Galasa’ has gone into liquidation, with debts of 41 million Euros. Water will still come out of our taps, but exactly who will be paying for it in the first place remains to be seen. One problem is that 50% of the water Galasa have been purchasing is lost in leaky pipework! We explain the ins and outs in our “Local News” section. The two main fiesta dates in December apart from Christmas Day fall on December 6th and 8th, and are national fiestas. December 6th is the anniversary of the Spanish Constitution being signed, a Tuesday this year. Some people will doubtless take Monday,

December 20th this the very famous ‘El Gordo’ (the fat one) Spanish lottery day with enormous prizes for the lucky ones. One ticket with the same number is split into ten ‘decimós’ so if you win you receive a tenth of a prize and TV crews race round the country to interview winners. Christmas Eve (‘Noche Buena’) is a day when all Spaniards try to join their family for a celebration evening meal. The majority of Spanish restaurants usually shut in the evening. New Year’s Eve (‘Noche Vieja’) is when twelve grapes are eaten at every stroke of the clock in Puerto del Sol in Madrid at 12 midnight, and January 6th, Epiphany, is when the ‘Three Kings’ events take place, another national fiesta. As in other years, there will be no ‘Focus’ magazine in January, but we return in February. We warmly wish all our readers and advertisers, “Felices Fiestas”, the traditional Spanish greeting at this time of year. The ‘Focus’ magazine is always available to view in an easy format via www.almeriafocus.com.

Focus on Local News People in Almeria Statistics recently published for Almería province show that the population at the end of 2016 is predicted to be a total of 695,500 and this will rise steadily to 708,000 in 2020, 723,000 in 2024, 730,000 in 2027, and 739,000 in 2031 in fifteen years’ time. There are more births than deaths, and the province still attracts people who come here to work, particularly in the agricultural sector, with more people coming here than are leaving to work elsewhere. At present, the number of minors under the age of 18 is 143,000 and it is predicted that this will fall to 138,000 a drop of almost 4%. The “family unit” is also predicted to change quite dramatically. At the end of 2015 the number of homes with just one person living there had gone up 20% and this is expected to rise to 33% in 2024, and 42% in 2031.The number of homes with just two people is also expected to rise by 25% and 34%. This is partly because women are putting off having children and when they do they are much older. Homes with more than two people are expected to fall by 2%, but this is better than the Spanish national average which is 7%. Homes with more than five people are expected to go down by 17% compared to the national average of 25%. Meanwhile the number of pensioners that at present is 95,000 in Almería province is expected to rise to 145,000 by 2031 which is 53% more. How to pay for this large predicted rise in pensions because people are living longer is a big unknown, not just in Spain. The Palomares Incident On January 17th, 1966, a US plane carrying four nuclear bombs collided with the US pane that was refuelling it in mid-air over Palomares. The plane with the nuclear bombs was in the air as part of a policy to have one plane airborne at all times because of the cold war fears regarding Russia, and the fuel tanker plane had come from the US base at Morón near Seville. The crew of four from the tanker plane died, and three others from the missile carrying plane. The four nuclear bombs were jettisoned with three of them falling on land

and one in the sea. Two of the nose cones split releasing plutonium dust that contaminated 226 hectares (just under one square mile). When the clean-up was taking place, Manuel Fraga Spanish minister for tourism, Angier Biddle Juke the US ambassador to Spain, and two other officials waded into the sea at Palomares at the Quitapellejos beach to show the world that there was no problem. Manuel Fraga went down in history as being extremely stupid! Talks started between the US and Spain in 2014 to remove the remaining contaminated soil that is still there. There was supposed to be a quid pro quo in return for Spain allowing the US base at Morón to expand considerably. It is hoped that now Spain has Mariano Rajoy as Prime Minister again, and Donald Trump is the US President-elect, talks will start again. New Bus Stops Mojácar town hall has announced that they are to open two new bus stops in 2017 for the urban buses bringing the total up to 46. One of them will be at the Marina de la Torre roundabout on the way to Garrucha, and the other one beside the Hotel Puntazo, Lomos del Cantal. In the “off season” October 1st to April 1st, the buses run from 8.55am to 9.30pm. A World Record The rowing and boating canal at Cuevas right beside the reservoir was built for the 2005 Mediterranean Olympic Games in Almería, but then fell into disuse. A few years ago it was put in action again as a boat and water venue, and on October 23rd a “Dragon Boat” competition was staged where four Spanish teams of 24 rowers in relays attempted to beat the Guinness Book of Records for the longest distance travelled in 24 hours. The current record was held by a German team who had covered 240 kilometres. The Spanish team was an amalgamation of the Spanish Association of “Dragon boats” and one from Murcia. The Murcia team already held the record for the longest distance travelled by one boat in 24 hours in October 2015, when they beat the record of an Australian team

Focus on Local News by clocking up 188 kilometres, one kilometre more than the Australian record! The combined Spanish team took the world record for rowing in relays by clocking up 263.5 kilometres. Their captain, Isaac García, stated that the provision of floodlights during the night and sleeping facilities was a deciding factor in their victory. Zurgena Court Case An ex-council employee has been banned from holding any public office for three years and fined for his part in the approval of licences in 2005 for the construction of 94 dwellings on land not zoned for urban development in the Los Cabreras area of Zurgena. The judge was considering a previous court case that had been sent back to her where councillors or ex-councillors were in court accused of similar offences. At the previous court hearing, charges against the councillors were quashed as it was considered they were wrongly advised when the licences were granted. In this new court case the judge was asked to rule on a compensation claim from various Brits who parted with 650,000 Euros and were represented in court and have no water or electricity. The ruling was that the conviction of the ex-employee did not mean that he was liable to pay the compensation. The judge, Marta Inés Sierra, considered that this claim had to be directed to other parties related to the Zurgena council and the company New Medina Villa who built the complex known as ‘Lemon Tree Island Botanic Resort’. EU Ruling The EU authorities responsible for data protection have advised Whatsapp that they have to suspend the interchange of information with other companies, especially Facebook, whilst a full investigation takes place. They consider that interchanging information has to be completely legal and totally guarantee the rights of clients. The G-29 organization that has requested this say that “legal considerations” will have to be decided. Whatsapp was absorbed by Facebook in 2014 and this August modified their conditions of use.

Revenue is being generated by advertising on Facebook and Instagram where the shared information is held. The EU consider that commercial gains in income have no place where privacy is being breached. As we reported last month, the Spanish Secret Service have taken the unusual step of publishing the results of their own investigation that considers Whatsapp lacks many levels of security for users, and can easily be hacked.

New Mobility Scooters Regulations The ‘DGT’ Spanish traffic department has published new regulations concerning mobility scooters, motorized wheelchairs, motorized skates, and ‘Segway’ electric devices. They are now prohibited from being used on normal pavements designed for pedestrians unless they have a cycleway, or town halls have put in place their own regulations in pedestrian or other areas. The new regulation is the first one in Spain that specifically addresses this use, as up to now there have been no clear general instructions on their use. The regulations recognize that mobility scooters in particular have dimensions, weight, and a speed that is not compatible with pedestrian traffic. All speed limits have to be observed the same as any normal vehicle. The DGT have also clarified the legal requirements for users and state that they do not require a special licence to be “driven”, nor obligatory insurance, but they recommend that

Focus on Local News users do take out some form of insurance for their own safety and that of third parties. In the event of an accident, persons using these devices will be breathalysed the same as pedestrians, or where spot checks are being carried out. Private premises such as commercial centres, large stores, or hotels, may have their own regulations. The ‘Servigroup’ chain of hotels with a large number of hotels in Benidorm, and also the Marina Playa Hotel in Mojácar, banned mobility scooters inside their hotels a few months ago. They consider that they are dangerous, and are too numerous. At one hotel in Benidorm the manager stated that with 500 guests there might be as many as 40 mobility scooters. The Mojácar hotel and others in the group have ground floor double rooms fully equipped for disabled guests.

cuts in expenditure. If taxes are to be raised, the income tax paid by wealthy people is a way to immediately generate income. The other idea that Brussels keeps on hammering is that the rates of IVA (VAT) have to be raised. In 2012 the 18% rate was increased to 21%, and the 8% band to 10%. The opportunity was then taken to take the rate that applied to cinemas, theatres, and some cultural activities, from 8% straight up to 21%. Brussels think there should me more of these large increases from the 10% to the 21% (they have also suggested that the 21% might be raised to 23%). Putting up customs duty on tobacco and alcohol is another option. Apart from this, spending cuts will have to be agreed. Cutting budgets for health, education, and social services, is probably completely out of the question.

Less Banks Up to the end of September, 1,400 banks in Almería province have shut, more than the total for 2015. This is 5% of the ones open at the end of last year. Banco Santander has gone down to 2,993 from 3,467 and Sabadell down to 2,192 from 2,259. Banco Popular has not yet announced where the 300 branches they intend to shut shortly are located, but they have shut 43 so far this year. The popularity of internet banking is stated to be partly responsible and branches that are too close together.

A Lot of Wine Because of the weather conditions in Spain in 2016 with high summer temperatures and a lack of rain the amount of wine produced is expected to be slightly less than in 2015 but probably of a higher quality. The total is expected to be 41 million hectolitres (hl) that is just over 1 trillion gallons. Production in 2015 was 42.2 million hl, compared to the world leader Italy who produced 51.5 million hl, and France with 47.2 million hl. The production from these three countries makes up 80% of wine production in the EU. Spain leads the world in exports of wine that last year was 24 million hl, compared to Italy with 20 million hl, and France at 14 million hl. The reason for this is that in 2016 it is expected that exported Spanish wine has cost about 1.14 Euros per litre, a slight increase from 2015, but Spain is the world leader in price. Wine from Italy costs three times that of Spain and from France five times. Wine coming from northern Spain is expensive because the quality is higher with famous denominations such as Rioja, Ribera del Duero, and Ribeiro. Nevertheless, exports are very strong. In southern Spain wine is often sold in bulk but France is the biggest customer. Within Spain more people are now drinking the famous makes and consumption has gone up 4%.

Finding A Formula Now that Spain finally has a new government the big question is how they can save 5.5 billion Euros in 2017 to meet the requirements of Brussels. Because there was no government in Spain for the first ten months of 2016 the EU gurus decided not to fine Spain for the deficit from 2015. A decision has to be made in the Spanish parliament in the next few weeks as to how they are going to tackle the new EU target. As the new government does not have a majority, the way this money is going to be found will involve other political parties having their say. The basic question is whether taxes are raised, or savings made from

Focus on Local News “Pueblos Más Bonitos” Mojácar was chosen last year for an award in the “Pueblos más bonitos” (most beautiful towns) and Emmanuel Agüero, councillor for tourism, recently went to Málaga for a meeting with other towns who have won this award. This reunion was part of the framework of meetings which are held between the municipalities that make up the most beautiful towns in Spain. During the meeting, activities to be carried out in 2017 in the southern region were proposed, highlighting the cultural and gastronomic events, taking into account new trends in the tourism sector and events of greatest media interest. Gastronomic festivals, photography contests, joint attendance at tourism fairs, creation of themed routes between towns in the same area and the launching of "The most romantic night of the year", as a special attraction for the summer solstice were amongst the ideas discussed. The Southern Assembly has taken the initiative of presenting its candidacy as the venue for the Assembly of the World's Most Beautiful Places, to be held in Spain next year, as well as for the celebration of the Fifth Spanish National Assembly, scheduled for 2018.It is noteworthy that, for the second consecutive year, "The Most Beautiful Towns in Spain" is the most read page in thePaís Viajero (Country Traveller) magazine, and that the "Wonderbox Gift Boxes", promoted by this Association, have been one of the most popular in 2016, an increase in sales of 15% over the previous year. Also the guide, which is published in three languages, has had great success and has contributed to the spectacular growth of the website, which has been visited by many thousands of people around the world. Moors & Christians Poster Mojácar town hall has opened their annual competition for the poster design to be used for the 2017 Moors and Christians event. The theme should depict the Fiesta and must have the obligatory text: “MOROS Y CRISTIANOS DE MOJÁCAR 2017. Del 9 al 11 de junio”. The poster size is 50 x 70 cms in vertical format without margins and

not signed. Designs must be submitted on a CD in PDF or Jpeg, in RGB, or the original format on paper or canvas.. A sealed envelope has to include the artist’s name, address, DNI/NIE or ID, phone number, email, and a photograph of the work. Entries can be mailed to the Oficina de Turismo de Mojácar Pueblo, Plaza del Fronton s/n, or taken there personally on Monday-Saturday mornings or evenings, to be received by December 15th at 7pm. The jury is made up of representatives from the Moros y Cristianos de Mojácar association with a prize of 300 Euros for the chosen entry. Dipped Headlights The ‘DGT’ traffic police are recommending that all vehicle in winter months drive with dipped headlights. If this is done it shows a distinction between parked vehicle and those in motion, and the distance when a vehicle can be seen by another motorist is doubled. Since February 2011, EU regulations required all vehicles to have the equivalent of bright side lights, which come on when the ignition is turned on. The ‘DGT’ as part of their continual campaign against old vehicles on Spanish roads, point out that vehicles made before 2011 have no lights visible as normal, and dipped headlights are essential. The ‘DGT’ also point out that many bulbs are now difficult or impossible for a driver to change, and in the event of a bulb failing they recommend that the garage where the bulbs are being changed do both headlights at the same time. They say that over a period of about three years the distance a headlight illuminates can decrease by 30%. For this reason they say one bright one and one not so bright headlight gives a false image to oncoming traffic. Electronic Vetting Since 9/11, passengers flying to the US have to be notified to the border control agency before a flight takes off. The information is then compared to a register of people they may not wish to admit. The EU has now proposed a similar system for countries where the Schengen

20

Focus on Local News regulations allow free passage between EU states. It is doubtful that this will come into force before 2020 but the proposal is that 50 countries will effectively have to have a visa to enter the Schengen area that will cost five Euros and will last for five years. This will include the US, Canada, Australia, Brazil, Argentina, Chile and Peru, amongst others of course. This will probably cost 212 million Euros to set up. This is another thing that will have to be sorted out eventually relating to ‘Brexit’. In the US the cost of the similar visas for two years is 14 dollars or Euros. A further proposal is that a register will be made of people entering or leaving the Schengen area that will collate photographs and fingerprints. The UK is the only country where documents are religiously studied by border police. This would not be possible if the UK were not an island! Google Arts & Culture People interested in La Alcazaba castle and the Museum in Almería city can now take advantage of a virtual tour that is part of the “Wonders of Andalucía” and a Google project. These can be seen on Maravillas de Andalucía – Google Arts & Culture site. A total of 22 museums and other architectural locations are available to view throughout Andalucía. Over 2,000 items have been included in the virtual tours and 360 degree images have been made using the automatic “trolley” system and hand held multi-lens cameras on a mast that are called “trekkers”. A special “art camera” has been used for individual items with images in giga-pixels that can reveal details not seen by the human eye. Lasers and bounced sound waves (the same technique that bats use) ensure that everything is in focus. This is the largest use of the Google technology for purposes such as this to date. Black, not Pink Specialist police dealing with exotic animals, plants, and importation documents, have confiscated a black panther that together with other exotic animals was being kept in an industrial unit in

Arboleas without any paperwork or licences. It was taken to a specialist zoo centre in Alicante. Guardia Civil police were advised that a man in Arboleas had a large collection of exotic birds and small mammals. Specialist police were called in to identify the various species and determine if they could be kept legally, or were on a prohibited list. Paperwork shown to them is alleged to be “dubious” and identification rings on some of the exotic birds did not match up. Meanwhile, police had been told that exotic animals were kept at another location and eventually the man told them where it was.

Catherine Deneuve in March or Die

Catherine Denueve Every year coinciding with the Almería Film Festival a famous actress or actor is invited to come to Almería to receive an award for their contribution to the film industry. A pavement star is unveiled and other film stars recently given the award have included Omar Sharif. Ridley Scott was one of those chosen when he was filming “The Book of Exodus” here, but he unfortunately said hadn’t got time to come to Almería city to receive it! This year, which is the 15th festival, the award went to Catherine Denueve who came here in 1977 to star in the film “March or Die” directed by Dick Richards, along with Max Von Sydow, Ian

Catherine Denueve starred in many famous films directed by heavyweights such as Luis Buñuel with whom she filmed “Belle de Jour”, Roman Polanski, and Francois Truffait. She became one of the “heart throbs” for her beauty and sex appeal. She was awarded the French Lumiere award this October at their film festival and the award was presented by Roman Polanski who shot the cult horror film “Repulsion” with her in the leading role in 1965. Catherine was shown her pavement star in the Paseo de la Fama on November 13th and received a miniature version for her to take away. (The one for Ridley Scott had to be taken to the film set). Her other award in the form of a small statuette was presented to her in the evening at the Maestro Padilla Auditorio when she opened the film festival. Many figures in the film industry attended the ceremony and in a short speech she recalled how her time in Almería was very enjoyable. She remarked that Gene Hackman was a superb actor, but very difficult to work with! Looking remarkably well, Catherine Denueve is now aged 73. On November 19th when the festival closed José Coronado was given his award for filming in the province.

children for regular eye tests, as otherwise this could have an effect on their ability at school as well as in the home, and may be partly responsible for hyper-activity, and learning difficulties put under the general heading of attention deficiency. The specialist also said that prolonged exposure to a television screen, computer games, or use of mobiles was a bad thing, and time spent in the open air helped improve vision as the eye was subjected to a wide range of visual stimulation.

Tax Free Made Easier The tourist market in Spain is fortunately one of the largest motors of the economy and record numbers and money spent continue to rise dramatically every year. A new system has been put in place to help non-EU tourists reclaim the ‘IVA’ (VAT) they have paid on goods. Airports, ports, and large stores, will now have an electronic system where instead of paperwork that has to be manually produced and stamped, the tax reclaim is automatically notified electronically to the Spanish tax office. Refunds will now be possible at the stores who sign up to the new system, or at the customs desks at airports and ports, without complications. The electronic system has been tested at Madrid airport and before the end Go to Specsavers of the year will be put in place in the vast majority A national survey in Spain relating to vision defects of places where tourists are entitled to receive in children, funded by a charitable organization, refunds. Focus on Local News Obese Young People In common with many other countries, the alarm is being raised in Spain regarding the number of children and young people who are medically obese, not just overweight. The number of young children who were obese twenty-five years ago was 7%, but this has now risen to 15%. This now applies to 25% of persons under the age of eighteen. The main reason is given as being the consumption of fast food with high doses of sugar and fat, along with the lack of exercise or taking part in sport. Excessive overweight is very difficult to reduce and may be a factor for the rest of their lives. This can reduce their life expectancy, lead to diabetes, restrict movement, result in extra strain on the heart, increased incidence of asthma and bronchial problems, apart from mental problems when young children are teased, or excluded from the activities of their friends. Medical experts who recently held a conference in Madrid came out strongly in favour of preventive measures that must be taken by families, the encouragement of healthy eating in schools and colleges, and the provision of more sports facilities. Ultimately, if all else fails, the only solution is surgery that up to now has only taken place on adults in 99% of cases. The experts stated that children aged fifteen are being found with a weight of 140-150 kilos. Operations are only carried out in children when they have basically stopped growing and are aged 14-16. Surgery is seen as a last resort but the experts concluded that the situation is so serious that operations might become commonplace. King of The Castle Arturo del Pino has been the director of the Almería museum for the last few years and is credited with making it a reference museum, certainly in Andalucía if not in Spain. He has been responsible for major exhibitions that have always had to be extended from the initial time period owing to their popularity. He has pioneered making school visits exciting and works with teachers to show them what is on offer. He has now been

appointed the director of la Acazaba castle. The castle is jointly run by the Junta de Andalucía in charge of ancient monuments and local politicians who are responsible for tourism and culture. There have been a lot of problems that came to a head when a company that was mounting a theatre event dug holes into the walls to erect staging. Essential repair work needed has often been delayed, with accusations of blame from both sides. Subsequently the woman responsible for the castle locally resigned. There have also been complaints that money included in budgets by the Junta de Andalucía has not been spent. The association ‘Friends of Almería Castle’ are delighted that Arturo is now in charge. ‘Galasa’ The water supply company ‘Galasa’ have been in trouble for a long time and have run up an enormous debt of 41 million Euros. The Almería diputación (county council) is the major shareholder. Money was loaned to the company about three months ago when ‘Endesa’ the electricity supply company cut off their electricity for unpaid bills. A generator was installed on the roof of the Vera office, as a temporary measure. One politician suggested it was left up there for next time. Matters have been coming to a head as, if on December 1st there was no viable rescue plan the company would automatically be bankrupt. One problem is that the company pay 6 million Euros per year for the water they buy from ‘Acuamed’ who run the desalination plant in Carboneras, but can only bill for 3 million Euros, as 50% of the water leaks away through old pipes. Putting the price of water up dramatically by 27% that has been suggested may help, but politicians ask why the consumer should pay for bad management. Galasa also employ a large number of subcontractors to fix leaks that is stated to be far more expensive than if they repaired them themselves, and costs 4 million Euros per year. It is claimed that there are never competitive bids for one company to be in charge of repair work which should be the case. 97 families would be

Focus on Local News affected if Galasa stop trading but the diputación has stated that if the worse happened they would employ them. Water still needs to come out of the taps. Exactly how this can be achieved is not yet clear. No Co-operation The Almería Delegation for the Environment on behalf of the Junta de Andalucía (the governing body for Almería province) scheduled a meeting with the owners and the construction company that built El Algarrobico hotel in Carboneras on November 4th. The meeting was to discuss the legal occupation of the land where the hotel has been built prior to demolition. ‘Azata del Sol’ and ‘Azata Patrimonio S.L.’ did not turn up and sent a document stating that they would take legal action if “unauthorized” access was made. The Environmental Agency stated that they had the full backing of the Spanish Supreme High Court and right was on their side legally, and the hotel will be demolished. They intend to go back to the Andalucía high court for an order stating they can enter the land. Work was stopped when the 400 room 21 storey hotel was nearly completed. What will happen now remains to be seen with yet another court case. ‘Azata del Sol’ did have a meeting at the hotel not very long ago, with technical surveyors from both sides as they are asking for 70 million Euros in compensation if the hotel is demolished. Some Action Last month we reported on the fact that the desalination plant at Cuevas was severely wrecked in the 2012 floods and has never been put back in action. Local agriculturalists who had to sign up to take a certain amount every year or face penalties are considering legal action. The Junta de Andalucía has now announced that a project will be carried out to see how the plant could be protected from any further flooding and the environmental impact if this work was done. It appears that part of the project will determine if retaining walls and altering the course of the

river can be carried out with pumping stations. Work to change the location of the AL-8106 road to the plant may also be considered. The site is a nesting area for Spanish egrets and it is not intended that any work would be done until their chicks leave the nests. Another proposal is that the plant that cost 77 million Euros (mostly EU funds) might be moved! Critics state that all this is fine, but when will it take place, and how much money will be allocated? Or is it just to keep them quiet?

‘Dreambeach’ 2017 The 5th 2017 ‘Dreambeach’ music festival will take place at Villaricos from August 10th-15th and this year young persons aged 16-18 will be able to attend. So far 12,000 people have bought tickets from 29-45 Euros, without any line-up being announced. Zurgena “Europats” Zurgena council have aligned themselves with the pressure group “Europats” set up following ‘Brexit’ to work for the best deal for British expats. Jim Simpson is one of just three English councillors in this area, and is now serving his third term on the council. He is one of the founding members of “Europats”. They will work for the continued right to free healthcare, the right to still be able to vote in local elections, the right to live and work in the EU without hindrance, and the setting up, or continuation of European identity documents

Luis Díaz, the mayor of Zurgena, states that expats in Zurgena and other local areas bring in social, economic, and cultural contributions that are “incalculable”. Jim Simpson considers that with a united front, expats have a much better chance of putting pressure on the authorities for continued rights. Town Hall Refunds In July 2015, eight female university students from Seville were fined by the Mojácar Policía Local for being noisy and having music that was too loud. This was possible because of the new “anti-noise” regulations passed by the town hall and each person was fined 601 Euros. A lawyer acting for the girls in a proposed court action in Seville that would have taken place on October 26th claimed that the official notification of the fines was not done correctly. He also claimed that regulations from the Junta de Andalucía are that the police (where there is noise from “neighbours”) have to advise people that they must stop the noise, and can only fine them if they do not. Furthermore, the lawyer stated that sound levels can only be determined by the use of special noise measuring equipment that can show the exact level. Mojácar police are allowed to decide for themselves when a noise level is too high. Rather than disputing this in court Mojácar town hall agreed to refund all the fines and pay 200 Euros for court costs. In another twist, the students had paid for an apartment advertised on the internet that was nothing like the one they had seen when they arrived. They made a “denuncia” (official complaint), and rented another apartment. When the police came they thought it was because of their own complaint! One of the girls’ father’s said that there were 1,000 kilometres of beaches in Andalucía all with different town halls and none of the girls would ever come back to Mojácar, nor their friends.

the percentage on many items or services. It seems to be that there is some logic in this as Spain only obtains 6.5 % of the Gross National Product from IVA, whilst the EU average is 7%. Only Italy and Ireland raise less money at 6.2% and 4.7% respectively. Croatia pulls in 13%, Hungary 9.7%, and Denmark 9.6%. Spain raised the general IVA rates in 2010 to 18% and 8% (apart from a super-reduced rate), and then to 21% and 10% in 2012. In 2009, IVA in Spain only generated 3.9 of Gross National Product bringing in 33 billion Euros, but the total is estimated to amount to 60 billion Euros this year. The Spanish Minister for Finance, Luis de Guindos, is trying to avoid more increases (one suggestion is that the 21% rate should be increase to 23%). He is probably going to jack up the customs duty and tax on cigarettes and alcohol, but leave fuel tax alone. Another target is that the ‘Feder’ EU grants for infrastructure (although fixed in practice until 2020) might be increased. Since 2014, these grants are calculated to have resulted in 240,000 jobs. Increased employment is badly needed as present projections are that from 2017-2018 the rate of unemployment in Spain will still be 19%, or just possibly 18%.

Bogaris Retail The extremely large company Bogaris Retail is to start building their 61,000 m2 commercial centre near the Torrecárdenas hospital in Almería city in December. The start date had been held up by a ruling that Almería city council had not properly split up the land into the correct areas for the store, nor allowed enough for housing. In a separate matter, four complaints had been made regarding the project, one from the owners of the nearby ‘Alcampo’ commercial centre that were dismissed. Apart from the construction phase, the retail company consider that there will be work for 3,000 people. The inversion is stated to be 150 million Euros. A Long Road for Justice Resurrección Galera is a teacher of religion in Almería who was dismissed from her job at a state school in Almería 15 years ago in 2001. She had married a divorcee at a civil ceremony in 2000. Various court cases over the years have come down in her favour including one in 2011 that ruled she had been illegally dismissed. The Ministry of Education and the Catholic Church Bishop of Almería were ordered to re-employ her for the school course 2012-2013. Her name was not put back on the list of approved teachers as the court had ruled, so she was not given her job back. The Supreme Tribunal has now ordered that this was another further denial of her human rights, liberty of religion, intimacy, was discrimination, and entirely illegal. They ruled that the Bishop of Almería and the education authorities had not been able to justify her exclusion for any justifiable motive whatsoever. The tribunal ruled that she must be re-employed

Almería Museum It is becoming quite normal that any exhibition at the museum in Almería city is extended in time from the original date. The museum director Arturo de Pino is credited with making the museum extremely popular not just in Spain but worldwide, and he is very respected since he has been there. (He has just been named director of the Almería castle, but will work closely with the new museum director). The exhibition “Un Puente de Mar Azul” (A bridge of blue sea) has many archaeological items on display found on the sea bed off the Almería coast, and is being extended until the end of February. Up to October 31st, 15,700 people have gone to see what is on display. Until June 15th next year the museum is open from 9am to 8.30pm, Tuesdays to Saturdays, and 9am to 3.30pm on Sundays. Entrance is free to any EU member, or 1 Euro 50 céntimos for non-EU visitors. People going to the museum typically stay there for 2 hours.

Focus on Local News More Incentives for Self-Employed People To allow Mariano Rajoy and his ‘PP’ party to form a government in minority the ‘Ciudadanos’ party hammered out 150 promises of laws and regulations. The ‘PSOE’ finally voted not to block the forming of a government by voting to abstain, but this has split the party right down the middle. The government is proposing to help selfemployed “start-ups” by increasing the reduction in social security payments for another six months. At present there is a 50% discount for six months that will be extended to twelve months. This is one of the ‘Ciudadanos’ agreements. Special regulations will apply during maternity leave. Vehicle Classification Recently we explained how the ‘DGT’, the department concerned with vehicles, traffic, and other regulations, is out sending stickers similar to the ‘ITV’ (MOT) ones that relate to contamination. There are four categories with the highest one for electric vehicles or hybrids. These vehicles (and the stickers show this) are category 1 zero emissions. The other three categories relate to vehicles that comply with EU guidelines relating to petrol and diesel cars of certain ages. Category 4 is for the older vehicles that have maximum contamination. The result may be that town halls reduce the annual road tax for efficient vehicles. The other side of the coin is that older vehicle may be charged more money, or have restriction on entering cities. The first set of stickers have been issued in Madrid where they are about to impose restrictions such as parking in some areas only allowed for residents. Another proposal is that older vehicles are only allowed in on alternate days, denoted by the last numeral of the number plate. In theory, restrictions for older vehicles may make people buy a new one instead. All this is in the melting pot at present, but it is starting to be introduced.

conservation and culture’ are still mounting opposition for the project for a 33 bed hotel in front of the bay at la playa de Los Genoveses in Cabo de Gata. The owner of an existing building wants to renovate it and open it as a hotel. The association claims that new buildings or conversion of existing buildings in the zone are not allowed, unless they are for the public good such as artisan use. They say that the only reason for applying for permission to convert the building is economic, is not for the public good, or for any educational use. They also allege that even if permission was possible the maximum area for a hotel or restaurant is 1,500 m2, and the building will be 2,400 m2. Torres and González Díaz who are the owners of the building and have put forward this project argue that other licences granted for tourist related activities have gone up dramatically in the last few years, give employment to a large number of people and there is a demand for a hotel that would be in perfect harmony with the surroundings. This dispute looks likely to be a long haul.

No Homework on Fridays The Spanish Association of Mothers & Fathers of School Children (CEAPA) in Almería province called for parents to refuse to let their children do homework that they were given on Fridays in November. They asked parents to send a letter to the school stating they did not want weekend homework. They claim that this strike action has been a big success and 49% of parents think that homework has a negative effect on family life. 40% of parents surveyed think that homework takes more time than it should, 28% say it definitely needs too much time, and 13% thought homework was really excessive. Reactions from teachers and the education authorities have been mixed. Improved Entitlement There are millions of workers in Spain who are on temporary contracts that may be for a long time, even years. Other workers have temporary contracts that may be only for summer months. Compensation for workers on permanent contracts where they are laid off is that they are

entitled to compensation that is fixed at 20 days per year worked. Casual workers have no entitlement to compensation, but workers on temporary contracts are entitled to 12 days per year worked. On 14th September an EU tribunal ruled that Spain had to apply the same entitlement to people on temporary contracts as fixed ones. The Ministry of Employment are studying how to administer this and employers will now have to abide by the ruling. The EU tribunal also ruled that where a payment had been made of 12 working days per year, in the past year since September 14th, 2015, the employee could claim the difference. Workers in the public sector may be able to reclaim this difference for a longer period. The two main Spanish unions, the UGT & CC OO, are telling workers on temporary contracts who are being let go that any of their offices, whether the person is a union member or not, will help with any claims.

So Now You Know... Keys The ancient Romans used keys thousands of years ago to lock up their precious items. It was a simple piece of metal that when inserted into an opening and turned drew back or closed a bolt or latch. Different designs made them almost a unique match to the lock and prevented other people from opening it. The more important the items being locked up, the more complicated was the shape of the key. Over the centuries the keys and locks became much smaller so that keys could easily be carried in a pocket and were used for houses too. Nowadays, electronic keypads and plastic cards for hotel locks that can be individually coded are replacing traditional keys and locks.

Watermelons Watermelons were revered by the Egyptians who depicted them in hieroglyphics on wall paintings. They were buried in tombs of the Pharaohs as they were considered an ideal food for the afterlife. Merchant trade introduced them into other countries and the plants flourished in Mediterranean areas. In the 10th century they found their way into China. The Moors were very influential in their spread throughout Europe. The African slave trade who prized the seeds probably introduced them into America. The Chinese and the Japanese take a watermelon as a present to their host on special visits. They come in over 1,200 different varieties including the seedless and thin rind types.

Croquet It seems that French peasants in the 13century were the first ones to hit balls with crudely made mallets through hoops made from willow branches. “Crooky was introduced into Britain in 1852 from Ireland where it had been played since the 1830s. John Jaques, a London sporting manufacturer, began making complete sets and the game became generally popular as a leisure pursuit where women could take part as well. After World War I, with the development of lawn tennis, croquet became less popular and in the US, smaller versions were manufactured designed for children as a backyard game. In the 1970s croquet became a fashionable sport again particularly in the US and Canada where clubs sprang up.

Brandy A Dutch sea captain is credited with making the first brandy. He wanted to concentrate wine he carried as a cargo that was then subject to import tax based on its volume. He used the process of distillation to remove water from the wine and leave behind a higher concentration of liquor. The idea was that some distilled water would then be added to it after importation to turn it back into wine that could then be sold as normal at a cheaper price. It was soon discovered by the people who were undertaking the addition of distilled water that the concentrated liquid was very good to drink on its own. It was then christened “brandy” and quickly became very popular in Europe.

Dixie Cups Until the late 19th century people shared a water barrel or communal vessels for drinking water. It became clear that with both sick and healthy people sharing the same containers this was spreading disease and germs and was very unhealthy. Lawrence Luellen from Boston designed a vending machine that dispensed water with disposable wax impregnated paper cups called “Health cups” and advertised the benefits. This took off very successfully and by 1912 he and a partner called Hugh Moore went into production. In 1919 they re-christened the cups “Dixie cups”. These cups were the forerunners of many disposable items such as razors, aerosol cans, and pens.

Vaseline Robert Chesebrough was a British chemist who had been producing kerosene from sperm wales but became interested in petroleum which had been discovered in the US. In 1859 he travelled there to see for himself what the possible byproducts were. He found the oilmen regularly needed to clean a gooey substance off their drilling equipment but they used it for healing cuts and burns. Chesebrough decided this was a byproduct worth investigation and by 1865 he patented his process for producing pure petroleum jelly. He opened a factory in 1870 and travelledround the US demonstrated how good “Vaseline” was by burning or cutting his own skin and using his product.

days old. The CRG unit have confirmed that this is correct and they agree with him that he is the oldest documented Spanish man alive, and the third eldest in the world. He likes visits from his two daughters who are aged 80 and 77.

The Spanish Institute of Statistics calculated on January 1st this year there were 14,908 persons over the age of 100 made up of 11,864 women and 3,044 men. It is thought that there may be ten people who are over the age of 110, but Ana is the only one of two people where this has been proved. They point out that their numbers can change rapidly!

The official oldest living person is the Italian, Emma Morano, who will be 117 years and 32 days old on Christmas day as she was born on November 29th, 1899. She is quite lucid and likes seeing any family members that are still alive. In her twenties a doctor told her to eat three raw eggs a day for a week and she has continued to do this daily for the rest of her life. One of her favourite occupations is embroidery.

Ana Vela Rubio

Ana was born at the start of the 20th century when King Alfonso XIII was on the Spanish throne, the great-great grandfather of the present Spanish King Felipe VI. Electricity was virtually unknown, roads were sparse, agriculture was the main occupation, and the 19 million inhabitants died from tuberculosis, diphtheria, or cholera. The average life expectancy was 34 for a man and 36 for women. The Gerontology Research Group (GRG) at California University, set up in 1990, conduct research into the oldest living people in the world, and only officially record their ages where there is a complete documented history. They are accepted as being the definitive body in this field. In the case of Ana, they agree entirely with her date of birth. Ana is in a residential home where the staff say her health apart from suffering from dementia is very good. They report that she has a healthy appetite and likes sweet food. She came to a day centre there in 2005 but was not a full time resident until 2008. Ana has a living daughter out of the four children she had, who comes to see her when she can. She is struggling a bit to make the journey nowadays as she is aged 89.

The oldest person in the world with a documented history was Jeanne Calment from France who died in 1997 aged 122 years and 164 days. She was aged 12 when they started building the Eiffel Tower, ate a kilo of chocolate every week, rode a bike until she was 100, and gave up smoking when she was 120!

One common denominator amongst extremely old people is that they don’t seem to have suffered any serious illnesses, or even lots of colds. Scientists say that all people who are very old seem to share a coded gene relating to the chromosome 2 that Francisco Núñez Olivera from Badajoz in they have christened APOB. The less scientific Extremadura was born on December 13th, 1904, name is “The Methuselah gene”. According to the so on Christmas Day he will be 112 years and 12 Bible he lived 969 years!

“Dash-Cams” in Vehicles

C

ars or motorbikes where there is a forward facing “dash-cam” can be a big help in the event of an accident when drivers do not agree on what took place. There are a host of different regulations in various countries that are quite different, from them being downright illegal, or with certain restrictions on their use. One restriction with the ones that fit onto the windscreen with a rubber sticker relates to their size. In the UK, any device on a windscreen cannot be more than five inches square, or seven inches square on the passenger side. Anything larger is considered to be obstructing the driver’s vision, so is illegal. Vehicle cameras were first introduced in Russia in 2013 where traffic police were considered highly corrupt and in some cases accepted bribes to distort the truth or cancel a fine. The other problem (not just in Russia) was that accidents were being “staged” to defraud insurance companies, with large claims for injuries that were often difficult to dispute. Russian vehicle manufacturers or importers now have to fit them as a standard item by law.

a person who has taken a close-up photograph or a video of someone else cannot distribute the images, and cannot show faces or even number plates! A topless Spanish woman on a beach where a specific photograph of her was taken and published without her consent successfully sued the photographer and publication as being an offence against her intimacy. If a video is being taken of a large group of people at a beach or demonstration where the people are generally anonymous this is allowed, otherwise newspapers or television companies couldn’t usethem. Special regulations apply to things like traffic cameras that show a speeding or other offence that can be used for judicial purposes in a court. Some courts in Spain will allow dash-cam images to be used by prosecution or defence lawyers in private prosecutions where an insurance company is involved, with guidelines from the courts as to their use, even though it relates to individuals.

In the US where there are continual disputes regarding motorists (unfortunately often black people) being shot by police, cameras can show what actually happened but this is a totally different matter to vehicle driving behaviour. In Germany, images or videos from dash-cams cannot be put on social media sites or used in court cases, and in Austria they are totally illegal with heavy fines if motorists have fitted them. The cost of a dash-cam goes from the cheapest that may only cost 50 Euros to very sophisticated ones that may cost 300 Euros. These have an internal GPS device that is accurate enough to show the vehicle speed and almost the exact location on the road. Insurance companies like these cameras as they can show exactly who was to blame in an accident. Some companies insist on fitting them at no charge for young drivers, who may be driving too aggressively.

In Spain, the technology of dash-cams has overtaken current regulations and will have to be addressed to eliminate all the contradictions. There are millions of CCTV cameras in operation world-wide by police, private security companies, owners of shops and private premises , and members of the public as a burglar or crime deterrent. Vehicle dealers in Spain will fit dash-cams at the special request of the The problem in Spain is that this is a very grey area purchaser, or offer them as part of package of regarding data protection. The Poniente Case

O

n October 20th, 2009, everything seemed corruption and fraud, were released from prison normal in El Ejido. Council staff were at work at the end of July 2010 both on bail of 600,000 including most of the councillors and the mayor Euros. Plaza Mayor and the Town Hall in El Ejido Juan Enciso. Workers from the multi-services maintenance company ‘Elsur’ that carried out work at all the council buildings and undertakings were working normally. All this changed at 10am when seventy National Police and experts from the Hacienda (Tax office) raided the town hall. This major investigation had been given the codename “Caso Poniente” (the Poniente case). The building was totally locked down with all employees forbidden to touch any computers whilst computer experts established what was on them and copied or removed hard drives. Once the town hall was secure, the headquarters of ‘Elsur’ was raided, the headquarters of the political party ‘PAL’ set up by the mayor, and search warrants served on several family homes. Simultaneous raids took place in Almería, Seville, and Madrid. 30 banks accounts were immediately frozen and scores of interviews started. The mayor, Juan Enciso and all his family, the council financial controller José Alemán together with his wife and family members were taken to Almería to the main police station. Ambrosio Cuevas was arrested at a private school he ran in Vera and people arrested in Seville and Madrid were brought to Almería with 20 people kept overnight in police cells. After a brief court appearance next day the El Acebuche prison had eight new inmates remanded in custody, or awaiting the posting of bail. Four people allegedto be the major players were returned to prison indefinitely pending further investigations. Leaks to the press spoke of perhaps 100 million Euros having been siphoned off. Ambrosio Cuevas was the first of the three persons still in prison to be released on bail of 100,000 Euros after two weeks, but Juan Enciso stayed in prison until June 2010 when bail was set at 300,000 Euros. José Amate, the boss of a company in Seville, and José Alemán, considered the brains of the

This June a judge decreed that the case was ready to go to court and in 2017 the initial proceeding will be started where some of those in court may make a plea bargain, or maintain they are innocent of some of the charges or all of them. In a major court case such as this (by far the most serious in Almería province) a third party can join forces with the prosecution to ask for prison terms that they decided on. In this case, El Ejido town hall is the third party and they claim that 84 million Euros were siphoned off. Their lawyers are asking for a prison term of 29 years for José Alemán and 15 years for his wife, 22 years for Juan Enciso and 18 years for his wife, 26 years for José Amate and reduced terms for other family members, 19 years for one of the company bosses Juan Galán and his wife, and 10 years for three brothers, owners of another company. Many people less seriously involved face prison terms and the grand total for all the accused is 1,102 years. The town hall wants the court to order that the 84 million Euros is paid back with interest! Spanish court cases can take a long while to come to court, but seven years in this case is excessive. The ‘Hacienda’ (the Spanish tax authorities) states that tracing the money through a web of various companies has been a nightmare.

A Healthy Diet

M

ari Carmen is a mother of two children who was concerned that they were eating and drinking correctly. Trying to study the food and drink labelling in a supermarket was so complicated that she started classifying all the information. She set herself to list what items had less sugar, more fibre, vitamins and what they were, additives, the origin of oil (was it olive oil, rapeseed oil, or coconut oil?), and was it refined, virgin, or virgin extra? Was the food made with saturated, unsaturated, or polyunsaturated fat? What was the stated calorie content, and what did “light”, “without”, “zero”, “low in…”, and “bio” actually mean? Apart from this she then wanted to know if food was high or low in cholesterol, and was this good or bad? In trying to study all this she found that the lettering was so small on many items that she needed a magnifying glass!

Enrique García from the Spanish Organization of Consumers says that “recommendations” for healthy eating and drinking often stress the “good” effects of ingredients, but minimised the correct levels of sugar. People in Spain are stated to have a daily intake of 94 grams of sugar, which is double the amount recommended by the World Health Organization, and four times more than many dietary specialists consider is the correct amount. Enrique García is highly critical of manufacturers using logos of medical or paediatrician associations on packets of biscuits or sweet products that are definitely not healthy. He says that income received by these organizations from food manufacturers is too much, and the truth is being hidden. A shopper studying the labels

She came to the conclusion that information was often deliberately made so complicated that a purchaser was inundated with “facts”, claims and counter- claims, and “daily doses” and “recommended intake” amounts were often contradictory as well. She decided it looked like a conspiracy by food and drink manufacturers, but surely this couldn’t be right? In the last five years, Coca-Cola and Pepsi-Cola have financed investigations in organizations in the US including the “American Society against Cancer, American Diabetic Association, National Health Institute”, the “Centre for the Prevention and Control of Illnesses”, and “Save the Children”. Boston University has just published a survey where they say that investigators were pressurized to minimise any danger to health, and Harvard University had been got at by the “sugar lobby” to stress that fat rather than sugar was responsible for heart disease. A Spanish investigator discovered that recommendations that “30% of the population lacked calcium, so they should drink more milk”, was financed by the Spanish Federation of Milk Products. A “Global Energy Balance Network” study stipulated that a sedentary lifestyle without exercise was far more responsible for obesity than diet, but financed by food and drink companies including Coca-Cola.

Another Spanish food scientist, Luis Jiménez, is totally convinced that the intense amount of information, often in small print, is deliberately designed to confuse purchasers, and Mari Carmen is correct in thinking this. He agrees that bread manufacturers are slowly reducing the salt content, fat levels are less than they were four or five years ago in general, and small lettering on products has diminished somewhat. Asked what he would recommend to Mari Carmen his advice was simple. She should avoid processed food in general, and buy products that had no food labels or contradictory claims such as fresh vegetables, fresh not processed meat, fresh fish, and she should buy plenty of fruit and nuts. She should ignore claims made in television commercials and remember the benefits of home cooking.

Cremation & Ashes

T

he Catholic Church has published new guidelines and regulations that have been agreed by the heads of the Catholic Church that are responsible for “the doctrine of faith”. Practising Catholics are required to abide by these new instructions. The document is entitled “Ad resurgendum cum Christo” and relates to the burial of the dead and the conservation of ashes following a cremation.

or succeeding generations may not show the required level of reverence. For these reason this is now banned, along with dividing ashes between family members. A bishop or senior church figure can only allow ashes to be kept in a family home in extreme situations with their permission.

Scattering ashes in “the air, earth, or sea” is now not allowed, nor the conversion of ashes to pieces This document is intended to fill the present gap in of jewellery, or other objects. These practices are Christian practices where cremation is becoming not considered justified by hygienic, social, or more and more usual for Catholics. The burial of economic considerations. people who have died is still considered the correct procedure following a death as it is seen as an encouragement for the faith of family members, and Christians as a whole, since following baptism it is considered the that bodies become a symbol of the Holy Spirit. Burial in a cemetery or scared place is considered to be a sign of respect and preserve the relationship between the living and the dead. Where “through sanitary, economic, or social considerations” cremation is chosen this should not take place where it is against the wishes of the dead person, or indications whilst they were living that a normal burial was envisaged. The Catholic Church is not totally against cremation as it is considered that it does not affect the soul, or prevent God from raising the deceased for a new life when the resurrection of the body takes place. Any cremation should be carried out following the religious observance of the church liturgy following the death. Where this document becomes very specific is that it relates to what happens to the ashes after cremation. The instruction from the Catholic authorities is that the ashes can only be deposited in a cemetery, or other area that has been consecrated by the church, and so becomes a sacred place. This is considered necessary for the remembrance of the dead by family members in agreement with their faith in God, and is a sign of respect.

In Spain, there are increasing numbers of family members who decide on cremation rising from 16% in 2005 to 36% in 2015 which totalled 65,000 deceased. There are 350 crematoriums that are capable of handling a total of 1,400 cremations daily, but the actual number is only 400. 11,000 people work in the Spanish funeral businesses that last year billed 1.4 billion Euros, and the average cost of a funeral in Spain is 3,500 Euros. The Cremation Society in Great Britain states that 75% of people who die are now cremated.

Ashes can be put in a special area at three football clubs in Madrid for dedicated fans, and the cost is an average of 3,000 Euros plus IVA (VAT) for 50 years or 6,000 plus tax for 99 years. Space for ashes for 30,000 fans is included in the rebuilding plans for the Camp Nou stadium in Barcelona. It looks as Keeping ashes in an urn in a family home is if the football club owners and managers may have considered a lack of respect, as damage could occur, to think again!

A Major Body Blow

N

ow that Spain has a new government, their politicians have been assuring everybody that this legislature is “the time of the ‘AVE’ (high speed train) in Almería”. Opposition parties calculated that as of November 15th there had been no action for 1,550 days, and that since 2013 a total of 417 million Euros had been put in budgets for the AVE in Almería province and only a fraction spent on “studies”. Their representatives in the new parliament asked for an urgent explanation from the new Minister of Transport.

agriculture, where the now famous tortoises will be moved to. One small part of the line near Cuevas is a natural habitat of tortoises that are protected, so they have to be moved. The latest place chosen by ADIF is the third one where dwellings would have to be demolished and fertile land taken. ADIF have consistently ignored a proposed site that ecologists say is ideal, with minimum agriculture. A new ADIF study is now taking place to determine the “impact” of the third site, to be completed by the end of this year. Once sorted out, land will need to be expropriated.

All this paled into insignificance when the construction company ‘SACYR’ who have the contract to build the 12km stretch from Pulpí to Cuevas (the only one for five years) announced that they were pulling out. This stretch has been promised for the last three and a half years. In December 2011, when the same PP party as now had won the General Elections, the new Minister of Transport, Ana Pastor, stated that all the missing sections between Murcia and Almería were in “an advanced stage of planning, and would soon be authorized”. In September 2014 when nothing had happened she promised in Parliament that the section of the AVE from Pulpí to Cuevas in Almería would be adjudicated before the end of 2014. In January 2015 she stated that this would be done “soon”, but no mention was made of other sections. In July 2015 she stated that ‘SACYR’ had been given the contract, and by the end of the year work would start. December 2015 was when new General Elections were held! She repeated her promise before the second General Elections last June, stating that the last of the land expropriations necessary would be done “soon”. ‘SACYR’ point out that since they were given the contract all the work should have been done, but the rail company ADIF still doesn’t own all the land. The only action has been ADIF workers marking out boundaries recently in an area at Los Lobos with houses, agricultural buildings, and intense

Ana Pastor

The official budget price for the 12km section “at market prices” was 71 million Euros, but ‘SACYR’ won the bid as their price was just 33 million. Overruns in cost can only be less than 10% of the contract price, so a big discrepancy. The other complete unknown is whether a base in being laid for twin tracks with only one built now, or a single track. To cut costs the plan is that the AVE trains go in each direction on a single track “at present”. Asked about the enormously expensive twin tunnels, the longest in Andalucía, ADIF said that they could be a passing point for two trains! If ‘SACYR’ do pull out the tendering will have to start again and ‘SACYR’ would be able to claim millions of Euros in compensation. ADIF say that they can start work “soon”, so don’t worry about it, and don’t pull out!

A Christmas Prayer

A couple had been wrapping presents for all their relatives including their elderly aunt in a care home. After they had finished, the man said, "I never want to live in a vegetative state, dependent on some machine and fluids from a bottle! If that ever happens, just pull the plug!" So the woman got up, unplugged his computer and threw his brandy bottle in the bin. Woman can be such bitches…….

Dear Lord, I pray for Wisdom to understand my man, Love to forgive him for all the stupid things he does and Patience for all his moods. Please grant me these wishes because if I pray for Strength, I'll beat him to death….. Amen

Christmas Golf Four regular golf partners were playing their weekly game during December when one of them said how great it would be to get up on Christmas morning and without any argument go straight to the golf club for 18 holes before lunch. All the others agreed, "Let's do it! We'll work out a way, and meet here at ten sharp, Christmas morning!" On Christmas morning they all met up. The first golfer said, "Boy, this game has cost me a fortune, the biggest diamond ring you have ever seen. Luckily she can't take her eyes off it!" The second golfer said, "It's cost me a ton too! My wife is planning the cruise I promised her with brochures all over the kitchen." The third said, "We won't get lunch today at our house, I left her studying the manual for her new hatchback, before she goes for a drive!" The fourth golfer was silent for a long time, and then retorted, " I can't believe you all spent such a fortune for a round of golf! I just woke her up, slapped her on the behind and said, 'Hi babe, Happy Christmas. Golf or Sex, what's it going to be?' and she said, turning over, 'Take your sweater!'" A Christmas Wish "Lord, if you can't make me skinny so I get chocolates again, at least make all of my friends fat!"

Penultimate Day of Term before the Christmas Holiday 'Today we'll relax a little and play a spelling game before we break up for the Christmas holidays,' says Mrs Anand, the primary schoolteacher. Each of you will stand up, tell us your name, what your father does, spell what your father does and then explain it to us. All right, Jack, you can go first.' Jack stands up and says, 'My name's Jack. My father is a builder, b-u-i-l-d-e-r, and he helps to put up homes.' Mrs Anand says, 'Very good. All right, Dominic, your turn.' Dominic stands says, 'My name's Dominic. My father's a pharmacist, f-a-m... f-a-r-n... f-n...' The teacher, Mrs Anand, says, 'Dominic, you go home tonight and learn how to spell pharmacist. All right, Johnny.' Johnny stands up and says, 'My name's Johnny. My old man is a bookie, b-o-o-k-i-e, and if he was here, he'd give you five to two odds Dominic won't spell pharmacist by tomorrow.'

Quite Quick! A pensioner, who lives in a retirement home, is sent some presents by his family, who rarely go to see him. Eventually in the summer his busy son turns up. "Did you get the presents I sent you at Christmas? He asks. His father replies, "Yes thank you, I just finished the jigsaw, after 6 months. I thought I did quite well as is says on the box 'From two to four years'".

...and next... The Chainsaw Just before Christmas a man decides he is going to go into the pine forest and chop down a tree to use as a Christmas tree. His mate from the pub says a chainsaw would be handy. He goes to the hardware store and hires a large one. The shopkeeper says it will chop down a large tree in no time. The next day the man comes back. He says to the shopkeeper, "This chainsaw is rubbish! I started yesterday afternoon and by 6 o'clock I was only half way through the trunk!" The shopkeeper replies, "Perhaps the fuel to air mixture is not right, I'll just start it up". He pulls the chord and the chain saw leaps into life. The customer jumps back, clearly startled, saying, "Bloody Hell! What's that terrible noise?"

A Valuable Present A small boy is given a harmonica by his Grandfather for Christmas. A couple of weeks later he tells his Grandfather, "This is the best present I have ever had! I've already collected over 100 euros!" The Grandfather replies, "You must have learnt to play it really well!" The small boy replies, "I haven't learnt to play it at all! If I get it out during the day Mother gives me 5 euros to put it away again, and Father gives me 10 euros for not playing it after he comes home from work!

Wise Women Do you know what would have happened if it had been three Wise Women instead of three Wise Men? They would have asked directions, Arrived on time, Helped deliver the baby, Cleaned the stable, Brought practical gifts. And made a casserole.

The Christmas Confession A man goes to a confessional on Christmas Eve and tells the priest, "Father. I'm 80 years old, married, with four children and eleven grandchildren. Yesterday at a Christmas party I had sex with two eighteen year old girls, twice with each one!" The priest says, “I understand my son. When did you make your last confession?" To which the man replied, "I have never been to confession before. I’m a Jew." The priest asks, "Then why are you telling me this?" and the man replies, “I’m telling everyone!"

But do you know what they would have said as they were leaving? “Did you see the sandals Mary was wearing with that gown?”. “The baby doesn’t even look a bit like Joseph”. “Can you believe they let all those disgusting animals in there”. “And that donkey that they’re riding has seen better days too”. “I heard that Joseph isn’t working right now”. “Want to bet how long it will take before we get the casserole dish back”. “Virgin my ass, I knew her in school”
