It’s Carnival Time!

T

he utopian and totally impracticable attempt in Catalonia to become an independent entity, divorced from Spain and the EU, has backfired. We comment on the latest situation in an article. When a stable situation exists in the Catalonia parliament there will be the opportunity for dialogue with central government and quite possibly some increased autonomy. There will be no major changes to the Spanish Constitution which is 40 years old this year.

The three main parties in the Spanish Parliament are rarely in full agreement, particularly as the Prime Minister, Maraino Rajoy, and his P.P. party only have a small minority. In the case of Catalonia all three have joined forces in attempts to re-instate the status quo and rule of law. Our autonomous community of Andalucía celebrates their anniversary of becoming autonomous on February 28th. As the name suggests, autonomous communities have a large say in how they are run. Their own parliament can pass laws, they have their own High Court, and they run the health service and education. 50% of income tax in Spain goes to the appropriate community who can set their own rates, and until recently the inheritance tax was extremely high in Andalucía. Maundy Thursday, the day before Good Friday, is a holiday in Andalucía instead of Día de San José (Spanish Father’s Day), a holiday in most other communities. Sometimes, as might be expected, there are disputes between autonomous communities and central government. In our “In the News” section we highlight the ruling that cannabis clubs in some communities have been ruled illegal nationally. The Junta de Andalucía has also come up with an ingenious plan over a dispute with the work hours of public employees. The thing they can’t do is go for complete home rule! The economic situation in Spain definitely appears to have turned the corner. The Spanish Minister for the Economy is quietly confident that optimistic economic predictions for growth in 2018 will be met. EU gurus and analysts also agree that there is a sustained growth, but the situation in Catalonia is a

Easter is earlier this year and Easter Sunday is April 1st, (it’s not a joke!) Ash Wednesday and the start of Lent is February 14th along with Saint Valentine’s Day. Mardi Gras carnivals should take place the day before on February 13th, along with UK Pancake Day. As in other years, carnival events continue into Lent, and the very famous Águilas Carnival goes over until the closing ceremony on February 17th. Participants will be fervently hoping that there is a spell of warmer weather. We list the dates and times of the main events in our What’s On section. Various town halls are now publicising their winter cultural events and we highlight these as well. There will be many carnival events in all our municipalities but apart from Día de Andalucía, which is a major fiesta day with banks and other official offices shut, there are no other major fiesta dates in February. As in other years, beach bars have to decide if they are going to open for Easter and brave it out until more tourists arrive, or stay shut. Tourist numbers throughout Spain are still going up in leaps and bounds, along with passenger numbers at Almería airport.

In the News A New Problem Police in Almería city discovered a new method of thieves gaining access to banks, tobacco shops, lottery offices, and high value fashion or jewellery shops, just before Christmas. The robbers presented themselves as being technicians from security companies who needed to verify everything was in order. Having gained access they turned off the alarms, cameras and motion detectors. They had false uniforms and documentation. The robberies took place about 15 days after the first visit. Police notified commercial associations that this was taking place and visited likely premises to advise the owners or managers to take special precautions. They also recommended a visit by authorized security companies to make sure all the security devices were working. They stated that no-one should let people who claimed to be from a security company onto their premises without a prior appointment, never discuss the security system, and have an audible alarm linked to a dedicated phone line back to an authorized security company to ensure a quick response.

“Dreambeach” Prosecutions When the “Dreambeach” music festival was taking place at Villaricos last August, police made a large number of vehicle checks. Several people were found to be operating illegal taxi services, and when the cases came to court they were all fined 1,300 Euros. Where the vehicles had been seized they were not returned to the owners / drivers following the successful prosecution. A man who was running a 24-seater bus from Vera to Palomares and back was also prosecuted for having no licence to carry passengers. At the same court hearing, various persons were dealt with who were offering illegal taxi services from Almería port. In two cases the drivers did not have a valid driving licence either.

It is alleged that only 2,700 Euros was spent on treatment, and the parents enjoyed a luxury lifestyle including expensive holidays abroad. Police found 300,000 Euros in cash at their home, collection boxes that contained 2,100 Euros collected from schools, watches worth 60,000 Euros, and many high value mobile phones and computers. From bank transfers, police were able to trace 5,500 people who had donated money, but 1,000 people had made cash donations into the account. After his arrest the father is now in prison awaiting trial, and his wife is on bail after surrendering her passport. Custody of Nadia has been transferred to her aunt in Mallorca. The ‘Fiscalía’ (Spanish Crown Prosecution Services) are asking for prison terms of six years for both parents, and substantial fines.

Virgen del Carmen

The statue of the Virgin (Mary) of Carmen in Garrucha is a focal point for tourists and residents. The Virgin Carmen is the patron saint of Garrucha and of all fishermen and the sea. Made from white Macael marble, the statue was erected ten years ago. There is no special access or pavement, and this is to be subject to a major project. A walkway will come down from the existing paseo (promenade) and continue past the statue towards the area where fish is auctioned. Street lighting will be installed and street furniture. The ‘AVE’ Trains Eventually, the lines for the ‘AVE’ (Spanish high speed train) will be extended from Murcia city to Almería city. It is expected that many people will use the train for access to this area, and it will give a boost to freight transport. The shining example of the benefit of the ‘AVE’ is the line from Madrid to Málaga that was opened in December 2007. By the 10th anniversary, a total of 20 million passengers had come to Málaga from Madrid, and 2.4 million during 2017. In January 2009, a line from Barcelona to Málaga, bypassing Madrid, was opened. 50% of passengers coming to Málaga are connected with businesses and commerce, 20% come from families, and 24% from international tourists.

Not Good Overall House prices in coastal areas in Almería province are increasing because non-Spanish buyers are more interested in these areas. In Roquetas de Mar, prices at the end of 2017 were 2.2% higher than at the end of 2016. Throughout the province this is not the case at all. ‘Tinsa’ is the association of surveyors who value properties, particularly when a mortgage is being requested by a bank. They state that prices in the province as a whole dropped by 2.4%. This makes Almería province the worst in Andalucía except for Jaén. They state that the average price per m2 was 941 Euros, compared to Córdoba at 947 Euros, Granada at 1,009 Euros, Seville at 1,225 Euros, and Málaga at 1,456 Euros per m2. They calculate the drop in Almería city as a whole to be 0.3%. In the province overall they consider that on the average purchase price a seller lost 2,250 Euros compared to 2016. The other statistic they have come up with is that properties take an average of 10 months on the market before a buyer comes along. The average selling time in the whole of Andalucía is 8.5 months, and in Seville 4-6 months. They state that the average mortgage taken out in Almería province was 82,500

One-Way Over Christmas and the January sales period various large “pedestrian only” streets in Madrid were made one-way. The aim of this regulation was to stop bottlenecks and keep pedestrian traffic moving. This is a new idea in Madrid but has been put in operation in Barcelona during the Easter parades, and in Mecca. The one-way system was in operation from Fridays to Sundays and Fiesta days. Police who monitored the way this worked were prepared to put it in motion on other days if necessary. Some shop keepers complained that people wishing to visit their shops would have to make a long detour, and it was not fair for the older generation or those with reduced mobility.

Good News for Zurgena Every municipality has to have an urban plan known by the initials ‘PGOU’ standing for “Plan General de Ordenación Urbana”. Where there have been developments of “illegal” houses on non-urban land this may often be because they didn’t figure in the existing overall plan. In these cases the authorities are prepared to “regularise” properties if the PGOU is amended retrospectively. This is not a simple procedure and town halls may have to jump through several hoops until their amendments are accepted. In Zurgena, the green light has been given for the districts of Zurgena town, Chicago, La Alfoquía, El Cucador, and Palacés. Final approval should soon be

In the News given to properties in Los Carasoles, Los Menchones, and Los Llanos del Peral. Some documents to enable the PGOU to become a reality were submitted ten years ago. The major of Zurgena, Luis Díaz, is delighted that the very long process has now been completed. The amended PGOU also allows for new construction in approved areas, subsidised housing for people on low incomes, and green zones. There is also approval for industrial development situated between Las Corbaticas and El Cucador. Additionally, there is an allowance for a new electricity substation and a sewage treatment plant. The mayor has stated that the lives of people in Zurgena have now changed for the better.

The Loss to Businesses The crisis in Catalonia has led to 3,200 businesses moving their registered offices out of Catalonia. This means their tax burden will be based on where they have gone to. The big fear was that if the independence bid was successful, very high taxes might well have followed. Only very recently, since the December 21st parliamentary elections took place, Panasonic & Mitsubishi have moved their registered offices to Madrid. During October, tourism and hotel occupancy suffered, but many people had booked holidays in advance. During November, the Melía Hotel group saw a loss in income of 3 million Euros, and the NH Hotel group state they were down by 2 million Euros. Figures for December are still being collated but are expected to be as bad. The World Economic Forum took place in Davos at the end of January, and worries over Catalonia were on the agenda. Their analysts are concerned that the unrest may affect growth figures in Spain in general. Apart from Spain, some concerns were voiced relating to Germany and Austria where their extreme right parties are having an effect.

‘Dreambeach’ 2018 The 6th ‘Dreambeach’ music festival at Villaricos is already being hailed as “better than ever”. The organizers have announced that ‘KSHMR’, Alan Walker, Sunnery James and Ryan Marciano will be coming to the event, along with ‘Tales of Us’, ‘Kings of the Rollers’, Andy C, and Kase O. Last year 175,000 “Dreamers” went there, and tickets are now on sale

from www.dreambeach.es. At present, the tickets cost 65 Euros, or 85 Euros if people wish to use the campsite.

Cruise Ships The Almería Port authorities have been trying hard to attract cruise ships, and the number of ships and passengers has been steadily improving since 2014. Regretfully, 2017 numbers were slightly in decline of the 2016 figures. Mari Carmen Ortiz, the Port Authority President, stated that during the season there were four cancellations of cruise ships that had been expected owing to route changes. The 36 cruise ships that came to Almería brought in 26,000 passengers compared to 28,600 in 2016. So far in 2018, 34 cruise ships are due to arrive with 24,000 passengers from March to October. The port authority in conjunction with the Almería Diputación (County Council) visit a large number of cruise ship events to attract companies to visit Almería, and Mari Carmen Ortiz hopes that extra cruise ships will come here as a result. In Málaga, their cruise ship traffic went up 18% in 2017, a higher percentage than Barcelona, Las Palmas, Tenerife, and Valencia. 510,000 passengers came to Málaga in 277 cruise ships. 12 new cruise ship companies came there during this period.

A Lot of Coins An employee of the Bundesbank has been given a job that will necessitate 700 hours of work spread over 6 months. He has to count 2.5 tonnes of 1 & 2 ‘pfennig’ coins, about the size of the Spanish 1 & 2 céntimo coins. A German lorry driver had put aside any of these coins that he had over a period of 30 years. When he died recently his family went to their bank and asked for their help in converting these coins to Euros, and they were delivered to the bank in a lorry. Changing these coins to Euros at a bank is allowed at present. The coins had been kept in bags in damp conditions and many of them have become stuck together, so that machine counting is not possible. The estimated value is about 8,000 Euros, and there are just over 1 million coins probably. The amount of time needed by the worker and his corresponding salary is much more than the coins are worth!

In the News Electricity for One Day Growing marihuana needs large supplies of electricity, and this is often achieved by by-passing a meter or making connections to manholes in the street. Apart from the money that the electricity companies lose, transformers can burn out, and power cuts are common. In 2017, a total of 300 illegal connections were discovered and cut off by technicians from ‘Endesa’. Specialist teams of employees are backed up by the police to ensure there are no assaults on the operatives, and arrest perpetrators. Since 2015 the frauds detected have gone up by 89%. Not Legal! In some autonomous communities (but not Andalucía) “Cannabis clubs” have been allowed to open where members can buy and smoke cannabis. A typical example took place in 2014 in the autonomous community of Navarra, one of the first ones to allow this. The Spanish Constitutional Tribunal has now ruled that autonomous communities cannot do this, and the 2014 relaxation in Navarra and in other autonomous communities is illegal, and therefore null and void. Their ruling is that the laws of Spain from central government are the only ones that apply. They state that any of these clubs are contrary to the Spanish penal code, which prohibits these clubs from operating. There are about 500 of them and an association of owners argue that by being private clubs their members have the same rights as they have in their own homes, to smoke cannabis if they wish. They also claim that the cultivation of cannabis in these clubs is compatible with private use. The tribunal has thrown out these claims and states that the growing of cannabis in clubs is an illegal activity. All such clubs that exist, in whichever autonomous communities they have been allowed to open, are now determined to be illegal. The association of owners want to take their claims of legality to the European Court. New Sewers A major project to modernise the sewage system has now been completed in Mojácar. Pipework has been replaced from behind the Ferreteria López building and along to the area known as Las Marinas, behind the former La Rambla bar and restaurant. Along the 2.5 km stretch, existing pipework has been connected to the new one. In torrential rain,

and particularly during the 2012 floods, much of the old pipework was severely damaged with many leaks. The work has been done by the water / sewage company Galasa and has cost 290,000 Euros. A grant was made to enable the work to be carried out by the Almería Diputación (County Council). A Target of 27% EU Ministers for Energy have set the target of 27% of the energy requirements in 2030 in EU countries coming from “green” renewable sources. The eventual target is 30%. This is going to be quite difficult for many countries including Spain. Electricity available from wind farms and hydroelectric dams are highly dependent on the weather. Because of a lack of wind and rain in Spain during last December, 37% of the energy requirements had to come from coal fired or the combined cycle power stations using gas as their primary fuel. Nuclear power stations contributed to the energy requirements as well. Buying electricity from adjoining countries can help with the demand, and Spain has previously bought electricity from nuclear sources in France. This is not at present possible as many French nuclear

Good Car Sales The Spanish motor industry, unlike the UK, is reporting very good sales figures. 1.23 million cars were sold during 2017 which is 8% up on 2016. These numbers also exceed sales in 2008 for the first time. In 2012, when only 700,000 were purchased, the Spanish government introduced the ‘PIVE’ incentive schemes. These were stopped in July 2016 when it was considered that the subsidies were no longer necessary. Apart from sales to the general public, companies are now renewing their stock of cars, and rental companies are buying more cars as tourism increases. Diesel powered vehicles have now lost their dominance and account for 48% of sales compared to 46% for petrol powered vehicles. The additional sales over these numbers are electric or hybrid vehicles, which are increasing in numbers, but still not popular despite some subsidies. The association of car sales outlets state that 10% of new sales are the “kilometre 0” ones. They appreciate that these vehicle are popular with often large discounts, but state that some sales outlets are increasing their stock of vehicle just to attract these customers. They state that this is not a good idea in the long run. The top three manufacturers in number of sales in 2017 were Renault, Seat (entirely made in Spain), and Volkswagen. Beach Bars The authorities who licence beach bars and their compliance with regulations state that of the 65 in Almería province, only 10 are fully legal. Amongst

other things, beach bars have to have permission to occupy land adjoining the beaches that are in the public domain. The locations of these 10 are in Vera, Garrucha, Roquetas de Mar and Adra. There are 21 projects going through the necessary steps where new beach bars wish to open up. As regards the ones that lack full permission, they are being put through the necessary procedure. Apart from location issues, the owners have to prove their staff are legal and pay Social Security, normal tax is paid on income, and they comply with environmental regulations from town halls. The 21 applications for new beach bars comprise 3 in Vera, 3 in Mojácar, 8 in Carboneras, 2 in Roquetas and one in Cuevas, Garrucha, Níjar, Almería and El Ejido. Last October, a beach bar owner in Mojácar was given a prison sentence of 9 months for erecting extensions that had been specifically refused permission previously.

Another Record Year Figures for 2017 reveal that a record 77.8 million tourists came to Spain and spent a record amount of 82.3 million Euros, 13% up on 2016. Catalonia has suffered from the uncertainty and worries related to the independence problems. November figures were 2.3% down on 2016 with 28,000 less tourists. Those that did come to Catalonia in November also spent 4% less. Up to October, the most popular destination was Catalonia, with 18.3 million tourists, followed by the Canary Islands with 15.3 million. The Balearic Islands welcomed 14.5 million, a rise of 12%, and in Andalucía numbers went up by 13%, totalling 12 million. 16 million tourists came from the UK which is 9% more than in 2016. Along with German tourists, this made up 34% of all tourists. The Spanish ‘Eceltur’ organization,which collates numbers, states that Spain must still find ways to be competitive, and in many areas the infrastructure needs improving. The lack of popularity of other Mediterranean destinations because of security fears is still responsible for some of the good numbers here. They state that the problems in Catalonia have to be resolved quickly, otherwise this may have a “knock on” effect in Spain in general.

In the News Mobile Phones in School A debate has opened up in Spain regarding school children taking mobile phones to school. This has been triggered by a decree in France that children under the age of 15 cannot take mobile phones to school. In the last six years, the numbers of pupils who have phones has risen from 20% to 80%. In Spain, a survey has revealed that 90% of children aged 14 have a smartphone, and 50% of children aged 11 have a mobile. The Spanish Minister of Education states that there is no general rule in Spain, nor in the EU, and individual autonomous communities (in our case Andalucía) can introduce their own regulations. In February 2017, mobile phones were banned in schools in Madrid, but in other places they can be used in break times. A school in Málaga with 850 pupils has completely banned them under the age of 15. Their director states that they distract the pupils and can lead to cyber-bullying. The vast majority of the pupils live nearby, with only some living further away. The school has staff that will respond to any real problems and contact parents if necessary. In some schools pupils are allowed to take tablets to school, and they can interact with the digital displays in classrooms. Some teachers consider that tablets can be a good educational tool.

The 0.25% rise in pensions will only cost central government 313 million Euros. The Social Security situation is that for some years outgoings have been more than income, but with the improvement in the economy more people are now paying in. Critics of the pension payments state that this deficit has nothing to do with whether pensions should rise, and they have to be increased.

Kissing Is Good A Spanish psychiatrist has published a book entitled ‘El planeta se los besos’ (The planet of kisses). He explains that kissing releases a whole host of hormones that affect not just the brain, but also the abdomen, lungs, heart, the circulation system and genitals. He states that every kiss uses up 12 calories and involves 36 muscles. The brain releases hormones and also dopamine that gives heart stimulation and increased blood flow. The heart rate may increase from 60 to 100 beats a minute during a kiss and more insulin is produced in the pancreas. He also states that kissing family members spreads a certain amount of bacteria and viruses that lead to greater immunity. He claims that 30% of men shut their eyes during a kiss, and 90% of women. He also claims that people remember their first kiss in a sexual situation more than their first time for intercourse.

A Rise in Pensions Since 2014, people receiving Spanish pensions have been subject to an annual increase of just 0.25%. Prior to this date the cost of living index was taken into account, and in 2013 pensions went up 2% for amounts less than 1,000 Euros a month, and 1% above this. The budget for 2108 (that is far from being approved in Parliament) still has the same proposed increase. Unions state that in real terms, pensioners are continuing to lose out, and inflation in 2016 finished up as 1.6%, and in December 2017 it was 1.7%. A rise of only 0.25% means that the average pension of 925 Euros will only go up by 2 Euros 30 céntimos a month, and for the vast number of people who only receive 650 Euros, the increase is no more than 1 Euros 62 céntimos. Pensioners also have to pay some amount for their medication under the “copago” scheme. The claim is that this brings in 1 billion Euros every year from pensioners.

Not Proven The conservation organization ‘Sea Legacy’ published a video of a polar bear at Baffin Island in Canada which was obviously very ill and extremely undernourished. A photograph of the bear was published in the ‘National Geographic’ magazine as an example of the effects of global warming. Other conservationists have complained that there is no evidence at all that global warming was responsible for the state of this particular polar bear, and the likely cause was a wound or illness. They point out that the present number of polar bears is about 28,500 compared to 22,500 in 2005. ‘Sea Legacy’ have responded and stated that “their mission is to provide high impact visual communication to encourage people to protect our oceans”. They are not now claiming that global worming was in fact the reason this polar bear was in such a bad state!

In the News The Spanish Minimum Wage Unions have been pressurizing the Spanish Government to increase the minimum wage that at present stands at 12 monthly payments of 825 Euros. In reality these 12 payments are 14 monthly payments divided by 12, as there are two “extra” payments prior to the August holidays and Christmas. Pensioners and public employees receive these extra payments at the time. The Minister of Employment, Fátima Báñez, has proposed that the minimum wage will be increased to 12 monthly payments of 1,000 Euros over the next three years. The unions point out that Spain has the fourth lowest minimum salary in the EU. It has now been proposed that the minimum salary will go up by 4% in 2018, 5% in 2019, and 6% in 2020. In 2016, after a lot of pressure in parliament, the minimum wage was raised by 8% for 2017. Not all the unions are in agreement as to the total amount that the minimum salary has to be raised by in 2018, taking into account inflation levels. They think that there should be another 8% rise this year.

German Tourists The tourist office from the Almería Diputación (County Council), are redoubling their efforts to attract German tourists. Numbers have gone up to 20,000 in 2017, and the average stay is not far short of 10 nights. In 2015, a campaign was launched to increase the number of German tourists by 3,500 each year, and this has been achieved. The tourist department consider that German tourists are quite happy to come to Spain during the winter months, and this needs exploiting. German tourists like to go on guided tours and excursions, and in Almería province there are a variety of different options. 500 travel companies have been made aware of the facilities Almería province has to offer, and a mailing campaign early this year will be sent to 15,000 potential tourists. The availability of flights direct from German airports to Almería is also something that the tourist board wish to increase.

Aedes Aegypti In 2009, apps were set up so that people could upload photos of mosquitos to determine if they were the new sort of “tiger” mosquitos that Spanish authorities were trying to stamp out. The photos were evaluated and action taken to minimise outbreaks. In mid-January a person in Puerto del Rosario in Fuerteventura sent a photograph of a dead mosquito that had given them more serious bites than they had ever had previously. The scientist who examined the photo was very alarmed to find that it was a young Aedes aegypti variety, also known as the “yellow fever” mosquito. This is the first such indication that this mosquito was on Spanish soil for 78 years when in 1939 they were found in Barcelona. The authorities determined that the mosquito was present at an urbanization and experts rapidly went to the location. Intense spraying was done over a 500 m2 radius and searches made to see if any eggs could be found. General fumigation was carried out over a larger area. It is thought that some mosquitos

Video Conviction A 22 year old man from Adra was located and arrested after he filmed himself driving down the A-7 motorway with both feet on the passenger seat. The video was put on social media sites, and a revision of various radar cameras revealed where he was at the time, and the registration number. The man had a previous conviction for driving without due care and attention. On this occasion the driver was charged with dangerous driving which comes under part of the criminal code, not just a driving offence. Cindy Crawford, the top model, is promoting the company, and she was there with the famous Spanish chef, José Andrés. The event had various presentations regarding the correct diet for top models and suitable lifestyle, and the hygiene attractions of using Cosentino products. A large number of the US press turned up along with architects and designers and there was a large display of the ‘Silestone’ worktops. Miami has been chosen to be the central unit for the American arm of Cosentino. Eduardo Cosentino, Vice-President of the whole group, and Massimo Ballucchi, Director of Marketing in the US, attended the event. It was held in the prestigious Ritz Carlton South Beach hotel complex, and a meal for all the invited guests took place in the evening. Cindy Crawford is the latest celebrity chosen to be an ambassador for the company, and other famous people have included Fernando Alonso.

More Gas The Spanish Ministry of Energy is adopting proposals from the ‘CNMC’ who deal with market forces and competition. They are advising the gas companies who supply electrical energy that they have to have in storage the amount of gas needed for 3.5 days,

instead of the two days at present. The “combined cycle” power stations in Spain use gas turbines that then generate steam to give additional electricity. When there is less “green” energy from wind farms and hydroelectric sources, these power stations often supply up to 25% of the electrical energy needed. In periods when this occurs and the two day reserve is not enough, gas is purchased at a much higher price that is reflected in our electricity bells. In the second quarter of 2017, the cost of electricity in Spain was the highest in the EU, according to the European Commission. The cost to the consumer in Spain during December was up 16% more than in November, and the supply companies state that there will be no substantial reduction in the period January to March. The big problem is the lack of rain, resulting in many of the hydroelectric power stations being short of water. In general, winds have not been sufficient to boost the production from wind farms. Apart from energy from the combinedcycle power stations, electricity from coal fired power stations (such as the one in Carboneras) has gone up to 23% of the total demand in the last few months. This is also expensive for the consumer.

Pizza Fraud Specialist police in Almería city have arrested 16 people, and another 35 are under investigation. The group had set up in business as a pizzeria in Vicar that was entirely fictitious with no premises. The “workers” in many cases had false contracts of employment that resulted in them applying for residence permits. Various people subsequently claimed unemployment benefit and other payments that amounted to 93,000 Euros. The total amount of money fraudulently obtained including tax benefits amounted to 210,000 Euros. The leader of the gang was Spanish, but the majority of the other persons were not, and included persons from Maghreb, Russia, Rumania and Lithuania. The ‘Hacienda’ Spanish tax authority became suspicious when it appeared that the fake company had far more “employees” that might be expected, and a high turnover for various reasons. There are centres in Madrid, Murcia, Algeciras, Barcelona, Valencia and Las Palmas from where the vast majority are sent back to where they came from. At various times the centre at Almería port is totally full, and there is no room at the main centres. When this happens, some of the immigrants are released into the care of the Red Cross, and they are then free to stay in Spain. In 2017 this applied to 200 persons brought to the Almería centre. The Policía Nacional refers these people to a judge in Almería city who then authorizes their release. A new centre has been opened in Málaga in a prison that has never opened. Various organizations have severely criticised the use of this prison as being inhumane, but the Ministry of the Interior has stated that the building is not actually a working prison, and they hope this solution will be temporary. It currently holds 600 people with 100 sent from Almería. The vast

Eating Insects The EU authorities connected with food have ruled that companies can apply for a licence to distribute and sell insects intended to be eaten by humans. Their ‘Novel Food’ regulation states that many insects contain proteins and amino acids and are rich in copper, iron, magnesium, zinc and phosphates. Some insects also contain the vitamin B2 and folic acid. The other “advantage” is that insects can be grown in small areas of land and do not need water. Residents of houses in Thailand, Laos and Vietnam, regularly grow insects to be eaten, in their own gardens. In Europe there has to be a change in attitude that it is not repulsive to eat insects! This is going to be the main problem. ‘Punto MX’ is a Mexican restaurant in Madrid with one Michelin star. Scientists from Granada University have been subjecting two Egyptian mummies to comprehensive medical scanning. They have concluded that the male mummy aged 45, and the female mummy aged 35, both exhibit signs of cancer. The man, who is dated from 2,000 B.C., suffered from bone cancer, and the woman dated from 1,800 B.C. had aggressive breast cancer that had also spread to her bones. These two mummies are the oldest that have been tested for signs of cancer. A papyrus document from 1,500 B.C. indicates that a disease that is almost certainly cancer was recognized as being incurable. Scans of a child mummy aged nine, and another adolescent one have enabled a complete facial structure to be built up. So Now You Know... The Barometer Evangelista Torricelli was an Italian mathematician and physicist and in 1641 he joined forces with the astronomer Galileo. Torricelli was interested in vacuums and Galileo suggested that he experimented with mercury. He filled a 48 inch glass tube with mercury and inverted it in a small bowl containing mercury. The sealed top of the tube created a vacuum. Torricelli discovered that the atmospheric pressure rose and fell with weather conditions, and his experiments could result in a simple way to indicate the weather. Barometers eventually progressed to become a small box with pressurized air inside it. American Baseball In the 1880s American sportsmen started playing their version of the English game of “rounders”, popular in schools and colleges. Local rules were put in place and their versions were called “townball”, then “base” and eventually “baseball”. The first major competitive event took place in 18 4 6 w h e n A l e x a n d e r C a r t w r i g h t ’ s “Knickerbocker” team lost against a New York team. By 1860 baseball was so popular that it was christened “America’s National Pastime”. The Cincinnati “Red Stocking” team were the first team to be paid a salary, and with television becoming available the popularity expanded 999 Calls The “999” emergency number for the police, fire and ambulance services was first introduced in the UK in 1937. Mrs Beard became the first person to use it when she reported a burglary in progress. Police quickly went to the scene and caught the burglar, Thomas Duffy. The US started a similar scheme using the numbers “911”but they are not so easy to dial. Eventually, in the 1990s the European emergency services number became “112”. Nowadays, mobile phones have the international number pre-programmed and can be used even with the phone keyboard locked. In Belgium the number is still “101”.

ATM’s or Bank Machines The first ATM was tested in a branch of Barclays in Enfield, North London. It was the invention of John Shepherd Barron who worked for the printing firm De La Rue. The ATM’s were initially called “DACS” that stood for De La Rue Automatic Cash System. Plastic cards had not been invented, so the machine took cheques that were impregnated with carbon 14, a slightly radioactive substance. The machine could read the carbon 14 amount of money and match it to an account with a pin number. John Barron had stipulated a six digit number but his wife changed his number to four digits to make it easier to remember! The Jet Engine Sir Frank Whittle is recognized as being the inventor of the jet engine, but Dr. Hans von Ohain was working on the same idea. Each worked separately and knew nothing of the work being done in parallel. In 1930 Frank Whittle patented his invention for a “turbojet engine”. Frank had joined the Royal Air Force as an apprentice, becoming a fighter pilot in 1928, and a test pilot in 1931. He was only 22 when he decided that a gas turbine engine could power an aeroplane, but like many inventors he needed to convince other people. He continued to develop his idea, and in 1941 he flew the first “jet” aircraft, with him at the controls. Number Plates In 1903 the UK “Motor Car Act” was passed and all cars had to have number plates. Earl Russell queued all night to ensure he obtained the first plate “A1”. Four years later he sold it to the London County Council Chairman. Germany had introduced number plates in 1899 but with just a number, so the first plate was “1”. Eventually all UK number plates had to have raised letters and numbers to enable policemen to determine the number in the dark. As a result, number plates with a smooth surface became illegal. The next major advance was that number plates were made reflective with different colours front and back.

Still a Big Mess

F

ollowing the highly flawed independence referendum in Catalonia last October 1st, the President of Catalonia, Carles Puigdemont, finally signed an independence declaration on October 27th. He had been under extreme pressure from the Vice-President, Oriol Junqueras, the hard-line leader of another separatist political party. The referendum and declaration of independence had been ruled illegal in the High Courts of Madrid and Barcelona so the Spanish Government invoked article 155 of the Spanish Constitution the same day. They dissolved the parliament and took over the running of Catalonia. New elections were ordered for December 21st. The Catalonia Parliament has a committee of seven people who run it, and they and 14 ex-MPs were summoned to the Madrid High Court to answer charges of “rebellion”, “sedition” (treason), “misuse of public funds”, and “disobedience” of court orders. Carles Puigdemont and four other ex-MPs fled to Brussels. By December 21st the former VicePresident and two other ex-MPs were still on remand in Madrid. Other former MPs had been released on bail, and the Brussels’ five were still there. The democratic elections resulted in the hard-line separatists and sympathizers gaining 70 seats out of the 135, so the other parties only had 65. All 14 people under investigation were re-elected. Voting for the chairperson of the committee took place on January 17th. The former members under court investigation didn’t stand again, and the new elected committee and Chairman have no legal shadow hanging over them. MPs are allowed to have a proxy vote because of illness or “incapacity”, and Central Government accepted that this applied to the three MPs on remand in Madrid. The ones in Brussels didn’t ask for this as they were not incapacitated. They could have come back to Barcelona if they wished to do so. The next stage was an election for the President of the Catalonian Parliament by January 31st. Carles Puigdemont has been claiming that he could be made President whilst in Brussels via a video-link(!),

but legal opinion was that he had to be in parliament “in person”. His party don’t accept this, but the other main separatist party had said they would abide by this ruling. He had two options. He either stayed in Brussels or came back to Spain where he would be arrested. He has stated he will not come back until all charges against him are dropped, which isn’t going to happen! The other MPs in Brussels have said that they don’t intend to return to Spain, so will have to resign. Article 155 is still in force until a new parliament is formed. Prime Minister Mariano Rajoy, had stated that if an attempt was made to elect Carles Puigdemont by remote control, article 155 would remain in place. On January 23rd Carles Puigdemont announced that he was relinquishing his leadership attempt to avoid another head on collision with Madrid! If no parliament was formed by January 31st they have until March 31st. If this does not happen, new elections will be called for May. Mariano Rajoy has stated he will hold exploratory talks once there is a parliament in place. Carles Puigdemont

Meanwhile, a total of 3,200 companies have moved their registered office out of Catalonia, tourist numbers are well down, as is hotel occupancy. The Deputy Prime Minister (in charge of Catalonia) appealed for people not to boycott goods from Catalonia, but this has not been heeded. One of the most famous suppliers of “Cava” (Spanish champagne) saw a large drop in sales over Christmas and New Year. So this is a real mess – still.

Buying Habits

C

ollating online purchases and the total being spent is quite difficult to quantify, but figures in Spain from April to June last year show a 23% rise on 2016. This is partly due to an increase in 14% spent on holidays, and a 12% rise in airline tickets. As the economy in Spain has turned the corner, people in general have more confidence that their jobs are safe and are spending more money. The total spent online from April to June last year was 7.3 billion Euros. 2012 was a very bad year in Spain owing to the financial recession following on from the construction crisis, but online purchases have tripled since then. This is partly because practically anything can now be purchased online, with the same guarantees as actual shop purchases, and consumer rights. As more and more companies offer online purchases, and there is a much greater Wi-Fi coverage, sales of clothes have gone up 6%, hotels have 5% more internet customers, there are 5% more purchases of train and bus tickets, and 4% more ticket sales for concerts, films and theatres.

This shows that in the last decade there has been a 20% drop. This is partly put down to there being a considerable drop in the number of banks! What has happened is that the average amount of money from cash machines has risen from 112 Euros in 2007 to 130 Euros in 2017. Population Trends

W

e have detailed on various occasions the importance of residents in a municipality being listed on the “padrón”. This is the official list of residents, and there are various benefits and some requirements that inhabitants are listed. As regards the municipality, more people on the padrón gives the municipality increased facilities such as doctors, teachers, civil defence personnel and grants. At the end of every year, the ‘INE’ Spanish Institute of Statistics publish these numbers, but they are not passed to any other authority, except as being total numbers. There is sometimes a misconception that the information is sent to the Spanish tax man, but this is not correct.

In our region this applies to Albox, Arboleas, Oria, Cantoria, Zurgena and Purchena. The number of inhabitants in Olula del Río in 2017 was the same as it was in 2016, but Albox inhabitants have dropped steadily since 2014 from 11,700 registered residents down to 11,400. Arboleas had 5,100 official residents in 2013 steadily dropping to the present 4,500. In Zurgena in 2013 there were 3,200 registered inhabitants that have now dropped to 2,900. In municipalities with large numbers of UK expats some of them have chosen to go back to the UK. In coastal towns or cities the reduction in numbers is less, or there has been an increase. This applies to Roquetas de Mar, Vera, Pulpí and Garrucha.

Municipalities are required to review the padrón periodically, but how often this is done is variable. Mojácar town hall issued a press release last November specifically addressed to foreign residents. This reminded them that any EU residents that have an N.I.E. number and the green residence certificate (this is either an A4 sheet or the replacement card sized document), are obliged to renew their registration on the padrón every five years. This also applies to non-EU residents that hold a five year long term or permanent residential permit. EU members that are not registered as a resident, and do not have the green certificate or card, and have (or don’t have) an N.I.E., have to renew their padrón registration every two years. This also applies to non-EU residents that do not hold a long term or permanent residence permit.

There has also been large numbers of young people who have left their home towns or villages to find work, or have left Spain. Figures from January 2018 show that out of the 8,100 municipalities in Spain, 1,300 have less than 100 inhabitants. King Juan Carlos l

O

n January 5th, King Juan Carlos I of Spain reached the age of 80, which no other Spanish monarch has achieved. His wife, Queen Sofia, will also be 80 on November 2nd. Since 2014 when he abdicated in favour of his son who became King Felipe VI he still holds the title of “honorary” king along with his wife as queen. There are other important anniversaries as King Felipe was 50 years old on January 30th, and December 6this the 40thanniversary of the Spanish Constitution being signed.

Community News Clamour in the Almanzora Valley A massive meeting, organised by AUAN and Albanchez Residents Association (ARA), took place in Albanchez on Monday, 15th January to ask for an urgent once and for all solution to the issue of illegal houses in the Almanzora Valley, and the rest of Andalusia. The cultural centre in Albanchez was packed with many attendees having to stand, along with residents from other municipalities. The lawyer and spokesperson for AUAN, Gerardo Vazquez, was one of the organizers of the meeting chaired by Estanislao Beltran, the president of Albanchez Residents Association. The panel consisted of Maura Hillen, president of AUAN; Marta Bosquet, Junta de Andalucía MP, and the National Executive of Ciudadanos; Francisco Ramos, provincial coordinator of Ciudadanos; Eduardo Amor, planning lawyer; Benedicto Bonil, technical architect; Ronnie Howley town planner, and the co-ordinators of Ciudadanos in Cuevas de Almanzora and Albox. It was emphasised that those affected with houses on “asentamientos” (houses waiting to be legalized via a town plan) should be allowed to obtain a form of permission known as an ‘AFO’. This would allow them to register ownership and have peace of mind whilst the legalization process, (which can take up to 10 years), is on-going. Gerardo Vazquez explained that there was talk of an amendment to give provisional services to houses on asentamientos for a period of two years, but in his opinion, “These sort of provisional licences are of little use, particularly in the Almanzora Valley. I believe that this is the third provisional licence that I have seen since 2012, and the last ones did not work. Types of provisional licence do nothing to solve the problem of the lack of “escrituras” (title deeds). To solve this problem an AFO is required. And we are not just saying this now. We said this before, during the last reform of the planning laws, when we explained that there was a gap in the last reform because it did not provide a solution for asentamientos. This is what we are asking for

now, simply and plainly, an AFO for houses on asentamientos”. He continued, “We cannot continue with halfhearted solutions at this stage. It is time to be brave and to take the bull by the horns once and for all. It breaks my heart to see elderly people meeting at this time of the evening, asking yet again for a solution to the problems that they are unjustly suffering. And worst of all is that many of the people that we have seen before in these gatherings are no longer here because they have died whilst waiting for a sensible solution to this planning Calvary. Many have embargos on their houses, because they are in the name of a promoter with economic difficulties, which of course is of great concern. It is not logical that other houses in similar conditions are permitted to obtain deeds via an AFO, whilst they cannot because of some byzantine distinction between groups of houses on “parcelaciones” and these houses in asentamientos. The law has to be just to merit the name. Practical solutions have to be found that are relevant to the daily life of the people, and now is the time to provide practical solutions for the planning situation in the Valley of Almanzora”. Cyanide

A farmer and his wife were leaning on the side of their pig-pen, and the woman said, “Tomorrow is our golden wedding anniversary, why don’t we kill a pig and have a party?” The farmer slowly scratched his head and eventually replied, “Gee, Shirley, I don’t see why the pig has to take the blame for something that happened fifty years ago.”

A calm looking well-dressed lady went into a chemist shop and told the pharmacist that she needed to buy some cyanide. The pharmacist said to her, “Why would you want to buy cyanide which is a very potent poison?” The woman replies, “I want to poison my husband!” The pharmacist is very shocked and says, “There is no way that I can sell you cyanide to poison your husband. If it came out you would certainly be sent to prison and I would be struck off, and probably be sent to prison myself. It is entirely against the law, so you cannot buy cyanide!” The woman reaches into her hand bag and shows the pharmacist a photo of her husband in bed with his wife. The pharmacist studies the photo for a minute then says, “You didn’t tell me you had a prescription.”

Having Some Drinks A man goes into a pub and orders a double whisky. He knocks it back and then looks at something he takes out of the top pocket of his suit. He then orders another double whisky and gulps it down. After taking something out of his top pocket again and studying it he orders another double whisky. After his third double whisky the barman says, “I’ll keep serving you whiskies all night, but why do you get something out of your top pocket after every drink before you order another one?” The man replies, “It’s a photograph of my wife. When she looks really beautiful I know it’s time to go home!”

Another Wife A husband and wife were golfing when suddenly the wife asked, "Honey, if I died would you get married again?" The husband said, "No sweetie." The woman said, "I'm sure you would." So the man said, "Okay, I would" Then the woman asked, "Would you let her sleep in our bed?" And the man replied, "Ya, I guess so." Then the wife asked, "Would you let her use my golf clubs?" And the husband replied, "No, she's left handed."

The Heart Attack A blonde gets home from work early and hears a lot of strange noises coming from upstairs. She rushes up and finds her husband lying on the bed naked, sweating and panting. She asks him, “What is going on?” Her husband replies, “I think I may be having a heart attack.” She dashes downstairs to call for an ambulance but her young son comes up to her and says, “Mummy, Mummy, I just saw Aunt Shirley go into my bedroom, and I think she is hiding in the wardrobe.” The blonde finished her phone call and rushes upstairs again to tell her husband the ambulance is on its way. She then goes into her son’s bedroom, opens the wardrobe, and sure enough her sister is in there totally naked. The blonde screams out, “You rotten bitch! My husband is having a heart attack and all you can do is run around naked playing hide and seek with the children!”

A False Deduction

The Cards A man went into a post office just before Valentine’s Day and saw a man with a whole pile of envelopes that were obviously Valentine cards as they were bright red with hearts all over them. After he had stuck stamps on the whole stack the man then produced a bottle of Channel perfume and started spraying it over the cards. The first man couldn’t contain himself any longer and asked “Why have you got such a big stack of Valentine cards that you are spraying with perfume, and who are you sending all the cards to?” The man replied, “I have a long list of wealthy couples in this area and all the cards addressed to the husbands have ‘Guess Who?’ written inside them.” The man asked, “Why would you want to do that?” The man with the cards replied, “I’m a divorce lawyer.”

A school teacher told her class when it was going to be her birthday the following week. On the day, three young boys take a present to school. She knows that the father of the first boy to give her a present owns a handmade chocolate business. She shakes the square box against her ear and it rattles. She thanks the boy and tells him she will open it later and she loves chocolates. The second present in an oblong box is from a boy whose father owns a flower shop. She smells the box, thanks the boy for bringing her flowers and tells him she will open it later. The third boy gives her a stout cardboard box that has some liquid leaking out of the corner, but she knows his father sells wine. She wipes her finger over the liquid and sucks it. It seems a bit strange but she tells this boy she will open it later. He is very agitated and wants her to open it straight away. The teacher says, “I know this is wine although the taste is a bit unusual, but I want to open it later this evening with my meal”. “But it’s not wine, it’s a puppy!” was the reply.
