Hasn’t It Been Hot?!
M
eteorologists in Almería province are comparing the June temperatures this year to June 2012 when typical July levels of heat were experienced from mid-June. By the third week in June this year there were 800 people in Almería province, many of them pensioners, listed on a register of vulnerable people considered at risk from high temperatures. ‘Salud Responde’ monitor these people. Persons over 65 have a greater risk of suffering a heat stroke as they have a reduced awareness of heat and may therefore take fewer precautions. The perception of thirst may be affected which can cause high levels of dehydration, and living alone has its own risk for this age group. Being overweight, suffering from a chronic disease, or taking medication, also increases the risk. Children under 4 years of age and particularly babies being breastfed are another group who are vulnerable. Advice from the Spanish health authorities is that anyone working in the open air should avoid the period from 12 noon until 5pm, and it is essential they cover their heads. The high temperatures have also seen the arrival of jellyfish along the coast, so bathers should be aware of this. The special regulation regarding outdoor barbeques, burning agricultural waste, and not taking motor vehicles into wooded areas are now in force until October 15th. We deal with this in a little more detail in our “In the News” section. The terrible loss of life in Portugal is a stark reminder what can go disastrously wrong. The first proper fire in Almería province during June was almost certainly caused by a discarded cigarette butt. There has been some slightly encouraging news regarding the arrival of the ‘AVE’ (high speed train) into Almería. Various “studies” are being made, starting soon after September, which will determine the new routes, costing, and environmental impact. As the idea of a twin track has been entirely scrapped on any new section from Pulpí to Almería city, no work can be started until the studies have been concluded. We explain
the latest plans in more detail in an article.
From now on, many cultural activities take place in the open air, and the 51st Almería Flamenco Festival from July 11th - 22nd is a good example. We highlight this and other events in our “What’s On” section. A key date in coastal areas is July 16th which is the feast of the Virgin (Mary) of Carmen who is the patron saint of the sea. After church services, large statues are taken out to sea on decorated fishing boats. Members of the public are usually invited on board, with much stricter regulations nowadays as to how many people are allowed on. This event is to ask for protection against bad weather and to ensure good fishing in the coming year. In places such as Garrucha, other activities follow on with food and drink, pop concerts and fireworks. The annual Turre major fiesta in honour of their patron saint Santiago Apóstal (Saint James the Apostle) takes place during the weekend of July 23rd-25th. Originally seen as a gypsy fiesta this has now been extended in scope, but horses still figure in the celebrations. August 15th is a “red” religious fiesta when banks etcetera will be closed. In Almería city they have their major fiesta and bullfights during August, and Mojácar celebrates its patron saint San Agustin (Saint Augustine) on August 28th. In the News ‘Plusvalía’ Tax We have previously explained that people who sold a property for less money than they paid for it will be entitled to a refund of some of the ‘plusvalía’ tax. This tax, (literally “more value”), has to be paid to a town hall following a property sale, and up to now the tax has been increased each year on the assumption that the value has increased by a notional amount, whatever the difference in the purchase and sale amounts of money. The Spanish Constitutional Tribunal has now confirmed that there can be no increase in this tax where a property owner has sold at a loss. There are various conditions. Firstly, this only applies to urban properties, not rural ones. Secondly, the tax has been charged on the notional increase in the value of the land, not the building. On IBI bills (rates) the values of the land and the construction are shown separately. Thirdly, this will only apply to sales where there is a loss going back to 2013, as there is a four year limit on any claims. In 2015, the total income in town hall funds from charging plusvalía was 2.6 billion Euros. The Spanish Federation of Municipalities is having talks with the ‘Hacienda’ (Spanish tax authority) as to how these refunds will be made, and from where. It is expected that claimants will have to produce the two ‘escrituras’ (title deed transfers) for the purchase and sale to prove there was a loss. Anyone selling at present, where there is a financial loss, should pay the plusvalía tax and wait to find out how refunds are going to be made. This is a very hot potato at present. The Self-Employed New regulations to help the self-employed are being rushed through the Spanish parliament and are intended to be operative in early July. They modify the time period when a newly selfemployed person can pay reduced Social Security. A new proposal that is being negotiated with the ‘Hacienda’ (Spanish tax authority) is that up to 12 Euros per working day for food at a bar or restaurant can be set against tax. Other regulations will allow a person of pension age to receive their
pension and at the same time continue working if they wish to do so. Having A Stroke One sign of a person having a stroke is that they cannot talk very well. José Maestre is the head of the cerebral stroke unit at Granada University Hospital and he states that nonsense text messages can also be a sign that a person is having a stroke. This was the case recently in Granada when a Spanish man received three nonsense text messages from his sister on ‘whatsapp’. The third one was “Q m stocmt msli Nem ptmomto”. The brother rushed home and his sister was immediately taken to hospital where she made a full recovery. In the US, brain scans indicate that sending messages on a mobile phone comes from a different part of the brain than normal speech or typing on a computer. José Maestre says that if a person has a stroke in the company of other people it is immediately apparent, but if they are on their own the consequences can be fatal. Sending a whatsapp message that is nonsensical to the receiver appears to be a very good indication that the person needs rapid medical help. In Spain, 125,000 people experience a stroke every year. The vast majority are above the age of 65, but 15% are 45 or less. Record Transplants Again Spain is still booming along as regards the number of organ transplants, nationally and locally. Up to the end of May, 11 donors at the Torrecárdenas hospital in Almería city had provided lifesaving organs to 22 persons in Andalucía and nationally. June 7th was donated organs day, and an 8 year old boy was the centre of attention at a celebration at the Almería city hospital. A liver transplant had saved his life. Throughout Spain there are about 5,000 people needing transplants of every type. We have mentioned before that people can apply for a donor card if they wish to, but in the event of a death, relatives will be asked if organs can be transplanted. The vast majority

Hospital staff that deal with organ transplants are alerted when a person has been declared dead from a complete lack of any heart function, or when they have been certified as being brain dead. Transplants in 2016 came from 16 people with no heart function, and two so far this year. The target for transplants by 2020 was to carry out 5,000 transplants a year throughout Spain. This target number at the present rate of donors will be achieved this year. A 10% increase in donors resulted in 12% more transplants than in 2016. 84 hospitals throughout Spain provided organs following a total heart failure, and this number of donors has gone up by 27%. People registering for a bone marrow transplant shot up to 324,000 from 281,000. A lot of these young potential donors came forward when the young man, Pablo Ráez, in Marbella died after a second bone marrow operation was not successful as the match was not perfect. He had highlighted his own problems and that of persons needing a bone marrow transplant on social media sites. He has been named as a “national hero”, and he was awarded a gold medal by the Junta de Andalucía immediately following his death. The award ceremony was scheduled to take place before he died but it didn’t by just a few days. Still No Progress In the school year 2001-2002, Resurrección Galera, a teacher of religion at a school in Almería, was sacked by the Bishop of Almería after she married a divorced man at a civil ceremony. A legal action she started went eventually to the Spanish Supreme Court who ordered that she was given her job back and her total salary from when she was dismissed. So far, the bishop and the Spanish Ministry of Education who came down on the side of the bishop have ignored this ruling. They have claimed that there is no vacancy, and therefore it was “impossible” to re-employ her. A judge in Almería has now heard another appeal from Resurrección and has ruled that there is no impossibility, nor any further valid legal reasons to prevent her being employed as a teacher
forthwith. The day before this latest appeal, the Supreme Court threw out the possibility of an appeal to their court by the bishop. He is now claiming that he cannot re-employ her unless he has a ruling from the Ministry of Education that he has to do this, and in a matter of religion he has the last say anyway. What will happen next is far from clear!
A Zero Limit? The Spanish Traffic Authority (DGT) is considering a modification to the permitted level of alcohol whilst behind the wheel. The proposal, that has the backing of the Guardia Civil police, is that the present limit is scrapped and a zero limit put into place. Driving with any alcohol level would then be an offence. The present allowable limit is less then 0.25mg/litre for normal drivers, and 0.15mg/litre for new drivers in the first twelve months after they have passed a driving test, and for professional drivers. At present, a normal driver who has an alcohol level of 0.25-0.5 is fined 500 Euros and loses 4 points. The new proposal is that this would be the sanction for any detected level, with higher sanctions for other levels. If a driver tests positive a second time the fine is 1,000 Euros and a loss of 6 points. The Spanish Penal code has the possibility of a driver losing their licence for 1-4 years, and a prison term of 3-6 months if their alcohol level is over 0.6mg/litre. The DGT says that courts are often too lenient when a possible prison term can be handed down. The fine for driving when there are traces of drugs is 1,000 Euros and the loss of 6 points with

In the News the same possibility of a prison term and loss of licence. The DGT think that if a driver has drugs detected in their system for a second time, there should be a medical ruling that they are unsafe to be a driver, and a total ban should be put in place as regards their driving licence for a much longer time period. At present, if a driver refuses to take a drug or alcohol test, this can result in a prison term of 6-12 months, and a 1-4 years ban along with the automatic loss of 6 points. A Brave Man? A video recently went viral of a Spanish man who stood in front of a car that was completely blocking a pedestrian crossing when the pedestrian crossing lights allowed him to cross. When other traffic started to move he waited until the car had reversed back off the crossing. He then did this to another car that had also slightly invaded the zebra crossing. The Spanish DGT (traffic police) immediately applauded his action and messaged on Twitter, “Driver respect your place, respect pedestrians, great video!” Other remarks from the general public were that this was not “great” at all, and may well have led to a nasty confrontation between the two persons involved, including him being deliberately run over!
“Roaming Like At Home” June 15th was the date when the full abolition of phone charges known as “roaming” came into force. Telephone companies in all EU states are now prohibited from charging more money when an EU person takes their mobile phone from one EU state to another for a period of up to three weeks. ‘Vodafone’ abolished the charges for people with a mobile phone contract last December, but this now applies to pre-payment mobiles as well. In addition, they are scrapping roaming charges when their clients are in the US, Turkey, Sweden, Iceland, Norway, and Albania. ‘Telefónica’ have now abolished charges for mobile customers with contract, pre-payment, and ‘fusion’ contracts. With all companies, the scrapping of the roaming charges applies to SMS messages and internet use. Any person who is considered to have taken out a mobile phone contract in an EU country where the cost is cheapest and then takes the phone to another EU state for an extended period of time, will have their “non-roaming” facility cancelled. The regulations have taken many years to be adopted, and the official Spanish consumer organization ‘FACUA’ claims that the phone providers have slowly increased their charges to offset any loss of income.
Train Remains On May 26th, a coffin was carried through the Almería city streets by four men dressed in long black robes, followed by two men in black carrying tall candles. Large numbers of mourners followed the coffin, also dressed in black. The coffin, made out of strong cardboard, had a model train on top at one end together with a crucifix. This “funeral” procession finished outside the building where the Spanish Government Delegation have their offices. It was organized by the train pressure group ‘Mesa del Tren’, and the coffin was stated to contain the “mortal remains” of the current lack of any concrete proposals to increase train services from Almería. A funeral eulogy was read out by Miguel Cárceles who is a journalist for the Almería edition of the newspaper group ‘Ideal’.

In the News More Transparency Regulations are about to be passed in the Spanish Parliament relating to financial transactions and products offered by entities such as banks. This is part of an EU ruling called “Mifid II”. The new regulations will come into force on January 1st, 2018, and anyone who offers financial products to the general public will be evaluated, basically to see if they know what they are doing. The regulations are designed to ensure that consumers are fully informed of any risk to their money, and understand all the small print that will have to be clearly presented. In Spain, the regulatory body La Comisión Nacional del Mercado de Valores (CNMV) will be responsible for supervising the new regulations. They will have the ability to stop any person or entity offering financial services if they do not meet the requirements. Bank staff will have to undergo training before being allowed to offer their products.

A Pilot Scheme Wind farms can provide a major part of electricity but sometimes they are partially shut down when the electricity is not required. The company ‘Siemens’ is building a pilot plant in Hamburg where surplus electricity is used to heat up a large amount of ceramic balls in a below-ground chamber. Later, when the temperature of the 13,000 balls reaches 600 degrees the heat is used to generate steam, and the steam generators supply electricity into the normal “grid” when it is required. Once the pilot plant is up and running, and proves to be a success, large stones will be used in any future installations, greatly reducing the initial cost. It is calculated that 25% of the surplus wind farm electricity can be used, and in much larger installations up to 50%.
More Useful Areas The Museo de Arte Doña Pakyta in the Plaza Emilio Pérez in Almería city has proved to be a big success since it was opened in 2015. A Spanish lady, Francisca Díaz Torres, known as Doña Pakyta, left the building to Almería city in her will. It is now being proposed that an underground room will be refurbished to give more museum space. Other plans are that in an adjoining garden area there will be a cafeteria and a souvenir shop. The total amount of money needed for all the work is estimated to be 1 million Euros.
A New Plaque One of the tourist attractions in Almería city is the Spanish Civil War underground refuges where people could go to avoid death and injury from German airstrikes. Various areas were destined for associated use such as a basic hospital. A

The association complained to an equality tribunal who considered this was very serious and a prosecution should be started. Recently, the case came to court in Almería city. The hotel manager stated that he was very sorry that this had occurred. He explained that he had confused this group as being in a similar mental state to another group who had created problems previously. The judge dismissed this argument completely and asked how the hotel could put in place bans regarding the mental ability of any group when they had no idea of their impairment, if any. He stated that it also appeared that other bans were made quite arbitrarily in high season, even when there were available rooms. The manager of the hotel was given a ban on working in the hotel trade in any capacity for 15 months. A receptionist and a woman who worked for the company ‘Welcome Incoming Services’ who looked after guests, were also in court. The prosecution service accepted that these two women were not at all involved in the decision to refuse entry, and were merely passing on instructions. The action against them was therefore quashed.

With the arrival of these additional tourists there is now a total of 72 weekly flights in the high season, from 32 cities in 15 countries. The commercial director of ‘Sehrs Tours’, Pedro Díaz, stated that the demand for holidays in Almería province was increasing by a large percentage every year, and the average stay in hotels was between 7 and 10 days, which is above the

This means that there is no need any more to go to Lorca or Almería city to do this. Eventually, but not at present, non-Spanish persons will be able to obtain/renew residence permits and acquire other documentation. On a recent visit just days after the centre opened, the ‘Focus’ magazine was told that this would be in action “soon”, and that it might be within 2-3 months. We will endeavour to let readers know when this happens. As with Spanish Nationals, an appointment will have to be made prior to any visit. The opening hours are 9am-2pm.

In the News Another Ban on Holding Office As in most democracies, any political group in power has to provide information requested by the opposition. This applies to town halls in Spain, and a refusal to provide information, or give access to it, is an offence if it is a consistent refusal. This is why the ex-mayor of Albox, Rogelio Mena, is currently banned from being a mayor or councillor for 30 months. He was convicted in a court in Almería and lost an appeal. The same thing has happened in Carboneras, and a court in Almería has banned the mayor and councillor Salvador Hernández from holding public office for 3 years. The court ruled that information or access to documentation requested by a political party in opposition had to be provided within 10 days, and on 21 documented occasions no information had been provided at all, as a result of systematic refusal by the mayor. During the court case, “La Fiscalía” (the Spanish prosecution service) asked that investigations were opened as regards the town hall secretary. These people are not politically appointed, cannot be dismissed for no good reason, and their job is to supervise the administrative running of the town hall, register documents, provide information requested by the local politicians, and give notifications of council meetings. In this case it is alleged that the contradiction between evidence given by the mayor and the town hall secretary at an initial court hearing merited an investigation, on the grounds that there were indications of false evidence given to the court. Salvador Hernández intends to mount an appeal, as did Rogelio Mena, which was unsuccessful. Stages 30-49 require a person to watch horror films in the early hours of every morning, and make a cut on their body each day, amongst other morbid requirements leading to their suicide. So far there are no recorded suicides resulting from the “Blue Whale” in Spain, but there are more than 130 worldwide, particularly in Russia.
Calar Alto & Peking The astronomy centre, Calar Alto, near Gérgal in Almería province, is considered the most important observatory in Europe. In the News Still in Big Trouble The water and sewage treatment company ‘Galasa’ is a public company, with Almería diputación (county council) holding a 51% stake. The company is heavily in debt owing 30 million Euros to ‘Aquamed’ who supply desalinated water from Carboneras. In 2016 they lost another 4 million Euros. Last December, the day before they would have been put into liquidation, the diputación agreed a loan after a very stormy council meeting. One of the problems is that leaks in all their pipework mean that they only bill to customers about 40% of the water they buy. As part of the rescue package last December it was agreed that work to stop this would be started. As not much has happened, the diputación have now announced a 3.6 million Euro project to help cure the leaks, with a grant of 2.3 million Euros towards the cost. Next year, 2.5 million Euros will be advanced. 18 town halls (almost all of them with PP political party majorities) who have agreed to the latest increases in their charges that Galasa have announced, will have to come up with the rest of the money on a sliding scale according to the number of inhabitants. Critics say that this takes no account of where the leaks are. A small municipality with possibly no leaks will still have to pay up to 60,000 Euros. Galasa have their only office in this region in Vera. At the end of last year their electricity was cut off as they couldn’t pay the bill! The office is owned by Vera town hall who now say that they want the office back. Vera receive all their water from a company called ‘Codeur’ that is partly owned by Vera town hall. Garrucha town hall are negotiating with Codeur to get their water from them and sack Galasa. All town halls using Galasa water are “associates” of the company, but Garrucha council intend to withdraw. The big question is whether they have to pay part of the Galasa debts. Other town halls are watching all of this with great interest.

Surrogate Mothers Last month, we highlighted the growing tendency in Spain for the “employment” of surrogate mothers, particularly living in the US and the Ukraine. The ‘PP’, ‘PSOE’ and ‘Podemos’ political parties in the Spanish Parliament intend to open a debate (requested by the ‘Ciudadanos’ party) that will determine whether the existing prohibition of employing surrogate motherhood within Spain should be changed. The Ethics Committee of the Ministry of Health have quickly responded to this and announced that following a study by their members they consider that there should be no change in the Spanish laws. They also state that the existing regulations whereby a child born to a Spanish mother or father using surrogate mothers abroad can be given a Spanish passport and Spanish nationality by a Spanish consulate in the appropriate country should be stopped. They consider that the existing regulation where money changes hands is equivalent to selling organs for transplants and is a monetary “transaction” against the rights of women and children. A survey carried out by Granada University for the Spanish Dental Association has highlighted the fact that many people don’t go to a dentist until they have a real problem, and regular inspections are not being carried out. This is partly put down to the economic crisis. If a person has sight problems they will usually go to an optician, and if they have hearing problems they may well purchase a hearing aid, but they very infrequently see a dentist. The President of the Spanish Dental Association states that 40% of the adult populations has stopped going for dental check-ups since 20072008. José María Suárez goes on to say that young adults need far too many teeth filled and teeth extractions that might be avoided with regular visits. He emphasizes that the cost of going to a dentist for preventative treatment is much cheaper in the long run. A person’s DNA has an effect on dental problems and also their postcodes. This is because there are 17 different associations of dentists in different regions, and treatment in some places is not as good as others. Dentists, along with other private clinics, receive an income from these persons, usually for extensive and very expensive treatments in their home countries.

Plagued With Problems The Spanish racing driver Fernando Alonso has been a Formula 1 driver for McLaren since 2015, but has consistently only been able to come in at about 12th place, if he manages to finish a race. His car has been plagued with mechanical problems, and at the qualifying session for the Spanish Grand Prix in Barcelona on May 12th he had to park his car off the track after just 12 minutes. He had radioed the team managers that he was experiencing a major overheating problem with the engine. There was a severe leak in the refrigeration system, and if he had not stopped immediately the engine would have seized up. He subsequently managed to be in 7th position on the grid but finished up in 14th place. He opted out of the Monaco Grand Prix to go to America to compete in the Indianapolis 500 event but had to withdraw for mechanical reasons there. At the Canadian Grand Prix on June 11th he was again plagued with problems. His McLaren mechanics told him over his radio to avoid changing from 3rd gear to 4th, and gave him other advice. At one stage he angrily complained, “You are not giving me any useful information!”, and his engine packed up two laps from the end of the race! There are on-going preparatory talks with McLaren and Fernando regarding a renewal of his contract
for 2018. He was world champion in 2005 & 2006 when he drove for Renault, but then switched to Ferrari. They were experiencing their own mechanical and power problems at the time, so he went to McLaren. Whether another team will ask him to join them remains to be seen, but the possibility that he may return to Ferrari is being suggested in the motoring press. He is still held in high regard and is considered one of the most successful and important Formula 1 drivers, but now without a reliable car. He has told McLaren that they have until October to overcome all the problems, if they want him to engage in serious talks about staying with them.
The “Dytective” Test Luz Rello was finally diagnosed as being dyslexic at her Spanish school instead of being considered a slow learner with major problems. She had difficulties remembering the days of the week, doing up buttons, tying shoelaces, as well as her reading and writing problems. Now aged 33, she was able to deal with her problems and overcome some of them with the right help and obtain a doctorate in computer science. She is vicepresident of the Madrid Association for Dyslectics and was given a “Princess of Girona” award in 2016 for her work. She has pioneered the introduction of the ‘Dytective’ free App in conjunction with ‘Samsung’ that is a comprehensive 15 minute test. This followed three years of investigation at the

In the News Carnegie Mellon University in the US, help from 100 professional therapists and 10,000 test subjects. Spanish teachers are recommended to use the test for any children in school who appear to have problems. The test analyses 200 variables and results in a “score”. It is calculated that 40% of people with dyslectic problems are not properly diagnosed and suffer as a result. It is intended that the test will shortly be available in an English version, but people needing more information in English can contact the British Dyslexia Association www.bdadyslexia.org.uk. Their own test is free for children between the ages of 5-7 who climb a “Yeti Mountain”. There is still a lot of work to be done regarding dyslexia and the correct treatment, but it is accepted that in reading and writing sufferers use the right hemisphere of their brain, whilst non-sufferers use the left hemisphere. The use of videos and auditory techniques means that progress can be made, and Luz Rello states that in the classroom when other children are being given reading and writing tests, dyslectics should be asked the questions so that they can respond through speech. Take Care The special regulations designed to stop wild fires are now in place until October 15th. Barbeques in open air are now prohibited, the burning of agricultural waste unless specially licenced, and motor vehicles are prohibited from forest areas. Restaurants in rural areas using wood fired ovens or barbeques have to have an inspection carried out to ensure that they comply with the regulations. Almería province is considered to be a high risk area. If people have barbeques in urban areas the advice is that people cooking must be aware how to turn off any gas bottles, and the connection between the bottle and the barbeque should be made using the reinforced flexible metal pipes. José Elias Portalés, their director of human resources, states that some of the 7,000 extra staff may well be offered full employment. In a United Nations survey of employment practices Mercadona was highly praised for their employment record, training, and wages. After a short trial period all the employees are given a permanent contract and their future is therefore secure.

In Amsterdam, 5 million Euros every year goes to train specialist teachers, put drinking water taps in all public buildings and streets, and to subsidise the cost of sporting activities. McDonalds have signed an agreement that where they have premises near schools they will not serve unaccompanied children. Other “junk food” manufacturers are banned from offering toys or “goodies” to children, in adverts or packaging. There is a campaign to point out to parents that treated fruit drinks have more sugar, less vitamins, and no fibre content. The authorities consider that many
parents associate “fruit” drinks with real fruit, and this is not the case. They also discourage the use of unhealthy cakes and other food items at birthday parties or other celebrations, and parents are slowly taking note of this. Paediatricians in Spain state that 70% of children have unhealthy “fruit type” drinks with snacks, or milk derived drinks with far too much sugar and fats, and children’s cereals or biscuits as breakfast food along with “ColaCao” (a chocolate powder mixed with milk) has to be stopped where there are high levels of sugar. Studies have shown beyond doubt that obesity leads to early diabetes, cancer, and heart attacks. In Holland they are tackling this head on with a high success rate.
Felons Wanted! Holland has experienced a drop in inhabitants in their prisons from 14,500 to 8,500 in the last ten years. A big reduction in criminality in Holland is the main reason. 22 prisons have been shut since 2007 with another one planned to be shut this year. To overcome the problem of a large reduction in prison officers and staff, Holland has been offering their prisons to rent to Belgium, Sweden, and Norway. Belgium has the largest number of prison occupants in Europe with 97 per 1,000 inhabitants in second place to Sweden with 148 per 1,000. The Belgium authorities have already taken over an entire Dutch prison for 42 million Euros. Norway is also renting a prison in Holland along with their staff that it took over in 2015 at an annual rent of 25 million Euros. So Now You Know... Avon Calling The first “Avon Lady” was a man! David McConnell was selling books door to door, and he wanted some gimmick. He used a blend of scent as a free gift, and women were very pleased with this small bottle, but he didn’t sell many more books! With an investor he formed the ‘California Perfume Company’ and marketed the “Little Dot Perfume Set”. He employed Mrs P.E.F. Albee and she became his first door to door sales lady. By 1887 there were twelve women selling for him. McConnell lived in Suffern which reminded him of Stratford-On-Avon in England. In 1939 the company name became ‘Avon Products Inc.’ Duct Tape Cotton duct is a heavy woven fabric and the ‘Minnesota Mining and Manufacturing Company’ (3M) came up with a waterproof version in 1942 to keep moisture out of ammunition boxes. They called it “Duck Tape” and the military found it was also ideal for making repairs to guns, jeeps, and even aircraft. After the war the green tape was changed to be silver, and it was ideal for people installing air-conditioning and heating ducting. 3M changed the name to “Duct Tape” and sales boomed. In 1970 the company ‘Manco Inc’ marketed the tape on a shrink-wrap card that was not sticky and easier to stock in shops. Q-Tips, or Cotton Buds Leo Gerstenzang was an American of Polish extraction and watched his wife cleaning the ears of their son with cotton wool stuck onto a toothpick. Leo decided this was a good idea so he improved the design with cotton at both ends. In 1920 he formed the ‘Infant Novelty Co.’ and his main product was the “Baby Gays” cleaning sticks. In 1926 he changed the name to “Q-Tips Baby Gays” with the “Q” standing for “Quality”. Eventually he dropped the “Baby Gays” and simply called them “Q-Tips”. Like many inventions his product was used for a variety of purposes, but doctors nowadays say not for cleaning ears!

Chewing Gum People have chewed gum-like substances for centuries. In the early 1800s lumps of spruce gum were sold in the US, and by 1850 sweetened paraffin wax was very popular. A Mexican General who chewed something he called “chicle” gave some to Thomas Adams, an inventor in New York. He tried to make toys and even rain shoes from chicle but neither were successful. One day, when he was fed up that his inventions didn’t work, he was chewing a lump when he realised that he could add different flavours. After some experimentation he abandoned toys and shoes and opened the first chewing gum factory instead. Email “Spam” The average amount of emails sent every day is stated to be 80 billion. Included in this total is an enormous amount of “spam” emails. Automated programs run continuously and out of every 10 million sent out, only a minute percentage receives any response. If “spammers” can obtain bank details this makes the fraud worthwhile. Calculations regarding spam emails are that the electrical energy to send and read them needs 33 billion kilowatt hours of electricity, which produces 17 million tons of CO2 gas. The electricity used could provide daily power to about 2.4 million homes, for all their energy requirements. Mobile Phones Rudy Krolopp worked for the ‘Motorola’ company and was experimenting with a portable phone that was intended for the US military. His first working model was called the ‘DynaTAC 8000X’. It worked quite well but weighed 2 pounds. G r a d u a l l y te c h n o l o g y i m p r ove d , a n d telecommunication companies realized that if they could provide better coverage they could team up with a manufacturer and sell the phones directly to new and existing customers. The number of mobile phones in use worldwide is estimated to be 4 billion, with 3 million sales every day. Making calls is not now the main use!

When Is Too Many Really Too Many?
T
he Tourist industry is one of the big motors of the economy throughout Spain and a record 75 million people came here in 2016. Present figures and advance bookings this year will probably mean that 80 million people come here. We have commented on the success of the Almería tourist board campaign “Costa de Almería” in various countries, and the decision by ‘AENA’, the airport entity, to lower airport taxes progressively until 2022. This has been greeted with applause by many airlines and tour operators. ‘Rynair’ quickly announced that on existing routes they would increase flights, and open up new ones into Barcelona and Madrid. The unrest in Egypt, Turkey, and terrorist attacks in France, Germany, and Belgium, is boosting tourism into Spain. Chinese tourists now have more spending power, and more and more people (particularly young ones) are embarking on holidays abroad. Spain is one of the favourite destinations, and Almería museum was featured on a tourism site in China as one of the “must visit” attractions in Spain. So everything looks rosy; on the surface. Tourists booking holidays in apartments or private houses are now one of the major motors of the economy but in many places this is causing problems. In Andalucía (including Almería province) the new regulations and registration of private short term lets is intended both to provide better accommodation with higher standards, and impose restrictions (with fines) on accommodation that is not registered and may be sub-standard. A similar system has been in place in Barcelona for some time, but in the city centre they are stopping any further rental properties being registered and made available as the number of tourists has mushroomed out of all proportion. The big problem is the dramatic rise in apartments being booked on-line by companies such as ‘Airbnb’. The authorities in Barcelona state that the registration number of all rental properties in the city must be shown on their website. ‘Airbnb’ claimed that the registration was nothing to do with them,
it was up to individual owners, but the authorities in Barcelona insisted it was. ‘Airbnb’ were fined 30,000 Euros, with a threat that the fine would be doubled if they did not comply.

José Luis Zoreda is the vice-president of the official tourist authority in Spain ‘Exceltur’. They provide statistics on the number of tourists and where they stay. As he has a holiday home in Palma de Mallorca he went there recently for a short break. When he came out of his property for a stroll the day after he arrived, he was immediately accosted by two German women. They offered to pay him in advance, 150% of a normal weekly rental price for the whole summer season, with two conditions. Each of the four bedrooms had to have two single beds, with a lock on each door. He established that it would be sub-let day by day. They picked the wrong person to ask, but he was flabbergasted at the approach. About 500,000 private properties are on offer this summer in Palma, Ibiza, Barcelona, and Madrid, and the probable rent is calculated as 400 million Euros, mostly “black” undeclared income. Particularly in Ibiza, normal residents are complaining bitterly that apartments in their complexes are being invaded by tourists. The mayor of Palma de Mallorca is proposing fines of up to 40,000 Euros where small properties are let for multiple occupation. In many cities, renting by the day avoids current regulations and is no longer solely the way hotels operate. It’s a big problem!

Are You on the “Padrón”?
E
very municipality keeps a register of inhabitants, “el padrón municipal de habitantes”, or “padrón” for short, and getting on this list is called “el empadronamiento”. There are various advantages for each town hall to have as many people registered as possible, and this is reflected in many services that all citizens then benefit from. Individual people need a certificate that they are listed on the padrón for many administrative dealings. Registration on the padrón is confidential, and details are not passed to any other authority, only the totals. The Spanish National Statistics Office (INE) are notified at the end of December each year how many people are listed on the padrón in each municipality and the numbers (nothing else) are used to show national statistics. In theory, all inhabitants in any municipality should legally be on the register, but in practice it is voluntary. Your municipality uses the total number of people to be able to apply to have more health workers, teachers, police, a civil defence unit, grants, and subsidies. All citizens consequently benefit from the number of registered inhabitants.

the list. Your town hall will ask to see some documents, and be given photocopies. If you are a property owner, your “escritura” (title deed) needs to be taken along, with an electricity or water bill, or a rental contract if you rent, and proof(s) of identity. If a person (not family) is living in your house, or rented property, they can still go on with your countersignature. If you need any advice ask your town hall or a councillor. Within a few days of the appropriate paperwork being done, you can ask for the official certificate for a very small charge. A free shortened version, “volante de empadronamiento”, may be all you need to produce for many bodies. You may sometimes be told by officials that your certificate needs to be dated within the last 90 days, so if this is the case you ask for another one! Inhabitants on the padrón should (in theory) renew their application every five years if official residents, or two years if not. Often, town halls will not make any regular reviews, but it is always a good idea to check now and then that you are still registered.
As an individual person, a certificate is needed to apply for a nursery or school place for your children, to get married, or to register with the health service. Pensioners can obtain discounts on local travel or organized trips. When you buy a Spanish car from a dealer, they may ask for a certificate, or not. If you are an official resident in Andalucía and have a Spanish will, and your inheritors get special tax relief by also being residents, they need the certificates. Sold! For 1 Euro!

t 6.30 a.m. on Wednesday, June 7th, Ana Botín, the head of Banco Santander, was informed that her “requested” bid to buy Banco Popular, lock, stock, and barrel, for 1 Euro, was the most competitive one compared to another bidder. She then owned Banco Popular outright. Banco Popular has been experiencing major liquidity problems for months, and their share prices were falling steadily. In 2009 their shares were trading at 15 Euros, falling to 5 Euros in February 2014. On June 6th this year they were trading at 31 céntimos, with a further drop expected.
will continue to be paid, and holders of mortgages still have to make payments. Any individual holder of an EU bank account is automatically covered up to 100,000 Euros from a central fund. In mid-May, the Spanish Ministry of the Economy had issued a press statement following another large drop in the share price. They reassured account holders that the liquidity problems had no effect on their money (It didn’t, and still doesn’t) and advised clients not to close their accounts or withdraw all their money. They did, in droves, and on June 6th large amounts of money were still being taken out by customers to the extent there was not enough money left. This precipitated the crisis.
The Spanish Ministry of the Economy, the Bank of Spain, and the Central European Bank were monitoring the situation daily. On the evening of Tuesday, June 6th, after the latest figures were made known, it was agreed that action was needed “immediately” as their assets were not now capable of meeting normal expenses. This was the same as a mother finding out that the money in her purse was not enough to put food on the table for her family the next day. The Central European Bank, headed by Mario Draghi, then passed the figures over to the EU banking arm, ‘EMU’, responsible for crisis management, and they ordered immediate intervention. A “request” was made to Ana Botín that within a few hours they wanted her to make an offer to buy Banco Popular, which by 6.30 a.m. was approved. She was told that when the Spanish Stock Exchange opened, shares in Banco Popular would not be listed as their value would be nil. 350,000 individual shareholders and institutions have lost all their investment. Apart from the 1 Euro purchase price Banco Santander agreed to pump in 7 billion Euros and take over all the debts, including outstanding claims for refunds relating to the abusive “floor rates” for mortgage holders. As regards customer account holders, this has no effect on them at all. Current accounts will be managed as before, money in deposit accounts remains there, private pensions that are being paid
Banco Santander had been linked with Banco Popular for weeks, when a rescue package or merger was clearly needed, but Ana Botín considered that the figures did not add up. When she was asked to make a bid to purchase Banco Popular outright, this was a different proposition. When the two banks are looked at together, Banco Santander now has 25% of all mortgages in Spain, 25% of all small business accounts, and 31% of all large business accounts. Many of the Banco Popular premises will be sold and a lot of staff will lose their jobs, but Ana Botín considers that by 2020 the saving in combined costs will be 500 million Euros, and their investment will give a profit of 13-14%. Shareholders are the ones who have lost out severely. Legal actions will be started to try and claim compensation.

A Dubious Record
K
eeping dolphins in tanks to do tricks is the subject of fierce debates worldwide. Spain holds the dubious record of 12 aquatic parks with 104 dolphins. Throughout the rest of Europe there are 21 parks (many of them Spanish owned) with 187 dolphins.
Barcelona zoo, including 6 dolphins, owned by the city, will close. This is partly due to pressure as well as the need to replace all the tanks that will cost 10 million Euros! The plan is that the dolphins will be released into the Mediterranean Sea in 2018 in a controlled manner.
Marine biologists and marineconservation societies are continually calling for a ban on performing dolphins, but they bring in large amounts of money. The Canary Islands have the most dolphin parks, and last November four dolphins born in captivity were transported from Germany in a specially adapted aircraft to the latest park to open, ‘Rancho Texas Park’ at Lanzarote. This made their total up to 8. ‘Loro Park’ in Tenerife has 9 dolphins, and there are 13 at the nearby ‘Aqualand’ park. Las Palmas has 5 dolphins at their ‘Palmitos Park’ centre. ‘SOS Dolphins’, one of the anti-entertainment pressure groups has stated that the dolphins in the Canary Islands are just tourist attractions and there is no attempt at conservation. They say that there are hundreds of dolphins that can be seen in the sea around Spain, which is their natural habitat. Some tagged dolphins have been found to travel 150 km in a single day, as opposed to being confined to a tank. Another association, ‘FAADA’, concerned with the welfare of animals and marine species in captivity, complain that the Spanish laws are far too lax and only apply to security concerns, not their wellbeing.
One research organization claims that their natural “location” ability and brain power is greatly reduced in captivity leading to psychological problems. Owners of marine aquatic parks state that this is nonsense and point out that in some cases dolphins in captivity live longer than in the sea. Marine biologists reply that this is not surprising as there are no predators, they are hand fed, and they can’t swim any distance.

It’s Good for You
I
n 1987, inhabitants of Spain consumed 124 litres on average every year of “whole” milk. This worked out as a third of a litre every day. In 2016, the quantity had fallen to 72 litres per year, just one fifth of a litre. There are large differences in various parts of Spain, put down to where the production of milk is highest. Inhabitants of Castilla and León drink on average 95 litres, and the lowest amount of 63 litres is in Andalucía which includes Almería province. Various reasons are given for the decline, including strict vegetarianism, and animal rights activists who consider the mass production of milk (88% comes from cows) is cruel. Another of the causes is the “green” tendency that has resulted in people drinking soya, almond, or rice based products, sold as “milk”. 15% of the general population do have some intolerance to lactose products, so this has an effect as well. The most milk consumed is by children, and the tendency of a low birth rate in many European countries is another cause of less milk being drunk. The Spanish organization ‘Inlac’ is made up of milk producers and manipulators of milk products such as yoghurt, cheese, butter and cream. They are mounting campaigns backed by EU funds that milk is an essential part of a healthy and balanced diet. Every 100 milligrams of “whole” milk contains 3 grams of protein, 3 of fat, 5 of carbohydrates, and large amounts of vitamins. Treated milk with higher levels of calcium is recommended for adults, and omega 3 additives are a good way of obtaining the quantity required. 45% of all milk purchased is semiskimmed milk, 29% fully skimmed, and only 26% is whole milk. It is generally accepted that children obtain bone strength from drinking milk, and adults obtain increased bone marrow from milk, but there are not general agreements between all health scientists and nutritionists as to the recommended daily amount. Lactose products with calcium are considered to diminish the risk of osteoarthritis and colon cancer, but there are claims that drinking
milk to excess can have a detrimental effect on the onset of prostate cancer and possibly ovarian cancer. On the other hand, many of the custard type milk products have high levels of sugar and come into the category of super-high sugar products such as many treated fruit drinks, and drinks such as chocolate milk.
Untreated milk not subject to any UHT treatment, pasteurization, or sterilization can lead to brucellosis, salmonella, and staphylococcus, which are all bacteria related illnesses. Some Spanish cheeses are made with untreated milk, and health experts consider that this should be stopped as there is no additional nutritional benefit. 6.8 billion tonnes of cow’s milk was produced in Spain last year along with 400,000 tonnes of milk from sheep, and 418,000 from goats. “Whole” milk and treated milk is still considered essential for a healthy diet, and nutritionists point out that the sugar levels in many milk substitutes are far too high. ‘Cola Cao’ is a favourite drink for children in Spain at breakfast time, and the “chocolate” powder is added to normal milk. Many parents consider it is an ideal drink as it contains cereal extract from wheat flour. Unfortunately, it also contains sugar, added flavouring, and salt. Health professionals consider that it is one of the causes of obesity, now a growing problem for children in Spain. They say that milk on its own is much better instead, so drink more of it!

Community News Dames in Turre When Dames in Turre held their final meeting on May 29th before the Summer Break, they were very proud to present cheques to local charities. MACS received 1000 euros and Equinac, AECC Turre Branch, Asprodalba and Stepping Stones received 500 euros each. This year we have donated a staggering 9104.85 euros in total. On Monday, June 12th the AGM was held at The Hostal Rural in Turre followed by a lovely meal presented by Manuela and her team. A big thankyou to everyone and may we wish you all a happy safe summer wherever you are and we look forward to seeing everyone again in September.

Working Together to Stamp Out Animal Cruelty Protectores Nueva Era Águilas is currently d e a l i n g w i th a c a s e r e g a rd i n g mistreatment of animals, 3 dogs to be precise - one of which is confirmed dead. We believe it to be the first legal case (resulting from a denuncia) to be presented to the court in Lorca. We need people to take notice of where mistreatment is happening and to take action by “denouncing” it at the local police station. What’s On Almería City Concerts The City of Almería Orchestra (OCAL) and the Young Persons Orchestra (OJAL) perform a solidarity concert on July 8th at 9pm, Auditorio Municipal Maestro Padilla, Almería city. The concert is in aid of the Almería Association ‘ANDA’ for physically challenged children. Works being performed include items by Brahms, Ravel, Borodin, Bartok, and Dvorak. Tickets are 6 Euros. MACS Moonwalk The only thing more beautiful than walking along the promenade at Mojácar Playa under the light of a full moon is doing so while raising money to support MACS. On July 8th you will have the opportunity to do both. The Mojácar Area Cancer Support charity (MACS) is our local cancer charity and is a volunteer run organization that provides physical and emotional support for cancer patients and their loved ones. MACS is sponsoring both a 5km and 10km walk to raise
money to support its activities. The 10km starts at Tito’s Chiringito at 9pm. The 5km starts at Big Fat Moma’s at 9.45pm. Both walks finish at Tito’s where there will be music and food available.
