The Summer Season

T

he 30th annual Mojácar Moors & Christians event was very well attended, not just by local residents. As Mojácar is now on the list of “The prettiest villages in Spain” this has helped tourism in general, and it was very obvious that many visitors came to Mojácar to see this event from diverse places. Holding the Saturday events on the beach beside the relatively new promenade extension has greatly helped crowds of people to see this at close quarters. Hopefully, we are now starting to enjoy summer weather, but high winds that seem to come out of nowhere and then die down again are still a problem. The special regulations to combat forest fires are now in place until October 15th. We give more details of these in our “In the News” section, and the overriding considerations are that everybody takes great care with barbeques and other activities that seem harmless but can result in fires. The vast majority of fires are down to people not observing the bans on burning waste products in the countryside. Unfortunately, some people decide to set fires because they are arsonists and like to witness the result. The police ask people to look out to see if there are any suspicious persons or vehicles which are not normally in local areas of the countryside. On June 21st there was an important meeting at the Centro de Usos Múltiples in Mojácar with a panel who dealt with regulations for ex-pats and the importance of becoming holders of a residence certificate, going on the “padrón” (the official list of residents in a municipality) and topics that relate to Brexit. As an example, of the 1,926 Brits on the Mojácar padrón, only 700 have residence certificates. This may well be the same in many other municipalities. We comment on this meeting in our “Community News” section and detail useful websites in our “In the News” section.

With a new Minister for Transport, pressure groups concerned with the arrival of the AVE (high speed train) in Almería province are hoping that more double track sections may be authorized instead of a single track. The “target date” for AVE trains arriving in Almería city is still 2023.

Three of the Mojácar “Moors”

Many entertainment and cultural activities now switch to the open air, and we list various ones in our “What’s On” section. The 52nd Almería Flamenco Festival is a good example. A key event in local coastal areas is July 16th, the feast of the Virgin (Mary) of Carmen, who is the patron Saint of the sea and fishermen. After church services, large statues are taken out to sea on decorated fishing boats. This event is to ask for good weather and good catches in the coming year. In places like Garrucha other activities follow on with food, drink, music and fireworks. Turre has a major fiesta towards the end of August in honour of their patron saint Santiago Apóstal (Saint James, the Apostle). Originally seen as being a gypsy fiesta this has now increased in size but still features horses. August 15th is a national “red” religious fiesta when banks etcetera will be closed. Mojácar celebrates its patron saint San Agustin (Saint Augustine) on August 28th.

Spain now has a new Socialist Government and Prime Minister, Pedro Sánchez, who is no stranger to Editor’s note: As in other years there is no Focus Mojácar beach bars and restaurants. The new Magazine in August, but we will be back in Minister for Culture comes from Pulpí, so this is September.

The fusion of the two banks is stated to result in a saving of 32% in running costs as duplicated departments will be drastically reduced. Shareholders in Banco Popular lost all their investment and are taking legal action against the EU banking regulators who decided the bank was insolvent and against the directors of the bank at the time. Banco Santander is offering 110,000 private shareholders who are customers of either of the two banks compensation in the form of new shares if they don’t go to court. 30,000 of these people had shares that were worth less than 5,000 Euros before they became worthless.

Since June 2nd, Spain has a new Prime Minister and government. A no-confidence motion in the Spanish parliament received 180 votes, four more than the 176 needed. This meant that the PP party with Mariano Rajoy as Prime Minister were voted out of office. The no-confidence motion was proposed by Pedro Sanchez, leader of the PSOE party, and parliamentary rules meant that if the motion was approved Pedro Sanchez had to be prepared to form a government and become Prime Minister which he did. This is the first time a no-confidence motion has prospered as the previous four over the years did not. Pedro Sanchez is a regular visitor to Almería province and particularly beach bars in Mojácar. Next time he comes here there will certainly be more bodyguards! We comment on the change of Information for Ex-Pats government in a following article. In the News Facebook. One of their boats was intercepted by the Guardia Civil Police in 2017 when it was 62 nautical miles off the Cabo de Gata coast. There were 19 passengers including two women and a child aged seven, who had all paid 600 Euros for the journey. It was stated in court that the flimsy craft was designed for a maximum of 6-7 persons with an inadequate outboard motor and no life jackets. The two men had threatened the passengers if they revealed that they were the organizers and presented themselves to the authorities as being would be immigrants. The passengers were all questioned and the two organisers identified. Their mobile phone records revealed their contact with the passengers and they were then arrested.

Major Problems for The Spanish Monarchy The Infanta Cristina de Borbón is the daughter of the previous Spanish King Juan Carlos and sister to the present King Felipe VI. Along with her husband Iñaki Urdangarin she became caught up in a major corruption scandal known as “Caso Nóos”. This involved money laundering and corruption in various companies including one in Palma de Mallorca. Cristina was stripped of her royal title and ceased to figure in any public or private palace activities. She worked for a foundation in Madrid and went to their offices in Geneva with their two children. Eventually, after appearing in court in 2016 she was absolved from any criminal involvement. A Spanish organization “Manos Limpias” (clean hands) had allied themselves with the Spanish Prosecution Services, but they were then embroiled in their own scandal when it emerged that they had contacted Cristina’s lawyers suggesting they would withdraw if paid a suitable amount of money! In the middle of June, the High Court dictated a reduced prison sentence of 5 years and 10 months for Iñaki Urdangarin, 5 years and 8 months for his main business partner, and 3 years and 8 months for a third person. As in normal cases of this type a convicted person is given a period, that is usually five days, to present themselves at a prison of their choice. He chose the Brieva prison in Ávila in central Spain where he arrived with his lawyer on Monday June 18th. The vast majority of the other inmates are women with a small number of men. Prison authorities considered that this was a sensible choice

as there would only have to be minimum special security and problems with other male inmates are not considered likely. Cristina then returned to Geneva. Ávila is about 100km from Madrid, and it is not known whether Cristina and her children will return to Madrid to be near her husband and their father. It seems unlikely that she will be welcomed back into the arms of the Spanish Royal Family owing to the gravity of the situation. Queen Sofia, the wife of King Juan Carlos, regularly went to discreetly see her daughter and grandchildren whilst the whole scandal unfolded. Another blow to the Spanish Monarchy was when King Juan Carlos broke his hip whilst elephant hunting in Africa at the height of the economic crisis. After recovering from the operation he went on Spanish television to apologise for going on this hunting trip that he termed “inappropriate”. Because of this, some ill health and the Cristina scandal, King Juan Carlos decided it was opportune that he abdicated in favour of his son.

Excellent Fruit & Veg Details Almería is a market leader in the production of fruit and vegetables using cutting-edge growing techniques, apart from ecological growers that are increasing every year. There are new EU regulations that relate to fertilizers, and samples taken by the Spanish Delegation of Agriculture reveal that the produce from Almería province is the cleanest as regards residues in the whole of Spain. 3,600 samples were taken in 1,300 inspections and only six of these had a level of fertiliser residue that was slightly above the allowable limit. Total sales in 2017 were 3.4 billion

There are 2,700 hectares (10.4 square miles) devoted to ecological growers and the market for this type of produce continues to grow. Russian Involvement The department CNN who investigate cyber activity and cyber- attacks is an arm of the Spanish Secret Service, known as CNI, the National Centre of Intelligence. They have made public investigations that firmly link Russian involvement in 2017 during the independence attempts by Catalonia, and attribute many of them to be state controlled. They state that controlled cyber-attacks were directly related to stirring up public opinion and influencing the independence movement and independence referendum. They compare these attacks identical to ones that were designed to influence the US Presidential Election. The CNI claim that there were prolonged attempts to sow discord, publish “fake news” and sabotaging of government bodies by causing cyber-attacks to block access. They say that more than 70 major websites were targeted. The CNI report mirrors an investigation by a German national security department that stated that there were massive disinformation attacks from Russia in the days prior to the October 1st referendum.

A long investigation was made by police into a corruption scandal where bribes were received by groups of businessmen and individuals mostly associated with the PP political party from 19992005. Same Sex Marriages An American man and a Rumanian man were married in 2010 in Brussels, and then asked for permanent resident status as a married couple in Rumania. This was denied as Rumania did not recognize gay marriages. An appeal was rejected on the grounds that this was not an EU ruling. The EU Tribunal of Justice considered the situation and has recently ruled that all 28 states have to give residency permission for same sex married couples if they satisfy all other requirements. This ruling not only applies to Rumania, but also to same sex applicants in Slovakia, Lithuania, Bulgaria, Poland and Latvia. Up to now in these countries same sex marriages have not been recognized. Various associations of gays, lesbians and bisexual persons have applauded this decision as being a historic judgement.

Lubrín Liquid Yoghurt A division of Dcoop Cooperative in Lubrín has passed all the necessary tests and obtained the licences to market their brand of liquid yoghurt made from goat’s milk. They are the only company in Spain that markets this product. Ramón Aliaga, the CEO of the company, states that the liquid yoghurt is made solely from heat treated goat’s milk without any additives and has been fully tested at Granada University. The tests indicated that the composition was very similar to mother’s milk with the evidence of calcium, phosphorous, and iron. It contains less lacteous properties than cow’s milk, is hypo antiallergic and helps with combatting bad cholesterol. Apart from this it is stated to be very tasty with a

variety of flavours such as strawberry and banana, fruits of the forest and a natural version. It is now being stocked locally and in supermarkets in Almería province, with plans to market the product at various exhibitions nationally.

Summer Heat From the start of June until September 15th the Andalucía Health Department put in place an initiative known as “Plan Calor”. This is aimed at vulnerable people who may suffer from the summer heat, particularly many pensioners. It also encompasses people with chronic illnesses, some children under the age of four, people with grave mental health problems, the clinically obese, and persons who work outdoors. Doctors’surgeries provide information from their registered patients, and the health organization Salud Responde compile a list of persons who are contacted by telephone or in some cases personal visits. Advice is given to these persons on the best methods of avoiding problems with high temperatures. Some medication may mean that people are at special risk, and persons being treated for depression and mental illnesses that require particularly strong medication have a reduced ability to withstand extreme heat as their body temperature control is adversely affected. People who live alone in the various categories are considered to be at high risk if they have no family living with them.

Holiday Accommodation In 2016, the Junta de Andalucía (the governing body for Almería province) introduced regulations that meant private short term accommodation for tourists had to meet certain guidelines and be registered. Incoming holiday makers had to have their personal details forwarded to the police as a security measure (the same as hotels), properties had to be cleaned and bed linen changed after each visit or period of a visit. Also, tourist information had to be provided for the area, and an official “complaints book”, as well as a first aid box. There was a grace period of twelve months for the installation of items such as air-conditioning / heating. The total number of registered properties in urban and rural areas in Almería province has now risen to 18,000, twice as many as one year ago, and this is

In the News 25% of all the accommodation available in hotels and hostals. In the 2017 high season a total of 212,000 people stayed in this type of holiday accommodation. The highest number of registered properties is in Vera with 3,751, Mojácar with 3,743 and Níjar with 3,133. In Níjar, this number combined with camping numbers is double the availability of hotel /hostal places. When a property is registered it is visited by inspectors. Companies and individual owners who offer vacation homes for rent have until the end of 2018 to show the registration number on any webpage. Airbnb have been resisting this but were recently fined 300,000 Euros in the Canary Islands for not complying with their registration procedure, very similar to the one in Andalucía for our area. They have announced that from September 30th all properties on their website will only be included if they have the reference number. Spain-Holiday based in Málaga state that they will comply from July 1st. The Hacienda, the Spanish tax authority, have a form called Modelo179 for owners of rental properties to declare their income and deductible expenses, and large letting companies and individuals will have to provide the relevant information. Persons renting properties without complying with the registration procedure face large fines. The regulations apply to properties in urban areas, as there is already existing regulations for rural properties.

Bank Closures Following the financial crisis many Spanish banks fused with others, went out of business, or put in place large slimming down of staff. Bankia was the Spanish bank that received the largest EU funded injection of cash to keep them afloat. The Bank of Spain has released figures that show that 1.9% of the Spanish population, so just less than 1 million inhabitants, have no local access to any form of financial assistance such as a bank or cash machine. In the boom period of 2008 there were 46,000 bank branches but this fell 28,000 at the end of 2017 and is the same number as in 1981. The largest reduction in the number of branches is in Catalunia, Madrid, and Valencia, where there was an abundance of banks. There are now 51,000 bank machines which is18% less than in 2008, and it has become a feature of these that people draw out more money at each

visit. This means they have more cash to last them for a longer period of time. There are calls for town halls to install bank machines, and the Junta de Andalucía (the governing body for Almería province) has introduced a subsidised taxi service for rural areas. Persons wishing to use this service to visit banks, official government offices, hospitals, and bus or train stations, apply to their town hall to take part in this initiative.

Tennis Trophies - Rafa Nadal In the world of tennis, the Spaniard Rafa Nadal has overcome injuries to become number one again. Winning major trophies is financially beneficial, but he has many other interests. Forbes, the entity that calculates the wealth of famous people, has put him in 33rd place of all the sporting individuals worldwide. In Spain, only Fernando Alonso, the racing driver who is in 26th place, has more money. Rafa is credited as having a global income of 27 million Euros in 2017, and Forbes put his total wealth at 300 million Euros. He receives a considerable income from companies such as Nike, Telefónica, Kia, Nestlé, Mapfre, Banco Sabadell and Tommy Hilfiger who see him as an outstanding ambassador for their products. He leaves his financial negotiations in the hands of his parents and his girlfriend / partner Xisca Perelló . Along with his mother, Xisca runs the Nadal foundation to promote tennis for young people. Air Europa patronises his foundation by providing free flights. He bought a large building in the centre of Madrid for 25 million Euros and converted it into 11 luxury apartments that were quickly snapped up. He also owns Tatel, a chain of expensive restaurants in Madrid, Miami and Ibiza. His chef in Ibiza, Ricardo Sanz at the Zela restaurant, has been awarded four Michelin stars.

Not Self-Employed Spanish courts have started to rule on test court cases where a person is considered by companies to be self-employed and not an employee. Last March a court in Madrid heard a case brought by five employees of RACE (the Spanish RAC organization). They ruled that the persons working for RACE for the last fourteen years were employees, not selfemployed, and the company was ordered to pay 227,000 Euros to the Social Security department which is the amount they avoided paying for the last four years. A period of four years is the maximum period that payments can be reclaimed. The five people worked regular hours and RACE was the sole company they worked for. Another very recent case concerns a person who was a cyclist delivery man for the Spanish branch of the UK food delivery company Deliveroo. The man in question had to work regular hours and meet a target of calls he responded to, but had to provide his own bicycle and mobile phone. He was normally paid between 600-700 Euros per month, but was not paid for a period of time when heavy rain and floods for several days made home deliveries impossible. Because of this he took his case to a labour tribunal. The judge ruled on June 4th that he was not self-employed and at times like these he was entitled to be paid and the company was ordered to pay him 705 Euros in lost income. The judge pointed out that Deliveroo had avoided paying the Social Security department the monthly amount they had to pay for an employee and were also paying him less than the minimum hourly rate set out in Spanish labour laws. A Major Arrest There has been a concerted effort to try and clamp down on drug barons in the Campo de Gibraltar area recently. Claims were being made that the police were very short in numbers, and powerless to stop the major leaders in the drug trade. The President of the Junta de Andalucía had meetings during May with police chiefs and the Spanish Minister of the Interior, and more officers were drafted in to join the elite Guardia Civil Police Rapid Response Unit. In the early hours of June 7th police stormed a large house, in the Linea de la Concepción area, protected with security cameras, and with high walls topped with barbed wire that was described as being “heavily fortified”. The specialist police arrested Antonio Tejón Carrasco considered one of the area’s “narco kings”. This Castaña cartel gang member fled whilst attempts were made to arrest him in 2016 and had been on the run ever since. A police spokesperson stated, “He has had to flee more than once. We were waiting for him to make a mistake.”It is estimated that the Castaña gang have made more than 30 million Euros from drug trafficking in recent years and Antonio Tejón Carrasco is the youngest of several brothers all engaged in drug running. This area of the Campo de Gibraltar has high unemployment and young people are tempted to take part in drug running as a way to earn high amounts of money quickly. It has been stated that about 3,000 people are involved to some extent ranging from active involvement to being lookouts to warn of police being in the vicinity. Last February a masked gang went to La Linea hospital where an important drug runner had been taken after suffering injuries in an arrest. They threatened the staff with guns and took the man away. Apart from the increased number of police, 56 million Euros will be injected into the local economy to improve employment, give job training, build two new health centres, modernise schools, and set up school canteens. In the News Madrid Car Ban To combat pollution Madrid City is introducing bans on vehicle entering the city centre. From November, diesel fuelled cars registered before 2006 and petrol fuelled cars registered before 2000 will be banned from entering the city centre. The DGT (Spanish traffic police) are issuing stickers that have to be displayed on windscreens and these indicate the level of emissions. This started in 2016 and now covers all vehicles in Madrid and Barcelona and will be extended to all of Spain. Cars registered before the appropriate years are given corresponding stickers. Electric cars with no contamination receive a sticker marked “O” including vehicles that are battery driven. Hybrid cars and those powered by gas are given an “ECO” sticker. “B” and “C” stickers indicate a high level of emissions and owners of these vehicles wishing to visit Madrid will have to use car parks outside the city centre. Free buses then convey the drivers and passengers to the centre. On roads with a single carriageway in each direction the speed limit will be 30km/h. Genuine residents who live in the city centre will be exempt from the bans at present but will be issued with a resident sticker as well. At times when there is a high contamination level that may be influenced by weather conditions, taxis can only be boarded at registered taxi ranks. After a journey they are not permitted to generally ply for hire but can take passengers who board them at the same location where they have dropped off their passengers.

Young Spanish Smokers Health experts in cancer of the lung statistics have published a report relating to young Spanish people who smoke. It reveals that anti-smoking laws and publicity is having no deterrent in young people from age 14-18. Numbers have gone up 3.3% in the last year. 34% of this sector of the population admits to being smokers and 75,000 young persons surveyed stated that they smoked daily. The health specialists consider these figures to be truly alarming and are calling for much more information being available in schools that show the dire effects of smoking from this age. Manuel Domine who has co-ordinated the study states that the incidence of lung cancer is directly related to the number of years a person is

a smoker and the amount of cigarettes they smoke daily. He stresses that parents should try to stop their children from smoking and discourage the idea that smoking is “cool”.

Plastic Bags from Lidl The supermarket chain Lidl has announced that they are ceasing to sell plastic bags for a single-use at check-outs. They have already done this in the Balearic Islands but are extending it to all of Spain. Sales in 2017 amounted to 100 million plastic bags that brought in 1.5 million Euros. A spokesperson stated that this was in line with their policy to try and reduce contamination and environmental impact. EU guidelines are that single-use plastic bags will be banned in 2020.

Birth Rates The official population in Almería province at the end of 2017 was 706,000 and 143,000 are below the age of 17, so some 20%. What is distinct from the rest of Andalucía is that 17% are of non-Spanish nationality. The average birth rate in Andalucía in 2016 and 2017 is about 9 births for every 1,000 head of population but in Almería province the number of births is 11 per 1,000. This has been a feature of Almería province for a number of years. In 2011 the average rate in Andalucía was 10.8 births per 1,000, but in Almería it was 12.3. Figures for infant deaths of babies less than 1yr old in Almería province totals 3.45 for every 1,000 births. This number is in second place to Córdoba where the number is 3.62 but the average number in all of Andalucía is only 2.73.

In the News Older Cars Partly owing to the construction and economic crises in Spain the average age of all Spanish vehicles has been steadily rising. In 2007 the average age was eight years, but at the end of 2017 the average age was just over 12 years. The 2007 figure applied to 36% of all vehicles that were more than 10 years old, but the 2017 total was 61% of all vehicles. When a person buys a new car there is still a thriving demand for second-hand vehicles and only 56% are scrapped. The government and manufacturer’s PIVE schemes started in 2012 when new vehicle sales were abysmal, and gave discounts on the purchase of new low contamination vehicles providing older ones were scrapped, but the eighth such scheme was not renewed when it expired in 2017. Vehicle sales indicated that the car manufacturers were now able to proceed without the incentive scheme. Up to the end of May 136,000 new vehicles were registered and this is 10% more than in 2017. SEAT is part of the Volkswagen group but all their cars are made solely in Spain. So far this year they are market leaders with 52,000 sales. Their León and Ibiza models have each been purchased by over 16,000 customers, and their new Arona model is receiving many awards as being the “best car” of 2018. The DGT (Spanish traffic police) are very concerned that the average age of vehicles in Spain is increasing, and they point out that modern cars have a far greater number of safety features. They also consider that older cars are generally not well maintained and accidents are often due to mechanical failure. The “contamination stickers” that we refer to in another section will hopefully lead to a decrease in the age of vehicles by imposing restrictions that may mean motorists junk older vehicles. Even if this works it will not take place quickly.

Roquetas de Mar Coin Confiscation Every Sunday there is a market in Roquetas at the bullring. Specialist police recently visited this market and confiscated antique coins, some of which dated back to Roman, early Arab and Greek times. The operation was baptised Caso Soho, the popular name for the market. Three market traders were arrested for dealing in historic goods that cannot be sold on the open market, and in one case coins had been

turned into items of jewellery such as pendants and rings. Over 1,000 coins were seized in total along with artefacts from the same period. All the seized items were taken to Almería Archaeological Museum to be identified and classified. The actual origin of these coins is very difficult to determine as in many cases the ownership had changed hands several times. A spokesperson from the Historical Heritage Department of the Junta de Andalucía Cultural Department stressed that using metal detectors to hunt for old coins and artefacts was illegal, as was their sale on the open market.

Macael White Marble Plans for the replication of the Vélez Castle marble patio are at an advanced stage. The original patio is at the Metropolitan Museum in New York and was comprehensively mapped in 3-D images by Spanish technicians some years ago. It was dismantled and sold by the owners of the castle to a French merchant in 1904 and later became owned by the American millionaire George Bumenthal. On his death he left it to the Metropolitan museum in his will. Last year representatives of the marble industry in Macael who form the Asociación de Empresarios del Mármol de Andalucía went to New York with equivalent of a marble road show that explained the history of the mines, the special properties of the marble and photographs of the lions at the fountain at the Granada Alhambra Palace that were restored in 2016. Tests on the lions had revealed that they were made of Macael white marble. At the end of May a delegation of 30 people from the museum came to Macael to see for themselves where the marble was excavated and the process for cutting and shaping it. An expert in Spanish sculpture and art led the group, and they then went to Vélez castle to see where the patio was originally installed. The enclosed patio erected in 1505 formed an area between the military part of the castle and the living areas. Pedro Salmerón is the architect in charge of the replication of the patio and has revealed that there will be some minor alterations as Spanish regulations relating to Historic Patrimony prohibit exact copies. A study in progress will give calculations as to the exact cost, and it is hoped that contracts can be signed in 2019 for the work to go ahead. The castle was declared

María had lived there for thirty years and paid electricity and water bills by direct debit from a bank account where her state pension was paid in every month. Her bank had no reason to consider that she was not alive, and a spokesperson for the Social Services in Valencia stated that María had never come to their attention by requesting any help. She was registered with a local health centre that has no recollection of ever seeing her or prescribing medication. An anthropologist from Valencia University stated that with low temperatures and a current of air mummification occurs quite naturally over a period of time. The police have also alerted job seekers (or anyone else) that they should not ring telephone numbers that start with 803, 806, 807, 905, or 907. These are high cost premium numbers, and persons ringing these numbers will usually be put on hold for an extended period. A substantial amount of money is then charged to their phone accounts.

Male Workers A company that produces olive oil in Córdoba has hit the headlines. Last December they agreed with a union pay rises of 1.5% up to the end of 2019, retroactive to January 1st, 2017. The problem is that it only applied to male employees! They based this on the agreement wording that was for “los trabajadores” that they considered to be male employees, and not “las trabajadoras”, female workers. The Pulpí Logistic centre Technicians from ADIF, the Spanish rail company, and representatives of industry have recently had a meeting in Pulpí. Plans to open a “dry port” in Níjar are in an advanced stage on an area of 174 hectares with an inversion of 37 million Euros. Individual companies will then set up their own premises to handle the arrival and onward travel of goods. The site is near the A-7 motorway, the AVE (high speed

train line), and not far from Carboneras port. Business people want to have another similar centre at Pulpí that would deal with large quantities of fruit and veg and marble /stone products. The land they intend to use is in an area zoned for “opportunities” very close to the AVE line from Almería to Murcia and the existing Águilas to Murcia line. Various interested companies are proposing that the Pulpí centre would be constructed from private funds. The society want ADIF to change the proposal for only a single track of the AVE at Pulpí to be double track as originally planned, and ADIF have recently agreed that the twin track that currently ends at Sorbas will be extended to the Níjar site. More Tesla Deaths A driver died in March in California when he was driving a Tesla vehicle with the automatic pilot function engaged, and there have been more deaths in May in Florida. A 2014 Tesla S that was travelling at high speed went off the road and impacted with a wall, after which it caught fire. Two 18yr olds in the vehicle were killed and one was critically injured. The US ‘NTSB’ accident investigation unit has started an inquiry, and have stated that the fire was caused by the lithium ion battery. They say that at present, because of the fierce fire, they have been unable to determine if the automatic driving function was engaged and are working with Tesla to establish this. They stress that the automatic drive function system has to be

One driver was killed in 2016 after he had engaged the automatic function, but then watched a film as the journey unfolded. In another fatal crash Tesla claimed that there were audio warnings and flashing lights telling the driver that he had to take control, and he was not detected as having touched the steering wheel for six seconds. They didn’t reveal why the car was in the situation that manual control had to be engaged. When another Tesla car crashed into a stationary fire engine last January the company issued a statement saying that the autopilot system was only intended to be operational “with full attention by the driver at all times”.

Massimo Osanna, the Director of the Archaeological Park in Pompeii, states that the discovery is remarkable and is the first undiscovered skeleton in the last 20 years. The site where the child was found was excavated in 1877-1878, but it appears that they missed finding this one. Another reason may be that the archaeologists did come across the skeleton but thought it would lead to bad luck if they removed it from its resting place. The skeleton is going to be DNA tested to determine whether it is a boy or girl, the exact age, and whether the child had suffered from any prior illness.

In Holland a company has installed high density plastic panels with a large percentage of recycled plastic, with a hollow section inside where water, sewage and electricity cables can be incorporated. When laid as a basic road the depth of asphalt needed to be put on top is greatly reduced. Taking these panels to where a road is being constructed results in a 70% saving in construction time, and the anticipated period before maintenance is needed is said to be an improvement of 300%. This type of plastic road is ideal for cycleways as no asphalt has to be laid on top. Consequently, the construction time needed is a fraction of that needed for normal methods.

They consider that the more “upbeat” they are, the more people stay tuned in. The exception is ‘Sleep Radio’ broadcasting from New Zealand 24 hours a day 365 days of the year. The aim of the owner is that the estimated 70% of listeners who fall asleep listening to his radio station goes up to 100%! A sufferer of insomnia himself, John Watson decided to set up his radio station four years ago. Listeners go to www.sleepradio.co.nz and there are no announcements or commercials. Initially John Watson sought out music or sounds that were free of copyright, but he soon found that he was receiving CDs or digital music from artists who approved of his aim, with permission to use the material. Running costs for his radio station are equivalent to 450 Euros per month and on his webpage he invites listener to make donations. He is intending to have his programmes available via an app. A nursery in Alaska has told him that when it is siesta time for the young children the music is a great aid. Mothers started to ask the owner how they could obtain the music to use in their homes. A regular listener from Hamburg contacted John to say that every aid he had tried in the past including medication to combat his insomnia had failed, but now his sleep pattern was almost normal.

On August 11th, 1987, a body of a young girl was found beside a French motorway at Blois. Hardened murder detectives were appalled with the number of injuries she had suffered over her whole body. Her age was put as being between 3 and 5, she weighed 20kg, and was 95cm tall. From her hair style it was thought that she was possibly Moroccan. French police distributed thousands of posters where the photograph of her face had been re-touched because of the terrible injuries. They appealed for information as to her identity, and also sent her photograph and details to police in 30 countries through Interpol. They went to 65,000 schools where they thought school children might know her, and contacted 6,000 French paediatricians and social workers without any success. She was eventually buried nearby and on the headstone they put, “In memory of the unknown little girl from the A-10 motorway; here lies an angel”, and her grave was never without flowers. A man confessed to murdering her but it became clear he was suffering from some mental health problems and was not even in the area at the time. In the News The Villaricos Dreambeach Music Festival 2018 The organizers of the 6th Villaricos Dreambeach music festival from August 8th-12th have announced that their main stage will be 70m wide and 30m high with room for 25,000 spectators. A dozen specialist companies will take two weeks to build it including erection, lighting, sound, audio-visual equipment, lasers, special effects, and fireworks. There will be a total of 400m2 of electronics screens, 200 moveable spotlights, 8 cannons that produce CO2 gas, and a total sound output of 352,000 watts. Apart from the main stage, there are six others, including their covered-in ‘Dreams Tent’ and ‘Bull Tent’ and an ‘Open Air’ stage.

During the following days, Dreambeach will open this stage from mid-morning to young DJs trained in the Malaga School of Film and Sound, Schooltraining. So Now You Know... Lifeboats A London coachbuilder, Lionel Lukin, paved the way for the first purpose-built lifeboat when he designed the world’s first unsinkable boat and patented it in 1785. Lukin incorporated pockets of air in watertight compartments and used cork and other lightweight materials in the structure. One of his boats was based at Bamburgh Castle in Northumberland that was the first ever lifeboat station. Sir William Hillary was an English military officer and philanthropist who in 1824 founded the Royal National Lifeboat Institution. There are now over 350 lifeboats in the RNLI fleet based at stations around the UK and Ireland. Sun Screen Products Creams or lotions designed to stop sunburn have existed for centuries, but in 1938 a Swiss chemistry student named Franz Greiter suffered sunburn while climbing Mount Piz Buin on the Swiss-Austrian border and set out to invent an effective sunscreen. His product, called Gletscher Glacier Cream, came to market under the brand name Piz Buin, which is still sold today. In the 1940s, Benjamin Green, an airman and pharmacist, mixed red veterinary petroleum, cocoa butter and coconut oil into a product that would become Coppertone Suntan Cream. In the 1970s, Piz Buin introduced sunscreens with ultraviolet A & B filters. Seaside Rock The earliest form of sugar sticks to suck probably came from fairgrounds in the 19th century when sugar was cheap and plentiful. It seems likely that Ben Bullock who had a confectionar y manufacturing business in Yorkshire was on holiday in Blackpool, and he came up with the idea in 1887 to make the sticks colourful. He sent a batch to a retailer in Blackpool, and it soon became a good seller for holiday makers. The idea of putting letters into the rock took a long time to perfect. The design of the letters looks nothing like the normal alphabet but they form the correct shape when the sticks are pulled and rolled to the correct size.

Seaside Piers Piers were structures raised up on pillars above the sea used for boats to dock where cargo was loaded on including cattle. Pleasure piers were first built in Britain during the early 19th century, and the Brighton Chain Pier was built in 1923. At that time the introduction of the railways permitted mass tourism to seaside resorts. The large tidal ranges at many such resorts meant that for much of the day the sea was not visible from dry land. The pleasure pier was the resorts' answer providing a long walkway. They often include amusements, cafés, and even theatres as part of the attraction. Exploring a pier became a popular family activity. Beach Huts Victorian modesty resulted in a structure like a small shed that was pushed into the sea at coastal resorts so that a woman could bathe without being seen. Queen Victoria installed one on the Isle of Wight in 1842. They then became a fixed item above the high-tide mark, and women and men changed their clothes before venturing into the sea. In 1909, F. P. Dolamore, Bournemouth's Borough Engineer, designed a beach hut called a bungalow and they were offered for hire for £12 10s per year. 160 huts were built before WWI and many more after the war finished. Other coastal councils took up the idea to generate a useful income. Jet Skis The US company Bombardier started manufacture of a PWC (Personal water craft) in the 1960s and called it the “Sea-doo”. It was not successful and they soon dropped the idea. In 1970 Kawasaki bought the licence and introduced their “Water Jet” and “Power Ski” in 1972 that soon became a market leader commercially. They eventually settled on the name of “Jet Ski”, and there was no other competition for 16 years. Safety features were introduced, and they were self-righting and went round in a slow circle if a lanyard was released when the rider fell off. This enabled the rider to swim back to the craft and get back on.

A Week is a Long Time in Politics

O

n June 1st a motion of censure and no confidence in the Spanish Parliament was approved by 180 votes that were four more than the majority needed of 176. This removed Mariano Rajoy from being the Spanish Prime Minister and his PP party from government. Pedro Sanchez from the PSOE party then became Prime Minister. Just a week before, the no confidence motion put forward by the PSOE party was considered to have no chance of succeeding, and Pedro Sanchez had little expectation that it would be successful either. Mariano Rajoy has been Spanish Prime Minister since 2011, but his party only achieved 137 seats in the 2016 General Elections out of the total of 350 MPs. His PP party (roughly equivalent to a Conservative party) had to form a coalition. The PSOE (roughly a Labour party) obtained 85 seats, and United Podemos, “United We Can” (a left wing party) had 45 seats. The Ciudadanos “Party of the citizens” (a relatively new Conservative party presenting themselves as being “without any corruption”) obtained 32 seats. Smaller parties made up the total of 350 MPs. To enable Mariano Rajoy to form a government mostly with the help of the Ciudadanos party the PSOE abstained from voting against him. This caused a split in the party, and Pedro Sanchez resigned in protest as he wanted to deny Mariano Rajoy the chance of forming a government. Pedro Sanchez thought that new General Elections should be called instead.

Pedro Sanchez then called for Mariano Rajoy to resign as Prime Minister which he didn’t do, and then introduced his censure motion that would result in him becoming Prime Minister. The Podemos party supported him, but the Ciudadanos party wanted new General Elections, so they didn’t support this censure vote but agreed with Podemos to introduce another censure motion for General Elections to be called. It seemed that Pedro Sanchez would not gain a majority vote, but then the tide turned. A small number of Basque Party politicians started conversations with the Catalonia group of MPs. The new President of the Catalonia Parliament had abandoned his idea of having two MPs on remand and two MPs in exile as government ministers. By replacing them with other MPs this meant that the “Article 155” giving central government the authority to control the Catalonia Parliament and Catalonia could be lifted. They decided that Pedro Sanchez was more likely to be sympathetic to their independence claims so threw in their support, and the Basque Party MPs then joined them. This gave Pedro Sanchez his total of 180 votes, and Mariano Rajoy was deposed.

The PP party have been rocked by a corruption scandal from 1999-2005 when a secret slush fund was put in place. Journalists had a new word to investigate as the corruption scandal, when it surfaced, was christened “Gürtel”, the German translation of the name of Francisco Correo, the businessman considered to be the lynchpin. On May 24tha judge sentenced Francisco Correo to 51 years in prison, and Luis Barcenas, the former PP party treasurer, received a 33 year prison term. In all, 29 officials and businessmen were convicted of bribery relating to municipal contracts. Many A new era in Spanish politics has now started.

Costa del Crime

P

rior to Spain joining the EU on January 1st, 1986, criminals wanted in the UK came to Spain in the knowledge that cooperation between Spanish and UK police was not very effective, and extradition proceedings took a long time. Buying a villa in Spain was seen as being a very good refuge, and living near to Gibraltar meant they could take advantage of the very favourable fiscal arrangements. All this changed when Spain joined the EU, and Spanish police started working with their UK counterparts to hunt down and arrest major criminals. ‘SOCA’, the UK Serious Organized Crime Agency, set up a department in Spain along with the National Crime Agency and worked with the Spanish police. The joint agency launched Operation Captura in 2000, and wanted criminals were featured on the TV programme “Crimestoppers”. Anyone who rang their Spanish hotline was guaranteed anonymity, and this soon started to give results. What will happen after Brexit remains to be seen, and there are worries that cooperation between Spain and the UK police forces will be more difficult. It is not yet clear if the UK police can continue to issue European arrest warrants although the UK will still be a member of Interpol. Police in both countries currently have access to Eurodac which is a European database of finger prints. One of the “most wanted” UK criminals, Jamie Acourt, was captured on May 5th coming out of a gymnasium in Barcelona where he was arrested by armed police following an investigation launched by the National Crime Organization. He is one of the people suspected of the murder of Stephen Lawrence, and a European Arrest Warrant was in place after accusations from the Metropolitan Police that he was involved in drug smuggling. Acourt was the 81st criminal to be arrested from a list of 96 persons. A spokesperson from the National Crime Agency commented, “Our ability to share information and work at speed with our international partners ensures there is no safe haven for fugitives.” This followed arrests in April in an industrial estate in Almería where 8 tonnes of cannabis resin were found in the walls and floor of

an industrial trailer loaded with sheet metal and flagstones. Police arrested the driver of the lorry who had 177,000 Euros in his possession, and the destination of the drugs was stated to have been the UK. This was another joint police investigation.

Jamie Acourt

In December 2016, Robert Dawes, described as being “Europe’s biggest drug dealer”, was arrested in a dawn raid on his very large, luxury villa at Coín in Malaga. Originally from Sutton-in-Ashfield, he was considered to be the British equivalent of Pablo Escobar, the drug lord from Columbia. In this case he was initially extradited to France where cocaine from South America was discovered on an incoming flight with a value put at 200 million Euros. He is considered to have been the mastermind behind large quantities of heroin smuggled into the UK from Afghanistan and Turkey, and was also being sought as a suspect for various drug related murders in Holland. Gordon Goody, aged 86, died in 2016 having lived in Mojácar for many years after he had served his prison sentence for being the joint mastermind of the 1963 Great Train Robbery. Initially he owned a beach bar in Mojácar and lived a very quiet life. A spokesman for the Mojácar town hall said, “All who knew him were struck by his friendliness, his love for his friends and family and the many pets he rescued from the street”.

A Long Lynx Journey

T

he Iberian lynx cat is one of the most endangered species. It has tufted ears, long legs, a short coat, and a neck ruff that looks like a beard. A fully grown male is about 1 metre in length and can weigh 25kg. Female lynx are smaller, and when they are pregnant they have two or three kittens during March or April.

calls that a very large cat was being seen regularly near a cherry orchard, and experts went to see what this animal was. They were amazed to discover that it was a lynx with a collar and took some good photographs. This was the first sighting of a lynx in this area for over 100 years, and the photographs were immediately sent to Doñana who quickly identified the lynx as being Litio!

Alarm bells started to ring in 2000 when it was thought there might only be 400 in the wild, and in 2003 when the number had possibly dropped to 250. The lynx then became listed in the “critically endangered species” and major funding was made available with about 60% from EU funds and the conservation project ‘LIFE+Iberlince’ was started. Breeding in captivity was undertaken, and in 2005 three kittens were born at the centre in the Doñana National Park between Seville and Huelva. Other centres were established in Jaén, Cáceres, Cádiz and Silves in Portugal. By the end of 2014, a total of 188 kittens had been raised, and they are then put in a large fenced area in the Doñana National Park that is similar to their native habitat. When they are older they are released into the wild in various parts of Spain and Portugal, fitted with radio location collars. They are fully documented, a blood sample is taken, and various photographs. Their main diet is rabbits and other small rodents and the only danger in the wild is from foxes. The overall cause of death is road traffic accidents, and vehicle drivers and the police are asked to tell the authorities if they accidently kill one or come across a dead one. The radio collars tell the wildlife experts the approximate region where they are living, but there is also an “elapsed time” GPS location unit built into their collars on a chip that can later be decoded and records their complete movements.

As the metropolitan area of Barcelona is not the ideal habitat, experts from Doñana enticed him into a cage with a live rabbit. The stored information on his GPS collar will reveal how he got there. He may have been captured and taken to Barcelona, or he may have stowed away on a lorry. The Almería Technology Park

P

ITA, which stands for El Parque de Innovación y Tecnológico de Andalucía, was opened in 2011 beside the A-7 motorway. The main Pitágoras (Pythagoras) building was designed for small and medium companies involved in technology to rent individual or co-shared working space. The other main building is tied to investigation by Almería University. The technology park has proved to be a tremendous success, and 90% of the Pitágoras building is occupied, and 97% of the Almería University research centre. Trinidad Cabeo, the director general of the public company that runs the complex, has revealed that plans are being made to erect another large building. This is needed because their expansion plan for 2016-2020 has now been met this year. In 2017 a total of 85 companies with 1,800 workers invoiced 374 million Euros, and 50% were exports, which is a 14% increase on sales in 2016. Scientific research in the field of agriculture is one of the key boom areas. Plans are being put in place to increase the availability of public transport and set up an ‘app’ for car sharing. Various hotel companies are interested in opening a hotel that will initially provide 50 rooms for visitors to the park. A hotel will be another important asset, and at the technology park in Málaga there is a 92 room hotel, with two hotels at the Barcelona University Department of Technology.

Barcelona which still remains their administration base and head office. The building in Almería is the main operational centre for the whole of Spain and their four million clients. In addition, there is a financial investigation and research centre that is intended to develop technology for the banking industry in general, not just Cajamar, and they work closely with the Bank of Spain. They now employ 1,500 people in a very large building and there are plans to increase staff. Cajamar have an option to purchase an adjoining 27,000 m2 plot of land which is part of their 2020-2022 projected expansion plans and would probably give employment to another 700 people. The present number of staff has resulted in a noticeable increase in sales of properties in the area for the permanent employees. The Unicaja bank runs their estate agency company ‘Acinipo’ from their own building in the park, and there is a development centre set up by the Andalucía Department of Agriculture and Fisheries run by the company Tecnova that deals with technological advances in agriculture and fishing. One large company deals with the seismic requirements for future building technology, and the company CEISOL investigates technology relating to high efficiency solar energy.

There is a good access from Almería airport that makes travelling to the park a simple short journey of only five kilometres, and it is eight kilometres from the university. There are various communal areas that include a nursery, a gymnasium, two restaurants, a language laboratory, and a large lounge with bank machines and a financial services office. Holding conferences and training sessions is also a major part of the activity. Community News The Ex-Pats Meeting In Mojácar on June 21st five years for EU persons, who should check that A well-attended meeting took place in Mojácar on a previous registration is still in force. As regards June 21st with a panel of experts. A representative Mojácar, there are currently 1.923 Brits registered, from the Almería Focus Magazine attended the but only 700 have a residence permit. Charmaine Arbouin, the British Consul for Andalucía, provided important information, and Richard Hill from the pressure group Brexpats in Spain explained their aims along with the Mojácar lawyer and UK solicitor Michael Davies, and the lawyer Ignacio Pellicer who are both legal advisors to Brexpats. Javier Duran, from the Almería Foreigners Office, was on the panel. It was stressed that the main necessity for nonSpanish EU persons residing in Spain is that they are in possession of a resident’s certificate. This used to be a green A4 sheet of paper, replaced by a green credit card size one. Both documents are permanent but it was pointed out that some holders of the A4 document who obtained this many years ago should check that it states it is “permanente” (permanent). If not, the card sized version is needed. The requirements for obtaining this certificate regarding financial matters and health cover were detailed, and advice was that any UK ex-pat without one should obtain it, ideally before March 29th, 2019. This has to be done in the office in Almería city open from 9am-5pm by prior appointment. (In 2016 an office was opened in Huércal-Overa that was stated to serve both Spanish Nationals and Foreigners. At present it only deals with Spanish Nationals and the Focus Magazine is being continually told that the foreigners’ section will be open “soon”). It was pointed out that residents in a municipality (of any age) should register on the “padrón”, which helps the town hall obtain funding and provide better services, and a certificate of this is needed for various purposes. It needs to be renewed every

Charmaine Arbouin explained that there was “general agreement” that after Brexit, health care for ex-pats would continue in the same manner, UK state pensions would still be paid to ex-pats, including yearly increases, and it is “expected” that UK ex-pats registered on the Spanish electoral roll will still be able to vote or stand as councillors in the May 2019 municipal elections. Charmaine stated that by next October these matters should be legally formulated. Richard Hill from the Brexpats in Spain information and pressure group asked ex-pats to join their organization that presently has over 5,000 members. Their website is https://brexpats.es. All town halls have a person who will give general advice and help people register on the padrón. The Spanish National Office of Statistics analyses the make-up of people registered but the information is not shared with any other government agency. held at The Hostal Rural in Turre on Monday, May 28th. Dames were very proud to be able to donate generous cheques to the following local charities: Turre Food Bank, A.E.C.C. Stepping Stones, Asprodalba, and Paws - Patas. The Dames have been proud to be involved with Susana Salamanca on a programme to help women suffering domestic abuse, and we have made a one-off payment to the Paul Morrison fund so he can access treatment in Russia. On Monday, June 11th, our Dames AGM was held at The Hostal Rural, and the remaining committee members were pleased to welcome Marian Piggins and Maureen Sheriff onto the committee which will commence in September. Sadly, Lesley Barlow who has been the President for many years was standing down. Soo Wallace the Chairman thanked her for all the hard work she had put in over the years and presented Lesley with a gift. The new season will see Soo Wallace as our new President and Carol Pazdzierski as Chairman. Finally, everyone enjoyed a beautiful lunch which was organised by Manuela and her staff. We wish everyone a safe and happy summer break wherever you may be and look forward to seeing everyone in September. Help for PAWS-PATAS The charity gratefully received 300 Euros at The Dames of Turre AGM on Monday, May 28th. They were one of three charities to give generous donations and this amazing amount will go towards the much needed constant and vital renovation at the shelter, for both cats and dogs. PAWSPATAS desperately need help in all areas of their animal charity; even if you can only spare a few hours per week it would be a truly amazing offer. The shelter in particular is at a critical point, and needs urgent assistance with the daily functioning of feeding, cleaning, and walking the dogs. We also need drivers to collect overseas volunteers from the bus station or airport (petrol money reimbursed). Other areas to get involved with is in one of our shops situated in Mojácar, Turre, and Las Buganvillas. Help with distributing our bimonthly newsletters, collection tins, fundraising, accountancy, DIY - You name it and we need it!!! What’s On Almería The 52nd Flamenco Festival of Almería takes place from July 12th22nd, and this year apart from taking place in the square in front of Almería Cathedral, two of them take place in the bullring. Famous artistes include Sara Baras, Arcángel, Carmen Linares, Miguel Poveda, Cristo Heredia, and the internationally famous guitarist Tomatito who comes from Almería and joins forces with Michel Camilo and Mariana Heredia. Arcángel opens the festival on July 12th, Marina Heredia presents her show La Chanca: Origen y Evolución on July 13th, Tomatito and Michel Camilo perform a Flamenco-Jazz fusion concert on July 14th, Carmen Linares and Cristo Heredia perform their show Galeras on July 15th and all these concerts are in front of the cathedral. Sara Baras brings her show Sombras to the bullring on July 20th, and Miguel Poveda closes the event with his album Lorquendo on July 22nd at the bullring. All concerts start at 10pm.

The Almería Municipal Band starts their annual summer season of performances from July on every Thursday at 8pm in La Rambla Amphitheatre in Almería city. There is no charge for admission. ...and next... Telling the Truth We were getting ready to go out for dinner with my boss, and I heard my wife crying in the bathroom, so I went and asked her, “Honey! Whatever is wrong?” She said, “Just look at me! I’m getting to look so old. I need another session at the hairdresser’s to get my hair dyed again, my face is all wrinkled, and I know I have varicose veins on both my legs. The good boobs I used to have are now half way down to my waist. Please tell me something positive”. I stood in front of her and said, “Well, your vision is obviously still very good, and you certainly don’t need to wear glasses honey”. That was when she hit me really hard.

Being Musical My parents both retired, and my mother told my father that she had always wanted to play the piano, so they went to the showroom and he bought her one. I thought this was really nice, and when I was on the phone to him a few weeks later I asked him, “Dad, how is mum getting on playing the piano?” He said. “Well son, after a few weeks I persuaded her to let me take it back and change it for a clarinet”. I was surprised and asked him, “How come you decided to do that?” He replied, “With a clarinet between her lips she can’t sing at the same time!”

Bad Driving A man was being tailgated on a busy road when the traffic lights in front of him turned to amber. He stopped instead of jumping the lights and the woman in the convertible behind him that was now almost touching his boot started blowing her horn, screaming at him, and flipping him the bird. Whilst she was revving her car up and still screaming a very serious policeman came up to her car, told her to get out keeping her hands where he could see them, handcuffed her, and took her back to the station where she was fingerprinted, had to leave all her personal property at the desk, and was put in a cell. Two hours later she was taken back to the main desk and the policeman was there who had arrested her. He told her that she was being released with a caution, and explained to her, “I was behind you in my patrol car when you were tailgating the car in front at the lights, and I heard you screaming at the driver and making rude gestures. Your bumper stickers read ‘Lead a good life’, ‘Rely on Jesus’, ‘God sees everything’ and ‘Follow me to church’.Naturally, I assumed you had stolen the car!”
