A Hot Few Days

he long-awaited EU approval for cheaper electricity in the Iberian Peninsula finally came through, effective from June 14th. This should have meant 15-20% cheaper electricity for the 10.5 million people who pay via the variable rate ‘PVPC’ tariff. Unfortunately, it was the first day of the heatwave in Spain, the earliest in the year since 1981. Because of this, and a large amount of electricity coming from the expensive combined-cycle gas power stations, electricity was more expensive whilst the heat wave lasted. Hopefully, the cost will now come down. We explain how the new system works in an article.

July is the time of year when many cultural events and entertainment switch to the outdoors, rather than in concert halls and theatres. This year the Villaricos Dreambeach Festival takes place in July instead of August, and the end of August is when the large annual ‘Feria’ (fair) takes place in Almería city. In another article we comment on the ‘Infoca’ organisation that prevents and fights forest and scrubland fires. The heatwave resulted in many serious fires throughout Spain and unfortunately, some of them were quickly out of control.

The elections for the Junta de Andalucía Parliament (the governing body for Almería province) took place on Sunday, June 19th, to elect MPs for the next four years. There are 109 with 12 from our province, and the ‘PP’ party, in power for the last four years obtained a complete majority with 58 MPs.

The tourist industry in Spain is hoping to have a good season, ideally better than in 2019. The big unknown is whether the airport chaos continues, and people from the UK abandon coming to Spain or other countries. We explain how Spain is intending to reduce problems at Spanish airports in an article. Spanish nationals coming to our area on internal flights will not be affected, and high numbers are predicted.

In the News A Complete Rout Andalucía is one of the “autonomous” communities that includes Almería province. Autonomous communities have their own Parliament and High Court and run their Health and Education Departments. When citizens of Spain pay income tax, 50% is for the Spanish state and 50% for the autonomous community. On July 19th, elections were held with 6 million Spanish nationals able to vote for the 109 MPs that are in power for four years, unless elections are called within this time period. The ‘PP’ (roughly a conservative party) formed a government in 2018 with Juanma Moreno becoming President of the Junta de Andalucía, but he had to form a coalition. This time, the ‘PP’ party, who have a good approval rating, won an astounding 58 of the 109 seats giving them a complete majority. In our province, 6 out of the 12 MPs that were elected come from the ‘PP’. Juanma Moreno intends to announce his chosen ministers on July 14th, which is very early, but there is no need for negotiations with other political parties. No single party has had a majority in the Andalucía Parliament since 2008.

Last month we explained that the ‘Euribor’, an interbank interest lending rate, affects variable rate mortgages also known as Euribor mortgages. From 2016-2021, the Euribor interest rate was negative and was minus 0.5% in December 2021. The interest rate became positive this April at 0.01% and reached 0.26% at the end of May. Variable rate mortgages have the Euribor rate added to the bank interest rate, so if the Euribor rate continues to increase, so will the cost of the variable rate mortgages. From April, people wanting mortgages did so as quickly as possible to avoid higher interest, and the total value of mortgages taken out by the end of May went up to 6.3 billion euros. From the start of 2022, some 73% of mortgages taken were “fixed rate” ones, so a fixed rate of interest for the entire mortgage term. A Spanish Quasimodo Police were called to the village of Cartaya in Huelva province by the parish priest, who had gone to investigate why one of the church bells at the San Pedro Apóstal church was being rung. The priest found a naked man ringing the bell with a crown of rosemary branches and a candle. The man readily agreed to stop ringing the bell when the police arrived and he was taken to a medical centre where it was determined he had no injuries. He was then taken to the main hospital in Huelva for evaluation.

The Aborted Rwanda Flight The Boeing plane intended to ferry would be immigrants from the UK to Rwanda, had been chartered from a company in Madrid. It flew to the UK military base where it was fully fuelled, and had catering supplies delivered and all the crew on board when the flight was cancelled. It then flew back to Madrid. The total cost of the charter and a major police operation was calculated to be almost half a million pounds.

Calar Alto New Telescope Device

Turtles Released

The 3.5m telescope at the Calar Alto observatory near Gergal has had a state-of-the-art new unit installed, named TARSIS. In 2019, six projects were put forward and in 2020 an in-depth study of each of them was concluded. The one chosen was the TARSIS project. The combination of a wide field of view and a high sensitivity from ultraviolet (in the range called UV-A) to red wavelengths, make TARSIS a unique instrument. The design and the transparency of Calar Alto's sky make possible observations in the full range of UV-A, a domain almost unexplored from Earth, and the 3.5m telescope is the largest in Europe. A spokesperson has explained that over the next decade it will provide a comprehensive dataset of sixteen valuable galaxy clusters as a legacy to the astronomical community around the world. TARSIS will also be offered to other groups in open time, making it the main working instrument for the 3.5 m telescope in the coming years.

Last year, a jetski excursion leader spotted the tracks of a Loggerhead turtle on a secluded beach near Macenas and called 112. ‘Equinac’, the charity that is responsible for turtles and other marine species, were contacted and they investigated the sighting. It was confirmed that there was a nest and this was diligently guarded for several weeks until 20 hatchlings appeared. These were taken to the Junta de Andalucía CEGMA marine environment recovery centre in Algeciras. Five of them were transferred to the Seville aquarium and the other five to Equinac’s centre in Almerimar. They were carefully monitored until their weight increased from 15-20 grammes up to a kilo. On two successive days in June, two groups of ten were released into the sea at Macenas by the people who had been involved with their discovery and care. Rosa María Cano (mayoress of Mojácar) and other dignitaries were present on the first day, including the Andalucía Regional Minister for Agriculture, Fishing and Rural Development,

In the News Carmen Crespo. On the second day, Equinac members released a turtle with a radio tracker fitted to establish where it goes. It is believed that the female turtles will eventually return to where they entered the sea to lay eggs. The local Equinac members are Alex Lawson and Adele Land of New Wave Villas, Clare Flatters of the Focus magazine, and Toni Navarro of Buceo Mojácar.

A Bad Year for Shakira The Columbian singer Shakira has been with the well-known Barcelona football player Gerard Piqué for 12 years, and they have a 9 year old son and a 7 year old daughter. In early June they announced that they were separating and asked the press to respect their privacy at this time, and their priority was the wellbeing of their children. At the same time, a judge in Barcelona ruled that there were sufficient grounds for the Hacienda (Spanish taxman) to take Shakira to court. The Hacienda claim that Shakira owes them 13.3 million euros for back taxes from 2012 to 2014. The case hinges on whether the singer spent more than 183 days in Spain, and is therefore liable to pay Spanish tax on her earnings. Her accountants state, as she has repeatedly claimed, that she was domiciled in the Bahamas during this period, and only came back to Spain periodically, not for more than 183 days. They made an appeal to the court that the case should not go ahead. Shakira could decide to agree to a settlement to stop the court case, and she has already paid 17 million euros to the Hacienda relating to other years. Recently, there has been a claim that a company owned by Gerard Piqué was paid 24 million euros in commission for being an intermediary in negotiations for the Spanish football ‘Supercup’ to be held in Saudi Arabia for the next six seasons. The President of the Spanish Football Federation has asked Piqué for an explanation as to why his company received this money, but Piqué has stated that there is no conflict of interest, and the money paid over is usual in these types of negotiations.

Crude Oil from the US As part of the plans to stop the importation of crude oil from Russia, the US exported 808,000

tonnes destined for Spain in May which is 15% of Spain’s requirement, and four times more than in 2021. Libya has also stepped up their exports to 13% and Nigeria has increased their supply by 26%, up to 12%. The US is prepared to increase the amount they send to Spain if needed. Crude oil from OPEC countries now accounts for 43% of imported oil that has also been increased. Liquid gas exports from the US amounted to 37% of imports into Spain, up from 20%, and the US is now the main supplier.

Uneaten Food A proposal is being debated in the Spanish Parliament to stop food being wasted, that is said to be 31kg per person each year. In restaurants, but not ones where there is a buffet service, any food not eaten will be offered to the customer to be taken away. Restaurants will have to provide suitable containers at no extra cost. Another proposal is that food items in supermarkets that are near their sell-by date should be sold at a greatly reduced price. Mercadona have a policy of closely monitoring sellby dates and sending items with a close expiry date to food banks or charities that provide free meals, on their own transport.

Cars for 16-Year-olds? A European Directive allows “quadricycles” to be driven with a B1 licence for people over the age of 16. There is a proposal that this could be introduced in Spain, and the ‘DGT’ (Spanish traffic authority) state that they are studying this. These types of purely electric “cars” have a maximum speed of 90km/hr, a maximum motor power of 15kW and a weight of 430kg. There will have to be special driving tests as these types of vehicles only have a driver, no passengers and there will have to be new B1 licences for persons aged 16-18. At present, the B1 licence and special vehicles are allowed in Italy, Portugal, France and the UK.

Combating Inflation The war in Ukraine is part of the reason why inflation is rising in many countries, and in mid-June in Spain it was 8.7%. The Central European Bank is very concerned, and the traditional way to combat inflation is to raise interest rates. The governor of

In the News the CEB has announced that at their next meeting towards the end of July, interest rates will be raised by 25 points (0.25%). A further rise will take place in September, with a percentage to be agreed nearer the time. In Spain the reduced price of electricity will help to reduce inflation but the cost of Euribor mortgages will go up, and probably fixed interest rate mor tgages as well for new clients.

A Four-Day Week Many companies are studying, or have put in place, a four-day week. Telefónica are asking employees at their main headquarters in Madrid to let them know by mid-July whether they want to work a four-day week, starting on September 1st. A pilot scheme for 150 employees started last year, and the company state that the general opinion was that this is a good thing. Workers have to clock up 32 hours of 8 hours each day, as opposed to the 37.5 hours of a five-day week at present. Telefónica will pay workers one additional hour of wages each week to minimise the loss in earnings. It is entirely voluntary as to whether a worker wants to do this. The scheme will run until December 31st when a decision will be made as to whether it will continue in 2023, depending on the success and take-up.

Anti-Tobacco Regulations Along with the UK, there are new proposals in Spain to cut down smoking. In 2010, smoking in bars and restaurants was banned, and by 2020 it was stated that smokers had gone down by 20%. New regulations were proposed in 2021 but delayed during the COVID19 pandemic. On May 31st, ‘World Day Without Tobacco’, Spain published the proposed changes, entitled the ‘Integral Plan for the Prevention and Control of Tobacco 2021-2125’. In Spain, 55,000 people are considered to die every year from tobacco-related health problems, and it is hoped that the new regulations to reduce this number will come into force during 2023. The first proposal is that taxes are increased substantially, as in Spain a packet of cigarettes costs about 5 euros, but the average price in Europe is more than 12 euros and up to £13.60 in the UK (nearly 16 euros). Another proposal is to stop smoking on outside terraces in bars and in cars which would appear difficult to

enforce. In the UK “vaping” with electronic cigarettes is considered to be a safe alternative to smoking and Public Health England consider them to be “an approved smoking cessation aid”.Spain doesn’t agree with this, and there will be more regulations against vaping and a call for more health tools to help people to stop. The aim is that the 23% of men who smoke and the 16% of women (so an average of 20%) comes down to 10% by 2035. Packets of cigarettes will have to have more “neutral” packaging, with the manufacture’s name in small letters without their logos. In New Zealand from 2023, the present legal age for buying cigarettes is 18 although those aged 16 & 17 can smoke legally. From 2023, children who are aged under 15 will have a lifetime ban on buying cigarettes with an increase in age each year. There are conflicting views about this as critics say this will only result in major “black market” sales, but the World Health Authority back the proposals.

Municipal Elections Every four years there are municipal elections to vote for the political parties who then name their councillors, and the next elections take place in May next year. For many years, Brits in Spain who are on the ‘padrón’ (the official list of inhabitants) can apply to vote and stand as councillors. At present, in our immediate area there are four UK nationals who are councillors, in Mojácar, Bédar and Zurgena. Following Brexit, the GOV.UK site states that reciprocal voting rights have been negotiated with various countries and this includes Spain, so expats in Spain can still vote along with Spanish nationals in the UK. On June 10th the news agency ‘EFE’ announced that the EU High Court of Justice in Luxemburg had ruled, in relation to a British woman living in France, that she was not able to vote in the French municipal elections, and only EU nationals could vote. There were some reports in our area that this ruling would apply to Spain, but the UK agreement is the one that will apply. In Mojácar, the present mayoress Rosa María Cano, who leads the ‘PP’ party, has been mayoress for four terms, so 16 years. She has announced that next year she will be number two on the list of councillors, and somebody else will be number one, so they will be new mayor or mayoress if the ‘PP’ party receives the most votes.

In the News The Poorest Municipalities From annual data collected by the Spanish Institute of Statistics, reports are published on a variety of topics. A recent one compares the wealth of municipalities per head of population, and as regards Almería province, Níjar is right at the bottom in all of Spain, with an income per head of only 7,097 euros. The next lowest income of 7,634 euros is Vicar. The 6th poorest municipality is Adra, with 8,192 euros income, and El Ejido is in 9th position with an income of 8.358 euros. (In all these municipalities the main economic activity is agriculture). At the other end of the scale, the five localities with the highest income are: Pozuelo de Alarcón (Madrid), with 26,367 euros; Boadilla del Monte (Madrid), with 21,976; Sant Cugat del Vallès (Barcelona), with 21,122; Torrelodones (Madrid), with 20,810; and Majadahonda (Madrid), with 20,652 euros. Regarding the average birth rate per city, Almeria comes seventh, as women have an average of 1.46 offspring. Melilla leads, with 1.97, ahead of Lorca (Murcia, with 1.61) and Linares (Jaén, with 1.59). San Cristóbal de la Laguna (Santa Cruz de Tenerife) is the lowest, with 0.83, followed by Las Palmas in the Canary Islands and Santa Cruz de Tenerife (both with 0.90).Three Madrid municipalities are at the top of the list of the highest life expectancy: Pozuelo de Alarcón (85.5 years), Majadahonda (85.2) and Las Rozas de Madrid (85.1); while at the opposite end are La Línea de la Concepción (79.9), Ceuta (80) and Melilla (80.1).

Waste Paper! A woman in Valladolid in Northern Spain contacted the local police in early June after she saw a man putting Spanish banknotes from a plastic bag into one of the blue rubbish containers for paper and cardboard. She waited nearby but when police went to the scene the container had just been emptied into a lorry. The lorry was stopped close by, diverted to the police station, and a painstaking search resulted in the discovery of 46,465 euros in notes, with being 50 euro notes and others of 20 and 5 euros.Witnesses told the police who they thought the man was, but he was not at home when the police went there. They subsequently found him, and a police spokesperson stated that he appeared to have

mental health issues. A judge decided that the money should be kept by the police whilst investigations were made and it could be established whether the man had legally obtained the money, and where it had come from. A police spokesperson stated that it was the first time a lorry containing paper and cardboard had been carefully and totally emptied by any of their policemen!

Another Major Drug Bust In simultaneous raids, 250 police entered 30 properties and arrested 43 people living in HuércalOvera, and Murcia and Alicante provinces. The raids netted kg of marijuana, 2kg of hashish, 500 grams of cocaine, almost a kilo of methamphetamine, as well as the dismantling of 11 indoor marijuana plantations containing 200 lamps, 150 transformers, 134 fans and 37 filters. Firearms were seized, 600,000 euros in cash and 26 vehicles including 6 luxury models. Specialist armed police entered the house in Torrevieja where the head of the gang lived, who was known to be extremely dangerous. He was subdued before he could use a pistol that he had in his bedroom. 13 properties were subsequently embargoed on the orders of a judge, along with 59 bank accounts.Among the people arrested there were 20 Brits, one Irishman and 19 Spaniards, and drugs were sent to the UK and Northern Europe by air, with “mules” carrying them in hidden compartments in suitcases. My videos were attracting advertising and I was making money, but my account is now worthless”. In December 1991, Yeltsin and the leaders of Belarus and Ukraine declare the Soviet Union extinct, and Yeltsin began to dismantle 75 years of communist policies by lifting price controls on most goods. In December 1993, a new constitution was approved giving Yeltsin sweeping powers. In July 1995 he was hospitalised with heart disease that plagued him for the rest of his life. In December 1999 Yeltsin announced his resignation and Vladimir Putin became acting president, and then president. He died in April 2007.

James Hoffa The former Teamsters Union leader, James Hoffa, was last seen on July 30th, 1975, outside a restaurant near Detroit. Robert Kennedy, whilst US Attorney General, had led a strong campaign against organised crime with a so-called “Get Hoffa” team of prosecutors. He was given a 13-year federal prison sentence, eight years for bribery and five years for fraud in 1967, that was controversially commuted by President Nixon in 1971 to “Time served”. There were several suspects in the criminal fraternity who were suspected of his murder, and on December 8th, 1982, an Oakland County Court ruled that Hoffa was declared to be “officially dead”. TWA Flight 800 TWA Flight 800 took off from Kennedy International Airport in New York on July 17th, 1996, bound for the Charles de Gaulle airport in Paris. It exploded in mid-air twelve minutes after take-off, put down to a mechanical failure. The Boeing 747 plane crashed into the Atlantic Ocean off the coast of Long Island about 8.45pm. All 212 passengers, 17 crew members, and 20 off-duty crew to fly the plane back, were killed. There were initial claims that a missile had hit the plane, or exploded in close proximity. The NTSB Air Accident Investigators decided that the in-flight break-up was caused by a fuel / air explosion in the centre wing fuel tank. Nelson Mandala Nelson Mandala was born on July 18th, 1918, at Qunu, near Umata in South Africa, the son of a Tembu tribal chieftain. He became a lawyer and joined the ANC (African National Congress) in 1944, becoming their Deputy National President in 1952. In 1964 he was convicted of sabotage for his participation in the struggle against apartheid. He spent 28 years in prison but remained a symbol of hope for the non-white majority. He was released in 1990 and was elected President of South Africa in 1994, the first elections in which all races were able to vote. He was the first black president to be democratically elected, and also the oldest.

Cheaper Electricity Prices Approved

n Wednesday, June 8th, the EU finally approved the Spanish and Portuguese “Iberian exception” plan to reduce the cost of electricity for 10.5 million customers in Spain. Spain sent the EU their detailed proposals at the beginning of May, hoping that approval would follow within no more than a fortnight. The reduction has been agreed as the EU considers Spain and Portugal to be an “island” as there is only about a 3% exportation of energy from Spain to France, and no other interconnections with the rest of Europe. Spain and Portugal are also a special case as the price structure for the 10.5 million customers who pay a different amount very hour comes from the “pool” prices that change every hour, not every month or a longer period of time as in other EU states.

On June 1st the delay was blamed on the highly complex technical documentation that had to be examined line by line by EU experts. This also applied to Portugal, but the Spanish proposal document had 63 pages, and the one from Portugal only had seven! Ultimately, the Spanish proposals were agreed and extended to Portugal with only minor differences. Spain passed their proposals in the Spanish parliament on May 13th, subject to EU approval, but as there were some changes, new regulations were passed on Thursday June 9th, to come into force on Tuesday, June 14th. The reduced cost of electricity applies to the 10.5 million customers who have the ‘PVPC’ tariff, with a different price every hour. This affects 37% of domestic customers and 70% of industry. Before the cost of electricity shot up dramatically, there were 11 million PVPC customers, but 500,000 changed over to one of the “plans” from the supply companies, where the cost is fixed.

The EU has met Spain in the middle with an agreed cap of 40 euros per Mw/h for the first six months rising to an average of 48.8 euros per Mw/h. This is not just until the end of 2022 that Spain had requested, it is until the end of May 2023, which caters for all the demand during the winter months. It was initially stated that for the customers on the PVPC tariff the reduction in their bills would be from 30-35%, but with the modified agreement from the EU the saving is now put at between 1520%, but probably consistently around 18%. The EU have floated the idea that if gas prices are still very high next May, the price cap might be extended until December 31st, 2023.

The big problem has been the dramatic rise in the wholesale cost of gas that zoomed up to 120 euros per MW/h (10,000 watts needed for one hour), but changes slightly every day. The supply companies were charging their PVPC consumers the same amount for all the electricity they used

The EU has proposed that the supply companies should reduce the present cost for the 16 million customers who have the fixed “plans” tariffs, or when a customer changes their contract, or they are up for renewal.

Continuing Airport Chaos

In 2019, 18 million UK tourists entered Spain, and it is likely that this number will go up this year with a total expectation from ‘Aena’ of 32 million tourists from all countries, between June 1st and August 31st.

Fernando Grande-Marlaska, the Spanish Minister of the Interior, does not believe that 15,000 Iberia passengers have missed their flights. He claims that problems at the main Madrid Barajas airport are not as bad as Iberia say it is, but photographs and videos taken by frustrated passengers of very large queues paint a different picture. Miguel Mirones is the President of the Institute for Quality Spanish Tourism, and he is calling for a major increase in airport staff. He maintains that if not, the “Spanish brand” will be affected and tourists will think twice about coming here. He states, “We cannot allow difficulties in the management of airport infrastructures, due to lack of personnel, to block the recovery of the industry and money spent by tourists. This situation has to be resolved.”

Another consideration that has been in the news lately is the entitlement to a widow’s pension. A pareja de hecho survivor is entitled to a pension, but the couple must have been together for at least five years and have been registered as a pareja de hecho for two years before the death. There is a debate about this, as some politicians and family lawyers think this is entirely unfair. Other advantages of being a pareja de hecho is that health treatment is available to both of them, and if there is a rental contract, a survivor has the right to have it continue and be put in their name. In the event of children, both of them have the right to maternity and paternity entitlement, and there is the right to have time off work if one of them dies (or a close family member), or one of them is in hospital. For all these reasons, becoming a pareja de hecho or a ‘de facto’ couple has many benefits that don’t exist otherwise.
