The Results!

few hours before going to press, the municipal election results became known. 466,500 people, including 15,000 non-Spanish ones, were eligible to vote in Almería province for 994 council seats. Basically, in this area the P.P (centre right party in government nationally), got a bloody nose. From 2011 they had an absolute majority of councillors in the municipalities of Garrucha, Cuevas del Almanzora, Tabernas, Turre, Nijar, and Cantoria, that were all reversed. They kept their majority in Huércal-Overa and Antas. The result in Mojácar was that the mayoress Rosa María Cano obtained enough votes to keep her P.P majority of 7 councillors out of 13. The votes counted were heavily disputed (as in 2011), regarding the 16% of postal votes. The other political parties laid a complaint during the morning with the electoral judge in Vera. He decreed that the outer envelopes be kept for his inspection, but the votes were provisionally allowed to be counted. Jessica Simpson retained her council seat, but a quirk result was that Ángel Medina who put up a list of 13 candidates for the “Vox” party, only got 22 votes. Surely all the 13 on the list could have persuaded at least one other person to vote for them! The merging of the P.A. & P.S.O.E. parties in Zurgena obviously worked. A straight majority of 7 seats was achieved, so Jim Simpson is a councillor with full voting rights again.

The Vera Moors & Christians events take place on June 6th in the old town, and June 8th there is a children’s procession. There is also a Moors & Christians exhibition in Vera until June 11th. The Mojácar events take place from Friday, June 12th - Sunday, June 14th. We list the main “usual” events in our “What's On section”, but at time of going to press, Mojácar tourist office website only gave the dates, and a poster! Sunday, June 21st is UK Father's day, and Wednesday, June 24th is the day of San Juan (St. John) in Spain. The activities start the night before, the eve of San Juan, that occurs just after the summer solstice on June 21st. This pagan event was turned into a Christian one when it was decided that St. John the Baptist was born on June 24th. The night before is a time of bonfires, parties, and dips in the sea where there are beaches. In Alicante, the event is spread over several days including bonfires, with a carnival queen selected. Mojácar, Garrucha, Roquetas, Cabo de Gata, San Juan de los Terreros, Águilas and Villaricos all have beach bonfires. Late entertainment by music groups often follow. June 24th is not a “red” fiesta date anywhere, so expect to see bleary eyes the next day! There are no national fiesta dates in June or July, but August 15th is a serious religious date and national fiesta, so the usual places will be shut.

Roquetas, Almería city, and El Ejido are traditionally strongholds for the P.P. party. This time the P.P in Roquetas went from 16 seats in 2011 to 12 this time, one less than a majority. In Almería city the P.P. majority of 18 seats last time went down to 13, one short of a majority again. Only in El Ejido did they keep their majority, actually gaining one seat. If all the results in these municipal elections are projected forward to the General Election in November this year, the P.P. party in power would be dead in the water. Corruption concerns and high unemployment were the likely reasons for the rout in these municipal elections.

Focus on Local News Final Figures 466,467 people were eligible to vote in the municipal elections on May 24th, for 994 council seats in the total of 102 municipalities in Almería province. This was 13,000 more than in 2011. 15,100 non-Spanish persons were eligible, approximately 50 less than in 2011, from 36 countries. In Bédar & Uleila del Campo the population has diminished so that only 7 rather than 9 council seats were available. In Alicún & Sulfí their council seats dropped from 7 to 5, for the same reason. 13,500 postal votes were requested. After it is all over, the Spanish state pays 271 euros to every councillor who obtained a seat, plus 54 céntimos for every vote they obtained. Parties that put up candidates in more than 50% of the municipalities with over 10,000 inhabitants get 22 céntimos per voter towards the cost of the voting papers and the envelopes, and publicity materials, if they obtained councillors in half of these municipalities. Total expenditure for other expenses that can be claimed back is 11 céntimos per registered voter. Parties such as the P.P & P.S.O.E that put up candidates in every of the 102 municipalities in Almería province can therefore claim this for the 466,467 registered voters in all of them, so 51,314 euros each. Apart from this, parties that put up candidates in more than 50% of the municipalities in Spain can be reimbursed up to 150,300 euros for each province that it applies to. Big parties get big money!

Hospital Access Both the two main political parties in Huércal-Overa have announced that if they win control of the council they will prioritise a new access route to La Inmaculada hospital. There are daily problems with the route from the A-7 motorway that leads to the busy street with the bus station, sports centre and market site. The alternative access from the Pulpí direction can also become a bottleneck. Both plans for a new access are quite distinct, but everyone in Huércal-Overa agrees that something has to be done soon.

Surely Not? The subject of manipulation or fraud regarding postal votes is a recurrent theme (unfortunately) at every election in Spain. A postal worker at the

Mojácar post office made an official complaint to the election authorities in Almería regarding the mayor of Turre, Arturo Grima, mayor since 2011. It is alleged that on May 20th he went to the post office with 80 postal votes that he wished to post. When a person applies for a postal vote they receive the complete voting lists for their municipality, select the one they want, and post it on. Some other people in the post office at the time provided their names addresses, and identification details, in support of the complaint. It is assumed that the 80 postal votes, although sealed, were all for his party.

Traffic Fines A survey conducted by the 'Linea Directa' insurance company has revealed that 92% of drivers questioned consider that traffic fines are merely a moneymaking activity! Figures from the Spanish traffic police show that between 2000 and 2006, fines were issued by them and municipal local police that totalled 16 million euros, but from 2007-2013 the amount of fines had risen to 29 million euros. Only 11% of drivers thought that speeding fines from radar detectors made the roads safer. 85% considered that fines for excess parking periods were purely a money-making exercise for town halls. 50% of all fines are related to speed, 38% for parking, followed by ignoring traffic signs, using a mobile 'phone whilst driving, not wearing seat belts, or having no “ITV”(MOT). 70% of drivers stated that they regularly paid fines in the period of time when they received a 50% discount, but many of them thought they could have appealed, but had no faith in the appeals procedure. Of the “top ten” vehicles with the most fines in 2014, eight of them were in Madrid. The

Focus on Local News The “PIVE” Schemes The special discount incentives introduced by the Spanish government and car manufacturers continues to result in high sales figures. Plans 1-6 saw sales in Almería province of 7,300 new vehicles, and during the plan 7 that has just run out, 50% more sales than in the same period last year. The government has now announced the plan 8, but instead of the minimum discount of 2,000 euros from the government and the vehicle manufacturers, the discount will be limited to 1,500 euros. The government re-coup the costs of matriculation, and the “IVA” (VAT) on the new vehicles. The schemes only apply to the purchase of a low emission vehicle and the scrapping of an old one. A fly in the ointment is that the Spanish tax authority (Hacienda), have decided that the 1,000 euros government discount is in effect a gain in income for any purchaser, and they should pay tax on this amount. They have sent letters to those people who received the grant in 2013, and did not include it on the income tax declaration last year. The tax declaration for 2014 has to be sent in before June 30th. The amount of tax, depending on the financial circumstances of each tax payer, could amount to 15%, plus a fine of up to 60 euros from 2013 for not declaring earlier! This is not a popular move, particularly before the municipal elections and general elections later this year. Consumer organizations are pressurizing the tax authority to think again! Vehicle manufacturers also complain that the state discount paid to them is now a long way in arrears.

Turre Water Row The P.S.O.E political party in Turre is still on the warpath regarding the state of the domestic water in Turre, particularly as the municipal elections were looming. They claim that during the May 1st holiday weekend the water was still very dirty and cloudy, both for visitors and the 40 bars and restaurants who use the water for cooking. The water in Turre comes either from the supply company 'Galasa', or wells in the Sierra Cabrera where the water is often brown in colour. The P.S.O.E also claim that old pipework adds to the problem, with many leaks. The P.P. political party in power at the time said that these claims were “historic”, and all Turre water now

came from the desalination plant at Carboneras. The P.O.S.E. Party responded by suggesting that the mayor visit the various areas in Turre where the water is considered by them to be unfit for human consumption, and see for himself.

The Mediterranean diet

Degenerative Diseases Scientists from the Chemical and Physical department at Almería University have published information that relates to degenerative brain problems such as Parkinson and Alzheimer diseases. Their work has studied the levels of an enzyme known in Spanish as “Glutación-S transfera”. This is one of the proteins that defends brain cells from ageing and oxidization that leads to degenerative diseases. Low levels of the enzyme stops brain cells from neutralizing the effects of ageing. It is now considered from the study that the correct enzyme level cleans out toxic cells including free radicals, giving protection from certain bacteria. The director of research, Luis García, considers that measuring the state of the enzyme as they have done, is a quick and cheap diagnostic tool, in the understanding and treatment of degenerative brain diseases. Meanwhile, scientists from Barcelona have published their results of an investigation into the Mediterranean diet and cognitive diseases in older people. 447 people were studied over a four year period. They state that following the traditional Mediterranean diet with the use of virgin olive oil, fruit and nuts, mainly white meat, and oily fish, slows down the onset of diseases

Larger Ships The Almería port authority have authorised more work at the Carboneras port, costing 2.9 million euros. The company 'Acciona Infrastructuras' will build a new loading and discharge quay that will increase the tonnage of ships that can dock there from 60,000 tonnes to 140,000 tonnes. Further work will allow two cargo ships to dock at the same time. The work that started this month is scheduled to take six months to complete. A new roundabout at the port access is also being built. Carboneras is a port that handles “dirty goods” such as marble, cement, coal for the power station, gravel and aggregate. When port work such as this is carried out, the sand extracted is usually brought to beaches in the area.

“Risen/Clavius” The film made in Malta and Almería province by Kevin Reynolds with the name of “Clavius” is due for general release on January 22nd, 2016. A 1 minute 36 second trailer of the film now called “Risen”, describes the story as “the most important event in human history”, and is to be released by Sony's 'TriStar Pictures'. Joseph Fiennes stars as an agnostic Roman Tribune called Clavius, given the task by Pontius Pilate, played by Peter Firth, of investigating the reputed resurrection of Jesus, in the company of his colleague Lucius, played by Tom Felton. Clavius was tasked with disproving the rumour and preventing an uprising. The film trailer shows scenes shot in Almería province, and also features the Spanish film actress, María Botto, as Mary Magdalene. Joseph Fiennes has described the film as having echoes of “Chinatown”, and a “Roman Polanski type landscape”.

Sharing Information The Almería county council regional councillor for security has announced that 42 local police stations in the province are now able to share and request information via a computer system called “Apollo”. Requests for information between one police force and another is now very simple, and alerts to

Museo Doña Pakyta

Now Open The new art gallery “Museo Doña Pakyta” in Almería city opened on May 5th. The museum is in the “rambla” (river bed) area of the city, at the Plaza Eduardo Pérez. It is open from Tuesdays to Sundays from 10am-1pm & 5pm-8pm, and admission is free. The museum is dedicated to the work of local artists from 1880-1970 including paintings, sculptures, engravings and other art mediums. There are seven display areas, and the very important “Movimiento Indaliano” (Indalo Movement) of local artists is spread over three of the areas. The 'Consentino' art foundation that supports the Casa Ibáñez museum is funding the new museum for an initial period of two years. Other museums including the 'CAM' photographic museum will collaborate in special exhibitions. The museum is in a famous building where the impresario Francisca Díaz Torres, known as Doña Pakyta, lived, who donated the house to the city when she died aged 103 in 2014. She was a noted

Doña Pakyta is also famous for her work to preserve the environment in the Cabo de Gata National Park, where over 3,000 hectares and 17 kilometres of coast, known as “La Finca Romeral”, is owned by her family.

The judge stated that other members of the council who voted to give the licence were aware that it related to a cortijo in ruins of 57m2 that was to be converted into a dwelling totalling 189m2. Focus on Local News continued P.S.O.E. party in Almería, José Luis Sánchez Teruel, stated in early May that “as of today”, there was no “inconvenience” in him standing in the elections. He stated that the dispute that forms the basis of the court case could “probably” have been treated differently. The president of the P.S.O.E. Andalucía parliament, Susana Díaz, also commented that the court case “appears” to be solely in relation to paperwork. Rogelio Mena is in court on June 4th to answer charges that he systematically refused to provide details of expenditure that the P.P. party consider a scandal, along with other accusations. The prosecution is asking for a ban on holding public office for 30 months. If convicted and banned from public office (after an appeal that he will almost certainly make), and forced to stand down, then according to normal party guidelines the extraordinary result would be that Maura Hillen from 'AUAN' (number two on the election list) would become mayoress of Albox.

Mature Mayor The municipality of Chercos is close to the Sierra de los Filabres region, some 79 kilometres from Almería city. It is only 14km2, and has 280 inhabitants. The previous mayor for many years stood again in the municipal elections for the P.P. (centre-right) party. José Antonio Torres Sáez said that he still had a vocation to be mayor, and the same mental agility as when he was aged 40 or 50. He is thought to be the eldest candidate for mayor in Spain as his age is 91! Assuming he was voted in again he has started a new term until 2019. He has already been a councillor for 20 years, and mayor for 16 years.

Two Bidders Last month we reported on the setting up of a “megabrain” information system available at Spanish airports and ports to cross reference a vast amount of information relating to passengers, and detect terrorist activities, organized crime, or links. Two companies, 'Indra' & 'Accenture,' are at present leading the bidding to set-up and operate such a system by early December. The Spanish secret security service “CNI” and experts from the Guardia civil and National police forces dealing with terrorism and organized crime, are monitoring the bids. It is intended that the

chosen company will be awarded the 1.6 million order in August. A third company that initiated talks with the security services was considered not capable of bringing the system into operation within the time period, so are out of the bidding.

More Doctors & Nurses Most ex-pat residents in Spain have only praise for the assistance they receive at doctors’ surgeries and hospitals. Horror stories about patients queuing before dawn to get a doctor's appointment in the UK, and hospital waiting times reinforce this belief. Despite this, Spain is below the European average in the number of public health staff available. Although every year some 100,000 Spanish nurses are newly qualified and looking for work, many of them are travelling abroad. The European average number of health service employees is 800 nurses and 330 doctors for every 100,000 inhabitants. Spain has 500 nurses and 370 doctors per 100,000 inhabitants, so the number of nurses is way down. 142,000 more nurses need to be employed to come up to the European average. Greece, Portugal, Chile, Bulgaria and Czechoslovakia have worse figures than Spain, but in Finland (top of the list) there are 2,400 nurses for every 100,000. Denmark has 1,600; Belgium 1,550: Ireland 1,500; and Luxembourg 1,200. In the UK, (and obviously part of the problem) there are only 279 doctors but 883 nurses for the same population, so a large shortage of doctors. Spanish health professionals and unions say that before the general elections later this year the political parties have to promise to increase the nursing staff, and not let qualified nurses go abroad. The state of the NHS and remedial action was a large part of the general election manifestos in the UK.

Focus on Local News continued Negative Bond Interest If your bank decided that they were going to pay you a negative interest rate, so you get back less than you put in an account, most customers would rush to withdraw their money. Spain joined the countries that offer negative interest on the treasury bonds they issued with a five-year period of investment on May 7th. The Spanish treasury offered 885 million euros worth of bonds, to be repaid in 2019 with a negative interest rate of minus 0.028%. Investors decided to buy these bonds to the tune of 1.5 billion euros. This seems incomprehensible, but there are various good reasons that investors currently do this. One reason is that deflation may reduce the amount of money they invest in other places in real terms, so a slight negative interest rate will mean that they still win. Another reason is that providing the Euro exchange rate goes up, they get more when the bond matures than otherwise. At present, the European Central Bank is pumping money into buying bonds from Euro countries to stimulate the economy, but if they stopped doing this the bonds could be traded on. This is obviously high risk strategy, but bond traders with frozen blood in their veins and nerves of steel are taking the gamble!

Bullfighting Decline In 2007, there were 63 bullfighting events in Almería province but their lack of popularity in recent years meant that there were only 21 events in 2014. Only 56,000 spectators attended, the poorest figures in all the provinces in Andalucía. The Junta de Andalucía opened over 100 investigations and handed out sanctions for activities that they ruled were an infringement of the regulations relating to bullfighting in 38% of the bullfights staged. This was by far the largest number in Andalucía.

Phew! In a recent court case concerning 98 allegedly illegal houses built in Albox and the surrounding area, a judge asked for very large amounts of money to be deposited with the court. These included 3.1 million euros from Albox town hall. Another judge in HuércalOvera has now ruled that the town hall was not liable for any civil liability regarding the owners of the

houses. The construction companies Proyecto y Construcciónes Almanzora S.L., Procoal Villas S.L., and Empire Villas S.L, along with the architect, still have to find another 3 million euros between them. Apart from “illegal” land designation claims, one of the accusations is that the “official” sale prices put on the “escrituras” (title deeds) were such that the Spanish tax authority 'Hacienda' was defrauded out of the correct amount of taxes and “IVA”(VAT). Albox town hall welcomed the news!

'Jet2' The major UK low-cost airline company Jet2 has initiated talks with the Spanish aircraft authority 'AENA' and Almería airport. They are discussing the opening up of flights into Almería from the UK, Scotland and Ireland in the high season, including flights from Leeds Bradford, Belfast International, Blackpool, East Midlands, Edinburgh, Glasgow, Manchester, and Newcastle. They already operate 15 flights each week into the Murcia San Javier airport at peak periods. The other very important suggestion is that they use Almería airport as a permanent base and hub for their European flights. At present they have 40 aircraft and fly 200 routes, with a turnover of 600 million euros for their parent company 'Dart Group PLC'. Pablo Lázaro Melgar, director of the airport, says that the proposals are very exciting and Jet2 initiated the talks. He states that they are particularly impressed with the large availability of hotel accommodation here. Jet2 was one of the airlines who contracted to operate from the Corvera airport in Murcia that has no prospects of opening in the foreseeable future.

Focus on Local News continued Gloom for the Junta and Ecologists of black paint. Carboneras residents painted There are still a lot of emotive and non-factual comments being put in the local press concerning El Algarrobico hotel in Carboneras. It is still being alleged that the promoter 'Aazata del Sol' knew that they were not legally entitled to build where they did, and intended to apply ”illegally” for planning permission for further hotels, a residential development, a golf course and heliport. This has never been true, and no developer would have risked an investment of 70 million euros to build a hotel on “illegal” land. The claim that the hotel is “illegal” has now been rejected by the high court in Andalucía following a unanimous decision by three judges last year that the land was correctly zoned for such a project, and that the building licence from Carboneras town hall was legally granted and valid. The Junta de Andalucía and the ecologists have been trying to claim that because the earlier court decision contradicted many previous judgements it had to be wrong. The judge who refused this appeal was very critical of the Junta de Andalucía and a lawyer acting for the Spanish state. He stated that neither of these bodies had properly taken into account the true legalities, and the legal arguments that the Junta was putting forward were artificial. The Junta de Andalucía had not exercised their right to purchase the land where the hotel is built when it changed hands before Azata del Sol bought it, nor at that time, nor when they had their chance a few years ago. The judge also said that the coastal authority “Costas” had raised no objection to the location of the hotel in 1998. The councillor for the environment of the Junta de Andalucía, María Jesús Serrano, stated that she respected legal judgements but didn't understand the reasons! Greenpeace considered this second verdict in favour of the hotel “incomprehensible”, and concluded gloomily that it now seemed that the hotel could be finished. This is exactly what the residents of Carboneras have wanted since work on the 94% completed hotel was halted. Interviews for staff were already being held before Greenpeace “discovered” it. Azata del Sol planned to plant greenery on all the balconies of the 21 storey hotel to soften the impact of the white façade. Greenpeace have vandalized the hotel twice (both times on a Sunday), with large quantities

“Greenpeace Mafia” on other parts of the hotel in protest, after the latest visit. A last-ditch appeal will be made to the Spanish supreme court by the Junta and ecologists.

Vélez Blanco Patio 1.13 million euros is to be spent on the reproduction of the “patio de honor”, at the Vélez Blanco castle. This famous two storey covered patio was a link between the military and domestic areas of the castle with 2,000 blocks of marble, many carvings and statues made of white marble from Macael. In 1904, the duques sold the complete patio for 80,000 pesetas (4.8 million euros today) and it was taken to France. In 191,3 George Blumenthal bought it, and in 1945 after his death in 1941, it went to the Metropolitan Museum in New York, where it is to this day. The patio was scanned in 3D imaging two years ago by a Spanish company, to aid a restoration project. The Junta de Andalucía (the governing body for Almería province), Centro Technoógico Andaluz de la Peidra, and the Association of Andalucían marble companies will work together to complete the reproduction in every detail, using Macael marble. The installation of the patio copy at Vélez Blanco castle is considered an item of great cultural importance, and a certain tourist attraction. Experts from Macael have given the New York museum advice on the maintaining of the original patio which was partially restored some time ago.

Focus on Local News Late Births The average age of Spanish mothers to have their first child now stands at 30.4 years. Only Italy has a higher age out of European countries at 30.6 years. The average age in Greece is 29.9; Poland and Lithuania 26.7; Romania 25.8; and in Bulgaria 25.7. Some 5% of first-born children in Spain are to a mother below the age of 20, another 51% from the ages of 20-29, and 41% from 30-39 years of age. The Spanish parliament is planning to introduce a large number of measures designed to help pregnant women, enable them to be better mothers, help family integration and increase awareness of the needs and problems of mothers by their partners.

Garrucha' party complained bitterly the next morning that they had started very early, but all their material had been removed later, during the night. They stated that this was obviously done by another political party! The party asked for a “clean campaign” that all the voters deserved.

Carboneras Voters The residents of Carboneras have to consider various promises put forward by their political parties. There are 7,800 registered inhabitants of which 820 are registered as unemployed. There are still concerns over an event that occurred in the elections in 2007. A person living near the town hall observed a plastic bag being put into a rubbish container, allegedly by the current mayor Francisco Ruiz Aguado just prior to the municipal elections. An inspection of the contents revealed a large number of postal votes for every party except his socialist one! An official investigation was started by a judge in Vera, but has never been concluded. The current mayor, Salvador Hernández, is also waiting for a day in court, accused of the same refusal to provide official documents to the opposition council members, as applies to Rogelio Mena, the mayor of Albox. The court will be asked for a ban on holding public office for three years. The mayor says that a whole deluge of requests for information was made, and it was only lack of time that stopped some of them being dealt with. There is one matter on which all the political parties agree, this being the opening of El Algarrobico hotel!

Not Cricket! Official electioneering and the display of posters and other publicity material prior to the municipal elections was allowed to be used from midnight on May 7th/8th. Almería Alcazaba

The Almería Alcazaba castle had to be shut to tourists for a few days in mid-May when a portion of one of the outside walls collapsed. Repair work to another landmark, the Mesón Gitano, very close to the castle wall was blamed for the incident. A county council works spokesperson denied that the Mesón Gitano work was in any way responsible and blamed a lack of maintenance by the Junta de Andalucía as the problem. After a few days the castle was opened again.

The A400M Tragedy struck in Seville on Saturday May 9th, when one of the gigantic A400M military transport planes crashed just two kilometres from the airport. It was a final test flight before the Turkish air force took delivery. The main Airbus assembly factory is at Seville and is of major economic benefit to Andalucía and Spain. We explain the ramifications in a following article.

Ouch! The naturist beaches at Vera playa lost an enormous amount of sand in the storms earlier this year. A beach regeneration product was recently undertaken. Afterwards, naturists complained that the contractors had used small sharp gravel that hurt their feet, and other bodily areas. A Vera town hall spokesperson promised that the gravel would be taken away and fine sand used instead, as soon as possible.

So Now You Know... Cigarette Filters Filters are designed to reduce the intake of smoke, tar and fine particles when a cigarette is being smoked. It is not considered true that the use of a filter has any real health benefits. In 1925, a Hungarian inventor, Boris Aivaz, started investigating making filters with crepe paper, later adding cellulose wadding. A company started manufacturing his filters in 1927 but the design of the machines needed held up proper production. In 1935, cigarettes were produced in the UK that had filters but they were really considered a novelty item. In 1954, doctors and scientists began to speculate that lung cancer was probably partly caused by smoking, so by the 1960s, filter cigarettes became the standard “safer” design.

Hacksaws Originally developed solely for cutting metal, the hacksaw design became that of a “C” shaped frame that tensioned a blade by means of a threaded screw at the handle end. In 1880, George N. Clemson in New York experimented with changing the dimensions and shape of the blade teeth, and variable heat treatment techniques. He claimed a greatly increased performance and set up a large manufacturing operation selling hacksaw blades under the trade name of “Star Hack Saw”. In 1898 he was granted a US patent for his design. A modern improvement was that the blade teeth were formed in a wave pattern to the left and right that avoided clogging and generated a slightly wider cut.

Bagpipes The origins of bagpipes are popularly thought to belong to Scotland, but in reality they probably were first used in Ireland and in parts of Europe including Spain, Italy and France as a folk instrument centuries ago. It is true that the traditional Scottish bagpipe design is quite different to these early models. Legend has it that bagpipes were used by armies in battle in Scotland in 1314, but this is not proven. Certainly, in the 1700s, versions appeared both in Scotland and Northumbria. The bagpipes everybody is used to seeing are the “Great Highland” pipes, used by the British army and police forces in New Zealand, Canada, Hong Kong and Australia. The “Great Highland” design nearly wiped out the smaller local versions.

“Beanz Meanz Heinz” Heinz Beans were first manufactured in 1869. Between 1941and1948, the UK Ministry of Food classified Heinz beans as an “essential food”, as part of their wartime rationing. Their advertising executive Maurice Drake invented the slogan “Beanz Meanz Heinz” in 1967 whilst enjoying two pints of beer at The Victoria pub in Mornington Crescent. It became one of the most famous advertising slogans of all time. In 1998, Heinz beans were voted to be one of the 12 most important brands that typified the last ten years of the millennium. In 2008, the brand name 'Heinz baked beans' was shortened to just 'Heinz beans', as it was considered snappier. Heinz said that the longer name “was a bit of a mouthful to pronounce”.

Cement The word “cement” was first used by the Romans who mixed crushed rock and burnt lime as a binder. This mix is in reality similar to concrete, but became known as hydraulic cement. Using silicates such as volcanic ash known as pozzolans increased the water resistance and minimised attack from chemicals. Nowadays fly-ash, a byproduct from power stations, is used and the ash is recovered as a pollution control measure. The present day cement is traditionally known as Portland cement and may contain up to 40% of fly-ash. Cement used on its own for holding bricks or other materials together is known as mortar. Once aggregate is introduced into the mix this becomes the very strong material called concrete.

Skunks Skunks are small mammals whose claim to fame is that they spray a liquid with a very strong unattractive smell. Their most common colour is black and white, but there are types that are brown, grey, or cream. Skunks eat both plant and animal food, and are known in the US as scavengers that raid domestic waste bins or animal carcases left by other animals. They also dig holes in lawns looking for worms or grubs. The unpleasant spray is ejected from two glands near their anus. It is designed to ward off predators, and even discourages bears. They are accurate in spraying precisely to a distance of about 3 metres. The mixture is very difficult to clean off and causes skin irritation in humans.

The A400M

esidents of Seville reeled in shock and horror when one of the gigantic Airbus military A400M transport planes crashed just outside the Seville San Pablo airport at lunchtime on Saturday, May 9th. The plane was the third one destined for the Turkish air force and had taken off only 15 minutes before on a final test flight of the brand new aircraft. The Spanish prime minister agreed with the leader of the opposition that municipal electioneering should be suspended until the following Monday. Four members of the very experienced military crew employed by Airbus were killed and two others seriously injured. The pilot had advised the control tower that he was aborting the flight but the plane hit an electricity pylon two kilometres from the airport. The crash sent repercussions worldwide as the Airbus A400M is considered to be the jewel of the European military programme. Directors of the French company from Toulouse flew into Seville on another A400M of their own for the funerals of the four crew killed, along with Spanish military chiefs and the Minister of Defence. The black boxes were put under the custody of a Seville judge and experts examined them in Paris. One was sent to the US after difficulties with the retrieval of information. The initial finding was that there was a fault relating to the control of the engines through the ECU electronic control unit software interface, a previous problem area. Airbus asked aircraft operators to make software checks, “as a precaution”. The A400M four engine turboprop is the military version of the Airbus A380 and is a fierce competitor to the Boeing equivalent C17. The main use of the aircraft is for very large troop movements, extremely heavy cargo, and hospital evacuation with a complete military hospital capability inside. Air force chiefs in Germany, France, Turkey, Malaysia, and the UK, grounded all their own aircraft until the causes of the crash were fully investigated, but France stated that for operational reasons they had to use aircraft already in Iraq and Africa. The Spanish aviation authority temporarily banned

further test flights from the Seville airport. There are currently 174 orders for the aircraft from eight countries, including 22 from the UK, 50 from France and 53 from Germany. Spain will take delivery of the first of 14 aircraft during 2016. Each aircraft costs about 136 million euros depending on the specification. France took delivery of six in 2013, but has experienced some problems since then. Germany has also announced some concerns that they describe as “technical software issues”.

The gigantic project is extremely important for Seville, Andalucía, and Spain, as the aircraft are assembled at the Airbus Military centre in Seville. Various parts of the aircraft are made in seven European countries and then transported to Spain. The direct benefit of the programme for Andalucía is given as 230 million euros so far, and indirectly 600 million. The annual salaries paid to the skilled workers in Seville amount to 60 million euros, and a total of 16,000 workers throughout Andalucía are connected with the project. 84% of the large aircraft industry in Seville and Cádiz is related to the A400M, and twenty aircraft are in various stages of manufacture. The stock exchange in France saw the value of Airbus shares drop 5% when they opened two days after the accident, and also to a lesser extent in Spain. The pilot has been commended by aviation experts because the return flight path he chose was over agricultural land, avoiding the large industrial complexes near the San Pablo airpor t.

Counting the Votes

t 8pm on May 24th the voting for the municipal elections in the 102 municipalities in Almería province closed. It is normal to have voting take place for the autonomous community parliament at the same time but these elections in Andalucía were held early on March 22nd this year. A randomly selected number of scrutineers start counting the votes after the elections are closed, and candidates are allowed to be present. Police officers are there on duty to keep order and stop fisticuffs! Apart from postal votes that are counted at a special table, the votes are classified. Either one voting paper has been placed correctly in the envelope or a voting paper has been written on so it is void or a disgruntled voter has lost confidence in their normal party and puts an empty envelope in the ballot box which is known as “en blanco”. The average number of postal votes is normally about 3%. These come from voters who are not present in the municipality on voting day, or have asked for a postal vote because they are preventing from visiting the voting centre because they might be working, or unable to attend because they are bedridden. In 2011 in Mojácar there was a furious dispute regarding the postal votes as they amounted to 18% of all votes cast. 80% of these votes were for the “P.P” (centreright party) led by Rosa María Cano, and these postal votes when added to the normal votes resulted in her party obtaining an absolute majority of seven councillors out of the total of thirteen.

The d'Hondt system (particularly when there is a “closed list” of councillors for one party as in these elections) does away with these “remainders”. The total number of votes cast for each party where there are five council seats going begging, is divided by 1,2,3,4, & 5. The party with the most votes gets the first council seat. Their total number of votes is then divided by two, and compared to the total of votes cast for each of the other parties. If their halved number is still more than any other party obtained, they get another seat. If it is less than the highest number of votes for another party, then this party get one seat. The division of the numbers continues for each party, with the five highest numbers giving seats to the parties that this applies to. This is a system used in may countries including European parliamentary seats in the UK, Scotland and Wales. Delivering the postal votes

Once this division system has been done, there may be a majority for just one party, or a coalition of parties after there has been bargaining sessions as to which party will join forces with another party to achieve a majority. This has to be done within 30 days of the election, and provincial party bosses have to approve a coalition makeIf you divide the total number of votes for one up. Sometimes blood flows, but a council is party by the number of councillors, there will constituted eventually! Once all the votes (disputed or otherwise) are counted they are then subject to a special mathematical formula. This is known as the d'Hondt system of counting votes, named after a Belgian lawyer and mathematician, Victor d'Hondt, who devised this system in 1878.

Ecological Growing

he agriculture and horticultural industry in Almería province is considered one of the most innovative in Spain and a major contributor to income in Andalucía. Experts from other countries are frequent visitors to the Almería greenhouses to study the techniques and growing methods here. They hope to make their own cultivation techniques more competitive. Amongst these techniques, ecological growing is increasing rapidly. The focus of this activity started in Nijar but has now spread to the entire province. Sustainable growing techniques are the new buzz words. José Antonio Aliaga is the head of the delegation for ecological growing, now a major part of the agricultural industry in Almería province. At present there are 900 hectares dedicated to ecological techniques. Aliaga points out that sustainable and ecological produce is in more and more demand from supermarkets whose clients choose these products in larger numbers every year. Supermarkets want to offer more and more sections devoted to fresh produce that can be labelled as organically grown. Major companies in Almería province such as Campojoyma and Biosabor are concentrating on ecologically grown items to meet this demand. The agricultural conglomerate Vicasol has just devoted another 40 hectares to ecologically grown products, and is planning to increase their production significantly. AgrupaEjido is another company who sell their produce under the trade name of 'Bio', and sold 5 million kilos last year. Their marketing director Diego Oller says that ecological growing is now a technique that consumers understand more and more, and they continually increase their purchases. Many customers equate these growing techniques with a sustainable lifestyle and will spend more money. Germany, France, Switzerland, Denmark, and Scandinavia are countries where there is an increasing demand. These countries have set up their own certification schemes, quite often through supermarket chains, and their purchases are increasing every year. Diego Oller considers that growers throughout Almería province are in a perfect situation to meet this increasing demand for specialist products.

Ecological growing is a technique that producers have to study and is very different in many respects from conventional growing. Special attention has to be paid to combating problems with insect predators. Without chemical treatment, these problems have to be solved by techniques such as introducing other insects that eat the ones they are trying to eliminate. Specialist companies now breed insects that can eradicate plagues and they are sold to the organic growers. Dedicated laboratories including Almería university perfect these natural techniques and are continually advising growers of the most efficient use of ecological methods. One of the most important changes that have to be made by ecological growers is in regard to the combination of soil and natural fertilisers. Many growers go through a transition period from conventional to ecological growing that can take as long as two years. During this period they sell their products as being conventionally grown, slowly converting to a fully organically grown system. Diego Oller says that growers have to be very patient during the conversion period. They have to accept obtaining conventional prices at the same time as major investment. Juan José Rodríquez was employed by AgrupaEjido straight out of agricultural college. This was a deliberate policy of employing someone who had not been indoctrinated in conventional growing techniques, and he now heads their organically grown department. The organic growing of aubergines and peppers was started first. Sales of their products have prospered, and a typical selling price for their peppers is 90 céntimos per kilo. This compares to a selling price for conventionally grown peppers of just 30 céntimos.

A Popular Language

he most extensive native language in the world is Mandarin, with an estimated 1billion Mandarin speakers spread between China, Taiwan, Singapore, and Malaysia, some 15% of the total world population. English is the native language for 370 million people, but Spanish is in second place in world rankings, with an estimated total of 540 million native Spanish speakers. This group make up 8% of the total world population.

Spanish has risen from 400,000 in 2007 to a current estimate of 1.5 million. In France, 71% of pupils now choose Spanish as a second language in secondary schools, and the numbers choosing German have dropped to 15%. Some 860,000 people came to Spain in 2014 to learn Spanish. The Spanish people are very proud that the appointed nanny to Prince George is a 43 year old Spanish woman called María Teresa Turrión, and her duties also include being a tutor to slowly introduce Prince George to the Mexico has the most native Spanish speakers at Spanish language. They consider that Princess 120 million, followed by Columbia and Spain with Charlotte will be similarly treated when she is old 46 million each. Argentina has 42 million native enough. Spanish speakers and Peru and Venezuela each have 30 million. In the US there are now 52 million people who speak Spanish as a second language, whilst in EU countries excluding Spain there are 28 million Spanish speakers. When Hilary Clinton recently announced her proposal to run in the presidential elections in 2016 on 'YouTube', it was also put out in Spanish. It is considered that in 2050 the population of the US who speak Spanish will have risen to 30%, totalling 130 million. Spanish speakers are considered a large motor of the economy in the US, and in 2014 there were 30,000 jobs advertised in the US technical journals for Spanish speakers. Carlos Espinosa de los Monteros is the US High Commissioner for the globalization of the advance of the Spanish language and commerce. He states that ten years ago Spanish speaking persons were usually employed as waiters, domestic service employees, truck and taxi drivers, or gardeners. Nowadays Spanish speaking persons are being sought to be doctors, directors of companies wanting to export or obtain contracts in Latin America, and engineers. 11% of the residents of Harvard speak Spanish, 50% of Florida and California residents, and 90% of people in Arizona. The population of Spanish speakers increased dramatically following the Barcelona Olympics, the Seville Expo, and the setting up of the 'Institutos Cervantes' that offers Spanish courses on a worldwide basis. This institute now has 76 centres in 43 countries and the number of Africans learning

Many Latin America countries are emerging nations where there is a real possibility of extensive trade and major civil engineering contracts are up for grabs, including enormous rail and road infrastructure projects. Companies wishing to compete for work in Spanish speaking countries have no chance of success unless they can negotiate or supervise projects in fluent Spanish. This is a two way traffic, as Spain is obtaining more and more major work abroad. When a Spanish delegation went to Russia two years ago to bid for an extensive high speed rail network, King Juan Carlos of Spain went with them. On the flight he was interviewed by a journalist and asked how he considered Spanish contractors could overcome the recession. The king replied that there were three main areas where Spanish firms had to be competitive and aggressive. These were “Exports, exports and exports!”

Causes of Death

ast year there were 4,700 deaths in Almería province. The life expectancy here is 79 years for men and 84 for women, an average of 81.7, slightly higher than the Spanish national average of 81.6. There is concern in the UK that problems in the NHS and primary care may well be having an effect on life expectancy, but currently there is only a difference of about one year, at 80.5. In Monaco, the average life expectancy is an amazing 89.5 years, putting it first place in world listings, and Japan is second with 84.8. Spain is number fifteen, and the UK number thirty. Of the 4,700 deaths in our province, a total of 1,270 were directly related to cancer, the highest group, and 27% of all deaths. This percentage appears to have been steadily rising over the last twenty five years but there are various reasons for this. Twenty years ago cancer was a very feared disease, the “big C”, and often the cause of death put on a death certificate was given as pneumonia, or organ failure, when really it was the result of cancers. There was a fear amongst the general population that cancer might be contagious before the causes were fully understood. The same thing happened when AIDS was first diagnosed, and of course Ebola is a current example of a genuinely highly contagious disease. Nowadays, having cancer is no longer a taboo subject in conversation. The other reasons for death from cancer figuring on more death certificates, is that much more is now known about recognizing different types. In reality, the survival rates from many types of cancer are dramatically improving. Almería province is probably representative of national figures, and there is a major difference between men and women who die from lung cancer, because men smoke more. There were 200 deaths in males directly ascribed to lung cancer, but only 40 in females. Cancer deaths from associated respiratory illnesses (again mostly from smoking) stood at 160 for men, and only 30 in women. Some 75 men died of prostate

cancer, but of course, no women, and the number of male deaths from colon cancer was double.

The English cemetery at Linares

The difference in the numbers of fatalities from other causes was also quite distinct. 210 women died from brain problems, such as thrombosis (local clots), embolisms (clots that started elsewhere), or a haemorrhage, all basically described as being strokes. Only 145 men died from these causes. Deaths from physical or medical mental problems (not psychiatric), such as meningitis, MS, or brain infections, were also double in women, and this was also true of Alzheimer deaths. As regards fatal heart problems, blood circulation and hypertension, more women died of hypertension, but more men from heart attacks. This latter cause of death is also considered to relate to smoking. Fatalities from cirrhosis of the liver, often caused by alcohol, were higher in men as might be suspected. Thankfully, there was no indication that the percentage of new babies that died was a greater number than in children. The amount of cot-deaths has significantly reduced each year. Child deaths from any cause are very tragic, but have now fallen to 2.5 in every 1,000 here, and this is better than the national average of 2.7. Last year there were 211 deaths from specific causes that had nothing to do with health. These were made up of suicides, drownings, accidental deaths, traffic accidents, and 28 deaths recorded as being entirely due to “old age”. There were three recorded homicides.

Keeping cool in your car need not cost you a fortune! It’s that time of year when you need to be thinking about your car’s air-con system. In the climate here, the last thing you need are problems. A service by COOL-AIR can prevent this! Modern air-con compressors barely affect fuel consumption, and a mechanical failure is the third most expensive repair item after the engine and gearbox. Use your aircon for at least 10 minutes a week, with a service every 12-18 months. What’s On Almería The Almería municipal orchestra performs a benefit concert on Sunday, June 7th at 6pm, Maestro Padilla Auditorio, Almería city. The proceeds are for th e ' A N DA ' a s s o c i a t i o n o f handicapped children, and tickets are 5 euros. La Leyenda del Unicornio (The legend of the unicorn) is a magical musical for children, at the Maestro Padilla Auditorio in Almería city on June 6th at 5.30pm. Tickets are 10 euros, in aid of two charities. The musical has been seen by more than 40,000 spectators.

Roquetas Auditorio The Rock Opera “Imagine” comes to Roquetas on June 6th. There is a symphonic orchestra, choir, and rock performers with sound and light spectaculars. 40 performers are headed by Mayca Teba, Pablo Perea, Vivian Siles and Carlos Rafael Silva. Luna de Agosto is a folklore ballet by Grupo Folklorito Villa de Alhama on July 5th at 9pm, inspired by people who work on the land, particularly with grape growing in the Alhama de Murcia region. What’s On Exhibitions “Al-Mariyya, Puerto de Oriente” is an exhibition of objects from the time when the Moors occupied Almería city. It is made up of 300 pieces that were found in an excavation in 1930 at the site of the Grand Mezquita and at the castle in the 1940s-1950s, and i n c l u d e s i te m s f r o m t h e archaeological museum at El Ejido. Many of the pieces that have been kept at the Almería museum have not been on display before and it is considered a unique opportunity to view the collection. The exhibition runs until October 25th at the Museo de Almería, Carretera de Ronda 91, and opening hours are 10am-1.30pm and 5.15pm-8pm from Tuesdays to Saturdays, Sundays morning only. A new art gallery “Museo Doña Pakyta” in Almería city opened on May 5th. The museum is in “la rambla” area of the city, at the Plaza Eduardo Pérez. It is open from Tuesdays to Sundays from 10am-1pm & 5pm-8pm, and admission is free. The museum is dedicated to the work of local artists from 1880-1970 including paintings, sculptures, engravings and other art mediums.

Saw a Cop Writing a Parking Ticket

A helicopter was flying around above Seattle when an electrical malfunction disabled all of the aircraft's electronic navigation and communications equipment. Due to the clouds and haze, the pilot could not determine the helicopter's position. The pilot saw a tall building, flew toward it, circled, and held up a handwritten sign that said "WHERE AM I?" in large letters. People in the tall building quickly responded to the aircraft, drew a large sign, and held it in a building window. Their sign said "YOU ARE IN A HELICOPTER." The pilot smiled, waved, looked at his map, determined the course to steer to SEATAC airport, and landed safely. After they were on the ground, the copilot asked the pilot how he had done it. "I knew it had to be the Microsoft Building, because they gave me a technically correct but completely useless answer."

I was at the Supermarket today for literally five minutes and when I came out I saw a cop writing a parking ticket. I went up to him and said, "Come on man, can't you give a guy a break?" He ignored me and kept writing the ticket, so I called him a pencil-neck dickhead. He glared at me, and started to write a second ticket for worn tyres! So I asked him if his Psychiatrist makes him lie face down because he's so ugly. He finished with the second ticket, and started writing a third! This went on until there were five tickets on the windshield. The more I insulted him, the more tickets. I didn't care; my car was parked around the corner.

Oh Dear My girlfriend has scolded me many times for leaving the keys in the ignition. My theory is the ignition is the best place not to lose them. Her theory is that the car will be stolen. As I burst through the exit, I came to a terrifying conclusion. Her theory was right. The parking lot was empty. I immediately called the police. I gave them my location, confessed that I had left my keys in the car, and that it had been stolen. Then I made the most difficult call of all, "Honey," I stammered; I always call her "honey" in times like these. "I left my keys in the car and it has been stolen." There was a period of silence. I thought the call had been dropped, but then I heard her voice. "Are you kiddin' me?" She growled, "I dropped you off!!" Now it was my time to be silent. Embarrassed, I said.."Well, please come and get me." She retorted, "I will, as soon as I convince this policeman I have not stolen your f...ing car."

Checking for Drugs A DEA officer stops at a ranch in Texas, and talks with an old rancher. He tells him, "I need to inspect your ranch for illegally grown drugs." So the rancher says, "Okay , but donâ&#x20AC;&#x2122;t go in that field over there," as he points out the location. The DEA officer verbally explodes saying, "Mister, I have the authority of the Federal Government with me." Reaching into his pocket, he removes his badge and proudly displays it to the rancher. "See this badge? This badge means I am allowed to go wherever I wish.... On any land. No questions asked or answers given. Have I made myself clear? Do you understand?" The rancher nods politely, apologizes, and goes about his chores. A short time later, the old rancher hears loud screams and sees the DEA officer running for his life chased by the rancher's big Santa Gertrudis bull...... With every step the bull is gaining ground on the officer, and it seems likely that he'll get gored before he reaches safety. The officer is clearly terrified. The rancher throws down his tools, runs to the fence and yells at the top of his lungs..... "Your badge. Show him your BADGE! "
