One Year On
J
une 23rd last year was the date of the UK Almería station using the ‘AVE’ trains can only “Brexit” referendum and to try to obtain a journey north, and from Vera, only to Almería larger majority for Theresa May and the going South. Conservative Party in Parliament there are General Elections in the UK on Thursday, June 8th. The exact terms of Brexit entirely remain to be seen, but the EU commissioner in charge of Brexit negotiations has stated on more than one occasion that any agreement has to safeguard all the rights of EU citizens in the UK, and the 1.2 million Brits living in EU countries. This appears to be a very firm objective that will be good news for ex-pats in Spain. In an article we deal with the method for a UK citizen taking Spanish citizenship. 500 people are attempting to do this since the Brexit vote, but it is not easy. The Spanish King Felipe VI and Queen Leticia have cancelled a state visit to the UK that was scheduled for June 6th-8th because of the General Elections. This will now have to be re-arranged and King Felipe is very keen for the state visit to take place. He has close links to Queen Elizabeth as he is her 3rd cousin twice removed. In June last year there were the second General Elections in Spain on June 26th. The previous Prime Minister, Mariano Rajoy, was “allowed” to form a ‘PP’ party minority government when the ‘PSOE’ party abstained from voting against this. As they removed Pedro Sanchez from their leadership to enable this to happen, the party has since then been run by a committee. New elections for a leader took place on Sunday, May 21st. Susana Diáz who is President of the Junta de Andalucía was in the running and received 40% of the vote, but Pedro Sanchez was re-elected with 50%. It is hoped he can heal the wounds. In Almería province, the fighting about the ‘AVE’ high speed train continues. We comment on this in our “In the News” section but the latest major surprise is that Almería station will be the final stop on the line and the Almería to Granada link will not be built! This means that travellers from
The big event in June is the Mojácar Moors & Christians weekend on June 9th-11th. This attracts many visitors and we list the ancillary events, times, and procession time in our “What’s On” section. Vera are holding their own fourth Moors & Christians procession on Friday, July 9th from 8pm. The arrival of the Christians in Mojácar village is at the same time, but their main procession isn’t until Sunday. UK Father’s day is on Sunday, June 18th, and June 23rd is the eve of the Spanish fiesta of San Juan (St John) that takes place on June 24th just after the summer solstice on June 21st. This is a Christian event that took over the previous pagan one, but John the Baptist is stated to have been born on June 24th. Mojácar, Garrucha, San Juan de los Terreros, Águilas, and Villaricos have beach bonfires on the night of the 23rd. Women washing themselves in the sea were supposed to be lucky in love as a result, as were men who jumped over the fires, leading to good crops. There are no “red” fiesta dates in June or July, but August 15th is a major religious fiesta. The 2017 “Dreambeach” music festival takes place at Villaricos from August 10th until the 15th.

In the News The Zurgena “Costurero” Court Case The trial of various people from Zurgena relating to illegal planning approval and allegations of corruption from 2003-2011 is in its final stages. The Spanish Prosecution Service has modified their previous requests, and as regards the councillor and ex-mayor Candido Trabalón they are requesting a prison term of 18 years and six months, a ban on holding public office for 48 years (so for life), and a fine of 400,000 Euros, as well as daily fines over periods up to 20 months. Manuel Tijeras, ex-councillor for urbanization, is facing a requested prison term of nine years nine months, a 46 year ban on holding public office (so for life again) and fines. David Bisbal & Rosanna Zanetti The internationally famous singer from Almería province, David Bisbal, recently entered his name and that of his partner Rosanna Zanetti as being a “Pareja de Hecho”. This means that once the application is processed they are on a town hall register that officially recognizes they are a couple living together in a “civil union”, but not married. Introduced in the 1990s, being on this register has important benefits for a non-married heterosexual or gay couple. Either of the “pareja de hecho” registered couples can benefit from the same rights as a married couple with the same procedure for exemption (or relief) from Spanish gift or inheritance tax, and obtain a state pension for a widow. If a non-married couple are not on the register this may well cause major problems, as there is no “official” direct relationship, and tax rates will be much higher. Any non-married couple with ownership of a property, other assets, or with a decent amount of money, should go on this register (normally free of charge) available in every municipality in Spain. Apart from this, a nonEU person who is a pareja de hecho with a Spanish national or EU citizen can apply to have a residence certificate for 5 years and a Social Security number with healthcare. There is one very interesting condition that states you can’t have been convicted of the murder of a former partner!!
David Bisbal and Rosanna slipped into the small town hall at Ajavir near Madrid where Rosanna is on the padrón (the official municipal list of residents) after a confidentiality agreement was signed at the town hall. There was no big press release or photo-shoot. Prison Inmates The Spanish Ministry of the Interior have published statistics regarding the origin and nationality of prison inmates throughout Spain. In central Spain there are 13,400 prisoners, and including Catalonia, 17,000. Of the 13,400, a total of 6,200 are nonSpanish. Morocco heads the list with 3,200, followed by 1,600 Rumanians and 1,500 Columbians. The lowest number of non-Spanish in the list is 280 Chinese, and no figures are given for any other nationality including Brits, that are all below the Chinese total. At the end of April there were 3,100 people in Spanish prisons waiting for their cases to be heard. 4,500 inmates were not resident anywhere in Spain when they were arrested, so they were non-residents, usually captured at border controls. Some 1,300 Spanish people are prisoners in 68 different states spread over 5 continents. 243 are in Peru, 188 in France (many of these are ‘ETA terrorists), and 36 are in the UK. EU regulations state that “foreign” EU prisoners in different states can be repatriated to Spain or their country of origin, and visa-versa. In 2016 this applied to 125 Spaniards. The ‘AVE’ Meeting In early May, 800 business men and representatives of associations attended a conference at the Aguadulce conference centre. They met up to decide the best options for putting pressure on the Spanish Government and the Ministry of transport, to achieve some positive action regarding the ‘AVE’ (Spanish high speed train). The current plan that the ‘AVE’ stops at Almería, and is only going to be a single track is being strenuously opposed. Persons who attended the conference came from Valencia, Murcia, and Almería, and included Juan Roig, the owner of

In the News Mercadona, who normally shuns publicity. The ‘PP’ prohibited from overtaking another vehicle when political party with a minority in the Spanish a cyclist is coming in the opposite direction. Parliament did not send any national or local representatives which caused some hostility. A ‘PP’ spokesperson later commented that they thought the conference was just for businessmen and hadn’t been invited! The reply to this was that it was an open meeting, and no-one was invited specifically. The Junta de Andalucía (the governing body for Almería province) sent delegates, and the mayors of Vera and Níjar came to have their say. Cyclist Deaths The ‘DGT’ Traffic Police are extremely concerned about the number of cyclists who are killed on Spanish roads. So far this year the total is 18, but a driver who was over the limits of both alcohol and drugs recently ploughed into a group of cyclists killing three of them and injuring others. His licence had previously been taken away for a similar offence of driving whilst intoxicated and under the influence of drugs. Legislation to stop something like this is almost impossible, but regulations have been announced that in a case like this one, a licence will be taken away for an unlimited period on the medical grounds that these drivers are unfit to drive in general owing to their aptitude being severely affected. This will apply to a repeat offence within a two year period. The ‘DGT’ are categorizing “approved” cycle routes that are safe for teams of cyclists and this has been extended so far this year to 56. Another 49 are being surveyed to have any changes needed carried out. They stress that drivers should leave a distance of 1.5m between their vehicle and a cyclist after slowing down, and where there is nothing coming in the opposite direction, the wheels on the driver’s side can straddle a continuous white line whilst overtaking. Cyclists complain that drivers pass them far too closely when there are two cyclists side by side. The traffic police agree that this is a problem, but at present two cyclists are allowed to be side by side under existing traffic laws. Vehicle drivers are
Food Poisoning Health officials from the Junta de Andalucía and Almería, along with inspectors from the Spanish organisation for food and nutrition, recently went to a company in Vera that handles very large quantities of tuna. This followed 61 reported cases of food poisoning that were stated to be because the tuna was found to have very high levels of histamine. The effect of the high doses was the cause of sore throats, sweating, and nausea and vomiting, but no-one needed to be admitted to hospital. Histamine is a natural substance that can be present in food, particularly fish. The plant was shut down whilst tests were carried out, and any tuna fish there were destroyed. The health authorities then stated that an offence had been committed that might be judged to be serious when tests were completed. Fish that was suspected of being unsuitable for consumption had been sent to the communities of Valencia, Murcia, Aragón, Andalucía, Madrid, Catalonia, and Germany, Italy, and Portugal. The company was instructed to notify all their customers that there was a potential problem. The allegation is that the high levels of histamine usually come from bad hygiene, typically due to storage at a higher temperature than is required by law, and cooking does not remove the high levels.

In the News A Lot of Blood On May 11th, the 10th marathon blood donation took place in Almería city at a sports pavilion. Over 1,000 people, the majority aged 25-35, turned up to donate blood and plasma. The mayor of Almería, Ramón Fernández-Pachero set a good example by donating plasma. 50 doctors and nurses dealt with the donations, with some of them coming from Huelva, Seville, Cádiz, and Granada. The purpose of these marathon events is to cater for all the requirements in Andalucía, not just Almería province. Aref Laarej who is the head of the Almería transfusion centre stated that once again, the turnout was truly excellent. Donors were given drinks, Serrano ham, ‘T’ shirts, and mementos. Passed by the Council Plans for phase 3 of the Mojácar paseo (promenade) have been given the green light by the ‘PP’ party councillors who have a majority. The 880m section has a budget price of 993,000 Euros and will go from the Red Cross building to opposite the campsite. There has been a lot of opposition to the planned route, which will go between the beach bars and the beach itself. An internet platform “Save our Chiringuitos” has been launched and various well known people have sent in videos against the plans. The councillor Jessica Simpson is asking for people to sign up on change.org to ask the Junta de Andalucía (the governing body for Almería province) to declare that the beach bars have a special tourist status awarded to them for leisure and gastronomy, with the aim of protecting them. 128 Million Euros In 2007, generous subsidies were given to “green energy” companies to decrease the reliance on coal and “mixed” sources of energy such as gas/steam. Many companies invested heavily in green projects including the UK company ‘Eiser’. They invested 1 billion Euros setting up three very large thermo/solar farms. In 2011, a new government discontinued the subsidies on the
grounds that the subsidies were too generous and would increase the overall cost of producing electricity. An arbitration court in Madrid has ruled that ‘Eiser’ are entitled to 128 million Euros from the Ministry of Energy in damages for “excessive” reductions in the viability of the three plants. ‘Eiser’ had asked for compensation of 300 million Euros. Other companies in the same situation will doubtless start their own compensation proceedings, and the suggestion is that 26 companies may be entitled to 1 billion Euros between them. The reply is that they accept that ‘Eiser’ suffered substantially, but this does not mean other companies can claim compensation! New appeals to the arbitration courts will be made to see if all these companies can prove a loss and be compensated. More Judges Needed The Andalucía Superior Justice Tribunal has recognized that 16 courts in Almería province need more judges. They say that the courts are absolutely snowed under with unacceptable delays in cases coming to court. Apart from Almería city, they single out Roquetas, El Ejido and Vera as having major problems. The Justice Tribunal states that at least 11 new judges need to be appointed as soon as possible. Various judges have been transferred temporarily where complex cases are being heard, but it is accepted that this is just a “patch”. The EU and ‘Uber’ Taxi drivers who are continuing their battle with ‘Uber’, who provide an alternative service, have won an important court case in Brussels. The European Tribunal of Justice has ruled that ‘Uber’ is a transport company, and as such has to be licenced in all EU states. ‘Uber’ had claimed that they were merely an intermediary who collaborated with drivers who were contacted by clients. The Tribunal stated that there was no similarity with organizations such as travel agents or hotel booking companies, as they were claiming. The ruling will require EU states to treat ‘Uber’ as

In the News a transport company, set in place regulations for safety, and monitor driving licences. A court case has previously taken place in Barcelona where the Elite Professional Taxi Association took ‘Uber’ to court alleging “unfair competition”. The judge in this case also ruled that they were a transport company. The Spanish company now have to comply with regulations that apply where vehicles are hired with a driver. A clean driving licence is required and safety conditions apply to vehicles. They can only operate when a client has requested a specific journey and are prohibited from “plying for hire” that taxis are allowed to do from taxi ranks, or from being flagged down. Scars From 2012 Everybody who lost homes, vehicles, possessions, and suffered major trauma in the September 2012 major flooding, particularly at Pueblo Laguna and Puerto Rey, will never forget this. A study to chart the mental health consequences has recently been published in the journal “Public Health”. Andrés Fontalba Navas, a senior psychiatrist based at the Huércal-Overa hospital, and professionals from the Universities of Granada, Castilla la Mancha, Málaga, and Cambridge, assisted in the evaluation. They interviewed people who had been seen at public health centres in 2012 for any reason and assessed the lingering problems. They classified the results for many people as being “posttraumatic stress symptoms”. Severe economic problems, even if eventually mitigated by insurance company payments, were found to be the main cause of stress. Fears that the same thing might happen again were also a major cause of anxiety. The health professionals looked at the socioeconomic levels of all those still affected to see who were the most vulnerable groups, and how additional procedures could be put in place in the future, here and in other parts of Spain.
every year. This year at their annual presentation they reported that they devoted most of the time to problems of addiction associated with the internet. They say that in the last three years numbers of people needing help has increased by a factor of twenty. In 2016, they dealt with more than 50 young people who were spending more than 12 hours a day on their computer, tablet or mobile phone. The common denominator was a teenager aged 16-17 years old and in 80% of cases was studying at school, but in practice had usually dropped out. It was rare that these young people had any other addiction such as from alcohol or drugs. Parents or teachers had sought help when they noted changes in their mental state such as low esteem, aggressiveness, and a withdrawal from social activities or physical contact with friends. This also led to family conflicts, a breakdown in family ties, or a cease in education. Only 7% of those affected asked for help themselves, and 70% were males. The charity has a total of 27 centres, and a major study of internet addiction has been carried out in Cádiz and Valladolid, in conjunction with schools. This revealed that 20% of children under the age of 10 had smartphones, and 74% of children aged 10-14. It was not uncommon that they spent 4-5 hours a day on the internet. This follows another survey from 2014-2015 carried out with 35,000 young persons aged 14-18. 19% of these had problems from excessive use, or realized that they were putting themselves at risk. The charity states that many parents have only a hazy idea of what sites their children access, chat rooms, or the use of Whatsapp. In some cases, when their parents tried to limit their use they might well show aggression and even become violent. They state that any addiction can result in similar problems, and internet addiction can be as serious as alcohol or drug usage.

In the News incomes, families with multiple members, and the long term unemployed. These basic categories were considered to be too “woolly”. Apart from customers with only a 3 Kilowatt supply, the 25% will now apply to families with no children and an annual income less than 11,182 Euros, up to 14,910 Euros if there is one child, and 18,637 Euros with Road Improvements two children. Fewer Disconnections In 2016, 384,000 customers had their electricity cut off for non-payment of bills. Although this seems a very large number it is actually 1.5% of all customers, and the total has fallen by 38% in the last three years. In 75% of the cases, an agreement is reached that the debt will be paid and the electricity supply is restored within 24-48 hours. In cases of extreme hardship, the local municipality will be informed of the problem. There was a very extreme case recently where a very elderly Spanish woman from Reus in Tarragon died after a candle she was using set fire to her house. Her electricity had been cut-off a few days previously. Her death caused a predictable outcry with questions being asked in the Spanish Parliament as to how this could happen in this day and age. The electricity company who cut her off received tremendous criticism from the press and consumer organizations. There is a 25% discount on electricity bills to various sectors of the community, and this has now been widened. This previously applied to households with a supply that is less than 3 Kilowatts, pensioners on low
Not From Almería This time of the year is when melons and watermelons are collected and distributed. The Almería Agriculture Co-ordinator Organization are heavily criticising the ‘Dia’ supermarket chain for selling melons from Brazil and sandía from Costa Rica. The organization states that these products are not of the same high quality, and not free from any chemical treatments when they are being grown. They are asking that clients boycott ‘Dia’ as regards purchases of melon and watermelon in protest and solidarity with the growers in Almería. The bulls have to have a 48 hour rest period from when they arrive at a bullring, cannot be kept where there is no light or in very small enclosures. No horses will be allowed in the bullring as a protection against horses being injured. A court decision from the Spanish Tribunal is that bullfighting should not be subject to a general ban as it is considered part of the cultural heritage of Spain. Individual communities (in our case Andalucía) must decide on their own regulations that allow or ban bullfighting and should be designed to avoid cruelty and injury. A new name will have to be decided on as “bullfighting” is not now appropriate, certainly in the Balearic region!

‘Ibercaja’ Slim Down. Unions have agreed the compensation proposals when ‘Ibercaja’ start shutting 140 branches throughout Spain, with 590 employees taking early retirement. Like several other Spanish banks they are slimming down their operation. Agreed terms relate to an employee who is aged 57-59 before December 31st. Staff in this category will receive a pension of 80% of their current annual salary and an initial premium. Other agreements relate to employees aged 55-56 and also employees who have to move to a different bank branch that is more than 50 km, or between 35-50 km, from where they work now.
Back in the Fold Cristina de Borbón is the daughter of the previous King Juan Carlos and the sister of King Felipe VI. With her husband she was accused of various offences relating to corruption, mostly sporting undertakings, known as the “Caso Nóos”. Various companies received large amounts of money through a complicated web of linked companies. Her husband, Iñaki Urdangarin, previously a famous basketball player, was found guilty of various charges and given a prison sentence of 7 years for siphoning off 6 million Euros of public funds, but she was found not guilty. She had been ostracized by King Felipe and banned from any royal activities or access to the palace. Her mother, Queen Sofia, gave her discreet but continuous support as the investigations and court proceedings were made known. Her father put pressure on King Felipe to strip her of her royal title, but she refused on the grounds it would affect her children. A subsidiary title of Duchess of Palma was subsequently withdrawn. This May she attended a funeral of her great aunt who had died aged 99. This was the first time she had featured in any family reunion in public since July 2013. Apart from her immediate family, relatives from the Borbón-Dos Sicilias family attended,

Unfortunately, she has been branded as doing considerable harm to the Spanish monarchy, although found not guilty of any charges made against her.

In the News The Vera-Garrucha Dual Carriageway The Director General of Infrastructures recently visited Vera to see the work being carried out on the section of road that is being made a dual carriageway. The finish date is November 2018. The 4.3 km stretch had work paralyzed years ago when funds ran out. The budget price is 12 million Euros, and includes a special access to the petrol station (opposite where the Vera ‘AVE’ train station will be built) and major improvements to the Puerto-Rey link roads and Mercadona. A 78 metre long bridge is being built over the Rio Antas to double the existing width. The construction company state that over the summer period one carriageway in each direction will always be open for traffic. Summer month traffic is 14,500 vehicles per day which results in a large bottleneck approaching the Las Buganvillas roundabout. The “Blue Whale” Internet “Game” Police in Barcelona who deal with internet crime are issuing advice that the “Blue Whale” internet “game” is far from being a “game” and is illegal, as it encourages young people to commit suicide. UK police are giving advice to schools and alerting them to the danger. A person is invited to take actions that include self-harm and eventually suicide. A school in Barcelona contacted the police to state that there were worrying signs amongst pupils at their school. The police opened an investigation involving six children. Anyone who takes part has to “pass” various levels over a period of 50 days culminating in suicide. The police in Barcelona state that throughout Spain anyone who encourages another person to commit suicide faces a prison term of 4-8 years. Mini-Skirt Regulations The Andalucian Association for Women is taking action against a petrol station in Córdoba who decreed that women and girl employees had to wear mini-skirts. Six women reported this to the
association and claimed that they had been sacked for not observing the order. A client at the petrol station confirmed that they had witnessed three employees being sacked. One employee claimed she had been accosted by the owner. The allegation is that the petrol station chain regulations allowed the women to wear trousers, but the owner ignored this. This is considered to be an offence against the rights of female employees not to be subject to any sexual discrimination and has been reported to the Ministry of Labour. Mojácar Blue Flags Mojácar beaches have been awarded four blue flags for the 2017 tourist seasonfor the beaches Marina de la Torre, Piedra Villazar, Venta del Bancal, Ventánicas and El Cantal. Although four flags have been awarded, technically there should be five as the Playa del Bancal and the Playa de Ventanicas are covered by one flag and the town council considers them to be separate beaches. The ‘ADEAC’ organization has categorised them as one beach, although they each have all the services and infrastructure necessary to obtain a blue flag of their own. Mojácar has one more blue flag than last season, due to the inclusion of the playa El Cantal. The municipal Tourism Department is very pleased with the incorporation of this beach to

Mojácar town hall states that this is a great achievement, considering that the municipality has 17 kilometres of coast, of which 7 kilometres are beaches. Not Good News In 2014, the Spanish Ministry for Industry put a cap on various charges relating to electricity costs. The Spanish Supreme Court has now ruled that this was illegal, so the electricity companies can claim back money from April 2014 to December 2016. These costs include their “client assistance” departments and the administration, preparation, and sending out of bills. Clients have been, or will be, receiving a letter with their bills specifying how much they have to pay, depending on their yearly consumption. This amount can be seen on the bills as being a “Regularización” item. It is a “once only” charge and will not be repeated on future bills. The Junta de Andalucía (the governing body for Almería province) are very much against this, and are reminding people that they can always obtain advice from the multilingual number 900 21 50 80 for consumer assistance, or email (only in Spanish) consumoresponde@juntade andalucia.es.
changes in company statutes would only be made after a full discussion. Garrucha town hall (and other town halls) say that all these promises have come to nothing, and the only thing that has been done is an increase in charges. Opposition councillors think this decision is too hasty and point out that the corresponding Galasa debts applicable to Garrucha are 5.2 million Euros, which may have to be paid. The mayoress of Garrucha, María López, says that enough is enough and she doesn’t think the council have any liability to pay over the 5.2 million Euros as the total debts are entirely due to bad management. Other municipalities will be watching closely to see what happens.
Mobiles As Well 061 is the Spanish number for maltreated women, and callers receive a speedy response. When a call is made from a fixed landline it does not show up on the following bill. This is now being extended to mobile phones with the co-operation of all of the providers. Representatives of Huawei, Nokia, BQ, Samsung, and LG, recently met with the Government Minister for Social Services and Equality. Another meeting in a month’s time is to be held, when all the mobile phone companies will specify how quickly this can be done. If a call to 061 is made from a mobile phone, the persons who receives the call will usually explain to the caller how the call can be deleted from the “calls Goodbye ‘Galasa’ made” register, if they wish to do this. The normal basic ticket price from Madrid to Valencia is 73 Euros, so this was a popular destination chosen by the people who were able to buy tickets. A Lot of Money In answer to a question in the Spanish Parliament, the ‘DGT’ (Spanish Traffic Authority) have detailed the 20 speed traps on gantries on the motorways and major roads that have brought in the most money in fines. The total amount from these 20 locations comes to 26.4 million Euros during 2016. The three radar cameras that were top of the list are in Málaga and Murcia provinces. One on the A-4 near Cordoba resulted in fines that brought in 3.94 million Euros last year and is top of the list. The 26.4 million Euros is 16% of all fines, which totalled 164 million. Throughout Spain there are 600 fixed radars. The ‘DGT’ stress that collecting in money is not their main aim, and road safety is the highest priority. For this reason the previous Director of the ‘DGT’, María Segui, pioneered the publication every month of the 30 places where mobile radars would be situated at some stage in the month in each province. Motorists can consult this list on the ‘DGT’ website. In Almería province there are 10 fixed radars that with the 30 mobile ones comes to 40. A New Prohibition Mojácar town hall are advising various beachside establishments that they cannot erect “Camas Balinesas” (the name originates in Bali) and this refers to a framework that goes over a beach bed, with curtains or blinds. The directive states that the only thing that is allowed is beach beds on their own that can be stacked up when not in
use. Opposition councillors are complaining that the camas balinesas are a feature of beach clubs all over Spain, and the ban will have a negative effect on tourism. They also criticise another resolution in the “Plan de Playas” (Beach plan) that states sunbeds can only be in use between March 15th and October 15th. They say that in between these periods there are often enough tourists who want to use them.
Tip Top! Carlos Mario, current World Freestyle Kitesurfing Champion, has been training in Mojácar with his sports partner and friend, Osaïa Reding who is the Spanish Champion and World Runner-up Kitesurfer in her category. “Bebé” or “El Chico Maravilla” (Wonder Boy), as he is affectionately called in Kitesurfing circles, is, at just 19 years old, a prodigy on the waves. During his stay in Mojácar he has been training Osaïa to perform his new "tricks", as he calls the exercises or movements he makes on his board. He has invented many of them, which only he is able to execute. One that particularly stands out is his triple rotation in the air, nicknamed the "1080", as well as others that he has in the planning stage. Osaïa, who is preparing to defend her title at the Spanish Championships, has been training with "Bebe" in Mojácar’s waters. In the News the UK General Elections. This is the second time a planned state visit has been cancelled, and the last time was in 2016 when Spain did not have a stable government following two Spanish General Elections. King Felipe decided that he needed to stay in Spain. The last official visit to the UK by a Spanish monarch was 31 years ago, when King Juan Carlos went to the UK. This was a delicate time as it followed Prince Charles and Princess Diana starting their honeymoon from Gibraltar which was seen by Spain as being “provocative”. As Prince and Princess of Asturias, Felipe and Letizia attended the 65th birthday celebration of Prince Charles, and with Queen Sofia they went to the wedding of William and Kate. These visits were family related, not state visits, as King Felipe is the 3rd cousin twice removed of Queen Elizabeth, the 10th cousin twice removed of Sarah Ferguson (the former Duchess of York), and the 16th cousin of Sophie Rhys-Jones, married to Prince Edward. (He is also the nephew of King Constantine of Greece, and the 22nd cousin once removed to the TV and film star Brooke Shields who is three years older than he is!). A new date will have to be arranged for an official state visit which may be complicated as Queen Elizabeth normally only hosts two state visits a year. A Change in Strategy ‘Volvo’ cars have always been recognized as being very safe, but have also been seen as the car of choice by staid drivers in middle age. The company is working hard to publicise their cars as being innovative, exciting, stylish, and sexy, to capture a lower age group. In 2015, sales of their cars in Spain went up 30%, and 26% in 2016 with 13,400 sales; 11% of all car sales in Spain. They hope that during 2017 sales will be substantially higher than 14,000. In 2016 worldwide, they sold 534,000 vehicles worth 796 million Euros. Major changes to their dealerships in Spain are taking place, and a specific mechanic deals with each customer if any work needs doing under warranty, or out of warranty. As regards safety, they intend that by 2020 no one will be injured or killed in any crash
involving one of their vehicles. The vast majority of cars are manufactured by the Chinese company ‘Geely’ who acquired Volvo in 2010. Their range of vehicles comprises a series of modules that are used in various models over their range. This cuts down manufacturing time and costs. China and the US are their largest markets, but the improvements in Spain are being extended to other European countries. They intend to introduce an all-electric vehicle in 2019 and driverless vehicles in 2021.
Alternative Medicine and Other Topics A Spanish foundation that looks at science and technology has recently published a report that deals with alternative medicine and other related topics. The survey relates to 6,300 Spanish people, with an equal number of men and women. 30% consider that acupuncture is very effective, and another 30% think it has some benefits. 23% considered that homeopathic remedies were good, and an almost identical number thought they had certain benefits. 84% of the people surveyed had no faith in horoscopes, 77% did not believe in paranormal activity, 76% were not convinced that so called “healers” were proven, and 71% thought objects that were supposed to give “luck” didn’t work. In 2014, 10% of women thought that alternative medicine in general could be helpful, and in the survey this number had gone up to 14%. Less men than in 2014 hold the same views. The age group who had the most faith in alternative medicine was 45-65. 82% of young people aged 15-

A Sugar Tax Authorities in Catalonia have introduced a tax on drinks containing sugar, such as fruit, sports, energy, vegetable, “cola” type products, and treated milk drinks. The tax will increase the prices to the public by 8 céntimos where a drink contains 5-8 grams per 100 millilitres, and by 12 céntimos for higher levels of sugar. The tax will raise about 40 million Euros per annum, which will be given to the health authorities. In the US where various states have already done this, sales have gone down slightly. The authorities in Catalonia intend that the tax is extended to other products that contain high levels of sugar. The Spanish Association of Drink Manufactures is not happy and says that the tax will affect sales of these drinks in bars and restaurants and income from tourists. The reply is that if the sugar levels are reduced substantially there is no tax to pay! Other parts of Spain are waiting to see how this works out in practice. A similar tax in the UK will come into force in 2018.

A Good Result Employment in Almería province in April (that included Easter) meant that 1,650 people went off the unemployment total. 1,000 of these were in the tourist service sector, 100 working in agriculture, and 290 in building trades. This has brought the number of unemployed persons down to 61,500. In April 2016, the number of unemployed was 10,000 more, so this is a drop of about 14%. Many of the contracts for employment are temporary ones, and the EU is pressuring the Spanish government to get these numbers down. They point out that people with short contracts are not going to try to get on the housing market ladder, or rent, because they have no guaranteed regular yearly income. Unemployment benefits (for those who haven’t run out of entitlement) amounted to 22 billion Euros paid out to 32,800 persons in Almería province up to April.

Banco Popular The directors of Banco Popular are still making soothing noises about their viability. They have told the Spanish Financial Regulator that there is no crisis and they have various irons in the fire to obtain more funds. Despite this, financial analysts state that they need a large injection of cash or a takeover. Their shares dropped again substantially on May 12th. The Spanish newspaper ‘El Confidencial’ had reported that the financial giants, J. P. Morgan and Làzard, had been asked to find a buyer “urgently”. The bank then stated that within a few weeks they hoped to be able to find a buyer for all the property they owned from foreclosing on mortgages and where construction companies have gone bust, and this was the only task J. P. Morgan and Làzard had been asked to undertake. The bank is trying to take some positive action before customers withdraw large amounts of money. On May 12th, following the large drop in share price, the Spanish Ministry of the Economy issued a press statement that said that individual clients were not at risk, and there was no need to withdraw funds, and the problems the bank was experiencing had no effect at all on customer accounts. On May 5th, the Chilean family ‘Luksic’ announced that they had bought a 3% stake in the bank equivalent to 126 million shares, for 90 million Euros. This hardly affected the very volatile price of shares on the Spanish Stock Exchange. During
the first quarter of 2017 the bank reported losses of 137 million Euros.
Too Much Coca-Cola The Spanish Organization ‘CNMV’ that regulate fair trading have fined a television production company 200,000 Euros. The fine relates to episodes in the Spanish series “Velvet” from September 2015 to December 2016. The fine is for “consistent” and “excessive” use of Coca-Cola products in their programmes. Article 17.3 of the Audio-Visual regulations states that there can be no particular bias in favour of any manufacturer, or product. . The ‘Endesa’ Power Station at Carboneras Along with other large industries, the power station at Carboneras has to put in place substantial modification to improve their industrial emissions by 2020. This is going to cost 240 million Euros, give employment to 500 people, and mean the plant can continue in operation for another twenty years as a minimum. The new improvements will reduce their nitrous oxide emissions by 80%, and sulphur dioxide by 60%. At present a pilot scheme to use marine micro-orgasms to capture CO2 gases is under way. Inflatable Castles On Sunday, May 7th an inflatable castle set up outside a restaurant in Girona near Barcelona blew away in high winds. A 6 year old girl was killed, and 6 other children aged 3-11 who were playing on it were taken to hospital. Police and other authorities who went to the scene allege that of the six anchor points only two were in use. The police have charged the couple who own the restaurant with culpable homicide and causing serious bodily harm by neglect. The local council stated that permission was needed to erect an inflatable castle and a technical survey was necessary, and this had not been done. A lawyer for the family is stating that there was an insurance policy in force that covered injuries on their terrace, the castle was brand new, and the event was a regrettable accident, but nothing else. He said it was unclear whether permission was actually needed for these castles.

So Now You Know... The Mop & Bucket Manuel Corominas was an engineer in the Spanish air force. In the 1950s he watched cleaning women washing floors on their hands and knees with a flat mop that was then wrung out using rollers over a bucket. With the help of a friend, Emilio Bellvis, a mechanic at the Zaragoza air force base, they designed the mop and bucket as we know it today. They formed a company ‘Rodex’ and started production. The new design meant people could stand up whilst mopping and was very successful. In 2005, Emilio Bellvis claimed he was the real inventor, and should be considered the “father” of the mop and bucket. Blood Circulation in Bodies An Arabian physician accurately described the human blood circulatory system in 1242, but he was not the first person who had been seeking to explain it. In 1628 a scientist called William Harvey announced that he was the first person to discover how the blood was circulated, and wrote a textbook dealing with his “discoveries”. Many people in the medical world believed him. The capillary system that connected arteries and veins was not satisfactorily explained until 1684 when an Italian physician and biologist, Marcello Malpighi, published his findings. He became known as “The father of micro-scopical anatomy”. Carbon Dating Accurately identifying the date of something that is very old using carbon dating was the brainchild of Willard Libby who was working with colleagues at the University of Chicago in 1949. He was awarded the Nobel Prize in Chemistry as a result. Although some different methods have been developed since, scientists usually stick to using the Libby figures to avoid inconsistences between published information. It became very successful in dating bones, wood, and archaeological remains. Samples treated with the radioactive mineral ‘beryllium’ can date things back as far back as 10-30 million years ago.

Band Aids Earle Dickson was a cotton buyer for a large US company, Johnston & Johnston Inc. His wife Josephine was an assiduous housewife who often burnt herself whilst cooking. When he was home for the night Earle helped her wrap cotton gauze round her arm or wrist, held together with a piece of adhesive tape, so this was really a bandage. Earle decided to cut pieces of gauze that he put on an adhesive strip so Josephine could apply this herself. They soon realized that this was a good solution for other people and Earle showed his boss what they had devised. They went into production in 1921 with the name ‘BAND-AID’. Ecstasy Pills Anton Köllisch worked for the giant chemical company ‘Merck’ in the late 1890s. Whist researching a drug to combat abnormal bleeding, a by-product was the discovery of “3.4 methylenedioxymethamphetamine” called ‘MDMA’ for short. It was considered to have little medical importance until it became popular in dance clubs in the 1980s and the “Rave” culture started up. Christened “Ecstasy”, MDMA became one of the top illegal recreational drugs. Overdosing or impure mixtures are responsible for many deaths each year. The common experience is of “closeness to others” and an obsession with dancing. Tape hiss was still a problem until Ray Dolby, a recording engineer, was able to filter it out, and he patented his idea.

The WanaCryptOr Virus
O
n May 12th in about 150 countries, there was were affected but not the most secure ones. Many a massive cyber-attack possibly originating in of them were alerted that any computers shut down China. In the UK this paralyzed the NHS service, but on the previous Friday must not be turned on. it was also directed at many companies in Spain. The Spanish Security Services (CNI) followed the attacks as they were made, and ‘Telefónica’ was the first company targeted, soon after 7.30am. Other attacks went on until about 1.30pm. The “WanaCryptOr” virus is a variant of another virus “Wcry/Wanna Cry” which is “ransomware” that cyberlocks computers. The ransom amount was 300 dollars (about 500 Euros) for every computer affected; payable in “bitcoins” which is a virtual currency prevalent in the “dark web”. Computer screens displayed the message that if this amount was not paid by May 15th the amount would go up, and if the increased amount was not paid by May 19th hacked data would be destroyed. About 85% of the computers on-line at the headquarters of Telefónica in Madrid and their communication centres were affected. As employees came into work they were told to unplug their computers and wait for further instructions. Associated companies that have direct internet links with Telefónica were telephoned (the phones still worked) and told to shut down their computers as well. ‘Gas Natural’ in Madrid suffered an attack during the morning but not to the same extent as they had heard from social media sites what had happened at Telefónica. Staff went to offices with megaphones and told employees to stop work. Spokespersons at Vodafone refused to reveal whether they had been affected as well, so this denial was taken as showing that they were. The energy company Iberdrola whose complete internet and telephone services come from Telefónica shut down all their systems and disconnected internet connexions. They later stated that this had foiled an attack that they had detected. The Spanish Centre for Security and Industry, part of the Spanish Secret Service, issued a “level 5” warning, and their ‘Norse’ computer virus detection section registered 350 different attacks throughout Spain during the morning, which was only exceeded in the US. Some Spanish government departments
A “Wikileaks Vault 7” release of CIA information had revealed that a fault existed in Microsoft Windows. The virus exploited this defect but a “Windows defender patch” had been issued for Windows 7 & 8.1 users on March 14th (Windows 10 is secure). Very unusually, on May 13th, this was published for versions XP & 8. The Spanish Secret Service issued a press release stating that the attacks were nothing to do with “cyber-terrorism”, no data had been obtained by the attackers, no data was compromised, and it was purely a “cyber-lock” that stopped computers functioning. The Spanish Department of National Security state that in 2016 they detected 106,000 “instances” where IT systems were being targeted, and 441 were against critical services such as transportation, communication companies, and energy providers. This was 5% more than the previous year. They had “intervened” on 21,000 occasions when they considered there might be serious problems. Advice is not to open suspicious emails or click on suspect links. If yourcomputer exhibits a “blue screen” do a “forced” shut down, disconnect it from the power socket, and seek technical help. A 22 year old UK cyber-security researcher, Marcus Hutchins, found by chance a “kill switch” for the virus which was an unregistered domain name. By registering the name for 11 dollars he killed the virus!

The Importance of Reviews

ost European hotels work hard to ensure that what they offer is exactly what it says “on the tin” and that their staff are friendly, courteous, and efficient. Many hotels have comprehensive websites that show a wide variety of photographs with booking conditions that are clear and precise.
they come from the same ‘IP’ address. Gonzalo Zamora has launched a website ‘Elitebook.es’ and they publish lists available to subscribing hotels of persons consistently giving bad reviews. 700 Spanish hotels now subscribe to this site and monitor bookings.
A bad review can do untold harm, and sites such as ‘Trivago’, ‘Tripadviser’, ‘Logitravel’,’ Booking.com’, and ‘Atrapalo.com’ publish client opinions. Sometimes these are fake, highly damaging, and difficult to rectify. One hotel had a posting that claimed, “There were cockroaches in the bedroom” with the name of the apparent guest. This sent shivers down their spine and some cancellations occurred. After two days the hotel responded that a thorough search of their records showed there had been no guest of that name for the past two years. They underlined their policy of ensuring their rooms had first class cleanliness and excellent housekeeping. Nevertheless, their reputation suffered. Many of the large hotels have an employee who spends all their time trawling websites. They can A complaint regarding a hotel that, “My steak was respond very quickly to reviews, and ‘Tripadvisor’ mouldy” was easy to deal with promptly. Surrogate Mothers
A
doption in Spain can be a lengthy process that applicable), childcare if necessary for their own may take years and is often very stressful. children, plus a fee. Adopting a baby or young child in countries such as Russia is less complicated but still takes time. Hundreds of people are reverting to “employing” a surrogate mother abroad that can be accomplished in just 12 months from start to finish, and this was legalised in Spain in 2010. A surrogate mother is a woman who enters into a contract with third parties, to conceive, carry a child to birth, and then surrender it. Depending on the country, they are entitled to be paid an amount of money that is purely “compensation” for expenses (as in the UK) or with an additional fee. In Spain, Italy, and France there is no established procedure, nor any legal framework. Consequently, in these countries it is not possible. Greece has amended their regulations to allow a surrogate mother to be used by non-Greek residents, but as yet this is not tried and tested. A large firm of Spanish lawyers deal with national and international divorce proceedings and adoption, with offices in Málaga, Bilbao, and Valencia. Two years ago they decided that organizing surrogate mothers was a good option to cut down the long adoption procedure. They offer a complete package from start to finish using surrogate mothers solely in the US and the Ukraine. They consider that in these two countries surrogate mother regulations are in place, medical care is good, and the legal requirements are straightforward. In both countries a registered surrogate mother has to be aged 2535, in good health physically and mentally, have already borne children, and not be on the breadline. This is to stop surrogate mothers earning a living by repeatedly bearing children for other people.
California is the most liberal US state, with over three decades of experience. They allow surrogate mothers to be used by heterosexual and gay couples, married or unmarried, or individuals. In the Ukraine, the regulations apply solely to a heterosexual married couple where the wife cannot become pregnant or carry children. Sperm used has to come from the husband as a DNA paternity test follows a birth. In the US, the egg can come from the surrogate mother (so artificial insemination), from the woman in the contract or a donor (so IVF treatment), and sperm can come from the male party to the contract or a donor. In the UK, only couples can use surrogate mothers and one of them has to be biologically related from the egg or sperm, and domiciled in the UK.
In the US, a court document states there is a contract between the surrogate mother and third parties. After the birth (as regards Spanish persons), a Spanish consulate will then issue a certificate that the child is Spanish and supply a passport. It is not quite so easy in the Ukraine, and complicated in the The normal “approved” amount of money paid in UK where a family court is involved. the UK is 12,000 to 15,000 pounds sterling, solely for compensation. Community News The annual Villaricos “Wacky Races” was held on Saturday, May 13th, and they report as follows: This year we were pleased that the local school came along to participate on the day. They provided three teams of racers, all young and enthusiastic, and they made their own banner as well as some box cars for the younger ones to model. The adult racers had poor luck one team dropped out the day before; two teams turned up with only half their members so merged into one team, and a third team were short of members and then encountered an injury in the first heat which caused them to retire. This left two teams to fight for the winner's slot which were the Lucky Bar team (last year's winners) and the merged team of Pampered/Irish Rover. After two run-offs in the full heat of the afternoon the winners were Lucky Bar. We would dearly love more teams to take part next year and would welcome extra members to join the event organising team. We would like to thank the council for supporting the event, the two groups of dancers and the DJ Ian “the legend” once again - and all the helpers who pitched in to keep the day moving sweetly along.
Special mention for Mark's mates from Portsmouth, the people from El Timon and Muriel the “ace” raffle ticket ripper. We are, of course, very grateful to our sponsors and prize donors and all those who came along to give money on the day and cheer on the teams. We thank Mr. Whippy, Sally's Pies, and the bouncy castle people for food and entertainment. The day raised a record amount of over 1,350 Euros (final totals not yet in) for distribution to various causes. We will, of course, be supporting the local school as last year, some local groups and some individuals. A full list of raffle prize winners is displayed in both Bar la Plaza and Lucky Bar in the centre of Villaricos village. Sadly, many successes come accompanied by tragedy. Our Race Marshall and Kart Maintenance /Safety Manager, Mr Tom Tannant, had to go into Almeria Hospital on the eve of the Race day. He died in hospital on Monday 15th. His hard work and technical racing knowledge will be hard to replace and all the team miss him - he quietly 'got on with the job'. Next year's Wacky Races event is on May 19th and will now have a Tom Tannant Trophy for the winning team to hold for one year.
The winning team from Lucky Bar

APSA News Martin and Sarah will be taking over the APSA kennels on 9th June 2017. They both originate from Devon, England, and have been living in Spain for just over 8 years. They are regular dog walkers at the kennels so they are familiar with how things work and they are very much looking forward to the challenges ahead. Looking after the dogs will be hard work but very rewarding, and they are hoping they can continue the wonderful work that APSA already does with their rehoming programme. Almizarock 2017 Parque Luis Siret changed from being a quiet park in Cuevas del Almanzora to become the venue for the second “Almizarock” cultural music festival. Perhaps the name “Almizarock” gave many Brits the idea that it would be just a rock festival, resulting in the fact that only a few turned up, but those that came will tell you that you missed a real treat. The event was extremely well organised (thanks to Antonio, Ismael, José and all the others who put in so much hard work), everyone was really friendly, and it was a great day out. Hundreds of people attended. There was a free paella, a well-stocked bar with free beer, many different stalls and activities for children, as well as a fantastic variety of music with bands from Almería, Murcia, and even Pamplona. British musicians were among the performers, (Los Guiris, Nasty Bite, Bucket of Blues and the Orquesta de Cariatiz.) Pencil this event in your diary for next year, you will enjoy it!!

The exhibition is a result of a multidiscipline study made during the 2016/2017 academic year embracing photography, graphic ar t, printed material, and sculpture. It is considered that many inhabitants of Almería city do not know in detail how the bombing affected the city in 1937. The centre is at Plaza Pablo Cazard, 1. Almería city. Admission is free and opening hours are 8.30am-9pm, Mondays to Fridays.

Ceremonies start on Friday evening June 9th at 9.30pm from the Centro de Usos Múltiples (Artisan Centre) below Mojácar village when the King of the Moors hands over the keys of the village to the Christian King. The Christian forces then go up to the village at 10.30pm with gunfire and fireworks. An official speech and opening ceremony takes place from 11pm. On Saturday, costumed revellers tour the beach area with an event at 4.30pm opposite the Pueblo Indalo, followed by a simulation of a battle and a horse riding event at 6pm.This is followed by a procession from the Chiringuito Ankara (beach bar) to the Cruz Roja (Red Cross) along the Paseo (promenade). The “Kábilas” in the village open from 10pm. On Sunday from midday, Moors and Christians with muskets tour the beach areas and the major procession starts at the top of Mojácar village from 6.30pm, coming down to the fuente, near the Centro de Usos Múltiples (Artisan centre). The Job Interview
A blonde was taking her first solo flight in a helicopter to get her flying licence. The examiner said, "I'll radio you every 1,000 feet to see how you're doing." At 1,000 feet, he radioed her, asked some questions, and she said she was doing great. At 2,000 feet, he asked her more questions about her instruments, and she said everything was fine. Just after she got to 3,000 feet, the rotors stopped working, and she spiralled down to the ground. After the fire crew had managed to pull her out alive the examiner ran to where she had crashed and asked her, "What went wrong?" The blonde said, "At 2,500 feet I started to get cold, and at 3,000 feet I was freezing, so I turned the big fan off."
A young man applies for a job at the nearest hospital as a trainee psychiatrist, and he is asked what experience he has ever had with mentally disturbed people. The applicant tells the professor of psychiatry that he has been a regular user of Facebook for over five years. The professor tells him that he is obviously well qualified, and he can have the job.
The Suicide Police are called to a house where a husband is dead after hanging himself from a big metal hook in the ceiling. It all looks a bit suspicious, so they send for a detective who takes his wife in for questioning. “So you came home and found your husband had hanged himself?” The wife replies, “No, I was in the house at the time”. The detective asks, “If he hanged himself as you say he did, why is there all that blood on him and a serious head injury?” The wife tells him, “I heard all this banging, and I went to see what it was. The idiot had hung himself with an elastic bungee-jumping rope! He never did anything right!”
The Terminal Illness Doctor: “I’m very sorry but you have a terminal disease and only have 10 more to live. Patient: “What do you mean by 10 more? 10 what? Do you mean months or weeks?” Doctor: “Nine”.

One Liners I used to play tennis, baseball, basketball and chess, but I stopped after my son broke my playstation. Did you hear about the guy they found dead with his head in his cornflakes? The police thought it was a cereal killer. Did you hear about the scarecrow who won the Nobel Prize? He was outstanding in his field. Never make the same mistake twice. There are so many new ones, try a different one each day.
Questions Little Johnny asks his father where the wind comes from. His father says he doesn’t know. Johnny receives the same reply when he asks why dogs bark, why is the world round, and if heaven exists. He then asks his father if he is annoying him with all his questions. The father tells him, “It’s not a problem son, if you don’t keep asking questions you will never learn anything!”
...and next... Pulled Over
The Elephants Two elephants are having a bath at a water hole, and a completely naked man comes out of the water. One elephant says to the other one, “I really can’t understand how he can eat or drink with only that little thing hanging halfway down his body.”
A blonde was speeding in a 25 mile per hour urban zone when a local police officer, who also happened to be blonde pulled her over and walked up to the car. The officer asked for the blonde driver's driving licence. She searched frantically in her handbag for a while and finally asked the blonde policewoman, "What does a driver's licence look like?" Irritated, the blonde cop said, "You dummy, it's rectangular with your picture on it!" The blonde driver frantically searched her handbag again and found a small mirror. She held it up to her face and said, "Aha! This must be it," and handed it to the blonde policewoman. The blonde cop looked in the mirror, handed it back to the driver and said, "You're free to go. And, if I had known you were a police officer too, we could have avoided all of this."
Strange Behaviour
The Lie Detector A father buys a lie detector that bleeps when someone tells a lie. When his son comes home from school he asks him, “Did you learn a lot today at school?” The son says, “Yes, the geography lesson and the history one were really interesting.” The lie detector bleeps. His son says, “Okay, I was lying, I skipped school and went to the cinema.” The machine bleeps again. The son says, “Okay, okay, I am still lying. I went for some beers with a friend who skipped school as well!” The father says, “When I was your age I never skipped school, and never drank beer!” The machine bleeps. The mother says, “I know you drank beer at his age, he certainly is your son!” The lie detector goes “bleep”.

A wife goes to see a psychiatrist and tells him that her husband is behaving very strangely. She tells him, “After he has drunk his coffee at breakfast, he eats the mug and only leaves the handle”. The psychiatrist replies, “Yes, I agree with you, it is very strange. I always think the handle is the tastiest bit”.
In The Pub Man: “Since we’ve been talking I have realized that you are extremely attractive and kind, with a good sense of humour!” Woman: “I don’t believe that at all, you are just trying to hope that I will come home with you, and you can talk me into bed!” Man: “You’re smart as well!”
