n June 23rd, 2016, the ‘Brexit’ referendum took place, and final details are still being hashed out. It does appear that there will be reciprocal arrangements regarding health cover between Spain and the UK. The last thing the UK Government wants to happen is that hordes of elderly residents go back to the UK and swell the demand on the NHS. The situation with Gibraltar is still very much in the melting pot! We comment in our “In the News” section that the relationship between Catalonia and Spain is far from being settled. There is now an elected President of Catalonia, but his stance is still very much at loggerheads with central government. There are some new announcements with regard to the ‘AVE’ (Spanish high speed train) and we explain these in an article. June 24th. In modern-day Spain, bonfires are still lit on beaches and previously herbs including St. The big event in June is the Mojácar ‘Moors & John’s Wort were thrown into the fire. This act was Christians’ event, and Vera and Carboneras now a “thank you” for plants and crops grown since the have their own events. We list the main Mojácar spring equinox and to ward off evil spirits. Men timeline in our “What’s On” section. It always takes jumped over the fire to ask for good summer crops, place on the weekend nearest to June 10th, and and women traditionally washed themselves with this year the dates are June 8thth. In 1488, the herbs and sea water that was thought to purify Christian forces from the Kingdom of Granada were them, increase their beauty, and make them lucky fighting the Moors and arrived in Vera where there in love! Nowadays, music is laid on with pop-groups was a battle that they won. They then turned their in evidence. In Alicante and other areas the bonfires attention to Mojácar and sent emissaries to see if (Las Hogueras in Spanish) go on for several days, they could negotiate a peaceful settlement. They and a carnival queen “Belleza de Foc” (Beauty of met with Alabez, the equivalent of the mayor, and the fire) is chosen. Mojácar, Garrucha, Roquetas de hammered out an agreement on June 10th. In 1988, Mar, Cabo de Gata, San Juan de los Terreros, Águilas which was the 500thanniversary, Carlos Cervantes, and Villaricos all have bonfires and fireworks on a well-known Mojácar councillor, proposed that the beach, and in Vera there is a street event there should be an event to celebrate this centred round La Fuente, now a water museum. anniversary. The ‘Moors and Christians’ event has June 24this not an official “red” fiesta when blossomed into what it is now. The very colourful everything shuts down, so there are bleary-eyed parade takes place on the Sunday leaving the village people in evidence. at 6.30pm coming down to La Fuente. This is another event that keeps on “vigil” as John the Baptist was reputedly born on growing in size.

In the News A New Chapter in Catalonia Since the democratic election in Catalonia last December there had been no elected president until May 14th. The deadline was May 22nd, and if there was no president then, new elections would have been called for July. Because the MPs Carles Puigdemont (ex-president) and Toni Comín were unable to leave Germany and Brussels respectively as they were waiting for a decision on whether they would be extradited to Spain, they were allowed a proxy vote along with MPs on remand in prison in Spain. This meant that all 70 MPs with a majority of five could vote. The four MPs from the very radical CUP party abstained, so the new president Quim Torra was elected by 66 votes to 65. He considers he is a caretaker president, and the real president is Carles Puigdemont, and he intends to have regular meetings with him. He stated that he was keen to have talks with the Spanish Prime Minister Mariano Rajoy to arrive at an agreed process for Catalonia to be independent. He then announced his list of Ministers that include two MPs on remand and two in exile. The Spanish Government had said that they would suspend ‘Article 155’of the Spanish Constitution that gave them direct rule in Catalonia when there was a president. Because of the choice of ministers they are keeping this in place. The situation is still extremely serious and pretty well deadlocked.
Reducing In Popularity The Spanish TDT TV system provides a wide range of digital television channels via an aerial and a simple decoder box. All the channels are “free to air” and modern TVs now include an in-built decoder. Nowadays, there are many pay channels as well, and they are becoming more popular. In 2017 the TDT operators had a market share of 77%, down on 2016, so the pay channels accounted for 23%. Cable TV accounts for 10%, the internet another 10%, and satellite 3%. This is causing some alarm in relation to the TDT providers who generate income from commercials, particularly the two largest companies ‘Mediaset’ and ‘Astresmedia’. These two companies are now going to team up with the Spanish television company ‘RTVE’ to form a digital internet platform with the programmes from all three companies.
Spanish consumers are very attracted to high quality television programmes including 4K for series and films, and are prepared to pay a premium. The TDT system cannot now compete. Between 2005 and 2009, TDT companies were paid 163 million Euros by the Spanish state to set up the TDT system, 60 million from autonomous communities (in our case Andalucía) and another 32 million for maintenance. Astra, the satellite company, went to court in 2013, claiming that these subsidies were unfair competition. Initially they won their case, but recently the European Justice Tribunal has reversed this decision. They have ruled that the setting up of the TDT system to cover 98% of the population, that was very expensive in rural areas, was a justified expense.
EU WiFi The EU Commission has announced that 1,000 grants of 15,000 Euros are to be made available to municipalities throughout the EU to provide free WiFi in public areas such as squares, museums, and libraries. The new initiative is called WiFi4EU and will apply to connections with a minimum speed of 30 Mbps. Municipalities have to apply for the first 1,000 grants by this July and August, and another four opportunities will be announced until 2020. The town halls have to provide a maintenance and breakdown service for three years. This new initiative has meant that within Spain, existing regulations have had to be changed. The CNMC organization deals with market forces and fair competition in Spain, and they have only sanctioned free WiFi in municipalities up to a speed of 0.25 Mbps so far. This very low limit was designed to not prejudice normal Spanish telecommunication companies, and in 2010 the CNMC fined the authorities in Málaga 300,000 Euros for installing a free WiFi network without reference to the legislation. The CNMC have had to announce that the speed for municipalities can now be increased, to take advantage of the EU offer.
Illegal Licences in Cuevas In 2004 Cuevas town hall approved a building licence to ‘Monsora S.L.’, a promoter based in Alicante. This was for 102 dwellings, parking, and commercial premises. After the company had started the first phases of the construction, the Junta de Andalucía

In the News (the governing body for Almería province) annulled the licence for two thirds of the site, stating that this land could not be classified as urban land. Another 11 projects were similarly denied permission. The promoter went to court, and in 2016 the Andalucia High Court awarded them substantial damages. Cuevas town hall made an appeal and the Spanish High Court recently gave their judgement. They have confirmed damages of 4 .9 million Euros for the value of the construction that had to be stopped, and 9.5 million Euros for loss of income from being unable to sell the completed project. The purchase price of the land needed was 2.1 million Euros, but the court ruled that the developer had bought the land before the urban licence was granted “at their own risk”. Although one third of the land was correctly zoned as being urban, this meant that the whole project was not feasible, and it was abandoned. At a special council meeting, the mayor of Cuevas, Antonio Fernández Liria, explained that the total they had to pay out, including court costs was 16 million Euros, but the existing debts owed by the town hall amounted to 3.8 million Euros. He announced that town hall lawyers were studying the court decision and firstly they would try to get it made void on the grounds it was against the public interest. If not they would try to obtain a grant that might be available, or sell town hall assets. He went on to say that at the time, the mayor of Cuevas was Jesús Caicedo, and the councillor for urban development was Juan José Pérez who ignored advice from the town hall technicians that the licence about to be granted was illegal.
A Most Wanted Brit Police stopped a car in Marbella early one morning but were not satisfied with the documentation of one of the men and considered it was false. It turned out that there was a European Arrest Warrant in place from the UK for theft from armoured security vehicles, illegal possession of arms and explosives, and using 75 different aliases. The man offered the Guardia Civil Police 500 Euros if they let him go, so he was consequently charged with attempting to bribe a police officer! In a video conference with a judge in Madrid, police were instructed that the man was remanded in custody for attempted bribery
and presenting false documentation. Extradition procedures will be considered by another court.
A Zero-Tolerance Alcohol Limit The Spanish Traffic Police (DGT) are modifying various aspects of the Spanish Road Traffic Act, and one proposal is that the alcohol limit for professional drivers is zero-tolerance. At present the limit is 0.3mg/litre of blood and 0.15mg/litre of air, the same as the limit that applies to a new driver in the first twelve months. Gregorio Serrano, the head of the traffic police, considers that in general professional drivers are very careful, but there are exceptions. He thinks that the law for professional vehicle drivers should be the same as those that apply to train drivers and pilots. In practice, the limit is slightly higher than zero, as some prepared food has a very small level of alcohol, as does some medicines. The DGT are also recommending that for drivers who are caught more than once with drugs in their system, they would have to be assessed by a doctor / psychiatrist before their licence was returned. Unless the medical opinion was that the person had completely stopped taking drugs, the ban would still be in place. Recommendations from the DGT have to be approved in the Spanish Parliament, but usually they are rubber-stamped.

The Spanish CC OO union have laid a complaint against Amazon claiming that they are in breach of employment laws at their largest premises in Spain at Madrid. The union are complaining that over 1,000 employees are on temporary contracts, and at least half of these are occupying positions that require them to have indefinite work contracts. The union are asking for a commission to be set up within Amazon to legalise and recognize the rights of employees. The union took strike action for two days in March, and another strike was announced for May 22nd. They are asking other Amazon employees in Spain and in Europe to take joint strike action on the Amazon “Prime Day”, planned for June or July with large discounts.
purchase price was 610,000 Euros. They have obtained a 540,000 Euro mortgage over 30 years of 1,755 Euros per month. This purchase has been highly criticised by some members of the party who consider that the aim of the party is to appeal to the common man, and underprivileged persons who are left wing, and the purchase is not compatible with these aims. Irene is expecting twin sons in September, and they defended their purchase as being “necessary” as an alternative to continuing to rent a property. Up to now Irene has kept a low profile in her private life and her relationship with Pablo. In view of the heated conflicting opinions as to whether they should both resign, they announced a vote by the 490,000 strong militant party members, from May 22nd-27th! At the time of going to press the result was not known, but the general view was that they would both continue in their jobs. Photographers from the leading Spanish newspapers and television channels have been scrambling to publish views of the new home and floor plans.

Amazon Employees
After several years of delay, María Lopéz Cervantes, the mayoress of Garrucha, has announced that work will start on the new roundabout where the exit and entrance road from Garrucha joins the bypass from Mojácar to Las Buganvillas. The large roundabout and associated road changes will allow for an industrial estate opposite the junction, and access to a hotel that will be built near the Ex Mari Orta school and cemetery. The work will be done in three phases, the first one being the construction of the roundabout at a cost of 700,000 Euros. Phase two costing 1.1 million Euros will be for the alteration of the exit and access roads, and the third phase is a pedestrian bridge costing 300,000 Euros. The first phase of the project will be awarded to the successful bidder before the end of this year. The existing The Podemos Political Party junctions have been a “black spot” for many years, Pablo Iglesias, aged 39, is the leader of the left wing particularly in the summer months, with frequent Podemos party, and his partner, Irene Montero, aged accidents. 29, is their parliamentary spokesperson. These will apply from July 1st to September 15th from 2018 to 2021, and from Palm Sunday to Easter Saturday from 2019 to 2021. Mojácar complies with guidelines established in 2014 relating to the number of nights that tourists stay in hotels and apartments, the number of people who have second homes, and the number of visitors who come to tourist attractions. These numbers averaged out over the year comply with the requirement that they are more than 5% of the total number of people on the padrón, the official register of inhabitants, as at January 1st, 2018.

In the News supplying information requested by councillors in opposition, employing people, and putting work out to tender. If they don’t do this it is a criminal offence. The ex-mayor of Albox, Rogelio Mena, was banned from holding public office for 30 months, and the ex-mayor of Carboneras has agreed to a ban for 12 months, after the time period was reduced on appeal. José Pérez Pérez who was mayor in Oria from 20072011 has lost an appeal against him being banned from holding public office, and the time period is 10 years in his case. He has been convicted of setting on 35 persons with temporary work contracts, and another 9 who were employed in sport and cultural activities, such as monitors at the municipal pool, entirely on his own bat. He also set on technical architects relating to the new guardería (nursery), issued building licences on non-urban land, and purchased a dumper truck and a JCB. All these were done without the proper procedure. The sentence from the appeals court bans him from holding office as a mayor, deputy mayor, councillor, elected employee of the municipality, and posts related to the autonomous community or the Spanish state.
confidence by consumers in Brazil as being the major cause of their bad results. They have a large presence in Brazil that Ricardo says is currently their major problem. Día has approximately 7,400 supermarkets in Spain including El Arbol ones.
Día Supermarkets The first quarter of 2018 has been a very bad time for Día. Total sales amounted to 1.9 billion Euros, 10% less than the same period in 2017, and their net profit fell by 74%. It finished up at 4.4 million as opposed to 17 million in the same period of 2017. The only major improvement was online sales of 18 million Euros, a 47% rise. The company lays the blame mostly on their operation in Brazil and Argentina. The ‘real’ currency in Brazil has depreciated by 15%, and the Argentinean peso has seen a depreciation of 30%. The Argentinean government is seeking loans from the European Financial Market to bail them out of their current monetary crisis, and they have General Elections next year. Within Spain, sales dropped by 6% which the company put down to competitors forcing then to reduce their profit margin, and the closing of some Día and El Arbol supermarkets. In 2017 they spent 90 million Euros remodelling supermarkets in Spain and Portugal. Their managing director, Ricardo Currás, thinks the situation will improve as the year progresses and states he is “relatively optimistic”, but points to a lack of

Jelly Fish Last month we highlighted the arrival of a type of jelly fish known as “The Portuguese Man of War” that have started to appear in this area. Their sting is very potent from their very long tentacles even when they are dead. Strong winds and high seas have carried these through the Straits of Gibraltar. At the beginning of May, high seas left an enormous amount of the special jelly fishes and ordinary ones on beaches and the edge of the sea near Almería city. Operatives removed 1,200kg in just two days! The municipal workers used dustpans, beach cleaning equipment, and a catamaran. The Spanish Department of Agriculture and Fisheries are reminding people what they should do if stung by ordinary jelly fish. If a person has been in the sea they should come to the beach and remove any trace of the stings by carefully pulling them out. The area of the sting should be copiously washed

In the News using sea water, not bottled water, and the person affected should not scratch the area or try to clean it with clothing. Applying ice for a period of 15 minutes helps to stop the venom from entering the blood stream. Antihistamine creams should be applied to the affected area, and being stung twice can cause a much more serious reaction. In the case of stings from the Portuguese man of war, medical attention should be sought from lifeguards or medical centres. On some beaches, town halls put up notices when there is a large presence of jelly fish, warning bathers to be careful.
Euthanasia in Spain New regulations are being debated in the Spanish Parliament that will allow people who have a severe terminal illness, or are suffering from severe physical or mental pain that is incurable, to end their lives. At present it is a criminal offence, along with another person assisting them to end their lives or helping them to commit suicide. The decriminalization will apply when the person has made it absolutely clear, of their own volition that they want to end their life. There have been several attempts in parliament to introduce similar laws that have never prospered. Euthanasia is legal in Holland, Belgium, Luxemburg, some US states, Canada, and Australia. In other countries such as Switzerland the authorities take no action. In a recent survey in Spain, 58% agreed with euthanasia being decriminalized, 10% were against it, and 32% were neutral. Assisted Reproduction In 2005 in the UK, the rules were changed to enable a person who had reached the age of 18 to discover the identity of the person who had donated sperm for in vitro fertilisation, if there had been this assisted reproduction treatment. This immediately stopped men donating sperm if they were not prepared to have a “son” or “daughter” suddenly appear at their door. Ten years later there were just nine men registered as sperm donors. In Spain, the current laws regarding assisted reproduction are that donors remain anonymous. Spain is now the leading country in the EU where assisted
reproduction is carried out, and many women come from the UK to have this treatment. This anonymity applies unless there are “very exceptional circumstances”. In one case this applied to a boy who needed a bone marrow transplant. The man who had donated the sperm was contacted by the medical team to ask if he would be prepared to come forward, anonymously, to see if he was a compatible bone marrow donor. Gorka Barrenetxea, a Professor of Gynaecology at the Pais Vasco University, is in favour of complete anonymity. She states that contact with a biological father or a woman who has donated eggs can cause psychological problems and lead to family conflict. She states that the logical extension of people being able to find their biological father is that it would have to apply to persons who are illegitimate. She proposes that at some time in the future, donors might be asked if they wanted complete anonymity or not.
A Catering & Hotel School Mojácar town hall has asked the Junta de Andalucía (the governing body for Almería province), for a grant to set up a catering and hotel college. This is being put forward by the ‘P.P.’ party delegate in the Andalucía Parliament, Carmen Crespo. She is stating that as Mojácar has so many tourists, and several large and family-run hotels that are often almost 100% occupied, it is vitally necessary that young people can learn catering and train for work in hotels. Carmen Crespo also considers that courses should be available for hotel and restaurant management, and the development of tourism. A Rumanian Basilica A new basilica for followers of the Rumanian Orthodox religion has been opened in Roquetas de Mar. It has been built in the Las Salinas area of Roquetas, on land donated by the municipality. When police were able to talk to the badly injured passenger the next day he told them the name of the driver, which was the same person who said he had been in a fight. By now he had been released from hospital, and investigations revealed that he had gone off in a hire car. The driver went into a police station with a lawyer two days later, admitted that he was the driver, and he was charged with various offences, including leaving the scene of the accident, and gross neglect of the injured passenger.
Endesa Power Stations Borja Prado, the head of the electricity generating company Endesa, has told a meeting of shareholders that the company has no intention of shutting any of their nuclear and coal-fired power stations, and they will invest heavily in modifications to minimise CO2 emissions. Electricity from coal-fired power stations, such as the one in Carboneras, is the most expensive way of providing it, and ecologists think that all coal-fired power stations should be phased out. The other very large producer of electricity in Spain, Iberdrola, recently announced that they will close their coal-fired stations. Borja Prado stated that he would work with the Spanish Ministers of Power and Industry and intended to comply with all their guidelines and EU regulations relating to CO2 emissions. He considers that nuclear power stations that can be made operational for 50 or 60 years, instead of the design life of 40 years, were Seat Arona viable provided government helped with the cost Seat Belt Recalls of necessary upgrades to prolong their life. Cars and Radar Cameras Guardia Civil traffic police have radar cameras in their cars that can measure speed when their vehicle is in motion or stationary. One of their cars, when it was stationary, measured the speed of a car at 214km/h on a 120km/h toll road. When the driver came to court he was fined 1,080 Euros, and banned from driving for 1 year and 1 day, for this serious infraction of travelling at over 80km/h above the speed limit. The driver appealed the sentence stating that the allowable error of fixed radar cameras was 5%, but on mobile radars the allowable error was 7%. Applying this 7% to a speed of 214km/h meant that he may only have been travelling at 199km/h. If so, this was not 80km/h over the 120km/h speed limit and did not constitute a serious offence! The appeals court upheld his claim, but the DGT (Spanish Traffic Police) then made their own appeal. The Spanish High Court considered the appeal and ruled that the error of 5% applied to a stationary police car radar, as it was obviously a fixed radar device in this case, and the 5% error meant that the minimum speed of the vehicle was 203km/h, so the conviction was right. The court pointed out that the regulations for stationary or fixed radars was that the camera was “triggered” at a speed of 126Km/h in a 120km/h limit from a fixed camera which was an error of 5%, but in the case of a moving police car the radar camera didn’t trigger at a speed of less than 128.5km/h, which was the 7% error. In a 100km/h limit, a fixed radar camera triggers at 105km/h, and in a 90km/h limit at 94.5km/h. In a 50km/h limit the cameras trigger at 52.5km/h. In the case of the Pegasus police helicopters their radar calibration error is between 1 and 3%, but the allowable error for a driver is 10% because of the speed of the helicopter. If a driver exceeds the 120km/h limit on a motorway, providing the actual

speed is less than 140km/h, the resultant fine is 100 Euros with no loss of points. Similar margins apply to other speed limits.
Viewing the Geode A geode is a hollow piece of stone containing crystals, and near Pulpí there is one that measures 8m long, 1.7m wide, and 1.8m tall, embedded in yeso (gypsum). Access can only be made by potholers, but it is considered to be extremely important geologically. The Almería Diputación (county council) has joined forces with Pulpí town hall, and a much larger access is being made at a cost of 500,000 Euros. There are 350m of passageways in the yeso mine, and it is intended that the geode and the mine will become a large tourist attraction. Since 2015 there has been virtual recreation on view at the Castillo de San Juan de los Terreros which has been seen by 40,000 visitors. Spanish Gazelles Not far from the Almería Alcazaba castle, in an area known as La Hoya, there has been a major scientific investigation, on-going since 1971. This relates to animals that are Spanish gazelles, a species in danger of extinction. In an area of 10 hectares scientists have been studying the activities of three distinct types of gazelles. Including persons who carry out the administration of the project, a total of 35 people are involved. Apart from natural plants that they feed on, the gazelles need an area where they can jump around, and high chain link fences enclose the site. The most endangered Spanish species of gazelle is ‘la gacela dama mohor’ that originated in North Africa where it is now extinct. The scientists in Almería have been working with counterparts in Senegal who are trying to breed this strain from ones sent from Almería. The land in Almería is perfect, with low and hilly areas, as one species of the gazelle is similar to mountain goats. One of the problems is foxes, and various gazelles have been attacked. Because of this there is a veterinary surgery on-site to treat any gazelles that are injured, and cater for pregnancies and new-born calves. Occasionally female gazelles will abandon their calves, in common with many other species. Continued ....

The Spanish Minister of the Interior, Juan Ignacio Zoido, has stated that the arrest of the man in Madrid was the lynch pin for anti-terrorist police to take international action, and many thousands of people who were downloading information relating to Daesh have been identified .
Accident Free The very large Yeso (gypsum) mine at Sorbas is the largest of its kind in Europe and is owned by the French Saint-Gobain Placo Ibérica company. They recently renewed an agreement with the Junta de Andalucía (the governing body for Almería province) confirming their commitment to health and safety in the work place and in the wider ambit. This agreement includes screening their workers for cardiovascular and cancer problems, and a healthy lifestyle in general. Their lifestyle program includes advice for a healthy diet, the importance of physical exercise, and help to quit smoking. They were able to tell the representatives from the Junta that the plant had been accident free for 18 years, a total of 6,500 days.
Combating Daesh Spanish anti-terrorist cyber experts have been working with their counterparts in France, Rumania, Bulgaria, the US, the Low Countries, Panama, and Canada to combat worldwide propaganda on the internet by Islamic terrorists. The concerted police action has shut down cyber activity in 133 countries, and revealed thousands of large and small websites. In 2016 Daesh improved their own cyber security, but Spanish Guardia Civil police arrested a Moroccan man in Madrid in 2017. After defeating the security features on his computer it was found to contain very large amounts of information that dealt with the distribution of videos, audio and text, worldwide.
New Lights for Almería Castle The director of the Alcazaba castle in Almería, Arturo del Pino Ruiz, came to this task from the Almería Museum that he had built up to be of international importance. He has introduced many new features at the castle, and the latest project is to totally renovate the lighting and security systems. The Junta de Andalucía Cultural Department has awarded the contract to a company with a lot of experience in lighting for important monuments at a cost of 550,000 Euros. The comprehensive project includes internal lighting, street lighting, and floodlights at night. The exterior lighting has been designed to highlight all the features of the castle, and internal lighting at night will have a reduced intensity. The new director has introduced guided tours at night that are proving very popular. Existing street lighting will be greatly improved with LED lights for efficiency and low cost. The project is due to start very soon with a completion time of 12 months.

He joined the Club Hípico Tito in Vera, prepared horses for the competitions, and is now in charge of the centre. The trade fairs have competitions that are a form of dressage, and the most important one is held at Seville where there is a large centre dedicated to this activity. Juan has passed classification trials and is competing in the champion of the world event known as ‘SICAB’ in Seville in November. Some of the competition has a mounted rider, but other parts involve the person putting the horses through their paces whilst dismounted. Police came to the centre as he was accused of various charges of stealing copper cable, scrap metal, and other items he sold for food. When the police had fingerprinted him there was no record of his fingerprint showing up in any data base. In court it was impossible to communicate with him as he had no knowledge of any sign language, but the court decided that he “probably” knew that he had been committing illegal acts and gave him a nine month prison sentence. It appears possible that he may be called José María as he has some response to this name, and may possibly come from a family in Seville who are known to the police. Through their lawyer, Caritas are trying to ensure that he is taught a sign language in prison, and their volunteers visit him regularly. They consider that the court should have released him into the care of their organization, or a similar one, and a prison sentence for a person in his position for relatively minor crimes was extremely harsh. They intend to give him every assistance when he is released from prison in September, unless they can secure an earlier release. Without any documentation and a DNI number he is unable to apply for any financial help and has no legal status.
A large project is to be started in Zurgena to tackle the problem of old and leaking water pipes. There are two phases in different parts of the municipality that have a budget price of 416,000 Euros, and the Almería Diputación (county council) is coming up with 70% of the money. The work done will not initially affect the existing water pipes and when everything is ready the new pipework will be connected to new water meter boxes. Spain and Military Armaments Spain may not be a country that one associates with the sale of armaments, but trade with other countries is brisk. Final figures for 2017 show that Spain exported military hardware to the value of 4.3 billion Euros, up 7% on 2016. 72% was exported to the EU and NATO countries, and sales to Saudi Arabia went up by over 100% to 270 million. Saudi Arabia is involved in the military intervention in the Yemen and sales of munitions went up from 34 million in 2016 to 90 million in 2017, with sales still in the pipeline for a total of 193 million Euros. Iraq bought munitions totalling 33 million, the Arab Emirates allied with Saudi Arabia against Yemen bought 27 million, Morocco 15 million, and Tunis spent 11 million Euros. In the News is that this year winnings are tax free if less than 10,000 Euros, less than 20,000 in 2019, and less than 40,000 in 2020. This unpopular tax was introduced a few years ago and the Spanish taxman collects in about 500 million Euros every year. If somebody wins the Christmas ‘El Gordo’ lottery this year and wins 400,000 Euros they will only be taxed on 390,000 Euros. If a person has visited Spain and bought a winning lottery ticket they have to come to Spain to collect their winnings, at which time the tax is taken off. The exception is if a person has bought a lottery ticket online. In this case they can claim their winnings online, via their online account. There is normally a period of six months to make a claim, and the winner can ask to be anonymous without any publicity. Small cash prizes are paid out from lottery offices, and larger payments are made via a bank transfer into a designated account. In the UK the minimum age to buy a lottery ticket and claim a prize is 16, and in the UK the HM Revenue and Customs tax authorities don’t consider lottery winnings to be income, so there is no tax taken off. When you have banked the money there may then be tax obligations depending on how much you have won.

Combatting Hay Fever Allergic rhinitis, known as hay fever, causes misery to those people who suffer from the complaint, and summer months are the worst time. The College of Farmacias has published guidelines aimed at minimising the severity. Pollen from flowers and plants causes the most problems, but people who suffer from hay fever often find that they become allergic to things such as house dust, cat hair, cigarette smoke, and long human hair. The advice the college gives is that outdoor activities should be restricted on really hot and dry days, and before or after any rain, as the pollen is “held down” and there is a greater concentration in the air. They recommend only opening doors and windows for ventilation first thing in the morning and in early evening, as the concentration of pollen is reduced at these times. Their advice for hay fever sufferers who want to take part in outdoor activities is that the best time of day is in the early morning before 10am, and in the evening from 7pm-10pm. Car windows should

So Now You Know... Mr. Potato Head In the World War II era, George Lerner who was an American inventor designed a series of plastic face pieces. The idea was that they were pushed into fruit or vegetables to make interesting faces. As fruit was scarce after the war, parents thought it was a waste of good fruit, and discouraged their children from doing it. Lerner sold his idea to a cereal manufacturer to be toys put in cereal packets. After a couple of years he talked to another manufacturer who thought the face pieces were really good, so they bought back the rights. In 1952 they were advertised on television as being intended for sticking onto potatoes, and sales boomed. Soap That Floated Proctor and Gamble developed a formula for white soap at an affordable price, and started manufacturing their bars of soap in 1878. A short time afterwards a worker forgot to switch off the machine when he went to lunch. When he returned, he found that a lot of air had gone into the mixture. He kept quiet about this in case he got into trouble and poured the soap into the normal moulds, and it was packed and shipped. A few weeks later customers told the salesmen, or sent in letters full of praise for the soap that floated! Along with many other accidental discoveries the Proctor and Gamble floating soap became a selling point! Paper Milk Containers John Van Wormer owned a toy factory in Toledo, Ohio. Going into work one morning he dropped his bottle of milk, resulting in glass and milk everywhere! He thought about this and decided that a rigid paper container was the ideal alternative. In 1915 he took out a patent, but it took him 10 years to perfect a machine that was capable of making the containers, after which he went into production. He found that Americans still liked the traditional glass bottles and demand for his cartons was not substantial. Eventually, the price of glass worked in his favour. By 1950 his factory was producing a grand total of 20 million containers a day.

The 12% who are Jewish outnumber all the Jews in Jerusalem City, and there are 1 million Muslims. The Episcopal St. John the Divine Cathedral is the world’s largest cathedral. Spark Plugs Oliver Lodge was an early radio pioneer, but he designed the “Lodge Igniter’ to produce a spark that ignited petrol vapour in internal combustion engines. With his sons they improved the design and they formed ‘The Lodge Plug’ company. Albert Champion was a French motorbike racer who went to America for races. He started manufacturing his own version of spark plugs in 1904 to fund his motorbike racing and traded as ‘The Champion Ignition’ company. He soon became the dominant manufacturer but in 1906 he lost control of the company. Not deterred, he set up another company in 1908 that was called, the ‘AC Spark Plug’ company. Electric Cars Vehicles powered by electricity existed in the 1830s when Dutch inventor Sibrandus Stratingh created an electromagnetic cart. In the late 1800s various electrically powered vehicles moved at low speed with rechargeable batteries. One of the best-selling ones was the Columbia Runabout, which could go 40 miles on a single charge and run at speeds up to 15 m.p.h. Clara Ford, Henry Ford’s wife, drove an affordable 1914 Detroit Electric, which could last 80 miles without a charge. The Tesla Roadster, which first hit the streets in 2006, was sold at a starting price of 90,000 dollars, well out of the reach ofthe vast majority of motorists.

Laws for Pets
L
ocally, there are many organizations that take in abandoned cats and dogs. They treat them for injuries, ensure that they have had the necessary vaccinations and microchips, and try to find them homes. In many cases a vet will sterilise female dogs and cats. All this is very expensive without any funding by local or national institutions. These centres have to rely on donations or fundraising and the willingness of organizations in places like Holland to find these animals homes. To feed a dog in a refuge centre over a period of 12 months can cost from 200 to 800 Euros depending on the breed and size, apart from many other expenses. If the animals stay at a centre for a period of years because they cannot be rehoused the expenses become very substantial. There is one centre for abandoned animals in Almería city that receives funding from the town hall, but this is not common.
three months and one year is handed down. Aimed at defending the rights of pets, these regulations have paradoxically added to the problem. Many owners dump unwanted pets at refuge centres, and numbers are getting out of all proportion. In Galicia in 2017 the number of dogs abandoned at their refuge centres was put at 6,000, so funding from central government or autonomous communities is badly needed to cope with the problems. Putting dogs down in refuge centres for no good reason has been illegal in Catalonia since 2008, Madrid in 2016, and now Galicia. This is now illegal at the municipal refuge centre in Almería city. This is not a problem restricted to our area, and legislation relating to pets is being strengthened and tightened up in many places in Spain. Courts now recognize that pets are not just “things” and they may be subject to custody and visitation rights in a legal separation or divorce between their owners, similar to the way the welfare of children is considered. Major funding to sterilize cats and dogs is considered to be vital, both to keep the numbers The total numbers of pets in Spain are very of puppies and kittens to a minimum, and help with difficult to calculate, but one way is from the public health concerns. An End to ETA
T
he initials ‘ETA’ stand for “Euskadi Ta Askatasuna”, “Basque Homeland and Liberty”, a terrorist group that has been compared to the IRA, operating in the Basque regions of Spain and France. From 1959 they campaigned for independence and self- rule, adopting a Marxist philosophy. Embracing terrorist activities they decided to target the Spanish government, individual politicians, and the Guardia Civil police. Their first assassination was a Guardia Civil police chief in 1968, and in 1973 General Franco’s apparent successor, Admiral Luis Carrero Blanco. They planted a bomb below his habitual parking spot outside a Madrid church. Car bombs became their preferred weapon, and in 1995 a car bomb almost killed Jose María Aznar, the then leader of the conservative ‘P.P.’ political party who later served as Spain’s prime minister. The same year, police disrupted a plot to assassinate the Spanish King Juan Carlos. In October 2011, in a video sent to the BBC they announced that they were ceasing all armed hostilities, but they had said this before and then re-grouped. They tried to start negotiations with the Spanish Government who flatly refused to enter into dialogue. They set up a “negotiating base” in Norway, but they were expelled from Norway as being terrorists. In 2013 they attempted to exchange arms for prisoners, but this was rebuffed as well. The hunting down of their terrorists and logistic personnel continued both in France and Spain, and in 2017 ETA started revealing the location of arms and explosives dumps, mostly just across the French border. They used “intermediaries”, but the police treated each discovery as a crime scene, and processed them as such, to continue their efforts at capturing further terrorists. This May, in an audio message, rather than a BBC video, they announced their final, definitive cease to any activity whatsoever. This has succeeded in opening up the whole can of worms again, and Spanish newspapers have published interviews with families of the people who were assassinated, almost every day. There was a sort of apology for the assassinations, some of which ETA termed “collateral damage”, but this
inflamed people even more, because it was selective rather than all encompassing. ETA are hoping that their latest declaration will result in a softening of the attitude of the Spanish and French governments regarding the large number of prisoners in jail, but both governments have announced that there will be no change. There are 243 ETA prisoners in Spanish jails in 44 different prisons including the Almería prison, and 88% are “first grade” prisoners with the strictest regime. The total number is made up of 215 men and 28 women, and there are 53 prisoners in French jails. Just before the May announcements the Spanish ‘Fiscalía’ (Crown prosecution service) announced that three of the ETA leaders, currently in prison in France, will be additionally charged with crimes against humanity. The Spanish judge who has brought these charges considers that all three were totally involved in the “systematic preparation and commission” of various large scale assassinations. An ETA anouncement in 2006
ETA assassinated 853 people, wounded 2,597, left 1,635 children orphans, and extorted money under threats of violence from 10,000 businesses. 358 of the assassinations are still being investigated and are “active” because, as yet, no-one has been charged. Numbers of people affected by their terrorist acts is put at 40,000. After the May declaration, 53,500 people quickly signed up on “change.org” stating that there was no way ETA could “turn the clock back”. One of the bitter comments was “ETA lives on, so do their families, but ours are dead”.

Paying in Cash
I
n many countries where there are earthquakes, or where there is advice as to what to do in the event of a major disaster or catastrophe, there is usually a basic recommended “kit”. This includes bottled water, timed food, torches, a radio, a first aid kit, and cash. This takes into account that in these situations a credit card may be of little use. In Spain, surveys show that despite the large increase in payment using plastic cards, or payment online, cash is still the most popular currency, particularly for purchases less than 45 Euros. A study from the Central European Bank has confirmed this and state that 79% of all purchases in the EU are cash transactions, and this percentage is 87% in Spain. The remaining purchases are made with plastic cards, and 2% using companies such as PayPal.
numbers of bank branches in Spain that are shutting shop is partly due to less cash transactions. The Spanish banking union ‘UGT’ state that in 50% of small municipalities in Spain there is only one bank or none. They state that for many consumers in rural areas having to travel elsewhere to find a bank constitutes a hardship, particularly for older people, and they say that town halls should install cash machines. They are also very critical of the regulation that sets a limit of 2,500 Euros for cash payments. In Germany there is a campaign to keep the 500 Euro notes, because cash is a major part of the German economy.
Advocates of paying for things in cash point out that it is very universal, cash is almost always accepted as a payment method, and is far more secure than credit cards that are open to fraud and identity theft. Cash minimises scams where people are tricked into paying for goods that do not exist. Paying for things in cash also helps households to manage their finances better, and getting into debt is less likely. Another reason for payments in cash is that the transactions are mostly anonymous, and there is no paper trail. In some cases this is considered a very good thing! The Spanish Banking Association considers that digitalization in banks and credit card or online Guillaume Lepecq is a French expert in the economy transactions are very convenient for consumers. and in 2001 he founded ‘AGIS Consulting’ that They do admit that this may lead to some advocated cash transactions as a vital part of “adjustment” in the number of bank employees, finance. Community News and supporters. A meal was followed by entertainment from the singer Barrington Dubois who came from the Valencia Region especially for this event. A large, unique cake featuring the F.A.C.E. logo was sliced up and shared by all. A raffle of 10 prizes, some donated by sponsors of F.A.C.E., helped to raise 233 Euros. For further information about F.A.C.E. and the work it undertakes, or if you are interested in joining, contact F.A.C.E. on: 634 306 727, or @FACECharity www.twittter.com or web page www.face-charity.com, and Facebook.
WACKY RACES VILLARICOS - MAY 19th, 2018 This year's Wacky Races Villaricos saw a grand turnout of supporters and some keen racing. Lucky Bar won the Seniors’ Race for the third time and were the first winners of the Tom Tannant Trophy, in memory of our late Race Marshall who passed away on the Race weekend last year. His family came over from UK to present the trophies. Second were Bar La Plaza and a gallant third were El Tanque who had earlier won the junior races. For the smaller children there were a variety of races and participants were given a Wacky Races badge and bag. Ian the DJ kept things moving along with dance groups: Flamenco school, Gymnastics, Dusty Boots line dancers, and Peña Fantasia, the village Carnival dancers. We thank everyone who attended, those who raced, supporters, business sponsors, and donors of raffle prizes, most notably Alan & Debbie Whitehead who gave their apartment for a week's holiday, Muriel the raffle ticket-seller and Lawrie's ticket-ripping gang. We are well on target to beat last year's record of 1,400 Euros. Much of this will be used to support the village school, as normal.
A HUGE WOOF, STEP, WOOF, SLIDE FOR - STRICTLY LINE DANCING MOJÁCAR The Strictly Line Dancing Mojácar group was formed 2 years ago by Mary Beth Hazeldine and Glynis Hurst who celebrated their second anniversary by donating a whopping 250 Euros to PAWS-PATAS. Classes are held in Sala Hollywood at the Hotel el Puntazo on Mojácar Playa on Friday evenings from 7:00pm until 10:00pm. Entry is 5 Euros and men are welcome! The evening starts with beginner dances and during the evening the dances progress for the more experienced. The group have had a lot of expenses buying equipment and paying for insurance so they are really pleased to have finally been able to donate to PAWS-PATAS. Miscellaneous APSA, the animal charity based in Albox, is after your money to help support the work the volunteers do to pay for vets' bills, fostering and homing costs, neutering, feeding, building new kennels etc. Liz Carey, from the charity, explains, 'We are asking people to look out old British coins and any foreign coins and notes they may have and take them to the shop in Avenido Lepanto in
Albox, or to the APSA stall at Los Llanos Saturday market. It does not matter about the quality or quantity of coins and notes every little helps.' The charity has already received notes from Ceylon, India and Russia and coins as old as 1788 - a pineapple penny from Barbados. So do you have any old pennies, threepences, even florins, in a drawer? Please help the charity by donating them. They will be checked and sold on to raise much-needed funds - even if you only have a few please donate them as they will add to the collection to be sold. Jokes of the Month Jury Fixing
Recipes for a Happy Marriage
My brother was on trial for first degree murder, although I didn’t think he had done it. The jury didn’t look at all good to me, but one of the men was really paying attention. After the court finished for the day I invited him for a beer. I told him that if he could persuade all the other jurors to agree to a reduced charge of manslaughter, I would pay him 10,000 dollars. After another two days the jury was out for almost eight hours, but eventually they returned and the jury foreman announced that they had agreed he was guilty of manslaughter, not first degree murder. I invited the juror I had promised to pay the money to for another beer, and slipped him the 10,000 dollars. He said that 10,000 dollars wasn’t enough for all the time it took him. I said, “They all wanted the death penalty then? I thought they might!” The juror said, “No, they all said we should find him not guilty and let him go!”
1. Twice a week we go to a nice restaurant, have some glasses of wine, good food, and companionship. I go Tuesdays, and my wife goes Fridays.
The New York Lawyer A lawyer runs a stop sign and gets pulled over by a sheriff. He thinks he's smarter being a big shot lawyer from New York and has a better education than any sheriff from West Virginia. The sheriff asks for license and registration. The lawyer asks, "What for?" The sheriff responds, "You didn't come to a complete stop at the stop sign." The lawyer says, "I slowed down and no one was coming." "You still didn't come to a complete stop. License and registration please," say the sheriff impatiently. The lawyer says, "If you can show me the legal difference between slow down and stop, I'll give you my license and registration and you can give me the ticket. If not, you let me go and don't give me the ticket." The sheriff says, "That sounds fair, please exit your vehicle." The lawyer steps out and the sheriff takes out his nightstick and starts beating the lawyer with it. The sheriff says, "Do you want me to stop or just slow down?"

If we do go out together, we always hold hands. If I let her go she dives into an expensive shop or the beauty parlour. 5. My wife has an electric tooth brush, an electric hair curler, an electric razor for her legs, and an electric hair dryer. One day she told me, “I have all these electric gadgets in the bathroom, but there is nowhere to sit down”. So I bought her an electric chair. 6. My wife came home one day in a taxi and told me the car had packed up, and there was water in the carburettor. I was impressed with her knowledge about cars and asked her how she knew this. ...and next... The Diaries
The Magic Performer A pretty, well endowed young girl got into conversation with a man in a bar. She asked him, “What do you do for a living?” He replied, “I’m a magician and can do amazing tricks”. “Really? Like what?” she asked. He replied, “One of my best ones is that I can feel a woman’s breasts and tell her the exact date she was born”. “That’s amazing. Can you try it on me?” The magician replied, “Certainly!” He put his hands up under her shirt, closed his eyes, and prodded, caressed, and pinched her nipples for almost five minutes. The girl was becoming a bit embarrassed and told him, “Surely by now you can tell my date of birth?” The man stopped squeezing her breasts and replied, “Yes, I know when you were born”. Giving a final caress he answered, “Yesterday!” On Parade As a group of soldiers stood in formation at an Army Base, the Drill Sergeant said, "All right! All you idiots fall out." As the rest of the squad wandered away, one soldier remained at attention. The Drill Instructor walked over until he was eye to eye with him, and then raised a single eyebrow. The soldier smiled and said, "Sure was a lot of 'em idiots, huh, sir?"

One morning her diary entry read: “My husband was in a really strange mood yesterday afternoon when I met him in town for a coffee. He was extremely quiet. I had spent the Saturday morning shopping with my girlfriends, and I was a bit late, but he didn’t even mention I was late. I wondered if he was worried about me spending too much money, so I told him I had only bought some dribs and drabs. This didn’t cheer him up though. I suggested after the very long silences that we went to the Chinese restaurant he likes so much. So we did, but he only picked at his food, and conversation was really lacking. I asked him if he was upset with me, but all he said was, ‘No’. In the car going home I told him that I really loved him, and he did squeeze my hand, but he didn’t say he loved me. I didn’t know what on earth was wrong. When we got home I decided we ought to have an in-depth talk to see if I could find out what the problem was, but instead he just switched on the TV, and said there was nothing to discuss. I was getting extremely concerned and was afraid he had met someone else, and might be thinking of leaving me. I went to bed early with him still watching the TV, but he did come to bed about an hour later. I was still awake, sick with worry, but surprisingly we did make love. I felt his heart wasn’t really in it though. After he had gone to sleep I couldn’t stop crying. I am sure he must be seeing someone else, there doesn’t seem to be any other reason why he is acting so strangely. Perhaps we ought to see a marriage counsellor; I have always tried really hard to be a good wife”. His diary entry read: “Terrible morning on the golf course yesterday. I finished up with a total of …97. Horrendous! I couldn’t putt to save my life. It really got me down. Got laid though! At least the day wasn’t all bad!”
