From Easter to Summer

T

he good weather and the numbers of Spanish nationals coming to this area for Easter, (along with non-Spanish tourists of course) resulted in record numbers. In Mojácar and other locations the large hotels were pre-booked to their maximum capacity, and the now popular “last minute” bookings helped swell the numbers even more. The Mojácar tourist department stated that all the hotel space from 4*down to family ones can cater for 10,200 visitors with the majority of them full over Easter. The fairly recent award as being one of the “Prettiest villages in Spain” given to Mojácar and Lucainena de los Torres has helped publicise this area. Apart from the new beach promenade in Mojácar the re-opening of the Plaza Nueva and viewing area in the village was completed on schedule. Rural tourism also recorded good results, and Cabo de Gata is 4thin a list of the “top ten” most beautiful beach areas in Spain. Mojácar was the location recently for a Spanish TV series where viewers vote for the “top” destination.

In the News A Step in the Right Direction A resolution aimed at protecting the rights of British citizens currently in EU countries has been passed in the European Parliament. There were 516 votes in favour, 133 against, and 50 abstentions. The proposals were put forward by Guy Verhofstadt who leads the EU in the ‘Brexit’ negotiations. The resolution calls for expat rights to be given full consideration and priority in the EU negotiations to recognize the fact that “many UK citizens have expressed strong opposition to losing the rights they currently enjoy”. A spokesman for Mr. Verhofstadt said they were very pleased with the result of the vote. “The resolution was outspoken, with no vague text, and it still obtained a two-thirds majority”. So good news so far! A New Organization The Andalucía parliament has approved the setting up of a joint body to co-ordinate transplants, blood donations, and tissue banks throughout all the provinces, including Almería. Spain is by far the world leader in transplants or blood donations. In 2016, 286,000 blood donors catered for the complete requirements of all the hospitals in Andalucía. Donations and transplants of corneas, tissues, and heart valves topped 3,400 and 814 organ transplants took place. Registration for bone marrow transplants in Spain went up by 32,000 people in 2016 to a total of 73,000 that is a 228% rise. We explain how this has come about in an article. Action Requested Politicians in Andalucía (the governing body for Almería province) are trying to pressurize the Spanish State into taking action to prevent flooding in the Lubrin, Antas and Vera regions. Pueblo Laguna and Puerto Rey are top of a list of “black spots” where urgent action is needed to prevent a repeat of the disastrous flooding in 2012. In 2001, work to dredge and deepen the various river beds was declared to be of “general interest” and, as part of a larger hydrological plan, 29 million Euros was earmarked for this work. Only very minor improvements have been made. The politicians

from Andalucía are asking the Spanish State to immediately include this work in their budget proposals, along with repairs to the large desalination plant at Palomares that was severely damaged in the 2012 floods and has never been put back in operation.

Scrapped One of the very controversial laws passed by the previous Spanish Parliament is known as “El Ley Mordaza” (Gag Law). This set up large fines for public demonstrations in various locations. If a demonstration took place without prior permission in areas such as outside the national or regional parliament, fines could be handed down of 30,000 - 600,000 Euros. Disrupting public speeches, sports events, or religious celebrations, could mean a fine of 600 - 300,000 Euros. Photographing members of the police or security services was outlawed on the grounds it was liable to result in individual officers being identified, and “showing a lack of respect” when police were trying to break up public demonstrations could result in a fine of 600-30,000 Euros. Now, the opposition parties in the current Spanish Parliament, who when they join together have a large majority, have voted to scrap this law. Critics said it was reminiscent of the harsh penalties put in place during the Franco years, when General Franco introduced a whole battery of restrictive practices. Opposition MPs stated that previous regulations before the new law was put in place were quite adequate. The present ‘PP’ party Prime Minister, Mariano Rajoy, and his 131 MPs cannot block any action by opposition MPs who form a majority. 176 MPs out of the total of 350 are a majority. This is a very good example of how laws and regulations can be passed in the existing Spanish parliament, even if the Prime Minister and his party do not support them. Carmen Chacon One of the brightest stars in Spanish politics, Carmen Chacon, died on April 9th aged 46. From birth she suffered from a congenital heart condition that caused her death. She broke the mould of women not being appointed to important positions in

In the News Spanish government. She became deputy leader in the Spanish parliament, Minister for Housing, and Minister of Defence in 2008. Pregnant at the time, she subsequently went to meet Spanish troops in Afghanistan. Her photograph there when she was seven months pregnant has become an iconic symbol of women in high office. In February 2012 she stood for the leadership of the ‘PSOE’ party and only lost the party election by 22 votes. She studied in the UK, Canada, and Switzerland and spoke fluent French & English. She became the first Spanish woman to be awarded the “Young Global Leader” distinction from the World Economic Forum and was an observer at the elections in BosniaHerzegovina and Albania. The three candidates vying for the leadership of the ‘PSOE’ at present cancelled all their planned meetings, and her coffin was taken to the ‘PSOE’ headquarters in Madrid for politicians, party members, and admirers, to pay their respects and sign a book of condolence. Carmen had links with Olula del Rio from her childhood, and an apartment at San Juan de los Terreros.

It’s Renta Time The annual declaration of income tax, known as the ‘Renta’, has to be completed by June 30th for the tax year 2016. People wishing to make an appointment at the ‘Hacienda’ tax office (in HuércalOvera locally) can do this from May 4th and appointments start from May 11th where assistance will be given in filling in the forms. Many people use ‘gestors’ to complete the paperwork for them. A previous on-line system known as ‘PADRE’ has been superseded by ‘Renta Web’ that was introduced last year. No download of any program is necessary and access is made direct to the Hacienda website. The site can be accessed from computers, tablets, and mobiles, and if a person has only partly completed the declaration they can go back to it at a later date, without starting again. A person needs their Número de Identificación Fiscal (NIF number) and the amount put in box 440 on the declaration made last year for 2015. Self-employed persons making the tax return still have to use the ‘PADRE’ system this

year, but next year the ‘Renta Web’ site will be extended to them as well. People who receive payments as refunds owing to the abusive “floor rates” of interest rates are able to account for this in the tax relief they receive for buying a main property. This only relates to 2012 to present date as the Hacienda is precluded from applying this to previous years, and interest on the “unpaid tax” will not be reclaimed as is normal.

Allow More Time! Airports are now having to carry out more comprehensive checks at passport controls from April 7th following an amendment to the “Schengen Border Control”. This deals with the free movement over EU borders for EU citizens and the entry of non-EU nationalities. This is mainly an “anti-terrorist” measure following attacks in many European cities. Passengers (including EU citizens) will now have their details run through several databases including Schengen, Interpol, “wanted” lists, and lost or stolen passport data. Passengers are being advised to allow more time at busy Spanish airports to avoid missing their flights, as happened at Málaga soon after the introduction, and 90 minute queues at Palma. Initial periods of 30 days up to a maximum of 6 months, are the times when the checks will be carried out on a daily basis and are mandatory. After this period, “spot” checks may be introduced instead or a further extension for another 30 days.

In the News The same regulations also apply to sea or land entry. An emergency meeting of the European Commission was called for on April 12th, after enormous delays in Greece and Spain, and chaos at the Spain/Gibraltar border. It was agreed that the new regulations could be dispensed with temporarily when there were “overwhelming difficulties” owing to the numbers of passengers. Delays in Spain have been stated in the UK press and social media sites to be a result of the Spain/Gibraltar controversy. This is entirely false.

Cancelled Tour ‘Medina Azahara’ is a band from Córdoba that was formed in 1979 with their own unique type of rock music entitled “Andalusian rock”. They were recently due to perform in New York, Dallas, Maryland, and Chicago. Their keyboard player put “yes” by mistake on one of the questions on the website ‘ESTA’ which is the “Electronic System for Travel Authorization” into the US for Europeans. Because of this mistake he was refused entry, and this was still refused after he visited the US embassy in Madrid to try and rectify the mistake and was questioned for two hours. The band had to cancel their tour and promised refunds to the hundreds of fans who had bought tickets. “Miss World 2009” The Gibraltarian Kaiana Aldorino, Miss World in 2009, has been elected the new mayoress of Gibraltar. At her investiture she announced that Gibraltar was British and would always remain so. Aged 30 with a son, she has been vice-mayor for 16 months. She works in the Human Resources Department at the San Bernado Hospital in Gibraltar. The “Miss World” organizers sent their congratulations, as well as a gift of 10,000 dollars for the Children’s Department of the hospital. Kaiana has stated on her Instagram page that Mother Theresa was not able to change the world on her own, but a stone thrown into the water produces waves.

Potential Problems The ‘IEEE’ is the Spanish “think tank” of the Ministry of Defence. They are expressing concerns regarding terrorist activity in Algeria. 46% of natural gas comes into Spain from Algeria, and the major pipeline and collection centre is in Almería. Total gas coming from Algeria (including natural gas) accounts for 60% of the gas used in Spain. The worries are that terrorist actions might cripple the natural gas centre in Algeria, with a major impact on Spain. When the pipeline was built in 2011 the cost to Spain was 4.2 billion Euros. The “think tank” state that terrorist action so far in Algeria has not been a common occurrence, but they are worried that this might change. In theory, the major Russian pipeline could provide an alternative source, but a reliance on Russian gas is not considered a good move, particularly with the sanctions against Russia presently in place. Reverting to obtaining gas from Libya, a previous major supplier, is also ruled out at present because of the unsettled state of the country. A Home for the Elderly Garrucha is to have a home for the elderly with 20 day places, 24 double rooms, and 11 single rooms. Tenders are being invited with an estimated cost of 2 million Euros for the 3,500 m2 building on 2 floors. The company selected will have to finance the construction with a concession to operate it for 40 years. In the News changes as regards the interest charged. Banks are trying to pull in more money, particularly with all the problems due to the “abusive” floor-rate interest scandal and refunds. Last Christmas, the short term interest rate was generally 3.2 % but in the first quarter of 2017 this has risen to 3.8%. Compared to 2013 this is still much better than the typical interest rate of 6.38% that was the highest rate in the last few years. Interest rate on a medium term period was 7.12% at the end of 2016, but has now risen to 7.77%. Credit card charges have remained at almost the same level since 2012 when the rate was 20.9%, hitting a high in 2014 of 21.17%. Last Christmas the rate was 20.84% but so far this year has fallen slightly to 20.79% on average. The period from Easter to summer is when more purchases are made, so credit card suppliers have a larger income. In 2016, total finance advanced for all purchases in Spain amounted to 27 billion Euros, up 14% on 2015. The peak year was before the financial and construction crises when 32 billion Euros was borrowed in 2009. 37% of money borrowed is for the purchase of vehicles. ‘FACUA’, the official Spanish consumer organization, state that anybody wanting a loan should shop around. Taking finance from a garage or vehicle manufacture is usually cheaper than from a bank, but this should be checked out before a purchase is agreed.

Mojácar Fees Mojácar town hall has passed a resolution regarding vehicle access to a property, or the loading and unloading of goods, where vehicles drive across the pavement. The basic fee is 80 Euros per year, for a maximum parking of 3 vehicles and an entrance 3 metres wide. A smaller entrance is rated proportionately, with an additional 10 Euros per extra vehicle. Letters will be sent to property owners asking if they want to pay the appropriate fee that will give them unhindered access, and if so a “vado” (no-parking sign) will be provided. ‘PSOE’ opposition party councillors claim that if no reply is received from the letters, a “vado” sign will be provided automatically and the fee is then payable. They say that this “tax” is confusing as requesting a “vado” is not compulsory. It appears that in the case of

communities, each owner will be asked to pay where parking within the community is available. Another regulation passed at the same council session was that “historic” or “vintage” motor vehicles over 25 yrs old are now exempt from paying the town hall equivalent of road tax.

Sewage Disposal Starting in 1991, the EU issued a directive regarding sewage treatment. By 2005, any EU location with more than 2,000 inhabitants was required to have an adequate treatment plant. In 2011 the EU referred Spain to the EU tribunal of justice on the grounds that 39 towns/cities over 10,000 inhabitants still did not comply with their guidelines. In 2016 the EU Tribunal recommended that Spain should be fined for non-compliance. In a list of member states where it is considered a lot more needs to be done, Spain is 19th in the list of 25. France is also on this list and the UK as well. Mojácar “Top”? Josemi and “J.M.” are two men who come to a particular location in Spain as part of a television series, “Caza Adventuras” (Hunting adventures). Viewers can vote for a “top” destination from a total of 25. The two travellers recently came to Mojácar and went to the Marina de la Torre golf course, had a scuba diving session, visited the Torre de la Mena tower, Macenas beach, Mojácar promenade, and visited the village where they tried the Mediterranean cuisine. The programme is televised throughout the Pais Vasco region, Youtube, and Facebook, and the TV programme attracts over 1 million viewers. Votes are then registered for the most popular locations by would-be visitors. Carmen García, the councillor for tourism, showed the two visitors round Mojácar and states they were suitably impressed! A Really Good Invention One of Spain’s worst air disasters took place in 2008 when 154 people died in “The ‘Spanair’ accident” when one of their planes crashed on take-off in Madrid. Only 19 people survived, including a young student of telecommunications, Rafael Vidal. A

In the News fracture of his leg refused to heal despite several operations, and he was told he needed to use crutches for the rest of his life. Finding that existing crutches were awkward and heavy and could lead to tendonitis he decided to see if there could be a new lighter design. Friends and industrialists he contacted told him that ideas he had were impracticable, but he persevered. With another friend he developed a carbon fibre crutch that went through 16 prototypes until they found the ideal material and design in 2011. The new crutches are now fully available for purchasers and weigh 240 grams, the same weight as a smartphone, and the selling price is 240 Euros a pair; 1 Euro per gram. The two inventors were recently awarded a prize for “outstanding contribution” at a large annual event in Birmingham concerned with personal improvement for physically challenged persons. Studies in the US in the last couple of years have shown that the use of these lightweight crutches can mean an operation for tendonitis problems is not needed. An orthopaedic department led by a specialist at ‘La Paz’ hospital in Madrid has recommended that all patients who need crutches should be given the new models. The two young inventors have also marketed a very lightweight walking frame. Four other people now work with the two inventors in their ‘INDESmed’ company.

A Major Reduction In an article we deal with new investments and promises of concrete action regarding the ‘AVE’ (high speed train). These were announced when the Spanish Minister of Transport, Íñigo de la Serna, recently visited Almería. The following day the proposed budget for Almería province for 2017 was announced as part of the government budget for 2017 that has not yet been passed in parliament. Since 2002-2016, the lowest amount earmarked for Almería province was 173 million Euros in 2006. From 2007 it went up steadily and peaked at 565 million in 2009, falling to 446 million in 2011. The present ‘PP’ government first took office in 2012 and the budget then dropped to 269 million in 2012 falling to 204 million in 2016. The 2017 amount is 39.7 million Euros! This amount has been described

as “derisory” and “quite unacceptable” by various politicians and representatives of industry and infrastructure in Almería province. 1.5 million Euros is for the repair and refurbishment of the old Almería station that is recognized as being of great historical and cultural importance and has steadily been deteriorating. This amount of money was the only immediate money promised by De la Serna when he came to Almería. A total of 110 million Euros of the promised investment in the 2016 budget only resulted in 15 million being advanced. Critics stated that the 2023 date for the completion of the ‘AVE’ is quite unrealistic and a more likely date (hopefully!) is 2025.

Palm Oil Ban? Palm oil is used in food and cosmetics, but the Spanish Society of Diet and Food Science have recommended that consumers should avoid products that contain this oil on a regular basis. They state that in its basic form, palm oil is rich in vitamins A & E but loses any nutritional value in many food processes where it is manipulated by the manufacturers. Various studies have indicated a risk to health but not all the conclusions are the same. Major claims are that palm oil in large quantities may be associated with cancer, diabetes, and obesity. The Spanish supermarket chains ‘Alcampo’, ‘Eroski’, ‘Dia’, and ‘Mercadona’ have announced that they are talking with their suppliers and will phase out the use of palm oil in their own

The Junta de Andalucía (which includes Almería province) tried to introduce a law in 2014 that banks could not foreclose on persons in severe economic difficulties, and the property would be taken over by the Junta and then let to the owner at a special rate. The exact terms were ruled by the Spanish High Court as being too harsh for the mortgage lenders and unconstitutional, and a new scheme will now be introduced. The Junta will exercise a right to buy a property outright when it is being auctioned for non-payment, or when a lender has agreed to a “dación en pago”. (This is where the bank agrees to cancel the mortgage for the sum of money outstanding from the total mortgage amount). This will apply to the unemployed under the age of 35 who have no income, persons over the age of 65, and victims of domestic violence. These property owners will then pay an acceptable “social” monthly rent depending on their financial situation. The Junta have earmarked 4 million Euros for this scheme that is intended to apply to 200 properties between now and 2020.

Cross the Box When a person or company in Spain makes the ‘Renta’ income tax return they can indicate that they want 0.7% of the tax they have to pay to go either to the Roman Catholic Church or to charitable and social organizations in Spain, or both of them (so they each receive 0.7%). The amount of money that this generates is apportioned out by the ‘Hacienda’, the Spanish tax man. It makes no different to the individual tax payer at all, and the tax they pay is unchanged. This is entirely voluntary and depends on whether a taxpayer decides to do this or not. In the 2016 tax declaration for the 2015 tax year, 11 million people chose the charitable donations, 7.3 million asked for the money to go to the Catholic Church, 3.9 million chose both, and 5.8 million did nothing. 19% of the money given to the Catholic Church in 2016 was to pay Social Security and tax from the clergy, salaries, and pastoral activities. 81% was to defray costs in general

throughout Spain. Roman Catholic bishops, archbishops, and cardinals are all paid 1,250 Euros a month in “wages”, with the two extra monthly payments on top. Payment for priests comes from money donated by parishioners. 1,378 different organizations dealing with 7 million vulnerable persons in a large number of categories received money from the charitable and social category. In 2016, the Catholic Church received 249 million Euros, and charitable institutions 300 million. In years gone by the most money went to the Catholic Church, but this has now changed steadily since 2009. It has to be remembered that when a form has boxes on it in Spain, the letter “X” means “yes” not “no”! A box with no “X” and left blank means “no”. “Ticks” have no significance in official Spanish paperwork!

Credit & Debit Cards Some sections of the population in Spain believe that the economy is improving and they can make purchases again. The number of credit cards in Spain is now 48.7 million, which means many people have more than one. The 48.7 total is 9.32 million more than the population of Spain of persons over the age of 15, so in theory every one of these people has 1.89 credit cards. Signs that the economy in Spain has probably “turned the corner” include a 3% rise in purchases in 2016. The number of debit cards in circulation is 26 million, and the number of transaction using credit and debit cards is almost identical at present. Banks state that many purchases are made with debit cards as opposed to credit cards by people who are still worried about their job situation and don’t want to run up debts. Go To ‘Specsavers’ A study of the visual capabilities of Spanish drivers has concluded that 600,000 have a 50% visual deterioration. 7 million drivers (27%) of all drivers need to wear spectacles or contact lenses and the study states that regular eye tests are very important. They consider that 90% of the information drivers need to process comes from sight, and a 50% deficiency can lead to three times as many accidents as people who have good sight.

In the News They recommend that tests for drivers over the age of 65, where their sight is part of the test, should be done every two years, rather than five years at present. They also say that driving without prescription sunglasses (only 16% of drivers do) or photo-chromatic lenses is another problem, and in strong sunlight with normal glasses a driver needs much more time to react to changing traffic conditions. The study concludes that many elderly drivers accept that they have problems at night time and voluntarily cut down their driving at night as a result. Despite this, they say that the ‘DGT’ (Spanish traffic authority) should consider the nature and make-up of road signs, and a large number of road signs in a short distance can cause problems of visual identification, and may lead to confusion and a slower reaction time.

A Good Joke “Benidorm Today” recently posted a news item suggesting that Spain is going to be given Gibraltar in exchange for Benidorm becoming a UK territory. It pointed out that the number of Brits in Benidorm is twice the number of residents in Gibraltar. It purported to have conducted interviews “for” and “against” from Benidorm residents! Not Guilty! On February 28th , ‘Día de Andalucía’, which was a Tuesday, and the day before school started again after the fiesta, a mother in El Ejido lost her patience when her 15 yr old son refused to do any studying by 8pm and continued using his mobile phone. After repeated denials to stop using his phone the mother forcibly took it from him. As he resisted he finished up with minor damage to his hand, and another relative took him to a medical centre. Following this, the minor made a “denuncia” (an official complaint) to the police! A judge in a children’s court ruled that the mother’s action was not designed to cause any harm to her son, and it was his resistance that caused the slight injury. The judge agreed with the mother that it was her responsibility that her son studied as the school requested, and there had been a four day period without school when he could have studied. The other consideration was

whether the mother had “abused” her son in her actions. The judge decided that she had not done this. A previous juvenile court in Spain has ruled that a mother who prohibited her child from leaving the house over a period of days as a punishment was acting unfairly as regarding the number of days and the initial problem.

Eat More Beans and Pulses The “Mediterranean diet” is considered the cornerstone of healthy eating and includes regular amounts of beans and pulses. The Spanish Nutritional Society states in a report that prepacked food has resulted in the recommended intake of 40 grams per day falling to 10 in the last thirty years. This drop is not a feature of diet in Italy or Greece that also embrace the Mediterranean diet. The society state that in Andalucía (which includes Almería province) consumption has fallen from 29 grams per day in 1980 to 8.6 in 2016. Persons aged from 65-75 consume the most followed by other adults but children only consume an average of 12 grams per day which is a cause for concern. The society state that school meals are very important regarding the ingredients. They say that the traditional diet has been proved to be very healthy and important for a balanced diet, and must be regained. They consider that 20 grams of beans and pulses per day should be a target amount, particularly for children. The recommended intake per year is 7 kg, and they say this has fallen to only 3 kg.

In the News A Key Date The new proposals for the ‘AVE’ (high speed train) from Murcia-Almería are highlighted in an article. The new date for completion is 2023. If it had been in April 2022 this is a very significant date. At 3pm on April 14th, 1992, the first ‘AVE’ train left Madrid for Seville, and cut the journey time for the 472 km distance to 2 hours 52 minutes. It was opened to the general public on April 21st. This year is the 25th anniversary, and April 2022 will be the 30th. The arrival of the ‘AVE’ was timed to coincide with the opening of the 1992 Seville international “Expo” event that drew 42 million visitors in the first six months. Passengers travelling between the two cities quickly duplicated, and 270 million passengers have used the train to date. Including modernization at the Atocha station in Madrid and the new station at Seville, the cost was 2.7 billion Euros. Today, the ‘AVE’ line is a total of 3,240 km that connects 47 cities, the largest network after China.

A Russian Hacker The National Police in Barcelona arrested a Russian computer programmer in early April. Piotr Levasho appeared on a “search & capture” list from the US in relation to cyber-attacks from last November during the Presidential Elections. The FBI claims that he was responsible for the hacking and publication of documentation designed to embarrass the Democratic Party and provide assistance to the election of Donald Trump, organized by the Kremlin. The Spanish authorities were aware that he had arrived in Barcelona on a flight with his wife and child, and he was arrested shortly afterwards. A Spanish court will now rule on his extradition to the US. The Russian consulate in Barcelona confirmed his arrest and stated they were offering consular assistance. His wife stated that he had told her the arrest was in connection to a computer virus he had allegedly created that helped Donald Trump to be elected.

A Bit Better! The registered number of unemployed persons in Almería province last March was 63,112, but there is usually a drop during and after Easter. Since 2013, unemployment in the province has fallen by 18,000

people, so this is some cause for optimism. Only 6% of persons who have found work in the last 12 months are on a permanent contract; the others are on short-term contracts. The EU says that Spain must take action to ensure that temporary contracts reduce, as the long term effects are not good. Young people are not taking their first steps on the property ladder if they are worried their work situation is not secure. Fewer people in 2017 consider they are liable to lose their jobs than in 2016, which is again a slightly better sign. Tomás Burgos is the Spanish Secretary of State for Social Security, and the number of people who pay into the system is just under 18 million. The difference between the amounts received from employment is still much less than that paid out on pensions, and the government have been injecting money to reduce the deficit. With the “extra” payments that pensioners receive in July and November, the available funds will run out by the end of 2017. The Spanish government are suggesting that the treasury lend the Social Security department the money necessary to keep it afloat. Special pensions for widows and orphans still come out of the same pot, and current ideas are that this amount should be sourced elsewhere. If this was done the Spanish Social security would only provide pensions to people who have retired.

A Lot of People! The Spanish Navy frigate ‘Canarias’ is one of the ships that patrol the Mediterranean sea to intercept and rescue the would-be immigrant “boat people”, and operates out of the US navy base at Rota in Cádiz. Recently, on a routine patrol, they intercepted and rescued 1,800 people from 14 boats in 12 hours! The presence of the mostly inflatable craft is monitored, and rescue missions are organized from a central base in Rome. The captain of the ‘Canarias’ was told that no other ship except theirs was in the appropriate area or could get there in time to assist in the rescue. 86% of the boat people come from Nigeria, Somalia, Mali, New Guinea, Senegal, Ethiopia, Egypt, Ghana, and Morocco. Once on shore, interviews take place to try and establish who is involved in the trafficking. The average price paid for a place on these craft oscillates from 800-2,000 Euros. Fernández Borra, the captain of the ‘Canarias’ with a normal crew of 261 sailors including a full medical team, has noted that the centre in Rome is now being advised by the people traffickers where the inflatable craft can be found, as they know a rescue mission will be mounted. These people described as being a “Mafia” organization know that the loss of lives of 360 people on October 3rd, 2013, is the reason why the co-ordinated European rescue missions have been put in place. Since this started 35,600 persons have been rescued, but it is not known how many have perished on their journeys.

The Mojácar ‘PGOU’ At a special council meeting in Mojácar, the approval of the new ‘PGOU’ document has been approved. These documents, that all municipalities have to put in place, cover the official plan for future growth and plans for approved urban development. Since the ‘PGOU’ had first been published in September 2014, a total of 105 objections or modifications had been notified to the council. 32 of these were acted on, another 25 are being studied and 48 have been denied. The plan allows for a possible increase in population (if all of it is put in place) from the present number of dwellings that is 9,500 up to 15,000. This would mean the inhabitants would increase to 25,800. The “ring road” to take traffic from the village area off the beach road forms part of this plan, along with recreational facilities, parking, and further beach development for tourists and residents. The mayoress, Rosa María Cano, welcomed the passing of the future plans and observed that no previous council had managed to bring this to fruition.

A Complicated System! Many public toilets in China have a large influx of visitors who still lack the basic facilities in their homes. For this reason, toilet rolls are rarely provided as, if so, they disappear at the speed of light. A packet of tissues that Chinese people carry round with them is the normal solution. A new system is now being pioneered in Pekin at a very popular tourist destination. Special dispensers at face height provide 60 cms of toilet paper. The special feature is that the face of the person is scanned and stored. The

Mercadona The supermarket chain bought goods from suppliers in Andalucía (including Almería province) to the value of 2.8 billion Euros in 2016 which is 4% more than in 2015. 5,910 companies provided food and goods, and their in-house brands, ‘Hacendado’, ‘Bosque Verde’, ‘Delipus’ and ‘Compoy’ are partly supplied from companies in Andalucía. Direct and indirect persons involved in the supply amounted to 52,000. Major logistic centres are in Málaga, Seville, and Granada. 268 new jobs were created in their stores which brought their supermarket employees up to 17,300. The company sign long term agreements with suppliers who have to operate a strict policy of high quality goods. Their fish buyers visit fish auctions in Almería, and Andalucía as a whole, to ensure the fish sold is very fresh. In 2016, their investment in their supermarkets with modernization and four new stores in Andalucía was 20 million Euros.

In the News who lost their lives due to German airstrikes. This took place during the Spanish Civil War, 80 years ago. The ‘Ciudadanos’ party were taken by surprise and said the motion had not figured in advance notices of the council meeting agenda. They stated that they were not averse to the idea in principle, but there were many people killed in Almería city during the civil war, and if a plaque was erected it should include their names as well. They said that a panel of investigators should be formed so as not to open “old wounds”. The three ‘Ciudadanos’ councillors abstained from voting, but a majority of other councillors approved the motion in principle.

‘Fair Internet Campaign’ 500,000 musicians, singers, actors, and dancers throughout Europe, are asking the EU in Brussels to rule that they are entitled to royalties from music or performances put out by internet companies such as ‘Spotify’, ‘Apple music’, and ‘Google Play’. Spanish artistes state that the internet companies had 1 million clients in Spain who downloaded 90 million items in 2016 with only a handful of performers receiving even a small amount of money. The Spaniards musicians, Nacho García Vega and Javier Campillo, along with the actor José Manuel Cervino, are the Spanish representatives in the ‘Fair Internet Campaign’ that went to Brussels to complain.

A Lot of Money Amancio Ortega (born 1936 in León) is the richest man in Europe and founded the Spanish ‘Zara’ chain of clothes shops, which is part of his ‘Inditex’ fashion empire. He is the world’s richest retailer and his companies include ‘Massimo Dutti’, ‘Stradivarius’, ‘Berksha’ and ‘Pull & Bear’. Until earlier this year he was the 3rd richest man in the world but is still in 4th position. He has only given three interviews with journalists – ever! He has formed a charitable foundation run by his daughter and has chosen Andalucía (including Almería province) for a gift of 40 million Euros for cancer treatment equipment. 4 million Euros will come to Almería province, and the agreement was recently signed at the Torrecárdenas hospital in Almería. The money will be used to purchase and install advanced linear accelerators that have to be put in a concrete bunker,

and modernization of other equipment. Work at Torrecárdenas to install a new state-of-the-art accelerator will start with the construction phase in 2018, and the equipment will be up and running in 2019. In 2020, one of the older accelerators will be replaced by a new one, and advanced software will improve the functioning of existing equipment. Other new equipment to be installed allows radiotherapy treatment at the time an operation is taking place, reducing subsequent radiotherapy. 32,000 new cases of cancer are registered every year in Andalucía and this is a 1.6% rise in men and a 2.3% rise in women in the last decade. This is put down to improved investigative treatment, a longer life expectancy, and a less healthy lifestyle. 40% of successful cancer treatment is associated with radiotherapy, and 16% is purely from radiotherapy. 60% of all cancer patients benefit from radiotherapy of some sort or another, so this will help 19,000 patients per year throughout Andalucía.

Trump and Merkel When Angela Merkel recently visited the White House it was commented on that at the photo-shoot for the press Donald Trump declined to shake hands. This was in stark contrast to Theresa May whose hand was held by Donald Trump when they were descending a ramp, apart from the photo-shoot. What was not reported in all the media was the fact that Donald Trump personally gave her a bill for 300,000 dollars (277,000 Euros)! This bill was the difference between the contribution that Germany had made to NATO which is supposed to be 2% of their Gross National Product, and the amount actually paid over since 2012 plus interest! A spokesperson for the German government described the handing over of this bill at this type of meeting as being scandalous and quite inappropriate.

No Action Yet Over a year ago, the Junta de Andalucía parliament (the governing body for Almería province) passed a proposal supported by all the political parties relating to palliative care for gravely ill children in Andalucía. A Purge on Unemployment The Spanish Government is intending to ensure that the number of unemployed in 2017 is reduced by 506,000. This would bring unemployment down 2% from 19% to 17%. Even if this can be achieved, the number of unemployed will still be 3.8 million out of a population of 46 million. The big problem is the level of unemployment for young people below the age of 25. About 40% of the unemployed are in this age group. A recent survey in Almería province came to the conclusion that 30% of people below the age of 30 still live with parents or relatives as they lack the resources to leave home. The long term target is that unemployment is reduced by the same amount in 2018 & 2019. If this takes place, unemployment figures will be the same as before the economic crisis ten years ago.

In Vitro-Fertilization Spain is the leading European country where woman have their eggs frozen for subsequent in-vitro fertilization, and the total numbers make up 50% of all other European women. This number has increased by ten times since 2009. The average age of the women has increased from 35 years of age in1995 to 39 at present. 30% of women that have assisted reproduction have their eggs tested for DNI characteristics, so that the best ones can be used. A Spanish gynaecological fertility specialist has stated that since Victoria Anna Perea became the first woman to have assisted reproduction in Spain in 1984, the typical applicant has changed considerably. Initially doctors were dealing with patients aged 30 or less who had a partner, and could not conceive naturally. Nowadays, the average age of 39 relates to a mature woman, who in many

More Wine Drinkers Domestic consumption of Spanish wines went up in 2016 to 9.8 million hectolitres, according to the Spanish Wine Market Observatory. Their director has stated that this is due to an improvement in the Spanish economy and better marketing by the wine industry. Consumption in Spain in the 1970s was 40 litres per head of population, but by 2014 this had fallen to 21 litres. A campaign by Spanish wine producers is being mounted to attract young drinkers in particular. According to an institute in California that collect data, Spain is the world’s largest exporter of wine, and in 2016 this totalled 23 million hectolitres at a value of 2.64 billion Euros. The average price of 1 litre was only 1 Euros 18 céntimos as low grade wine is the most popular choice in other countries where it may be mixed with other wines. Wine is either white, red, or rosé, but a group of people in the Basque country have produced a wine that is blue called ‘Gik live’! Spain’s largest wine producing groups have succeeded in banning sales of this wine which is considered to damage the image of Spanish wine. They say that it does not qualify to be described

The company that produce the wine say that it is made exclusively with grapes and an organic blue pigment. They have been told that they can market it as an “other alcoholic beverage”. They have launched a campaign on “Change.org” to have it declared as a special wine which deserves to have a place in the wine market. The alcohol strength is 11.5 degrees and 90,000 bottles have so far been sold in Spain. They say it is an ideal “wine” to be consumed with sushi, pasta carbonara and smoked salmon.

Not Good News! Figures from the UK ‘NHS’ Public Health Body, show that 17,200 people who were nurses and doctors left in 2016, compared with 13,300 in 2015, and 11,200 in 2014. Between July and September 2016 a total of 2,300 people with EU nationality left, compared to 1,200 in 2015. This mass exodus is put down to EU doctors and nurses being very concerned about their status post ‘Brexit’. Jane Dacre from the College of Medicine states that the UK government must provide safeguards now, and not wait until further large numbers have left. She points out that the UK cannot compensate for the loss in numbers from British nurses and doctors.

Gone Missing La Fiscalía (The Spanish Crown Persecution Services) are to mount a prosecution against a councillor in Carboneras, who in August 2009 was the Councillor for Culture. Josefa Cruz personally placed an order for 80 limited edition prints from the artist Francisco de Goya entitled “Disasters of the war” painted in 1863. The 80 prints cost 3,250 Euros and other items were purchased at the same time from a Madrid supplier. The prints and other items were delivered to Carboneras and signed for by Josefa. The additional items were put in the municipal library but not the prints. The purchase and whereabouts of the prints came into the spotlight when direct debit stage payments to the company in Madrid were being made by the town hall accounts department who asked what they were for. The prints have never been seen since, but their current

value is estimated to be 8,000 Euros. The allegation is that when the Judicial Police in Carboneras were asked to investigate their purchase and disappearance Josefa admitted she had bought them on her personal say so, not involving the normal purchase procedures. This is considered to be an offence. There is a further allegation that other individuals may have been involved that needs more investigation.

Fake Cigarettes As we mentioned in an article about smoking last month and in an article this month about Gibraltar, the price of cigarettes in Spain encourages a lot of smuggling, as well as counterfeit production. On the authority of a judge in Roquetas, the Guardia Civil police started an investigation that also involved Interpol in Bulgaria and Rumania. When the operation was concluded, a large ring of people were arrested and 1 million packets of cigarettes confiscated, with a retail value of 6 million Euros. In Almería province nine people were arrested including the alleged head of the operation who is a Bulgarian. In all, throughout Spain, there were 32 arrests and others in Bulgaria and Rumania. Search warrants were served at nine locations in Spain, and twelve high value vehicles seized. Police allege that raw tobacco from Rumania was smuggled into Spain by road and mixed with other additives that the police state are toxic and damaging to health. The mixture was converted into 32 branded packets of tobacco including some from China. At a press conference, police claimed that none of the arrested persons smoked any of the brands, and the taste and smell was far from being good. It is alleged that the cigarettes were sold in a variety of outlets run in the main by Arab and Chinese owners or from parked vehicles.

Her Last Wishes An elderly lady, Carsten Flemming Hensen, was admitted to a University Hospital in Denmark after suffering a ruptured aorta. It was considered that she would not survive surgery, and internal haemorrhaging would mean she only had a few days to live. She asked that she was allowed to smoke a menthol cigarette and drink a glass of white wine. The hospital authorities decided that her last wishes were more important than their policy of a non-smoking ban throughout the

hospital, and after moving her to a room with a balcony and a view, they complied with her wishes. A hospital spokesperson stated that protocol was one consideration, but the last wishes of a terminally ill patient had to be taken into consideration above all else. With the permission of her and her relatives they put a photograph of her enjoying her last requests on their hospital Facebook site. 4,500 people quickly gave it a “like”. Android Number One The android operating system is the one most used in mobile phones but was consistently in second place to ‘Windows’ overall. Now, ‘Google’ have announced that the android system has overtaken ‘Windows’ worldwide by a small margin, with 37.93% compared to 37.91%. Analysts say that this is a feature of the “post PC era” with the development of smartphones and other devices.

So Now You Know... The Mona Lisa Theft Sometimes, when famous paintings are stolen they finish up in the hands of a private collector, and only he or she has the thrill of looking at them. In 1911, with much less security in museums, an Italian workman, Vincenzo Perugia, walked into the Louvre museum in Paris and stole the Mona Lisa. Two years later it was discovered by his landlord in his modest lodgings in Florence in a suitcase. When asked why he had stolen it he replied that Leonardo Da Vinci was an Italian painter, so the Mona Lisa subject was Italian as well. He stated it was part of the cultural heritage of Italy and it should be kept in Florence. Monaco Many people associate the American film star Grace Kelly with Monaco after she married Prince Rainier III in 1956 and became Princess of Monaco. Devotees of the Formula 1 races know that the race there is a street circuit, not on a special track. This is because Monaco is a microstate of less than two square km. The harbour is always full of extremely expensive super-boats whose owners often gamble at the equally famous Monte Carlo casino. 32,000 people are residents, but only 15% have been born there and lay claim to being “Monegasque”. The extremely low rate of income tax is a big attraction for wealthy people. What Colour Are Polar Bears? Polar bears have a thick fur that is usually described as being white and is stated to help them merge into the snowy background, so they don’t stand out. In reality, their hair is made up thousands of almost transparent very thin strands and reflected light from the snow makes it look white. At sunrise and sunset it takes on a yellow-orange colour that is also reflected from the snow. In midsummer the fur moults and they then become a greywhite colour. The very thin hairs are completely hollow and in 2004 two polar bears at the Singapore Zoo turned green. The reason was algae from their pond that had gone up into theirhairs.

A Record Fall Betty Lou Oliver was a lift operator on the 80th floor of the Empire State Building in New York. Everybody knew that a lift could never fall right down because of the brakes and safety cables. In 1945, a B-25 bomber lost in fog hit the building and as Betty Lou was badly burned she was put into another lift to take her to ground level and hospital. The aircraft collision had damaged this lift as well, and it plunged down 300 metres. Overdosing on chocolate and red wine does not dramatically decrease your chances of having a heart attack but it can lead to other health problems.

ollution from motor vehicles is accepted as being a major cause of death and respiratory problems. Deaths from noxious fumes are more than the number of people killed in traffic accidents, and the costs to health authorities are very high.

The “Pablo Ráez” Effect

B

orn in 1996, Pablo Ráez died in Marbella in February shortly before his 21st birthday. He had needed a second bone marrow transplant to combat pernicious leukaemia type m6, but his body rejected this as it was not a perfect match. He was having chemotherapy treatment at the Málaga University Hospital Carlos Haya 3-4 times a week. He was a prolific blogger with a huge presence on social media sites. His plight, when it became known, had a dynamic effect on many thousands of young people, not just in Spain. He put a letter on Facebook last August entitled, “¡Siempre fuerte!” (Always strong!). He requested that 1 million people registered as potential bone marrow donors. When his death was announced there were homages in every type of media from all over Spain, and hundreds of people attended his funeral. Three days later on February 28th , Día de Andalucía, the authorities in Andalucía posthumously awarded him their “Gold medal”. His girlfriend Andrea is continuing with the campaign.

Once a donor is on the central register their bone marrow composition is available to be matched. If a person is asked to give a donation there are two ways this is done. The technique in use the most is called “PBSC donation”, done at an out patients clinic at hospitals that specialize in this treatment. Injections of a drug are made to boost the rich blood cell count, and this will be done once a day for five days. Blood is then extracted from one needle, put through a machine that collects the cells, and the blood then returns via another needle. The other technique may take place in a day hospital, but usually there will be a short admission. Doctors extract live liquid bone marrow from either side of the pelvic bone. A local anaesthetic means there is no pain.

Areef Laarej heads the blood transfusion centre in Almería city and co-ordinates the register of bone marrow donors from Almería province into the Central Spanish Registry. Apart from the large increase in potential donors, their age is very important as only people below the age of 55 are suitable. A young person who has registered will stay on the register for a much longer period of time. The National Register in Spain had 250,000 young persons on it in 2015, but this is now increasing rapidly. Throughout Andalucía, the possibility of becoming a potential donor if in the right age group is now suggested at every blood

The Fear of Flying

U

sing an aircraft to fly to a destination is the safest means of transport by a very large margin. Despite this, 20% of the population doesn’t use aircraft because they are too scared to do so, or when they do may suffer panic attacks. In 2016 worldwide, 19 aircraft accidents resulted in the deaths of 325 people, but they were all nonEuropean airlines, and “low-cost” airlines have no reduction in their safety procedures. They are regularly inspected by bodies such as the UK Civil Aviation Authority. We mentioned a couple of months ago that the safety record of ‘Ryanair’ is higher than ‘American Airlines’, the world’s largest airline. Neither ‘Ryanair’ nor ‘easyJet’ have ever had any major safety incident or fatalities. Compared to aircraft fatalities, a total of 1,160 people were killed on Spanish roads in 2016, more than all deaths involving Spanish airlines since 1980!

Flying with Confidence course

A New Rail Timetable

T

he relatively new Spanish Minister of Transport, Íñigo de la Serna, recently came to Almería. He knew full well that he had to come up with some very concrete plans or promises regarding the complete lack of any investment or work in Almería province on the ‘AVE’ (high speed train) from Murcia to Almería.

Apart from the awarding of a contract for the 12.5 km stretch from Pulpí to Cuevas, nothing else has happened since 2012. This contract is now scrubbed after the contractor ‘SACYR’ threw in the sponge. De la Serna was expecting a hostile reception but had scheduled various meetings not only for the ‘AVE’ project. The ‘Mesa del Tren’ is a large pressure group in Almería with 50 associates including politicians, tourist bodies, commerce, and leaders of industry. Along with their counterparts in Granada and Valencia they have taken their complaints regarding the ‘AVE’ to Brussels. De la Serna announced that “unfortunately” he was not able to schedule a meeting with them, but someone else would come and see them. This went down like a lead balloon! At a press conference he stated that he realized there was a lack of credibility in any plans and promises to date, but he had concrete proposals. He announced that seven major missing sections of the ‘AVE’ would have all the projects completed, land expropriations made, and contracts awarded during 2018. This would enable work on all sections to start in 2019, with a full completion by 2023. As we stated last month, all of the ‘AVE’ line consists of twin rail tracks, and all of the projects supposed to have been approved up to now in Almería province have this twin track. The new plan is that the twin track finishes at Pulpí which is the start of the first section on the Almería side of the Murcia-Almería border. All sections in Almería province culminating in Almería city will only allow for one track with trains going in both directions. To make use of the existing enormously

These plans have a budget of 1.7 billion Euros, with 50 million spent in 2018 on expropriations and the first contracts. But no definite approved plans exist for Murcia city, Lorca (not far from the border with Almería), or Almería city. All these places want an underground station. Possible budgets are not included in the current total. The only work completed so far in Almería province some years ago is the twin base track from the outskirts of Garrucha to the end of the twin tunnels near Sorbas which is 27 km. All projects from there to Almería city are now scrap as there is going to be just a single track! These sections account for 49 km of the total of 95 km in Almería province. The “Mesa del Tren” group state that a single track will be a disaster and totally unacceptable for the transit of passengers and goods. De la Serna came to Almería with some good news. The old emblematic station will have all the repair work completed in 2018, and will then be given to Almería city for a cultural centre or whatever they want to do with it. Will the ‘AVE’ promises materialize? None of them have since 2012!

Affected by Brexit

A

s a result of Theresa May invoking article 50, which will lead to the UK leaving the EU, there are about 4.5 million persons who are Europeans and may have started to worry about their future. This number is made up of 3.2 million persons from EU countries that live in the UK, and an “official” 1.2 million Brits who live in other EU states. The members of EU states that live in the UK have formed “The 3 Million” group to pressurize the UK government that post ‘Brexit’ they do not lose any rights, and are not part of a bargaining chip. They are not too concerned about the 1.2 million Brits who live outside the UK, but do agree their rights should be respected as well.

They worry that their basic pensions may be affected, and entitlement to free healthcare in Spain that is (rightly) considered to be vastly superior to the UK at present with all the NHS problems. The other side of this coin is that the UK doesn’t want large numbers of elderly Brits coming back to the UK purely on the grounds of obtaining health cover! This would disrupt the NHS even more and put extra demands on social care. The UK authorities are keen therefore to guarantee continued health cover for ex-pats. Another worry comes from the ex-pats who have set up businesses in Spain without any hindrance and pay all the taxes involved. Will they still be fully entitled to continue in the same way, or find impediments in opening up new businesses?

Sue Wilson is a British ex-pat who with her husband has lived in Alcossebre in Castellón for ten years. Concerned about her future (she is now aged 63) she has formed the “Bremain in Spain” pressure group for expats. She also wants to pressurize the EU to issue a “European Citizen” passport for everybody who may lose their rights or civil liberties. For this ambitious plan to be debated in Brussels she needs 1 million signatures from a minimum of 6 EU states. Community News APSA, the animal charity based in Albox, recently held its AGM at Maloans. The members were introduced to the new kennel managers who hope to commence work in the summer and to Maggie who is the new shop manageress. The Saturday Los Llanos market stall is doing particularly well and holds regular tombolas to raise funds. Penny is also organising a summer fiesta at Kubatin in Arboleas for Saturday, July 1st, with band Impulse already booked. The annual sponsored dog walk will be in September and APSA is grateful to Maloans for holding a regular quiz in aid of the charity on the third Monday of each month. The charity is also indebted to ACRAA who fund raise for all local charities and are holding a dog show in Arboleas on 7th May with proceeds going to APSA and Puppy Rescue. APSA always needs help for the hundreds of dogs in their care dog walkers, fosterers, volunteers for the shop and market stall and to help fund raise. Building materials and help are needed at the kennels, one project being to build a small casita to help small, frightened dogs to acclimatize to life at the kennels. If you can help in any way, do please call in the shop in Avenida Lepanto, opposite Chapman’s bar in Albox, or at the Los Llanos market stall or on the APSA facebook page As it is often difficult to home dogs locally we have to look further afield with the help of the Facebook page. with her sister six months ago. Someone from Berlin saw her photo on our Facebook page and fell in love. They adopted her and Nuno had a ver y exciting adventure during the last months. First she moved from the kennels to a foster home in MojĂĄcar and enjoyed some holidays while we were organizing her trip. From her foster home, she went to a dog hotel in Murcia where she was picked up by the transport and made her way to Berlin, Germany, where she finally met her new family two weeks ago. She has settled in well, enjoys her life every day and is a very happy girl now. The new family love her to death; happy ending!

Exhibitions Art Exhibition ¨More Than Paint¨ Inauguration is on June 4th at 12.00 noon, Galeria de la Fuente, Mojácar Pueblo. Paintings by Bernice Willis, a professional Cornish painter now living in Spain, and Didi Arias, long term Mojácar resident, along with guest artist, well known local, Anika Poort. The exhibition will run to the end of June. Trazos que encienden horizontes is an abstract art exhibition by six female artists and sculptresses and can be seen until June 18th at the Museo de Arte, Almería, Espacio 2. The Sportsmen A man entered a bar and ordered a pint of beer, but suddenly he gets a call on his mobile. So before attending to his call that he wanted to answer outside, he got a serviette and wrote on it, “The World’s Best Pistol Shot”, and left it under his glass to make sure nobody drank it. He was shocked when he returned as the glass was empty. There was a new serviette with a message that read, “Thanks for the beer, The World’s Fastest Runner.”
