Spoilt by Bad Weather
T
he very lavish Easter processions in Spain were marred by very bad weather. Starting on Easter Thursday, sixteen areas in Spain had a yellow alert for rain, storms, wind and high seas. Others had a yellow alert for either rain or wind, and coastal areas in Alicante and Murcia were warned to expect heavy seas.
throughout Easter week, and some leaders of political parties and senior members of government usually take part in the Easter processions. This year, in many areas, they were politely asked not to appear as the organisers considered that the resultant media activity would detract from the importance of Easter as a religious event.
A Romeria
The organisers of Easter processions cover up the enormous statues with large sheets of clear polythene if there is moderate rain, but they cannot process if there are high winds. In Almería province there were mostly grey skies and moderate rain rather than torrential rain and high winds but the weather station at Bayárcal (the highest municipality), and one at Ohanes both recorded over 30 litres per m2 of rain in 12hrs, and snow fell at Puerto de la Ragua. There were large number of visitors to Mojácar and other local towns and villages and many hotels in Almería city and Roquetas de Mar were almost 100% occupied. Sunday May 26th is voting day for the political parties who will run our town halls until 2023. We give some information in our “In the News” section and explain how the voting takes place in an article. In areas with a large number of expat Brits who have a vote their participation can be decisive. In a very short period of time, Andalucía, which includes Almería province, has gone from being a community where inheritors paid punitive taxes, to one of the best in Spain. The relatively new Junta de Andalucía government have reduced taxes even more, and this is very good news for their inhabitants. We explain what they have done, and are promising to do, in an article, and we deal with Spanish income tax declarations for 2018 that have to be completed by July 2nd, in another article. There are some new regulations that apply to self-employed persons. Sunday, April 28th saw elections in Spain for a new central government. Electioneering took place
The first Sunday in May is Spanish Mothers’ Day so this year it is on May 5th. Because May 1st is a national fiesta day in Spain some people will take the intervening days off work and this idea is known as a “puente” (a bridge). As this year it is so close to Easter it probably won’t be so popular. May 15th, so Wednesday this year, is a major fiesta in Madrid to celebrate the Spanish Saint Isidro. He died about 1172 and was a farmer who apparently helped large numbers of poor people in Madrid. Locally, Mojácar and several other towns and villages organise a procession known as a “romeria” with decorated farm vehicles, which heads into the countryside, with food and drink supplied. If there is a statue of Saint Isidro in one of the churches this will be taken along. In Mojácar this is on the nearest Sunday to May 15th, but the actual day that it takes place varies in different municipalities. During June there are no major “red” fiesta dates when everything shuts down nationally, but Friday, June 14th-Sunday, June 16th is the “Moors & Christians” weekend in Mojácar which attracts many visitors.

In the News The May 26th Municipal Elections All Spaniards over the age of 18 on or before May 26th can vote in the municipal elections, and members of EU states living in Spain if they have applied for a vote in previous elections (and are still on the padrón – the official list of residents in a municipality), or they applied before January 30th this year. UK expats who have applied to vote can do this irrespective of whether the UK is still in the EU on polling day. In municipalities where there are a lot of UK residents their votes can be decisive, and the elected councils serve until 2023. We explain how the electioneering takes place from May10th and the voting process in an article. If your council has been very good in running the municipality and been active in matters such as regularising “illegal houses” it is a good idea to vote for them again. If on the other hand your municipality has been badly served by your council, has been involved in corruption, or pushed through very controversial regulations they don’t deserve to be re-elected. Councillors in power receive a salary that can be very substantial, but councillors in opposition receive peanuts. In another part of this news section we comment on the Euro MPs elections that take place in Spain on the same day. Good Employment Figures Statistics published in early April showed that at the end of March there were 19 million people paying into the Spanish Social Security system throughout Spain as 155,000 started paying in following them finding work. In 2008 there were 19 million people paying in but this fell to 16 million in January 2014. Since then there has been a steady increase and this is very encouraging news as the March figures do not include Easter. There are always people employed at Easter who may or may not stay on the employment register, but numbers will be substantial. In March 57,000 additional employees were registered in the hotel and restaurant trade as many establishments opened that were closed during the winter. The other good news is that the number of registered unemployed people in Spain at the end of March had dropped to 3.25 million, 34,000 less than at the beginning
of March. In December 2008 there were only 3 million unemployed but this rose to 5 million in February 2013. Young people unfortunately make up a large number of those without work and the ones who are in work but with temporary contracts find it impossible to commit themselves to obtaining a mortgage.
Drivers Using Mobile Phones Pere Navarro, the head of the DGT (Spanish Traffic Authority), wants the penalty for using a mobile phone whilst driving to go up from three lost points to six. It is likely that when there is a new Central Government following the General Elections of April 28th this and other changes will become law. Meanwhile, Bartolomé Vargas who is the coordinator for road safety is writing to the Guardia Civil and Policía Local (Local Police) with a new proposal. He is authorising the police forces who attend major or minor accidents to ascertain if the driver was using a mobile phone at the time. It is not his intention that the police look at a mobile phone to see the call register at the scene of the accident as the police would have to ask a judge to give them the authority to contact the service provider and obtain the information. If a driver was using a “hands free” system the police would have to decide if this caused sufficient distraction. In the event that driver is using a mobile phone and causes a fatal accident the penalties can come from infractions of the Spanish penal code, not just road traffic legislation. These can include the withdrawal of a licence, heavy fines and in severe cases a prison term for the offences of gross negligence that caused a death and involuntary manslaughter. It is considered that in 20% of accidents the driver has been using a mobile phone at the time. Facebook & Instagram We recently featured the potential problems with passwords and their security in an article. On Thursday April 18th Pedro Canahuati, the Facebook Vice President of Security, revealed that the exposed Instagram password problem in March, that was said then to affect “tens of thousands” of users, actually applied to “several millions”. The passwords

In the News appeared in plain text, not encrypted text, on internal server logs that Facebook employees cannot normally see themselves. Pedro Canahuati stated that there was no abuse or misuse of the passwords and all affected users would be notified. In March, Facebook stated that the problem also applied to “hundreds of millions” of Facebook Lite users and “tens of millions” of other Facebook users, and all of their customers had been advised of the problem. These latest breaches of security add to the many problems Facebook has admitted to have occurred previously. Cynics pointed out that Thursday April 18th was the day that the 443 page Mueller report became available in the US and suggest that Facebook hoped that their announcement would not be prominent in news outlets.
Holiday Rentals In many major cities, particularly in Madrid, Barcelona, and ones in the Balearic Islands, the explosion in holiday rentals has caused many problems. Companies such as Airbnb advertise an enormous number and until recently refused to supply the registration number where attempts have been made to regularise the market. Compulsory registration has been in place in Andalucía (which includes Almería province) for several years. In the Community of Madrid legislation has now been passed that will drastically limit the numbers of properties that can be let. This applies to ones that are available to be rented for 90 days or more in a year. Rental properties have to have their own individual entrance, so this cuts out properties in blocks of apartments. This will mean the closure of about 95% of available rental properties and those that are left have to comply with rigid guidelines. If the authorities become aware that properties are being rented out without permission they will be shut down, the same way that bars without an opening licence are forced to shut. The authorities complain that in the high season in the Sol area there are two tourists renting for every one resident, and 1.5 in the Cortes part of Madrid. The total number of holiday rental properties is difficult to quantify but is stated to be made up of 10,500 registered properties and about 15-20,000 others.
Since July 2018 there have been 22 inspectors who have visited nearly 12,000 properties in 500 buildings, and 1,700 were holiday rental ones. Over 500 that had no licence were ordered to shut and obviously with the new regulations this number is going to drastically increase. It is thought that there are currently 40,000 bookings for holiday rental properties and what will happen to these bookings now the new regulations have been passed is not clear.
Mario Vizcaino
A Mojácar Athlete Mario Vizcaíno, the Mojaquero athlete, recently took part in the Madrid Marathon, coming 3rd in his own Promesa (Young Adult) category, and 97th in the overall classification which included over 25,000 runners. At only twenty, Mario is showing great promise, dividing his studies with sport and, after obtaining a Sports Degree in Almería, he is now in Córdoba continuing his education in Administration and Management. He participated at Madrid without a team or coach, armed with the sports knowledge gained from his studies and a mere ten months of preparation, which makes his result even more praiseworthy. After his meteoric ascent as a runner, he has now joined Córdoba’s Surco Aventura Lucena Club, with the coaching and support that will undoubtedly bring this local athlete further success. His future plans include taking on a 42 km full marathon in a couple of years, but in the meantime, he will continue with his disciplined

In the News training and preparation to face the Andalucían 10 km Championship in Salobreña in May, whilst considering other prestigious international races. He will also be on the starting line for Mojácar´s own marathon held during the town's San Agustín fiesta, which will give his local supporters the opportunity to see the champion in action. A born sportsman, Mario Vizcaíno also showed great promise at football from an early age, reaching the national youth category playing with the Almería, Los Molinos and Club Natación teams.
The European Elections on May 26th Elections of Euro MPs take place every five years and 2019 is one of them. They take place from May 22nd-26th. When municipal elections take place in Spain on May 26ththis is also the date in Spain for electing Euro MPs. With Brexit scheduled to take place well before this date there was nil expectation that Euro elections would be held in the UK for the 73 seats the UK has in the EU parliament. Now however, they will have to take place unless the withdrawal agreement has been passed in the UK Parliament. The October 31st new deadline from the EU has the following clauses: “The European Council underlines that the extension cannot be allowed to undermine the regular functioning of the Union and its institutions. If the UK is still a Member of the EU on 23-26 May 2019 and if it has not ratified the Withdrawal Agreement by 22 May 2019, it must hold the elections to the European Parliament in accordance with Union law. If the United Kingdom fails to live up to this obligation, the withdrawal will take place on 1 June 2019.” The likely date for Euros elections in the UK is May 23rd but the elections can be called off as late as the day before polling day, according to electoral rules. In the normal course of events, EU nationals in Spain who have applied to have a vote to elect Euro MPs can vote for them on May 26th, and some UK expats will have applied to vote in previous elections that took place in 2009 and 2014, or there may be some that applied before January 30th this year. Whether this will apply here on May 26th remains to be seen, but it will have to be allowed if the UK is still an EU member and they have held Euro MP
elections. On polling day the lists for the Euro MPs from Spain will be put in blue envelopes and they will go into different ballot boxes.
A Buoyant Spanish Economy The International Monetary Fund has published their predictions for 2019 and 2020, and in the Eurozone growth is down to 1.3% that is less than had been predicted last October. Fears and uncertainty over Brexit is having a negative effect on the figures, and also the volatile situation in Italy is not helping. As regards Spain the forecast is much better. The Spanish BBVA Research Group has predicted a growth of 2.2% in 2019 and 1.9% in 2020. Christine Lagarde, the President of the IMF, has put the growth in Spain at 2.1% in 2019, so very similar, and agrees with the 1.9% in 2020. Regarding unemployment figures in Spain the IMF is gloomier. The BBVA claims that in 2020 unemployment in Spain will come down to 12.8% but the IMF considers that it will be 14.2% this year and 14.1% in 2020. Christine Lagarde considers that there are still far too many temporary contracts in Spain and until there is a much larger number of permanent contracts unemployment will still be a problem. In 2014, Spanish borrowing was equal to the GNP (Gross National Product) so 100%, but last year it fell to 77%. Predictions are that by 2024 it may fall to 50% so this is another very positive figure. The Samsung Galaxy Fold Phone Shortly to be made available to customers in Spain, the Galaxy Fold phone will cost 2,000 Euros. When closed it has a 4.6ins screen that becomes 7.3ins when open. Models of the phone have been supplied to many journalists for reviews but in the US there have been three phones where the screen has split at the hinge, or there are other problems, after only two days of use in one case. This happened to Marques Brownlee, a technology expert who revealed that he had detached the plastic protector as he stated there was no indication that he could not do this. Samsung have replied that the plastic screen protector cannot be removed in any circumstances and they will make sure that the

Banco Santander & Banco Popular Ana Botín, the President of Banco Santander, gave a press conference recently concerning various aspects of their financial position. Banco Santander paid 1 Euro to buy Banco Popular and assumed the debts when it was declared to be insolvent. Ana Botin announced that by June all the integration between the two banks will be completed and negotiations with the bank unions are that only voluntary redundancies will be necessary. We have previously commented that when Banco Popular credit cards have expired they are being replaced with Banco Santander cards but the PIN numbers remain unchanged. Spanish General Elections and the EU The EU is hoping that following the General Elections on April 28th there will be a stable government in Spain that can pass the 2019 budget and stop all the political problems that they term “wavering” since 2015 when the PP (Conservative) party governed without a majority in parliament. Snap surveys over Easter indicated that the PSOE (Socialist) party, who were also in a minority in parliament, would gain 30% of the vote, the PP 20% and the other two main parties 15% each so it is absolutely certain that a coalition of parties will have to be formed. The leaders of the four parties are all relatively young and were all born since 1972, but there was a lot of confrontation posturing in the run up to the elections that did not bode well for an easy coalition. Spain is not considered to be a problem in the EU at present, and the main concerns in Brussels are Brexit, the Euro MP elections and the uncertain situation in Italy. EU gurus have voiced some concern regarding

Apple iPhone Recycling Apple recently announced that they were quadrupling the number of locations in the US where clients can send dead or unwanted iPhones that are then recycled. This also applies to KNP retailers in the Netherlands and any Apple store as well as the online Apple Trade. Currently, each “Daisy” robot disassembles 200 iPhones an hour and can deal with 15 different models with an annual total of 1.2 million phones. Batteries are sent to a plant that recovers the cobalt, combines it with other scrap metal and uses it to make new batteries. This deals with some of the supply and ethical concerns regarding the key battery material. This April Apple started to recover aluminium and re-melt it into its MacBook. The company also uses recycled tin in the main logic boards of 11 different products. Apple shared these updates as a part of its 2019 Environmental report that included the statistic that Apple refurbished 7.8 million devices in 2018, diverting more than 48,000 metric tons of electronic waste from landfills. The Belgian King and Queen in Spain King Felipe and Queen Matilde of Belgium came to Spain over Easter but it was not a state visit to Spain where they were received by King Felipe VI or Queen Leticia in Madrid. In the News be seen on streets in Belgium, and for the last three years they have come to Spain to walk part of the Camino de Santiago route at Easter. This year they completed 28km from Burgos to Palencia which is known as the “French Camino” along with two of their children and some discreet security guards. The King and Queen are no strangers to Spain as their grandparents had a property near Motril that they regularly visited as children.
The Cost of Renting Still Going Up The Spanish company www.Pisos.com collates rental prices throughout Spain and publishes quarterly reports. In all of Andalucía, which includes Almería province, they state that in the 12 months up to the end of last March the cost of renting went up by 20%. As regards Almería city, the survey shows that in the first quarter of this year rental costs have gone up 5.7% which is more than in any other capital city in Andalucía and puts it in third place of all capital cities in Spain. The actual rents being charged in Almería city are not high however and approximate to just less than 6 Euros per m2, which gives an average rent of 652 Euros per month, with an average floor area of 111m2. For a one bedroom property the rent is given as 465 Euros per month and 797 Euros for four bedrooms. In Andalucía, only the capital cities of Huelva and Jaén have rental properties that are cheaper than Almería city, and in Málaga city the average monthly rent is 998 Euros. The cost of renting is a continuing problem for young persons who may only have temporary work contracts and are unable to obtain a mortgage or pay high rents. Recent legislation from Central Government has extended the period that a long term renter is entitled to stay in a property from two years to five years and fixed the annual increase in rent as being only equivalent to the cost of living increases. For renters who are on the shorter rental period, typically for 11 months, there are no caps on increases in rent if the contract is renewed.

It is thought that between 750 and 1,000 patients in Spain could benefit from proton therapy every year, and this number may well increase when centres refine their techniques. Both companies have said that they will treat patients from the Spanish Health Service via agreements.
Recycling In Andalucía In 2018 in the 81,000 yellow recycling bins for plastics and metal 246,000 tons were collected in Andalucía, which was 2% more than in 2017. The amount of paper and cardboard collected from the blue containers also went up by 10%. The company ‘Ecoembes’ holds meetings in schools to stress the need for recycling and this amounted to 100,000 children in 2018. 7,700 small bins were provided in schools and other municipal buildings. In the News Leaving Almería to Find Work Abroad Despite improvements in the Spanish economy there are still large numbers of people who are leaving Spain to work elsewhere. In Spain as a whole it is stated that 2.5 million Spaniards have gone abroad to find work and 1.5 million are in the US where Spanish is still an important and common language, and 900,000 are working in Europe. Official figures for Almería province are that in 2015 a total of 41,000 people emigrated from our province but so far this year the number of workers abroad is 48,000. The US accounts for 23,000, there are 12,000 in Argentina, and 5,800 in Brazil. Spanish speaking countries, although there are differences in the languages, are the most popular. In Europe 4,000 are in France and 1,500 in Germany. Campaigns are underway in Spain and Andalucía to tempt some of these people to return to Spain and the modest figure of 23,000 people is the target by the end of 2020. Incentives include setting up official webpages where the paperwork needed is minimal and low amounts of Social Security payments for a fixed period of time, the same as for new self-employed persons at present. Another proposal is that job offers are given more publicity and people doing research will be encouraged to return to Spain and continue their studies here. The Junta de Andalucía believes that they can obtain some grants from the EU and in total will have 8 million Euros for initiatives to tempt workers abroad to return. One of the complaints from Spaniards in the UK is the weather! Therapy with Horses A year-long Spanish study involving horses has been published in the medical journal Medicina Clínica. Two Spanish universities charted the improvements in people suffering from multiple sclerosis who had weekly sessions on horseback. The conclusions are that general movement is increased, there is less fatigue, and urinary problems are less severe. The sufferers from the disease who took part had a 40 minute session every week for six months and reported that involuntary spasms were reduced and their quality of live was greatly improved. Each of the people who took part in the trials made

With her husband Lenox she regularly went to a centre in Almería to demonstrate the techniques. Unfortunately, Barbara suffered from a terminal and very painful illness herself and she died in 2014.
Dog Tourism in Carboneras Carboneras town hall considers that there are many tourists who want to take their dogs on holiday and this should be encouraged. The Carboneras business association, a local vet, and the town hall will start an initiative entitled “Dog friendly”. The town hall state that according to figures from vets all over Spain there are four millions homes that have a dog, and in 2017 a total of 90% of these people took their dog on holiday. Owners of establishments will be able to put up stickers that indicate they have joined the scheme and the only requirement from dog owners is that dogs are kept on a lead and hygiene is observed. At present there are 4,000 self-employed or small companies in the 71 municipalities and grants of up to 25,000 Euros will be made. The couple are then legally treated the same as a married couple and in the event that they jointly own a property or other joint assets they can benefit from not having to pay hefty inheritance tax if one of the partners dies, and this may also help with adoption. If the couple then split up or get married they can ask to be taken off the register. David Bisbal, the internationally famous singer from Almería province, entered into an official civil partnership with his partner in a quiet ceremony at her town hall near Madrid a couple of years ago, but they subsequently got married.
Quick Telefónica Loans Telecommunication companies are expanding their operations and Telefónica is joining forces with the Spanish bank CaixaBank. From April 10th via the website, phone and broadband customers have been able to borrow between 1,000-3,000 Euros without any paper work or commission within 48hrs. The loan can be repaid after a minimum of two years or a maximum of three years six months, and the approximate annual interest rate is 16.5%. This interest rate is less than a bank will charge for credit card loans, and considerably less than that from a “rapid credit loan” company. The loan service is called “Movistar Money” obtainable via www. money.movistar.es. Telefónica Consumer Finance will process the loans and this company is 50% owned by Telefónica and CaixaBank. The Bank of Spain has been stressing to clients who borrow money from the “rapid credit loan” companies that they must study the small print very carefully before
committing themselves, as the interest rate they have to pay may be very hefty.
Selling Tobacco Leaves is Legal A far reaching verdict has been given by the Spanish High Court relating to a man who sold raw tobacco on the internet for people to make cigarettes. In 2017 the businessman from Madrid was given a prison term of three years and ordered to pay 300 million Euros in back tax for dealing in contraband. He sold the raw tobacco in 1kg packs for 14 Euros plus delivery charges and also sold all the equipment needed for people to make their own cigarettes. (1kg of tobacco leaves is sufficient to make about 1,500 cigarettes). The ‘fiscalía’ (Spanish Crown Prosecution Service) stated that in 2015 when he was arrested he had received about 4.5 million Euros from sales of the raw tobacco and an estimated 25 million Euros since he set up his business. The man appealed his conviction and the judges at the High Court in Madrid ruled that the law from 1992 that defined contraband stated that it applied to tobacco that had been subject to “processing” and also persons who sold tobacco “products” without paying any tax. In this case they ruled that the businessman in Madrid was weighing and packaging the tobacco before he sold it, but doing nothing else to it. They also stated that whilst he sold a wide range of items that enabled people to make cigarettes from the tobacco this was not illegal. Growing tobacco is a major motor of the

Tax from tobacco products in Spain brings in 9 billion Euros every year and 77% of the cost of a packet of cigarettes is tax. Prosecuting people who sell contraband products, or make cigarettes and avoid paying any tax is a normal part of police and customs investigations. It is stated that 380 million Euros is defrauded from illegal activities in Spain every year. There are various websites that sell equipment to make cigarettes in the home from raw tobacco leaves, and tutorials.

Antas Sewage Treatment Plant Approved In the disastrous floods in September 2012 the sewage treatment plant that served Antas town was completely wrecked and raw sewage was discharged into the river and riverbed. A temporary solution followed on whilst plans were underway for a new plant to be built. Initially, the Junta de Andalucía (the governing body for Almería province) was not very helpful and heavily criticised Antas town hall for siting the plant in a location that was obviously liable for flooding. In February 2018 the project for an entirely new plant was approved by the Junta at a cost of 4.65 million Euros, and it will now be put out for tender. There are 6,100 residents in Antas and the work to build the new plant is stated to provide work for 77 people.
Nuclear Power Stations The Spanish government is committed to phasing out the nuclear power stations that exist at present, and not building any new ones. The power generating companies Iberdrola, Endesa and Naturgy own several nuclear power stations either individually or with a shared ownership. Two of the power stations at Almaraz in Cáceres in Extremadura are due to shut in 2020 and 2021 but there has been an agreed extension until 2027 and 2028 by Iberdrola who own 53%, Endesa who own 36% and Naturgy who own 11%. It is expected that the government and the Spanish Nuclear Power Authority will agree to this extension that will cost the generating companies 400 million Euros. Plans are that two other power stations in Tarragona jointly owned by Iberdrola and Endesa will continue to operate until 2035. It has been suggested by the Spanish Nuclear Power Authority that the cost of the extension here might be as much as 600 million Euros. If this is the case the generating companies will shut them down in 2028. With these closures there will no longer be any nuclear power stations in Spain. Nuclear power provides about 21% of our power requirements at present and this amount of electricity will eventually have to be found elsewhere.
Níjar is Another “Prettiest Village” Mojácar and Lucainena de las Torres have been awarded the status of “The prettiest villages in Spain” and Níjar has now received the same award. It is given to villages and towns with less than 15,000 inhabitants where it is considered that they represent the best locations in Spain for appearance, facilities and culture. The mayoress of Níjar, Esperanza Pérez Felices, received the award and a commemorative plaque that was presented by Francisco Mestre, the President of the Association of Prettiest Villages.
Almería Torrecárdenas Centre Award The Bogaris Retail centre at Torrecárdenas has been given an award as being one of the best “International Shopping Centres for 2019” by the UK magazine “Retail and Leisure” (RLI). The company give awards in 15 categories and other international centres in the 2019 awards are in Costa Rica and China. The award was presented to the company CBRE who run the Torrecárdenas centre at a ceremony held at the Universal Film Studios in Hollywood. In the News Spain are when people are travelling to or from work, or are driving because of their work during the working day. In 2017 whilst going to or coming from work there were 50,500 accidents of this type out of the total of 102,200 and 120 people died. Including journeys that were work related the total was 69,000. Post office workers had the most accidents during work hours that averaged out as being 1,700 accidents per 100,000 head of population. In the case of deaths whilst travelling to or from work these count as “industrial” accidents so relatives have the right to claim compensation or widow or widower benefits. This is allowed if the journey is in a direct route from home to work or vice-versa, it occurs in the normal time that the journey should take, and the driver has not taken a diversion on the way there or back for personal reasons. This also applies to public transport deaths. Courts have ruled that a death or serious injury when a person is taking another worker home and drops them off on the way can also count as a work-related event, and the same thing applies if a worker makes a direct diversion to drop or pickup children from a nursery. The authors of the RACE survey state that time off for these types of accidents have cost employers 2,000 million Euros in the last nine years.
Tests for Colon Cancer In 2018 in Almería province 193 people died from colon cancer which is the second largest cause of death in men and women. When it is correctly diagnosed at an early stage, 90% of people can be treated and the cancer eradicated. The Spanish Health Service is mounting a publicity campaign with leaflets available at health centres to get people to have a simple test that costs the health services almost nothing. If there has been colon cancer in the family, advice is that people aged over 40 should be tested and other people over the age of 50. (The leaflet advises tests for the age group 50-69 and a new test every two years). It is considered that 150,000 people may be at risk in Almería province and the aim is to get 75,000 people tested in 2019, but only 13,000 people were tested in 2018. People who take part in the tests have to supply a stool
sample from three consecutive days and the test is to determine if any blood is present. If so, this could indicate a tear in the intestine wall that might develop into a cancer. Of the 13,000 people tested, a followup examination using a colonoscopy camera was carried out on 284 people. 40 of these people had only a very slight problem, 53 had a medium risk problem that necessitated further periodic testing, and 11 people had a severe problem that required immediate attention. If these numbers as a percentage were the same in 75,000 tests it would mean that 1,640 people would need further examination as a cancerous growth that is untreated can be fatal. Anyone plugged into the Spanish Health system can ask to be tested free of charge at their medical centre. Some analysis centres will carry out the tests for a fee, or via a private doctor’s surgery.
Train Travel in Andalucía In 2018, the eight capital cities in Andalucía handled 23.4 million train passengers with the Seville-Santa Justa station accounting for nearly 10 million. At Almería city the number was only 195,000! The only worse figures were in Huelva where only 25,000 passengers went by train. The big problem with Almería city is that the ‘AVE’ (High speed train) will not arrive until perhaps 2025, and the journey time to Madrid is about 6 hours. Travelling to Seville is a mammoth journey involving two trains and two buses whilst electrification work on the Granada AVE continues. In capital cities where the AVE trains have been in use for some time the numbers show

Paying Bills Anyone who does work for a town hall wants to be paid as soon as possible. There is a fixed legal maximum period but many town halls are very bad at paying. A few years ago loans were made available to town halls to pay off their debts. In all of Andalucía, Almería town hall are at the top of the list for the least amount of money they owe and the best payment time period. Figures collated throughout Spain show that at the end of 2018, Almería city only owed suppliers 3.4 million Euros, and they paid bills 12 days after receiving them. Granada town owed 80 million Euros at the end of 2018 and is the worst capital city in all of Andalucía. When they do pay, the average time is 185 days! In all of Spain only Madrid owed more money which came to 221 million Euros but they only took 16 days to pay. Málaga owed their suppliers 29 million Euros but they did pay out within 15 days. Anyone working for Jaén town hall who owed 54 million Euros had to wait 617 days, the longest time in all of Spain. In other parts of Spain Santander pay their bills 5 days after receiving them, in Badajoz it is 6 days and in Lleida 7 days. The Almería Diputación (County council) owed their suppliers just 2.3 million Euros at the end of 2018 and they paid bills within 25 days. Alcohol Locks for Drivers In France, drivers of public service vehicles and drivers who have previously lost their licence after being convicted of drink-driving but have got it back, have to blow into an alcohol testing device that will block the vehicle from being started if the result is positive. Courts can order this to be done for a period of six months up to five years, and the driver has to pay for the device which costs about 1,300 Euros, or can be rented for 100 Euros a month. To make sure that a driver is still below the limit and has not been drinking at the wheel, the device can randomly indicate to the driver that they have to stop and carry out the test between 5-30 minutes during the
journey. A new test has to be made if the vehicle has stopped for more than 30 minutes. The use of these, known as “Ignition Interlock Devices”, has been debated in Spain for some time but has never been put into law. In 2017 SEAT unveiled a “concept car” with a variety of special features and the ignition interlock device was one of these. Ezequiel Avilés, who is a spokesperson for SEAT, stated that in more and more countries in the EU the device was mandatory and their company would include one when it was legally necessary. Organizations such as “Stop Accidents” have been pushing for these devices to be fitted for some time. There is also a proposal that more sophisticated locks could detect the presence of drugs, but the cost would then go up steeply.
More ‘AVE’ Contracts Awarded The rail company ADIF have given the go-ahead for the construction of two more sections of the AVE (High speed train) in Almería province. The completed AVE system for Almería province is part of the ‘Mediterranean corridor” rail project that comes down the coast from France. 18kms of the track will be constructed from Los Arejas to Níjar in the municipalities of Sorbas and Lucainena de las Torres. 9km will be double track width and the remainder single track, and the company SACYR will carry out the work for 118 million Euros. The second section from Níjar to Rio Andarax in the same municipalities is 26kms in length and the contract awarded to the company Contratas y Ventas is for 106 million Euros. The project times for both sections are 32 months. Contracts for the Pulpí-Vera and Rio Andarax-El Puche links have already been awarded at the total cost of 153 million Euros. SACYR were given the contract for the section form Pulpí to Cuevas in 2015 but they pulled out when the finish date arrived and no work had been started. This was because ADIF did not own all of the land required! Some sections of the AVE in Murcia have not yet been awarded and until this takes place the AVE cannot arrive in Almería city. The arrival date was given as being 2023 until recently, when it was then stated that track testing and certification might drag on until 2025.

In the News Don’t Shake Hands In Japan, physical contact when two strangers meet up is considered to be the height of impropriety and an invasion of their personal space. In the US, in various hospital departments there are now “stop” signs with a symbol of people shaking hands. This is because there is a transfer of bacteria when people shake hands that can be injurious to health. This can easily take place if one person has the flu, chickenpox, measles or hepatitis. Apart from person to person transfer of bacteria they can be spread to items such as stairs rails and doors. In tests of DNA it has been found that traces of the DNA of one person has been transferred to a surface by the person who has shaken hands with the first one. This is not going to result in a person coming under suspicion for a crime, but it exists! Amelia Fernández Sierra is in charge of the Department for Preventive Medicine at the Nieves de Granada hospital and she states that nurses have to wash their hands after every direct contact with a patient, and this can mean 30-40 times daily. Soap and water are being replaced with other solutions that are more effective, and more and more hospital wards have hand washing devices for visitors. In a survey of men and women coming out of toilets at a large airport, 63% of men and 49% of women admitted that they had not washed their hands. Giving people “air-kisses” without any personal contact is much less likely to spread infection, and to a lesser degree “fist bumping”! Reducing Hospital Waiting Times The relatively new government in the Andalucía parliament are extremely concerned regarding waiting times in hospitals. They claim that the numbers had been “fiddled with” by the previous government to make them look better. Throughout Andalucía the new Minister for Health states that there are 163,000 people waiting for operations and this number is “scandalous”. 26 million Euros has been allocated for 2019 that is designed to have 31,600 patients operated on who have been on the waiting lists for more than a year as a starting point. 200 surgeons will extend their hours to afternoons and Saturday mornings and the number
of extra operations will be about five each day. La Inmaculada hospital in Huércal-Overa, Torrecárdenas hospital in Almería and the Poniente hospital in El Ejido are included in the plan that started on April 1st. 14 more surgeons have been employed and it is considered that an average of 70 extra operations will be done every day, apart from the extra hours worked by existing surgeons. The review of numbers is said to include 3,500 people in our province who urgently need surgical operations. An operating theatre at La Inmaculada hospital that is not presently in use will be re-opened. There will also be a campaign for specialists to work longer hours to cut down the number of people waiting for an initial consultation.
Buying Eco Produce More and more consumers of fruit and veg are turning to products that have been grown ecologically and Spain leads the way with over two million hectares (7,722 square miles) dedicated to this method of growing. Andalucía, which includes Almería province, makes up 46% of the total ecological area in Spain devoted to fruit and veg. At present in Spain consumers buy products worth 5 million Euros every day, and food analysts state that in 10 years, organically grown products will make up 90% of the total market. Agriculturalists from many countries come to Almería province to inspect the growing techniques and the bugs and insects that are being produced that means that fertilizers and chemical treatments are not needed. Almería Airport The high season for flights into Almería officially started on April 1st until October. Twenty companies have flights scheduled but some of them will not arrive until later in the year. In total some 36 cities will have connections into Almería and there will be flights within Spain from Barcelona, Madrid, Melilla, Palma de Mallorca, Seville, Santiago de Compostela and Zaragoza. Flights from the UK and Ireland will come from East Midland, Leeds, Birmingham, Bristol, Newcastle, Manchester, Gatwick, Belfast, Edinburgh and Dublin.

Further changes came into force this April 11th and Groups 1 & 2 heirs will now only pay 1% tax on inheritances over 1 million Euros. This won’t make much difference to the average man in the street but will attract wealthy individuals who buy very expensive properties in places such as Marbella. The Junta state that the tax breaks will apply to Group 3 inheritors in due course. A very important change is that gift tax has now been substantially reduced when a parent makes a gift to a natural or adopted child of less than 1 million Euros. This has been a problem when a parent wanted to help their children with a gift of property or assets but it resulted in a large tax bill. Before April 11th, if a gift to a child was 60,000 Euros the tax was 6,258 Euros but now it is 62 Euros 6 céntimos! A very generous gift of 990,500 Euros resulted in a tax bill of 277,500 Euros but this will now be 2,775 Euros. The other way of passing down money was that a person technically made a loan for a period of years with nil interest. If this was to help with the purchase
These new tax breaks apply if the persons involved are residents in an EU country, so expats Brits who are legal residents in Andalucía after Brexit. This is the time of year when income tax declarations have to be made and we explain how this works in another article. Income tax is split 50/50 between central government and the autonomous community but there can be slight variations. The Junta has announced that from 2020 to 2023 their income tax bands will be consolidated and the tax rates will be reduced. Below 14,000 Euros no income tax will be payable, and in the various tax bands up to 120,000 Euros the rate will come down by between 0.5% and 1.5%, and by 3% above 120,000 Euros. These are major tax reductions for people living in Andalucía. With complicated matters such as wills and gift tax it is important to seek the advice of professionals who will guide you through the minefield! Non-Spanish nationals such as British citizens who have the right to “free disposition” of assets need to have a will dealing with assets in Spain. Inheritance laws for Spaniards and other nationalities without a Spanish will are completely different and very rigid with strict guidelines.

So Now You Know... The First Electric Cars Somewhere between 1832 and 1839 (the exact date is unknown), Scotsman Robert Anderson is credited with inventing the first crude electric car. Around 1834 or 1835 American Thomas Davenport built his version of an electric car. Both inventors used electric batteries that were non-rechargeable but in 1865 the Frenchman Gaston Plante invented rechargeable lead-acid batteries that made electric cars more practical. In 1897 the first electric cars to be used as taxis were built for fleet use in New York City by the Electric Carriage and Wagon Company of Philadelphia. By 1900 electric cars were commonplace, with 28% of the market. The Largest Butterflies The Queen Alexandra Birdwing (Ornithoptera alexandrae) is the largest living butterfly. The females have a wingspan of between 11 and 12 inches (28 to 31 cm). One of the rarest butterflies in the world, it is found only in the rain forests of New Guinea. The male is much smaller with a wingspan of 6.7 to 7.4 inches (17 to 19 cm) but they are much more colourful with a bright yellow abdomen topped with electric green and aquamarine wings. During its three month lifetime the female lays only 27 eggs which has contributed to its current classification by the International Union for Conservation of Nature as an endangered species. Zebra Crossings MP James Callaghan is credited with inventing the zebra crossing in 1948 when he was working on new ideas for pedestrian crossings when visiting the UK’s Transport Research Laboratory. The following year, these crossings were painted on 1,000 test sites around the UK but, instead of being black and white stripes they were painted blue and yellow. They were soon changed to black and white for better visibility and became widespread in 1951. The most famous zebra crossing is the one in Abbey Road, North West London that is featured on the iconic cover of The Beatles album. This particular zebra crossing is now Grade II listed!

Off-shore Wind Farms The London Array wind farm in the Thames Estuary is the largest off-shore wind farm in the world and is situated 12 miles off the Kent coast. It covers an area of 40 square miles and has 175 turbines. Each turbine has a base starting 30 metres below the sea bed, rises through 20 metres of water and the rotating blade hub is 80 metres above sea level. The turbine blades are 58 metres in length and can produce electricity from a wind speed of 7-55mph. Off-shore wind farms are very efficient because they operate from high coastal winds, in this case the gusty English channel winds, and they are much less obtrusive than inland wind farms. The History of Cymbals Cymbals that are two circular metal plates used for making music originated in Asia and are among the oldest percussion instruments. They were closely associated with religious worship, rituals and some stylised dances. Cymbals were first introduced into Europe in the Middle Ages by the Saracens, who brought them to Spain and southern Italy but they then disappeared, probably because the art of hammering sheet bronze had been lost. It was not until the 17th century that cymbals returned to Europe in the wake of the Turkish wars. Turkey had long been famed for the excellence of its cymbals that were used by Turkish military bands. The First Printing Methods Johannes Gutenberg is credited with inventing the first printing press in the 15th century, but the ancient Chinese used various processes including carving letters on a wooden block. In 1900, “The Diamond Sutra� that was printed in 868 was found in a sealed cave at Dunhuang. Another Chinaman, Bi Sheng, started making up typeface from individual letters that were made of baked clay and his method was described by a Chinese scholar in the 11th century. In the 14th century a Chinese government official introduced individual letters carved out of wood. Johannes Gutenberg adapted this using letters cast from lead and his own special press.

The Spanish Red Cross
C
ruz Roja is the Spanish Red Cross, founded in 1864, and they perform a variety of very useful activities. The headquarters in Almería city have recently published their 2018 figures and there has been a major increase in the number of persons they helped.

The Uncertain Future of Cars
A
s in other countries, the Spanish automobile manufacturers are having to cope with a number of changes. These include the phasing out of diesel cars and the introduction of more electrically powered cars. The uncertainties are having a bad effect on the industry as many purchasers are not sure which type of car they ought to buy so they are not planning to buy one at present. Sales of vehicles in Spain last August were very good, but dealers were getting rid of their stock of diesel cars that did not meet the new emissions standards, with substantial discounts. This meant that in September the number of new cars that were registered fell by 17%. This February the reduction was 8%, and 4% in March.

Current plans in Spain under the ‘Energy and Climate’ heading are that by 2030 there will be 700,000 electric cars and by 2040 all new vehicles will be electric ones. Teresa Ribera was the Minister for Ecological Transition until the government was dissolved and she stated quite firmly that diesel cars had a very short future. This has had another bad effect on the industry. Electric cars are much simpler to manufacture so the number of workers will be less than at present. Currently, there are 48,000 workers in car factories in Spain that in 2018 produced 2.6 million vehicles, and 1.2 million were diesel fuelled. 9% of all Spanish workers make cars, and the numbers of cars that are exported make up 17% of all Spanish exports. Nissan have a large manufacturing base in Barcelona and have told the unions that 600 workers (ideally taking early retirement) will have to go, but they are investing 70 million Euros in an entirely new paint plant. The Ford factory in Valencia employ 7,500 people and they have decided to transfer the production of 40,000 ‘Transit Connect’ vehicles to Mexico, with the loss of 400 Spanish jobs. The large SEAT factory in Barcelona has the largest number of workers, totalling 12,500, and SEAT vehicles are only made in Spain. Volkswagen who own SEAT have announced that to enable them to switch to
If new purchasers decide that the future is electric or hybrid cars there are currently only 17 recharging points in Spain for every 100,000 inhabitants! Consequently electric cars only make up 1% of all vehicles. The power company Iberdrola has announced that this year they will install 200 charging points on motorways and in capital cities with the aim that there is one charging point every 100km. Endesa, the other large power company, intends that by 2023 they will have installed 8,500 charging points for the general public, and the very optimistic target of 100,000 in private homes or businesses. Last month we commented on two charging points being installed at La Inmaculada hospital at Huércal-Overa, but only available for a limited number of hours. The large analyst company KPMG is fairly pessimistic and consider that by 2030 only 5% of customers for new cars in Spain will be buying hybrid cars and only 2% electric ones.

Renta: The Income Tax Declaration
T
he Spanish tax year is the calendar year, and from early April until the end of June inhabitants have to make a tax declaration of their income ‘or ‘IRPF’, known as “(La) Renta”. The current declarations relate to the previous tax year, so 2018.

Community News KittyKat Almanzora Valley KittyKat held an Easter raffle recently to raise funds and awareness of the work they do. Jean and Ron Nield thanked the people of Cantoria for donating 168 Euros towards the neutering programme. The project is supported by Cantoria town hall and the draw was made by Puri the Mayoress. The aim of KittyKat is to trap, neuter and return the feral cats to the town. The outdoor cat population in Cantoria is of concern to all the residents. Jean told us how a Spanish lady was one of the first to donate 5 Euros towards the programme saying how necessary it is to use a humane way to manage the cat population in the town.
Mojácar Skate Board Park Mojácar town hall have opened a new 600m2 skateboard park with challenging features including a miniramp, a wave, fun-boxes, pyramids, slides and an ollie-box. The skating area is 235m2 and is made from grey quartz on a cement base with high density HPI sheeting. It is situated beside the football ground and is safely enclosed with lighting. Ana García, the Mojácar councillor for sport, stated that the park is part of their program to offer young people sporting and leisure facilities.
Age Support Almanzora Age Support Almanzora recently held its first Lunch Club - hopefully the first of many. Vanya Ager, leader of the Age Support Welfare Team, was delighted with Bar Lepanto as the venue, stating that,' the meal was lovely, the staff first - rate and the hospitality first class.' She added that everyone was made to feel welcome and comfortable. Age Support will hold future Lunch Clubs on the last Thursday of each month. If you are interested or know of someone who might enjoy a few hours in good company pop into the Age Support Welfare Office in the charity's shop in Albox - opposite the Peugeot garage near Mercadona. The welfare staff are there Monday, Tuesday and Friday 10.00 to 1pm or contact via facebook or 634 31 65 73. Volunteers are also needed to join our growing Welfare Team - please think about helping out for just a few hours each week.
Radio Controlled Cars The former Cabrera slot car club now meets at the Miraflores Camping site and races 1/10thsize GT remote control cars. The club has already more than doubled in size and is starting to do some serious driving! They meet on Thursday afternoons at 3pm, weather permitting,and welcome new members. The Almería Cooltural Fest The 2nd Cooltural Fest in Almería city takes place from August 15th-18th and on the 15th & 18th there is free admission. It has been organized by the Almería City Culture Department and Smart Pro Music. The Adra Juergas Rock Festival
The 7th rock music festival in Adra from July 31st to August 3rd has nearly closed their list of performers. On the first day, which has free admission, performers will include Funkiwis, F.R.A.C.(Fundación de Raperos Atípicos de Cádiz), Porretas, Combo Calida, Manifa and Iratoxo. Other major groups for the rest of the festival include Sozeidad Alkohólika, Desakato, El Canijo de Jerez, Tremenda Jauría, Jamones Con Tacones, Narco, Talco, Trashducada, Frac, Rolenzos, gatillazo and No Potable. Tickets for the event can be obtained from w w w . t h e j u e r g a s rockfestival.com and www.wegow.es at 44 Euros. There is a camping area, Villajuergas, with 24hr security, a mini-market, and water and electricity points free of charge. VIP Total Immersion tickets are on sale for 99 Euros and there is also an area for camper vans that costs 50 Euros. There will be five different stages and last year the concert attracted 30,000 people.
Spain Bob Dylan, who will be 77yrs old on May 24th, is coming to Spain with his band for 8 concerts entitled “Neverending Tour” from April 25th until May 7th when his closing concert is in Valencia. Other venues near to us are on May 3rd when he is in Seville and on May 5th he is in Murcia at the bullring. Bob Dylan last came to Spain in 2011. I've never understood why women love cats. Cats are independent, they don't listen, they don't come in when you call, they like to stay out all night, and when they do come home they like to be left alone and just sleep. In other words, every quality that women hate in a man, they love in a cat.
On some air bases, the military uses one side of the field and civilian aircraft use the other side, with the control tower in the middle. One day, at one of these fields, an aircraft called in asking, "Hey, Tower, what time is it?" The tower answered, "Who is calling?" The aircraft answered, "What difference does it make?" The tower responded, "It makes a lot of difference. If you are a civilian aircraft it's three o'clock; if you're an Army aircraft it's 15.00 hours; if you're a Navy aircraft it's 3 bells; if you're an Air Force aircraft the big hand is on 12 and the little hand is on 3; and if you're a Marine aircraft it's Friday afternoon and only 120 minutes 'til Happy Hour."

Southwest Airlines A mother and her young son were flying Southwest Airlines from Kansas City to Chicago. The mother said, "Well, maybe that's something you could ask the stewardess." "Well then, tell your mother when she comes back that there are no baby planes because Southwest always pulls out on time. You can ask your mother to explain it to you!"
Walking on Water All of his life, Len from Cape Breton in Nova Scotia had heard stories of an amazing family tradition. It seems that his father, grandfather and great-grandfather had all been able to walk on water on their 18th birthday. On that day, they'd walk across the lake to the boat club for their first legal drink that was always free. So when Len's 18th birthday came around, he and his pal Corky took a boat out to the middle of the lake. Len stepped out of the boat and nearly drowned! Corky just managed to pull him to safety. Furious and confused, Len went to see his grandmother. "Grandma, it's my 18th birthday, so why can't I walk across the lake, like my father, his father, and his father before him?" Granny looked Len straight in the eyes, and said, "Because, you idiot, your father, grandfather and great grandfather was all born in January when the lake is frozen hard, but you were born in July."

The Homeless Man A man was walking down the street when he was accosted by a particularly dirty and shabbylooking homeless man who asked him for a couple of dollars for dinner. The man took out his wallet, extracted ten dollars and asked, "If I give you this money, will you buy some beer with it instead of dinner?" "No, I had to stop drinking years ago," the homeless man replied. "Will you use it to gamble instead of buying food?" the man asked. "No, I don't gamble," the homeless man said. "I need everything I can get just to stay alive." "Will you spend this on greens fees at a golf course instead of food?" the man asked. "Are you NUTS!" replied the homeless man. "I haven't played golf in 20 years!" "Will you spend the money on a woman in the red light district instead of food?" the man asked. "For a lousy ten bucks I’d be sure to pick up a horrible disease� exclaimed the homeless man. "Well," said the man, "I'm not going to give you the money. Instead, I'm going to take you home for a terrific dinner cooked by my wife." The homeless man was astounded. "Won't your wife be furious with you for doing that? I know I'm dirty, my clothes are in tatters, and I probably smell pretty disgusting." The man replied, "That's okay. It's important for her to see what a man looks like after he has given up beer, gambling, golf and sex."
The young doctor said: "The good news is I can cure your headaches...The bad news is that it will require castration. You have a very rare condition which causes your testicles to press up against the base of your spine and the pressure creates one hell of a headache. The only way to relieve the pressure is to remove the testicles." Joe was shocked and depressed. He wondered if he had anything to live for but decided he had no choice but to go under the knife. When he left the hospital he was headache free for the first time in over 20 years. As he walked down the street he realized he felt like a different person but it was a great pity he now had no testicles. He saw a men's clothing store and thought, "That's what I need to cheer me up, a new suit." The elderly salesman eyed him up and said, "Let's see, you're a size 44 long." Joe laughed and said, "That's right, how did you know?" "Been in the business for 60 years!" Joe tried on the suit and it fitted perfectly. As Joe admired himself in the mirror, the tailor asked, "How about a new shirt?" Joe thought for a moment and then said, "Sure." "Let's see, 16 and a half neck, 34 sleeves." Joe was amazed, "How did you know?" "Been in the business for 60 years." The shirt fitted perfectly. The salesman said, "How about new underwear?" Joe thought for a second and said, "Why not." The man stepped back, eyed up Joe's waist and said, "Let's see, size 36." Joe laughed. "Now I've got you! I've worn size 32 since I was 18 years old." The salesman shook his head. "You can't wear a size 32. Been in the business for 60 years! Size 32 would press your testicles against the base of your spine and give you one hell of a headache!"
