Still Good!

Focus on Local News December 20th The Spanish parliament has now been dissolved and General Elections will be held on Sunday, December 20th. It looks certain that a coalition government will be formed, as the 'P.P.' party in power at present have suffered defeats in the May municipal elections, and the Autonomous Community elections, and Mariano Rajoy the present Prime Minister is considered by many pundits as being “over-the-hill”. The centre right 'Ciudadanos' (citizens party) may well hold the balance of power. Any budget proposals or other legislation at present being listed for 2016 may well be null & void, if the new government/coalition so choose. Only Spanish Nationals can vote in these elections. The Junta de Andalucía (the governing body for Almería province) held their own elections last March, so there is no change in their make-up. Not 72hrs, it's 21 Days In our October magazine we explained the new changes regarding hiring cars in the UK. The 72hr period when the “passcode” was valid, was so that any new endorsements would show up on the DVLA website, when the car hire companies logged on. This short time period caused problems for a lot of people and some days the website crashed. People trying to obtain a code outside the UK often had difficulty accessing the website in the 72hr period if they did not have regular Internet access. The valid period of the “passcode” was therefore changed to 21 days. If a person is regularly hiring different vehicles, the “passcode” is still only a onetime code, but a person can obtain up to 15 “passcodes” at the same time. This was another problem for drivers with the 72hr limit. There are 46 million people with a UK licence, and 9 million have the “old-style” paper version, issued prior to 1998. The new regulations turned out to be very complicated and not at all user friendly! The DVLA reported “exceptional demand”, and the 'AA' advises drivers to take their counterpart paper record or “old-style” licences with them when hiring a car, as a “belt and braces” policy, particularly when hiring a vehicle outside the UK! A recent experience by one of the Focus magazine team was that a

Before any elections in Spain, municipal, regional or national, there is a time period when politicians are prohibited from opening schools, roads, rail projects, or laying foundation stones, as this counts as electioneering. This time period for the General Elections on December 20th, started on October 26th. Ana Pastor, the Minister of Transport, & other politicians were intending that they had their photographs taken, and made short speeches, when the bulldozers arrived to start the 12km stretch of the “AVE” rail line from Pulpí to Cuevas. Very disappointingly (for them), this didn't happen. The hold up in the work is because all the compulsory purchases of land are not yet completed. In all probability the work may not start until next year. The mayor of Almería, Luis Rogelio RodríguezComendador, together with the President of 'Bogaris Retail', made sure that the foundation stone for a very large commercial centre was laid on October 16th. In a completely barren plot of land where the 61,000 sq mts centre will be built, some small trees in pots were placed round the foundation stone, to make it look better. This enormous project near the Torrecárdenas hospital has been on the cards for 10 years. There are two very large shopping areas, a dedicated “food court” for restaurants, a cinema and other leisure attractions, and three floors of underground parking for 4,000 vehicles. The construction phase will give employment to 1,700 people, and when open sometime in 2017,

Very Bad News In this Levante area of Almería province, we are cushioned, as regards unemployment and financial hardship. In other parts of the province (particularly in cities), and in Spain as a whole, there is still cause for severe alarm. Every year since 2009, a comprehensive survey has been carried out in Spain by the employment agency, calculating the hardship, poverty line, and “social exclusion”. EU formulae take into account income, work availability, and employment. In 2014, nearly one of every three people in Spain were on the breadline, or in real danger of becoming so. This totals 13.6 million people, 29% of the population, up from 27% in 2013, and 3.2 million people were classified as being in extreme poverty. A maximum total income (from any source) of less than 633 euros per month for a family, counts as defining poverty, and social exclusion. An income of between 634-739 euros per month, is technically not poor, but hovering on the brink. Figures for persons aged 16-29 are abysmal. 1 million people were at such a basic income level (or none), that they could not cover the basic necessities of life. A regional survey in Spain for 2014, states that 33% of people in Andalucía had a maximum income of less than 637 euros per month. Of the 17 autonomous communities in Spain, Andalucía is bottom of the list, except for Murcia region. 2015 figures are not expected to show major improvements. There are no quick fixes. Intelligent Electricity Meters We have commented before on these new meters that send a signal back every hour of the day and night showing the amount of electricity used. The electricity supply companies then prepare a bill based on this information with different rates for various times of the day and night. Since October 1st, any consumer who has one of these meters in use will be billed under the new system. 'Endesa'

has monitored a trial scheme in Zaragoza where they have compared the new cost for 80,000 consumers, with the existing billing system. They claim that in over 90% of the households the difference in cost was only 1 euro more. The website www.tarifaluzhora.es will now show the cost of electricity each hour of the following day, from 8pm at night the day before. Some of the supply companies are offering special plans that they claim will suit some consumers. The Spanish consumer organization 'FACUA' (Consumers in action) say that it is far too early to consider special deals.

John Kerry

The Spanish Guitar When John Kerry, the US Secretary of State, paid a brief visit to Madrid recently, the Spanish Minister for Foreign Affairs, José Manuel García-Margallo, presented him with a Spanish acoustic guitar. This received more press photographs and headlines than the other reasons he was here, one of them being the radioactive soil at Palomares. John Kerry is reported to like playing “Soul” music and some flamenco compositions. He is said to have serenaded many US politicians including George Bush on “Airforce 1”. The guitar was made by a famous guitar maker in Madrid who has supplied guitars to Supertramp, Pepe Habichuela (one of the most famous living flamenco performers), and Sergio Ramos the footballer, that can cost up to 12,000 euros. The one given to John Kerry was a more modest price of 1,000 euros. Diplomats in Spain said that the value of this gift was in line with normal practices. This explains why the accepted tender price from Pulpí to Cuevas is 50% less than the original budget price for twin tracks. The completion of the twin “AVE” line from Alicante to Murcia is intended to happen within the next few months. There is still talk that the enormously expensive 7km twin tunnels at Sorbas, that are the longest in Andalucía, can be used as a passing place for trains that are travelling in opposite directions. Ana Pastor says that the 10km stretch from Cuevas to Vera is ready to be put out to tender. There should be a station included, but probably with only one platform now. There are no other concrete proposals, or dates, as to when any of the other multiple sections will be started. A Drug Breakthrough Scientists from Granada University have patented a new drug for cancer treatment. More Mergers Called For The Central European Bank keeps a very close eye on banks and their performances in the EU, following the crisis and bail-outs. Spain only needed about a third of the money that was available if needed. The Bank of Spain is now being pressurised to push for more mergers between different banks and they agree that this is necessary (although they don't have much choice!). The key factors that are under the microscope are profitability and running costs. Before the crisi,s the profitability of many banks, awash with money, was 20%. A 10% achievement is now considered satisfactory. Bankinter top the list of Spanish banks at 10.6%, just higher than Bankia and BBVA. Santander come in at 8%, Sabadell & Ibercaja at just under 6%, with a further drop for Caixabank & Kutxabank. Banco Popular only manages 3%. The other consideration is the cost of branches, staff, and other running costs. Bankinter & Bankia spend 42% of every euro they collect in, (considered a good percentage), and several other banks are not much worse, rising

Fusions of poorly rated banks with the good ones are considered inevitable, and very necessary. Caixabank are very aware that they would benefit from a merger. Banco Popular, although considered efficient, badly needs an improvement in profits. Mergers of banks mean of course, reductions in total numbers of branches and staff, but more total clients and therefore income.

Dog Awards The Spanish National Police bosses have decided that medals for outstanding service will be awarded to police dogs. This already takes place in the UK. As they can't be pinned to their chests, the award medal and the Spanish flag will be put on special collars for official celebrations or events. A spokesperson said that police dogs showed great devotion to their tasks, and were indispensable in police searches for humans, dead bodies, money, and drugs. There will also be a dog diploma that the dog handler receives. A Spanish journalist asked the question, “Apart from the medal, will the dogs be given better food, or more biscuits?” Expensive A British energy expert says that the cost of electricity for consumers in Spain has risen by 52% since 2008, the highest of any EU state where the average rise is only 25%. Portugal, Greece, and Ireland have seen non-typical rises in costs, but consumers in Malta, Hungary, Belgium, and Holland have reduced their charges since 2008. David Robinson attributes this large rise in cost as being almost entirely due to government. The “IVA” (VAT) rate in Spain is very high at 21%, there are premiums paid for renewable energy, and there is the high cost of providing electricity to the Spanish islands, that mainland consumers contribute to. Electricity prices in Germany are also high, for similar reasons. Nuclear power is being wound down, and there are similar premiums for renewable energy. David Robinson calculates that 46% of the electricity bills in Spain are government generated.

Sailing Through Last month we commented on the draft 'LOUA' bill in the Junta de Andalucía parliament to regularise properties where a plot of land had been divided up, backed by the president Susana Díaz and other politicians. As we predicted, the first reading of the bill passed with a unanimous vote, and all party support. It has now gone onto the next stage that again should be a rubber stamp decision. Maura Hillen, President of the pressure group 'AUAN', is hopeful that the bill will become law before the end of the year.

A Surprise Announcement Susanna Díaz, president of the Junta de Andalucía (the governing body for Almería province), has made a surprise announcement on a matter that had been discussed but was not thought likely to happen quickly. From 2016, the fuel tax for transport companies including lorries, buses, and taxis, will be refunded. This will save 48 euros for every 1,000 litres of fuel, costing the Junta 8 million euros in 2016. This refund of tax has already been put in place in other autonomous communities and will affect 22,000 companies or individuals in Andalucía. Susana Díaz has also confirmed that the amendments to the wills and gift taxes, that are very harsh in Andalucía, will be introduced as soon as possible.

Focus on Local News to the sea, because of a claimed micro-organism algae that resulted in 90 people going to health centres or hospitals with various health problems. Doubts have always been expressed as to whether this was the correct diagnosis of the problem. The association “Veraplaya” sent a formal request for information to the Council for the Environment at the Junta de Andalucía. A reply came back that 'Galasa', the water supplier and sewage treatment company, notified the authorities on June 18th that between June 13th and June 15th they discharged sewage into the sea after a pipe broke and had to be repaired. The total amount discharged was said to be 216,000 litres. This discharge period almost exactly coincided with the problems experienced. The authorities say that regular testing following the Galasa discharge showed no cause for alarm, nor were the permitted sewage levels in the sea exceeded. The health problems are still blamed on the algae that is stated to have been an exceptional natural event, due to the temperature of the sea. “ Veraplaya” say that they will take legal advice and may sue the authorities and Galasa for the damage to tourism and businesses that resulted, and claim that this was the real reason for the problems.

The “AVE” For Fruit & Vegetables A full study by the Murcia Department of Agriculture has been published, regarding the transport of fruit & vegetables using “AVE” goods trains. It concludes that producers in Almería, Murcia and Alicante could make use of between 10-16 trains per day, totalling around 5,000 trains per year, carrying 5.6 million tonnes of produce. They state that the saving in cost using these trains would amount to an average saving of 7 céntimos/kg, shorten journey times, reduce refrigeration costs, reduce contamination and emissions generated by road traffic, and reduce road injuries from excessive lorry transport on motorways and roads. They say that the installations of “dry port” logistic centres, such as the one planned for Níjar, and possibly at Pulpí would also help cut down journey times as well. They are adding their pressure to the other organizations trying to bring the “AVE” trains to Almería city. They also want to make sure that the dates given in 2016 for the completion of the “Mediterranean corridor” train

route from Murcia to Castellón, and Barcelona to the French border, are factual and not part of a “wish list”. The association of marble companies in Andalucía has said that there must be an efficient network for them to be competitive. They quote Italy as an example, where they say their marble industry has easy access to ports, trains, and motorways.

Penny Dreadful

More Films It has been officially announced that various episodes of the 3rd series of the US quasi-terror films “Penny Dreadful” set in Victorian London, will be filmed in the province next year. The series was first seen in the US in 2014, and is a creation of the American director John Logan. Stars include Eva Green, Josh Hartnett, and Timothy Dalton. A modern Western film entitled “Stop over in Hell” with an Italian director will come to the province for some filming, announced at the Tabernas Western Film Festival. A new Almería film organization has been formed to promote the area and at the first meeting 50 representatives from Almería university, the county council Culture Department, politicians, and businesses, met at the university. It is proposed that Almería province should not just be a place where filming is done because of the landscapes, and infrastructure such as a post-film production centre, and other facilities, should be built.

Focus on Local News the number of deaths in Almería province by the end of this year, numbers have fallen with respect to 2014 and steadily fallen in previous years. So far, there have been 17 deaths this year, and a total of 19 in 2014, less than 2013. These figures for 2015 are amongst the lowest in Spain. 15 of the 17 deaths this year have occurred on secondary roads, and the Spanish traffic police are concentrating many of their efforts to tackle this. They state that the new policy from last July of publishing locations where non-camouflaged mobile radar checks are done, is having an effect. The same, amended, or new locations, were published for October to December.

Less Income Tax in 2016 Last month we commented on the shelved proposal whereby the rate of income tax from the Junta de Andalucía was due to be reduced in 2016. Susana Díaz, the president of the Junta had previously agreed that the rates would come down as part of a deal she had to do to gain the support of the 'Ciudadanos' political party, as she did not have a majority in the Junta de Andalucía parliament, following the elections last March. After complaints that this was a broken promise she has backtracked. 50 % of the income tax we pay is for the Junta, and when the Spanish state reduced their tax rate to 10%, the Junta kept theirs at 12%. It has now been announced that their rates of tax will be reduced by 2%, for persons earning less than 12,450 euros, and then reductions on the sliding scale of tax bands up to 60,000 euros per annum. 70% of tax payers earn less than 20,000 euros. This will apply to 3 million tax payers in Andalucía, including ones in Almería province.

They intend to compete next year, and are considering entering the “Titandesert” international 7 day event in Morocco.

Mojácar Homes For Refugees At a council meeting in Mojácar, one of the very rare unanimous agreements was made between the majority “P.P.” party, and opposition councillors. The town hall will work with other authorities to house refugees that are coming to Europe, and a town hall register will be made of families that say that they will give house room to these people, and apply to be included. In reality, this proposal will have no immediate impact as apparently all the 17,000 refugees arriving soon have promises of accommodation throughout Spain, but is a welcome idea for the area.

Focus on Local News have had to make slight changes to their internal mechanism, ready for the start of circulation on November 25th. The first series notes are still of course legal tender, but will slowly be taken out of circulation. The Cuevas & Bédar Saga

hen any route is chosen for a major housing development, motorway, or the 'AVE' (High speed train), an environmental impact document has to be drawn up, taking into account rare plants, animals, and birds. Where the 'AVE' will come through Cuevas del Almanzora, it bisects a stretch of land which is a natural habitat of the 'tortuga mora' tortoises, the species found particularly in Almería and Murcia provinces. In 2003 these tortoises were listed as being “under threat”. The Spanish Ministry of Transport, and the rail authority 'Adif', had to take this into account. Their solution published in 2011, was to expropriate a nearby section of land, as an alternative habitat. The area they chose, (and critics say they just stuck a pin in a map in Madrid), was quite well populated, and had intensive agricultural use, amounting to 500 hectares (about two square miles). There was an immediate outcry from the owners of properties and agriculturalists who calculated that nearly 100,000 working days every year would be lost. The compensation cost was set at 20-30 million euros. Cuevas town hall added their objections and said there was another area of land with just a few agricultural buildings and sparse cultivation. The authorities in Madrid said that they would think again, and 20-30 million euros was too much money anyway!

Bédar. This had a large veterinary facility, a storage area, a reception room for visitors and tourists, an exhibition and information area, a “green” shop, and an ecological restaurant. The centre was trumpeted as being a major site for tortoise conservation and breeding, a good tourist attraction, and educational facility. Bédar town hall donated 17,000m2 of land, just before the back road into the village starts, and the two storey building and fencing of the land was completed, costing 617,000 euros. The whole installation was then given to Bédar town hall. Since then, nothing has happened, except for weeds growing. In 2011 a study was undertaken in Bédar as to how the centre could be financed, staff paid, likely income from the shop and restaurant, and the availability of grants. The centre is still shut!

With no further contact with Cuevas town hall, a “plan B” was announced a few months ago. This time, 11 property owners will be evicted, including a Spanish couple where the husband has lived and farmed in a family home for 57 years, a French couple who bought a property 18 months ago, and another Spanish couple who paid to have their property legalized in 2014, and numerous land owners again. The new mayor of Cuevas, Antonio Fernández, said he would do everything possible to fight this plan, and what about their own alternative site, approved by ecologists and Almería university? The Madrid planners replied that they might put forward a “plan C” instead; awaited with great interest!

Ecologists are asking for an explanation as to why the centre has never opened, and why the necessary finance cannot be obtained, for this important species of tortoises that are under threat? They point out that this centre, as signposted at the entrance, is a “Casa de Las Tortugas” (tortoises house), but there are no tortoises there. Also, along with Cuevas town hall, they want a sensible alternative to “plan B”. Vorsprung Durch Trickery

he Volkswagen group emission scandal is thought to apply to 680,000 cars in Spain and another 20,000 commercial vehicles, spread over 33 different models. The Spanish Department of Trade and Industry have requested that concrete rectification plans are announced before October 31st, but it appears that nothing will happen until next year, and may even spill over into 2017. One estimate is that software and hardware modifications will take from 5-10 hrs per vehicle, depending on the model. Diesel engines became very popular in Europe when the difference in fuel costs was 35%, and diesel engines had a longer life. The extra cost of diesel models was considered worthwhile. In Spain in 2011, 71% of all vehicles sold were diesel models, but with the present similarity in price for petrol and diesel, this percentage has fallen to 63% in 2015, and 53% in Europe. In the US, diesel engines have never been popular, and so affected models there only amount to 428,000, and in Japan, a private owner cannot purchase a diesel fuelled vehicle.

Spain all the PIVE scheme discount money paid out so far by the government, so about 570 million euros. Within a few days it seemed this had been agreed, but then they claimed that the CO2 emission levels are within the PIVE specifications, and only the “Nox” (nitrogen oxide) emissions are too high. Full scale “real” testing will be done in Spain to see if this is true. Also, the matriculation (first registration) costs for vehicles with emission levels under 120gm/km were absorbed by the Spanish authorities, and discounts given for higher levels. José Manuel Soria wants this paid back!

There are two particular problems in Spain. The government introduced subsidised purchase schemes known as 'Plan PIVE' in September 2012 to stimulate new low emission vehicle sales, and a condition was that a car aged initially12 yrs old then later 10yrs, or 10yrs then 7yrs for a commercial vehicle, was scrapped. As the money was exhausted, new schemes were put in place. In the first seven PIVE promotions, the government gave a discount of 1,000 euros off the purchase price, and the manufacturer another 1,000 euros. In practice, manufacturers and the dealers often threw in additional “goodies”. This May, the eighth PIVE promotion reduced the subsidy to 750 euros and was stated to be the last such scheme as the motor industry had received such a boost they could now go it alone. So far, some 1.14 million vehicles of all makes have been given the PIVE discounts, with 574,000 from the Volkswagen group of manufacturers. The CO2 emission figures have to be below 120gm/ km for cars and 160gm/km for vans.

The 20th Jazz festival in Almería City starts on November 2nd at Auditorio Maestro Padilla & then November 17th, 19th & 20th, all at Teatro Apolo. On the 2nd , The Big Band Clasijazz perform “Epitafio” with the music of Charley Mingus at 8pm, tickets 12 & 15 euros. Homenaje a Manuel del Águila is a piano recital by the young pianist Rubén A. Russo Gutiérrez born in 1997, a child prodigy at the age of 8. "Hans Olaffsen?", he muses. "How the heck does that fit in here?" So he walks into the shop and sees an old Chinese gentleman behind the counter. The tourist asks, "How did this place get a name like 'Hans Olaffsen’s Laundry?'" The old man answers, "Is name of owner." The tourist asks, "Well, who and where is the owner?" "Me, is right here," replies the old man. "You? How did you ever get a name like Hans Olaffsen?" "Is simple," says the old man. "Many, many year ago when come to this country, was stand in line at Documentation Center. Man in front was big blonde Swede. Lady look at him and go, 'What your name?' He say, 'Hans Olaffsen.' "Who would sell a truck like that for fifteen dollars?" they said. "It was the lady up the street," said the boy. I don’t know her name - they just moved in. She saw me ride past on my bike and asked me if I wanted to buy a Chevrolet Avalanche for fifteen dollars." "Oh my Goodness!" moaned the mother, "She must be a child abuser. Who knows what she will do next? John, you go right up there and see what’s going on." So the boy’s father walked up the street to the house where the lady lived and found her out in the yard calmly planting petunias! He introduced himself as the father of the boy to whom she had sold a new Chevrolet Avalanche for fifteen dollars and demanded to know why she did it. "Well," she said, "This morning I got a phone call from my husband. I thought he was on a business trip, but learned from a friend he had run off to Hawaii with his mistress and really doesn’t intend to come back.
