Major road improvements are underway locally, and the oblong “roundabout” at Los Gallardos has now been finished. A new roundabout at the CuevasVera junction on the Vera ring road is being put out to tender, and approval has been given for a much reduced beach road bypass in Mojácar. Work on the dual carriageway from Vera to Las Buganvillas has hit a new snag. There is a dispute between the Ministry of Transport and the contractors over changes made to the original contract relating to the roundabout near Mercadona. If this is not resolved the whole project may be stopped once again!
Helen and Len Prior from Vera whose house was bulldozed in 2008 have had some more bad news. Partly as a result of what happened to them, pressure from groups such as ‘AUAN’, and finally a common sense attitude in the courts, demolitions of “illegal” properties are now very rare. In the News The August Terrorist Attacks The carnage in Barcelona and a thwarted attempt at the seaside town of Cambrils, 100 km from Barcelona left 14 people dead and about 140 injured. We comment on this in an article. The Latest Twist Helen and Len Prior hit local, national, and international headlines when their house in Vera was demolished in January 2008. They had a licence from Vera town hall, but the Junta de Andalucía ordered the demolition on the grounds that the licence was not valid. They were only given an hour’s notice, and Len collapsed whilst the demolition was taking place. Some years later the demolition was ruled illegal by the Spanish High Court Tribunal as it breached their human rights because they knew nothing of previous court hearings. In April 2016, a court in Almería ordered Vera town hall to pay them 425,185 Euros. Vera town hall stated that they hoped a “friendly” agreement could be made but appealed the court ruling. This appeal has yet to be heard. This August 10th, Vera town hall presented Helen and Len Prior with a bill for 24,800 Euros which are stated to be legal fees and costs from the town hall when a 2012 court action brought by the Prior’s was not successful. ‘AUAN’, the illegal houses pressure group have strongly condemned this bill being presented but Vera town hall say they have no choice as it is the result of a court ruling. To their credit, Helen and Len Prior have stayed in Vera on the site of their former house living in their garage and temporary structures. The garage could not be demolished as it was not part of the original planning application. They have always maintained that they like Spain and the Spanish way of life, which was the attraction in 2002 when they bought the land and approved plans for the construction of their dream home for their retirement. Next January will be the 10th anniversary of their house being demolished. They have had to fight various court cases and legal costs at their own expense and now they have this very large bill. Disgracefully, so far, they have not received even 1 Euro in compensation of any description.
Heavy Lorries The exportation of ‘yeso’ (gypsum) mined at Sorbas and taken to Garrucha port is a major part of the local economy. The downside is the high numbers of lorries that come from the Los Gallardos junction to Garrucha on the A-370 bypass. At very peak periods, when a large cargo ship is due into the port there may be up to 1,000 journeys there and back each day. Some time ago there was a proposal that from the Los Gallardos 525 junction on the motorway there was a separate road to the port for these lorries. The Ministry of Transport has now authorized a new feasibility study of the cost involved. The new road would be 8.5km in length and would be funded from the ‘PISTA 2020’ money destined for major road improvements. The previous study estimated the cost to be 10 million Euros. In 2016, after long delays, the underground entrance to the port was finally finished and opened at a cost of 7 million Euros. Bad News from PAWS/PATAS Seven puppies were left outside the gates of PAWS, the animal charity, and were found to have the potentially lethal Canine Parvo Virus. Four died with the other three in danger. This virus is also endangering the lives of 31 other puppies already there and the centre has had to enforce a quarantine lock-down. Because of this no dogs can be taken in or leave. 18 dogs due to go to Holland in September will currently have to stay at PAWS. They are appealing for no dogs to be left outside their gates at this stressful time. Their cattery is not affected nor another batch of cats going to Holland. Anyone who can adopt a cat or wants to visit can contact cats@paws-patas.org, or on 627 835 109. Shoulder to Shoulder The Spanish government have been slogging it out with political parties in Catalonia (that includes Barcelona) for quite some time. They are trying to stop a referendum planned for October 1st as to whether Catalonia should become an independent

In the News state. Mariano Rajoy, the Spanish Prime Minister, and Carles Puigdemont, the President of Catalonia, have been sparring repeatedly, and their relationship has been extremely frosty. All this changed after the carnage in Barcelona and both of them gave a joint press conference. King Felipe VI has on occasions called for Spain to remain as one country including Catalonia. There were nil prospects that he would go to Catalonia at this delicate time. This changed as well, and the day after the massacre he stood shoulder to shoulder (except for the fact he is a head taller than practically anybody else in Spain) with the two political leaders in the main square in Barcelona to observe a minute’s silence. The next day he and Queen Letizia visited the main Barcelona hospital and met medical and emergency services staff. They then toured the wards where the injured were recovering. Queen Letizia was very emotional talking to young injured children as they have two daughters of a similar age to some of them there. In the afternoon they visited Las Ramblas boulevard and put two candles where flowers, hundreds of candles, and messages have been placed there. Both of them grasped the hands of large numbers of the general public. On the Sunday they attended High Mass at the Barcelona Sagrada Familia Cathedral. How this will affect the referendum if it goes ahead remains to be seen. It was obvious that the King and Queen were very well received. A solidarity meeting in Barcelona against terrorism was to take place on August 27th and it was expected that the King might well come there again.
‘Hacienda’ Debts Starting in 2015, the ‘Hacienda’ (Spanish tax agency) has published an annual report showing who are the major debtors that each owe more than 1 million Euros. The latest report states that this applies to 4,549 companies or individuals, and the total debt is 15.4 billion Euros. This is a slight reduction on 2016 figures and 6% less than in 2015. 1.660 companies have repaid 482 million Euros since 2015 and another 3,600 companies have repaid 309 million since the 2016 list was published. At the head of the current list, the property promoter
‘Reyal Urbis’ owes the tax man 363 million Euros and ‘Oceanos Maritímes’ owes 277 million. This company is registered in the Isle of Man, and they are stated to own a 150 metre luxury yacht. The Spanish tax authority are trying to get this yacht embargoed and auctioned off to pay back some of the money. The property promoters ‘Aifos’ owe 99 million Euros and ‘Arenal 2001’ owes 66 million. Some of the companies have been convicted in court of tax evasion and have therefore gone onto the list. The airports at Ciudad Real and Castellón owe 7 million and 4 million Euros respectively, and the Castellón airport has never seen any aircraft. This is partly because the width of the runways is not sufficient! Two basketball companies who owed 5.7 million Euros between them have repaid the money since 2016. Various football companies owe a lot of money, and ‘Unión Deportiva Salamanca’ owes the highest amount of 13.6 million Euros. The club was formed 90 years ago but went into liquidation in 2013.
The “Drone Hopper” The summer period is the time when fires are most likely to cause considerable damage to forests, scrubland, dwellings and people. A Spanish company, ‘Drone Hopper’, have perfected a drone that can hold 300 litres of water with high resolution normal and infrared cameras. The dimensions are 160cm diameter by 50cm deep and the Spanish designers have received the Aeronautic Innovation prize for 2017. With the infrared camera it can be used at night when aircraft cannot fly. Another model with

In the News a smaller tank capacity can be used for providing water or chemical treatment to crops, dwellings that are on fire, and where people are trapped because of an advancing fire. Orders have been received from Chile, Canada, the US, and particularly from India. The dense layout of towns and cities in India means that access by fire fighters on the ground is often very difficult. Fire fighters in New York have purchased several of these drones for the same reason. Another use for the drone is to give an aerial view of a fire to enable conventional aircraft to be sent to an exact location as the drone can be equipped with GPS positioning.
Mojácar Town Hall Press Release Mojácar Council have decided to build a residence including a day care centre for the town’s senior citizens. It will offer accommodation and all-round care, either on a temporary or permanent basis, for up to 60 people. The separate day centre will be able to take up to 20 people and will set out to provide comprehensive care with the aim of improving or maintaining the best possible level of personal autonomy and quality of life, as well as providing support to their families and carers. The residence will be built in the area of El Palmeral on a vacant 10,000 m2 plot of urban land, with a constructed area of 2,750 m2. The architectural design and equipping of the centre, as with the staff, will aim to improve physical independency and social life, as well as the development of day to day abilities. There will be 6 single bedrooms and 27 double bedrooms (all with private bathrooms), social areas, living rooms and 2 dining rooms. Other areas will include an infirmary, an occupational therapy room, a medical consultation room and a pharmacy as well as specialised treatment rooms for physiotherapy and psychology. Much Healthier In the major flooding in 2012 the sewage treatment plant at Antas was totally destroyed. Since then sewage has been discharged into the river. The Junta de Andalucía (the governing body for Almería province) severely criticised the location and stated that a flood where it was built was a very likely
occurrence. Now, nearly five years later, it has been announced by the environmental department of the Junta that the work to build a new treatment plant will be put out to tender at a guideline price of 4.65 million Euros. Bids were required to be submitted by August 21st, and the construction phase is 12 months, with another 6 months to install all the equipment and bring it on line. As regards the construction phase, it will give employment to 71 people with five permanent employees when it is functioning.
A Very Dangerous “Prank” On Tuesday, August 9th three pilots of different aircraft coming into Málaga and about to touch down reported to the control tower that a green laser had been shone in their direction. This can cause disorientation, controls inside the cabin cannot be seen clearly, and in a worst case scenario can provoke a crash landing. The lasers were being used at a hotel in Torremolinos, and the Guardia Police were alerted by aircraft controllers. By pure chance, an off-duty Policia Nacional officer saw two persons each using a green laser “pen” pointed into the sky on the hotel terrace, and he took their photographs. Once identified they were revealed to be two 41 and 15 year old British tourists. The two men stated it was just a “prank”. Fines for endangering aircraft and life with a laser go from 30,001 – 600,000 Euros. New Prison Terms When Spain was being plagued by terrorist attacks from the Basque organization ‘ETA’ the courts introduced a prison term known as the “Parot doctrine”. This was named after Henri Parot who was given a sentence of 4,700 years for the assassination of 33 people from 1978-1990. The official maximum prison term was 30 years, but any reduction in time served was deducted from the total sentence, so no adjustment of the prison term occurred. In 2013 a female ETA terrorist serving a long prison term took this doctrine to the European Court who ruled it was illegal. After a failed appeal by the Spanish High Court some terrorists had to be released from prison. This doctrine had also been applied to other criminal

In the News convictions, not just for terrorists. In January 2015 the Spanish legal system was changed to allow for longer sentences in very severe crimes. David Oubel was recently convicted of the brutal murder of his two children aged four and nine years in 2015. Aged 42 he was sentenced to 20 years in prison with the possibility of his sentence being extended after this time for repeat periods of two years if considered appropriate. This two year revision and extension of his prison term can be extended to a maximum of 35 years, so he can be theoretically kept in prison until he is 65. At the two yearly revision times it will be decided whether the convicted person has any remorse or undergone rehabilitation. There is some opposition to this new scheme by some members of the legal profession who consider that the new regulations are too harsh and can amount to a perpetual prison term. This is the first case where the new prison terms have been applied.
A Very Lucky Coincidence Guardia Civil Police in Roquetas received several phone calls from members of the public that a young man who appeared to be drunk was staggering around on one lane of the N-340. Miguel José Soria was one of the two policemen who were first on the scene and found the man lying down in the road and not moving. Cars were swerving round him, so the patrol car was put behind him to give him protection. Miguel looked at the man’s pupils and decided he was a diabetic who was about to go into a hypoglycaemia coma and was not suffering from an excess of alcohol. He made this diagnosis as his wife is a diabetic and can suffer the same fate if her sugar level is dangerously low. The remedy is a dose of sugar that has to be administered rapidly. In his personal bag in the police car he always carried sugar so mixing two sachets with water he was able to get some down the man’s throat. He advised the paramedics on the way to the scene that this was the situation. The doctor in the ambulance told Miguel that if he had not acted so quickly the man would have died. The patient thanked Miguel profusely when he was stable in hospital!
Telefónica Streaming Movistar, the company owned by Telefónica, have announced that they intend to launch an internet streaming platform similar to Netflix, HBO and Sky. The package will be available from smartphones, tablets, and smart TV. Telefónica state that the charges for streaming will be very competitive, and the content will be extremely comprehensive. The company intend to launch this initially in Germany and the UK where Movistar does not operate. If this is a success it will be extended to other countries, but at present will not be available in Spain. An Illegitimate Son A waiter, now aged 60, has won a court case in Seville against the natural biological children of a man who employed the mother of the waiter as a servant. The father died in 2001, but as early as 1964 a court ordered the father to pay damages to the former female servant as it was proved by several witnesses that she had become pregnant with his child whilst employed, and the man accepted this. The latest case concerned money and property worth two million Euros left in the man’s will. Following the death, the natural children are alleged to have cremated the body to hinder any tests as to his relationship and refused to supply their DNA samples to a laboratory. A court order was made in 2015 that compelled them to present themselves for testing. The natural children have to pay total court costs of 9,000 Euros and share the inheritance. The judge remarked that apart from any DNA proof, the waiter bore “an extraordinary and very striking” resemblance to one of the natural sons! Beyond the Call of Duty Maria Adelaida Briñon was on an aircraft belonging to the ‘Sky’ airline travelling from Concepción to Santiago de Chile. She observed that a baby would not stop crying, and a male member of the cabin crew took the baby into his arms and walked up and down the aisle until the baby went to sleep. She took photographs that she uploaded to Facebook that soon went viral. She commented

In the News that airlines and aircraft crew often had bad comments made about them on social media sites, but this employee proved that there was a very good interaction with passengers. She suggested that the person should be rewarded by the airline!
A Very Good Achievement A large meeting between 200 inhabitants of Arboleas recently took place with the mayor of Arboleas, Cristóbal García, other council members, and technical advisors. Cristóbal García was able to announce that the final paperwork relating to changes in the ‘PGOU’ (a town planning document) had been agreed with the Junta de Andalucía. This means that 298 dwellings in 8 areas can now be legalized as the designation of the land has been registered as being urban, and other changes have been made. He also stated that the municipal election promises made in 2011 and 2015 had now been met. The majority of the property owners affected are ex-pat Brits. The Badly Needed Roundabout The Junta de Andalucía (the governing body for Almería province) has approved the work to change the junction on the Vera ring road where traffic turns off to Cuevas and Vera town. There have been a high number of accidents over the years with some fatalities and at peak periods 10,000 vehicles use the ring road. A new roundabout will be built, and interested companies have to put in bids by October with a guide price of 650,000 Euros. The contract will be awarded in November, and the work is expected to take ten months to complete. An Important Invention A technology company in Jaén has perfected an ultraviolet light that reduces the chlorine necessary to keep pools in good condition by 80%. It works by eliminating the micro-organisms, and chlorine and other chemical treatments are almost completely unnecessary. It stops irritation to the eyes, problems caused if bathers have very sensitive skin, and combats the formation of chloramine. Chloramine is considered to be potentially very serious and has been linked in the US with other carcinogenic
substances. The lights have a life of 16,000 hours, and the only maintenance necessary is the cleaning of a lens. Hotels have major problems keeping their pools in good condition and keeping the chlorine level as low as possible. The lights have been installed by the Playa Senator Hotel group at their hotel in Granada, an O2 Wellness centre in Jaén, and the large Aguasport sports centre in Úbeda. The lights can be adjusted for the number of bathers in large hotels from between 50-200 people and with filter systems with a different capacity. The manufacturers state that their lights eliminate infections such as the Giardia and Legionella viruses that chlorine has no effect against.
The route of the bypass Plan ‘B’ Given the Green Light A bypass to the beach road in Mojácar was first proposed 20 years ago. At this time the Junta de Andalucía expropriated land needed for the road. The initial proposal was that the bypass started at the petrol station roundabout on the A-1203 road and went through the area known as the Paraje de las Marinas (behind the former ‘La Rambla’ bar and restaurant). It was then to join up with the Mojácar to Carboneras road past the hotels. This 6km stretch would have taken traffic completely away from the beach road, with access to various parts of Mojácar as well. Plans published in 2006 fell by the wayside in 2011 when an environmental study determined that between the Paraje de las Marinas and the hotel junction there was a rare species of “el limonium” statice plant, also known as “lavender flowers”. A plan ‘B’ was then proposed for a bypass of 2.5km from the same roundabout to the Paratá

The Transport department of the Junta have now announced that they will cede to the town hall all the land expropriated originally, carry out further compulsory purchase proceedings if needed, oversee the construction work, and maintain the road once completed. The budget price of the reduced bypass is given as 4.5 million Euros, and amongst other requirements another environmental impact study will have to be made. Once completed, the bypass will take traffic away from the road down to the beach from the petrol station and the beach bar area where there are the most traffic problems in summer. It will not bypass the whole of the beach road as was originally planned.
51% for 5.1 Million Euros One of the big problems with Banco Popular before they were bought by Banco Santander was their toxic property portfolio. Other banks had sold on their toxic debts in land and property, but Banco Popular’s total holding and debts were 30 million Euros. The large US property investment company Blackstone has now purchased 51% of this shortfall for 5.1 million Euros from Banco Santander. Already holding assets worth 7 million Euros in land and property they are now the largest private land and property owners in Spain. The sensible value of the 30 million Euros Banco Popular holdings was put at 10 million, so their purchase price is in line with this estimate. The portfolio includes 42% land, 27% private dwellings, 7% commercial premises and 5% warehouses. The Biggest in Europe? Archaeologists from various Spanish universities have discovered near Cádiz what is thought to be the largest Roman port area in Europe outside of Italy. This has been mapped using the latest technology ground radar equipment towed by a small truck which can penetrate up to 4mts below the surface. The site is very close to the estuary of the river Guadalete, and in 2008 it was suspected that there were probably Roman buildings. A preparatory investigation in early 2016 confirmed that this was the case. The new survey has revealed
a major complex of buildings and roads that are from 50cm to 1.8mts below the surface. The buildings are expected to be warehouses, port constructions, ship and other manufacturing areas, administrative buildings, dwellings, and temples, that add up to the size of a medium size city. The previous theory was that the town or city might have had a small port, but the new investigations are believed to show one of the most extensive Roman ports in Europe dating back to the 8th century A.D. The detailed radar investigation has covered an area of 8,500m2 (just over the size of a football pitch) that appears to be only 5% of the total site.
A New Mortgage Proposal Mortgage terms in Spain are being drastically modified and regulated, partly because of the illegal “floor rate” fixed interest clauses where a minimum interest rate was higher than the true rate. Luis de Guindos, the Minister for the Economy, has announced that one of the new regulations to be put in place will allow mortgage holders with variable ‘Euribor’ rate mortgages (and more than 3 years to run) to change it to a fixed interest mortgage, at little or zero cost. The fixed interest will be agreed by the mortgage lender and the monthly payments will be the same every month for the duration of the mortgage. This will give peace of mind to persons who have a 25 or 30 yr mortgage still subject to the variable ‘Euribor’ rate. The cost of changing a mortgage with notary costs will be reduced by 90%. Obligatory conditions that a mortgage holder has to take out a special insurance policy, or sign up for a credit card before obtaining a mortgage, will be scrapped (unless the client wants these). Fixed interest mortgages are very new in Spain and have only been available for a few years. ‘Sky’ Streaming In Spain Sky have announced that before the end of 2017 they intend offering an “OTT” (Over the top) internet streaming service for people in Spain. They aim to compete with HBO who launched HBO España in 2016, Amazon which has introduced Prime Video,

In the News and Netflix launched in 2015. Their CEO, Jeremy Darroch, states that Spain is the fourth largest economy in Europe, and the company would boost its own production of content by 25% and purchase more rights to show films from other providers. The company states that at present they do not have a large enough portfolio and this is the reason for the planned expansion. The available content will be in Spanish.
Space for Physically Challenged Persons One of the complaints for a long time has been the lack of any provision for physically challenged persons on the ‘Talgo VI’ trains from Almería to Madrid. Persons in these circumstances had to be helped out of a wheel chair if they had one, and then seek assistance from the train staff to go to the loo. After repeated statements that a new carriage would be provided “soon” the first ones were introduced at the end of July. There is space for two wheelchairs to be anchored down and 14 special seats for other persons. Persons who are able to transfer themselves from a wheelchair to a seat have the appropriate aids. Up to the end of June, 89,500 people travelled on these trains which is an increase of 10% with respect to 2016. The pressure group ‘Mesa del Tren’ has welcomed the new carriages but complain that a normal carriage has been taken out of service, so there are 40 fewer seats. They want an explanation as to why the new ones have not just been added to the existing trains. A New Policy Amazon have published new guidelines on their website stating that from October 2nd, sellers from their “market place” have to include information that allows for an automatic return of the goods from a buyer if they wish to do this. Up to now, the system has been a communication between the buyer and the seller where an item might be considered defective, or more information is requested. In the situation that an item appears to be the defective the seller will agree with the buyer that a return can be made and a refund given. Critics of the new policy state that Amazon is obsessed with the idea that the customer has unlimited rights,
and for small businesses using their “market place” the new regulations are very harsh. They say that the automatic right to return an item without any reason being given is unjust. The new regulations only apply to Amazon.com sales from October 2nd, but it is feared that the policy may well be extended to their other sites.
A New Development A very high profile investigation was launched in August 2016 when a young Spanish woman, Diana Quer, aged 18, disappeared completely at the time of a local fiesta near her home in Tarragon province at about 2am. Despite intensive enquiries and revision of hundreds of CCTV images (it was believed she had been driven off in a car) no progress had been made until recently. In October 2016, a fisherman recovered her iPhone 5 mobile that had been thrown into a river. Despite carefully drying out the phone, no data could be extracted as they could not put in the Pin number, or possibly her fingerprint, to unlock the phone. An Israeli company in Germany contacted the police in late July this year and told them that due to a defect in the ‘apple’ security system they could retrieve all the information within 48hrs at a cost of 2,000 Euros. This was carried out and all her calls and messages, emails, photographs, music, and activity on social media sites were then available. Unfortunately this produced no new leads. Various suspects have already been questioned at length and it was hoped that the retrieved data would prove useful in this regard. The annual fiesta she went to was on August 20th this year and police put out a call for anyone who remembered anything from last year to come forward. Amended Tax Relief The ‘Ciudadanos’ centre right political party entered into a whole set of agreements with the centre right ‘PP’ party last December, that allowed Mariano Rajoy to form a minority government in the Spanish Parliament. One of the agreements related to the annual “Renta” (tax return). Up to now, after all the income and allowances have been calculated, the tax bands only apply to the total amount over the first 12,000 Euros which is tax free. From January

In the News 2018, that is the start of the next tax year, the 12,000 Euros exemption from tax will be raised to 14,000 Euros. Any person with a taxable income of less than 14,000 Euros will then be exempt from tax. In June 2018, the Renta declaration has to be made for 2017 and the new tax exemption will apply to this tax return. In addition there will be a reduction in the tax band for taxable incomes between 14,00017,500 Euros. This reduction has yet to be quantified but will be announced before January 2018. Employers are advised by the ‘Hacienda’ (the Spanish tax authority) what deductions they have to make each year for their employees. Self-employed persons have to complete a tax return every year, even if they end up paying only a small amount of tax or none. These people will still have to make an annual declaration as at present.
Help for the Self-Employed Self-employed people in Spain are called “autónomos” and people starting their own businesses and employing other people are a major cause of unemployment numbers dropping. The government is keen to foster this and there have been various incentives. Now, a whole batch of new regulations has been passed in the Spanish parliament. One of the new allowances relates to people who run a business from their home. They can deduct 30% of the cost of electricity, water, gas, and telephone bills, on the percentage of their house that is used for their business. If this area is 20%, the 30% deduction applies to this 20%. New self-employed persons have been able to pay just 50 Euros per month into the Social Security system for six months, but this has now been extended to 12 months. Another major change is that a deduction in income can be claimed of up to 26 Euros per day for meals that are necessary because the self-employed person (or employees) has travelled to a different location in connection with their business. If this is a journey out of Spain the allowance is 48 Euros per day. Any payment for these meals has to be made electronically, so with a debit or debit card, or from a mobile phone. In theory, the ‘Hacienda’ (Spanish tax office) can ask for proof that the expenditure was necessary. A self-employed person
can declare themselves to be not working for up to three periods a year, so they do not have to pay social security for the times they have temporally ceased trading. Other benefits and allowances also apply such as maternity or paternity leave. Any person setting up as a self-employed person needs to talk to their ‘gestor’ (a person who carries out administrative functions including the paperwork necessary for businesses) to understand and be able to take advantage of these benefits.
“Dreambeach” Scam A Spanish man from Barcelona advertised accommodation on the internet in an apartment building in Garrucha for visitors to the Dreambeach music festival. A total of 45 young people paid for this accommodation which did not exist. Complaints to the police in Garrucha started to come in on the evening of Wednesday, August 10th and various groups of young people joined forces to make joint “denuncias” (official complaints). The people supposed to be staying in the fictitious accommodation were in contact with the fraudster until just before they were due to arrive there when no further contact could be made. Police identified the perpetrator who was in the Garrucha area, and he had convictions for other similar fraudulent activities mostly on the internet. He was arrested shortly afterwards. The majority of the young people had travelled from Jaén and Córdoba, and Garrucha town hall provided alternative accommodation in the spor ts pavilion.

In the News An Independent Catalonia For some time, the authorities in Catalonia, which includes Barcelona, have been campaigning for Catalonia to be a separate state to the rest of Spain. Central government consider that this is totally illegal under the Spanish constitution and have been vigorously fighting this. A referendum is planned for October 1st. A previous referendum was cancelled when it was apparent that a “Yes” vote could not be achieved. Central Government are tightening the screws and have forbidden the authorities in Catalonia from using funds advanced from central government to fund the referendum. They now have to make a weekly declaration to the ‘Hacienda’ (Spanish tax authority) that no such funds are being used. If they do not comply, money paid to Catalonia will be held back. The Spanish Minister for Economy has warned Catalonia that central government funds can only be used for health, education, and social services, and not for referendum expenses. 60 billion Euros has been paid to Catalonia from central government in the last five years.
looking at internet sites where holiday lets are advertised, and if no registration number is shown they will take action. The regulations solely apply to properties in urban areas as there are existing different regulations for countryside lets. A person who lets multiple properties within a radius of 1km is subject to special requirements.
Holiday Rentals In May 2016, the new regulations for short let holiday rentals during the summer season were published by the Junta de Andalucía (the governing body for Almería province). Registration by the owners had to be made by July 15th, 2016 and each property is given a special number that has to be used in all advertising and bookings. Some of the various regulations specified full air conditioning or heating, and owners had until July 15th this year to comply. A register has to be kept with full identity documentation from the renters which was stated to be a security measure and had to be notified to the local Guardia Civil police, as is the case with hostals or hotels. In Almería province so far, 1,600 rental properties have been registered. The total number of properties let short term is estimated to be from 3,000-4,000, so this means that as many as 60% of owners have not complied with the directive. Fines can be levied for non-compliance and this applies not just to the owners but also to agencies. It is stated that the authorities are now
Reining in ‘Airbnb’ The Spanish Minister for the Hacienda (tax department) has put forward a draft proposal in parliament. This is particularly aimed at Airbnb, although it will also apply to other similar companies. The draft proposal is that “periodically”, Airbnb have to provide full details of the owners of properties that they let, including people who are sub-letting, the names and details of the renters, the number of nights they are let, the amount of rent, and the “catastral” number (the official identification of the property used in sale and purchase agreements and specified on rates bills). The Spanish Minister Cristóbal Montoro has stated that this is necessary to stop tax evasion and fraud. The major problems with renting sites such as Airbnb particularly relate to Madrid and Barcelona, and apart from the alleged fraud, hotel chains are complaining bitterly. The US headquarters of Airbnb have responded by stating that in their opinion data protection regulations preclude them from supplying this information. They further state that
Big Brother At the London ‘Lovebox’ music festival, a five year old girl, with the approval of her father, set up a small table in the street outside her house selling homemade lemonade at 50 pence for a small cup and 1 pound for a large one. Trade was brisk until the police arrived in force and fined the father 150 pounds for not having a licence! The levying of this fine rapidly spread to the media and the father gave an interview to ‘The Daily Telegraph’. It turned out that he is a Professor of Economics at London University. After the BBC broadcast the story, the town hall stated that the fine should never have been handed out and cancelled it. They contacted the father to give him their apologies.

In the News unless there was a valid legal obligation from court rulings to reveal the information requested, they will not do so. The company ‘HomeAway’ have also cast doubts on the legality but have stated that they are prepared to comply in some respects to give “more transparency”. In mid-July, Airbnb announced that it had removed 1,000 listings in the Ciutat Vella downtown area of Barcelona as part of a “one host, one home” policy. In a press release they stated, “Airbnb wants to be regulated in Barcelona, and we have zero tolerance for bad actors. We want to work with City Hall to clamp down on business operators who break the rules, while protecting local families who share their homes to boost their income and support their families.”
Balearic Islands. Their policy has been to require new female cabin staff to undergo a pregnancy test before they are given employment. This is described as a very serious infraction against labour and discrimination laws. The company immediately announced that the pregnancy tests would be stopped and potential female employees would be asked at the interview stage whether they were pregnant and a positive answer would affect the type of employment on offer. The selection process is done by a sister company, ‘Ranstad’, and came to light when a woman complained to a tribunal. Iberia stated that their policy was designed to ensure that there was no danger to foetuses or the mother in the work assigned to female employees. The court threw out this claim.
‘Amazon’ in Spain After amazon.es came into being in 2012 Amazon opened a 77,000 m2 warehouse in Madrid in 2013. Another warehouse in Madrid of 58,000 m2 is scheduled to open in October before the “Black Friday” Christmas campaigns, along with a smaller unit in Barcelona. Amazon has now announced that they will open an enormous warehouse and distribution centre in Toledo that will be 200,000 m2 on three floors and have a large number of robotic machines. The use of robotics in other centres has enabled the company to stock 50% more items per square metre, and reduce the time before orders are despatched. The industrial site in Toledo already has large warehouses belonging to Michelin and Toyota. Work will start in 2018 at a cost of 60 million Euros. Apart from this centre the company intends to open 25 more distribution points throughout Spain that will enable them to expand their “Prime” delivery service. Various linked companies are involved in the construction phases of any new centres and provide equipment. Amazon considered that with the improvements in the Spanish economy now is the time for major expansion.
Zero Alcohol Limit In our last magazine we reported that the ‘DGT’ (Spanish traffic authority) and the Guardia Civil police were recommending a zero tolerance for alcohol by drivers. Ten EU states already have a zero limit and in Canada there is a zero limit for drivers under the age of 21. It is now being proposed that this might apply to novice drivers in the first twelve months of them obtaining a licence. The current limit for the same period of time is 0.15mg/litre compared to 0.25mg/litre for other Pregnancy Tests drivers. The lower limit also applies to professional ‘Iberia’, the Spanish airline that is part of the large drivers. The other suggestion is that the 0.15mg/litre company ‘IAG’ that includes British Airways, has would apply to normal drivers. El RACE (Spanish been fined 25,000 Euros by labour courts in the RAC) think that the zero limit for professional drivers

Focus on Local News should certainly be introduced as it exists now for pilots, train drivers, school transport drivers, and professional drivers carrying hazardous goods. A medical expert from RACE has stated that there might have to be a slight allowance to the zero limit. It has been found that some foods contain alcohol in small amounts, and some alcoholic drinks take a number of hours to dissipate. In these cases, any slight level above zero does not indicate that a driver is therefore unfit to drive. In Algeria, the limit is 0.01 and 0.02 in Norway and Sweden. It is 0.08 in the UK and 0.05 in Scotland. Mario Arnaldo, the President of the European Motorists Association, is in favour of a complete zero limit. They consider that any level of alcohol or drugs is contrary to the attention needed by a driver who must at all times have a clear head, and there is “no room for error”. Further debates are continuing in Spain. At the end of the day, motorist are the ones who choose to drink and drive, or impose their own ban. A change in driver perception of the dangers of alcohol or drugs is considered to be the most obvious deterrent resulting in less injuries or deaths.
More White Paint! Greenpeace “discovered” the Algarrobico 21 storey hotel in Carboneras just a few months before it would have been finished, and interviews were already being made for staff. Their pressure for the hotel to be ruled illegal was one of the reasons why the construction started in 2003 was stopped by a court. In 2007 they painted “Ilegal” (Illegal) on the façade but locals painted out the “I”. Amazingly, they did the same thing again in 2014 with a much greater area covered in black paint. Carboneras residents once again painted out the “I”. They recently returned yet again and re-painted the “I” for a third time with white paint. They are protesting that the hotel is still there and has not been demolished. The mayor of Carboneras, Salavdor Hernández, (the town council still believe their building licence was legal) criticized Greenpeace and stated that their activities were pointless, and they were merely seeking publicity. No doubt, the white “I” of “Ilegal” will be painted once again in
black by disgruntled Carboneras residents who lost the chance of employment for 500 people. It is not rocket science that every time they come to Carboneras with supplies of white paint they lay themselves open for residents to change “Ilegal” to “Legal” with a few more tins of black paint donated by a Carboneras company! The Madrid construction company Azata del Sol who are also the owners of the land successfully took Greenpeace to court following the 2007 defacement and damage caused. A similar court case relating to 2014 against 28 Greenpeace members was archived by a court in Vera as the ownership of the hotel was not then clear. The Junta de Andalucía intends to expropriate the land for a payment of 2.3 million Euros which was the original purchase price. Once this is done the Junta propose to demolish the hotel at a cost of 7 million Euros, and central government state they will re-instate the land to its original state. Azata del Sol are intending to claim the value of the nearly completed hotel that has been independently valued as 70 million Euros.
Abusive “Floor Rates” We have previously referred to the abusive “floor rate” (Cláusula suelo) where banks put a minimum rate in their mortgage terms which was above the ‘Euribor’ interest rate added to the bank’s interest rate as the Euribor fell dramatically. The Spanish Supreme court adopted the decision by the EU tribunal that all overpayments had to be repaid. Another decision from the Spanish court has now become law. This related to a person with a mortgage containing the floor rate that took Caixabank to the high court after they refused to pay his court costs when he won his case in a lower court. There are at present 190,000 disputes before the courts. The new ruling was that mortgage clients should not suffer economically if they won a court case against any bank; otherwise it defeated the purpose of the initial Supreme Court judgement. Banks will now have to bear the cost of all court proceedings, lawyer’s fees, technical fees for help in arriving at the exact refund due, and any other costs when a judgement is made against the bank. Any holder of a mortgage with the abusive floor

The court judgement took into account a possible court case where a large sum of money was not being claimed. If the court costs necessary from the mortgage client were likely to be more than the money being claimed, it would put people off going to court. Banks will now have to take this into account when they are in dispute with mortgage clients.
No More Jabs? Scientists in the US have perfected a “patch” that is placed on the arm containing a vaccine against the ’flu. Minute holes allow the vaccine to be absorbed by the epidermis, rather than be injected into a muscle. After pressing on the patch it can be removed 20 minutes later. The use of this new technique will result in big monetary savings over the existing treatment, the application only takes a few seconds, and it can be modified for children. Many people are scared of having injections and do not have normal anti-flu treatment when they should. In tests of the patch it was applied under medical supervision, or by persons themselves with no medical training. Tests afterwards then showed the amount of absorbance and level of protection with antibodies that was about the same in both cases. If the general public are able to treat themselves this will revolutionize anti-flu treatment No Body A Spanish authoress and journalist has published a book entitled “Diana. Requiem por una mentira” (Diana. Requiem for a lie). Concha Calleja claims that after Diana, Princess of Wales, died in 1997 her body was cremated and the ashes put in a crypt at the church of Saint Mary the Virgin at Althorp where 20 generations of the Spencer family have a tomb. She further claims that her body was cremated without an autopsy on the instructions of “The firm”, the expression used for the Royal Family. She considers that the journey from London, where 2.5 million people congregated by the roadside, and 100s of millions watched on television worldwide, was a sham as the coffin was empty, and her body was not placed on the island at the
Spencer estate. The book has been published to mark the 20th anniversary of Diana’s death. Spaniards have always been very interested in the British Royal Family and other controversial accounts on various topics have appeared in the Spanish press for many years.
Bankia and BMN The purchase of Banco Popular by Banco Santander was done without any expense or funding from the Spanish Banking Restructure Organization (FROB). Banco BMN is being fused with Banco Bankia as this is seen as the most sensible arrangement to get back some state funding, and there is not a major overlap in branches. In 2013, Bankia shut 1,000 branches in nine months, and some further closures from Bankia and BMN will take place. The integration of the two banks is stated to cost 334 million Euros over the next three years. In 2012 a total of 1.6 million Euros was pumped into BVN to keep it afloat, and 22 billion into Bankia which is effectively state owned. With the fusion, 536 million Euros of the 1.6 million given to BMN will be recouped. After the fusion was given the green light, shares in Bankia went up 4% which gave an increased value of 300 million Euros. A share issue will bring in 205 million Euros, and the fused company format will result in Bankia owning 31%, BMN owning 2%, Banco Mare Nostrum (previously fused with BMN) 7% and the remaining 60% owned by the FROB, so the Spanish state. The Spanish Minister for the Economy, Luis de Guindos, considers that following the fusion in September FROB will probably be able to sell some of their shares in 2018, depending on their value, and reduce the debt. Now in Force In 2012, the ‘IVA’ (VAT) rates in Spain went up from 8% to 10% and 18% to 21%, with the 4% rate being unchanged. This was not just a straight change as various products or services were put up from 8% to 21%. This applied to all live performances including music, theatre, dance, bullfights, and also cinema tickets. This has resulted in large losses in spectators and many companies ceasing trading. In the News income went down to 181 million Euros in 2012 and 158 million in 2013. This was a major drop from the 260 million Euros in 2010. When the new Spanish Government was formed last year it was announced that the 21% would be brought back down to 10%. This has now happened so tickets will be cheaper. Cinema tickets are still at the 21% rate despite lobbying from the film industry.
‘OCAL’ Funding The Almería City Orchestra (OCAL), under the leadership of Michael Thomas, has developed into a major orchestra, along with a young person’s orchestra and choirs. Apart from performances in Almería city, they travel to other large cities in Andalucía. A problem for some time has been the funding. Other orchestras in Andalucía (that includes Almería province) at Seville, Granada, Málaga, and Córdoba, are considered to be public orchestras and receive funding from the Junta de Andalucía, town halls, and regional government, which is about 1 million Euros per year for each orchestra. ‘OCAL’ is considered to be a private orchestra and as such receives two grants of 30,000 and 70,000 Euros. Any other income comes from patrons including the association “Friends of the Almería city orchestra”, and ticket sales. The Junta de Andalucía has now announced that if administrative changes are made they will include it in their list of public orchestras for 2018 and fund it the same as the other ones. The Civil War Refuges Guided tours of the Almería city civil defence refuges are still very popular. They were built underground as a refuge where citizens could shelter from the German air strikes in the Spanish Civil War in the 1930s. There are various areas including a medical surgery and food preparation. Any visitors have to book their tour, as numbers are limited, by ringing 950 268 696. Until September 15th it is open from Tuesdays to Sundays from 10am-2pm and 6pm-9pm. Guided tours for groups of more than 15 people are at 10.30am, 11.30am, 12.30am, 6pm, and 7.30pm. From September 15th it is open from 10am-1pm Tuesdays to Sundays
and on Fridays and Saturdays from 5pm-8pm. General admission is 3 Euros, 2 Euros for children under the age of 18 and pensioners, and large prebooked groups. Children are free if under the age of 6. A plaque was recently unveiled showing the names of 31 citizens who were killed during the bombing.
Just Small Companies! Sabadell town hall have fined IKEA and Leroy Merlin 720,000 Euros each, for paying the equivalent amount of business tax that applies to small companies, not major ones. The allegation is that they set themselves up as several small businesses dealing with goods for the home, DIY, kitchen goods, furniture, textiles, and a restaurant. It is stated that between 2012 & 2016 this resulted in a saving of 1.45 million Euros, which the town hall are reclaiming. IKEA have admitted that they did set themselves up as a collection of small companies, but maintain that this was legal. Despite this, they have now registered themselves as a major chain! The Barcelona ‘diputación’ (county council) are also investigating other large companies and claim that five of them in one particular municipality on a large industrial estate should have paid 2.4 million Euros more tax from 2011 if they had been correctly registered as large companies. More Funds Employees in Spain paid monthly receive 14 payments per year with the extra months paid in July for the summer holidays and Christmas. The total amount is usually averaged out over the year,

In the News so there are only 12 equal payments. Spanish pensioners, (including non-Spanish who have paid sufficient funds into the Social Security system and then retired) and most public employees, receive the extra two payments. A problem for several years is that the income from workers who pay Social Security does not cover the payments to pensioners. In 2011, the fund to pay money out had a healthy balance of 67 billion Euros that steadily fell to 32 billion in 2016 but in May 2017 there was only 11 billion Euros left. Even after the income from the 2017 tax returns completed this June for 2016, the fund was short of 9.5 billion Euros to pay the summer extra payment. In July, the Spanish government pumped in extra money to cover the deficit that strictly speaking was a loan. This meant that the 17.2 billion needed to be paid to pensioners could be met. With the improvement in the economy, income from Social Security payments is going up, but all this will have to be addressed again before the Christmas payment that is paid at the end of November. The EU is intending that all the states set up a system where there is compensation for persons who have lost their jobs, and schemes that will allow persons to pay into a special fund for their retirement. These ideas are still in the early stages so nothing will happen soon.
Cyclist Deaths The ‘DGT’ department that deals with road safety and regulations have had new proposals regarding cyclists put before the Spanish parliament. It was intended that they became law very quickly, ideally by September 1st. So far this year 26 cyclists have been killed and others seriously injured. In the majority of cases the drivers tested positive for being over the limit of alcohol or having consumed drugs. If a cyclist is killed or seriously injured, the Spanish penal code allows a judge to give a prison term of up to four years as well as a fine and loss of licence. An amendment will increase the maximum prison term from four to nine years. If there are multiple deaths, the judges can increase the prison term where drivers are over the alcohol and drug limits or speeding well over the speed limits when an accident occurs. (We mention this
in a following article). Drivers who kill cyclists in these circumstances will be automatically charged with involuntary homicide, a very serious offence. In many cases so far this year drivers have driven away from the accident to avoid being caught at the scene. If this is the case in future, whether they have caused death or serious injury, a judge will be able to give a prison sentence of up to four years that can be added to the involuntary manslaughter prison term if applicable. In the case of a driver with any drugs in their system (there is no lower limit as in alcohol levels) every Guardia Civil police car will have both alcohol and drug detection equipment on board at all times. For repeat drug offenders (twice in two years) it is intended that they will be automatically banned from driving on medical grounds, and will have to attend a drug rehabilitation program. To get their licence back there would have to be a medical and psychiatric determination that they have stopped taking drugs.
“Caso Poniente” The very major court proceedings relating to large scale corruption in El Ejido has finally got under way. It involves 65 politicians, companies, and functionaries, in the period 2002-2009. The whole case centres round a company ‘Elsur’ who received large amounts of work from the council that in many cases was never carried out. Highly inflated invoices were submitted for payment, and the money was eventually paid back to the instigators of the fraud. The Spanish prosecution are asking for a prison term of 49 years for the mayor at the time, Juan Encisco, and 42 years for José Alemán, a town hall assessor considered the “brains” of the whole scheme, and prison terms for others totalling 733 years. The amount of money involved is stated to be 84 million Euros. No One Is Above the Law At the end of July there was a fatal accident near Torremolinos at an A-7 motorway junction and large roundabout where traffic veered off for Málaga. One car allegedly changed lanes very rapidly at high speed and hit another car, and then collided violently with a nine-seater minibus taxi. This overturned and

In the News rolled over, killing one passenger instantly and two others died shortly afterwards in hospital. Four other people were seriously injured. Police and emergency vehicles went to the scene, and the driver of the car that caused the accident was stopped a short time later as he had driven away. Initially he resisted arrest but was taken back to the scene of the accident where witnesses identified him and his car and he tested above the limit for alcohol. They stated that he was talking on his mobile phone immediately before the accident. At a police station he tested positive for cocaine. The driver was an off duty Guardia Civil police officer and allegedly claimed he had left the scene of the accident as he needed medical attention. It turned out that in 2014 he tested positive for alcohol after being involved in another accident between two cars and a motorbike. In this case there was no serious injury, but he also left the scene of the accident. A press release from the Málaga Guardia Civil police confirmed the details. At a preliminary court hearing the next day he faced charges relating to road safety, dangerous driving, leaving the scene of the accident, the alcohol and drug offences, three counts of involuntary manslaughter, and four of causing serious bodily injury. He was refused bail and returned to prison.

With regard to Manuel Tijeras, the claim was that he allowed a split in land owned by his partner where two properties were built in the full knowledge that the land was not zoned for urban development. The total number of illegal licences was stated to be 217.
Aged Over 100 On January 1st, 2017 there were 12,183 persons in Spain aged over 100. There is a slight difference in the various regions, but the geographical locations are not considered to be very relevant. The birth rate 100 years ago is the main contributing factor. So Now You Know... Windscreen Wipers The first mechanical windscreen wipers were operated by a mechanical crank that the driver or a passenger turned. Jigsaw Puzzles John Spilbury was a mapmaker in England, and in 1767 he made the first jigsaw “for the purpose of teaching geography”. A map of Europe was stuck onto thin hardwood and a fine saw cut round the various countries. The next version was a hand-painted map of England showing all the different counties as separate pieces, also on a thin sheet of wood. Soon, people began producing jigsaw puzzles with pictures not maps. In 1880, Milton Bradley made the first puzzle for children. It was called “The Smashed Up Locomotive”, and the interlocking pieces formed a picture of a train engine. Cardboard jigsaws were the next step. Blenders Stephen Poplawski is credited with inventing the first blender that used rotating blades in a container in 1932. He received two patents for his machine which would produce a puree or liquid from fruit and vegetables. He called it the “Waring Blender” after a famous music conductor, Fred Waring, who wanted to puree vegetables as he had an ulcer and his doctors recommended semiliquid food. Frederick Osius improved the design and went to Waring for financial backing. Waring agreed to this and by 1954 over 1 million blenders under the Waring labels had been sold. A big improvement was a transparent container. Hair Dryers The first hair dryer was a vacuum cleaner! Around the turn of the last century, women dried their hair by connecting the tube that normally sucked air in to the back of a vacuum cleaner that blew air out. Like many vacuum cleaners today, the air was quite warm. In 1920 the first hair dryer came on the market solely designed to dry hair, but it was very large, heavy and cumbersome. Apart from the introduction of safety features and much improved electric elements, the hair dryer has not changed substantially over the years. In 1951 a model was produced that connected to a plastic bag like a bonnet that went over the head. LPs Until 1948, to play records you had to use a disc that easily shattered if dropped and revolved at 78 revs/min. Equipment to play these records was known as a “Gramophone” that was wound up each time you played a “78” record. The amount of time that the records played for was very limited, and a typical symphony needed five records recorded on both sides. In 1948, Paul Goldmark patented his idea of a “Long Playing” record using a vinyl mixture that made them unbreakable. They revolved at the new speed of 33 revs/min and gave a much improved, high quality sound. LPs are now making a comeback.

How Do You Rate Yourself?
A
survey has been carried out recently by a Spanish association investigating road safety and drivers’ opinions. They conducted interviews with a large number of drivers who used their cars a minimum of three times a week.
Only 40% of drivers could tell the survey team what the permitted level of alcohol was, and another 40% had no idea at all. The other 20% gave incorrect answers. 60% did not realize that the presence of any drugs was a very serious offence. The driver tested positive for drugs, for a second time. 56% of drivers stated that they did not observe the 1.5 metre distance from a cyclist whilst overtaking. 40% said they did not realize they could cross a continuous white line whilst overtaking if there was no traffic coming towards them. As regards speeding, 46% of drivers admitted to regularly travelling between 150-160km/h on motorways. In urban areas 33% admitted that they drove at 65km/h where the speed limit is 50km/h. Women drivers exceeded the speed limit less than male drivers and elderly persons were more careful. 86% of the drivers in the survey stated that they regularly “jumped” traffic lights if they were on amber. The possibility of being fined, including for speeding, was not considered to be a major deterrent. Only 30% stated that this influenced their driving. 28% were not worried about being caught speeding, and 23% were not very worried about losing a few points. The traffic police have stated on several occasions that their objective is to reduce deaths and injuries, not collect money. They think that a major increase in the number of points lost for serious offences would have a big effect on driving infractions.
Traffic police want to come down very heavily on repeat offenders that they define as two convictions for the same offence within two years. 70% of drivers have never lost any points, but 13% of drivers have been caught being over the alcohol or drug limits, not wearing a seat belt, or using a mobile phone,on two or more occasions. In Almería province in 2016 some 1,900 drivers were over the alcohol level on two occasions, and 1,300 between four and six times. 68 drivers were caught more than twice with levels of drugs in their system. The worst group of repeat offence drivers totalling 13,000 were aged 25-34, and 18,000 were below or above this age group in equal numbers. 156 drivers fined for driving without due care and attention had been caught previously. The ‘DGT’ traffic department who recommend sanctions to the government, along with the traffic police who enforce them, want the whole system to be drastically overhauled – quickly.

Out of Hours

here is considerable debate in various countries as to whether an employee is expected (or it is obligatory) to receive emails, text messages, or calls outside their work hours. Should there be no such contact, or only within a fixed time period, and what about at weekends, or if an employee is off sick, or on holiday? From last January 1st, France has introduced regulations that prohibit an employer (however large their company is), from being in digital contact with employees outside of work hours, when they are sick, or on holiday. This new labour law is intended to give “a right to disconnect” for employees and improve their lives and health outside of work. The French regulators have said that being obliged to deal with work related issues out of hours was effectively a “digital leash”. They say that an intense number of emails and messages can lead to “burn out” situations and possible mental problems. French companies with more than 50 employees have to put forward a charter that sets out the conditions for their employees. Employees should also be unable to access work emails from home with a digital “lock” being put in place. Since 2011, Volkswagen in Germany have shut down their email server from 6.15pm-7am and at weekends. This is also a big problem in the US, and surveys found that in severe cases workers were responding to emails or messages outside work hours for up to 8 hours a week. Employers are now realizing that rest periods give greater productivity and creativity. One US insurance company has gone to the extreme of giving employees sleep monitors. Every 20 nights of regular sleep result in a bonus! Following the changes in France, the French insurance company ‘AXA’, who have 4,000 employees in Spain, have extended the new regulations to their Spanish workers. Employees have often been used to emails on a Sunday asking that their work schedule on Monday must take into account the email subject. ‘AXA’ now stipulate that only in “extreme circumstances” will digital contact be made out of hours such as a natural catastrophe
when large amounts of claims are coming in, or an advice that a cyber-attack has occurred. The Spanish High Court ruled in September 2015 that it was “abusive” if an employee was asked to provide their private mobile number or email address. The Director of the Spanish Department of Labour Relations considers that an agreement by unions is one way of tackling the problem rather than legislation.
Spanish surveys show that 30% of employees are expected to be contactable out of work hours and even whilst on holiday. 6% say this means they are never disconnected from their work and the other 24% said their disconnection was less than they would like. Almost all of the employees over the age of 55 stated that during holiday periods they paid no attention to work related contact. Only 60% of people aged 36-54 ignored them and only 25% aged below 25. More women than men considered that they were entitled not to respond to work contact whilst on holiday or at weekends. 16% of the persons surveyed who worked for small companies stated that the problem was that their work could not be delegated 100% to another person. General advice is that an employee should try to finish their work or resolve any problems before leaving work on Fridays, or going on holiday. They should also try and make sure than another person could cope when they were temporarily away on sick leave.

The “Project Purple” was given the go ahead in 2004 and was undertaken in the utmost secrecy. The selected team of engineers worked in an entirely separate building led by Scott Forstall. Steve Jobs had specified that all functions had to be operated by a finger. Various prototypes were produced that were all ultimately rejected for technical reasons or size. One of the main aims was that the phone could easily be put in a pocket or handbag. Finally, the design that would lead to the presentation of the iPhone was fixed and approved. The immediate popularity of the iPhone is now history and 1.4 million phones were sold in just four countries within a year. A total of 6.1 million phones of this version were sold before the next improved model was introduced with an increased memory capacity. The iPhone 3G was the first smartphone to become available in Spain, but many people had already purchased them elsewhere. In 2016, Apple sold 212 million iPhones worldwide and the total number sold since 2007 was 1 billion at the start of 2017. There have been a total of 15 different models, and Apple smartphones were
Many hi-tech companies copy or rob advances from others competitors, and Apple “borrowed” the idea of a mouse for their computers. It had been invented by Douglas Engelbart working for the company Xerox Alto in Silicon Valley and licenced to Macintosh. Trying to keep ahead of the opposition has resulted in many law suits brought against other manufacturers by Apple, particularly Samsung. In 2011 they sued Samsung claiming that their Galaxy S was a clear infringement of the Apple 3G design patents. Various tribunals heard the case worldwide, and the introduction of the Samsung Galaxy Tab 10.1 was blocked until major changes were made. Samsung hit back claiming that Apple had stolen some of their ideas, but in 2012 a court in California ordered Samsung to pay 840 million Euros for patent infringements. Reduced to 478 million in another court the fine was quashed in the US Supreme Court in 2015. Apple has gone to court again,claiming further patent infringements!

Spain & the UK
I
n 2007, the total trading amount between Spain and the UK was 41 billion Euros, but at the end of 2016 this had duplicated to 82 billion Euros. The overall balance in trade received by Spain in 2007 was 132 million Euros, and this also rose dramatically at the end of 2016 to 7.9 billion Euros. 25% of all goods produced by Spain go to the UK, and exportations of fruit and vegetables from Almería province have never been higher. So far, the prospect of ‘Brexit’ is not having any discernible effect although there are some slight concerns from the 260 Spanish companies who have a major presence and company bases in the UK. The recent state visit of King Felipe of Spain and Queen Leticia is seen as cementing these ties. The alternate Spanish and Union Jack flags alongside the route to the UK Parliament where King Felipe gave a speech to both Houses of Parliament bore witness to the special relationship. There are very strong family ties between Spanish and UK royalty and the state visit was considered to be very important. The only slight fly in the ointment was when King Felipe announced that Spain and the UK would amicably settle the future of Gibraltar between them, apparently without reference to Gibraltar! Involvement in the financial sector is one of the major ties, and Spanish banks hold 360 billion Euros in UK government and private bonds. If the insurance sector and other financial commitments are added on, the total is estimated to be 500 billion Euros. The Santander banking entity presided over by Ana Botin has 30% of their business in the UK with 35,000 employees. This follows Santander buying Abbey National in 2004 followed by Bradford and Bingley and Alliance and Leicester. The UK benefit from Santander in 2016 was 1.7 billion Euros although this fell by 14% with the devaluation of the sterling/Euro exchange rate. The net profit in the UK even after this adjustment was still greater than the 1 billion Euros from their Spanish banks in the same period. The banking group Sabadell has 21% of their
business in the UK following their acquisition of TSB in 2015. Telefónica have the largest amount of business of any Spanish company in the UK after buying out O2 in 2005 for 26 billion Euros. There have been hiccups along the way with O2 not bringing in the full income expected, but in 2016 they billed 1.6 billion Euros to UK customers. The major Spanish electrical power company Iberdrola has very important interests in the UK, and when they bought Scottish Power Renewables in 2007 for 17 billion Euros this was the largest amount paid out apart from Telefónica buying O2. Iberdrola now have a large number of wind farms in the UK which is a major part of their worldwide renewable energy expansion.

Ferrovial is the major shareholder in the Heathrow airport holding company and have a 50% stake in Glasgow, Aberdeen, and Southampton airports. 30% of their total income in 2016 came from the UK. They were forced to sell stakes in three minor airports after they were considered to have an unfair monopoly prior to investing in Heathrow. The holding company, IAG, is made up of British Airways and Iberia Airways and the construction company Acciona built and run the desalination plant that provides 1 million people in London with their water. The giant Spanish textile and clothing company Inditex has over a thousand outlets of their various brands in the UK. Business is brisk!

Spain and Terrorism
S
panish anti-terrorism units have been pursuing Basque ‘ETA’ terrorists for decades, and this is still on-going. In 2004, the Madrid train bombings killed 192 people and wounded 1,800. Officially, (three days before General Elections) it was stated to be an ETA attack, but it wasn’t. It was an alQaeda attack in reprisal for Spain supporting the invasion of Iraq. Spain is a target for al-Qaeda, Daesh and ISIS, who call Spain “Al-Andalus” as Spain was ruled by the Moors from the 8th-15th centuries. Our local Moors & Christians events depict Christian forces overcoming the Moors. Spain is also a target because large numbers of Spanish troops are in Syria and Iraq for peacekeeping or training purposes. Many of them come from the Viator legionnaire base near Almería.

Before this August there had been no terrorist attacks in Spain since 2004. Highly specialized antiterrorism police and agencies have been extremely successful in combating terrorism. The 3,000 strong units are to be expanded by 600 in 2018-2019. Since 2012 there have been 86 operations with 186 people in prison. In 2016 there were 24 operations with another 47 people in prison and others yet to be tried. Spanish security services consider that apart from their expertise (partly related to ETA), Muslims are well integrated into Spanish society and there are no ghetto areas with major discontent as in France and Belgium. The security services work very well with their counterparts in other countries. Recently, a Daesh cell imminently plotting an attack in Mallorca were arrested, and simultaneously an Imam in the UK and a man in Germany. The main areas of concern are Barcelona, Madrid, and Ceuta and Melilla near Morocco. Moroccan anti-terrorism police work with their Spanish counterparts, and the Israeli Secret Service Mossad has a unit in Melilla investigating Syrian links. A large explosion completely wrecked a house that was a bomb factory at midnight on August 16th, 200km from Barcelona. Explosives and 105 gas bottles were found there. Three men were killed

Hired cars, vans, and lorries are now a familiar method of killing large numbers of people. The van in Barcelona reached a speed of 70km/h and ploughed into people for 530 metres. The carnage was over in 45 seconds after the driver’s airbag deployed and shut off the engine. As everybody knows, the Spanish are very open-hearted. Despite being told to clear the area a large number of people tended to the wounded. Others flocked to hospitals to give blood and the Barcelona taxi association ferried people away for free. The overriding mood is anger and defiance. Large crowds in the main square in Barcelona the next day shouted “No tinc por”, Catalán for “I am not afraid”.

relates to a house he and his wife own in Las Huertas. His heading is: “Warning. A Mojácar Whodunnit! Was it the Agent, the Tenants, or the Removal company ???” He then tells us: “We have lived in Mojacar for a very long time. Due to circumstances we had to go to the UK in September 2016 for a few years. We chose a reputable agent to look after our house, which was then rented to ‘a lovely couple’ for a few years. Unfortunately they had to leave early in January 2017 and a removal company shipped their stuff to the UK. When we visited our house earlier this year, we were very surprised to find it badly daubed with paint inside and outside including a nice fireplace that will have to be rebuilt at a considerable cost. And a whole housefull of furniture was also missing! SO WHODUNNIT ?????” He has sent photographs of two of the missing items and asks: “Should you have information Wacky Races Update regarding our stolen items please email: Following the ‘Wacky Races’ at Villaricos this year, fairacre2017@yahoo.co.uk”. they have already installed air-conditioning in another classroom in the local school, and also supplied another flat-screen TV to replace the very old ones currently in use. They have also supported ‘Fantasia’, the Villaricos carnival dance group, Tami Pozo, a local lady whose husband was tragically killed in a road accident, and Sofia, the older sister of Leo the Lion, who they felt deserved recognition for her support for her brother. She received a voucher for some jewellery she wanted. Wacky Races has some funds available to distribute before the end of September. APSA held their summer fundraising event at Kubatin, Arboleas, recently and everyone enjoyed 'Dancing under the stars' to the band Impulse. The venue was packed out with all enjoying the music, barbecue, raffle, and auction. Organiser Penny is delighted to announce that the event raised 1,300 Euros for the animal charity based in Albox. She would like to thank the band, all the volunteers who ran the event, and, of course, all those who came to support and enjoy themselves. Penny is planning a choral event and sponsored walk in the autumn. If you have some spare time and would like to help the charity with dog cuddling and walking, please see Penny and the other volunteers at the stall on Los Llanos Saturday market in Arboleas/Albox.

A sailor meets a pirate in a bar, and they take turns recounting their adventures at sea. Noting the pirate's peg leg, hook, and eye patch, the sailor asks, "So, how did you end up with the peg leg?" The pirate replies "We was caught in a monster storm off the cape and a giant wave swept me overboard. Just as they were pullin' me out, a school of sharks appeared and one of 'em bit me leg off." The Explanation Dozing Off A woman went to see the vicar at her church and told him that she was very ashamed that her husband often dozed off and snored during his sermons. She asked what she could do. The vicar told her that next Sunday she should take a hatpin with her, and when he noticed her husband had started to doze off he would give her a nod, and she should poke him with the hatpin. The following Sunday he saw the man was starting to doze off as he was asking, “And who made the ultimate sacrifice for us on the cross?” He nodded to the woman and she stabbed her husband in the leg. Waking up quickly he exclaimed loudly, “Jesus!” The vicar said, “Yes, indeed, that is the right answer”. The second time this happened he was asking, “Who is your redeemer?” He nodded again and the woman stabbed her husband. He called out, “God!” and the vicar said he was right again. Getting in full swing the vicar asked his congregation, “After Eve had borne Adam his nineteenth son, what did she say to him?” The woman misinterpreted a nod the vicar made and stabbed her husband again who was really wide awake. He shouted out, “You stick that dammed thing in me one more time, and I’ll break it in half and stick it up your backside!”The congregation replied, “Amen.”

The child was a typical four-year-old girl - cute, inquisitive, and bright as a new penny. When she expressed difficulty in grasping the concept of marriage, her father decided to pull out his wedding photo album, thinking visual images would help. One page after another, he pointed out the bride arriving at the church, the entrance, the wedding ceremony, the recessional, the reception, etc. "Now do you understand?" he asked.
