The 2014 Optimism in the BVI Market

the US economy will return to growth for the last half of the year. However, the gains in the stock market will tend to keep investors in this market rather than transferring their cash to other assets such as property. There are concerns that the Fed, by continuing to keep interest rates low, will create a stock market bubble with the inevitable crash once investors become nervous about the continued gains in the market. At that point, just as we saw in 2001, investors will look at other investments with property, still at relatively low values in many markets, a likely recipient of those funds. In the Caribbean, we are already seeing speculators, typically venture capital funds, seeking distressed properties which can be turned around. Greenfield sites and long term developments remain the preserve of specialised developers due to the increased risk with absorption rates in the Caribbean (the speed at which a development will sell), but existing properties with infrastructure in place are attractive. In Anguilla, the Malliouhana Hotel is undergoing extensive refurbishment and is due to be branded by Auberge having been acquired by AJ Capital Partners, while in March this year, Altamer Resort was acquired by Time Equities Inc. In Puerto Rico, the Puerto del Rey Marina near Fajardo was acquired by Putnam Bridge Funding, who also acquired La Cuidadela housing and commercial complex in San Juan. Separately, John Paulson, president of Paulson & Co, who rose to fame in 2007 when betting that sub-prime mortgages would tumble, acquired a majority stake in the St Regis Bahia Beach Resort. These investments in Puerto Rico have been the result of aggressive incentive schemes offered by the Puerto Rican government to encourage investment to help the ailing economy.

As we pass the mid-point of 2014, we can reflect on the past 12 months and the changes that have occurred in the market not only in the BVI, but on a regional basis. Certainly, compared to 12 months ago, there is more confidence in the economy with most major economies now showing growth, although the mixed economic data from the States in Q1 (blamed on the unusually cold winter) indicated that growth was slowing. More recent data shows that jobs continue to be created. This has resulted in the Federal Reserve’s tapering of quantitative easing as The Fed’s policy switches from specific employment targets to qualitative guidance under the new Chairman, with interest rates unlikely to rise soon. In the United States, on July 3, the Dow Jones Index passed 17,000 for the first time, reflecting investor confidence in the stock market and confidence that

Closer to home, Scrub Island has been hitting the headlines with First Bank appointing a receiver while the developer, Mainsail, declared Chapter 11 in the States to provide protection from creditors. While the legal arguments over control of the asset are being decided in the United States, the financial position of the property is likely to attract the attentions of hedge fund and venture capital investors,, seeking to acquire developed property with substantial infrastructure at a significant discount. On the residential front, the activity of 2013 has continued into 2014 with more potential investors arriving in the BVI, seeking property. This indicates that the confidence felt in other economies, and particularly the United States, is trickling down to the Caribbean. It remains to be seen whether the sales activity in 2014 will match that seen in 2013 when 21 villas over $500,000 sold, however the trends are definitely moving in the right direction. The increase in sale volume is countered by the overall number of homes on the market, which remains high compared to the pre 2008 period when there was less choice for investors. On the commercial front, concerns remain about the financial sector with pressure on the BVI and other offshore jurisdictions from Europe and North America, who have made a concerted effort to tighten up on tax exchange agreements. The BVI Government has responded by opening an office in Hong Kong to drive business in the Asian market and is addressing the continued external pressures on the industry.

The issues faced by the financial industry create a concern about the speed with which the BVI economy will recover from the recession as a greater part of the government’s income is derived through the financial sector. This manifests itself through the amount of shell office space that remains available in the Road Town area as firms in the financial sector are now more wary about expansion, particularly where extensive fit-out costs are required. Despite the concerns about the financial sector, a number of smaller firms have opened for business in the BVI over the past 24 months. This has absorbed much of the available office space under 2,000sq ft, which is in finished condition, ready for occupancy. The outlook for the remainder of 2014 is positive as confidence in the economies of Europe and North America grows. While the BVI’s own economy is impacted by external influences on the financial sector which remain a concern, the tourism industry has generally had a good season and interest in real estate investment remains steady. The government remains committed to a number of infrastructure projects with work under way on the Road Town cruiseship development, the new hospital due to be fully operational by the end of the year, and works already underway on the water and sewerage projects on Tortola. The second half of 2014 should indicate a continued upward trend across all markets.

SUMMER HAUL OUT

Whether you are a ‘have yacht’ or a ‘have not’, at this time of year, if you are occupied with boats in anyway, there is a chance you will be involved with a haul out. When the winds blow strong in hurricane season, the insurance companies expect you to secure your boat with the minimal risk of damage; that plan could have the boat tied to the dock or a mooring buoy, but many would require the boat to be plucked from the water and stored ashore. An article in the Caribbean Compass hailed the BVI as the author’s preferred country for haul out and the most noteworthy point cited was security. It is true that in this small collection of islands, the village atmosphere keeps the neighbours with an attentive eye on what goes on around. It isn’t for naught that the motto of the Territory, ‘Vigilate’, keeps the small population policing one another so that petty theft is almost nonexistent in boat yards. The other element of security to consider, is that in this relatively privileged population there is a generally discerning conscience, meaning that should the islands be devastated by weather, social order would remain intact, looting would be uncommon, and airports and services would return to normal sooner.

Nonetheless, it is advisable to take valuables off the boat as part of your haul out checklist. This should be closely followed by the removal of all foodstuffs – unless it’s in a tin can, get it off the boat. Coconut mice (aka rats) can eat through anything, so if you’ve left an innocent pack of pasta on board, they will not only devour that, but also eat their way through delicious electrical cable, resulting in an expensive rewiring job. If you are not at hand to regularly check on your boat, then it is important to have the support of a local management company for notorious offenders like rats, ants, blocked drains and mould. Storage in the tropics requires good ventilation and dehumidifiers to be in place, for without this mould will take possession of all fabric like the cushions, sails or cabin liners. In a worst case, excessive mould can call for a full interior refit; therefore, proper preparation for haul out will save you money. Indeed, every boat needs to come out of the water at least once a year so that you can inspect your through-hulls, cutlass bearings, shaft seals, and general watertight integrity. Take advantage of the summer haul out to get this work done. Annual boat maintenance like replacing zincs, bottom paint or exercising sea-cocks, can be conveniently done and would save later expense on an emergency haul out if anything below the waterline fails when cruising. There are stipulations the boat yard will make such as remove all loose items on deck, including bimini canvas and frames, and stow below or in a storage

locker. The jib should be fully removed and the main well lashed to the boom or better, put away. A wind generator ought to be removed so in order to top up an expensive set of house batteries, it’s worth having a $100 trickle-charger or some of the solar panels exposed for a measured charge. Alternatively, leave it to the yard workers; they have experienced operators for the large Travel Lifts and hydraulic Con-O-Lift trailers to exactly position the boats to within a credit cards width (thus preventing the domino effect). They will also ensure that the jack stands are chained properly and straps to the tie downs or sand screws are checked regularly. BVI boatyards understand how difficult it is to get insurance at this latitude and they’ve made up for that with the provision of hurricane cradles in Nanny Cay and keel pits in Spanish Town making them fully accredited by leading yacht insurers like Lloyds of London and Pantaenius. BVI based yacht surveyors are also accepted by the world’s major underwriters, so significant boat works can be proved. Obviously, the yards would want you to employ the services of their onsite contractors, but they will also have a list of recommended outside wood-workers, welders, and fiberglass guys and permit DIY lead work, but remember, you will jack up the lay days charged. The BVI is a marine centre which stays open all year around, with skill labour whose reputations built over decades, supply super high end, top quality work with a good warranty. You will be given an honest quote with an honest time line. You can find the service that fits every budget so these days it is not necessarily cheaper to haul out down island. Also, the BVI’s a really fun place to hang out with your haul out. Hotels linked to a boat yard will offer you a cracking discount, therefore make a short holiday of it. Soak in the pool, go to bars and restaurants, visit local sites, meet with friends, compare notes and salty talk, garner some local tips for best labour and discounts, and note how nice it is not to have a language barrier. Or, if your funds won’t stretch, you can still sweat it out on the boat and get more work done while you’re at it. There are several haul out options in West End, Nanny Cay, Road Harbour and Spanish Town. Just remember, space is limited, so it is always ideal to book by Christmas Day for summer storage:

Lady Katlo is a yacht of impeccable specification

with all imaginable upgrades implemented. Its current incarnation is founded in a mixture of the owner’s diligent contemplation as well as a motivation to provide prestigious luxury. Buying a Lagoon 450 in 2011, the owner affectionately named her Katlo after his wife’s childhood nickname. Two years later, August 2013 saw a subsequent yacht purchase, conceiving Lady Katlo – ‘Lady’ because it was perceived that this yacht would reflect a grander version of its predecessor due to its increased size and improved amenities. Shipping Registry agreed to provide safety support vessels and the Royal BVI Marine Police brought their vessel as well. Competent crews were selected and as the big race day approached, the hype, hoopla and fanfare reached a fever pitch. Finally, the big day arrived, welcoming a good sized crowd at the Road Town Jetty. The captains and crews got into their boats. Governor Macan’s crew was made up of John Shirley and Elvet Meyers, both former Olympic sailors. Chief Minister Smith sailed with Laurens Blok and Dwayne Smith, well-seasoned sloop sailors. There was still one last problem to overcome – the two boats were different sizes and therefore not evenly matched. It was decided to run two races with the crews changing boats after the first race. It would be the only way to make it fair. Since Youth Instructor was the larger of the two, Quinton Henley was added as an extra crew member and he stayed on board for both races. The 1st annual Great Festival Sloop Shootout commenced at 10:22am on August Tuesday 2004 and was over by 12 noon. It proved to be a close and exciting pair of races and ended in a politically correct tie with each team winning one race. A short awards ceremony was held afterwards in the ferry terminal and then it was off to the Festival Horse Races for almost everyone. The very next year, Chief Minister Smith won both races and established a trend that has continued until today. We have had three Governors and two different Premiers participate, or been represented and the Hon. D. Orlando Smith, true to his heritage has been the dominant force. Over the years, the College has acquired two more Sloops and some are showing up from the private sector as well which prompted us to expand the race to over four days with three races. It is now known as The Great Festival Sloop Shootout and Heritage Regatta.

t the end of May 2004, I and my co-worker Al Frazer were returning from Jost Van Dyke with Moon Beam one of our traditional wooden sloops in tow behind the College’s 28ft Grady White. We were bound for Paraquita Bay after having participated in the 29th running of Foxy’s Wooden Boat Regatta. As we made our leisurely course back, Al and I discussed how successful the weekend event had been and how it compared to the Sweet Hearts of the Caribbean Regatta we had also taken part in that past February. These two regattas were the main venues that we used in those days to spread the word about our traditional wooden sloops and their central role in our cultural Heritage. Although both were prestigious events which provided much needed publicity, they were not well attended by our local population. This posed a problem for Al and I since part of our mandate at the H. Lavity Stoutt Community College was to develop a programme in Maritime Heritage which would preserve the knowledge and importance of our local sloops and boat building traditions for the people of the Virgin Islands. This programme would involve both the Maritime Museum as a central depository of artefacts and information, and outreach to the community like the regatta we had just taken part in. We continued to trade ideas back and forth as we sailed home and I believe it was during that long stretch between Soper’s Hole and Town, right in the area of Pockwood Pond that the light bulb came on.

Why couldn’t we revive the local sloop races that used to be held at Festival every year? They were a big tradition that died out in the sixties with the collapse of traditional boat building and had always been held on August Tuesday. It seemed the perfect answer to our problem and we could hold it in Road Harbour where everyone could see and enjoy. There was only one problem – we only had two sloops and you can’t have a regatta with only two boats. It would have to be a race, but how could we make it popular? Then right off of Baugher’s Bay, light bulb number two came on. We would ask the Governor H.E. Thomas Macan and the Chief Minister the Honourable D. Orlando Smith to race against each other. Both were no strangers to sailing; the Governor had raced sailing boats most of his life and the Chief Minister’s mother and father came from the two largest families of shipwrights in the Territory. The following day, we shared our idea with Dave Cooper, Commodore of the West End Yacht Club and Shaina Smith, President of the Virgin Islands Power Boat Association, who both jumped on board. We now had a partnership between these two organisations and the College. All that was left was to sell the idea to the Chief Minister (Premier) and the Governor. They were both approached before the end of the week and happily, they both agreed to do it – we had barely three weeks left to pull it off. Everyone worked hard and divided up tasks – Government Information Service came in to help and both the Chief Minister’s and the Governor’s offices lent a hand with the publicity and other details. When I think of my favourite place in the BVI, the hunt begins at Virgin Gorda. Jost Van Dyke is a must-see locale for anyone coming to the BVI, whether it is the first or the tenth visit. In White Bay, where the world-famous Soggy Dollar Bar lives, the social butterfly can flourish. Grab a delicious painkiller (touted to be the original at Soggy Dollar), park on a lounge chair, and watch the party. From early in the morning to the wee hours of the night there is dancing, Frisbee-throwing, sandcastle building, sun bathing, laughter, and joy. It’s a people watcher’s paradise, full of unforgettable entertainment.

On the north shore of Tortola exists a quaint, mostly quiet community – Cane Garden Bay. For guests that want a local feel, this anchorage is captivating. Not only is there paddle boarding, kayaking, and snorkelling overtop thriving reefs, but when the winds are just right, Cane Garden Bay becomes a surfer’s paradise. Just a short swim or dinghy ride away is a long, white-sand beach, dotted with eclectic local restaurants and shops. You can find delicious local fare from spicy rotis, to earthy callalou soup, to creamy BBC cocktails. Live music and dancing wafts over the anchorage and beckons its everchanging seafaring residents. There is a feeling of environmental awareness, with natural elements making up the bones of the establishments, and sandy floors, perfect for barefoot strolls. A unique glass recycling effort can be found at Green VI Glass Studio behind Myett’s Garden and Grille. During the day they demonstrate how they take used glass products and turn them into gorgeous souvenirs. Other local artists display their distinctive and often eccentric creations, and the sense of ‘welcome’ leaves one comfortable and at ease.

Don’t think that this list is all there is – the possibilities continue to be endless. For every desire, there is an iconic place here in the BVI. You’ll just have to experience all of them to decide for yourself which best suits you.

feels like just yesterday when we were handing out awards at The Dove Restaurant for all the great people, places and services that make visiting and living in the BVI incredible—it’s the Virgin Islands Property and Yacht Reader’s Choice Awards 2014 and this year, we’ve made it even more interesting. If you haven’t had a chance to be on BVI Tortola for the first week of August, you will have missed one of the best ways to get right to the heart of the islands in the shortest time possible. Over a 10-day period, you can find yourself immersed in the BVI culture of amazing music, great food, horse races, parades, and perhaps most importantly, a glimpse into Caribbean history. The Festival is a true celebration and if you are here, try and fit in a moment at the Sunday Morning Well in Road Town – this year falling on August 3. This is where you’ll hear about the importance of this 60th year party and the Emancipation from slavery which occurred August 1 1834. On that date, the excitement was so heartfelt and contagious, that once the proclamation was made public—according to popular folklore—everyone ran out of their homes in whatever state of dress or undress they found themselves. This is the origin of the Rise and Shine Tramp—often referred to as J’ouvert—which starts around 4:00am Monday morning and is a mix of street partying and battling of the bands. Like many of the events spanning this period, you can enjoy things either as a spectator or as a participant. If you want to dance, bring your short shorts and a whole lot of energy. You can also simply watch and marvel at the stamina of the bands, who perform for hours live on the back of huge semi’s followed by their staunchest fans. If you’re with BVIslanders, they will tell you that this should not be called J’ouvert, a word often heard on other Caribbean islands and which stems from the French ’jour ouvert’ meaning dawn or daybreak. The BVI have never been French. To fortify yourself for all this activity, stop by the Festival Village in Road Town which officially opens July 28. Not only can you start to form your own opinions about who will be your favourite band as many of them will be on stage several evenings, you will also get the chance to sample amazing authentic local food at any number of booths.

This is a great place to see the many cultures that have come together to create our lovely BVI. Personal favourite dishes include Goat Water – a thick spicy stew, Johnny Cakes – sinful doughy savoury fried bread, and Patties – both baked and fried pastry goodies stuffed with beef, chicken or fish. There will almost certainly be a Guyanese booth too, so you can get your curry fix. Many booths serve practically 24/7 and the entertainment also often continues through the wee hours. After the Rise and Shine Tramp, there is a brief moment to catch your breath. Then it’s off to the Parade Monday afternoon; also in Road Town, this year promises to be spectacular. The Troupes have been practicing their dance moves for months and their costumes are glittering feathery triumphs. The floats can be spotted getting decorated for weeks before their majestic appearance in the Parade, and there will be even more music than previous years. Alongside the actual Parade, if you can brave the summer sunshine, you can also walk along the route to watch the secondary, more slowly moving passage of spectators. This too is usually a colourful array of all sizes and ages. Kids will be darting between their parents’ legs, teenagers will be strutting their stuff in the latest fashions, and you’ll also see the grandparents dotted along the route usually in the best strategic spots to stay cool and get well fed. Things continue on Tuesday afternoon with the serious horse races, which happen at Sea Cows Bay. The more light-hearted version—the Donkey races—happen at Carrot Bay August 8. Many folks prefer the slightly more intimate events over at Carrot Bay, which include a torchlight procession, a fishing contest, and a pig roast as well as great music. The fashionistas though, will see and be seen on Tuesday at Sea Cows Bay, sporting heels so high they usually have an impromptu contest to see whose are the highest. This year’s final blast is back in Road Town August 9 and if you haven’t managed to participate in everything else, this will give you a chance to end the party in style. With an ambitious nature and a name that has a certain celebrity ring to it, she is undoubtedly living up to her dreams with the success she is wielding in the world of designer fashion. Featured in international, regional, and local magazines such as Marie Claire, Ebony, Essence, SHE Caribbean Magazine, The Welcome, POSH Magazine, and e-Woman Magazine, Kristin has a clear destiny for greatness in the universe of fashionable clothing. Recently speaking to Kristin about her latest excursion to the US and her great accomplishments, she began by explaining that her company Trèfle Designs was named because the word ‘Trèfle’ is French for Clover like a Clover’s leaf. “It represents my late grandmother Mrs Clover Anthony who is the heart of the brand,” said the fashion designer, further elaborating on the chosen name. Focusing on luxury swimwear and resort-wear for women and children, her numerous reviewers express that her creations are evolving as a brand of class. In discussion of her trip to Washington DC, US for the Caribbean Style and Culture 2014 Awards, she explained that the organisation supporting this—Karib Nation Inc.—is a non-profit company promoting Caribbean-owned businesses in the US. The event highlights individuals and their remarkable contributions to the Caribbean region’s culture and the fashion industry. Kristin participated in a number of events on this significant trip with the finale being receipt of her award. “Each country had a unique part to play in the development of my brand,” said Kristin. “Whether it be a collector’s item, a monument, a painting, my overall interaction with people of the different cultures, or the general sense of excitement that comes from going to a place you’ve never been.” Inspired by several life-changing elements—her talents in school such as Theatre Arts, Fashion Design, Journalism and Music, and time spent with her grandmother and mother sewing, draping and patternmaking—fashion design became her passion; nevertheless, she has remained flexible in her design discipline, saying: “I do not stick to one style of dress, however, I tend to dress with a bohemian/Afrocentric mix of style most of the time.” The aspect of her creations that Kristin has attempted to make conspicuous is her attention to detail. “Sometimes, a lot is said with the simplest design that contains an element or elements of keen detail which will catch the eye and make it unique,” said the designer. Returning to particulars of the event itself and its impact on her as a young professional, she said: “Karib Nation, Inc. filled my heart with excitement when I was told that I would be going to Washington to receive an award of excellence. “My presentation of my resort wear to the Bahamas Consulate Reception along with other designers, artists and musical melodies was beautiful,” she continued. “The visit to Capitol Hill was even more humbling as we toured the halls of previous Presidents and listened to the many Acts that were passed.

“The biggest event of the time spent in Washington was the day when I got to present my spring 2014 collection.” Subsequently, Kristin was presented with the award she was called for which recognised her contributions to Caribbean fashion for 2014. “Opportunities came my way immediately after the show and I embraced all with love…” she said of the show and award ceremony reception. Kristin felt that she was not only representing her productions, but making a powerful demonstration in her country’s honour. It was on a random afternoon late last year,

when a friend informed me that a new activity had landed in the BVI. For the longest time, I had heard it was coming to the Territory, but it had morphed into a tale of myth and legend with many saying it was on its way, some stating it had been cancelled, and others believing it would be located in Cane Garden Bay. The activity of which I speak is of course zip-lining – one of those pursuits we often say we want to try, but never get around to. Well, this was my day and there was no excuse as the company who had managed to transport the activity here, were permitting people to come and test its entertainment. I was more than happy to give it a shot as something to mark off the old, intangible bucket list. Reaching the location at the top of Johnsons Ghut, masses of people were present ready to try this new venture. All around, people revealed their excitement, anxiety, or both simultaneously. “I aint scared. I’m gonna enjoy myself,” one adolescent said among his friends. “Boy, look at him go,” said another as they watched a heavy set individual, speeding down the first line, which is visible from the main headquarters. After signing a document with the member of staff jovially saying “sign your life away here” – had I been more prone to vertigo or acrophobia, this might have seen a hasty request for a taxi exit – this was followed by gearing-up, and a brief from the coordinators. Before I knew it, I was standing high above Tortola, seeing one of the most magnificent views of the lush green below and cruise ship pier to the side. Like a kick to the groin, the sudden realisation of what I was about to do, dawned on me. www.bvipropertyyacht.com

A battle between mediocre fear and the firm knowledge that this was completely safe, begun. The instructions were clear: “make a donut shape with my fingers on the arm behind me as I go down the zip-line.” That was the address stressed and apparently, the aspect people sometimes have trouble getting right. As I watched the kid in front of me land on the other side, I was confident that I would meet no real problems and such was the case as I landed on the other side with great joy. Completing the courses and thoroughly enjoying the experience, it was not until the final huge line nearer the end, when a slight dose of apprehension infected me once again. The great height and the tiny platform of the longest course distracted me from the incredible view where it is possible to see Anegada and Guana Island to the north and Salt, Peter, Norman, St Croix, and St John to the south. Steve Irwin put his hands in crocodile’s mouths and Princess Diana walked through landmines – I can do this, was my thought process. On completing the course, I was seriously impressed and recently sought an interview with the facilitator of the operation to discover what their plans were this summer. I was pleased to learn that the company called Original Virgin Canopy Tour would be open all year round. Speaking to John O Shirley, the managing director, he informed me that it took over five years to organise this here in the BVI. The title of the activity emerged as a combination of their partners in Costa Rica’s name ‘Original Canopy Tour’ and the ‘Virgin’ Islands.

“This initial stage of the tour now has seven lines that are available to the public, however nine lines are complete,” said the managing director. “It will have 13-15 in the future,” he continued, speaking of their plans. Discussing more about the details of this attraction, Mr. Shirley said: “The friendly and committed staff combined with spectacular views [are a huge allure for the customers they have had]. There is a welcoming approach [with training] to speak in soft and reassuring tones. [The staff ] also share in your joys of accomplishment…it gives a secure outlet to try and overcome fears. If your fear gets too great there are easy outlets to easily change your mind and still have a great experience.” Concluding, John said that the tour is designed for all individuals, but that safety is imperative: “The advertised age range is 5-95, however, it depends on physical build as to how safely one fits into the harnesses.
