IT’S HARD TO sum up the year that was 2020 in a few sentences printed on a page. In no way can we look past the tumult that a global pandemic caused our lives to be upended and changed forever. But in ways big and small, light has been seen through the cracks in what we used to call “normal”. This issue is a big, bold “welcome back” message to the world that the BVI is open and better than ever. In this special issue, we take a deeper look into what makes the BVI so full of BVILOVE. From its people and culture to cuisine and unparalleled experiences, the Territory is truly like no other place on Earth. On a personal note, I know that BVILOVE is something that is felt. Even though these islands are truly one of the most beautiful places I’ve ever seen, the soul of the BVI is something I can feel when present there and deeply miss when I’m gone. IT’S NO SECRET that COVID-19 has affected the world’s economy, and both “home” and “work” have new meanings. Luckily, with relatively low case numbers and a reopening plan for welcoming visitors back to the BVI, the real estate market has shown growth. At the first signs of a global pandemic in March 2020, the real estate market wasn’t in good shape. In fact, once the BVI had its first lockdown of the country on March 27th, early data shows the market was on track for a down year. Fortunately, the curfews started to relax as the year continued. Compared to the same timeframe (April-September) in 2019, the number of property sales was actually up 26% in 2020. This was a good sign that even though borders were closed, the market remained strong. This strength could be attributed to momentum from early in the year, and the low number of cases and ability to reopen the BVI economy relatively quickly helped to maintain some of that momentum. Another positive change to the

market has been the Belonger stamp duty exemption. “The value of the real estate that exchanged hands in April 2019 to September 2019 was just over $20,500,000 whereas the value of real estate that exchanged hands in the same period in 2020 was just over $38,500,000. The jump in volume shows a 46% increase year over year during the same period,” said Rico Garcia of RE/MAX Best Priced Properties. Virgin Gorda sales have likely contributed to this increase in volume by having the highest property price points in the BVI. Belonger sales have also contributed to the increased sales volume. This shows that the stamp duty exemption was a smart play for the BVI economy; it allowed for some flow of money. There has also been an uptick in the number of buyers looking for raw land on which to develop residential property. Many BVI banks have altered current loan offerings for real estate purchases, making purchasing land more attractive and more

accessible to young buyers. More parents are also now encouraging their young people to invest in real estate, in an effort to increase the chances of building long-term wealth. More sellers are also entering the market. Much of this could be correlated to COVID-based financial hardships. “I do believe that even without hardship, if more sellers enter the real estate market it will allow for a more impactful wealth transfer. There would be more comfortable retirements and more opportunities for the next generation of buyers. If BVI property owners were to develop the habit of trading up then it would allow for the opportunity for them to buy higher valued real estate and allow those with less capital to in turn buy more property,” said Garcia. There are still a few BVI properties that exhibit damage from the devastating 2017 hurricane season.

Garcia believes that more damaged properties will be available for purchase within the next three years. COVID-19 has also affected the BVI rental market. As lockdowns caused reduced traffic during the first part of the pandemic, rent prices slowly decreased and more short-term villa rentals became long-term ones. From April 2020 to Mid June 2020,

Not one to exclude anyone and always up for the challenge, Julia has also photographed private and charter yachts, restaurants, and boutique hotels like The Sugar Mill Hotel. Julia’s work also includes 3D virtual tours of properties and yachts. Her commercial work often ends up online and in different publications. Julia also takes time to do charity work with the Humane Society photographing animals to be adopted. After graduating with a Fine Arts degree in photography from Ringling College of Art and Design in Sarasota, Florida, Julia moved back to Tortola to continue her passion of capturing people’s precious moments in the BVI. With a knack for finding especially unique backdrops for images and deep local connections for hard-tofind places, images from Julia are nothing short of amazing.

I THINK ONE of the best things about the BVI is the food! We are very multicultural in the BVI, which means we have lots of inspiration to try cuisines from all around the Caribbean. From the curries, to the jerk dishes, to the different soups and stews, there’s so much to choose from. In this issue, I’ve chosen three of my favorite foods that, to me, are synonymous with the BVI and put a little twist on them. I hope you enjoy these!
Shrimp Ceviche L E V E L E A SY MAKES ABOUT 2 CUPS While our local food is delicious, it can be quite heavy. This final recipe is light and refreshing, a dish great for lunch or dinner, and quite versatile. Ceviche, as many of you may know, is taking raw seafood and ‘cooking’ it using the acid from the citrus fruits. It’s delightful!

1 lb raw shrimp, shelled, deveined. Either diced or kept whole 1 red bell pepper, small dice Juice of 2 limes 1 /2 jalapeno, fine dice 1 /2 red onion, fine dice 1 avocado, diced Fresh cilantro Place first four ingredients into a nonreactive bowl and allow to sit in the fridge to marinade for about 1 – 2 hours. You don’t want to overdo this as the shrimp will get tough if they sit too long. When ready to serve, add the avocado and cilantro.

Barbecue Pork My go-to dish is barbecue pork. There is something about the spicy and sweet mixture of the barbecue sauce with the pork - it hits the spot. Traditionally, your plate would consist of barbecue pork, sweet fried plantains, coleslaw, and corn. Of course, you can get other sides, but this tends to be what I go for. When thinking about how to put a twist on this, I thought ‘let’s make it bite-size’. So I created plantain cups and filled them with all of the elements of my favourite traditional food which can be eaten in one or two bites. Ideal! L E V E L E A SY ! M A K E S A P P R OX . 1 8 C U P S FOR THE PLANTAIN CUPS 5 partially ripe plantains cut into 2” pieces 1L vegetable oil for frying Begin by heating up the oil in your deep fat fryer to about 375F. If you do not have a fryer, you can heat the oil on the stove top in a deep—preferably

cast iron—pot. Use a thermometer to get the temperature right. When the oil is up to temperature, using a slotted spoon, gently place the pieces of plantain into the oil. Depending on the size of your fryer, you may need to do this in batches. Once the plantains are slightly golden, remove and allow to cool on a plate lined with paper towels. Keep the oil on a steady heat; you will use this again shortly. Once they are cool enough to handle, place the plantain piece, one at a time, inside of a lemon squeezer and gently squeeze until they form a cup around the convex part of the juicer. This gives you the perfect cup size. After they have been made into cups, gently drop them back into the fryer to finish off; about four minutes. Place back on the paper towel, cup side facing down for any excess oil to drain. Allow to cool completely before storing in a zip top bag or airtight container. Can be heated up again the next day in the oven if you want to make ahead. FOR THE BARBECUE PORK 1 bottle favourite barbecue sauce
1 cup of red wine 1 /4 cup soy sauce 2 tbsp Worcestershire sauce 1 tsp red pepper flakes 2 garlic cloves, crushed 2 pork tenderloins Start by mixing the first six ingredients together in a bowl until well-combined. Place pork into a slow cooker, top with barbecue sauce and cook for 3–4 hours on high or 7 hours on low. Once cooked through, shred the pork. With the left-over sauce, transfer to a small pan and allow to thicken on the stove top on medium heat for about 10 minutes until thick. This can be done ahead of time and stored in an airtight container in the refrigerator. GRILLED CORN COLE SLAW 2 corn-on-the-cob 1 tbsp canola oil 1 cup shredded green cabbage 1 cup red cabbage 1 cup shredded carrot 1 /4 cup apple cider vinegar 1 /4 cup mayonnaise 2 tsp sugar (optional) Salt & pepper to taste Light brush the corn with the canola oil and season with salt and pepper. Grill on the barbeque turning every few minutes, to lightly char it. Remove from barbecue and allow to cool. Once it is cool enough to handle, remove the kernels from the cob and set aside. Mix the first three ingredients in a bowl and set aside. In a separate bowl, whisk together the remaining ingredients, add to the shredded veggies, and add the cooled corn too. TO ASSEMBLE: Start by filling the plantain cup with the shredded pork and finish by topping off with the corn slaw. Lay out on a platter so people can help themselves!

Chickpea Fritters with Curry Mango Sauce L E V E L E A SY M A K E S 1 5 F R I T T E R S A P P R OX . Another dish that I love is Pholourie, a dish originally from Trinidad. It is a fried chickpea dough ball or fritter with lots of spices and served with a chutney. I’ve recreated this by keeping the chickpea texture and changing the traditional chutney to a sauce. 1 tsp olive oil 1 red bell pepper, finely diced 1 shallot, finely diced 2 tbsp curry powder 1 15oz can chickpeas 1 /2 cup flour Salt & Pepper 1 tsp turmeric
2 tsp baking soda 2 tsp water 1L vegetable oil for frying Begin by heating up a small frying pan on medium heat. Add olive oil, and curry powder. Gently fry for a few minutes to release the aromas of the curry powder. Add bell pepper and shallot. Slowly fry until they are soft with no colour on them. Keep moving them in the pan so they don’t burn. Remove from heat when finished and set aside. Strain the chickpeas and place in a food processor. Pulse them until a slightly chunky texture is achieved. In a bowl, place the chickpeas, the vegetable mix, flour, seasonings, and baking soda. Mix together until combined. Slowly add the water a few drops at a time to allow it to
incorporate into the batter. You might not use it all, you might need more, but the batter should be a bit thicker than pancake batter. Heat up your fryer to 375F. Using a small ice cream scoop, scoop the batter from the bowl and carefully drop it into the hot oil. These should fry for about 3-4 minutes. They will begin to rise to the surface when they are near finished. When finished, place on a plate lined with paper towel to allow any excess oil to be absorbed. CURRY MANGO SAUCE 1 cup mayonnaise 1 /2 cup spicy mango chutney 2 tsp curry powder Mix all ingredients together in a bowl and set aside until ready to use. ■

BVI’S PAST CAPTURED IN ART

Vincent “Bing” Malone Bing was born and raised and still lives in Fat Hog’s Bay, Tortola. Bing says his mom nicknamed him “Bien” when he was a child because he was

‘good’ and never cried. Throughout his childhood, he drew “anything that anyone would mention.” He drew on the blackboard and made his classmates laugh. During his 20s, he built Bing’s Drop Inn, a restaurant that now doubles as his art studio, after which he moved to St. Thomas, “to explore”, he says. He then moved on to New York where he received his first and only formal training in art doing silk screening. Bing says he developed the skill of painting by “just wanting to be an artist”.
After moving back to Tortola in the 90s, he sold his first painting. Because he had no money, he had to use his wooden cutting board to make a canvas. The quaint painting can still be found at Bing’s Drop Inn today; he traded that first painting with the owner for a new one. Bing credits his cousin Russell Lettsome and uncle Davin Frett, both artists, for inspiring and encouraging his art. Bing recalls his uncle saying before he died: “Bing, you’re getting better than me.” He also is grateful for his wife, Xiomara Grossett, who is also an artist and fashion designer.

WHAT DOES ART MEAN TO BING?
“Art is a way of knowing, knowing that all things are possible.” Bing says he has always been fascinated with colours and is motivated to see what the final product will be. “I love colours...if it’s a dark day, you can have a bright beautiful day by having beautiful colours around you.” His favourite thing to paint is clouds because they change constantly. “It’s for the now. You see everything in the clouds. You see all sorts of things in the cloud that you’re like ‘wow’, but it lasts for a second...brings you more to the spiritual side of life.” While Bing’s preferred medium is paint, he also makes bags and jewellery from calabash and also designs and sews clothes. Bing says his highest point as an artist happens every time he paints, when he “connects with the spiritual side of the Universe”.
Reuben Vanterpool Reuben was born, raised and still lives in Great Mountain, Tortola and has been painting for 45 years. It was at his first family home in Great Mountain where he’d watch his mom use the kitchen floor to draw. Back then the kitchen floors were hard-packed dirt and Reuben’s

mother used sharp sticks to draw figures into the floor. “There wasn’t any media to use like paper and canvas. If you wanted to draw, you drew on a slate in school, or a piece of brown paper, from which you had purchased flour or cornmeal. Pencils weren’t easily available at the time so we would use charcoal,” said Vanterpool. One of Reuben’s teachers encouraged him by asking him to help draw certain things on the blackboard. “The children would say it looks nice and I got the feeling that I could draw. I believe a person can inherit talent, it only comes to fruitfulness if it is developed.” And that development opportunity came when Anne Tabor from Voluntary Service Overseas International arrived in BVI to establish the very first art programme in 1966. It was an after-school programme for current students, but Reuben had already graduated. After some begging, he was allowed to join the small group of four. He recalls that Ms Tabor was surprised that in only after a few months of instruction that the group had improved their skills so much that they were able to register and pass the General Certificate of Education in Art, administered through the UK. This was a major accomplishment for the students who
had never had any formal art training prior to Ms Tabor’s arrival. Reuben went on to the Leewards Island Teachers Training College to get a formal certification as a teacher but took time doing correspondence courses in art. He eventually went to Bretton Hall College, at the University of Leeds in 1977 where he studied art. After completing his degree, he joined the BVI High School to set up an Art Department and worked as Department Head for 12 years.
WHAT DOES ART MEAN TO REUBEN?
“It is a very important avenue of expression, of messaging. But you give long term messages in art,” he said. Reuben’s focus in art is Virgin Islands heritage. He wants his art to be a probe into the VI way of life that is depicted in the paintings, as well as appreciating what they see too. This is why Reuben says he paints images of the way BVI was and the people who

lived at that time, to “show the kind of work they did, the stress they went through...everything that touched us.” “I wanted to record us graphically. We have historians who write. We have literary artists who write poetry and novels, and they all help tell the story of the Virgin Islands. But they say one picture is worth many many words. [Art] helps you understand quicker. That’s my contribution.” Reuben’s preferred medium is paint and canvas, and also works with pottery and papier-mache. Interesting to note is that Reuben’s second degree is in design and technology, and he now uses those technical skills in his art as he has begun creating metal sculptures. He describes his highest point as an artist as being the joy he felt after establishing his own museum called Jenesis Studios, also on Great Mountain. Having his own space means he can display his work on his own terms.

Joseph “Kudjo Asante” Hodge Kudjo hails from the Greater Virgin Islands, both British and US. He was born in Curacao while his father worked as a diver helping to build the floating bridge. Kudjo grew up between Tortola, St. Thomas and St. Maarten, where at age three, he remembers Teacher Julie bringing “pat” or clay for him to play with. That’s when his love of art began. Something happened at age eight that changed how the artist saw life, and would later influence his art. While living with his grandmother in St. Thomas, Kudjo was really into comic books at the time. One day, as he returned home from school, he met a fire in the backyard. His grandmother was burning his comic book collection and told him that he should “read books with sense”. And so he did. One of the first books he read was A Separate Reality by
Carlos Castaneda. He was excited first by the book’s cover, a colourful picture collage with various natural elements. He always drew in his school books, but began painting in his teens and was further inspired by artist Marian Helm, and recalls peeking into her house just to admire her huge wall to wall paintings. Kudjo likes colours and texture and prefers using a palette knife and acrylics. He describes his paintings as cultural and impressionist. “My passion for art is to speak through my heart. I paint what BVI used to be...I paint the colonised situation that took place in the Caribbean...what I would paint, [other artists] would not. Because they have not seen it. You can only paint what you see, or what you experience. It’s more valuable to you than what was. When I started to paint, it wasn’t about money, it was about cultural pride.”

WHAT DOES ART MEAN TO KUDJO?
“Art is life. It’s expression. It’s a way of life. And it’s passion. Because I learned to love. I’m a colourful person.” Kudjo’s high point as an artist was when he travelled to Suriname for CARIFESTA in 1981 to represent BVI artists. This is where he spent some time amongst the Saramaka people.
Lutia Tai Durante Lutia Tai Durante hails from Long Look, Tortola, where he created his first pieces of artwork from chalk. Lutia says as a child his reward for sweeping the yard would be chalk. Soon after he graduated to coal. Lutia went to neighbouring St. Thomas when he was five where he did most of his schooling and also spent some time in New York. It wasn’t until his return to BVI in 1992 that he began painting - 40 canvases that summer alone. Lutia was very private about his

painting until one day, a chance visit by some friends who came to check up on him at his home, ended up seeing some of his paintings. “I got involved in [painting] just for fun. It wasn’t about money.” Clearly. Lutia recalls his meeting with Keith Richards of the Rolling Stones, when instead of selling his paintings, he made a trade with the guitarist for some signed albums. While the artist didn’t receive formal training before his art career began, he did a short stint at The School of the Museum of Fine Arts at Tufts University in Boston. Here is where he says he experienced his most exciting moment as an artist. Lutia says he only spent a short time there because the professors there told him: “If you continue painting how you paint, we can’t teach you anything.” “Painting is God’s gift. I never questioned it...I let it flow how it comes. I can’t stop it. I can’t control it.”

“It’s like coming home after work to relax by watching TV, listening to music or reading a good book, or having a good conversation. This is what art does to me.” “Art is love...It’s like letting off good steam. Especially the negative steam. I don’t like people telling me my art is good too much. Tell me what’s wrong. Not that I won’t go back and change it for you.” Lutia also says that he likes history and paints images of the BVI he remembers from his past and the stories his mom and grandmother would tell him. “We have kids that really don’t know the history and they don’t really want to read a book or listen to audio, so if they can see it on the walls, then they will learn what used to happen here.” Lutia, whose preferred medium is oil on canvas, says he is “stuck back

in the 60s” and paints architecture, memories, animals, and landscapes, he doesn’t paint faces. Lutia says he prefers to paint people with their head turned away, their silhouettes and profiles. Lutia’ s advice for youth and other artists is to be themselves. “Be you when you paint. Don’t let anyone stop you. Because there’s somebody out there looking for you. Be you. You make the world by being you.” The artists were interviewed separately for this article, but all of them had similar advice to aspiring artists, that is, to pursue your passion, do it for love, and never stop - just as they did. ■

IMAGINE THIS: JUST above your head, gliding in the night air, floating in a sea of blue, the moko jumbies dance to the rhythm of the swaying palm trees. At this time, you are amazed as you watch their majestic strides become gravity-defying and even the smallest of children become transformed into giant beings. As their towering figures move around above you, you wonder to yourself; how are they able to do this? That is the magic of the moko jumbies. The moko jumbies have been in the Virgin Islands for many, many years but to uncover their magic and mystery, we must first take a look at their origins, which can be traced back to Africa. During the Transatlantic Slave Trade, Africans were brought to the Caribbean and sold to Virgin Island plantation owners. The institution of slavery tried to completely strip Africans of their native cultural identity

and erase their cultural memory. But they resisted. Even when the scars of slavery were running deep, Africans showed that their cultural roots ran deeper. The traditions and customs they brought along with them and protected were the seeds that would eventually grow into many aspects of our culture today. One of these seeds was the moko jumbie tradition. Traditionally, the word “moko” in mokojumbie came from the god Moko of the lands of the Maasai people. Moko watches over and protects the villages and his height allows him to see evil spirits coming. He is able to ward these evil spirits or “jumbies” (which is a West Indian term for ghosts) off by mocking them with his magical powers. In one version of Moko, he would magically rise from the height of an ordinary man and descend back to earth, leaving people to wonder how

he was ever able to do it. The act of simply protecting and preserving this tradition was a form of resistance against slavery’s system of oppression. Since then, throughout the Virgin Islands, the significance of the moko jumbies continues on. Perched up high on stilts with colourful costumes and masks, the moko jumbies have evolved from its beginnings in Africa and can now be seen at a number of different events and celebrations such as our carnivals, troupes and parades. In 2014, Mr Michael Woodley, a Tortola local who first started performing at the age of 10, brought the magic of the moko jumbie to the stage at the Mr and Miss BFEC high school pageant. He performed with

his trumpet, amazing the audience as he danced around on his stilts. In an interview with Woodley, it became clear that the magic of the moko jumbies is truly an art that requires practice and patience. Woodley tells us that, “When you first start you would stand up somewhere and do chipping (this is where you would walk in place to get used to the weight of the stilts), then as you get used to chipping, then you would try to take small steps as you chip. When you do this, then if you take a big step or if you lose balance while trying to take steps then you would start to chip again to help you maintain your balance. You can do the chipping stage near a place where you can hold on to so you can use it but make sure that there is nothing else in the way that can interfere with the stilts or you. As you get used to the chipping and taking small steps, you can start taking bigger steps whenever you

feel you might lose your balance and start to chip so you would keep repeating this process until you feel confident or ready to start walking without chipping as much as you use too, now you can go walking around. When walking on the stilts feels more natural, then you can try to run and you can start hopping in one place.” It also became evident from Mr Woodley’s interview that this art is an essential part of life in the Virgin Islands. Woodley adds, “I love the performing aspect of being a moko jumbie because when you go through all the practices and the challenges at the start and you start to perform, it feels like a weight is off your shoulders. You feel lighter and to perform for an audience is the most enjoyable part of being a moko jumbie.” Moko Jumbies have become a cultural symbol and creative expression of the Virgin Islands, keeping the history and heritage

of our people alive. Their vibrant dances and colourful costumes are the embodiment of the warmth and beauty of our islands. Their exuberant dances are a celebration of our freedom. Their skilled, majestic strides reflect the spirit of strength and resilience of our people. Moko Jumbies are indeed cultural bearers. And with tradition comes the need for preservation. Therefore, it is imperative that we continue to preserve and cherish these traditions in the same way our ancestors did centuries ago. So the next time you see these moko jumbies, don’t be afraid to dance with them and even learn a few moves! After all, the best way to keep the magic and mystery of the moko jumbies alive is to live it. ■

WITH 35,000 RESIDENTS, the BVI is a small community with a lot of ocean to look after. The islands of the BVI measure 154 km2 (59 miles2). Yet its territorial waters extend over an area nearly 100 times that of its islands. Ninety per cent of the BVI is blue, and its people are inseparably connected with the sea. The sea provides transportation, drinking water, food, recreation, and wealth through tourism. Also from the sea

comes the threat of climate change. Climate change has hit hard in the Caribbean islands. Even before the shocking damage wrought by a parade of category 5 hurricanes between 2017 and 2019, the Caribbean has contended with everincreasing impacts of global climate changeâ&#x20AC;&#x201D;warming oceans, dying coral reefs, intensifying rainfall and flooding events, increasingly frequent African dust clouds, and massive
intrusion of Sargassum seaweed. These impacts are compounded by the environmental effects of human activities, including disposing of solid wastes and sewage, introducing pests and invasive species, over-fishing, chronic boat anchoring, and elevated tourism traffic within sensitive natural areas. Confronted with these complex and rapidly accelerating challenges, the BVI is taking strategic action to

new concept in global environmental economics—the Blue Economy. At the 2012 Rio+20 Summit, small island developing states (SIDS) helped define ways to improve human well-being and social equity while working to reduce environmental risks and ecological scarcities in their unique island/coastal settings. This charted the course for the Blue Economy model. For the BVI, Blue Economy means expanding marine-
based economic opportunities that integrate environmental stewardship. Such opportunities require a skilled workforce, and the BVI’s H. Lavity Stoutt Community College (HLSCC) has positioned itself to deliver through its Division of Workforce Training’s Centre for Applied Marine Studies (CAMS). government, private philanthropists, and local businesses launched a new boot-camp-style marine training programme in 2019. And in 2020, HLSCC laid the groundwork for a complementary environmental programme that specifically addresses marine sustainability and research needs identified by the BVI’s Blue Economy Roadmap of 2019. HLSCC has restored two scientific laboratories at CAMS to serve as the BVI’s centre for marine water quality testing and for coastal restoration. The latter is supported by a new facility for culturing red mangroves. This mangrove nursery is a community-based facility that delivers intensive training through internships and volunteer programmes, engages the wider community through public outreach and youth education, and supplies mangrove seedlings for community-based restoration. It was funded in 2020 by grants from Unite BVI, The Falconwood Foundation, and Seven Seas, and its activities were made possible with the support of generous partners, especially the BVI’s Ministry of Natural Resources, Labour, and Immigration, Rotary and Rotaract, local environmental groups such as the Jost van Dyke Preservation Society and the BVI National Parks Trust, and marine businesses like BVI Commercial Dive Services. In its initial six months, at the same time the territory struggled with pandemic lock-downs and associated economic hardship, the CAMS Mangrove Nursery trained nine early-career interns and five high-school volunteers, engaged more than 50 youth from local summer camps and nearly 100 adult volunteers, produced more than 2,000 Red Mangrove seedlings, and started restoration plantings at five prioritised wetlands across the BVI. Why a mangrove nursery when our goal is to build coastal resilience to climate change? Mangrove wetlands have always provided

They also provide ecological services critical for sustaining marine water quality, fisheries, bird populations, and coral reef ecosystems that together underpin the BVI’s fisheries and tourism economy. The BVI lost nearly all of its Red Mangrove trees in hurricane Irma. In some wetlands, the mangroves are slowly growing back, but in others, they are not. The BVI government and the International Union for the Conservation of Nature (IUCN) have mapped and prioritised areas in which mangroves need our help. As we face the challenges of climate change, restoring mangroves provides an ecosystem-based, adaptive solution that defends coastal communities against flooding, seawater inundation, and erosion. The BVI Government has drafted well-planned strategies for adapting to climate change as specified in the draft Environmental Management and Climate Change Adaptation Bill, 2019, the National Development Plan draft, 2019, and the Virgin Islands Strategic Blue Economy Roadmap 2020-2025, 2019). These documents lay out the BVI’s priorities for climate adaptation, and HLSCC is delivering on the following four: • Reinforcing coastlines and increasing the BVI’s resilience to climate change • Accelerating mangrove recovery and regaining ecological and economic benefits from existing wetland habitats • Engaging communities to protect
coastal ecosystems • Developing capacity and innovating methods for ecosystem-based climate adaptation HLSCC’s Workforce Training Division is integrating environmental actions into its training and outreach programmes to teach people how to care for our coastlines and integrate environmental sustainability into their work and businesses. This Division provides opportunities in Marine Training via its Marine Professional Training (MPT) programming and STCW certification, and it also offers programming in Culinary Arts and Hospitality Training and Technical studies (construction and architectural drawing). The Division for Workforce Training strives to develop customised professional training to respond to industry and community training needs, with the Blue Economy initiative representing an important new focus that will impact a broad range of industries. COVID-19 TRAVEL TESTING STEPS SAILING ON THE open sea can be one of the most freeing activities of a lifetime. It’s easy to see how during a time of lockdown, travel restriction and uncertainty, an ocean getaway would be a salve for the soul. Filled with the beauty of the British Virgin Islands and nothing but endless horizon beyond, sailing in the BVI has never been better. The BVI has had a relatively low number of cases of COVID-19, allowing Territory restrictions to be more relaxed through the summer and fall. As of December 1, 2020, visitors are again welcomed back to the land of BVILOVE. One of the best ways to travel in the BVI right now is via yacht charter. Travel Restrictions A number of steps must be taken to be allowed to visit the BVI during this time. However, sailing actually allows visitors to enjoy the beautiful views without being stuck in a hotel room or villa rental. A yacht must be pre-provisioned, but once you arrive onboard, you can sail to designated anchorages around the BVI while waiting out the 4-day quarantine period. Swimming and snorkelling opportunities abound, along with simply enjoying being “off the grid”. For anyone that simply must stay connected, many yachts offer WIFI and cable TV options, as well as popular video streaming services. There’s almost nothing you can’t get aboard a top-notch BVI charter that you could on-island.

A PCR COVID-19 negative test is required within five days prior to arrival for anyone from a low-risk country. If traveling from a mediumor high-risk country, the negative test must be obtained within three days prior to arrival. Visitors will need to download the approved travel app and will be issued a valid Travel certificate within 24-36 hours of uploading the negative PCR pre-flight test result. The app is available at bvigateway.bviaa.com An additional COVID-19 test is administered upon arrival in the BVI. You may wait onboard your pre-provisioned yacht during the time you are waiting for results (12-24 hours). After a negative result is received, you can set sail. You can now enjoy the waters of the BVI and anchor or moor at approved locations. Swimming and snorkelling are also allowed, but no one is to leave the vessel or go ashore during the 4-day quarantine period. After a negative COVID test result on day 4, travellers may move freely throughout the Territory, being mindful of masking and social distancing protocols.
