Bill for Additional benefits of solo parents pushed ni Criselda C. David

HILIPPINES – To reduce the burden of solo parents in raising their children unaided, controversial Senator Francis “Chiz” Escudero sought to expand further the benefits and support of solo parents on top of the provisions in Republic Act 8972 or the Solo Parents Welfare Act of 2000. According to the lawmaker, his proposal, also known as Senate Bill No. (SBN) 121, seeks to provide additional support and benefits to solo parents such as discounts from purchases of baby’s milk, food and food supplements, clothing and medical supplies. Escudero, chairman of the senate committee, further asserted that “although there

are already benefits provided for by RA 8972, they also have to take into account the challenges of economic realities single parents face.” Escudero said that the proposal is worthy of evaluation and deliberation as all stakeholders “may be able to strike a balance between profitability and social responsibility.” Under the bill, the following proposals shall be granted to any solo parent employee who has rendered service of at least one year: -Parental leave of not more than seven working days WITH PAY (in addition to leave privileges under existing laws) -Ten percent discount from all purchase of clothing and clothing materials for the

child from conception until 2 years old -Fifteen percent discount from all purchases of medicines and other medical supplements/supplies for the child from conception until 5 years old, and - Basic personal exemption from individual income tax in the amount of fifty thousand pesos (P50,000.00) in addition to the existing exemption a solo parent may claim. Any solo parent, as defined by law, would be entitled to a solo parent ID by the municipal or city social welfare officer. If an employer or any person who is found to violate the proposed act, shall be punished with imprisonment or a fine of Php 50,000.00 or both. ADN

It will be recalled that more than two hundred people died in Bohol after a 7.2 magnitude earthquake jolted Central Visayas last October 15. Aside from the fatalities, hundreds of Boholanos were injured and many of them are still missing while thousands

Ylagan said the suspect just arrived in a relative’s house at around 3:00 p.m. when collared by waiting elements of Quezon Provincial Public Safety Company (QPPSC) under Supt. Ranser Evasco. Armed with search warrant issued by Lucena City Regional Trial Court, Branch 58 Judge Eloida de Leon-Diaz for murder, the police operatives led by Senior Insp. Evasco told this writer that his men have been conducting a week- long tight surveillance in Del Gallego following Intelligence reports regarding the suspect’s presence in the

area. He said the suspect started to go on hiding on the evening of October 11, 2005 after he stabbed to death his neighbor, Mario Umali over misunderstanding. Prior to the killing, Evasco said that the suspect and the victim were having a drinking spree with their friends at Brgy. Cabuyao Sur, Padre Burgos, Quezon. He said a heated argument ensued after the victim confronted the suspect and accused him of stealing his pig. The suspect then left the place after they were pacified by their friends. But a few minutes later, the suspect who was already armed with a knife, came back and stabbed the victim several times from behind, killing him on the spot. The suspect is now locked up to Quezon Provincial Jail in Lucena City. ADN

Filipino religious leaders in Rome appeal to PNoy to secure missing missionary in Mindanao contributed by CEC News Bureau

ANILA, PHILIPPINES – An urgent letter asking the Philippine President Benigno Aquino III, also known as Pnoy, has been sent from several concerned Filipino religious and community leaders in Rome, Italy, asking asking him to “personally” intervene to secure the life and safety of Restita Miles, a missionary of the Rural Missionaries of the Philippines (RMP). RMP is an intercongregational and interdiocesan organization of religious, priests and lay people founded in 1969 by the Association of Major Religious Superiors of Women in the Philippines (AMRSWP). The group also appealed to immediately release University of the Philippines physics professor and scientist Kim Gargar who is currently under the custody of the Philippine military at the Mati Provincial Hospital in Davao Oriental. According to the group, Gargar and Miles were conducting a study in the forested areas in Cateel in preparation for the rehabilitation program of Balsa

Mindanao, a non-government initiative doing relief and rehabilitation in disaster areas when they were caught in a crossfire between military troops and rebels of the New People’s Army (NPA) in Davao Oriental province last Oct. 2. Gargar fell in the Aliwagwag Falls near the encounter area. He was later found by soldiers, who were pursuing the NPA rebels. The soldiers took custody of him and brought him to the provincial hospital for sustaining head and leg injuries as a result of the fall. However, his research companion, Restita Miles of the RMP, has not yet been found. “As fellow religious and missionaries, we feel strongly concerned for the life and safety of Ms. Miles, and we firmly support the work and mission that she and the Rural Missionaries of the Philippines have been undertaking in behalf of the poor peasant and indigenous communities ravaged by typhoon Pablo. It is unacceptable that religious missionaries who advocate for the rights of the poor and oppressed, and the environment, should be hindered from their work. Our tears have not yet dried

from mourning the loss of our beloved Fr. Pops Tentorio,” the open letter emphasized. The religious and community leaders also said in the open letter: “That Mr. Gargar also, has been accused by the Philippine military of being a rebel himself, while doing work for the victims of typhoon Pablo, reminds us of the fate of another Filipino scientist, botanist Dr. Leonard Co, who was killed after being fired upon by the Philippine military in the island of Leyte, while conducting his research.” Those who signed the open letter were: MSGR. Somogod, Sub-Regional Coordinator of the Rural Missionaries of the Philippines in Northern Mindanao (RMPNMR), condemned the non-stop surveillance and harassment being perpetrated against her organization. “The latest of which was on 30th September 2013, when a certain ‘Francis’ barged into our office and introduced himself as a personnel from the Australian Aid or AusAID,” said Sister Famita. “On that day, the man discussed about the ‘work’ of AusAID, and asked me and two of my staff about our works and the current areas where we are doing interventions,” the nun furthered. In suspicion, Sister Famita said they did not entertain ‘Francis.’ “How come a donor agency, without following any protocol, suddenly came into our office without informing us even a day before?” she emphasized. RMP-NMR immediately wrote AusAID and verified about ‘Francis.’ On 07 October 2013, Rebecca Ongtaco, Head of Finance and Risk Manager of

AusAID Philippines replied: “Please be informed that AusAID does not have any employee named ‘Francis’ or anyone who was authorised to contact RMP-NMR office.” “Rest assured that we shall investigate this matter by contacting our Mindanaobased implementing partners who may be able to shed light on this concern,” added by Ongtangco via e-mail. In another email sent to RMP-NMR, Ongtangco further said: “Our verification with our Mindanao based implementing partners on whether or not any of their staff contacted your office on 30 Sept. 2013 resulted into negative responses.” The latest incident strengthened RMP-NMR’s analysis that they are being targeted because of their human rights work for the rural poor. In February 2013, Kenneth Flloyd Navarro, Projects Officer of RMP-NMR was tailed for several times. He feared for his life, and hid. He was dislocated from his work, and has never surfaced since. Long-time RMP-NMR lay co-worker Joel Q. Yagao, was filed with murder charges, and was arrested on 09 September 2013. Yagao has been responsible for sound agrarian

campaigns in Misamis Oriental. He is now being detained at the Gingoog City jail. “We believe that the state security forces are doing all these surveillance and harassment to hinder us from going to rural areas and report about the degenerating human rights situation of the village folks brought by militarization,” Sister Famita concluded. The nun has just arrived from the Human Rights Defenders’ Platform in Dublin, Ireland conducted on 9-11 October 2013. In the Platform, she shared to an international audience composed of human rights defenders the attacks experienced by RMP-NMR and other church workers in Mindanao for defending land rights, and the civil and political rights of the rural poor. Organized by Frontline International Foundation for the Protection of Human Rights Defenders (Frontline Defenders), the Platform was attended by United Nations Special Rapporteur on the rights to freedom of peaceful assembly and of association Mr. Maina Kiai, and by various Irish officials. Frontline Defenders recently assisted RMP-NMR in improving physical security of their office in Iligan City. ADN

Kim graduated Magna Cum Laude with a degree in BS Physics and as Class Valedictorian of the Mindanao State University – Iligan Institute of Technology and went to UP Diliman in 2001 to study and teach. He became a volunteer physicist of AGHAM – Advocates of Science and Technology for the People since then. He later taught aspiring physicists at the MAPUA Institute of Technology and the Polytechnic University of the Philippines and continued his studies as a PhD student of chronobiology at the University of Groningen. He came back early this year and joined the Center for Environmental Concerns where he was active in different environmental investigative missions. When he personally witnessed the plight of his fellow Mindanaoenos when he was sent to join a humanitarian and fact finding mission last April 18-20, 2013, he wanted to return to Davao to help those who were affected by Typhoon Pablo. Upon his request, Kim was temporarily seconded to Panalipdan Southern Mindanao to be allowed to directly contribute to restoration efforts. The military claim that Kim joined the NPA in 2012 is not true. He was still doing his dissertation in Groningen last year and came home only in 2013. Kim is not and has never been a member of the New People’s Army. He planned to work in Davao only for a while and in fact planned to bring his family to his home province in Iligan this Christmas before returning to work in Manila. Kim was helping in the reforestation efforts to bring back the life of the forests of

Cateel. Lives and livelihoods of hundreds of families in Cateel are dependent on the healthy functioning of this ecosystem, and Kim’s ongoing research is vital to the realization of the ongoing reforestation and rehabilitation process. All he wanted was to help the people of Mindanao to rise up from the rubbles of environmental catastrophe. The military mindset that everyone they encounter in the mountains and forests are automatically tagged as NPAs is dangerous for scientists who do field research. We are reminded of the military’s callous murder of botanist Leonard Co as he was doing field research in Leyte three years ago. Kim’s illegal detention is a great offense and a criminal act not only to him but the people whom he is serving. Detained physicist Kim Gargar pleads not guilty to the criminal charges filed by the 67th Infantry Battalion in Baganga Regional Trial Court. Detained Physicist Kim Gargar appeared steadfast and militant when he was arraigned last October 24 in Baganga RTC on charges of two counts of attempted murder, illegal possession of firearms and COMELEC gun ban. He pleaded not guilty to all criminal charges. He was caught in a crossfire between government soldiers and New People’s Army (NPA) and remains in detention at the Mati Provincial Jail. As an environmental advocate, he was part of environmental investigative missions on various issues such as the impacts of cassava monocrop plantation in Isabela, the flooding study of the Buawaya River in Cordillera. Kim was an active member of a citizens’ watchdog group that monitored the issue of the huge mine spill caused by the failure of the tailings impoundment of Philex Mines in Benguet. AGHAM calls for the immediate release of Kim Gargar and demands that all trumped-up charges be dropped so he could continue practicing his life-long commitment as a scientist for the people. ADN

Apat na taong tila wala pa ring nababanaagang pag-asa para sa 58 na biktima kasama ng kanilang mga umaasang pamilya, kaibigan at mga kasamahan. Ang petsang ito ang tumatak bilang pinakamadilim na bahagi ng kasaysayan ng pamamahayag sa buong mundo Kung ating matatandaan, noong Disyembre ng taon ding iyon ay inianunsyo na mahahatulan na ang mga taong responsible sa masaker. Ang masaklap, hanggang sa kasalukuyan ay waring mailap ang pag-asa lalo pa’t tila upos ng sigarilyong nawawala ang mga testigong laban sa angkan ng mga Ampatuan. Sa ating lalawigan, matatandaang umasbok ang mga kalye ng Lungsod ng Lucena sa dami ng mga paa ng mga mamamahayag at mga sumisimpatya sa naturang pangyayari; lahat iisa ang sigaw, katarungan para sa mga mamamahayag na inagawan ng karapatang mabuhay ng isa sa mga naghahari-hariang angkan sa lalawigan ng Maguindanao at numero-unong alyado ng dating Pangulong Gloria MacapagalArroyo. Samantala, hindi rin matatawaran ang ginawang pagsasamantala ang ating mga lokal na mamamahayag. Kabilang sina Ike Lingan, Polly Pobeda at Bert Sison sa mga indibidwal na napadagdag sa listahan ng mga pinatay na mamamahayag sa bansa. Malinaw na ang mga atakeng ito ay may intensyong-pulitikal ng mga lokal na Diyusdiyosan na huahawak ng pang-ekonomiya at pampulitikang kapangyarihan. Isang malinaw na pagtatangka para patahimikin iyong mga taong nagsusulong ng kanilang lehitimong karapatan. Nagdiwang ang mga nagwagi samantalang madami rin ang naluha na waring hindi matanggap ang kanilang katalunan, lalo na nga at gumastos ang mga ito ng sobra sa itinakda ng batas. Laganap din ang vote buying na pilit na itinanggi subalit sa huli ay nanaig ang kagustuhan ng nakararami. Sa mga nagwagi, sana ay magampanan niyo ng maayos ang katungkulang nakaatang sa inyong mga balikat. Alalahaning inihalal kayo sa pagasang mapapanatili ninyo ang kaayusan, katahimikan at kaunlaran ng inyong barangay. Pinagtiwalaan kayo at sana ay hindi masira ang pagtitiwalang ito. Sa mga hindi pinalad, sana ay matuto kayong tumanggap ng inyong pagkatalo, dahil madami pang mga pagkakataon sa darating na panahon upang kayo ay muling lumahok. Huwag na ninyong ipagpilitan ang katwirang dinaya o nadaya kayo dahil babalik sa inyo ang katanungang bakit kayo nagpadaya, di ba isang malaking kagaguhan un oh diba Ang barangay ang pinakamaliit na political unit ng ating bansa, at ang Punong Barangay na lalong kilala bilang Barangay Chairman ang siyang umaaktong, executive, legislative at judiciary ng barangay na kanyang nasasakupan. At sapagkat siya ang kabuuan ng lahat ng tatlong sangay ng ating pamahalaan sa antas ng barangay, marapat na may sapat siyang edukasyon,kaalaman at karanasan upang ito ay kanyang magampanan ng buong husay ,kasama ang kanyang mga halal na kagawad ng barangay. Dapat ding may malinis siyang pagkatao, at maging kagalang galang upang maipatupad ng buong husay ang mga tungkuling nakaatang. Bilang punong ehekutibo ng barangay, nakaatang sa kanyang mga balikat ang pagpapatupad ng lahat ng mga batas at ordinansa ng kanyang barangay. Bukod sa pagpapatupad, nakaatang din ang pagpapanatili ng kaayusan, ang maayos na paghawak ng kabang yaman ng barangay kaya mahalagang katiwa tiwala ang isang Punong Barangay at kanyang mga kagawad. Bukod sa pagpapanatili ng katahimikan at kaayusan sa kayang nasasakupan ,dapat din nitong maisulong ang ang antas ng pamumuhay ng kanyang mga nasasakupan.

Ang Barangay Chairman din ang tumatayong tulay na dapat mamagitan sa kanyang barangay at sa mga halal na opisyal ng bayan o siyudad at dapat na magkarun ng magandang ugnayan hanggang sa level ng mga opisyal na panlalawigan. Dapat ding isulong ang pagkakarun ng regular na pagpupulong ang mga opisyal ng barangay at regular na barangay assembly upang maiparating at maiulat sa lahat ng sakop ang mga dapat nitong malaman tulad ng katayuang pananalapi at iba pang mga bagay. Sa tulong ng mga opisyal ng bayan, lungsod at lalawigan dapat masiguro na ang mga pangunahing pangangailangan ng kanyang nasasakupan ay matutugunan. Tungkulin ng bawat Punong Barangay ang pagtatalaga ng iba pang mga opisyal tulad ng Kalihim, Ingat Yaman at iba pang opisyal ng barangay na makakatulong ng buong sanggunian sa pagsusulong ng kaayusan, katahimikan at kaunlaran. Siya din ang mamamumuno sa bawat pagpupulong at katulong ang mga itinalagang mga hustisya sa barangay, diringgin nila ang mga umuusbong na problema, diringgin ito at dedesisyunan ang mga problemang kayang solusyunan sa level ng barangay. Ang pangkalahatang katungkulan ng lahat ng halal at itinalagang opisyal ng barangay ay ang mapanatili ang kaayusan at katahimikan at masiguro ang isang progresibo at kaaya ayang pamayanan. Puede ding maging hagdanan niyo ang inyong posisyon patungo sa mas mataas na katungkulan sa ating pamahalaan. Puedeng puede kayong lumaban bilang Pankalahatang pinuno ng brgy at maging isang regular na miyembro ng inyong sangguniang panglungsod o pambayan. At pagkatapos ay lumaban sa panlalawigan na kung saan magiging regular na miyembro kayo ng Sangguniang Panlalawigan. Cayetano is asking two Senate panels to determine the viability of establishing a more permanent mechanism of enabling millions of Filipinos to send donations to calamity victims using the country’s popular text-messaging system. senator, “this new sense of empowerment will stir up the “bayanihan” spirit in all of us. I know most of us want to help. All we need is an easier way to do so.” “There is also a need to ensure that this system of making micro-donations continues to be convenient, reliable, and available at all times to all willing donors, whether based here or abroad, regardless of the size of operations and/or donations, without causing undue burden to the service providers,” he said in the resolution. AMP GUILLERMO NAKAR, LUCENA CITY – With a very significant drop off in election related violent incidents compared to electoral exercise in year 2010, Southern Luzon Command (SOLCOM) and the Philippine National Police both said that this year’s conduct of barangay elections in the country were generally smooth and peaceful, so far. PNP Deputy Director for Operations chief Felipe Rojas Jr. said that the number of election-related incidents is the same but the quality is different as compared to the October barangay polls in 2010. On the other hand, SOLCOM Commander LTGen. Caesar Ronnie F. Ordoyo, despite some election related violence cases, particularly in Masbate where a COMELEC official was hurt during an ambush, it is still way below the violent incidents they have recorded in previous elections. Ordoyo said, “tayo ay ganap na nakapaghanda sa anumang panganib o banta ng karahasan. We were able to deploy our troops on time and at the right areas and prevented armed conflict. An isolated incident of COMELEC officer ambushed in Masbate is currently being investigated. Through our prompt medical evacuation using our air assets, we were able to save the lives of those casualties. polls opened, the PNP also recorded 38 election-related incidents, in which 22 were killed, 34 were hurt, nine were unharmed and eight were missing. He said that most of these incidents were from Mindanao, including the provinces of Lanao del Sur and Bukidnon. “As compared to the previous barangay elections, we’re still on track. We hope to maintain this situation before the closing of polling precincts this afternoon,” Rojas said. UNGSOD NG LUCENA Binigyang paalala ni City Administrator Anacleto “Jun” Alcala ang lahat ng mga nagtitinda ng bulaklak ngayong Undas o Araw ng mga Patay nitong nakaraang linggo. Ayon kay City Administrator Alcala sa panayam sa programang “Pag-usapan Natin” ni Arnel Avila, mayroon anila silang itinalagang pwesto para sa mga maninindahan at ito ay kanilang ipinuwesto sa Public Market. Sakali aniyang may makikita silang mga nagtitinda ng bulaklak na wala sa lugar ay kanila itong pagsasabihan

na pumuwesto sa kanilang itinakdang lugar kagaya ng iba pang maninidahan. Hindi na nila aniya ito huhulihin pa dahil sa gusto rin nilang kumita kahit papaano ang ilang mga nagnanais ng ganitong pagkakakitaan ngayong Undas at minsan rin lamang naman ito dumating sa loob ng isang taon kung kaya’t pakiusap lamang nito na sumunod lamang sila sa kanilang alituntunin. Samantala, sa naging panayam naman ng ADN sa mga nagtitinda ng bulaklak sa Donna’s Flower, naging matumal anila ang kanilang benta ngayon ng bulaklak hindi katulad noong nakaraang

taon na ilang araw pa lamang bago pa sumapit ang araw ng mga patay ay marami nang namimili sa kanila. Ngunit sa panahon anila ngayon ay halos sa pagdating na ng Undas ay kakaunti pa rin ang namimili sa kanila ng bulaklak. Paliwanag pa ng mga tindera, nagiging matipid na ngayon ang mga mamimili ay isa na rin anila sa dahilan ng kanilang matumal na benta ay ang mataas na presyo ng mga bulaklak. Sa ngayon anila ay naglalaro sa P130 hanggang P200 pesos ang bentahan ng mga bulaklak na kanilang itinitinda sa pelengke. ADN

ARIAYA, QUEZON Pinasinayaan ni Congressman Vicente J. Alcala ng Segunda Distrito ang mga proyekto sa 4 na barangay ng Sariaya nitong nakaraang Oktubre 18, 2013. Unang pinasinayaan ng kongresista ang farm to market road sa Barangay Morong at Barangay Antipolo at 2 storey barangay hall sa Barangay Bukal at Barangay Tumbaga 2 ng Bayang ito. Sa pananalita ng kongresista sa Barangay Tumbaga 2, binigyan niya ng diin kauupo pa lamang niya bilang kongresista ay agad na lumapit sa kanya si Brgy.

Once again, he has proved that for three and a half years, he has been lying to his so-called bosses about economic growth and development, while seeking to enable himself and his cohorts to steal funds coming from the blood and sweat of the masses. His use of media outlets to deliver his divisive and diversionary speeches only means that he is half-hearted on affirming to the calls of the people; also, he is ever-desperate to defend the interests of his allies in government. In the Southern Tagalog region, land-use conversion schemes and militarization efforts are executed by state forces in order to burden and terrorize the people, endangering the latter’s livelihood and even their very lives. The recent harassment of campus journalists and students by military and police elements, including private goons in Brgy. Patungan, Maragondon, Cavite for their youth cultural camp is evident of the readiness of the government to instill terror to its people wanting to expose the truth. This is reinforced by pork barrel allocations for counterinsurgency plans like PAMANA and Oplan Bayanihan, which is more than what the government allocates to state universities and colleges in need of higher state subsidy. CEGP-ST, as a patriotic and democratic alliance of student publications, calls for the abolition of the pork barrel and other discretionary and lump-sum funds and for rechanneling these to basic social services to deliver true development for the Filipinos. It is also one with the call in passing a genuine freedom of information act to induce transparency and accountability in government transactions. Moreover, it also supports CEGP alumnus and former Chief Justice Renato Puno’s call to create the People’s Initiative to abolish all forms of pork barrel. It encourages student publications to utilize the campus press to express the truth not usually said in mainstream media, thereby erasing the myths of transparency and a corruption-free government once and for all; also strengthening the cause in the wide campaign of the people against corruption. With a government that enables the theft of public funds, ignorance of social services and betrayal of its own people, it is imperative that the campus press must clear the murky path of Aquino administration and continue to unite with the people for the attainment of genuine democracy. Kasapi sa naturang samahan ang ilang kilallang personalidad sa lungsod tulad ni Arnel Avila, Arween Flores, City Engineer Ronnie Tolentino, Nelson “Boring”Eleazar, Mando Garana at marami pang iba. alit na galit ang mga kawani ng gobyerno sa Disbursement Acceleration Program (DAP) ng administrasyong Aquino. Lumalabas na dapat ikagalit din ito ng lahat ng mga mamamayan. Piniket ng mga kawani ng gobyerno ang pambansang tanggapan ng Department of Budget and Management (DBM), bago tumuloy sa Mendiola, Manila, kahapon dahil sa galit sa administrasyong nagdedepensa sa pinakahuling nabunyag na klase ng pork barrel ng Palasyo: ang Disbursement Acceleration Program (DAP). Galit ang mga kawani, ani Ferdinand Gaite, presidente ng Confederation for Unity, Recognition and Advancement of Government Employees (Courage), dahil iyung badyet ng mga ahensiyang para sa dagdag-benepisyo ng mga kawani ang isa sa pangunahing mga pinagkukunan ng pondo para sa DAP. Sang-ayon sa Collective Negotiations Agreement (CNAs) ng mga unyon ng mga kawani sa iba’t ibang ahensiya ng gobyerno at ng administrasyon ng naturang mga ahensiya, maaaring ibigay sa mga kawani bilang benepisyo anumang badyet na matitipid nito sa katapusan ng taon. Kung kaya nagsumikap magtipid ang mga kawani. Naging laganap ang pagpapatay ng kuryente sa mga opisina tuwing lunch break at matapos ang ala-singko, ani Gaite, para makatipid sila sa gastos ng ahensiya. Pero pagpasok ni Aquino, at sa tulak ng Budget Circular 2011-5 ni DBM Sec. Florencio Abad, nagkaroon ng cap o maksimum, ang benepisyong maaaring makuha ng mga kawani. Dati, umaabot sa PhP 50,000 sa katapusan ng taon ang pinakamalaking maaaring makuha ng mga kawani — na kahit papaano’y pandagdag sa lumiliit na take home pay nila dahil sa mga utang. Ngayon, sa ilalim ni Aquino, di na tataas sa PhP 25,000 ito, sabi pa ni Gaite. Matagal nang inireklamo ng Courage at mga kawani ang naturang sirkular ng DBM, at sinabi nilang bulnerable sa pangungurakot ito dahil

Pinangunahan ang petisyon ng Bayan, at nina Bayan Muna Rep. Carlos Zarate, Gabriela Rep. Luzviminda Ilagan at Kabataan Rep. Terry Ridon. Kasama rin nila ang mga organisasyong Pagbabago, Concerned Citizens Movement, Ang Kapatiran Party, Anakbayan at Youth Act Now. Kinukuwestiyon ng petisyon ang DBM Circular 541, na opisyal na nagbubuo ng DAP noong Hulyo 18, 2012. Matatandaang pumasa sa Kamara ang impeachment ni Corona noong Disyembre 12, 2011. Mahigit dalawang linggo lang ito matapos humingi ng karagdagang pondo ang ilang senador ng administrasyon tulad nina Senators Franklin Drilon, Alan Peter Cayetano, Ralph Recto, Antonio Trillanes IV, Teofisto Guingona III, Sergio Osmeña III at Francis Pangilinan, ng di-bababa sa PhP 100-Milyon — dagdag mula sa PhP 200-M na pork barrel nila — sa DBM para sa “priority projects” umano ng naturang mga senador. Opisyal na pinagbotohan ng Senado ang pagtanggal kay Renato Corona bilang punong mahistrado sa Korte Suprema noong Mayo 29, 2012. Wala pang dalawang buwan nang buuin ng Malakanyang ang DAP — para sa hinihinging karagdagang pondo ng mga senador. Noong nakaraang buwan, isiniwalat ni Sen. Jinggoy Estrada — na sangkot din sa pork barrel scam ni Janet Napoles — ang naturang “suhol” umano sa mga senador sa uri ng DAP. Sa naturang petisyon ng Bayan at iba pang grupo, inalala

nilang noong Pebrero 2012, kalagitnaan ng impeachment hearing ni Corona, sinabi na ng abogado ng Chief Justice na si Jose Roy na nag-alok na noon ng PhP 100-M ang Malakanyang sa mga senador. Labag umano ito sa Saligang Batas, na nagsabing tanging Kongreso lamang ang may “power of the purse“, o karapatang magtakda kung saan gagamitin ang pondo sang-ayon sa naaprubahang General Appropriations Act o pambansang badyet ng gobyerno sa isang taon. Maaari lang umano gamitin ang natipid na badyet mismong sa loob ng ahensiya. Pero sa DAP, inilaan ng administrasyong Aquino ang natipid na badyet para ibang mga ahensiya, tulad ng Senado. Hindi rin masasabing “savings” ang anumang pinagkuhanan ng Malakanyang ng badyet mula sa mga ahensiya dahil Hulyo nilabas ang sirkular sa DAP — kalagitnaan pa lamang ng taon, walang masasabing “natipid” na ang mga ahensiya. Hiniling ng mga petisyuner na maglabas ang Korte Suprema ng temporary restraining order para itigil ang pag-akses ng Malakanyang sa pondo ng gobyerno sa pamamagitan ng DAP, at itigil na rin ang implementasyon ng naturang kuwestiyonableng programa. Depensa ng mga tagasuporta Bago nito, naglabas ng pahayag ang iba’t ibang nongovernment organizations na may ugnay kay Aquino, kabilang ang Caucus of Development NGO Networks (CODE-NGO) at ang Ateneo School of Government (ASoG), ng suporta sa Malakanyang na nasasangkot sa kaliwa’t kanang katiwalian. “Naniniwala kami na may integridad sina Pang. Sa pagdepensa sa DAP, inaalis na ng mga grupong ito ang anumang pagpapanggap na itinataguyod nila ang malinis na paggogobyerno para depensahan ang suholpampulitika na nakukuha nila mula sa gobyernong Aquino,” sinabi ni Elmer Labog, tagapangulo ng Kilusang Mayo Uno (KMU). Matatandaan umanong nasangkot ang CODE-NGO sa maanomalyang pagbenta
