ALAWIGAN NG QUEZON Ipinagdiwang sa ikalawang pagkakataon ng pamahalaang panlalawigan ng Quezon sa pamamagitan ng Provincial Government – Environment and Natural Resources Office (PG-ENRO) ang Provincial Mangrove Day noong June 30, 2014. Ipinagdiwang ito sa pamamagitan ng muling pagtatanim ng mga bakawan sa bahagi ng Mangrove Experimental Forest sa Brgy. Ibabang Palsabangon, Pagbilao, Quezon. Ayon kay Governor David “Jay-Jay” C. Suarez, ipinagdiriwang ang Mangrove Day sa lalawigan ng Quezon tuwing June 30 dahil sa
tagumpay ng isinagawang Quezon’s 2 in 1 noong June 30, 2012 kung saan mahigit 2.7 milyong bakawan ang naitanim sa loob ng isang araw. Ipinagmalaki din ng gobernador ang pagkakasama ng Quezon’s 2 in 1 sa evaluation para sa Galing Pook Award 2014. Kaya naman, inatasan ni Gov. Suarez ang PG-ENRO na siguraduhing sa susunod na taon ng pagdiriwang ng Mangrove Day ay mararamdaman ito ng buong lalawigan ng Quezon hindi lamang ng pamahalaang panlalawigan. “Dahil yung ginawa nating pagtatanim ng 2.7M mangroves sa loob ng isang araw, yun naman ay hindi para sa pamahalaang panlalawigan
lamang, ang makikinabang dito ay lahat ng coastal community na napagtaniman natin”, dagdag pa ng gobernador. Ayon naman kay Manny Calayag ng PG-ENRO, ang proyektong ito ay bahagi ng hangarin ni Governor Suarez na maging maayos ang kinabukasan ng mga Quezonian sa ilalim ng programang Securing Quezon’s Future. “Upang panatilihing berde ng ating kapaligiran ay lagi po niyang binibigyan ng kaukulang instructions kung paano natin mas mapapayabong pa, mas mapapaganda at mapapangalagaan ang kapaligiran at likas na yaman”, ayon pa kay Calayag. UNGSOD NG LUCENA Tiniyak ni Department of Agriculture Secretary Proceso Alcala sa publiko na muling bababa ang presyo ng bawang kasabay na rin nito ang panawagan na tangkilikin ang mga lokal na bawang ng bansa. Ayon kay Sec. Alcala, ang biglaang pagtaas ng presyo ng bawang ay maituturing ring isang “blessing in disguise” at isang wake-up call, kasabay ng pagkakaroon ng mga tiwaling negosyante ang nagmamanipula sa presyo habang ang produksyon ng lokal na bawang ay muling ibinabangon. Kamakailan ay nakipag-ugnayan na ang Department of Agriculture sa Department of Trade and industry (DTI) na pigilan ang pagtaas ng presyo ng bawang
at iba pang mga basic commodities. Ayon pa kay Alcala, inaasahan nila na magiging estabilisado ang presyo ng bawang sa susunod na buwan, ito’y matapos makapagpasa ng mga rekomendasyon ang National Garlic Action Team (NGAT). Dagdag pa ng sekretaryo, na bagamat mag-aangkat pa rin ang bansa ng bawang, magpapatupad ang DA ng mahigpit na hakbang upang masigurong hindi ito maabuso at maprotektahan ang muling pag-angat ng lokal na uri ng bawang na kung saan ay may natukoy ng lugar sa Norte para dito. ALER, AURORA - The construction of three major road networks in Aurora linking to different provinces that will help to improve the economic condition of isolated communities and tourism was eye possibly in 2015. According to former senator Edgardo Angara because Aurora province is an isolated place, he prioritized to develop a road network access to the province. “How can you promote tourism if you do not have good road access?”, he asks. He envision Aurora as one of the top trading center in the country through the three major road networks as an easy passage from other provinces and foreign countries. Together with his son, Senator Juan Edgardo “Sonny’ M. Angara will continue to materialize the three major routes inevitably in 2015 followed by the Aurora Pacific Economic Zone and Freeport Authority (APECO) strategic infrastructure investment for the Philippines catering to Trans-Pacific ocean traffic. Angara said the infrastructure road projects will lessen the time of travel instead of 11 hours of journey. The first route is Bongabon-Baler route which will pass through Palayan City and Bongabon, Nueva Ecija. “From Bongabon turn right to the road going to the Sierra Madre Mountains.
After two or three hours of winding road you will reach the municipality of San Luis and then Baler.”, Angara explained. The 2nd route is, from Cabanatuan take the Maharlika Highway going to Talavera, Nueva Ecija. Turn right to the road going to Rizal, Nueva Ecija then Pantabangan, Nueva Ecija. The road will take you to Canili, Maria Aurora, Aurora. The road will pass through the Sierra Madre until you reach the Poblacion of Maria Aurora then go straight to Baler. Then, the last route is the Umiray Bridge, which connects Barangay Umiray in Dingalan, Aurora, and Barangay Umiray in General Nakar, Quezon. These road projects will not only boost the economic development of the municipality, but the locality will have easier access to health services and education. Angara said the 358-linear-meter of Umiray Bridge has a total cost of P468 million of which P368 million was funded by the Japan International Cooperation Agency under its General Grant Aid Program which he sought. UNGSOD NG LUCENA Isinusulong ngayon ng Department of Agriculture ang two-crop cycle para sa produksyon ng bawang sa bansa at upang maibsan ang pagdepende sa mga imported na supply. Sa kasalukuyan ay isang beses lamang sa isang taon nakapagtatanim ang mga magsasaka ng bawang sa bansa. Inatasan ni Agriculture Secretary Proceso Alcala ang mga regional office ng DA sa Ilocos Region na makipagtulungan sa mga grupo ng magsasaka sa Baccara at Pasuquin upang masubukan kung maari ang proseso ng dalawang beses na pagtatanim sa pamamagitan ng maagang pagtatanim sa nakaugalian na at sa paggamit ng mga early-maturing varities ng bawang. Ang bawang, na may crop cycle na inaabot ng limang
buwan simula sa pagtatanim hanggang sa pag-aani, ay tumutubo ng maganda at maayos tuwing panahon ng tag-init. Ipinanukala ni Sec. Alcala sa mga magsasaka na magtanim ng mas maaga pa sa buwan ng Setyembre upang makapag-ani ang mga ito sa buwan ng Disyembre at muling magtanim sa buwan ding ito upang maani ito sa buwan ng Marso. Dagdag pa ni Alcala, ang pagtatanim ng dalawang beses sa isang taon ay makapagdodoble rin ng kita ng mga magsasaka ng bawang. Susubukan rin ng DA ang posibilidad na magpalaki ng pananim sa mga nursery sa loob ng isang buwan bago ito muling itanim sa mga bukirin upang makabawas ang mga magsasaka ng isang buwan sa kanilang haba ng pagtatanim. ALAWIGAN NG QUEZON - Pormal ng sinimulan ng pamahalaang panlalawigan ang ika-40 taong pagdiriwang ng Buwan ng Nutrisyon para sa buong buwan ng Hulyo ngayong taon sa pamamagitan ng kick-off ceremony at pangunguna ng Provincial Nutrition MultiSectoral Council (PNMC) sa isinagawang flag raising ceremony ng kapitolyo noong June 30, 2014. Ayon naman kay Governor Suarez, upang mas lalo pang matugunan ang malnutrisyon ay pinapunta niya sa bayan ng Jordan, Guimaras ang nutrition team ng Quezon para magsagawa ng mga pag-aaral sa ipinatutupad na nutrition campaign na tuloytuloy na nakakapagpapababa ng malnutrisyon sa nasabing bayan. Sa lalawigan ng Quezon, labing-isang bayan ang napatalang may mataas na kaso ng malnutrisyon kabilang ang bayan ng Jomalig, Macalelon, Polilio, Catanauan,
Calauag, Burdeos, San Narciso, Tagkawayan, Guinayangan, Tiaong at Quezon, Quezon. Ayon kay Governor Suarez na ngayong taong ito ay sisimulan ang nutrition campaign sa apat na bayan (isang bayan bawat distrito) kung saan bababa hanggang tahanan ang Provincial Nutrition Campaign. “It’s not just a campaign of informing the people kung ano ang dapat kainin, kung ano ang dapat iwasan ngunit kasama din dito ang feeding program for all malnourish children for 120 days consecutive, non-stop kung saan ang mga bata ay pakakainin ng nutri-ban”, dagdag pa ni Gov. Suarez. Ipinagmalaki din ng gobernador ang tagumpay ng programang nutri-juice katuwang ang Coca-Cola na ipinainom sa mga malnourish na Grade 1 student sa loob ng 120 na araw ng tuloy-tuloy na nagresulta sa pagbaba ng kaso ng malnutrisyon sa mga batang Grade 1 ng 65%. Brizuela bared his basic salary amounting to P73,000 monthly besides the free use of SUV private plate so he could travel to different places unnoticed with free gasoline provisions, a personal driver; food and hotel accommodations and plane tickets all courtesy of QMWD coffers. During the protest rally in front of QMWD building, with three consumers leaders, Tonton Chavez, spokesperson of the movement said to The Star that water is the basic commodities but still out of 33, ten villages still unservedout and the remaining twenty three villages presently poorly served particular the sitios of San Lorenzo, Sto. Nino and San Francisco. He added QMWD is responsible for the water supply in cities of Tayabas and Lucena and Pagbilao town. QMWD officials even admitted that out 33 villages, only less than 50% are servedsatisfactorily and not, with the much needed water supply. Thus despites the said negligence, the Lupata board extended his services even Pasumbal has filed his notice of requirements with 6 million benefits. Hence, a board of director and a presiding officer approved his extension for another year despite of his poor performance rating and already release of the benefits. Brizuela asked if the board and other officials of Lupata have connivance in terms of project fund disbursement. In 1977,the World bank known then as IBRD granted LWUA $18.8 million package to fund the water supply projects of six areas in the country, including Lupata (which became QMWD in 1990’s).
Circa 1990’s, QMWD reportedly borrowed 500 million and then in year 2010 or so, 192 million to improve and expands its services. “Kaapruba lamang po ng Bangko Sentral ng Pilipinas ng 135M na utang ng Lupata WD Board ngayong 2014. Baon na po sa utang ang Lupata dahil may mahigit 300 M na utang na bayarin po ito sa kasalulkuyan. At bakit po mangungutang gayong 5M kada buwan o 60M sa loob ng isang taon ang kinikita nito dahil sa ‘dimakatwirang pagtaas ng water rates?,” Brizuela asserted in his privilege speech in Sangguniang Panlunsod. The Lucena City local government is contemplating either to de-annex from the QMWD but if keeps on arguing that it is autonomous and independent and not subject for LGU jurisdiction. Even its water drillings are beyond our control as it claims that LWUA has deputized it on water permits authorization despite the fact that exclusive franchise had already been declared unconstitutional. Brizuela sought an exhaustive investigation from Commission on Audit (COA) about the said matter and if warranted, cases against him for gross negligence and incompetence be filed in the Office of the Ombudsman and also against the QMWD board for the illegal extension of appointment of Pasumbal. Protesters asked also the provincial government to order an investigation and act on the said issue. QMWD assistant general manager Lito Constantino invited the protesters inside the office to discuss the issue of water shortage and supply. Also, a dialogue together with some media was held to solve the problem. ADN

I didnt bother to ask them why, but am sure they were working for their travel papers. “Manong,” Ronan blurted, “we thought all the while that we will be spending about four hours or the whole day at the most, working on our travel papers but we were wrong, we spent only a little more than an hour to finish everything.” “ Manong isulat mo mga, ang galing kasi ng DFA natin” And so, as I was grasping for some subject for my column I decided to go and see how our DFA works. Savemore might save less!
ome of my loyal friends in the media have been telling me that Webster Letargo, Gov. Jayjay Suarez’ chief of staff hates me so much. They say Webster has been saying derogatory words against me. They said its because of my being critic to the governor and to his administration. I know Webster ever since and I’m also aware about his activities inside and outside the Governor’s Office, official and personal. I don’t remember having any encounter with the guy although I’ve been hearing unpleasant stories about him from my friends in the provincial capitol and from some people in the PMRB as well as in the mining and quarry industry. So for the benefit of my readers, I’ll have Webster featured in this column and I’ll be writing a nice story about him soon! By the way, some people say that having a handsome and cute Rommel Edaño as the provincial administrator is enough. Having an equally handsome but not cute Webster as the chief of staff, is too much. ___o0o___
I don’t want to believe that the management of Savemore Market in Lucena City would order its security guards to harass people especially journalists who would just take photographs of its building for publication purposes. Savemore market is a chain of neighborhood grocery stores under the SM Food Retail Group and the one I am referring to is among the almost one hundred Savemore branches across the country. In his Facebook account, fellow newsman Raffy Sarnate alleged that he was in the act of taking pictures of the newly constructed building of Savemore using his Ipod when he was suddenly confronted by a security guard whose surname he could not remember. He said the other guard was looking at them while standing a few meters away. In a loud voice, the irked sekyu allegedly told

Raffy that taking pictures of the building is highly prohibited by the mall management. “Shocked” by what he just heard, the soft spoken Raffy told the guard that he is a news writer and that he will be using the photo for a feature article. He even introduced himself politely. But the intimidating guard insisted his stand and arrogantly ordered Raffy to erase the pictures from his Ipod, according to the 66 year- old newsman. Raffy refused at first but eventually gave in to the guard’s demand for fear of having high blood pressure. He had all of them deleted. When Raffy visited me, I told him that he should have fought for his right since there is no provision in the Constitution that prohibits journalists and even the ordinary citizen from taking pictures of any business establishment building. But on the other hand, Raffy had good reasons to do what he did. Aside from being hypertensive, Raffy is not a feisty or a warrior- type of newsman who loves engaging in “war” anytime of the day against anybody. Another reason, according to Raffy was that the confrontation caught the attention of many people there due to the guard’s trumpeting arrogance and that he did not want to be involved in an scandalous scene. Just like Raffy, I am a peace- loving newsman, too. But had I been in his shoes, the story would have been different. The stupid guard would have found what he was looking for, that very moment. But anyway, I have to agree that Raffy did the right thing, considering his age and his unstable health. Secondly, the guard might have been a long- time member of the Ignoramus Club because no security guard in his right mind would do what he did to Raffy. But Raffy should file charges against the guard. He should also go to PADPAO and file complaint against the concerned security agency. On the other hand, learning the alleged stupidity of that guard is no longer a surprise to me.

DPWH considers protecting Sariaya historical sites and structures: No road widening projects inside the town proper ni Michelle Zoleta

ARIAYA, QUEZON - The Department of Public Works and Highways (DPWH) clarified that there is no road widening projects inside the town proper in connection to the issue raised by the advocates for the ancestral houses. In an official gazette published dated July 1, DPWH Secretary Rogelio Singson, has directed the strict adherence to the Department of Public Works and Highways’ (DPWH’s) policy in preserving historic sites and structures in all its projects nationwide. Secretary Singson said that these historic sites and structures are of historical value, therefore, they must be preserved. “We have to preserve these historic sites and structures for the young generation to learn from our past,” said Secretary Singson in his statement.
“In order to avoid unnecessary delays, revisions, and alterations during the construction period, the preservation of these historical sites and structures should have been considered during the conduct of feasibility study or planning phase of the project development,” added Singson. Pursuant to DPWH Department Order no. 243 dated November 26, 1991 signed by then Secretary Jose P. de Jesus, he reminded all DPWH Regional Directors, Project Directors, District Engineers and planning engineers to coordinate closely with the National Historical Institute, the National Museum and the National Commission on Culture and the Arts in the identification and preservation of these historical sites and monuments or any structure of historical value to avoid unwarranted demolitions or destructions. The issue prompted when
a certain Danny Maffiotee De Luna shared his concern to Sariaya Heritage and Historical Society page on his FB account about the proposed road widening inside the town proper. De luna has shown photos of ancestral houses in Sariaya such as Don Natalio Enriquez House, Alcaneses Ancestral House, Ismael Baysa Ancestral House, Quejano Ancestral House, Art Deco Municipyo and ABC Building that might be stricken out if the road widening project of DPWH will be implemented. DPWH Region IV-A Director Huillio Belleza, however, said that there is no proposed road widening within the town proper of Sariaya, particularly, along General Luna Street. The ongoing road widening activities are, however, located before and after the Sariaya town proper at Barangay Sampaloc II and Barangay Balubal, reported Belleza.

ndrea Rosal, daughter of deceased rebel spokesperson “Ka Roger” Rosal, was seven months pregnant with her first baby, when she started to feel unusual contractions and pains in her womb, and was already very much worried regarding her about-to-be-born baby. She had to urgently seek medical attention, travelled far from the hinterlands of Mauban, Quezon for medical check-up in a hospital in Metro Manila, and then went to rest at the house of a baranggay chairman in Caloocan City, where she was to stay during her continuing medical check-ups. Information about her presence in the house, however, reached state intelligence units, which led to the March 27 raid of the baranggay captain’s house by the National Bureau of Investigation (NBI) and the Intelligence Service of the Armed Forces of the Philippines (ISAFP), and to her arrest, together with that of a young male companion. The two were initially detained at the NBI headquarters. In April 13, the two were transferred for detention at Camp Bagong Diwa -- Andrea at the Female Dormitory - Taguig City Jail, and her male companion at the Special Intensive Care Area Jail. Andrea’s pregnant and ill conditions, the pains she was suffering and her worries about the baby in her womb were not given any regard at all by her jailors. Despite the pains she was going through and the critical situation of the baby in her womb, she was assigned to a tarima (prison bed) at the third level. As she could not climb high to the third level and, if she actually had to do so, it would have been very risky for her and her about-to-be-born baby.
She was thus made to sleep very unconfortably on the floor of her prison cell. She had no electric fan to fend off the excessive heat in her cell. The subhuman conditions inside her cell gave her and the baby in her womb undue stress. Jail and state authorities gave not a hoot about all these sufferings she and the baby in her womb went through. As the premature labor, contractions and pains Andrea was feeling in her womb were worsening, and it looked like she was to give birth very soon, she, her fellow political prisoners, and her human rights doctors and lawyers kept asking jail authorities that she be brought soonest to a hospital. The jail authorities, however, claimed that there were no bed spaces available in nearby public hospitals. It had to require a court order, sought by her human rights lawyers and arrangements made by her human rights doctors, for her to finally be brought to a hospital. Her confinement at the Philippine General Hospital,starting May 16, was finally worked out by her human rights doctors. She was then already experiencing intensified contractions and more pains in the womb. She gave birth the very next day. Less than a day after, the baby -- named Diona Andrea -- died due to various complications. Andrea did not even have the chance to see and hug her baby alive. Even Andrea’s brief attendance at the wake of her baby was hard fought by her human rights lawyers, and was only conceded with much stinginess by the court, where the request for her attendance at the wake was filed. She was not at all given permission by the court to attend her baby’s burial. Andrea, who
suffered very much during her pregnancy and delivery, had to stay longer to recuperate in the hospital. But her jailors insisted that she be brought back to her detention cell as soon as possible. And last June 4,her jailors even forcibly dragged her out of her hospital room, out of the hospital itself, and shoved her back to her detention cell. Her jailors armed themselves with doctored hospital discharge orders, requested by jail authorities and the jail doctor, and not by her official obstetrician and other human rights doctors, who were officially in charge of her hospitalization and healing process. The hospital discharge orders brought by her jailors were purportedly approved by the court, but actually did not yet have any court approval. To make matters worse, jail authorities followed up her forcible return to her detention cell by tightening restrictions on visitors at the jail where she has again been confined. Since her forcible return there, visitors of Andrea and other political prisoners there have harshly been limited to only immediate relatives. It has since become very difficult for friends and others, including many human rights workers and advocates, to visit Andrea and her fellow political prisoners at the jail where she is again confined. The way jail and state authorities treat nonVIPs (not Very Important Prisoners) -- especially political prisoners, who were thown into jail because of their loud and forceful advocacy of and struggle for radical political, cultural and socio-economic changes -- is what is actually most sickening, and reflects a very sick and rotten system of
jail management, of the dispensation of justice, of governance, and of the existing social order in the country today. It is this sick and rotten system that actually made Andrea and the baby in her womb all the more sick. It is this sick and rotten system that actually killed Diona Andrea. It is this sick and rotten system that urgently needs drastic total healing, so that our people -- the mass of our suffering exploited and oppressed people -and their Diona Andreas may live. Ayon kay Mayor Alcala, nakahanda siyang tumulong sa lahat ng development ng Urban Poor sa Lucena upang lalo pang gumanda ang lugar ng mga ito. Ayon pa sa punong lungsod, sakaling mangailangan ang
nasabing sector ng ilang pasilidad tulad ng basketball court, at mga karagdagang pangangailangan ng bawat asosasyon ay sabihin lamang ng mga ito sa kaniya upang agad na matugunan ang mga ito. Natuwa at nagpasalamat rin si Mayor Dondon Alcala sa lahat ng mga miyembro at pamunuan ng mga asosasyon ng Urban Poor sa Lucena sa ginagawang pagsuporta ng mga ito sa kaniyang mga programa at proyekto. Sinabi rin ng alkalde na makaaasa ang mga ito na pagtutuunan ng pansin ng kaniyang administrasyon ang kanilang mga pangangailangan lalo’t higit ang matagal na nilang inaasam na titulo ng kanilang hinuhulugang lupa.
