Back to the Future
A
s a kid, one of my favorite movies was “Back to the Future”. In the movie, Marty McFly, played by Michael J. Fox, connects with Doc, played by Christopher Lloyd, a mad scientist of sorts, and is given the opportunity to travel back in time in a tricked out Delorean automobile powered by Plutonium. Not only is young Marty given the opportunity to go back in time, he is specifically given
the opportunity to set things right for his parents who at the time were young high school students in need of direction from the future. Anybody Home? Huh? Think, McFly! Think! Sure, we’ve all had an “if I knew then what I know now” moment, but what about being able to go back in time and actually make the most of
the opportunity? For investors, missed chances can serve as painful reminders of being too cautious or conservative in a market primed with opportunity. These reminders are especially painful in a market like today with sales prices reaching new heights on a daily basis. So, What Happens in the Future? the multifamily sector have exploded, if you had $5 million, $25 million or even $50 million dollars and a time machine, you could go back just 20 years to 1995 and put together a portfolio of apartments that today would be worth more than three times what you paid for it. Yes, if only I had a briefcase full of $50 million dollars and a Delorean fit with a flux capacitor, after a brief trip back to 1995, today I’d be worth $150 million dollars! Ok, back to reality.

time, the median household income in Orange County has grown from $59k to $86k. Homeownership rates on the decline nationwide are even lower in Orange County, down from 55% in 2005 to 48% today. Now, more people are earning more and deciding not to purchase homes but to rent instead. This translates to a record numbers of renters, limited developable land and the result has been an increase in market multifamily occupancy rates from 94% in 1995 to 95%–96% today, with rents rising along with a somewhat limited supply of suitable units.

Portfolios Have Tripled in Value? Rate Relationships 1995–2015 Great Scott! 12.00% So maybe it’s no surprise that values 10.00% have increased exponentially over the 8.00% past 20 years, but just what has caused 6.00% this growth? First and foremost, the 4.00% population of Orange County has 2.00% grown by over 23% since 1990. In that 0.00% 1995

A Bolt of Lightning, Only You Never Know When it Will Strike Interest rates on the average fixed rate loan through Freddie Mac have dropped from 7.93% in 1995 to 3.88% today, further driving multifamily values through the roof. But with such solid fundamentals in place and a market that has more buyers than ever, one can’t help but wonder if we will soon see an uncoupling of the interest rate to capitalization rate relationship to market values. That is, will we see investors place less emphasis on interest rates and instead focus on other return measures in conjunction with market fundamentals?

For the time being, the correlative relationship between interest rates and capitalization rates is stronger than ever. And while the perfect storm of population and income growth, decline of homeownership and rise of rent affordability has helped multifamily emerge as a, it is largely the availability of cheap money and increasing investor demand for multifamily investments that is causing the fuss. We should see things slow down a bit when the Fed raises rates later this year or early 2016 but if not, well, maybe there really is something to this decoupling phenomenon. any of you may recall in the 1990s, American Express ran a television commercial for the American Express Credit Card. Sacramento, Jon Smock, is one of the best lobbyists in the industry. Smock, whose monthly column appears here in Apartment News Magazine, works tirelessly on advocacy for the Apartment Association of Orange County in the halls of our State Capitol. He often doesn’t get the proper credit for his work and part of that is the nature of government advocacy. Success is sometimes measured in your ability to stop bad law. In certain political conditions, it is more important than advancing favorable law. Of course, no one in our industry sees, or is affected by the bad bills that never make it past the Governor’s desk. In California, there are literally dozens of bills introduced each legislative session that are bad for our members and bad for our industry. Jon Smock and his lobbying team in Sacramento work to make it so that few ever even emerge from committee. It is unsung, but it is nevertheless, success. He is to be commended.

hundreds of bills sent to him this year. Among these is Senate Bill 368, dealing with required notice to tenants concerning the application of over-the-counter pesticides and herbicides. A full discussion of this bill and a review of all the bills of interest this year will be presented next month after the Governor has completed his time to act on these measures. Unfortunately, publication deadlines rarely coincide with legislative or gubernatorial actions. Look for a full year-end review in the December issue. For those who purport to know about such things, the chatter suggests that we are in for a long ballot at the November 2016 General Election, with a host of propositions being put forward by the Legislature and by the citizenry via the initiative. This is prime time for those volunteer and paid signature gatherers to camp on your doorstep and accost you at the grocery store and other places of public travel. The muchpublicized effort via referendum to overturn the recently approved vaccine legislation has failed to gain the required signatures. That failure prompts an early sampling of exactly what may appear for your scrutiny, not just on the ballot itself, for those that have gotten that far, but in the paperwork under the clipboard being hawked for your signature. The Secretary of State has already cleared three measures for the 2016 ballot, a Legislative measure for June and two measures for November: The June measure is a proposed constitutional amendment that would
authorize suspension of a Senator or Assembly Member upon either motion or resolution to that effect adopted by a vote of 2/3 of the membership of the house, as specified. The measure would prohibit a suspended Member from exercising any of the rights, privileges, duties, or powers of his or her office, or from utilizing any resources of the Legislature, while the suspension is in effect. One of the qualified November measures is a referendum on the law previously approved by the Legislature and the Governor that prohibits grocery and certain other retail stores from providing single-use plastic bags but permits sale of recycled paper bags and reusable bags. The challenged law must then be approved by a majority of voters at the next statewide election to go into effect. The other measure increases the required vote to two-thirds for the Legislature to amend a certain existing law that imposes fees on hospitals (for purpose of obtaining federal Medi-Cal matching funds) and that directs those fees and federal matching funds to hospital-provided Medi-Cal health care services, to uncompensated care provided by hospitals to uninsured patients, and to children’s health coverage. Eliminates law’s ending date. Declares that law’s fee proceeds shall not be considered revenues for purposes of applying state spending limit or determining required education funding. There are thirty-seven initiative measures cleared for circulation for
signatures, three awaiting such clearance, and twenty-seven pending in the Attorney General’s Offices for title and summary. Among all of these are a pot pouri of thorny issues, and more than a few laughers. Detailed descriptions of all of these would entail too much ink, but a capsule sampling of a number of them is certainly in order to prepare for knowledgeable thought before affixing your signature to the pleading initiative pusher. Sometimes the short title tells it all. Advisory Group to Consider California’s Autonomy from the United States. Initiative Statute. Elimination of Spousal Support. Initiative Statute. State Prescription Drug Purchases. Pricing Standards. Initiative Statute. Prohibits state agencies from paying more for a prescription drug than the lowest price paid for the same drug by the United States Department of Veterans Affairs. Display of State Flag. Initiative Statute. Requires display of the California State flag in the position of first honor when both the United States flag and the California State flag are displayed at schools, universities, colleges, courtrooms, government buildings, and state parks, and at events held in coliseums, stadiums, bowls, other open air sites, and race tracks. I
have a vacancy that I need to fill. I’ve run a few ads and have collected several applications. I know the basics of qualifying a tenant, but one of the applicants said that since he was the first to apply, he should be given preference. I never heard that before, is this true?
No. Proper tenant screening includes many factors, but being first in line doesn’t entitle the prospective applicant to any “advantage” over the other applicants. Your duty is to select the best applicant from the pool of prospects, consistent with your tenant screening criteria and in compliance with state and federal fair housing laws. Even if the very first applicant meets your minimum standards, you are free to continue to market the rental and accept additional applications from subsequent prospects.
One of my residents is driving me nuts. Granted, he’s been living here for several years, always pays his rent on time, takes care of the place and generally gets along fine with everyone, but lately seems to have some ongoing feud with another resident. Every time they have an “issue” he seems compelled to let me know, even as late as 11:00 at night. The issues never seem severe, in fact the most recent was an allegation that the other closes his door too loudly when he leaves for work in the morning. Trouble is, the other resident is a model tenant also, never a problem. What do I do?
Minor neighbor squabbles are a fact of life and part of everyday human interaction. Successful management practices encourage residents to resolve their own conflicts without your involvement. Your duty is to provide housing, not necessarily to function as social coordinator. Firmly set down
ground rules, ensure that they know that you expect them to communicate with each other and work out their own differences, and not to elevate petty issues into major disputes. Of course, if there is ever an issue of breaching the peace or any threat of physical harm, the residents should immediately call the local law enforcement agency or 911 if an emergency.
I own a single-family house that I have rented out for several years. I wish I could visit it more, but I work quite a bit, and the house is a 2-hour drive away. I generally leave it up to my tenant to let me know if something needs fixing. Well, last weekend I decided to drop by just to see how things were. I knocked on the door and was met by someone I had never seen before, and as the door was opened I saw that my nice living room had been converted into a bedroom, with more beds than I could count. I was also met with an odor that reminded me of my high school gym socks. When I asked for my tenant by name, this person seemed confused, but then quickly babbled some story about being out of town, on business, or something like that. The rent has always been paid on time, but I didn’t like what I saw. What do I do?
Your question raises several serious issues. I trust you realize the need for periodic visits, even a simple drive by, to ensure your property is properly maintained and cared for. It’s important that neighbors have your contact information to keep you abreast of emergencies or concerns they may have. Assuming your tenants have
signed a standard rental agreement prepared by your local rental housing association then there will be specific provisions prohibiting your tenants from subletting without your written consent. Either your rental agreement or your written rules will inform the tenant of your simple expectation that cars should be parked in the driveway or in the street, and not on the lawn. The rental agreement will also define the tenant’s responsibility as to lawn maintenance. Assuming your rental agreement and rules are prepared properly, then your tenant is in breach of your agreement. The stranger at the door and the “dormitory” in the living room indicate that your tenant has illegally sublet or assigned the premises without your knowledge or consent. Your new desert landscape is the result of the tenant’s failure to maintain the premises as required by your rental agreement. The unpleasant smell indicates a lack of proper housekeeping, again a failure to properly maintain the premises. Assuming your tenant, if you
can find your tenant, doesn’t immediately acknowledge the error of his ways and take immediate steps to correct the problems, then you have several options and remedies. Assuming the breaches are “curable” then you must serve a three-day notice to perform a condition or covenant or quit upon the tenant, specifying the breach and the action required to correct the situation. In your case the tenant can theoretically remove all the unauthorized subtenants, can properly clean the house, and can re-sod the lawn. If he does all this within the notice period he is theoretically back on track. If the damage to the landscape or the interior of the house is intentional, or so severe that it cannot reasonably be cured, then you may serve a three-day notice to quit, based upon waste. This would require the occupants to pack their bags and vacate within just three days. Of course, if the tenancy is a month to month tenancy, and you don’t view the conduct as being that severe, then you may wish to terminate the tenancy by service of a

thirty day notice to vacate. The tenant will, of course, be responsible for the cost to correct and repair any and all damage beyond ordinary wear and tear.
My rental units are large and each one has an enclosed yard. I think that tenants with dogs tend to stay longer because not many buildings accept pets, so I allow my tenants to have pets. I recently received a letter from a resident complaining that another resident’s dog growled and seemed to lunge at her poodle. Now, I like dogs, but not necessarily poodles, nervous little creatures, I think that the poodle probably started it, but I don’t know for sure. Anyway, no harm done, no bites, no blood, should I be concerned?

ll of us at one time or another had a job that was, let’s say, less than fulfilling and that we dreamed of quitting. Hand-in-hand with that of course is how we would quit, thus inspiring many fantasies about telling off the boss, co-workers or interminable clients. Hollywood has provided great fodder for this — Jennifer Aniston in Office Space, Bill Murray in Stripes or Tom Cruise in Jerry McGuire.
One wonders if Speaker of the House John Boehner (R-Ohio-8) had similar whimsies last month as he announced his resignation both as Speaker and from his seat in Congress effective at the end of October. Likely not, as his announcement was characteristic of his usual professionalism and desire to put the institution he loves in front of his own needs. He seemed more inspired by the visit of Pope Francis than by
visions of verbal comeuppance for those who made his life so difficult for the past several years. As expected, Mr. Boehner’s resignation has created a chaotic environment as Republicans seek to fill the vacuum he will leave. The words had barely escaped the Speaker’s mouth when the jockeying began in earnest. (There were Federal Focus — continued on page 18

Initially, things played out as one would expect — nearly all of those currently in GOP leadership positions quickly announced their intention to move up the ladder. Kevin McCarthy (R-Calif.-23), the current Majority Leader was running for Speaker; Steve Scalise (R-La.-01), the current Whip was running for Majority Leader, and Patrick McHenry (R-N.C.-10), the current Deputy Whip was running for Whip. Cathy McMorris Rodgers (R-Wash.-05), the current GOP Conference Chair and Luke Messer (R-Ind.-06) the current Policy Committee Chairman ultimately chose to remain in their respective positions. There were challengers outside of
leadership for all of these positions, but at least in McCarthy’s case, the odds seemed to be in his favor. Then, just one day before the vote to nominate the party’s candidate for Speaker, the ground shifted as the House Freedom Caucus (HFC), a group of about 40 very conservative members long displeased with existing leadership, announced their support not for Rep. McCarthy but for Rep. Daniel Webster (R-Fla.-10), a freshman and favorite of the conservative wing of the Republican Party. While this was certainly not good news for Rep. McCarthy, no one — including members of the HFC — thought this would ultimately stop him from securing the Speakership. Apparently, Mr. McCarthy did not have that same confidence and he announced during the nominating meeting that he

would not seek that office and would instead remain Majority Leader. He reportedly said that he was not the man to be the face of the party and wanted unified support within the party for whoever was the Speaker. In the words of the Rep. Mark Sanford (R-S.C.-1), Mr. McCarthy’s announcement created “mayhem” in the caucus meeting. The news was apparently a surprise to literally everyone in the room, included Speaker Boehner who reportedly immediately postponed the Speaker nomination vote and left the room in a hurry. Since Mr. McCarthy is keeping his Majority Leader position, that freezes Rep. Scalise and Rep. McHenry in their current respective positions. It also ends the campaigns of all those members who were challenging them. Perhaps more importantly, it creates a free-for-all in selecting a new Speaker of the House. In addition to Rep. Webster, Rep. Jason Chaffetz (R-Utah-3), chairman of the House Oversight and Government Reform Committee, is also a candidate for Speaker. Whatever the odds were that either of them would win the nomination before, they have changed radically now. It’s almost certain that other candidates will enter the election, but there are also discussions within the caucus of a “caretaker” Speaker to take the party through the end of the

year. For his part, Speaker Boehner has committed to remaining Speaker until the party finds a replacement for him. No one was prepared for both Mr. Boehner and Mr. McCarthy to take themselves out. Mr. Boehner’s departure compiled with these late-breaking developments has serious implications for the legislative calendar this fall. In his last month on the job, Mr. Boehner pledged to “clean out the barn” for his successor. And since he no longer has to care about reelection to Congress or the Speakership, he can make deals with whomever he wants. In fact, negotiations are already underway on a two-year budget deal that could eliminate the prospect of government shutdowns until 2017. Further, the Treasury Department updated its forecast for the debt limit, now reaching it on November 5 which means a deal could and probably should be made while Mr. Boehner still holds the gavel and can negotiate with Democrats and the Administration more freely. Look for deals on both of those items before Boehner departs. Other outstanding legislative items remain but will not be solved this month. A highway bill and tax extenders are two at the top of the list and must see some kind of action before Congress adjourns for the year. As usual, these will come down to dollars and cents. The least common denominator is likely in both cases. One legislative issue high on NAA’s priority list is nearly complete — negotiations over the National Defense Authorization Act (NDAA) and specifically the funding for the Basic Allowance for Housing (BAH). Recall that this subsidy for the housing costs of military personnel is critical to those NAA members who are partners in the Military Housing Privatization Initiative. Once again we managed to stave off deep cuts to the BAH and instead will see only a modest 1 percent reduction. This is not a perfect outcome but at least minimizes the damage.

turned 65 in 2011 and the last will turn 65 in 2029. We heard on the radio the other day that 85 is now the new 75 and so on down the line. That is a large healthy aging group! They are not going to go quietly into a nursing home, which means as apartment owners & managers, we need to prepare for this group. Aging in place means bigger showers with wider doors, taller toilets, grab bars and bath sinks that will accommodate wheelchairs. This does not mean turning our units into institutions; there are many stylish accommodations to fit a number of needs. For example a grab bar capable of supporting 250 pounds does not need to look like it came out of a hospital. Grab bars come in a variety colors and designs. Many will double as towel bars and be virtually invisible to their primary purpose unless needed. A larger shower stall also will look opulent and practical at the same time. Replace old two handle faucets in the kitchen and bathroom for single handle or touch faucets. Consider installing anti-skid flooring in the bathroom and tub/shower area. A few other items might be contrasting color edging for the counter tops along with rounded edge and corners. Replace all door knobs with lever handles for ease of use. This is a small sample of the things you can do to stay competitive in a growing market while not making changes that younger generations would find objectionable.
Dear Maintenance Men: I am starting my planning for a major kitchen cabinet remodeling project in my rental units. However, I am having a difficult time making material and design decisions. What recommendations can you give? Allen Dear Allen, When doing a kitchen or bath material selection, cohesive and functional design is important. Kitchen and bath rehabs are some of the most expensive work you can do in an apartment unit and proper planning is a must. In order to appeal to a larger segment of the population, try to keep the interior color scheme to neutral earth tones. Cabinetry quality varies greatly. Don’t let the cabinet fronts fool you. Manufacturers designed their cabinets to look good at first glance. Keep in mind, being in a rental environment, the cabinets also need to hold up to abuse. Look at the actual construction of the cabinet box or frame. There is no need to use custom cabinets to fit your existing layout. The use of prefabricated modular cabinetry can greatly reduce the time and cost to have a finished kitchen or bathroom. Using real wood cabinet fronts with 3/8” plywood sides is essential for durability. The drawer fronts and sides should be connected with a dovetail or other positive lock construction. My roof is in good shape, however I have a mystery leak or to be more precise I have a moving mystery leak. In other words, when it rains, the roof does not always leak in the same place. t’s easier to add modern amenities in more recently constructed apartment communities because most are already equipped with the proper foundation for new technology and design. (Even better, of course, is planning what will go into a brand-new facility.) Updating older properties to compete with newer communities, however, can present a bit of a challenge. But that doesn’t mean it’s impossible or cost prohibitive. Jeffrey Burnell, Vice President of Marketing at Waypoint

around $12 or $13, and the effect is well worth it.” 2. Provide Wi-Fi in common areas. The company offers Wi-Fi in its common areas, including the pool and business centers. Some owners or managers may be concerned that residents will simply park themselves in these areas to take advantage of a free Internet connection; however, Burnell points out that it actually creates more of a communal atmosphere. “Some people probably think, ‘Well, I’m just going to cut off my Internet service and just hang out by the pool, as I only need to do emails and stuff,’ ” he notes. “You probably get a couple of those. But all in all, I think most people, it gives them a sense of being in touch more so.” Burnell attributes this sociability to having a reason to get out of their apartment homes, enjoy the common areas and meet their neighbors. Plus, he adds, “even though we market it and say ‘Wi-Fi availability,’ it’s not until they actually realize it’s happening that they feel like they’re getting such a better deal.” 3. Revamp unused spaces. Older buildings may not always lend themselves to expansive updates, but there may be ways to reclaim previously unused areas into something practical that residents will appreciate. For instance, some of the business centers are actually housed in old basketball and handball courts. Burnell explains: “There were these huge amounts of spaces that were no longer being utilized. People just aren’t into it as much. And so we’ve taken some of those spaces and made fitness centers and business centers out of them. So when you start off with an open space like that, it is much easier to retrofit that or to fit in what you need. D
o you know what the number one skill in sales and service is? I gave you a hint in the title. Listening skills. Doesn’t everyone know how to listen? Sort of. Most of us ‘hear’ just fine but truly listening requires more effort? Are there any methods, tricks, ideas, tips or techniques to make us better listeners? Yes. Listed below are some ideas to help you become a better listener. What do you think the difference
is between listening and hearing? Bottom line: Hearing is physical. Listening is mental. What do some folks do that others don’t in order to be a good listener? It’s pretty simple. Take a TV commercial. Most of us normally hear it, but do we always listen to it? Probably not. Especially if it’s about something we’re not particularly interested in for ourselves. Take the Super Bowl. We talk about the commercials before they’re even on
TV. How many can you remember now? My guess is you’ll recall those that were of ‘interest’ to you. We probably ‘heard’ them. We may have watched them. But again, how many did we really listen to? listening to what they’re saying. Some of the times we’re right. And yes, we do know what the person will say, but it’s important to put your teeth in your tongue and not interrupt. By keeping an open mind you’ll gain more information as well. And your listening skills will be sharper.

Listening Skills — continued from page 30 really decide to be a good listener. It’s a decision. Will everything be of interest or value to you? Maybe not, but not listening can be dangerous. So make a mental decision to listen better to those you talk with; especially if you have asked them a question and they answer. We need to LISTEN to them. We need to acknowledge. We can only intelligently answer and acknowledge if we are listening. 2) Welcome the Customer — On the phone, in person, in business or at a social event. We need to make the person feel welcomed. That, in turn, helps make you a much better listener. We need to be obviously friendly when we’re talking with a customer. And it needs to be sincere. (Most folks can tell when you’re not.) So bring a welcoming phrase to the table and use it to make the customer feel as though
3) Concentrate — Listening is not the time for multi-tasking. And today, we can all turn to the left or right and catch someone texting and probably trying to have an in person conversation as well. One of these things will be in trouble. We simply cannot do two things well at once. Your concentration must be on the conversation — in person or on the phone. Do nothing else but ‘listen.’ Don’t text, don’t hold side conversations, and keep your eyes (and ears) on the person talking. 4) Keep an Open Mind — Well, why do we need to do this? I’ll tell you why. There are some of us who think we know what the other person is going to say before they say it and so we interrupt (or interject) our comments before the person can answer. That’s not keeping an open mind. That’s not
5) Give Verbal Feedback — Talking with someone and not acknowledging what they’re talking about is very frustrating for them, especially on the phone, because we don’t even have body language to check out. So come up with a few feedback lines. A few to start you off are: “I see.” “Hmmm, that’s good.” “Ok.” “Interesting.” A few simple words and phrases like that will help the person feel you’re listening and listening well. I tell the client, “I’m taking notes so I can refer to them later and so I don’t forget what you’re saying.” No one has ever said, “Don’t do that.” Most say, “Thank you. Decide Where to Sell After getting an item’s market value, consider whether to sell at auction, hold an estate sale, or put them on consignments. Time, commissions, fees, and transportation are all factors to consider. Taking time to evaluate your options can help you choose methods that work best for your overall strategy. Sell at Auction A rare and attractive antique, painting, or grand piano, for instance, might be maximized at auction. But auctions take time. The turnaround for consigning items to an auction house could run several months. Auctioneers often charge higher fees. You might also be asked to pay for shipping or delivering the items to the auction house.

Hold an Estate Sale Estate sales allow you to sell a wider range of items, from valuable antiques to smaller collectibles. These events are typically staged in your home, so make sure you’re comfortable inviting the public through the front door. An estate sale manager can help plan the sale and take precautions to secure personal items — such as financial documents — before the event. If you are planning both an auction and an estate sale, resist the temptation to put all your best pieces on the auction block. Include a few special antiques or collectibles in your estate sale to lure buyers who might buy smaller pieces while perusing the big-ticket items. Consign Some Items Selling by consignment without an auction is another option. Shop around for vendors. Some sell from stores, while others hold events at various locations. Visit several stores and talk to the staff to see what would be a good fit for your treasures. If you frequent some of these stores, you are probably already familiar with their inventory and their clientele. You may have even purchased some of your items from them in the first place. Manage the Proceeds However you approach selling your heirlooms, keep in mind you’re not the only one who would like to profit. Estate sale liquidators may charge a commission, depending on the value of your items and the difficulty of the sale. Consignment sellers often split the profits. Since they are selling in a retail situation, they may also reserve the right to discount the asking price after a certain amount of time has passed. If you receive any profits from your sale, work with your Financial Advisor to decide how to put the funds to good use. Will you shore up your cash cushion, prepay a vacation, or make a donation to a favorite charity? Holiday Fire Safety DAVE ANDERSON, FIRE DIVISION CHIEF
W
hen most people think about the holidays, family festivities and good cheer likely come to mind. What few of us consider is that the holidays also present an increased risk of home fires. Home fires during the holiday season often involve cooking, Christmas trees, candles and holiday decorations. By taking some preventive steps and following simple rules of thumb, most home fires can be prevented during the holidays and beyond.
Cooking • Unattended cooking is the leading cause of U.S. home fires and home fire injuries, with most cooking fires involving the stovetop. • Stay in the kitchen while you’re frying, grilling or broiling food. Keep anything that can catch fire away from the stovetop, and turn it off when you leave the kitchen, even if it’s for a short period of time.
• If you’re simmering, boiling, baking or roasting food, check it regularly and use a timer to remind you that you’re cooking. • Create a “kid-free-zone” of at least three feet around the stove and areas where hot food and drinks are prepared or carried. • If you have a cooking fire, just get out! Call 9-1-1 or the local emergency number immediately after you leave. • If you do try to fight the fire, be sure others are getting out and that you have access to an exit. • Keep a lid nearby when you’re cooking to smother small grease fires. Slide the lid over the pan and turn off the stovetop. Leave the pan covered until it is completely cooled. For an oven fire, turn off the heat and keep the door closed. Candles • Candles are widely used in homes throughout the holidays; December is the peak month for home candle fires. •
More than half of all candle fires start because the candles had been too close to things that could catch fire.
• When burning candles, keep them at least 12” away from anything that can burn, and remember to blow them out when you leave the room or go to bed. • Use candle holders that are sturdy, won’t tip over and are placed on uncluttered surfaces. Avoid using candles in the bedroom, where more than one third of home candle fires begin, or other areas where people may fall asleep. • Never leave a child or pet alone in a room with a burning candle. • Consider using flameless candles, which look and smell like real candles. Christmas Trees • U.S. fire departments annually respond to an average of 230 home structure fires caused by Christmas trees per year. One of every three are caused by electrical problems,
and one in six result from a heat source that’s too close to the tree. • If you have an artificial tree, be sure it’s labeled, certified or identified by the manufacturer as fire-retardant. If you choose a fresh tree, make sure the green needles don’t fall off when touched; before placing it in the stand, cut 2” from the base of the trunk. Add water to the tree stand, and be sure to water it daily. • Make sure your tree is not blocking an exit, and is at least three feet away from any heat source, like fireplaces, space heaters, radiators, candles and heat vents or lights. • Use lights that have the label of a recognized testing laboratory, and make sure you know whether they are designed for indoor or outdoor use. Replace any string of lights with worn or broken cords, or loose bulb connections. Read Fire Safety — continued on page 46

The Senate passed the compromise legislation with enough votes to override any veto, but it is unclear if the House has the votes to do the same. If the President does veto the bill and the Congress cannot override that veto then the bill will have to be changed. How the BAH fares under those circumstances is unclear. The great advocacy work of the NAA Privatized Military Committee members to get us to this point may be required again. Things are getting really interesting in the Nation’s Capital. NAA Community Site & Online Resource Center Now Live NAA launched the NAA Community Site & Online Resource Center in November, and all members can log into the site to take advantage of the newest NAA member benefit. The new Web site is an online network for professionals in the apartment industry. NAA members can become engaged and interact with other NAA members and staff through virtual interest group communities and share their experiences and seek opinions or advice in online discussion forums. Through the Online Resource Center, users will be able to quickly access a huge and ever growing collection of apartment-specific resources. The site is easy to use, and features a number of video tutorials on how to use the site’s different features, as well as a list of FAQ to help NAA members navigate the site as easily as possible.
