Apartments — “Belle of the Ball”
S
eems everyone loves multifamily these days. I get this not only from loyal Apartment Association of Orange County members, but rental housing owners, managers and professionals around the nation. Everyone’s bullish, and that includes apartment lenders. Naturally, I’m delighted to have all the positive energy and enthusiasm directed at our industry. But it does beg the question as to what drives this sentiment and whether it appears sustainable for an extended period, say five + years. As I see it, this favored status for apartments in today’s investment marketplace is quite legit and does indeed have legs because it’s based on reasoned trust in the sector’s revenue streams. Some key supportive stats are discussed below, but beyond those are a number of general considerations that nourish this trust:
1. Stable demand — investors hold a kind of primal confidence that there will always be consistent demand for housing, whereas perceptions regarding other commercial real estate types (retail, office, industrial, hotels) are not as certain, or as purely human necessity driven; 2. Demographics — the analytics show a pronounced trend in growth in rental household percentages. Home ownership peaked in 2007 — almost 70% of households owned that year, but a steady ebb since has driven customers to rental alternatives; and while apartment development has picked up steam the last few years, new construction has not kept up with the burgeoning tenant base; 3. Mobility priority — there’s a new sociological reality within the 35 and under crowd — the prime

These are NOT flash in the pan phenomena. Rather, they are structural fundamentals that lead to credible investment assumptions, which in turn breed confidence in intermediate to long term cash flow projections. advantage of our credit checking services, but was considering it. He told me: “Lou, I’ve been doing this for 20 years, and I’ve only been wrong three times.” I’ll let you draw your own conclusions to that reply, but for me I would not risk even one mistake. It seems to me that, in the pages of the magazine you are holding, you will find information for both resident screening and eviction attorneys…if you don’t use the services of one, I suspect you may find yourself using the services of the other. The City Council of the City of Anaheim passed a resolution supporting Proposition 13. In a statement, the City said “the homeowners benefited from the property tax measure approved by voted statewide in 1978.” That brings more Orange County cities into “the club” who passed symbolic resolutions declaring their support for Proposition 13. Many more California cities continue to considering similar language. Proposition 13 continues to be

Recently I was speaking to a member who had not been taking

under attack by a group of tax activists based in San Francisco, hoping to ultimately overturn the state’s landmark taxpayer protection. Just this past spring, The San Francisco Board of Supervisors passed a resolution seeking to undo a major part of Proposition 13. We at the Apartment Association of Orange County support our local property rights leadership at City Halls here in Orange County and remain steadfast and ever vigilant to oppose the efforts by a group of tax activists based in San Francisco, hoping to ultimately overturn the state’s landmark taxpayer protection. Finally, the Apartment Association Saturday Night Spectacular at Angel Stadium is this month. We worked hard to keep ticket prices at an easy level for Maximum Membership, Angel Attendance and Stadium Stands fun. We will see you at the ballgame.

T
he Legislative calendar recognizes a traditional July recess to permit legislators to regroup following what some have described to be the most important function of a legislature: adoption of a budget for the ensuing fiscal year. The “state budget,” basically an authorization to spend public monies for particular purposes, has morphed into a complex array of 40 or so different bills dealing with major and minor statutory changes necessary to implement the newest spending plan. The process often evokes intense debate and discord, pitting “winners” against “losers” in search of the public dollar. Thousands of hours are spent over a period of several months in analysis and advocacy in public and private offices, culminating in committee hearings and final debate and approval. In earlier days, before airconditioning was commonplace, the recess was a virtual necessity to escape
the simmering triple-digit heat of a Sacramento summer and permit a cooling of tempers from often-fierce infighting. Now, the recess is regarded as a more peaceful time for legislators return to their districts for politicking or travel to various parts of the globe. Legislators departing Sacramento typically leave several matters behind in varying degrees of accomplishment. Some bills are wrapped up and sent to the Governor for his approval. Among them this year was SB 1167, enacted as Chapter 81, dealing with rodent infestation and eradication, and the following: AB 319, enacted as Chapter 138, which “would prohibit a local agency [all cities, including charter cities, counties and other public agencies] from requiring a landlord to terminate a tenancy or fail to renew a tenancy based upon an act against a tenant or a tenant’s household member that constitutes domestic violence, sexual

assault, stalking, human trafficking, and abuse of an elder or dependent adult or based upon the number of calls made by a person to the emergency telephone system relating to the tenant or a member of the tenant’s household being a victim of an act constituting domestic violence, sexual assault, stalking, human trafficking, and abuse of an elder or dependent adult.” AB 2119, enacted as Chapter 148, which “would authorize the board of supervisors of a county to levy, increase, or extend a transactions and use tax throughout the entire county or within the unincorporated area of the county, if approved by the qualified voters of the entire county if levied on the entire county, or of the unincorporated area of the county if levied on the unincorporated area of the county.” Many bills are left on the table for action in August. Among these is AB 2561, dealing with a tenant’s agricul-

tural use on rental property, and AB 2565, dealing with installation and maintenance of electric vehicle charging stations on rental properties. Both of these bills have been extensively amended to remove earlier opposition from AAOC and allied property interests. Also left for action in August are several interesting employment bills of significant import, including AB 1522, which in its current form “would enact the Healthy Workplaces, Healthy Families Act of 2014 to provide that an employee who on or after July 1, 2015, works in California for 30 or more days in a calendar year is entitled to paid sick days, to be accrued at a rate of no less than one hour for every 30 hours worked. An employee would be entitled to use accrued sick days beginning on the 90th calendar day of employment. The bill would authorize an employer to limit an employee’s use of paid sick days to 24 hours or 3 days in each calendar year. The bill would require an employer to provide paid sick days, upon the request of the employee, for diagnosis, care, or treatment of health conditions of the employee or an employee’s family member, or for leave related to domestic violence, sexual assault, or stalking. The bill would prohibit an employer from discrimi-
nating or retaliating against an employee who requests paid sick days. The bill would require employers to satisfy specified posting and notice and recordkeeping requirements. The bill would define terms for those purposes and make conforming changes.” Some legislators use the “down time” to try to craft some compromise on weighty issues that have defied earlier resolution. Absent the usual day-to-day turmoil of committee hearings, floor sessions, constituent meetings, etc., the time for thoughtful contemplation is a welcome relief. That seems to be case with many parties joisting for resolution of one of the most pressing issues currently facing the Legislature: What kind of water bond should be on the ballot in November? The size and shape of a muchneeded water bond has been kicked around the Capitol for several years. An $11.1 Billion water bond was first approved in 2009 intended for the 2010 November ballot. That was postponed twice, and will appear on the 2014 ballot unless replaced by a substitute proposal. Many pundits who opine on these matters give that proposal little chance of success, which is driving the urgency for a substitute. A $10.5 Billion substitute was

return on a $1,000,000 purchase with no mortgage). As holders of the darling of the real estate sector, apartment investors enjoy a relative position of strength in the current marketplace. Playing to that strength, this may be a propitious time to consider selling, refinancing or renovating.
Orange County from 2010 (99 sales) to 2013 (176 sales) and nationwide by 53% over the same period from 2010 (8,103 sales) to 2013 (12,360 sales). In short, not only are rents and GRMs rising, but apartments are selling at a more rapid pace, which supports the idea that the asset class is increasingly liquid, a comforting thought for investors. Of course all this adoration for apartments translates to low cap rates for those wanting in. In OC, at least arguably the nation’s best multifamily market for long term investors, cap rates of 4% and below are common (a 4% cap means a net $40,000 annual

defeated in the Senate earlier this year, but SB 848 was granted reconsideration and has since been reduced to a $7.5 Billion offering to be voted on in August. The many moving parts of any proposal regarding water include serious consideration of Delta restoration/ conservation, twin tunnel diversion discussion, surface storage capacity and ground water replenishment/regulation. And there are many interest groups on all sides of every issue. Unless this or another alternative surfaces in August, the 2009 $11.1 proposal will appear as Proposition 43 on this year’s ballot. The Secretary of State has recently posted a draft of the Voter’s pamphlet for the November election. The $11.1 water bond is included as Proposition 43 along with several other important measures already certified for the ballot. With a few other possible entrants still in the offing, it is shaping up to be a contentious election. More about these next month.

eems like more and more of my prospective residents have past due balances on their credit reports and outstanding collection accounts. Years back I wouldn’t even consider someone with a collection account, but if I did that now, I’d have an empty building! What do you think?
According to a recent study just released by the Urban Institute, 35.1 per cent of folks with credit records have past due debt that is in collection. That’s one out of every three people you see on the street. Unpaid rent, student loans, credit cards, gym memberships, cell phone and medical bills are most common. As a Lessor your task is to weed out the applicants to determine which of the several will be the ‘best’ pick for
your property and will more likely than not comply with the rental terms and honor the obligations created. Past articles have described the screening process and the criteria you should have established. Regarding debt and collection accounts, consider the amount outstanding, the type of debt (i.e. medical vs rent), whether or not the prospect voluntarily disclosed the obligation, and whether or not he/she is making an attempt to re-pay the obligation. Trust is key, a prospect who volunteers the information and is making an attempt at satisfying the debt is preferable to the applicant who doesn’t disclose the collection account, denies the obligation when asked or who blames the past landlord or other creditor for misdeeds. Of course, in an

ideal world, all prospects would honor their credit obligations, pay their debts when due, and be honest and truthful in the application process. Always been a nice and quiet community, no bother, no worries. Everyone kept to themselves; never ever had complaints about behavior. Well, that all changed when I rented to these last two characters! Ever since these clowns moved in, flashing me their ‘doctor’s note’ saying they could smoke pot, they’ve been puffing away ever since. Apparently they claim to be ‘disabled’ and that because they are ‘disabled’ they get to do whatever they want; smoke literally billows out of their apartment! The audacity of some medical ‘professionals’ to abuse and game the system by willfully prescribing the use of ‘medical marijuana’ to non-disabled fraudsters is an affront to all truly disabled persons. As of this writing, the use of marijuana, medical or otherwise, is still illegal under federal law. California enacted the Compassionate Use Act which allows for the possession of a limited amount of marijuana, for personal use, provided certain requirements are met. According to the California Department of Justice, qualified patients and caregivers may possess 8 ounces of dried marijuana, as long as they possess a state-issued identification card. In addition, they may only maintain 6 mature or 12 immature marijuana plants. Local governments may allow patients or caregivers to exceed these base levels. In addition, marijuana smoking is also restricted by location. It may not be smoked wherever smoking is prohibited by law, within 1000 feet of a school, recreation center, or youth center, on a school bus, or in a moving vehicle or

boat. The right to ‘smoke’ marijuana in your apartment community is not automatic, and will depend upon the individual facts of each case. The use of non-medical marijuana is illegal under both California and federal law, and cannot be used or smoked anywhere, including your community, and can be grounds for termination of their tenancy. The use of medical marijuana requires that the user be disabled, and the disability must be ‘verifiable.’ Additionally, the disabled individual must request a “reasonable accommodation” from you the housing provider prior to just lighting up. Once the disabled person makes the request for a reasonable accommodation, you are obligated to consider the request, and attempt in good faith to accommodate the request in a reasonable manner. The accommodation does not necessarily require you to ‘grant’ the request outright, but you must make a good faith effort to provide an accommodation that addresses the disability, but does so in such a manner that it does not unreasonably ‘burden’ you the housing provider. The courts will apply a “benefit to the requestor” versus a “burden to the housing provider” standard in determining whether or not you met your obligation to reasonably accommodate the disability. In your specific situation, the initial hurdle for your new residents to surpass is to establish that one or both truly has a “verifiable” disability. The reasonable accommodation, their request to smoke willy nilly within the apartment, must be balanced with the ‘burden’ to you the housing provider, and those other residents that might be affected, i.e. the asthmatic child living next door, or any other resident that has a sensitivity to second hand smoke. It is conceivable, and probably likely, that an asthmatic child when exposed to the smoke billowing from next door, might have a devastating and fatal reaction. Certainly the neighbor child, with a truly verifiable disability, asthma, is entitled to be free of the exhaled smoke as a “reasonable accommodation” for her verifiable disability. When balancing the “benefit” of being able to light up in their apartment, with the “burden” to you as well as the extreme life threatening burden to the asthmatic child, courts would most likely find that a reasonable accommodation would be to prohibit the smoking of the marijuana within the apartment unit, or in any place that might affect the asthmatic child, or others with such a sensitivity to smoke, but provide an area within the community, possibly a portion of the outdoor common area that may be used for the smoking of their medical marijuana, or may even require the tenant to ‘injest’ the marijuana through prescribed pills or capsules or to injest by eating, i.e.

I’ve always heard that I should post my rental criteria in a conspicuous place so that applicants can plainly see whether or not they are qualified before they submit their application. I typically require that the applicants combined income exceed three times the rent, however I might make exceptions. Also, in years past, a foreclosure on an applicant’s credit report was an automatic disqualifier, but after attending your tenant screening class, I have reconsidered. With so many

For example, your three times income requirement may work fine if you have a single vacancy and a dozen applicants, however it may be a bit too restrictive in the present economy, or in the event you have three vacancies, your phone hasn’t rung in days, and you’ve only received a single application in the past two weeks. Every owner should establish the following as their general rental criteria. A qualified applicant should: i) have a verifiable and positive credit history; ii) have a verifiable and positive past tenancy history, iii) have sufficient and verifiable income to

t’s once again that time of year when Congressional thoughts turn to the five-week August recess — vacations, Congressional Delegation (“CODEL”) trips, town hall meetings, fundraisers, parades and apartment community tours. Typically at this time of year I bemoan the partisanship that prevented so many straightforward legislative successes from happening before Congress departed for its

extended vacation. I mock the impact of the “silly season” and the focus by members of Congress on keeping their jobs. Finally, I decry the mountain of bills that will be left undone until after Election Day, thus allowing Senators and Representatives to avoid tough decisions. Thankfully, you will be spared all of that. You’re welcome. If you read NAA’s Apartment Advocate (and I know you do), then you know that the apartment industry has a number of major issues of concern unresolved and still in play. Reauthorization of the Terrorism Risk Insurance Act (TRIA) is trapped in limbo between competing legislation in the House and Senate. The next chapter on disparate impact will be written by the Supreme Court should it decide to hear a potentially definitive fair housing case next term. We continue to rail — with growing support in Congress — against the proposal from the Environmental Protection Agency to expand the reach of the Clean Water Act. Finally, there is housing finance reform legislation pending but stalled in both houses of Congress. All of the above notwithstanding, there are only 12 official working days left for Congress before the election. The focus is turning from the substantive to the political and the name of the game is the Senate. There are numerous scenarios under which Republicans take control or Democrats hold on to the chamber. That is well-covered territory.

The implications are what are most important to the apartment industry. Should Republicans successful take control of the Senate, it could change the tone of the so-called “lame duck” session of the 113th Congress that occurs this December. The GOP will not officially take control in the 114th Congress until January but with that on the horizon, how interested will they be in negotiating with Democrats on outstanding policy issues? By the same token, will House Republicans be similarly disinterested in negotiating with Senate Democrats knowing that a more receptive audience awaits only one month later? Democrats in the Senate, of course, will want to move as much as possible while they still control the process.

This may actually meet the needs of Republicans who, in some cases, want to dispense with controversial issues before they are in charge and will take the blame for what is ultimately passed. This cuts very differently across issues like TRIA, the Export-Import Bank, housing finance reform and others. Looking to next year, if Republicans do control the Senate and more importantly the individual committees, the tone around some issues could be very different than it is currently. For example, under GOP control, Sen. Richard Shelby (R-Ala.) will become Chairman of the Senate Banking Committee. His view on issues like housing finance reform is very different than the current Ranking Member, Mike Crapo (R-Idaho). It’s safe to say that Shelby’s perspective is closer to House Financial Services Committee Chairman Jeb Hensarling (R-Texas). It’s worth noting that should Democrats retain control of the Senate, Democratic Sen. Sherrod Brown (D-Ohio) will
become Chairman of the Banking Committee. He also has a different perspective on housing finance reform, especially as it relates to affordable housing requirements. The other critical actor in all of this is the President. As the likelihood that Republicans take control of the Senate has increased, much conversation has taken place around how the President may change his style with Congress. Currently, he has taken the approach of using executive branch power to advance policy priorities. This typically means via regulatory actions. The question is, will he continue with this approach when faced with a GOPcontrolled Congress or will he radically change direction? This latter tactic has been described as “pulling a Clinton.” After the 1994 takeover of Congress by the GOP, the former President shifted tactics dramatically and actually began to work with Republicans on several issues. This was also called “triangulation” where the President got credit
on issues traditionally considered Republican causes. The largest example of this was welfare reform. At least with the House of Representatives, there may never be an improved working relationship with the specter of litigation looming in the background. Before leaving for the August recess, Republicans in the House gave approval to their leadership to sue the President over what they consider to be his abuse of his executive power. The question is whether they are serious in pursuing this or really trying to keep the conversation away from impeachment. The process of impeaching former President Clinton did not yield any benefit for Republicans and could be argued to have actually damaged the GOP brand. ear Maintenance Men: Can graffiti scratched windows be repaired? I have a number of windows that have been scratched or etched by graffiti vandals. Replacing the window is very expensive. Do you have any recommendations? Jessie Dear Jessie: Yes, graffiti damaged windows can be repaired. It is often a two step process

involving removing the scratches or etching with a buffing compound and using anti-graffiti film over the glass. Cerium Oxide rubbing compound is typically used with an electric buffing wheel for getting the scratches or etching out of the glass. Cerium Oxide can be found on the internet, glass & stone shops or good hardware stores. 3-M makes a very good anti-graffiti film that can be used as preventive protection or

as a sacrificial layer. If you decide to do the work yourself, be careful with the electric buffing wheel. Keep the buffing wheel moving over the scratches and never concentrate on one spot for long as it will burn the glass. Removing scratches from glass is a bit of an art and we recommend contacting a repair firm specializing in glass graffiti removal.

Dear Maintenance Men: While getting a unit ready for rent, I painted the concrete patio with flat concrete paint. The patio looks much better; however I am worried the surface may be slick when wet. Should I be concerned and what can I do about it now? Kristina Dear Kristina: Concrete patios can be slick when wet and more so after they have been painted. A simple solution is to use grit mixed in with the paint to give the concrete surface a bit of grip when walked on. Look for a clear non-slip polymer grip additive. The additive is mixed in with the paint or sealer and applied to the concrete with a roller. The polymer grit can be found at any hardware store in either the concrete or paint departments. Polymer grit infused paint can also be purchased if you do not want to mix in the grit. Avoid using silica sand or aluminum oxide; they both work, however they may change the appearance of the surface. Our recommendation for peace of mind would be to repaint the patio floors using the above information as a guide.

Dear Maintenance Men: I have a number of patio decks coved in artificial turf. Because of the sun and use, the “turf ” is looking worn and tattered. What can I do to make it look better? Do I need to remove the old turf before putting down new artificial turf or can I glue down over the old? How do I remove the old turf and is it difficult? If I want to go back to a natural surface, how do I remove the adhesive? KC Dear KC: Sounds like you have your work cut out for you! In order to get the new turf/carpet to look good on the deck, the old must be removed. The new turf/carpet will not stick to the old carpet and the old glue will need to be removed as well. If you have a small
soften the glue and use the scraper to remove the glue. Both methods are messy and labor intensive; however the heat gun is the less toxic of the two. If you are not replacing the carpet and want to return to a natural surface; power sanding or media blasting may be needed to remove any trace of the glue. That way if onsite team members have trouble achieving the early goals, they can add to the following weeks. Once goals are set determine rewards that the entire site team will earn as each leasing goal is achieved. Especially for student employees, these are likely to be the first bonuses they ever receive, and even small rewards bolter enthusiasm and improve focus. Communicate the goal and the reward clearly and frequently. Place reminder notes on each phone, computer, door, employee bathroom, paycheck, break room and anywhere staff will see them but customers will not. Change the message and notes periodically to make sure they do not fade into the background.

Many college properties hire students, and because leasing is not their full-time job, keeping them trained and focused on the apartment business requires extra effort. Relationship building is crucial, so if the first documented contact is by phone, make sure the leasing professional works hard to get to know the prospect, his or her goals for housing, roommate needs and other preferences. Make sure leasing professionals have a goal of conducting a 10-minute phone conversation (with no hold time). Train them to “tour” phone prospects on the website, giving the student a sneak preview of the apartments offered and increasing their interest by answering some preliminary questions. All staff should use guest information cards that are tailed to student housing and student needs. The most effective guest cards pose questions in a conversational manner so they give visual cues that coach the leasing professionals as they build relationships with their prospects.

Crank up the volume and make sure you can hear your notification signal that you have received a new email. 5) Be Specific. Make sure to answer the prospects specific questions. So many email responses give “the spiel” without addressing the prospects detailed concerns. 6) Build a Relationship. Find out more about prospects and their preferences with each email. 7) Close the Deal. Close, close, close — even by email. Offer to attach applications, to take upfront fees by credit card or to select an address or view. 8) Make It Easy. Get the application and leasing fees. Direct the prospect to the online application or offer to fax or mail the information if necessary. Make it as easy as possible.

9) Track All E-Leads. E-lead followups are often neglected simply because of the lack of a formal tracking system. This can be as simple as the guest information card or as sophisticated as using lead management software.

Implement a well-designed contact plan that is simple to use, that the leasing professionals are confident in, and better yet, which they have helped

Have a Follow-Up Plan Follow-up plans should use myriad methods of contact, although plans may vary based on individual customer preferences: phone, email, texting, mailing — there are many options. 1) The Phone Call. Phone calls should be one of the first methods used. They should be made soon after the relationship is established, while prospects still remember the person they met with at the community and while it is fresh in the prospect’s mind. Have something new or helpful to say to the student — such as an answer to something asked during their visit or that an apartment has become available. Be prepared to leave a voicemail if no one answers.

Appeal to the ‘Cool Hunters’ It would be too costly to use every follow-up method, so pick a few and do them well. Gen-X and Gen-Y marketing experts say to be cute and clever in marketing collateral and to appeal to this “cool-hunting” segment of the population. Use cool themes and be consistent and repetitive so the marketing message gets through. Keep Student-Friendly Hours. A community will miss student traffic if it keeps leasing office hours of 8 a.m. to 5 p.m., Monday through Friday. In fact, one 200-unit student property opens to the public from 11 a.m. to 8
p.m., seven days a week (although the administrative staff is there “banker’s hours” and will gladly lease before 11 a.m.). They set their hours according to their tracked call and visit records, rather than wasting payroll hours. Go to Student Places. Student staff at one apartment community splits the campus buildings and each week peppers the bulletin boards with brightly colored flyers that include the community name, website and phone number in tear off pieces at the bottom of the page. Put them everywhere: campus student centers and lounges, academic buildings, every bulletin board, areas outside restrooms or near couches and lounge areas. Find out orientation dates for incoming students. Include parents who are visiting with their children on the distribution list and provide them with information about off-campus housing. If the college asks that you leave campus, go nicely. Then go to highly trafficked parking and shuttle areas off campus or other strategic walkways and locations at the edge of the school. Be careful not to be rude or offensive, but be persistent. Be Visible. Get noticed from campus and outreach visits. Wear a distinctive colored shirt or polo shirt on each marketing mission, branded with the apartment community’s name and website in big letters across the back with the community logo. Work with the School. Develop a strong relationship with the campus housing office. If possible, arrange to have a link on the schools website. Many
schools do not have adequate dorm space, resulting in a predisposition to work with reputable housing providers. Regularly replenish brochures or flyers at this office — it is the first place parents and students seek housing. Invite the campus housing dean and staff to visit the community and give them the grand tour. Offer clubhouse facility or business center space at the community for the dean to have department meetings away from campus as a guest. Build a strong relationship. The Coffee Shop Connection. Be visible on campus, sure, but where else do students hang? Coffee shops have become a rage around campus and most will allow advertising and cooperative marketing arrangements. Even after school is out for the summer, students show up and spend time. Insert more detailed material in reading stalls and on tables — people are more likely to absorb attractive written items. Whatever the format, find a way to market. And find the student hangouts.
For coffee shops, bookstores and other places students matriculate, consider writing the “property’s store,” in a way that sounds either like a news story or interesting account. Include photos, a calendar of events, a special bio of a “famous” resident or photos from social events. Get creative. This can be printed inexpensively on newsprint to appear like a current events tabloid. Use the Web Because websites work 24/7, addresses should be posted on every piece of marketing collateral and on signs and banners that prospective student renters may see. A community’s domain name should be viewed as a marketing tool and selected to be memorable. In a market with six apartment communities with names that start with “Campus,” a URL of www.CampusAnything.com, will be diluted by other address that begin the same way and may point a

It is still recommended that the apartment community’s name be obtained as a URL, but select an additional domain name that is more marketing-friendly to publish on marketing collateral and invisibly link to the community’s website. Be creative and keep it simple. For example, one community with a difficult name secured the URL, www. LiveOffCampus.info. If the apartment community offers a special feature or unique amenity, use that as the URL. It then becomes a memorable marketing tool. It can be something simple, such as a free shuttle to campus, say Ride2School.com or FreeRide.info. It is relatively easy and inexpensive to obtain additional domain names. One resource for researching URLs is www.register.com. Make sure the community has a link on the schools website. Strategically plan links to other student oriented sites, cafes, cool clothing stores or any-
thing that has appeal to the student population on and surrounding the campus. For example, campus housing with a location near skiing has weblinks to local resorts, daily ski conditions, outfitters and any special student discounts. Current Residents Spread the Word If it is not too late, push hard for renewals. Some student housing providers offer a discounted rate to students to store their possessions in their apartment homes for the summer, as long as they renew for the same address for the fall semester. Reward Referrals. Get students who already believe in the product involved in the search. Use any current and summer residents, as well as all renewing students who may have left for the summer, by offering rewards for any students they refer. Publicize the program all over the community and by sending email and mailed information to the returning residents.
Select rewards that are legal in the state in which the property is located. (Many states do not allow cash for referrals to those without a real estate license.) Take photos of “winners” and post them around the office. If remuneration is not legal, common sense marketing may help encourage referrals. For example, one community use the theme, “Want Your Mom to Pick Your Roommate?” The flyer had a photo of the property manager and cleverly convinced students to search for their own roommates. Another site used the theme, “Choosing Your Roommate Is It’s Own Reward!” The flyer had a shared room divided in two, a line down the middle, one half clean and perfectly organizes, the other in total chaos, covered with the roommate’s debris. Student Housing — continued from page 25 the apartment in a way that creates instant interest. Give students a “wow factor,” something that is a nice surprise when the prospective student sees it. Models should not only look nice, but also have sizzle, which should be achieved through more than simply nice furnishings or drapes. For example, one older community that was tight on space inserted hutches in a few of the walls. Each was designed to fit neatly between the studs and each served a different purpose. One had a folding ironing board that was hidden from view. Another had a vanity shelf that folded down with a mirror and shelves for personal items. Each offered a pleasant moment of surprise and expectation to the prospect. Another idea is to position the apartments in a way that appeals to diverse interests. This is even more important with older student housing that may not have the most current
amenities. It may not be feasible to have more than one or two fully furnished models, but mini-models can usually be completed economically and are a way of merchandising the apartment homes to have greater appeal. Give leasing professionals a budget, some guidelines, including a time frame in which to buy and accessorize the apartments, and then let them go to work. If staff members get invested in the project, they will have an easier time leasing the apartments in which they personally have created the minimodel. One team gave each leasing professional a difference apartment to spruce up and then rewarded a bonus for the most creative mini-model. These accessorized apartments can be customized to appeal to distinctive types of students. At a community that allowed the leasing team to create them, one mini-model had been designed with features that included a CD player or mp3 player playing soothing music; attractive bowls with potpourri; thick,
rich bath towels; a basket with color and scent-coordinated bath accessories such as salts and oils; and the tub had been filled partially inflated with white and purple balloons to look like a filled bath. To appeal to the more serious students, one was designed with a large calendar daytimer, desk lamp a good thesaurus and dictionary, computer monitor, mouse and mouse pad (with the community’s logo and website address on it), a nice pen (also with logo) and other items. There also was an apartment accessorized for fun, with brightly colored cups and straws, beach towel, beach chair draped with flower leis, confetti on the counter and other festive items. To give greater incentive to lease immediately, prospects that leased one of the accessorized apartments the day of their visit were given the accessories as a move-in gift. Frequently mystery shop, listen to phone conversations, join in on showings, double team closings and do whatever it takes to make sure every encounter becomes a closing opportunity. Make it easy for the prospect (and the leasing professional) to close. Have clear, clean forms that can be sent easily by email. If possible, provide forms on the website to be downloaded and filled out online. Teach leasing professionals to create a sense of limited availability. The phrase, “There is only one just like this!” is always true. Train staff members to present a feeling of “time is on the essence,” and that the student must make a decision soon or there may not be an apartment home left. Another way to create a sense of urgency is to create an increasing scale of rental rates. Giver leasers extra tools, such as the
ability to lock in rates for prospects who leave a nominal and fully refundable “48-hour hold fee,” but who complete initial application paperwork. The psychological result of completing the paperwork often gets the prospect emotionally committed, even if he or she leaves without finalizing the lease. Then the leaser offers the opportunity to simply call back and confirm without having to make a separate trip once the decision to live at the community is made. Another use of the 48-hour hold might be to make sure a specific apartment address is available when the prospect makes his or her decision. Accepting credit and debit cards is critical and gives leasers the ability to close by phone, collecting the upfront fees without the prospect having to return. Or if a student is at a community but without the funds to pay the fees, offer to let the student call his or her parents or guarantors and let them pay by credit card on the spot so the student does not risk losing the apartment. There are a myriad of ways to close
— the key is closing every time. Necessity is the mother of invention and competitive student housing markets invite creative ways of capturing more traffic, as well as making the “old” traffic pay off. Following these techniques can result in immediate improved leasing results. Sensor-based controllers rely on soil moisture sensors placed below ground in the root zones of lawns and landscapes to determine if and how long to water. For optimal plant health, soil moisture should be maintained between lower and upper target moisture levels. Using a soil moisture sensor is a simple way to schedule the regular irrigation program to run based on the soil moisture. Rebate level: $25 (or more) per smart timer station. Leaks Stubborn leaks are common and they can be as easy to fix as tightening a nut or replacing a washer. Unfortunately, most leaks aren’t discovered until it is

too late. Using water meters or flow sensors are excellent resources to determine if there are any leaks. The EPA has designated March 17–23, 2014 as “Fix a Leak Week.” What better time than now to join the water use efficiency movement and stop wasting water! Aiming for an indoor service pressure (measured in pounds per square inch; psi) between 60 psi and 80 psi can improve the flow out of faucets, prolong the life of piping, and eliminate silent leaks, such as those in toilets. A Pressure Regulating Valve (PRV) can help prevent your indoor pressure from being too high. However, PRVs need to be replaced about every 10 years. Outdoor leaks can go unnoticed even more easily. A few key locations to pay attention to include: hose bibs, sprinkler heads, irrigation piping, and valves. Consider installing pressureregulating sprinklers with high efficiency nozzles to control the amount of water being applied to your landscape and reduce maintenance at the head.

OCTax — OpEd AB 2510 Should Have Passed BY CAROLYN CAVECCHE
I
t’s discouraging to watch the California State Legislature, year after year, pass bills that are bad for California taxpayers. It makes you scratch your head wondering what world our elected representatives live in when they aren’t breathing the rarified air in Sacramento. And then, what’s worse, when a bill that should be a no-brainer comes before them, it doesn’t even get a chance to see the light of day, but is killed in a committee hearing. With the end of the legislative
session fast approaching, looking back, it is clear that AB 2510 (Wagner) was the best bill that should have passed, but didn’t, this last year in Sacramento. Sponsored by Board of Equalization (BOE) Member George Runner and introduced by Orange County Assemblyman Don Wagner, AB 2510 would have required that the state provide a full refund to all individuals who paid a tax that was later declared unconstitutional or illegal. Hard to believe that anyone elected to represent
the taxpayers of California would have a problem with this concept. As BOE Member George Runner stated, ”It is criminal that the State of California can keep money it illegally collects from its citizens. Anyone who in good faith pays what ends up being an illegal tax should get their money back.” AB 2510 was killed in the Assembly Revenue and Taxation Committee without debate, and as Assemblyman OCTax — continued on page 45

NAA Community Site & Online Resource Center Now Live NAA launched the NAA Community Site & Online Resource Center in November, and all members can log into the site to take advantage of the newest NAA member benefit. The new Web site is an online network for professionals in the apartment industry. NAA members can become engaged and interact with other NAA members and staff through virtual interest group communities and share their experiences and seek opinions or advice in online discussion forums. Through the Online Resource Center, users will be able to quickly access a huge and ever growing collection of apartment-specific resources. The site is easy to use, and features a number of video tutorials on how to use the site’s different features, as well as a list of FAQ to help NAA members navigate the site as easily as possible. Beta testers found the site to be exciting and informative. “I am a new manager and enjoy learning from others; hearing the first hand experiences, etc. I like finding so much information in one place,” said one beta tester.
