As the President of the BDC Board of Directors, I would like to welcome you to our 8th annual Community Resource Guide. Within this publication, you will meet incredible community members, learn about our dynamic commercial corridors, and discover why Berwyn is truly Nothing Like a Suburb.
Since last year, the Berwyn community witnessed an incredible expansion of educational opportunities and start-up support, including the launch of the Berwyn Shops on Roosevelt Rd and the #HireBerwyn campaign. Hundreds of business owners also took advantage of available financial resources, including the Finish Line Grant, Back to Business Grant, and Small Business Lending Programs.
In 2023, we hope to continue this momentum. In fact, the Berwyn Shops has already re-opened with 12 NEW businesses. We will also be expanding “A Homegrown Project” by starting two additional programs for entrepreneurs, artisans, and makers – Berwyn Boutique and Sprout. Finally, we will continue to offer tailored advising sessions, grant application assistance, and reformatted corridor roundtables.
Outside of resources for businesses, Berwyn residents experienced the return of our full special events season, including the beloved Route 66 Car Show. Throughout the year, we saw record-breaking attendance and widespread media attention. We even saw the unveiling of a giant muffler man and mini car spindle on Ogden Ave! None of this would have been possible with the ongoing support from the Berwyn community and surrounding areas. Thank you to all who joined the festivities, and we can’t wait to see you again at this year’s events!

Our city infrastructure projects continue to advance, with our Depot District Project now in its Third Phase: Streetscape Beautification. A recent grant from the Public Works Department will enable our city to inventory water main lead pipes per the federal mandate (Public Act 1020613) and ensure we can continue to provide clean and safe water to our entire community. I am happy to announce the funding securement of 5 million dollars from 4th District of Illinois Congressman Jesus “Chuy” Garcia for the 34th Street Modernization and Stormwater Management Improvements Project, to continue rehabilitating the roadway, sidewalks, and curbs/gutters. This project will improve pedestrian and road safety in an area where it is critical.
With summertime in the City of Homes fast approaching, so are the community events, new and beloved: the 6th Annual Pink Divas and Gents Run and (Cancer) Awareness Walk, on June 24th at the Morton West High School Campus, the 5th Annual Berwyn Pride Parade, the Berwyn Independence Fireworks Sponsored By World’s Largest Laundromat on July 3rd, 2023 at the Morton West High School Campus, the Taste of Cermak, and Route 66 Car Show. I hope to see you around in our neighborhood, shopping at the Berwyn Shops on Roosevelt Road, or at Gina’s Italian Ice for the season opener.

BUILDING REGULATIONS & PERMITS
BUILDING REGULATIONS
Residents must obtain a permit from the Building Department located in City Hall before proceeding with building repair or remodeling projects. All contractors and subcontractors must be licensed and bonded with the City before permits can be processed. Information is available through the Collector’s Office at 708-788-2660.
COMPLIANCE INSPECTIONS
At the time a property is listed for sale with a Realtor or by owner, the property must be inspected for compliance with all city ordinances. If violations do exist, this ordinance allows the seller adequate time to rectify any problems prior to sale, thereby expediting the closing on the home.
PERMIT REGULATIONS FOR HOME/ BUSINESS IMPROVEMENT & CONSTRUCTION
Permits are required on all improvements made to buildings and property, including but not limited to, the following work: electrical and plumbing; concrete or asphalt; HVAC or boiler; all demolition (including permit for dumpsters); dormers or additions; interior and exterior structural alterations; garages; replacement windows and glass block; porches, decks, and steps; sewer replacement; fences and gates; swimming pools and hot tubs; roofing; kitchen and bathroom remodeling; cabinet removal and replacement; and drywall. Permits are not required for inside painting, cleaning, appliance installation or replacement and floor coverings. ANIMAL & PET REGULATIONS
BACKYARD CHICKENS
Berwyn City Council lifted the local ban on chickens in March 2016 with an amendment to its Offensive Keeping of Animals ordinance. Backyard chickens are legal to keep in residents’ backyards. Learn more at Berwyn-IL.gov.
DOG AND CAT REGULATIONS
City ordinance limits the number of pets (combination of cats and dogs) to three (3) per building or using the same premises. All dogs and cats must be licensed with the City at a fee of $10 per year, per pet, due in June. Applications are only available in-person at City Hall.
GARBAGE & RECYCLING
ELECTRONIC & HAZARDOUS WASTE RECYCLING
Residents receiving Waste Management services through the City of Berwyn will be able to utilize At Your Door. By contacting Waste Management, a resident can schedule a pick-up of home-generated special materials (ex: automotive products, garden chemicals, paint products, electronics, items containing mercury, household cleaners, and sharps, needles and lancets) at no extra cost. GARBAGE PICK-UP
Place bagged household garbage in the waste containers provided by Waste Management for weekly pick-up. The disposal of large household appliances, building materials, or other large accumulations of materials can be arranged directly with Waste Management at 800-964-8988 or at home.wm.com/berwyn
RECYCLING & YARD WASTE
Recycling bins are available from Waste Management (800-964-8988) or home.wm.com/berwyn for clean recyclable items such as aluminum cans, glass bottles and jars, tin cans, magazines and newspapers. Pick-up is the same day as garbage pick-up. Yard waste, including grass clippings and leaves, may be placed in large brown paper bags, or in your own plastic garbage cans (32 gallons or less in size) identified with a Yard Waste sticker (provided free at City Hall). Yard waste is picked up from April 1 through December 31. Do not rake leaves into the street as they block storm drain sewers and damage street sweepers. This violates Berwyn City Ordinance 672.04 and may result in a ticket with a fine up to $750. Recycling items must be placed loosely in recycling bin.
SNOW REMOVAL
It is the homeowner’s responsibility to maintain all surrounding walkways to be clear of snow. Snow should not be shoveled into the street, alley, onto a fire hydrant or any other City property. For snow emergency information, call 708-749-6514 Parking on a snow route after 6 inches of accumulated snow has fallen is strictly prohibited. The parking ban will remain in effect until the snow has been completely removed from curb to curb. Snow routes are signed accordingly. Always follow all signage on a snow route. Your vehicle will be ticketed and/ or towed if it is parked on a snow route. The following streets are snow routes—(East-West): Roosevelt Rd, 16th St, Cermak Rd, 26th St, Riverside Dr, 31st St, Stanley Ave, Windsor Ave, 34th St, Ogden Ave and Pershing Rd. (North-South): Harlem Ave, Home Ave, Oak Park Ave, East Ave and Ridgeland Ave.
Snow removal for residential streets will follow the street maintenance schedule. It is the responsibility of you and/or any visitor of your residence to be aware of the signage posted near your home. No parking for your side of the street will be strictly enforced from 9AM to 4PM or as posted. This will allow for additional street cleaning and snow removal passes, as well as regular maintenance activities. If you are towed, contact the Police Communication Center at 708-795-5600

SIDEWALK REPLACEMENT PROGRAM
If you would like to have the public sidewalk in front of your property replaced, the City of Berwyn is offering a cost share replacement program. Applications open annually in Spring.
STREET MAINTENANCE
Residents should be aware of the street maintenance schedule by checking their block’s signage. No parking on your side of the street will be enforced during your regular street maintenance schedule from 9AM to 4PM or as posted. No-fee bicycle registration is taken at the Berwyn Police Department.
GARAGE SALES
A permit is required to have a house, garage or yard sale, limit two sales/year. The first permit is free and the second costs $20. Signage rules allow you to have two signs on city parkways which may be rented for a $10 deposit/sign. Signs can be displayed between 7AM to 7PM. Sales can be held from 9AM to 5PM. Permits can be obtained at City Hall. Restrictions may apply during the COVID-19 pandemic.
VEHICLE STICKERS
City ordinance requires that any resident owning and/ or operating a car, motorcycle, truck, tractor, bus or RV within the City must obtain a Berwyn vehicle sticker each year. Stickers are renewed annually on June 1 and must be displayed by July 1. New residents must purchase a Berwyn sticker at City Hall or online at berwyn-il.gov/forms within thirty (30) days of residency. Stickers are available online, by mail or in person. If you are seeking a sticker and your vehicle registration matches your current Berwyn address, you will need to show proof of license plate number and a valid driver’s license. If you have recently moved to Berwyn, you must show an updated vehicle registration with the new Berwyn address. Changes to your vehicle registration can be made at the Secretary of State or Currency Exchange.
The fee for passenger cars is $50, motorcycles are $35 and RVs, trucks, tractors and buses are assessed according to class. Seniors aged 65+ years receive one free passenger vehicle sticker per household, and vehicle must be registered in the senior’s name to qualify. Retired veterans receive one free sticker with proper ID or military license plate.
VOTER REGISTRATION
Residents may register to vote at the Berwyn City Clerk’s office located at 6700 W 26th St in City Hall during normal business hours. Online registration is available at ova.elections.il.gov. Call 708-749-6451 for help.

PARKING
CERMAK ROAD PARKING: VACIN FAIRWAY PARKING PERMITS
The Vacin Fairway is the parking area behind the stores on the north side of Cermak Rd.
Visitors can park for free for up to two hours. If longer parking is needed, annual permits can be purchased at the Collector’s Office in City Hall or online on the city’s website: berwyn-il.gov/services/useful-forms
CITY SPEED LIMIT & GENERAL PARKING
The speed limit is 25 mph unless posted otherwise. All alley speed limits are 15 mph unless posted otherwise. Parking is for residents only between 3AM to 6AM on all streets unless posted otherwise. Visitors will require a parking pass. Visitor passes may be purchased in a pack of 15 one-time use passes for $5 at the Police Department and City Hall, or online at berwyn-il.gov/services/useful-forms. Residents and visitors should be sure to check the block in which they are parking for any additional signed parking restrictions.
COMMERCIAL TRUCK PARKING
Locations for commercial truck parking have been made available in the Vacin Fairway, Library Parking Lot and along the Depot parking areas. Annual and quarterly permits are available. Contact the Collector’s Office in City Hall or the Parking Department at the Police Department for permit pricing and parking locations.
DEPOT DISTRICT PARKING: PARKING FACILITY, MUNICIPAL LOT & PARKING PERMITS
The parking facility is located south of the Berwyn Metra train station in Berwyn’s Historic Depot District at 3320 S Grove Ave. Depot permit holders can park on the first four levels with a City of Berwyn Depot Parking Permit, which can be obtained at City Hall. Daily permits can be purchased at the pay stations located on the first floor of the two stairwells for $3. The fifth (top) level is open to the public at an hourly rate of $0.25. Daily pay parking is also available at the Municipal Lot at 32nd St and Oak Park Ave. It is open to the public at an hourly rate of $0.25.
Depot parking permits for Metra commuters, employees and residents are sold as annual and quarterly permits on a first-come, first-serve basis at City Hall or online at berwyn-il.gov/forms. Parking areas are located in the Municipal Parking Facility and along Windsor Ave and Stanley Ave from Ridgeland Ave (LaVergne Station) to Harlem Ave (Harlem Station).

The Berwyn Township Assessor’s Office assists homeowners with filing of Property Tax appeals and applications for Cook County Property Tax exemptions (homeowner, senior, disabled, and veteran) and serves as a liaison between the Cook County Assessor’s Office and our residents. The General Assistance Office offers financial assistance for qualifying individuals in accordance with the Illinois State Statutes.
The Berwyn Public Health District services include our clinic which offers immunizations, school physicals, hearing, vision and blood pressure screenings, dental education, and services for schools. KidCare/Access to Care application assistance is provided. Rx takeback program and sharps disposal services are also offered to keep these items out of landfills and water supplies. Saint Mary of Celle, a program of Maryville Academy, opened in June 2022 to help parenting teen mothers. This program will benefit parenting youth who are getting ready to move to a transitional or independent living program or foster carwe placement with their child. Small Business Loans: Over $6.5 Million Available
Are you a small business owner looking to expand your operations or secure additional equipment? You may be eligible for one of the BDC’s Small Business Lending programs!
The BDC Commercial and Micro Loan Programs are operated in conjunction with the City of Berwyn to retain and improve Berwyn businesses and to encourage new business investments. The loans may be used for almost any business-related expense, including buildouts, façade improvements, equipment, inventory and working capital.
To be eligible for either program, applicants must:
• Apply and/or remain BDC members in good standing.
• Operate or plan to operate a licensed and for-profit business in Berwyn.
• Comply with all city ordinances and ADA regulations.
• Be able to secure their loans.

The BDC Recognized as a Certified Lender through the Advantage Illinois Program
received a $475,000 This funding will historic Route structure across intersections, and
Berwyn’s Revolving Fund is made possible by a $2 million grant from the Economic Development Administration, with a $500,000 match from the City of Berwyn. With a maximum loan of $625,000, these funds are designed to support start-ups and small businesses who may not be eligible for traditional financing through banking institutions.
Specifically, this program supports job retention or creation, and can be used for working capital, inventory, equipment, construction, and renovation.
The BDC is one of only a handful of institutions throughout Illinois that is recognized as an approved lender through the Advantage Illinois Participation Loan Program. This State of Illinois Program allows the BDC to submit eligible loans to the Department of Commerce and Economic Opportunity for additional funding. The partnership reduces the BDC’s lending risk profile, the borrower’s interest rate, and the borrower’s equity requirement. Minority-owned enterprises are eligible for FAME program terms.
Advantage Illinois Program Terms:
1. Maximum loan is the lesser of 25% of project, 50% of loan, or $1.5 million
2. Borrower must agree to create or retain 1 job per every $50,000 borrowed
3. Rate fixed at 2% below lender rate

On April 22nd, 600 participants donned their goofiest costumes and swung their putters at 15 restaurants and bars during the 2023 Mini-Golf Pub Crawl. Participants also voted for their favorite establishment’s homemade putting green. This year’s highly coveted “Twisted Putter” award went to Godson’s for their uniquely Berwyn-ified design.

Berwyn’s Depot District hosts MacNeal Hospital (acquired by Loyola Medicine and Trinity Health in 2018) which is Berwyn’s largest medical facility and employer. As big as MacNeal Hospital is now, it once had humble beginnings inside Arthur MacNeal’s home on 33rd St and Oak Park Ave. The hospital has undergone many changes since its creation in 1919 and is now a huge medical center that takes up an entire village block in the Depot District. Cermak Road honors Chicago’s mayor from 1931-1933. On February 15, 1933, an assassin took aim at then-President Franklin Roosevelt during a rally in downtown Miami. Killed instead was Chicago’s mayor, Anton J. Cermak, who was in Florida visiting the President while he vacationed before his inauguration.
Anton J. Cermak, a Czech immigrant, helped create a diverse Democratic party. In his honor, the city renamed 22nd street as it passed through Czech-American neighborhoods in Pilsen and Lawndale on its way west to Cicero and Berwyn, both home to large Czech populations at the time. Stop by the Chicagoland Czech-American Community Center and see how it keeps the active Czech community connected.

The Berwyn Development Corporation, in partnership with Morton College, recently completed its 3rd cohort of the Berwyn Internship for Small Businesses (BISB). Whereas in the last 2 cohorts the focus was primarily on the creation of websites, this semester the focus shifted to building and strengthening social media presence with optional websites. This program aims to strengthen our business community by providing them the opportunity to work on their online presence at no cost. Students get to develop hands-on experience with the incentive of a stipend that goes towards their education once they complete the program successfully. Owner of the local College H.U.N.K.S. franchise, John Smego, shared that “[My intern] has been working out very well. She has been great at communicating with me. She helped us set up and link to our Instagram account! She has made a TikTok video and is working on other videos as well.”

Robotics and iSwat students were presenters at IDEAcon, an educational technology conference, along with staff from across the district.
Komensky Elementary School was designated an Exemplary School by the Illinois State Board of Education (ISBE) and all other D100 schools received Commendable School designations.
Heritage Middle School teacher Sarah Larson and Emerson Elementary paraeducator Deyse Garcia received Awards of Meritorious Service from ISBE Those Who Excel.
Leticia Valadez was named Principal of the Year for the West 40 Region by the Illinois Principals Association.
Facilities upgrades have continued in District 100, including library spaces and ventilation updates at our elementary schools.

It is a community built on strong traditions, with neighborhood schools being the heart of South Berwyn neighborhoods. School and District events are back in full force in District 100! Schools have hosted numerous events including student recognition events, musical performances, sports and club showcases, events for STEAM, math, reading, and science nights, cultural celebrations, and parent information events, to name a few. FIRST DAY OF SCHOOL IS AUGUST 23! For all K-8 students
D98 held Principal Coffee events that connected principals with those they serve.
ST Math, a brain-based math program, was implemented as a pilot in one of our elementary schools.
D98 opened two new STEAM (science, technology, engineering, arts, and math) labs in Fall of 2022 — one in Prairie Oak Elementary School and the other in Lincoln Middle School.
The intake process for new students was updated to provide school tours and connect students with our Homeschool Community Liaison.
Looking forward:
Silk Screening Business: Berwyn North District 98 continues to expand offerings to students and families. In 2023, the district will open a silk screen business in the lower level of its culinary arts center. Students from the middle school will design apparel, hats, mugs, and more for the schools in the district. Eventually, it will grow into a business that sells apparel to the community.
Culinary Arts Center: Once renovations are complete, D98 will have a new kitchen that will not only serve students hot meals, but will also act as a Culinary Arts Center for after-school programs that will teach students how to prepare meals.

In-Person and Virtual Event Recap:
D98 held 10 sessions of Parent University, conducted both inperson and virtually. This includes a morning session and an evening session to accommodate the schedules of parents.
Parent-teacher conferences were virtual and in-person based on parent preference.
A bilingual Family Mental Wellness Workshop was held at Prairie Oak School. This workshop focused on the link between mental health and physical health.
A Dia de Muertos event was held in partnership with city community members, such as Berwyn South School District 100, the Berwyn Park District, J.Sterling Morton High School District 201, and more.
Winter showcases, such as Mariachi, Ballet Folkrico, and art exhibits, occurred at all Berwyn North elementary Schools.
There were Pre-K Dual Language in-person parent experiences in January and March.
The Annual Children’s Day Parade was held in April 2023.

My passion for education is the same today as it was 30 years ago when I entered the profession. Whether it is the kids I serve in Berwyn North or my own kids, they deserve to attend schools where they feel safe, listened to, loved, and receive a high-quality education daily.
We are all accustomed to hearing the common narrative that students in low-income communities often have lower academic achievement. I, personally, know the challenges of growing up poor. However, I am convinced that a family’s finances should never determine the quality of the education that a child receives. 621 Freshman visited a college campus on a field trip initiative led by the Freshman counselors.
Morton West had 111 state scholars.
The school has 48 clubs, including four new clubs added this year: Girls Flag Football, Dungeons and Dragons, ESports, and Music Made Loud.
117 students received Seal of Biliteracy awards, and 81 received commendations — including 3 French commendations, 1 Tagalog Seal, and 1 Italian Seal. All others are Spanish awards.

Athletics and Activities welcomed two new Illinois High School Association-approved clubs — ESports and Bass Fishing. Girls’ Flag Football also had a successful first year, and Girls’ Bowling, Girls’ Wrestling, and Boys’ Wrestling all produced state qualifiers.

Actor Danny Trejo’s appearance headlined Rick Najera’s Latino Thought Makers series at Morton College. There was a Social Media Internship partnership with the Berwyn Development Corporation which saw 12 Morton College students help 12 Berwyn small businesses with their social media presence.
Student Alejandro Joleanis was named “Top Speaker” at two different speech competitions across the country.

Morton College’s Science Department updated the cadaver lab space to house a new virtual anatomage table and equipped a brand-new laboratory space to offer a wider variety of biology courses. Funding came from a U.S. Department of Education Title III Grant.

Rick Najera’s Latino Thought Makers, the annual Women’s Empow-HER-ment Conference, a job fair, summer STEAMers camp for area youth, live theater productions at the Jedlicka Performing Arts Center with A Christmas Story, The Musical, Driving Miss Daisy, and Working, and programs for those wanting to learn English or complete their high school degree.
Assisting future students with events like Future Panther Night, Dual Enrollment Open House, Parent Information Day, Tuesdays with Morty, application events, financial aid/FAFSA workshops, and orientation sessions for nursing, physical therapist assistants, cannabis dispensary technicians, and fire science programs.
Supporting current students with New Student Orientation, Welcome Week events, Undocumented Student Support Services, and fun finals and mid-term stress-relieving events.
Free programs also include access to food, pop-up closets with access to job-related clothing, laptops, short-term transportation, and tuition balance forgiveness grants.
Education and cultural events for students such as Artist Talks, a Women in STEM panel discussion for Women’s History Month, a visit from urban Chicago historian Shermann “Dilla” Thomas for Black History Month, and Hispanic Heritage Month events.
On October 31, 1963, President John F. Kennedy signed into law the Community Mental Health Act, which drastically altered the delivery of mental health services and inspired a new era of optimism in mental healthcare. This law led to the establishment of comprehensive community mental health centers throughout the country. It helped people with mental health conditions, who were until then effectively “warehoused” in hospitals and institutions, move back into their communities.
In Illinois, the Community Mental Health Act led to the creation of “708” boards, which are community mental health boards established by a community, municipality, or township for the purposes of planning and funding mental health, developmental disability, and substance abuse services. Through the hard work of area residents and social service agencies, the Berwyn Township 708 Community Mental Health Fund was established in 1974 by referendum.
The Berwyn Township 708 Community Mental Health Board (CMHB) promotes quality, community-based mental health, developmental disability, and substance use disorder services for the people of Berwyn. The CMHB fulfills this mission by making grants to local agencies that provide these services. Moreover, the CMHB fosters alliances and collaboration among the agencies themselves and among the agencies and various governmental departments and other community organizations that serve Berwyn.
BERWYN TOWNSHIP 708 COMMUNITY MENTAL HEALTH BOARD TODAY
In 2023, the CMHB granted $563,842 in support of 16 agencies and their provision of 26 community-based programs that improve the mental health of Berwyn Township residents with mental health conditions, developmental disabilities, and/or substance use disorders. These organizations are, in mental health: Beds Plus Care, Children’s Center of Cicero and Berwyn, Family Service and Mental Health Center of Cicero, Housing Forward, Infant Welfare Society Children’s Clinic, NAMI Metro Suburban, Pillars Community Health, Proviso Children’s Advocacy Center, Sarah’s Inn, Solutions for Care, and Youth Crossroads; in developmental disabilities: Community Support Services, Oak-Leyden, UCP Seguin, and West Suburban Special Recreation Association; and in substance use disorders: Way Back Inn.
