9/11 MEMORIAL STAIR CLIMB
The 9/11 Memorial Stair Climb allows participants to pay tribute Sunday, Sept. 11 by climbing the equivalent of the 110 stories of the World Trade Center. Participants will utilize Soto Physical Fitness Center’s (PFC) stationary stair steppers. They are allotted 25 minutes to symbolically help the fallen complete their heroic journey to save others. The event starts at 10:30 a.m. and the fee is $15, all participants will receive a tribute t-shirt. Register early for your choice of time slot, space is limited to 175 people. MAD SCIENCE WITH JESSICA
Come out to Mickelsen Community Library to have fun, and learn interesting things at Mad Science with Jessica! Patrons will participate in hands on simple science experiments and gain a knowledge of various scientific concepts. The event will be Friday, Sept. 23 from 2 to 3 p.m., it is free and open to kids ages 8 and older. A ticket is required and can be obtained at the Children’s side desk. Dog days of
Summer
Hello friends, Milo here, your favorite Family and MWR mascot! This has been a rollercoaster of a year for many of us, but we’re getting back to normal. We want you to know that there’s so much to do around Fort Bliss for Families and their four-legged buddies! Keep an eye out for Yappy Hour events happening at the Sam Adams Pub patio, located at Centennial Banquet and Conference Center. There are different themes for each month, they start in April and will end in August! Take part in all the fun with food and drink specials; there are fun games and activities too. One of the main events to look forward to with your best fur-bud is Doggy Swim Day! The last day in the Community Pool is reserved for the dogs at Fort Bliss. This year it will be held, Saturday, Sep. 10 from 11 a.m. to 2 p.m. at Community Pool. Fur-buddies will be allowed to jump in the pool to play, swim

and participate in contests! Please remember, this day belongs to the dogs. Children ages 5 and younger are not allowed at this event and only patrons 18 and older are allowed in the pool with their dogs. These age restrictions are for the safety of all the dogs and patrons. The cost is $2 per dog, pet parents enter for free! Dogs must have proof of current vaccinations – rabies and parvo/distemper – ready to be shown at time of entrance. Patrons will have to fill out a liability form before entering the pool. The fun doesn’t stop there, dogs can enter a contest! Try out for the best dressed, owner and dog look alike and best trick contests and win fun doggy prizes. I hope to see you all out there enjoying the sun and pool fun!

WHIPPIN’ UP SOMETHING SWEET BY EDDIE ARRIOLA FAMILY & MWR SPECIAL EVENTS
For those who truly know me, I am a bit of a procrastinator. I’m currently writing this column two days before it’s due to my editor. For three weeks now I’ve been telling her, “I will get it to you Friday. and honestly this may just sit on my computer for another three days.” I’m telling you this because I’m a firm believer that my best ideas and work come from pressure. This quarter’s Food for Thought started with an idea for handheld apple pies, but I just couldn’t find the motivation for that idea. So, I changed gears and went with the simplistic recipe of ice cream cake. This became an idea I could stand behind and it piqued my interest. So, even though I don’t advocate for procrastination, this time it worked out for the best. This recipe requires three things, ice cream sandwiches, whipped topping, and whatever toppings your creative mind can come up with. For my cake I decided to decorate with M&M minis, Kit Kat bar, and caramel topping. The best thing about all of this is I spent less than $15 and it can easily feed 10 people or three hungry children! You start by putting a layer of ice cream sandwiches in a pan or container, preferably a rectangular one. You can approach this in one of two ways, single or double layer. Start by adding a layer of whipped topping followed by a thin layer of caramel in a zig zag pattern and then another layer of ice cream sandwiches. Sidenote: I did this and I regretted it after talking with my coworkers who provided a food review. If you feel a second layer is too much, feel free to stop at one layer. Finish off your funfilled dessert with M&M minis and Kit Kats, either crushed or whole. Add a drizzle of caramel. Then put it in the freezer until you’re ready to eat. This is a recipe that can be done by yourself or with family. Adults will love it, because it can be done in five to 10-minutes; and children will love it, because you they can eat the chocolate when their parents aren’t looking page 14

— wink, wink. Now as I said before the only two items that are truly necessary are the ice cream sandwiches and the whipped topping, the decoration is up to you. Feel free to mix and match as you please. The original recipe that I saw called for crushed Oreos and chocolate syrup, but I decided to be a rebel and go for my two favorite candies. So, try your own fun combinations, you may become the creator of something unique for others - 12 pack Ice cream sandwiches to enjoy. Mix fruits with chocolate, use icing to draw creative masterpieces, or just a simple a heart made of - 8 ounces of whipped cream kisses for that special someone. This is your chance to create your own form of edible arrangement. The sky - 1 sharable size of M&M minis is the limit with this one and it’s the perfect recipe to - 2 king sized Kit Kat bar show off your creative talent. I am a diabetic and unfortunately, I couldn’t try this - 1 squeezable bottle of caramel myself, but that didn’t stop me. I decided to create a memory and share this with people who have inspired me to try something new with this cooking journey. I brought this delicious recipe to my work family for their opinions and to give everyone a break from the computer screens. The dessert received high praise with only one critique was that one layer of ice cream sandwiches would have been enough. Again, I wish I would’ve stopped at one, but that’s just not my style. The beauty of this recipe is that it’s simplistic and can be done by everyone. Whether you like to finish things in a timely manner or you procrastinate like me, the finish product will turn out amazing, because you took the time to make it for the ones you love. So, stop procrastinating and start your own food journey! You never know what memories you will make with the people in your life who truly matter, but that’s just “Food for Thought.”

This night is an opportunity for all MWR divisions to come together to celebrate and thank the organizations within Fort Bliss and the El Paso community for their partnership and continued support of MWR programming. Through our combined efforts, we can provide Family and MWR programming for our Soldiers and Families often at little to no cost. We truly could not do what we do for our Fort Bliss community without the tremendous support from the community organizations. It is a true team effort. There are people in your life that come and go. Some are memorable, but then there are those who make an impact on people, the ones who enrich and enhance your life and provide perspective. Terri Smythe was one of those people. Terri dedicated her life to environmental passions. Her career was proof of this dedication. Terri worked at the Texas Water Foundation, as the Director of Keep Austin Beautiful, she worked alongside President George Bush and Laura Bush on “Keep Texas Beautiful.” She came to Fort Bliss in 2010 settled into the Quality Recycling Program (QRP) as the manager. During her time with the QRP, she developed the Recycle Hero campaign and the Military Unit Grand Recycling Challenge. She was a huge advocate for Morale, Welfare and Recreation (MWR) programming and through the QRP, she was able to successfully fund MWR projects, such as the $1M Soto Turf Multipurpose Field, the $1M Biggs Park Splash Pad, $125K HyperBowling at Desert Strike Lanes, $120K Dynopack Chassis at Auto Crafts, $25K spin bikes

and many others. Sadly, we unexpectedly lost Terri last October. However, her legacy lives on and to honor her, there is a bench and tree that were dedicated on her birthday, April 4. It is strategically located right next to one of her biggest MWR accomplishments, the Biggs Park Splash Pad. We hope that maybe Terri can enjoy the view from her bench and watch all the enjoyment and fun she has brought to the children and Families of Fort Bliss.

The Centennial Banquet and Conference Center offers all kinds of delicious food. The traditional lunch buffet, the exquisite family breakfast brunches for important holidays and even catering for your special events, but who are the chefs behind the food? With more than 20 years of experience, Monica Caraveo recently joined the Centennial as the new Head Chef. Caraveo discovered her passion for cooking when her mom decided to enroll her in a job course as a disciplinary measure. “I was a rebel in my younger years and my mom was over it, so she enrolled me in a job course where I would help in the food service,” said Monica. Pursuing her passion for cooking, Monica graduated from Culinary School at Alaska University. She is certified by the American Culinary Federation and has left behind her “rebel” years. Monica is ready and excited to lead Centennial’s food services alongside her two sous-chefs Laura Cifuentes and Jorge Gibbs. Sous-Chef Laura, is enjoying the transition from practice to a real kitchen. From an insurance agent to developing her passion for cooking and following what she loves, Laura graduated with a bachelor’s degree in Culinary Arts and Business Operations. Learning the
process and confronting the challenges in a real business kitchen has been an enjoyable experience for Laura. “I like to gain experience and grow, I enjoy the constant challenges that one can confront in a kitchen,” said Laura. Jorge Gibbs, sous-chef at the Centennial, has been working since he was 23 years old in a kitchen; Jorge started as a dishwasher, the most important kitchen position. “I would pick up my mom after work, she used to work as a cooker … so instead of sitting inside my car and waiting for her to close, I would help her close by doing the dishes,” said Jorge. “Being a chef, the most important thing is the cleaning, the sanitation, the condition of the kitchen represents the chef.” All three agree the most important part about being a chef is the people. “If you don’t have the people, you can’t make it (business),” said Jorge. Ironworks West Sports Specialist, Tony McClure recently took the time to train a Soldier, who was selected to participate in the Special Forces selection process. 1st Lt. Domonique McCoy was the only female to make it into the selection process out of 327 males. Since November 2021, they trained at Ironworks West on hang clings, power clings, trap bar deadlifts, pull-ups and box jumps with 35 to 40 lbs. weight. “She was awesome to train with and I know how much she wanted to succeed,” said Tony. Unfortunately — because of the very strict selection process, it can be very difficult to pass — McCoy did not make it through the process due to a slight mistake that counted against her. This has not stopped her from moving forward with new career goals. McCoy has changed stations
and is working on a new career path. If you’re searching for new goals in your life, whether it’s physical training or career goals, it never hurts to at least try! Warrior Adventure Quest (WAQ) … what is it? Well, it’s a program that teaches Soldiers unity, builds teamwork, and helps units maintain combat readiness! This program is done here at Fort Bliss under the supervision of the Fort Bliss Outdoor Recreation team. WAQ is designed to re-create the adrenaline rush of combat action in a supervised and controlled high adventure activity. At the start of the 2021 fiscal year, WAQ has supported 14,012 platoonized elements or 350, 295 Soldiers. This program is free for units! Funding is provided by the Department of the Army and all units are eligible to participate. In 2014, eligiblity for the WAQ program expanded to include the overall Active-Duty population of the Army, not just for deploying Soldiers. All WAQ activities are open Monday through Friday during regular duty hours. Activities include canoeing/kayaking, high ropes course, mountain biking and rock climbing (natural). These activities are limited due to location and are seasonal, other activities may be available upon request. If your unit is interested in participating in the program, coordinate with the WAQ point of contact to set up a schedule. A facilitator from your unit must be present for the Leader-Led After Action Debrief (L-LAAD). The L-LAAD brief is conducted at the Soldier Activity Center every Thursday at 12 p.m., simply show up to get stated in the program. WAQ is just one of many things Outdoor Recreation provides at Fort Bliss. They set up trips to Hueco Tanks and Truth or Consequences, NM for outdoor adventures such as hiking, climbing and kayaking. REWARDING TO BE PART OF A TEAM BY FAMILY & MWR BETTER OPPORTUNITIES FOR SINGLE SOLDIERS (BOSS)
For many single Soldiers moving from one post to another, deployment and finding your place within your unit can be overwhelming. It can be especially hard for single Soldiers to find things to do that are not family oriented. Better Opportunities for Single Soldiers (BOSS) is a program that focuses on the well-being of Active-Duty single Soldiers. They create events, programs and plan trips centered for Single Soldiers! There are three pillars the program follows, they are Recreation and Leisure, Community Service and Quality of Life. Each one provides service to single Soldiers to better their knowledge of their surrounding community by volunteering, enjoy local activities and ensure their quality of life is met with basic standards. This is a Soldier led program and it is fully staffed with a BOSS president, vice-president, secretary, and treasurer. “We work hard planning and putting events together every week,” Sgt. Karla Torres, BOSS president. “Currently, we are planning outdoor recreational trips,

art and hobby activities, a trip to Las Vegas, to San Antonio and many more events where Soldiers can learn and enjoy themselves.” The BOSS Program is an important tool and program that builds a community for Single Soldiers, geo-bachelors and single parents. It is important as a leader to stay up to date with events and to make sure that this information gets put out. “If a Soldier is not mission essential and you are able spare them to attend a BOSS event,” said Sgt. Torres.“We ask that leaders let them attend.” It is important that single parents are tracking that this program is also open to them. “We take feedback from our BOSS Soldiers and listen to them,” Sgt. Torres. “We do what we can to create and coordinate events that they want to see.” One of the biggest events held every year is BOSS Bash! It’s a huge celebration for single Soldiers to enjoy the day from inflatables, live music, DJ music, minute to win-it games, awesome prizes, food and more! This

Both Milam and Replica youth centers are up and running with programming for the 2022-2023 school year! Like most MWR programs, the two centers were operating under limited programming for the past two years. One of the new programs was started at Milam Youth Center (MYC). The MYC has been partnering with the Junior Enlisted Family Center since February 2022 to provide a food pantry annex Thursdays from 5 to 6 p.m. at MYC, located at 10960 Haan Road, to service the Fort Bliss community. Teens can earn volunteer hours by assisting with the food pantry. Families in need can stop by MYC during that time and receive free bags of food, to include baby formula. All a family needs to do is sign in for accountability purposes to keep track of the food being given out. The family names will not be provided to any other parties such as Soldier’s chain of command, taxes etc. The main food pantry is open Tuesdays and Fridays at the Junior Enlisted Family Center Fort Bliss, located at 2004 Sheridan Road and Wednesdays at the Armed

Service YMCA El Paso, located at 7060 Comington Street. Families in need are welcome to come weekly to any or all food pantries. Do you have a teen in your household who is interested in getting involved? Fort Bliss has two state of the art Youth Centers, one on West Bliss- Replica Youth Center (RYC), and one on East Bliss- MYC. The Youth Centers are open to DoD ID cardholder students in grades 6-12 and it is completely free to attend them after-school! The folks at the youth centers handle after-school pickup, snacks, a place to do homework, recreation activities and a lot more! The After-School Program is free and includes pickup from specific schools. There are a variety of camps happening through the year, each one has an applicable cost, sometimes it is based on household income. There are field trips with flat fees ranging from $5 and up depending on activity. Army Community Service & Medical EFMP BY CYNTHIA POTTER ARMY COMMUNITY SERVICE (ACS) EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP)
Exceptional Family Member Program (EFMP) is a wraparound service for all Active-Duty service members and their Families that require specialty care. Enrollment in the EFMP program is mandatory. Qualifying factors for enrollment are simple to remember, if specialty care, other than a primary care doctor, is needed more than twice a year or if the family member is a school age dependent with an Individualized Education Plan (IEP), they must be enrolled in EFMP. EFMP Medical EFMP Medical is an integral part of the Permanent Change of Station (PCS) process and is intended to ensure that adequate medical care providers are reasonably available when transitioning to a new duty station. This is especially important when PCSing overseas and specialty care is needed. This process involves five years of medical history, a physical by a primary care doctor, an Overseas Screening by EFMP Medical and a packet to be sent to the gaining installation for consideration and decision for command sponsorship. gaining installation EFMP office will review the documentation contained in the packet and return their decision based on several factors; some of these may include the availability of required specialists, wait list times, etc. Army Community Service EFMP Army Community Service (ACS) EFMP provides family support services to our EFMP enrolled families. These services include assistance with the enrollment process, support groups, IEP and 504 support and advocacy services and community resource referrals. ACS EFMP strives to ensure that continuity of care is upheld when transitioning to a new duty station. They are often involved in warm handoffs between gaining and losing installations. ACS EFMP sends the requested needs of the outbound EFMP enrolled family to the gaining installation for preparation of their arrival and provides a point of contact to the Family for EFMP at the new duty station. According to the Office of Personal Management (OPM) website, OPM.gov, in January of 2022 the Federal Human Resource agency issued guidance to officially implement a $15 minimum wage for U.S. federal employees, impacting workers in every state. OPM issued a memorandum for the heads of Executive departments and agencies that provided implementing guidance for how agencies should adjust pay rates for General Schedule (GS) and Federal Wage System. In total, it has impacted 67,000 out of 2.2 million federal employees. The largest share of these workers, more than 56,000 of them, currently work at the Department of Defense to include Non-Appropriated Fund (NAF) employees. OPM’s guidance directed agencies to implement these changes by January 30, 2022. The increasing of pay rates to at least $15 per hour will keep the federal government competitive in the marketplace and can serve as a model employer, setting a high bar for other sectors to follow. The positions from NAF that will receive the raises include Child Youth Program Assistants which will see a significant increase in pay. Most of the employees who will benefit from this wage increase have been on the front lines throughout the pandemic, working resiliently to serve the American public. This is a very important step for men and women who support the military. It is also very well-deserved for the hardworking spouses that support the Fort Bliss community. The precise number of employees who will be affected will not be finalized until after the agency implementation.

Fort Bliss ACS will be hosting a hiring fair Aug. 18 from 9 a.m. to 1 p.m. at the Centennial Banquet & Conference Center. This event will be open to ActiveDuty military members, spouses, retirees, Family members and DoD ID cardholders. No registration is required to attend the fair. Job seekers can expect to interact with more than 100 employers including government agencies, small and large businesses, nonprofits and diverse industries and career fields. This class emphasizes tools that an individual can call on to help maintain control in difficult situations and minimize the impact of negative consequences on health, career, school and relationships. Six-session class on learning the tools needed to manage anger and the behavior that follows. Learning to identify causes and consequences. Victim advocates provide clear, accurate information on the available avenues for reporting domestic abuse, child abuse and sexual assault. Victim advocates provide essential support, liaison services and care to the victim. Services will continue until the victim states support is no longer needed. The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with other military and civilian agencies to provide a comprehensive, coordinated, JULY 6, 11, 13, 15, 18, 20, 25 & 27 // 1 - 2:30PM multi-agency approach for community support, housing, AUGUST 1, 3, 8, 10, 15, 17, 22 & 24 // 1 - 2:30PM medical, educational, and personnel services to families with SEPTEMBER 7, 9, 12, 14, 19, 21, 26 & 28 // 1 - 2:30PM special needs. The EFMP is a Department of the Army program An 8-part class that discusses stress, personality types, and that functions under the provisions of Army Regulation (AR) relaxation techniques. This class addresses personal stress, 608-75. It is designed to assist Active-Duty personnel during workplace stress, and home stress. STRESS MANAGEMENT
Losing a loved one is an especially difficult time for those left behind. In addition to the grief, the Family will suffer and face several issues and questions about a life built around the Army without their Active Duty Service member. Some of those issues and questions will be addressed immediately by the Casualty Assistance Center (CAC), but some will not surface for many months or years – long after the Casualty Assistance process has ended. Survivor Outreach Services (SOS) is a holistic, multi-agency approach to deliver services to Gold Star Family members for as long as they desire. The SOS mission is, “To embrace and reassure Survivors, they are continually linked to the Army Family through a unified support program that enables them to remain an important SEPTEMBER 7, 9, 12, 14, 19, 21, 26 & 28 // 10 - 11:30AM part of the Army Family.” This class focuses on helping parents learn to calm their 241 Sheridan Road / 915-568-5970 emotional reactions and learn to focus on their own behavior. Parents’ biggest enemy is their own emotional HOME BUYING reactivity. Become a wise always wanted. An interactive class encouraging parents to consumer by understanding the entire home buying process “behave even when your kids are not” 8 total Sessions. of the Soldier Recovery Unit. Their goal is to be available and convenient for STs and their families. Services requiring less than a full-time presence are available at the SFAC at designated times. Additional services are provided through priority off-site appointments coordinated by the SFAC staff.

NEW PARENT SUPPORT PROGRAM MONDAY - FRIDAY // 9AM - 3PM
The Army offers a complete program of parent education and support services of which the New Parent Support Program (NPSP) is a part. All Army installations provide services that include health counselling provided by Army Community Health Nurses (CHN), as well as parent education classes and play mornings. These services target families with children, 0-3 years of age. Participation in any of these activities is strictly voluntary and there are no time limits imposed on duration of service but families generally stay involved at this level for 4-6 months. Referrals for NPSP services are accepted via self-referral, health professionals, and command.
A Scream Free Marriage begins with calming your own anxiety and focusing on individual self-respect, championing your own personal growth as the key to intimacy. This program is PARENTING/LIFE SKILLS/SAFETY/EDUCATION offered two sessions a week, for a total of 12 hours.

Couple’s Communication Workshop offers two, 1.5 hour sessions that will teach couples new, more effective and safe ways to communicate. This workshop coversCommunication, Problem Solving/Conflict Resolution, Forgiveness and Intimate Relationships. Pre-registration is required. 12 total required to complete the course.
