PRESIDENT’S FORWARD Mr. Paul Archer

The past season commenced full of great expectations following the sad conclusion to season 2004 when a number of our members had been assaulted and this led the Association to press for a zero tolerance policy by the Junior League for misconduct. To the credit of the Junior League Executive a new Code of Conduct was introduced. Unfortunately in Round 1 of our local competition a member was assaulted in a match at Hammondville and this incident received wide coverage in the media for not only the assault but for the record penalty imposed by the district's Judiciary. If we are to encourage people to 'take up the whistle' then we must ensure that they have the protection and support from this Association, the Junior League and District Club. I am very pleased with the support both of the latter bodies have extended to our members when the need has arisen. To that end I offer our Association’s appreciation to Paul Tycehurst and Roger Harborne for their ongoing assistance to members and the fact that the Junior League introduced a Referees' annual appreciation award was a sign of the close bond between our respective organisations. The winner of the award was Reg Marks who was presented with his trophy on Gala Day. On the district front quite an achievement was reached by our number one referee for the year Adam Gee who refereed his second consecutive 'A' grade grand final. Adam, at the tender age of 20 has impressed not only our own members but is making his mark as a member of the Junior Rep panel. Adam is a credit to his family and to this Association. Congratulations on joining a very elite group of members in being appointed to consecutive 'A' grade grand finals and therefore being the recipient of the Clubb-Johnson Trophy. The Farrelly-Dick Trophy is presented to the referee who in the opinion of the Director of Referees and his assistants was the 'big improver' for the season. The winner in 2005 was Greg Fuller, who impressed all with his professional approach to refereeing. The Leo Randle Award is voted by secret ballot by the Committee and former President, Bob Styles was a surprised recipient on Life Members Night. Bob's record with this Association is outstanding and it was a privilege for me to assist Jack Harvey with this presentation. In season 2005 the Appointments Board system was replaced with a Director of Referees with two assistants. The Committee appointed John McCormack, Bob Garwood and Kim Archer to these positions and it must be stated that we as a Committee were pleased with the manner in which these members fulfilled their 3

responsibilities. I trust all active members realise the amount of hours these members set aside each week for the benefit of active members and for the Association in general. To all of those members who offer their services to this Association in Office Bearer positions, I thank you for your continued efforts. It is vital for the welfare of our Association that members are willing to forgo their personnel time for the administration of our organisation and although some members fail to fulfil their obligations as an office bearer this is certainly in the minority. Life Membership in 2005 saw two worthy members receive their blazers at another highly successful Blue and White Cabaret. Lionel Brown and Kim Archer have joined the ranks of Life Members and it was a first in the ranks of Sydney based Associations that Kim was the first female to reach these heights. Congratulations to both Lionel and Kim. Our graded members worked hard throughout the season and Vice President David Abood was a member of the NRL squad all year and deserved his appointment to a semi line. Also, Mohammad Fajajo received late season acknowledgement into NRL status. Richard Daizli for the second consecutive year had a Grand Final day appointment to be a 'touchie' in the Premier League final. We were most fortunate during the season for NRL and International referee Russell Smith to be a guest speaker at a general meeting. Russell took up our offer of membership and now is a member of this great Association. Welcome on board. To all our graded members congratulations on a fine year. Hopefully, in the near future our Association shall have more representation in the graded ranks. On the financial front most members are aware that this Association received a substantial legacy from the estate of former esteemed member Leo Randle. A Finance Sub-Committee was established comprising myself, David Abood, Mario Cafarelli, Ian Butler and Peter Longhurst. A Trust is in the process of being set up and final details shall be provided at the AGM. I wish to place on record my appreciation to all members of this Committee but in particular Ian Butler and Peter Longhurst for their valuable advice. Due to the legacy we have received this Association is in an excellent position and with sound judgement we will be set up for life. Leo would want the current membership to gain from his legacy and that is why not only have we reduced the financial burden on members by a lower administration fee, we provided tracksuits and will continue in 2006 to subsidize both new gear and social functions. On the sponsorship front 2005 brought to a close an 8 year sleeve sponsorship agreement with ROSSINI'S cafe at Circular Quay. On behalf of all members I wish to thank Carlo La Rosa for his tremendous support he has given and wish him and of course ROSSINI'S the best of good fortune in the years ahead. Our major sponsorship with CANTERBURY LEAGUE CLUB is about to enter into its 10th year and to Kevin Stewart and John Ballesty I thank you for the financial support this sponsorship offers our organisation. As we enter 2006 season we have new 4

sleeve and short sponsors. We have signed agreements for the next 2 years for our sleeve sponsors to be RONNIE'S ENVIRONMENTAL SERVICES and our short sponsor is CLEAN AS A WHISTLE. Both these sponsorships come about from our own members Jeffrey Hassarati and his family and Andrew Taylor. Thank you for the confidence you have shown in our Association. We continue to receive the support of NATIONAL TROTGUIDE for our printing requirements, thanks go to CEO of Harold Park, John Dumesny. The grants from Head Body assist with our training and development of referees and to both Tony Danks and Les Matthews your continued support and guidance is most appreciated. Finally, the District Club had a difficult year, however, with the likes of George Peponis and Malcolm Noad at the helm things will no doubt turn around. In particular I would like to acknowledge one of our Patrons, Peter Winchester. Peter is a Director of both the League and Football Club and is a strong supporter of this Association. He and his wife Julie attended our Blue and White Cabaret and indeed after flying back from NZ late on Saturday night Peter and his son arrived for a very wet Golf Day and in fact played the whole 18. Thanks, Peter. In conclusion, we had a new Secretary in 2005 in Mario Cafarelli. Mario performed his duties with much distinction and maturity. He handled the pressure of his initial season as one would expect of him. To his wife Anne-Maree thank you for the support you have given to Mario and may you continue in the years ahead to allow Mario to continue to fill this role. Well done "Caf". Season 2005 started off on a low with an assault on a member in Round 1, but ended on a 'high' when we were able to see our 'future', those new members who performed with distinction during the semi final series. The Association has a tremendous wealth of talent coming on board. I look forward to seeing them achieve great heights in both refereeing and their lives in general. We must foster them, they are the very future of this Association. To my wife Kim, thanks for your love and support, to all members and friends of this Association thank you for your support. Again, it has been a pleasure for me to be your President in 2005. See you at the AGM. PAUL ARCHER PRESIDENT

HON. SECRETARY’S REPORT Mr. Mario Cafarelli

Mr Chairman and Members, It gives me great pleasure to present to you this annual report for the 2005 season. My first season as secretary has been an interesting one. The transition from assistant secretary in 2004 was made easier by the work of my two predecessors, Peter Ryan and Chris Bettiol. Their efforts in putting many of our records onto computer were of great assistance. This was a monumental task that will benefit all future secretaries. Warren Gee became the new Assistant Secretary for 2005. Other committee positions remained unchanged. The members elected two new patrons at the Annual meeting held in February. They were Peter Winchester and Bradley Clyde. Garry Hughes was also re-elected. Keith Lotty became ineligible to be a patron of the association as he is now an Honorary Member For Life and, as such, our constitution does not allow him to hold the position of patron. I would like to take this opportunity to thank Mr. Steve Mortimer for serving as patron during 2003 and 2004. SPONSORSHIP Canterbury League Club was once again the association’s major sponsor for 2005. We are extremely grateful for the continued support that is forthcoming from the Club. Thank you to John Ballesty, Kevin Stewart and the Directors. Rossini’s Restaurant & Café was our sleeve sponsor for the 8th and, unfortunately, final year. Thank you to Carlo La Rosa for your financial support during those years. We appreciate the support and look forward to your continued friendship with the association. Thank you also to National Trotguide who assisted with our printing needs throughout the season.

8

Whilst some former sponsors have moved on, the association will be welcoming two new sponsors in 2006. They are Ronnie’s Environmental Services and Clean As A Whistle. Ronnie’s Environmental Services will provide sleeve sponsorship for 2006 and 2007 and, likewise, Clean As A Whistle will ensure our shorts are clean as a whistle for the next two years. Thank you to Craig Homans, Paul & Yvette Hassarati and also to Andrew Taylor for your generosity. DISTRICT CLUB Injuries to key players denied the Bulldogs the opportunity to defend their title this season. I’m sure that with a full strength side on the paddock the Bulldogs will be a force to contend with again in 2006. Thank you to Malcolm Noad, Bradley Clyde and Peter Winchester for the support they extended to our association throughout the season. JUNIOR LEAGUE Congratulations to all clubs who enjoyed success during the season and especially the Bankstown Bulls who took out the A grade competition this year. Congratulations and thanks are extended to President Roger Harborne and all the general committee for a smooth and successful season, both on and off the field. I would especially like to thank CEO Paul Tycehurst for the professional and cooperative manner in which he conducted business with our association. The Junior League and District Club conducted a Meet The Players and Registration Day at the Revesby Workers Club before the season commenced. Our association had a display at the event and we took the opportunity to meet with the clubs and hand out some promotional material. Thanks to the Junior League for providing us with a table on the day. The association worked closely with the Junior League and the District Club during the pre-season to formulate a new Code Of Conduct for players, officials and spectators. As a result, the number of incidents where referees were involved was down on previous years. Some incidents however, still occured. The season’s first round of football kicked off with the most disgusting of incidents. Young referee Shane Merry was the victim of a cowardly physical assault from an u16s player. The sentence handed down by the Judiciary attracted media attention and sent a clear message to the entire rugby league world that this type of behavior is not, and 9

WILL NEVER be, tolerated in our game. The Judiciary committee should be congratulated for having the fortitude to impose such a lengthy sentence. Unfortunately, the victims always seemed to be the younger members. Perhaps the perpetrators see them as easy targets. It is therefore the responsibility of all of us to look out for our fellow members, especially the younger ones and make sure we provide the safest possible environment for them to enjoy their refereeing. The Junior League has honoured the memory of Leo Randle by introducing the Leo Randle Trophy. It is presented to the winners of the u7res competition. The inaugural winners were the Brothers Football Club. Also, the Junior League has introduced a new referees award. It is an Appreciation Award and the winner is selected by the clubs. In 2005 the award went to Reg Marks.

Reg Marks and Roger Harborne

MEMBERSHIP & MEETINGS Fourteen new members joined our ranks in 2005 whilst a number of members did not renew their affiliation. Matthew Veigel and Garry Towner were granted clearences to St. George Referees and Michael White relocated to Tasmania to further his teaching career. We wish all former members the best of luck in the future. As of 31st December 2005 our membership stood at 124. Fourteen meetings were conducted during the season and the average attendance was a healthy 52. We are one of the few associations that still meet fortnightly instead of monthly and with this sort of attendance I think we have the right balance. Thank you to the League Club for once again making rooms available for our meetings. 10

COMMITTEES Various members of the association continually work behind the scenes on various committees. They include the social committee, the gear committee, the golf committee, the training & development committee and the newly formed Leo Randle finance committee. To all the members of these committees, thank you for your efforts, they are very much appreciated. The Leo Randle Finance Committee was formed to oversee and manage the funds left to the association by Leo’s estate. A trust fund will be established and will be known as the Leo Randle Foundation. The objects of the foundation will be to provide and administer funds for the benefit of members of the association. This may include recruitment, development and improvement. It may also include scholarships for members and provide benefits for members suffering from infirmity or poverty. TRAINING & DEVELOPMENT Weekly training sessions were stepped up this year. A professional trainer, Perry Tzamouranis, was appointed to conduct physical training sessions. Perry is a former active member and his experience as a referee, together with his knowledge as a fitness trainer, made him an ideal candidate for the job. The Training & Development Committee conducted a number of video sessions during the year as part of the on-going training program. These sessions were very well attended by active members. Thanks to Richard and Mo for their time and effort in preparing these sessions. In the modern game fitness has become a major factor of a referee’s ability and it is vitally important that referees maintain a high level of fitness, particularly if they have aspirations of progressing to higher levels. Hand in hand with fitness goes knowledge of the rules and that only comes by continually questioning and debating decisions with fellow members and by reading the Laws of the Game on a regular basis. COACHING Lionel Brown and his team of coaches, Joe Attard, Jim Hall and Glenn Jeffcoat, conducted a number of Level 1 coaching classes this season. The first was an experimental one-day course, which was held in March. The format was successful and resulted in three new members. Regular weekly courses were also held at the Bankstown Sports Club. Thank you to Lionel, Joe, Glenn and Jim.

Lionel Brown with a group of candidates 11

LIFE MEMBERS The members selected two new Life Members, Lionel Brown and Kim Archer. Lionel and Kim became our 76th and 77th Life Members at the Annual Blue & White Cabaret. Both members are deserved recipients of the honour. Details of their achievements can be found later in this report. AWARDS Adam Gee won the coveted Clubb-Johnson Trophy for the second successive year. Greg Fuller, a popular member, received the Farrelly-Dick Trophy for Most Improved and the Leo Randle Award was presented to former President Bob Styles. Congratulations to all three gentlemen. Further details can be found later in this report. INTERDISTRICT SQUAD Four of our members were selected in the Interdistrict Representative Squad. They were Adam Gee, Shane Merry, Viktor Unal and Jimmy Oliveira. This was Jimmy’s first year at the next level. All members excelled and represented their district with pride. Adam, Viktor and Jimmy all refereed Jersey Flegg games during the year and Shane was appointed to Jersey Flegg lines. I’m sure that with hard work and dedication the rewards will come and, once again, the Canterbury-Bankstown Referees’ Association will have a significant presence at the elite level. It is especially pleasing to note that no Canterbury member was involved in the unsavoury incident that took place during an Interdistrict camp early in the year. GRADE/NRL Our graded ranks have dwindled over the years. Wayne Loveday, Alan Fallah and Doug Keen all announced their retirements from grade, with Doug taking on the role of CEO of the Newtown Football Club. This left just three graded/NRL members at the start of the season - David Abood, Richard Daizli and Mohamad Fajajo. Russell Smith increased that number to four when he became a member of the association in August. His experience as an international and NRL referee will be an invaluable asset to the association. Russell was appointed to the Australia v New Zealand Test Match earlier in the year. David Abood consolidated his position as an NRL sideline official and his career continued to move forward when he was appointment to the NRL semi-final match between Brisbane Broncos and Melbourne Storm. Mohamad Fajajo received his first NRL appointment to the Bulldogs v Penrith match as a sideline official in August. Congratulations Mohamad, you have shown your fellow members what can be achieved with a strong work ethic. Mohamad’s other significant appointments included Interchange Official for Premier League and Jersey Flegg Grand Finals and Stand-by Touch Judge/Interchange for NSW v Qld u17s. 12

Richard Daizli officiated in the Premier League competition and capped off an excellent season as a Premier League Grand Final Touch Judge. Congratulations Richard and well done. With that appointment went the best seat in the house on Grand Final day as Interchange Official for the NRL Grand Final. Off the field Jack O’Sullivan received the NSWRLRA George and Amy Hansen Trophy for service to the association. The award is presented to a member in recognition of their efforts within the head body association during the year. Congratulations to Jack. John McCormack was also nominated for Life Membership of the NSWRLRA Inc. Finally, I wish to thank the NSWRLRA Board Of Directors for their continued assistance to our association and, in particular, the distribution of grants for Administration and Coaching & Development. APPOINTMENTS BOARD A number of changes were introduced in 2005, not the least being the structure of the Appointments Board and the introduction of the Director Of Referees. John McCormack was chosen by the committee as the new Director. Two Assistant Directors, Kim Archer and Bob Garwood were also appointed. The role of the Director and his two assistants was to assess referees’ performance and make the weekly appointments. An Advisory Board was also created. It consisted of elected members and their role was to view and report on referees’ on field performances. All these positions are time consuming and voluntary. The association could not fulfil its obligation to the active members without the work of the appointments/advisory board. Thank you to all the board members for your efforts during the season. DELEGATES The association was represented at various other bodies by our willing and able delegates. Thanks to Adam Gee, Jimmy Oliveira, Jim Hall, Hilton Wood and Simon Ghani for giving up your time to attend various meetings. Thanks also to Vic Pitt for keeping us up to date with Junior League matters. VALE The season commenced with the sad news of the passing of another of our life members, Mr. Alan Matthews. Alan joined the association in 1953 and was made a life member in 1968. He refereed the district A grade grand final in 1957. Long time member Dave McLean passed away in June. Dave joined the association in 1969 and was a member for 36 years. 13

Then in July another Life Member, Bryan Knight, passed away after a long illness. Bryan joined the Canterbury Referees in 1958. In his 47 years as a member Bryan served on the committee for eight years, including seven as Assistant Secretary. He also worked on various sub-committees for another ten years. However, Bryan will be most remembered for the eighteen years he spent on the Appointments Board. Bryan became a life member in 1974 and was re-presented in 1988. Then in 2001 Bryan received the Leo Randle Award. Bryan attended an incredible 584 meetings, the highest total attendance by any member in the history of the association. Our sympathies are extended to the families of all three gentlemen and to Honorary Member, Martin Puckeridge, who lost his wife during the season. To all members who suffered bereavement during the year, the associations extends it’s sympathy. CONGRATULATIONS At the other end of life’s mystery, congratulations to Chris and Vanessa Bettiol, Richard and Maha Daizli, Con and Carol Paraskevopoulos and Viktor Unal and Leah. Each couple welcomed new additions to their families in 2005. Congratulations also to Robert Dubois and Jennie Nguyen who announced their engagement in October.

Members and family enjoy a Chinese Feast SOCIAL A new idea was tried out this season with the introduction of the Chinese Night on the first Sunday of each month. After a slow start the idea caught on and on one occasion in August the restaurant was stretched to the limits with close to fifty 14

members and family turning up. Many of them may have come along to sample the new Chinese sensation – pizza. One of our association’s objects is to “promote goodwill, social fellowship and cooperation” and all members are encouraged to make the most of these functions when they come along. Thanks to Glenn Jeffcoat for organising these nights and all other functions during the year. The job is a time consuming one and Glenn needs all the assistance we can give him. GENERAL The association launched a new look website early in the year. Thanks to Robert Dubois for the time and effort he put into getting it up and running. As the website develops further and more members become “computer savvy” it will serve as an important tool for communication in the future. The annual Bathurst exchange was held once again this season. Adam Gee and Robert Dubois impressed our country cousins with their ability and they both represented our association with honour. In return Nathan Blanchard and Trystan Clare from Group 10 came to the big smoke and had an enjoyable afternoon at picturesque Smith Park. Thank you to Peter & Yvonne Ryan for helping with the arrangements and looking after our lads in Bathurst. Thank you also to Glenn and Elayne Jeffcoat for entertaining Nathan and Trystan during their stay. There were many occasions during the season when members were called on to assist with midweek school fixtures and Womens’ games. I wish to thank all those referees who made themselves available for these matches. It is not always easy with work and university commitments etc. I would also like to thank Paul and all the committee members for assisting me in my first season as secretary. Your help was very much appreciated and my job was made a little easier with your good advice. Finally, I must thank my family for their love, tolerance, patience and understanding. Anne-Maree and the kids have spent many nights wondering if I would every come out of the study. Without their support my job would not be possible. Thank you and good luck to everyone in 2006. MARIO CAFARELLI HON. SECRETARY

SOCIAL SECRETARY’S REPORT Mr. Glenn Jeffcoat

Our Socials started this year with a new idea of getting members together on the first Sunday in the month with a Chinese Night at different venues around the district. Seven (7) in all. These were well attended with the average being about 30 members and their families. These nights were subsidised by the Association. Great idea! Our bowling night again proved popular with over 40 coming along to the Chester Hill Bowl. Jim Hall runs this night with the assistance of the social committee. Golf Day was at the Woodville Course this year under very wet conditions. Forty Two (42) brave golfers (Wet Nuts) played, ate and drank and the rain did not stop. The Golf Committee has been asked by the Power To Be to arrange net year’s Golf Day (the 85th year) in a catchment area. The Life Members night in the “Blueberry Hill Room” was well attended with a good number of older members and those who have joined in the past couple of years. International and current NRL referee Russell Smith being a new member. The food was great and the drinks plentiful. Blue and White Cabaret was held at the Leagues Club this year. Lionel Brown receiving his Life Member’s Jacket. Kim Archer, being the first woman in Sydney to receive Life Member’s Jacket. The night is a popular night and continues to get better, so be there. The Kids lunch/Picnic was held a Jim & Trish Hall’s home. Lunch was provided and a very pleasant afternoon was had by all. Thanks to all the Hall family. Our last function for the year was a lunch at our Departing Sleeve sponsor – Rossini’s at the Quay. The softer side of our President. 16

Thanks again go to Elayne whose help is enormous. Thank you to Adam, Julian, Ryan, Lionel, Joe and Jim also Paul Archer and Tom Healy on Golf Day. GLENN JEFFCOAT SOCIAL SECRETARY

Julie and Peter Winchester with Colin Turnell and his partner Juanita.

Members and guests enjoying the Annual Blue & White Cabaret. 17

COACHING COORDINATOR’S REPORT Mr. Lionel Brown The time has flown past us again, it seemed like we had just started the season off and it has now finished. Again in 2005 the members of the coaching panel have completed the hard work, in all there were a total of three course conducted. The first was a one-day program at Steve Folkes Reserve and the next two at the Bankstown District Sports Club following the Wednesday night format. This year the level 1 accreditation was divided into two parts eg. Mini / Mod and International. Approximately eleven candidates gained Mini / Mod and one candidate gaining both Mini / mod and International. As in the past, attracting new people to refereeing is still proving a problem, but I believe we have some good quality in the members for 2005. Thank you to the executive for their support during this past season. A well done must go to the active and non-active referees, who give the new comers their time and advice both at the meetings and on match days, well done. Bankstown District Sports Club, thank you for your support over many years providing a Wednesday night coach venue. Also, thanks to the Bankstown Sports Football Club for the use of their venue, where the one-day course was conducted Finally to the coaching panel Joe Attard, Glen Jeffcoat and Jim Hall, another job well done. LIONEL BROWN COACHING COORDINATOR

COACHING & DEVELOPMENT REPORT Mr. Richard Daizli Mr. Mohamad Fajajo

Season 2005 saw a new level of professionalism with the introduction of a certified trainer in Perry Tzamouranis and his assistant Luke. This resulted in a more structured training programme centred around both fitness and activities that simulated refereeing actions on the field. There were three fitness tests held with results showing improvements for those who participated. We would like to thank both Perry and Luke for their efforts this year. There was a marked improvement in training numbers from previous years with the average being 18. Well done to those who attended as they not only gained valuable fitness, but also received coaching tips, which were conducted on a weekly basis. Apart from fitness, training nights were used to discuss with the coaches any problems with match performances as well as participation in drills including 10metre drills, scrums and positioning. The coaching and development committee held a number of development programs during the year to help improve refereeing performances. These included: - Seminar which covered these topics and speakers: (a) Career Path from District to Development Squad – Tom Healey (b) Fitness and Nutrition – Perry Tzamouranis (c) Appointments Board Restructure – John McCormack (d) Judiciary Procedures – Paul Archer (e) Communications Gear – Mohamad Fajajo (f) Rules Quiz – Richard Daizli - Rules exam: results showed that we are not consulting our rulebook on a regular basis. Getting the rules correct are the basic fundamentals of refereeing. Also David Abood gave fortnightly quizzes highlighting the importance in this area. - Video sessions: Two sessions were held and covered decision-making, communication, match day preparation and rulings. - Fitness test: this included a 2.4km run, 70 metre sprints and an agility run. 19

Touch Judge coaching from Phil Cooley: corner post decision making and flag signals Video reviews of referee performances during matches with feedback given on how to improve performance. Forwarding of emails received from Mick Stone to active members, which included rulings and other points of discussion.

We would like to thank the following for their assistance throughout the year: Warren Gee for organizing the training BBQ; Phil Cooley for conducting the touch judge skills night; John McCormack and Mario Cafarelli for helping with drills during the year. All referees are encouraged to maintain their fitness during the off-season and feel free to contact the coaching committee on any issues of your refereeing. Set your goals for 2006 and make sure you enjoy your refereeing. COACHING & DEVELOPMENT COMMITTEE RICHARD DAIZLI MOHAMAD FAJAJO

DIRECTOR OF REFEREES’ REPORT Mr. John McCormack It is with pleasure that I submit my first report to members as Director of Referees for season 2005. It has been an extremely challenging and rewarding year as Kim Archer, Bob Garwood and I looked at ways of improving the on-field performance of refereeing in our district along with evaluating and appraising the week to week performances to ensure we had the best referees in each grade. At the beginning of the season I stated that our aim was to assess the performance of referees and place them in the appropriate grade relative to their skills and the skills and performances of other referees. At the same time we recognized that referees are at different stages in their careers and will have varying aspirations. Some members have aspirations to be graded, some are only new to refereeing and require guidance whereas other members are happy to run Saturday football and compete at the junior football level. By implementing a few different strategies this season I feel we have been successful in meeting our goals. We still have a long way to go, but I feel we have addressed the issues with fairness and integrity. The 2005 season saw a new structure in assessing referee performances. The Appointment Board system was replaced by a two tier structure. The top tier consisted of a 3 person Appointment Board who would meet each week and review referee performances and make appointments for the following week. The group included Kim Archer, Bob Garwood and me. The second tier was the Advisory Board. These people would watch referees each week, provide feedback to the referee and report back to the Appointment Board. For many years we have used the system of appointment of referees to Grand Finals whereby the loser of the semi finals series in a grade would invariably not referee a grand final and be appointed as a touch judge. This season saw the change (in line with other Associations who have used it for a number of years) to the cascading appointment of referees. All things being equal, the ‘loser’ of the semi finals series in a grade would move down to the next lowest grade. For example, if referee ranked 3 beat referee ranked 4, then referee 4 would referee the 4th highest grade grand final. This meant that the top referees would referee the top grand finals. This system pleased the District Club, but there will always be those people who don’t like it. It benefits the top referees and disadvantages the lower ranked referees. When the dust settled and we look back on the season we note that the 21

majority of referees gained a grand final. It just may not have been at the level they have been used to. Some difficulties in appointment were experienced when we moved down to the grades where there were Reserve competitions. Those competitions finished earlier than the mainstream competitions, hence we had to make assessments as to where some referees would finish and appoint them to grand finals on that basis. The newly elected Board will look at that situation early in 2006. There are a number of people I would like to thank who helped me settle into the new role. Firstly, my thanks to Kim and Bob who worked very hard throughout the season meeting every Monday night and going to grounds most weekends. I’m also very pleased that we could each speak openly about issues and resolve them in a professional manner. That will be the on-going basis of our success. Also, a special mention of Kim’s continuing management of the Saturday appointments and watching the younger referees most Saturday mornings, her help and dedication is immeasurable. Also, thanks to the members of the Advisory Board. They were very keen to embrace the new system and concentrate on attending grounds throughout the season and provide valuable feedback. The senior referees were seen in 50-70% of games. This is a significant improvement on previous seasons. To members of the executive, thank you for your guidance and support throughout the season. Paul Archer was always available to provide sensible advice or be a sounding board to our ideas. To members of the other sub committees including Richard Daizli, Lionel Brown and David Abood (rules). The interaction between the committees was effective in improving the skills and fitness of our members. David’s undisputed knowledge of the rules is proving an invaluable resource for referees of all levels of experience. Confidence in the knowledge of the rules is what safeguards us from the player, coach or spectator who watches football from the sidelines. It all goes wells for a successful 2006 season. Thanks also to Paul Tycehurst and the District Club. We developed a close working relationship during the season, which improved communication and minimized issues. The introduction of electronic appointments saved a couple of hours of retyping each week. A special mention and thanks to those members, too many to name, who are available for last minute changes or to cover other member’s games in a crisis. Also to those more experienced referees who guide and mentor the new members each Saturday. The extra hours spent at this level will improve the referee base in years to come.

Congratulations to all referees and touch judges who officiated in Grand Finals this season. Your hard work and dedication paid off. To Adam Gee, the two-time holder of the Clubb-Johnson award who led from the front and a worthy winner who will, no doubt, represent himself and the association at higher levels within the graded ranks in the years to come. To Greg Fuller, a worthy winner of the FarrellyDick trophy who had his best season yet at the tender age of……. Also, to Robert Dubois and Adam Gee who represented the association with pride in Bathurst this year. Finally, a special mention and thanks to Susan who does not know much about football (but willing to learn) and has been very understanding when I trudge off most Sundays to watch games from mid morning to dusk. At the time of reading this report many members will be getting fit and itching to pull on the boots again for the new season. I trust it will be a challenging and rewarding one for everyone in whatever capacity. JOHN McCORMACK DIRECTOR OF REFEREES

HON. TREASURER’S REPORT Mr. John McCormack

Members, it is my pleasure to submit, for your perusal and adoption, the Financial Statements of the Association for the year ended 30 September 2005. Financially it has been a momentous year for the association with the extremely generous bequest from “The Grandfather”, the late Leo Randle. His donation to the association will, if managed with care, control, foresight and integrity, allow the members to receive the best opportunity to develop their refereeing proficiency with investment in training methods and communication equipment along with the enjoyment of close friendships that refereeing offers. In this year alone we were able to offer the members things that we could not do in the past. They include: •

New tracksuits for all members

A 50% reduction in social fees.

Subsidised “Chinese” nights each month

Increased number of coaching seminars

Heavily subsidised final meeting night

It was disappointing, after many years of a mutually rewarding sponsorship arrangement, that we lost our sleeve sponsor Rossini’s Café & Restaurant at the end of the season. Thank you for your support. To replace Rossini’s it is very encouraging to see two of our newer members and their families eager to sponsor our association for season 2006 and 2007. We welcome Ronnies Environmental Services Pty Ltd through Jeff Hassarati and As Clean As A Whistle Pty Ltd through Andrew Taylor. Our thanks again to the NSW Rugby League Referees Association in granting us $3,500 this season. This is up $500 from $3,000 the previous year. The funds are always put to good use in training and development. This year, I also performed the role of Director of Referees. As a result of that role’s weekly functions I needed to rely on the assistance of the Assistant Secretary, Mr Warren Gee. He controlled the input of all games refereed each 24

weekend into our spreadsheet to enable us to pay the members correctly and charge the Junior League accordingly. I sincerely thank him for his efforts and diligence in getting the data in and making sure it was correct. There are also a number of other people that assist in making the role of Treasurer that much easier week in and week out. Thanks to the various Committeemen who control the money at our social meetings, our custodian of gear stocks and other funds that are under their control. A special thanks again to Glenn Jeffcoat (and Elaine) who work very hard to ensure that the members enjoy the various social events, but does so with prudent cash management. I would also like to thank the other members of the Executive for their friendship, guidance and support throughout the season. It is a pleasure to work with these loyal members under the guidance of Paul our dedicated President. JOHN McCORMACK HON. TREASURER

LIFE MEMBERS 2005 Lionel Brown Lionel Brown took up the whistle in 1992 after being challenged by a fellow member. He soon discovered that life on the other side of the fence was a lot different than expected. Of the thirteen years that Lionel has been a member, he has spent seven of them as Coaching Co-ordinator preparing new candidates for their tickets. Lionel has overseen the coaching of almost 100 new members and continues in that role today.

Kim Archer Kim joined the referees’ association in 1992. Her brother John had become a referee the previous year and Kim decided that was the way ahead for her. Kim’s career on the field was cut short through illness, however her contribution to the association was only just beginning. In 1995 Kim joined the Appointments Board and remained there until 2004. In 2005 she was appointed to the newly created position of Assistant Director Of Referees. Kim has spent countless Saturday mornings on the sidelines of the district football fields watching, teaching and looking after the young referees as they set out on their own careers. Just as many Monday evenings have been spent reviewing performances and preparing appointments for the next weekend’s games, only to repeat the process again the following week. Kim Archer and Lionel Brown were both popular choices for the honour in 2005. No doubt they will remain devoted members well into the future. Congratulations to both members. 32

CLUBB–JOHNSON TROPHY

2005 WINNER

Adam GEE (presented by Russell Smith) Adam Gee became only the second referee to receive the Clubb-Johnson Trophy for the second consecutive year when he refereed the A grade grand final in 2005. In 2004 Adam became the youngest person ever to referee an A grade grand final in the district and he backed up that success with a second season as the number one referee. Adam has been rewarded for his hard work at training and dedication to refereeing. With youth on his side Adam can look forward to a long and successful career as a rugby league referee. Congratulations and well done.

JOHN FARRELLY–REG DICK TROPHY

2005 WINNER

Greg FULLER Greg has been a member for just three seasons and in that time has become a very competent referee and a popular member. In 2005 Greg successfully completed the transition from a former player to an excellent referee. Greg has shown he has a real feel for the enjoyment of the game with the little kids on Saturdays, yet is very capable of mixing it with the big boys come Sunday afternoon. It’s not surprising to see someone like Greg receive this award. Congratulations to Greg. Everyone in the game in looking forward to his cheery smile for many seasons to come.
