BRVA Land Use January public meeting By Alan Hague
alan@broadripplegazette.com There were approximately 35 in attendance at the January public meeting of the Broad Ripple Village Association’s (BRVA) Land Use and Development committee meeting. It was held on January 24 in the basement of Northminster Presbyterian Church. There were two items on the agenda, which is in bold below: A. 7002 Westfield Blvd (approximate address) 2016-CZN-838 2016-CVR838 Onyx and East Properties, LLC by Michael Rabinowitch. Rezoning of 2.09 acres from the D-4 district to the D-7 classification to provide for multifamily development. Variance of development standards of the Consolidated Zoning and Subdivision Ordinance to provide for a minimum livability space ratio of 0.886 (.95 required) and 13 feet between buildings (minimum 20 feet required). Hearing set for Thursday, February 9, 2017. The first item was for the razing of a large house (see photo above), on Westfield, north of Winston Island Woods and south of Shore Acres, to make way for 29 townhomes. Although this property is very close to Broad Ripple and most probably think of it as Broad Ripple, technically, this is north of White River and falls in the area represented by the Nora-Northside Community Council (NCC). The BRVA does not officially comment on items outside of the BRVA boundaries unless specifically requested to by another neighborhood organization. This agenda item was requested of the BRVA by several neighbors of the proposed project. There was a lengthy discussion between the developers and the neighbors about parking. The developers agreed to continue discussions with the neighbors as the petition process continues with the Department of Metropolitan Development (DMD). No vote was taken as this is a Nora (NCC) issue. B. 6367 & 6371 Guilford Ave. Chris Short, Tom English and Matt Worthley, G Block, LLC and Monon Housing Partners, LLC by David and Justin Kingen. Rezoning of 0.47 acre from the C-4 (FF) District to the MU-2 (FF) classification. Variance of development standards of the Consolidated Zoning and Subdivision Ordinance to provide for a mixed-use building, without the required transparency (not permitted), with a portion of the west front setback being four feet (minimum five feet required), with the building height exceeding the maximum (35 feet permitted), with the building within the clear sight triangles of the abutting streets (not permitted), and with stairs and an enclosed outdoor seating area within the required front setback and right-of-way of Main Street (10-foot setback required, not permitted), with an off-site parking lot, with zero-foot setbacks from the front property lines (parking lots not permitted within 25 feet of a primary street frontage), and with deficient parking (not permitted). Hearing set for Thursday, February 23, 2017 at 1:00 p.m. This item was for a proposal to raze three buildings on the east side of Guilford Avenue south of 64th to construct a 4-story building and parking lot. This project has been brought before the committee before. The changes this time include conversion of some of the residences into commercial spaces, and the addition of a surface parking lot on the south side of Main Street, where a large double stands

Former Broad Ripple resident and beloved singer/songwriter Otis Gibbs returned from Nashville to perform at the reopening of the Hi-Fi in Fountain Square on January 20. He told stories of Broad Ripple , Cowboy Bob, and of the days when he lived in Fountain Square and ate at the Peppy Grill every day for six months! His newest album is Mount Renraw. Amy Lashley also performed. Her latest album is Daredevils, Strugglers and Daydreamers.

today (see photo below). The current design calls for four 2-story townhouses, nine apartments, 19,000 sq. ft. of offices and 3,400 sq. ft. of retail. The developers said there are 45 total parking spaces available, 11 of those 45 are public street parking and 4 are tandem parking spots (where one car pulls in and another pulls in behind it). It was brought up that times are changing and today more people walk and take public transit including Lyft and Uber. This agenda item also had a lengthy discussion. The committee brought up many issues, including size, style and parking concerns. The committee said this building would fit in many places in the Village, but not on Guilford, which some consider to be the main street of Broad Ripple. Parking concerns included not enough on the property, and the ones that are provided on-site include tandem spots. The committee also objected to the removal of a street-facing structure to build a surface parking lot. An early staff report from the DMD indicates non-support of the project. The developers continue to work with staff until the hearing date. No vote was taken by the BRVA committee, stating it will wait until the final staff report from the City. The next public meeting of the BRVA Land Use and Development committee is scheduled for Tuesday, February 28, at 6pm at Northminster Presbyterian Church, 1660 Kessler Boulevard [KK28 on map].

Film stars galore in pre-code International House at Garfield Park
Film historian and preservationist Eric Grayson will screen the 1933 film, International House, with a cast of stars, including W.C. Fields, Bela Lugosi, Stu Erwin, Rose Mary, George Burns and Gracie Allen, Cab Calloway, and Rudy Vallee at the Garfield Park Arts Center on Saturday, February 11, at 7 p.m. In the film, a Chinese inventor creates a new television that various countries want to buy for their exclusive use. He invites a host of zany representatives to the International House in Wu Hu, China. Essentially a bunch of brief bits by popular stars, according to Grayson, this movie still upset the enforcers of Hollywood’s Production Code so much that they cracked down on future films. View the unique works of 25 locally prominent African-American artists during the 29th annual Meet the Artists exhibit January 31 – March 26 at Central Library, 40 E. St. Clair Street. Works representing a variety of artistic mediums will be on display throughout the Library. Presented as a showcase for local African-American art, the Meet the Artists exhibit is available for free public viewing during regular Central Library hours. In addition to meeting the artists whose works are on display, attendees can enjoy a number of on-stage performances, including the Epiphany Dance Collective, the Tindley Preparatory Academy Gospel Choir, comedian Dwayne Cobb, poets Dome and Nqobi, the Ground Zero Band, and the always-popular fashion show coordinated by DaNisha Greene. For youth, the Gala will feature face painting with Cinamon the Clown, a coloring workshop, interactive gadgets and a bottle cap tambourine workshop.
A number of local authors will be on hand to sign and sell their works, including Sheila L. Leavell (Moments of Reflection), Felecia Wellington (I Write in the Dark: My Truth Be Told), Anangell Murray (Life, Hope & Pain), Raynandole E. Poindexter (Legends of a Lion), and Angel Starks (The Undercover Business Woman). The event’s food vendor will be Backyard BBQ. Free parking for the Gala will be available in Central Library’s garage, with overflow parking available at the Scottish Rite Cathedral. The public also is invited to the 2017 Meet the Artists First Friday meet and greet on Friday, March 3 from 6 - 9 p.m. at Central Library. The background of The Gazette:
I am a life-long resident of the Broad Ripple area. My family has been in Broad Ripple for many generations. Jacob Coil platted and named Broad Ripple in 1837. Two of his daughters married into my family in the 1870s. My grandfather was a mail carrier at the BR post office and a charter member of the American Legion Post #3. My grandmother Helen Dawson Hague worked at the Broad Ripple National Bank in Mustard Hall that became Fletcher Trust, then AFNB, then Bank One, and now Chase. My uncle Glen Hague worked at TV News and at Hoster-Roberts Ford, which is now Passwater’s and the Old Pro’s Table. My great-grandfather, grandmother, uncle, father, sister and son all graduated from BRHS; I am class of 1978. My son John is BRHS class of 2006, and is Assistant Band Director at BRMHS. As a board member of the BRHS Alumni Assn he is an organizer of the BRHS reunions for the classes of the 1930’s through the 1950’s held the first Sunday each June at Riviera Club. For many years, I have wanted a newspaper that answered my questions. Where did that store go? Why were those people digging on the corner? When is the BRMHS Homecoming Parade? What happens at that business? The Gazette is that paper. You will get an unbiased look into what is happening in Broad Ripple because I have no financial interests in Broad Ripple, nor am I affiliated with any of its organizations. I am simply a resident who is passionate about the area. You will also read about the history of Broad Ripple. This history continues to expand as I uncover new sources of stories and photos. The Gazette’s area of coverage has no real boundaries. Historically, the town of Broad Ripple extended down to 54th Street. The goal of the Gazette is to share with readers stories that are within 10 minutes or so from the heart of Broad Ripple - covering events in the Midtown region. Also, Broad Ripple is one of the seven Cultural Districts recognized by the City of Indianapolis. We try to let you know what is going on in the other districts as we can. One question I often get is how an article gets into the Gazette. We do not accept payment for articles. Article subjects are picked by me for inclusion based on the interest to the residents and visitors to the Broad Ripple area. Since this is a bi-weekly paper, we will not be able to cover news as it happens. Rather, our focus is on issues that are not time sensitive. You will probably never see these stories anywhere else, so getting them a week or so later will be much better than not at all. We try to include a new/ recently opened business or long-time business feature article in each issue. I have hundreds of stories planned, but if there is something you want to read about, please let us know. I think you will enjoy the Gazette. I know I enjoy bringing it to you. -Alan Hague

Fall Fall is such a beautiful time of the year in Broad Ripple. The trees lining College Avenue display a glimpse of God’s art. I love Fall, yet dread the coming Winter. Since becoming bipolar I have struggled through Winter.
The trees rustle and shed their wonderfully clad leaves. As Fall approaches I lament my losses and brace my self for another Winter which will assuredly bring hopelessness. Days 15-28: Rock climbing, spinning and aerial fitness! Happy February readers! Admittedly my least favorite month of the year (except for it being my husband’s birthday month and it being the shortest one of the year). I hope many of you have had the chance to tune into the show “100 days” that I mentioned in the last article. If you didn’t read the last issue, this is a YouTube series featuring locally-based author John Green and his best friend Chris Waters. In this series, they challenge themselves in vast ways to increase their fitness and wellness through diet modifications and various exercise modalities. They come to me twice a week, and then embark on other types of workouts at local facilities for a total of 100 days. And no, they aren’t torturing themselves daily for 100 straight days. They also build rest and self-guided exercise days into their schedules so it’s really not as extreme as it seems. The past two week episodes have been very interesting. John explains how much exercise, and particularly intense at that, has an extremely calming effect on him and helps with his OCD disorder. And the first month of this series has really impacted him immensely in this way. Which is awesome! I find fitness to be very therapeutic mentally and physically. I will refer to a meme I saw on Facebook the other day: Said no one ever....”Man, I wished I hadn’t got that workout in!” The first episode highlighted a trip to Broad Ripple Park’s fitness trail. The show’s title was “you don’t need a gym to workout” which I uttered while leading the guys through the various fitness stations, giving them a great full body workout while outdoors. In this episode, they also tried out indoor rock climbing at a local facility. John has a crippling fear of heights, so the fact that he was willing to do this was impressive. He did it; hated it, and said he will never do it again, and I believe him. But the fact is he TRIED it, never know for sure if you hate something unless you try it. The next episode was interesting due to the fact that Chris was sick with the flu and John had to workout solo. While sad that Chris didn’t feel well, it was interesting to see how much more difficult it was for John to struggle through his workout without Chris. It was WAY tougher for him and I knew it would be. The buddy system really helps with fitness journeys as it provides that support like a “misery loves company” haha. Not to mention a slight distraction while they joke with each other and take breaks. Indoor cycling was also done (also without Chris) at my favorite local cycling gym. John had never tried this before and he definitely liked it...probably not enough to return at 6:00am again! But did like it. Finally the last episode I will mention featured an entire workout of partner exercise. This one was extremely amusing to film and they were doing wheelbarrows, plank jump overs, ball tosses, band jumps, etc. Not necessary to have a lot of equipment to get a solid workout! Lastly, they visited an aerial fitness gym downtown. They basically swung around on ribbons, spun around on hoops and trapezes. Trust me, it’s harder than it looks. But it seems really cool and I’m hoping to give it a try soon!! The main thing that John seems to struggle with is his diet. It seems to be his biggest challenge so far, and I know many of you, myself included, can relate to this. Our relationship with food can be quite complicated as it isn’t something you can ever “quit” like smoking or alcohol. This show has definitely been quite eye opening to myself and has inspired me to get out of my box as well!! Laura Minor owner and operator of So.Be.Fit.
